2. EMPLOYEE OF THE MONTH: (overview) The Santa Clara County Office of Education (SCCOE) recognizes ten employees each year for outstanding service to students, parents, coworkers and customers. Chris Hess, Payroll Services Specialist, is being honored as the Employee of the Month for June for her outstanding skills and accomplishments on the job, dedication to exceptional service and commitment to excellence.

B. *Request Approval of Revised 2014-15 Comprehensive School Safety Plans (overview) Per Education Code Section 32281(b)(1) Except as provided in subdivision (d) with regard to a small school district, the School Site Council established pursuant to former Section 52012, as it existed before July 1, 2005 or Section 52852 shall write and develop a comprehensive school safety plan relevant to the needs and resources of that particular school or the School Site Council may delegate this responsibility to a school site safety planning committee. The revised 2014-15 School Safety Plans for Santa Clara County Office of Education Schools outline site-specific programs and procedures required by Education Code Section 32280, et seq. The plans have been approved by School Site Councils in accordance with California statutory law. Administration recommends approval of revised 2014-15 Comprehensive School Safety Plans. C. *Request Approval of the 2015-16 Service Provider Contracts over $100,000 (overview) The 2015-16 service provider contracts were developed by analyzing the 2014-15 expenditures to date, reviewing Individual Educational Plan (IEP) service needs and calculating the projected enrollment for the 2015-16 school year. Vendors (Children's Recovery Center, NOVA Health Therapies, Inc., Safetrans Transportation, Inc., Speech Pathology Group and SubAcute Saratoga Hospital) were selected based on their highly qualified staff; responsiveness to Department needs, competitive rates and overall quality of services they provide. Administration recommends approval of the 2015-16 service provider contracts exceeding $100,000. (Dr. Mary Ann Dewan)

A. *Request Approval of the 2015-16 Service Provider Contracts Exceeding $250,000 (overview) The 2015-16 service provider contracts were developed by analyzing the 2014-15 expenditures to date, reviewing Individual Educational Plan (IEP)service needs and calculating the projected enrollment for the 2015-16 school year. Vendors (Alpha Vista and Maxim Healthcare Services, Inc.) were selected based on their highly qualified staff; responsiveness to Department needs, competitive rates and overall quality of services they provide. Administration recommends approval of the 2015-16 service provider contracts exceeding $250,000 with Alpha Vista and Maxim Healthcare Services, Inc. (Dr. Mary Ann Dewan)

B. *Request to Approve Updated Resolution to Provide Temporary Loans to School Districts (overview) This resolution, pursuant to Education Code (EC) 42621 and EC 42622 will allow the County Superintendent to loan up to, but not exceed, a total of $5.0 million from the County School Service Fund to one or more individual school districts in Santa Clara County experiencing a cash-flow emergency. Any use of this authorization is to provide a temporary short-term "bridge loan" during fiscal year (FY) 2014-15 or 2015-16, that addresses a school district's realized/projected cash short-fall that would otherwise cause a district not to meet an immediate financial obligation and that would negatively impact payroll processing for that district's employees. Administration recommends approving the updated resolution for the current and following 2015-16 fiscal year. (Micaela Ochoa)

11. INFORMATION ITEMS
A. *Charter Summit
(overview) The Settlement Agreement of the litigation titled "Alum Rock v. SCCBOE et. al." included a stipulation that the County Board of Education invite governing boards and superintendents of each school district within the County of Santa Clara to a summit on policy and procedure surrounding approval and operation of charter schools in the County of Santa Clara. The Settlement Agreement was approved by the County Board of Education on April 1, 2015. Tonight's Charter Summit addresses the term of the Settlement Agreement. Although not required by the Settlement Agreement, the Charter Summit Planning Committee has recommended a follow up Summit which will take place before June 30, 2016. (Don Bolce)

B. *Strong Start Report
(overview) Strong Start is a coalition of community leaders, early education providers, nonprofit organizations, elected officials, members of the business community and other key stakeholders who are committed to expanding access to high quality early learning opportunities for all children age 0 to 8 in Santa Clara County. Convened in 2012, the coalition has sought local solutions to help increase access to high-quality early education and conducted legislative advocacy efforts at the state level to encourage increased investments in early learning. Information on Strong Start will be provided including the Education Campaign launched in February 2015. (Dr. Mary Ann Dewan)

C. *Educare of California at Silicon Valley (ECSV) Update
(overview) Educare schools, a network of more than 20 programs across the country, provide a comprehensive, high quality early childhood education and family support program shown to prevent the achievement gap from opening for the most at-risk children. Educare of California at Silicon Valley (ECSV) is a 501(c)(3) non-profit organization that supports and coordinates the development of the first Educare School in California, located in the Santee neighborhood of east San José in the Franklin-McKinley School District. Staff will provide an update regarding the status of Educare. Educare is scheduled to open in August of 2015. (Dr. Mary Ann Dewan)

D. *May Revise
(overview) On Thursday, May 14, 2015, the Governor released his May Revision. The May Revision marks a very significant point in the State's Budget development process. It is the last statutory opportunity for Governor Jerry Brown to update his economic projection for the current year and the 2015-16 budget year based on the latest economic data. Administration will present School Services of California's May Revision summary. (Micaela Ochoa)
