D. *Request Approval to Accept the Tobacco-Use Prevention Education (TUPE) Tier 1 Grant (overview) Tobacco-free certified school districts, direct funded charter schools and COEs are encouraged to apply for a non-competitive TUPE Tier 1 Grant for the amount of $9,000. These funds are to be expended over the course of three (3) years and used to maintain and enforce a tobacco-free school policy as well as fund the administration of the California Health Kids Survey. This grant will enable us to apply on behalf of Orchard and Lakeside Districts and support them in their tobacco-prevention and cessation efforts. Administration recommends accepting the Tobacco-Use Prevention Education (TUPE) Tier 1 Grant. (Dr. Angelica Ramsey)

E. *Request Approval of Award Bid to Premier Builders for $116,910 (overview) Premier Builders (Bid #19-14-15) was selected through the bid process to provide construction services for the Early Learning Services Department, Head Start Program. Premier Builders will renovate restrooms at the Rouleau Head Start site in order to comply with licensing, ADA and supervision requirements. Funding has been incorporated into the FY 2014-15 budget to cover these expenses. Administration recommends approval of award bid to Premier Builders for $116,910. (Dr. Mary Ann Dewan)

F. *Request Approval of Purchase Order Exceeding $100,000 (overview) The Santa Clara County Office of Education (SCCOE) is standardized on a variety of Microsoft products for its networking, desktop, and database services. We have taken advantage of significant savings available through a statewide Microsoft licensing vehicle approved for all California educational institutions. Since we have now consolidated a large number of licenses for renewal under this agreement, the total for updating the licensing groups altogether is $133,233.18. Funding has been incorporated for this purpose in the 2014-15 budget. Administration recommends approval of purchase order exceeding $100,000 for SHI International Corporation. (Phil Benfield)

6. HEAD START TRAINING
A. *Head Start Governance Training for Governing Board and Review of Head Start Staffing (overview) Per Head Start Act, Section 642(d)(3), members of the governing body receive effective and ongoing training and technical assistance to ensure that they understand the information they receive and are able to provide effective oversight of, make appropriate decisions for, and participate in programs of the Head Start agency. Jerry Gomez, consultant to Head Start, will provide the training. Following the training, staff will be available to answer questions to the items noted in the presentation, including on slide 6, "Activities to support the active engagement of families in the program", "program recruitment" and "decisions regarding employment of program staff." A. *Settlement of Litigation (Alum Rock Union Elementary School v. SCCBOE et al. (Santa Clara County Superior Court Case No. 114-cv-260070) (overview) The parties to the lawsuit titled, Alum Rock Union Elementary School v. SCCBOE et al. reached a settlement of their dispute during mediation before the Honorable Patrick Mahoney on February 24, 2015, subject to final SCCOE Board and the Plaintiff Districts' Board of Education. Administration recommends approval of the Settlement Agreement and the approval of payment to Sheppard Mullion, SCCOE's Board's litigation counsel; in the amount of not to exceed $250,000 which includes costs of preparation of the administrative record and mediation related costs. C. *Office of Innovative Schools Website (overview) In an effort to increase transparency and access to information regarding the Santa Clara County Board of Education's authorized charter schools, the Office of Innovative Schools, working in partnership with the Santa Clara County Office of Education's Technology Branch has revised its web site to create a clearer and more informative resource for our Board, charter leaders, families and the community.
