2. EMPLOYEE OF THE MONTH: (overview) The Santa Clara County Office of Education (SCCOE) recognizes ten employees each year for outstanding service to students, parents, coworkers and customers. Oscar Lopez is being honored as the Employee of the Month for October for his outstanding skills and accomplishments on the job, dedication to exceptional service and commitment to excellence.

8. COUNTY BOARD OF EDUCATION MEMBER REPORTS (overview) The members of the Board may give reports on any activities related to their duties as members of the Santa Clara County Board of Education.
9. PUBLIC HEARING AND ACTION
A. *Conduct a Public Hearing and Adopt Resolution to Identify the Gann Appropriations Limit On November 6, 1979, the voters of the State of California approved Proposition 4/Gann Initiative. This initiative added article XIII-B to the State Constitution which has the effect of placing a limit on the amount of proceeds from taxes governmental entities may authorize for expenditure during each fiscal year. The 2015-16 Gann Appropriations Limit has been calculated at $350,254,070. The Board of Education is required to have a public hearing and then adopt a resolution to establish the 2015-16 Gann Appropriations Limit. Administration recommends adoption of resolution for the estimated Gann Appropriations Limit for 2015-16. (Mark Skvarna)

D. *Request Approval for Travel Reimbursement of Expenditures for Board Members' Attendance to the California Association for Bilingual Education (CABE) annual conference on March 23-26, 2016 in San Francisco, California (overview) Trustees Rossi and Kamei have requested attendance to the California Association for Bilingual Education (CABE) and since CABE is not on the Board's approved routine travel items list (BB 9250(c)), a request for travel and expense reimbursement is being brought to the Board for approval. An agenda for the 2016 conference has not been published yet but an agenda from the 2015 conference is attached for the Board's review. Administration recommends approval for travel reimbursement of expenditures for board members' attendance to the California Association for Bilingual Education annual conference on March 23-26, 2016 in San Francisco, California. 11. ACTION ITEMS
A. *Request Approval of Contract over $250,000 with the California Department of Education for the Supporting Inclusive Practices Project (overview) The purpose of the Supporting Inclusive Practice (SIP) project is to assist the California Department of Education (CDE) Special Education Division (SED) in meeting federal requirements under the Individuals with Disabilities Education Act (IDEA). The Early Learning Services, Inclusion Collaborative will receive $799,999.97 from the CDE. The term of the agreement is July 1, 2015 through June 30, 2017. Administration recommends approval of contract over $250,000 with the CDE for the Supporting Inclusive Practices Project. (Dr. Mary Ann Dewan)

B. *Request Approval of Kidango Mental Health Contract The Head Start Program will contract with Kidango, Inc. to provide mandated mental health support for parents and staff per Head Start regulations. Kidango will receive $244,956.40 per year for four (4) years to implement this area of work. Administration recommends approval of Kidango Mental Health Contract. (Dr. Mary Ann Dewan)

12. INFORMATION ITEMS
A. *Overview of Charter Revocation Process (overview) On October 7, 2015, the SCCOE Charter Schools Office staff reported on 1) the failure of Spark Charter School to ensure that staff has the clearance and credentials required by state law and the school's charter and 2) on the closure of the school until these violations were corrected. During discussion following the report, board members requested that an information item on the charter revocation process be placed on an upcoming board agenda. Staff will provide an overview of the charter revocation process outlined in Education Code 47607. (Dr. Angelica Ramsey)

B. *Special Education Facility Study (overview) The Santa Clara County Office of Education has launched a study of the facilities housing of its special education programs. This will be a report of the study launch, anticipated activities, and a timeline for completion of the project. (Dr. Mary Ann Dewan)

C. *Mindfulness Report (overview) At the request of Trustee Chang, a report of Mindfulness in Education will be provided. Mindfulness can be defined as the quality or state of being conscious or aware and is achieved by focusing one's awareness on the present moment. This report will focus on Mindfulness in Education in Santa Clara County. (Dr. Mary Ann Dewan & Dr. Angelica Ramsey)

D. *History/Social Sciences/Civic Engagement Initiative Update (overview) The History/Social Sciences/Civic Engagement Initiative holds two main events during the year: Mock Trials and National History Day. For the 2015-16 school year, the Curriculum & Instruction Department will develop a civic education initiative which will focus on middle and high schools in Santa Clara County. Staff will present an update on the initiative. (Dr. Angelica Ramsey)

E. *Williams Complaint Report (overview) Complaints filed for the Santa Clara County Office of Education school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments. No Williams complaints were received during the July through September 2015 reporting period. (Dr. Mary Ann Dewan)
