Recognition - Head Start 50th Anniversary (overview) For the last 50 years, Head Start has been the premier national model for providing the whole child an opportunity for success in school and life. As the local Head Start grantee for both Santa Clara and San Benito counties, the Santa Clara County Office of Education (SCCOE) has provided tens of thousands of children and families with high quality, developmentally appropriate preschool services for the last 45 years. Tonight, the Board of Education honors this tradition of excellence by recognizing the invaluable contributions of the Head Start program, its staff and the Head Start policy council members to our community.

E. *Request Adoption of Resolution for Signature Authorizations on the Contract (CLPC-5042) with the California Department of Education (CDE) (overview) The ongoing contract, CLPC-5042, with the CDE and the Santa Clara County Office of Education (SCCOE), Local Planning Council, must be signed and returned to the Department of Education for the funds to be released from the CDE to the SCCOE. In order to continue receiving funds, the CDE requires a resolution by the Governing Board on an annual basis authorizing designated personnel to sign contracts. The SCCOE will receive $56,647. Contract will be effective from July 1, 2015 through June 30, 2016. Administration recommends adoption of resolution for signature authorizations on contract (CLPC-5042) with the CDE. F. *Request Adoption of Resolution for Signature Authorizations on the Agreement (CCTR-5281) Between the California Department of Education (CDE) and the Santa Clara Superintendents of Schools (overview) The ongoing contract, CCTR-5281, between the CDE and the Santa Clara County Superintendent of Schools, must be signed and returned to the Department of Education for the funds to be released from the CDE to the SCCOE. In order to continue receiving funds, the CDE requires a resolution by the Governing Board on an annual basis authorizing designated personnel to sign contracts. The SCCOE will receive a Maximum Reimbursable Amount (MRA) of $245,587 based upon a Minimum Child Days of Enrollment requirement of 6,803 days and a Minimum Days of Operation requirement of 243 days. The Agreement is effective July 1, 2015 through June 30, 2016. I. *Request Approval to Apply for Tobacco-Use Prevention Education County Technical Assistance and Leadership Funds (overview) The Tobacco-Use Prevention Education (TUPE) County Technical Assistance and Leadership Funds (CTALF) provide funding to county offices of education to plan, develop and implement capacity building, technical assistance and training, evaluation, program improvement services and coordination activities for TUPE activities for local educational agencies. J. *Request Adoption of Ethnic Studies Resolution (overview) Santa Clara County represents a wide range of ethnic groups with rich cultural histories and, as a hub for industry, continues to attract immigrants from all over the world. Students in our county represent more than 50 primary languages other than English. The Santa Clara County Office of Education has been a pioneer in promoting education for bilingualism, biliteracy, and global competency through its programs, in partnering with national and global organizations and developing curriculum. Administration recommends adoption of Ethnic Studies resolution. (Dr. Angelica Ramsey)

K. *Request Approval of Contract for EdLeader21 Exceeding $100,000 (overview) EdLeader 21 is a national online network of school and district leaders focused on integrating the 4Cs (critical thinking, communication, collaboration and creativity) into education. Membership will allow educators to have access to established and well-vetted best practices to integrate the 4Cs. Administration recommends approval of contract for EdLeader 21 exceeding $100,000. L. *Request Amendment to Facility Shared Use Agreement between Santa Clara County Office of Education (SCCOE) and Educare of California at Silicon Valley (ECSV) (overview) On May 21, 2014, the SCCOE entered into a Facility Shared Use Agreement (the "Agreement") with ECSV regarding the use of the ECSV facility. The term of the Agreement was until June 30, 2016. In the Agreement, SCCOE was granted exclusive license to use eight classrooms in the facility and a non-exclusive license to use other areas of the facility. This amendment makes two changes to the original Agreement. Administration recommends to approve amendment to the Facility Shared Use Agreement. (Dr. Mary Ann Dewan)

