A. *Conduct a Public Hearing and Request Adoption of Resolution Regarding Sufficiency of Textbooks and Instructional Materials (overview) Education Code 60119 requires that, in order to receive instructional materials funding, the Board of Education must hold a public hearing each year to determine whether students have sufficient textbooks and instructional materials. Further, the Board of Education must affirm in a resolution that sufficient supplies exist at all sites operated by the Santa Clara County Office of Education and that it has adopted textbooks and instructional materials that are consistent with the sate curricular frameworks and standards. Principals in both the Alternative Education and Special Education Departments undertook a review and determined textbooks and materials to be sufficient. Administration recommends conducting a Public Hearing and adopting the resolution regarding sufficiency of textbooks and instructional materials. (Dr. Mary Ann Dewan)

D. *Request Approval to Accept the Transition Partnership Program Grant (overview) The purpose of the Transition Partnership Program Grant is to improve the provision and coordination of services and supports. The primary target population for referrals to Transition Partnership Program will be the mutual Transition Partnership Program student/Department of Rehabilitation clients who are adults with disabilities and students transitioning out of SCCOE/Alternative Education and Special Education classes making the transition from school to work. The SCCOE Special Education Department will receive $720,168 from July 1, 2015 through June 30, 2018. Administration recommends the approval to accept the Transition Partnership Program Grant. E. *Request Approval of New Grant - Education for Homeless Children and Youth (overview) On February 2, 2015, the Santa Clara County Board of Education approved the submission of the competitive grant for the Education of Homeless Children and Youth. Since then, the California Department of Education has approved SCCOE's competitive Request of Application to financially supplement McKinney-Vento Programs. The McKinney-Vento Act protects the rights of children and youth experiencing homelessness ages 4-22. SCCOE will receive $157,979 per year for three years. These funds can be applied to staff salaries, professional development to school districts and service delivery to students. Administration recommends approval of new grant - Education of Homeless Children and Youth. (Dr. Mary Ann Dewan)

F. *Request Approval Grant over $100,000 with Glynlyon Inc. (Odysseyware) (overview) Odysseyware will provide 200 user licenses and include curriculum for grades 3-12 in four content areas (English Language Arts, Math, Social Studies/History and Science). Odysseyware will provide professional development for the Alternative Education Department (AED) including face to face on-site school and district professional development as well as webinars and remote, on-demand support services. AED will enter into an agreement not to exceed $115,000 for the 2015-16 school year. Funding will come from Title 1 and Local Control Funding Formula (LCFF). H. *Request Approval of Contract Over $100,000 with Revolution Foods (overview) The Santa Clara County Office of Education Department serves breakfast and lunch to over 200 students a day in our Community Schools. During the 2013-14 and 2014-15 school year, Revolution Foods provided these meals for our students. The Alternative Education Department will enter into an agreement not to exceed $136,215 for the 2015-16 school year to provide food services to Terra Bella, Odyssey, Sunol and Snell Alternative Education sites. A. *Action on Request for a Material Revision to Alpha Public Schools: Jose Hernandez Middle School Charter Petition (overview) On August 20, 2015, the Santa Clara County Board of Education received a request from Alpha Public Schools requesting a material revision to the charter currently authorized by the Santa Clara County Board of Education. A public hearing on the requested revision was held on September 2, 2015. The revision would add grade 5 beginning in fall 2016 and would increase the projected full enrollment from 468 to 560 students. The revision also updates the petition to reflect new legal requirements enacted since the charter was approved. Administration recommends approval of the material revision. (Dr. Angelica Ramsey)

B. *Request to Approve the 2014-15 Unaudited Actuals Financial Report (overview) Education Code 1628 states that on or before October 15 of each year, the county superintendent of schools of each county office shall prepare and file, in a format prescribed by the Superintendent of Public Instruction, an annual statement of all receipts and expenditures of the county office for the preceding fiscal year and shall file the statement, along with the statement received pursuant to subdivision (b) of Section 42100, with the Superintendent of Public Instruction. The Santa Clara County Office of Education's Unaudited Actual Financial Report provides 2014-15 actual revenues, expenditures, ending fund balances and reserves. C. *Request Approval of Contract Over $250,000 - American Modular Systems (overview) Over 15 years ago, the Santa Clara County Office of Education (SCCOE) received several Housing and Community Development (HUD) portable buildings. Recently, The Office of Public School Construction is requiring districts and LEAs not to use the HUD portable buildings for school purposes as of September 30, 2015. Therefore, the SCCOE needs to purchase four portable classrooms. American Modular Systems was identified as the vendor which best meets the needs of the SCCOE. Funds have been incorporated for this purpose in the 2015-16 budget. Administration recommends approval of contract exceeding $250,000 to American Modular Systems. (Mark Skvarna)

