2. EMPLOYEE OF THE MONTH: (overview) The Santa Clara County Office of Education (SCCOE) recognizes ten employees each year for outstanding service to students, parents, coworkers and customers. Rob Marshall is being honored as the Employee of the Month for November for his outstanding skills and accomplishments on the job, dedication to exceptional service and commitment to excellence.
3. STUDENT RECOGNITION: (overview) As part of the County Board of Education Student Recognition Program, the Santa Clara County Office of Education (SCCOE) recognizes five students each year who have overcome significant obstacles to reach their personal and academic goals. Adrian Hurtado is being honored as the Student of the Year for Special Education for his academic achievements, leadership skills, good attendance, citizenship and character and perseverance in pursuing his goals.
4. RECOGNITION: (overview) The leadership of Educare of California at Silicon Valley is recognizing the Santa Clara County Board of Education and the Santa Clara County Office of Education for leadership and commitment to the development of Educare. Educare is serving approximately 168 children aged 0-5 through a multi-agency partnership.

C. *Request Approval to Submit Non-Competitive Grant from the David and Lucile Packard Foundation (overview) This grant will support the building of exemplary technical assistance (TA) to support the David and Lucile Packard Foundation's Summer Learning Matters Initiative with the capacity to support the diverse needs of after school summer learning programs across the state. Administration recommends approval to submit a non-competitive grant from the David and Lucile Packard Foundation. (Dr. Angelica Ramsey)

D. *Request Approval to Accept Non-Competitive Grant for Region 5 under the Regional Systems of District and Support (RSDSS) (overview) As the Local Educational Agency for Region 5, the Santa Clara County Office of Education is authorized to receive $641,237 under the Regional Systems for District and School Support initiative. The grant period is from July 1, 2015 through September 30, 2018. Regional 5 provides services to schools and districts in Monterey, San Benito, Santa Cruz and Santa Clara Counties. Administration recommends accepting a non-competitive grant for Region 5 under the Regional Systems of District and School Support. (Dr. Angelica Ramsey)

E. *Request Approval to Submit an Application for the Specialized Secondary Programs (SSP) Grant (overview) Specialized Secondary Programs provide start-up funds for the establishment of new specialized programs in grades nine through twelve in California high schools. The programs are expected to develop new standards-based model curriculum that promote an in-depth study of a targeted content area. An award of up to $100,000 would enable us to develop standards-based curriculum and a K-12 Program of Study (sequence of courses) for a partnering district/system in the career field of education. Administration recommends approval to submit an application for the Specialized Secondary Programs Grant. (Dr. Angelica Ramsey)

F. *Request Approval of the Santee Modular Lease to Catholic Charities (overview) The Head Start Program intends to lease the Head Start modular at Santee Elementary School to Catholic Charities for the purpose of providing First 5 funded support services such as parent workshops, trainings and classes to the Head Start families and the community close to Educare. Administration recommends approval of Santee modular lease to Catholic Charities. (Dr. Mary Ann Dewan)

G. *Request Approval to Accept a Grant from First 5 Santa Clara County and Approve the Agreement for the Child Signature Program (overview) The Head Start program participates in the child Signature Program funded and administered by First 5, to provide quality early learning experiences and family services. The purpose of the grant project is to increase the quality of services to at-risk children by providing the funding for an instructional coach to support daily strategies in the classroom. Administration recommends approval to accept a grant from First 5 Santa Clara County and approve the agreement for the Child Signature Program. (Dr. Mary Ann Dewan)

J. * Request Adoption Second Reading of Revised Board Policy/Exhibit 6163.4 and Board Bylaw 9250 (overview) On October 21, 2015, the Policy Development Subcommittee met and approved the revision of Board Policy/Exhibit 6163.4 Student Use of Technology and Board Policy 9250 Board Compensation, Benefits and Travel Reimbursement. Request Approval of Contract Exceeding $250,000 with Hopkins Carley (overview) The Hopkins Carley law firm will provide legal services to the Office of the Superintendent in the areas of business and/or human resources. A. *Staff Ethnicity Report (overview) The Human Resources Branch prepares an annual staff ethnicity report for the County Board of Education. As had been previously requested, the last report, dated November 5, 2014, had expanded staff ethnicity information for employee groups and by gender. The report represents staff in all departments, programs and sites operated by the County Office of Education. (Philip Gordillo)

B. *Employee Compensation Increase Exceeds the EC 1302(a) Limit (overview) Education Code 1302(a) requires any annual increase in salary of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled Board meeting. Recent leadership promotions, staff promotions into leadership positions and calendar year increases for teachers in both head Start and Opportunity Youth will result in excess of the $10,000 limit for 19 employees. C. *Quality Rating and Improvement System for SCCOE State Preschool Programs (overview) On September 2, 2015, the County Board of Education approved a grant agreement between FIRST 5 Santa Clara County and the Santa Clara County Office of Education for the purpose of maintaining and improving the quality of the California State Preschool Programs. During the discussion preceding approval, Trustee Di Salvo requested additional information be provided regarding the factors which resulted in the rating on the Quality Rating Improvement System (QRIS) scale for "Development and Health Screenings,""Effective Teacher Child Interactions," and "Ratios and Group Size." The staff report provides an overview of the QRIS components and specific steps that have been completed or are underway to use the scores to foster continuous improvement. (Dr. Mary Ann Dewan)