N. *Request Approval of Revised Certification of Signatures for 2015 (overview) The Board must approve certification of signature(s) of person or persons authorized to sign, in the absence of the County Superintendent of Schools, for orders dr4awn on the funds of the Santa Clara County Office of Education, notices of employment and contracts in accordance with the provisions of Education Sections 42632 and 42633. Administration recommends approval of revised certification of signatures for 2015. (Superintendent Gundry)

O. *Request Adoption of Resolution in Honor of the 50th Anniversary of Head Start (overview) In January of 1964, President Lyndon B. Johnson declared The War on Poverty in his State of the Union Speech. Part of the government's thinking on poverty was influenced by new research on the effects of poverty, as well as on the impacts of education. Each year, Head Start of Santa Clara County provides services to more than 2,000 preschool-age children in Santa Clara and San Benito Counties. Head Start centers, which offer comprehensive preschool program designed to meet the needs of children and their families, are located in most cities in the two-county area, including San Jose, Santa Clara, Campbell, Mountain View, Milpitas, Gilroy and Hollister. Administration recommends adoption of the resolution in honor of the 50th anniversary of Head Start. (Dr. Mary Ann Dewan)

10. ACTION ITEMS
A. *Request Approval of Workers' Compensation Rates for 2015-16 as provided by the California State Association of Counties (CSAC) through their Excess Insurance Authority (EIA) Joint Powers Authority Insurance Programs (overview) At its July 17, 2013 board meeting, the Board adopted the resolution to join the CSAC Excess Insurance Authority for Workers' Compensation "stop-loss" coverage. This coverage is for Workers' Compensation cases that exceed $300,000, the current Self-Insured Retention covered by SCCOE. The premium for CSAC coverage for 2014-15 was $320,636. The 2015-16 rates are $309,067. Administration recommends approval of CSAC-EIA Workers' Compensation excess rates for $309,067. ( Dr. Mary Ann Dewan)

B. *Request Approval of Rates by the South Bay Area Schools Insurance Authority and Approval of Resolution to Become Members of Schools Excess Liability Fund
(overview) In 2008, the Board adopted a resolution to join the South Bay Area Schools Insurance Authority (SBASIA) for our general liability, property, crime, and boiler and machinery coverage. Effective for 2015-16 SBASIA has added coverage that includes the Schools Excess Liability Fund (SELF). This allows SBASIA to increase coverage limits to $50 million for a relatively reasonable premium. The Santa Clara County Board of Education must adopt the resolution herewith to declare membership into SELF. The total combined fees for all of the coverage described is $223,249.76. Administration recommends approval of the 2015-16 combined rates for coverage under the South Bay Area Schools Insurance Authority for $223,249.76 and adoption of the resolution to join the Schools Excess Liability Fund. C. *Request Approval of the Primary and Alternative Appointments to RDA Successor Agency Oversight Boards
(overview) Considering recent changes to staffing and responsibilities, it has been determined that several updates to RDA Successor Agency Oversight Board appointments are necessary. The City of Mountain View RDA Successor Agency Oversight Board is closed out. Therefore, appointments are no longer needed. Administration recommends approval of the updated primary and alternate appointments of the respective RDA Oversight Boards as noted. (Superintendent Gundry)

(overview) Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments. One Williams complaint was received and resolved during the April through June 2015 reporting period. (Dr. Mary Ann Dewan)

(overview) On June 17, 2015, the Policy Development Subcommittee met and approved the revision of BP/Exhibit 5117 Interdistrict Attendance Appeals, BP 5125 Students Records and Exhibit 5145.6 Parental Notifications. This item is being brought for first reading to the Board and will be brought for approval at the July 29 meeting. (Vice President Song)