D. *Request Approval of Contract Over $250,000 for the A-Z Bus Sales, Inc. (overview) On September 1, 2015, the Santa Clara County Office of Education (SCCOE) issued a bid for five buses for the Transportation Services Department to replace the aging fleet of buses that provide specialized transportation services for special needs students who reside in Licensed Children's Institution Facilities, to school sites in Santa Clara County, within an area of 1312 square miles. A-Z Bus Sales, Inc. was identified as the vendor which best meets the needs of the SCCOE and the lowest bidder. Expenditures for the buses have been incorporated in the 2015-16 budget. Administration recommends approval of contract over $250,000 for A-Z Bus Sales Inc. (Mark Skvarna)

E. *Request Approval of Contract Over $250,000 with FIRST 5 Santa Clara County (overview) Santa Clara County has been actively involved in the development of a Quality Rating and Improvement System (QRIS). The purpose of this system is to increase the quality of early learning experiences for young children birth through five years of age in the county and the stat. FIRST 5 Santa Clara County has been the lead agency for QRIS work in Santa Clara County and has established a QRIS consortium, consisting of numerous diverse partners, including the Santa Clara County Office of Education (SCCOE) to develop the local QRIS. If approved, this contract will enable FIRST 5 Santa Clara County to begin implementation work with QRIS in Santa Clara County. B. *Charter School Update (overview) Twenty-three charter schools authorized by the Santa Clara County Board of Education are in operation in 2015-16. This includes several new schools and several schools which have faced facility challenges. The Charter Schools Office has collected enrollment information on each of these schools and has identified several schools which will require staff follow-up. A summary of this information is presented along with a listing of the charter schools which will come before the Board for renewal in 2015-16. (Dr. Angelica Ramsey)

C. *Special Education Facility Study (overview) The Santa Clara County Office of Education has launched a study of the facilities housing our special education programs. D. *Mindfulness Report (overview) At the request of Trustee Chang, a report of Mindfulness in Education will be provided. Mindfulness can be defined as the quality or state of being conscious or aware and is achieved by focusing one's awareness on the present moment. E. *History/Social Sciences/Civic Engagement Initiative Update (overview) The History/Social Sciences/Civic Engagement Initiative holds two main events during the year: Mock Trials and National History Day. For the 2015-16 school year, the Curriculum & Instruction Department will develop a civic education initiative which will focus on middle and high schools in Santa Clara County. B. *Charter School Update (overview) Twenty-three charter schools authorized by the Santa Clara County Board of Education are in operation in 2015-16. This includes several new schools and several schools which have faced facility challenges. The Charter Schools Office has collected enrollment information on each of these schools and has identified several schools which will require staff follow-up. A summary of this information is presented along with a listing of the charter schools which will come before the Board for renewal in 2015-16. (Dr. Angelica Ramsey)

C. *Special Education Facility Study (overview) The Santa Clara County Office of Education has launched a study of the facilities housing our special education programs. This will be a report of the launch of this study, anticipated activities, and a timeline for completion of the project. (Dr. Mary Ann Dewan)

D. *Mindfulness Report (overview) At the request of Trustee Chang, a report of Mindfulness in Education will be provided. Mindfulness can be defined as the quality or state of being conscious or aware and is achieved by focusing one's awareness on the present moment. This report will focus on Mindfulness in Education in Santa Clara County. (Dr. Mary Ann Dewan & Dr. Angelica Ramsey)

E. *History/Social Sciences/Civic Engagement Initiative Update (overview) The History/Social Sciences/Civic Engagement Initiative holds two main events during the year: Mock Trials and National History Day. For the 2015-16 school year, the Curriculum & Instruction Department will develop a civic education initiative which will focus on middle and high schools in Santa Clara County.
