STUDENT RECOGNITION: (overview) As part of the County Board of Education Student Recognition Program, the Santa Clara County Office of Education (SCCOE) recognizes five students each year who have overcome significant obstacles to reach their personal and academic goals. Hector Santana is being honored as the Student of the Year for Migrant Education for his academic achievements, leadership skills, good attendance, citizenship and character and perseverance in pursuing his goals.

NOMINEES FOR CLASSIFIED EMPLOYEE OF THE YEAR: (overview) Each year at the request of the California Department of Education (CDE), the County Superintendent invites submissions from county districts for the state "Classified School Employee of the Year" program. A Santa Clara County Office of Education committee reviewed all submissions and selected one employee from each job classification. The County Superintendent then forwarded these names to the CDE for consideration of statewide recognition.

D. *Request Approval to Submit i3Grant (overview) Fourteen years ago the California Alliance of African American Educators (CAAAE) launched a Science, Technology, Engineering and Math (STEM) program focused on Black students in Silicon Valley. The program sends one hundred percent of its students to college, ninety percent graduate with a BA or BS degree in four years, and sixty percent of those degrees are in STEM fields (eight times the national average for Blacks.) The CAAAE is partnering with the Santa Clara County Office of Education (SCCOE) to replicate its award-winning STEM model in 25 sites around the country to serve up to 1,125 students in its first year, adding third graders at each site each year. At the end of the i3 three-year grant, we will have 6,750 students. Administration recommends approval to submit the i3 grant. (Dr. Angelica Ramsey)

E. *Request Approval to Accept the Tobacco Use Prevention and Education (TUPE) Tier 1 Grant (overview) Tobacco-free certificated school districts, direct funded charter schools and COE's are encouraged to apply for a non-competitive TUPE Tier 1 grant for the amount of $4,500. These funds are to be expended over the course of three years and used to maintain and enforce a tobacco-free school policy as well as fund the administration of the California Health Kids Survey. This grant will enable us to continue to provide support to Alternative Education and Special Education in their tobacco prevention and cessation efforts. Administration recommends accepting the Tobacco use Prevention and Education Tier 1 grant. (Dr. Angelica Ramsey)

G. *Request Approval of Purchase from IAT Interactive, LLC for $195,216 (overview) It's About Time (IAT) Interactive, LLC was selected by the Science teachers of Alternative Education Department (AED) to replace outdated Science curriculum for AED. The curriculum selected is aligned to the Common Core State Standards and the Next Generation Science Standards and includes STEM and Project-Based Inquiry ScienceT (PBIS). IAT Interactive, LLC was found to be a Single Source. Administration recommends approval of purchase from IAT Interactive, LLC for $195,216. (Dr. Mary Ann Dewan)

H. *Request Approval of Contract Exceeding $100,000 (overview) This contract will be with Siras Systems, Inc. and will cover a customized database system that will generate compliant individualized Education Program (IEP) reports for districts within North West Santa Clara County and the SCCOE Special Education Department. Contract amount will be $191,051.25 per year for a three-year term. Administration recommends approval of contract exceeding $100,000 with Siras Systems Inc. (Dr. Mary Ann Dewan)

I. *Request Approval of Contract Amendment over $100,000 with East Side Union High School District Early Head Start Program (overview) In preparation for Educare, the Santa Clara County Office of Education will fund a summer 2014 pilot program for the East Side Union High School District Early Head Start. The amendment adds $18,759.92 to the existing contract of $146,844. In addition, this contract amendment will provide a 1.3% Cost of Living increase in the amount of $1,909 per year, to be paid retroactively to May 1, 2014. Administration recommends approval of Contract Amendment over $100,000 with East Side Union High School District Early Head Start Program. (Dr. Mary Ann Dewan)

J. *Request Approval to Extend Contract for School Business Service Consultants (overview) The Santa Clara County Office of Education has engaged the firm of School Business Service Consultants to provide research and analysis on issues related to audits, such as the payroll audit where the vendor is supporting the Superintendent in leading the development of management responses and actions. This request is to extend the contract to continue these services through the end of the calendar year and to cover other operational issues in SCCOE operations, such as district requests for fiscal support. Administration recommends approval of to extend contract for School Business Service Consultants. (Superintendent Gundry)

11. PUBLIC HEARING
A. *Public Hearing on Rocketship Franklin-McKinley Charter School Petition (overview) On May 12, 2015, the Office of Innovative Schools of the Santa Clara County Office of Education (SCCOE) received a charter petition from Rocketship Education seeking approval to open Rocketship Franklin-McKinley. This petition was submitted on appeal from the Franklin-McKinley School District, having been denied by the District's Board of Education on April 14, 2015. California Education Code Section 47605(b) requires that "no later than 30 days after receiving a petition . the governing board of the school district shall hold a public hearing on the provisions of the charter, at which time the governing board of the school district shall consider the level of support for the petition by teachers employed by the district, other employees of the district, and parents. This item will be placed on the County Board agenda for a vote on June 17, 2015. (Don Bolce)

A. *Student Services Branch Report, Part 3: Early Learning Services (overview) Each Branch has been charged with providing a report of Branch programs and activities. This report of the Student Services Branch will focus on Early Learning Services. The purpose of the presentation is to provide the Board with an update regarding the status and progress of our key initiatives for the 2014-15 school year, as well as our program improvement efforts. B. *Strong Start Report (overview) Strong Start is a coalition of community leaders, early education providers, nonprofit organizations, elected officials, members of the business community and other key stakeholders who are committed to expanding access to high quality early learning opportunities for all children age 0 to 8 in Santa Clara County. Convened in 2012, the coalition has sought local solutions to help increase access to high-quality early education and conducted legislative advocacy efforts at the state level to encourage increased investments in early learning. Information will be provided about Strong Start including the Education Campaign launched in February 2015. (Dr. Mary Ann Dewan)

C. *Educare of California at Silicon Valley (ECSV) Update (overview) Educare schools, a network of more than 20 programs across the country, provide a comprehensive, high quality early childhood education and family support program shown to prevent the achievement gap from opening for the most at-risk children. Educare of California at Silicon Valley (ECSV) is a 501(c)(3) non-profit organization that supports and coordinates the development of the first Educare school in California, located in the Santee neighborhood of east San José in the Franklin-McKinley School District. Staff will provide an update regarding the status of Educare. Educare is scheduled to open in August of 2015. (Dr. Mary Ann Dewan)

D. *Head Start Monthly Board Reports (overview) As per the Head Start Act, all Head Start Agencies are required to provide program information to the Board of Education. This monthly report will cover the month of March 2015. (Dr. Mary Ann Dewan)

A. *Request Approval of Contract over $250,000 with Mountain View-Whisman School District, Head Start (overview) The Head Start Program is requesting approval of the contract between the Santa Clara County Office of Education and Mountain View-Whisman School District. This contract was included in the Head Start grant application for the 2015-16 funding year. The cost of this contract is $317,500 per year for a period of five years.