E. *Employee Compensation Increase Exceeding the EC 1302(a) Limit
(overview) Education Code 1302(a) requires any annual increase in salary of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled Board meeting. Dr. Angelica Ramsey has been appointed to the position of Associate Superintendent and will receive an annual compensation increase in the 2015-2016 fiscal year in excess of the $10,000 limit as a result of this appointment. L. *Request Amendment to Facility Shared Use Agreement between Santa Clara County Office of Education (SCCOE) and Educare of California at Silicon Valley (ECSV) (overview) On May 21, 2014, the SCCOE entered into a Facility Shared Use Agreement (the "Agreement") with ECSV regarding the use of the ECSV facility. The term of the Agreement was until June 30, 2016. In the Agreement, SCCOE was granted exclusive license to use eight classrooms in the facility and a non-exclusive license to use other areas of the facility. This amendment makes two changes to the original Agreement. Administration recommends to approve amendment to the Facility Shared Use Agreement. (Dr. Mary Ann Dewan)

O. *Request Adoption of Resolution in Honor of the 50th Anniversary of Head Start (overview) In January of 1964, President Lyndon B. Johnson declared The War on Poverty in his State of the Union Speech. Part of the government's thinking on poverty was influenced by new research on the effects of poverty, as well as on the impacts of education. Each year, Head Start of Santa Clara County provides services to more than 2,000 preschool-age children in Santa Clara and San Benito Counties. Head Start centers, which offer comprehensive preschool program designed to meet the needs of children and their families, are located in most cities in the two-county area, including San Jose, Santa Clara, Campbell, Mountain View, Milpitas, Gilroy and Hollister. Administration recommends adoption of the resolution in honor of the 50th anniversary of Head Start. (Dr. Mary Ann Dewan)

A. *Request Approval of Workers' Compensation Rates for 2015-16 as provided by the California State Association of Counties (CSAC) through their Excess Insurance Authority (EIA) Joint Powers Authority Insurance Programs (overview) At its July 17, 2013 board meeting, the Board adopted the resolution to join the CSAC Excess Insurance Authority for Workers' Compensation "stop-loss" coverage. This coverage is for Workers' Compensation cases that exceed $300,000, the current Self-Insured Retention covered by SCCOE. The premium for CSAC coverage for 2014-15 was $320,636. The 2015-16 rates are $309,067. Administration recommends approval of CSAC-EIA Workers' Compensation excess rates for $309,067. ( Dr. Mary Ann Dewan)

B. *Request Approval of Rates by the South Bay Area Schools Insurance Authority and Approval of Resolution to Become Members of Schools Excess Liability Fund
(overview) In 2008, the Board adopted a resolution to join the South Bay Area Schools Insurance Authority (SBASIA) for our general liability, property, crime, and boiler and machinery coverage. Effective for 2015-16 SBASIA has added coverage that includes the Schools Excess Liability Fund (SELF). This allows SBASIA to increase coverage limits to $50 million for a relatively reasonable premium. The Santa Clara County Board of Education must adopt the resolution herewith to declare membership into SELF. The total combined fees for all of the coverage described is $223,249.76. Administration recommends approval of the 2015-16 combined rates for coverage under the South Bay Area Schools Insurance Authority for $223,249.76 and adoption of the resolution to join the Schools Excess Liability Fund. C. *Request Approval of the Primary and Alternative Appointments to RDA Successor Agency Oversight Boards
(overview) Considering recent changes to staffing and responsibilities, it has been determined that several updates to RDA Successor Agency Oversight Board appointments are necessary. The City of Mountain View RDA Successor Agency Oversight Board is closed out. Therefore, appointments are no longer needed. Administration recommends approval of the updated primary and alternate appointments of the respective RDA Oversight Boards as noted. (Superintendent Gundry)

(overview) Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments. (overview) On June 17, 2015, the Policy Development Subcommittee met and approved the revision of BP/Exhibit 5117 Interdistrict Attendance Appeals, BP 5125 Students Records and Exhibit 5145.6 Parental Notifications. E. *Employee Compensation Increase Exceeding the EC 1302(a) Limit
(overview) Education Code 1302(a) requires any annual increase in salary of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled Board meeting. Dr. Angelica Ramsey has been appointed to the position of Associate Superintendent and will receive an annual compensation increase in the 2015-2016 fiscal year in excess of the $10,000 limit as a result of this appointment.
