2. EMPLOYEE OF THE MONTH: (overview) The Santa Clara County Office of Education (SCCOE) recognizes ten employees each year for outstanding service to students, parents, coworkers and customers. Natalia Sanchez is being honored as the Employee of the Month for December for her outstanding skills and accomplishments on the job, dedication to exceptional service and commitment to excellence.

SPECIAL RECOGNITION: AWARDS DISPLAY CASE UNVEILING To recognize our staff, their hard work, and the long history of excellence at the Santa Clara County Office of Education, an awards display case will be unveiled in the main lobby of the Ridder Park building as part of tonight's Special Recognitions. This case will prominently display major awards won by the SCCOE in recent years, as well as future awards for years to come. Board members, along with Superintendent Gundry and cabinet, will gather in the lobby for the brief unveiling ceremony.

C. *Request Approval to Submit Part I of the Career Technical Education Incentive Grant (CTEIG) (overview) The CTEIG is a state education, economic, and workforce development initiative with the goal of providing students with the knowledge and skills necessary to transition to employment and postsecondary education. The purpose of this program is to encourage and maintain the delivery of Career Technical Education (CTE) during the implementation of the school district and charter school local control funding formula. If our Part I application is accepted, we will be invited to complete Part 2 of the CTEIG application process. Administration recommends approval to submit Part I of the Career Technical Education Incentive Grant. (Dr. Angelica Ramsey)

D. *Request Approval to Accept the Non-Competitive Career Technical Education (CTE) Teach Mentor Program Grant (overview) CTE Teach is a program that provides new teacher support to CTE teachers in K-12 districts, ROCPs, community college and charter schools. Teachers from all districts and ROPs in Santa Clara and San Benito counties are eligible to participate in the CTE Teach program. The term of this MOU/grant is July 1, 2015 through June 30, 2016. Administration recommends approval to accept the non-competitive CTE Teach Mentor Program grant. (Dr. Angelica Ramsey)

E. *Request Approval to Increase the Contract for EdLeader21 to an Amount that Exceeds 10% of the Original Contract (overview) EdLeader21 is a national online network of school and district leaders focused on integrating the 4Cs into education. The original contract for EdLeader21 for $107,000 was approved by the County Board of Education at the July 15, 2015 board meeting. Administration recommends approval to increase the contract for EdLeader21 to an amount that exceeds 10% of the original contract. (Dr. Angelica Ramsey)

F. *Request Approval to Accept Tobacco-Use Prevention Education (TUPE) County Technical Assistance and Leadership Funds (overview) The Tobacco-Use Prevention Education (TUPE) County Technical Assistance and Leadership Funds (CTALF) provides funding to county offices of education to plan, develop and implement capacity building, provide technical assistance and training, evaluate program improvement services, maintain and enforce a tobacco-free school policy, assist in the administration of the California Healthy Kids Survey and coordinate TUPE activities for local educational agencies. These funds will be used for a 1.0 FTE Student Health and Wellness Supervisor who will coordinate and provide technical assistance on Tobacco-Use Prevention Education to Santa Clara County school districts. Administration recommends approval to accept TUPE County Technical Assistance and Leadership funds. (Dr. Angelica Ramsey)

A. *Renewal of the Summit Public Schools: Tahoma Charter Petition for the Period July 1, 2016 through June 30, 2021 (overview) The charter for Summit Public Schools: Tahoma expires on June 30, 2016. This charter was denied by East Side Union High School District Board of Trustees on September 16, 2010 and submitted on appeal to the Santa Clara County Board of Education on September 27, 2010. The Santa Clara County Board of Education approved this petition on December 8, 2010 for the period of five years. On October 8, 2015, the Charter Schools Office of the Santa Clara County Office of Education received a petition from Summit Public Schools: Tahoma seeking renewal of the charter. California Education Code Section 47607 (a) (1) requires that "each renewal shall be for a period of five years." If the charter were to be renewed by the County Board, the new term of the charter would begin on July 1, 2016 and end of June 30, 2021. Administration recommends renewal on the petition for Summit Public Schools: Tahoma Charter for the period of July 1, 2016. (Dr. Angelica Ramsey)

B. *Appoint the Vice President as the Clerk of the Santa Clara County Board of Education (overview) Education Code section 1009 mandates that county boards appoint a President from "one of their number." Board Bylaw 9100 expands the appointment to include a Vice President "from one of its members." Currently, there is no provision in the bylaws for the appointment of a Clerk. With respect to the role of the Superintendent, Education Code section 1010 and BB9122 outline the County Superintendent's role as "Ex Officio (by right of office) Secretary and Executive Officer of the Board." While it is rare, there are times when there is a need for a Clerk of the County Board. It has been proposed that Board Bylaw 9100 be amended to state that the Vice President would serve as the Clerk of the Santa Clara County Board of Education. Pending approval of the revised BB9100, it is requested that the board take action to appoint the Vice President as the Clerk. (Superintendent Gundry)

C. *Request Approval for the 2015-16 Real Estate Leases - Update #4 (overview) This item is an update to the leased properties that the Board approved on June 17, 2015 for FY 2015-16, which are being extended or renewed. Administration recommends approval of the 2015-16 real estate leases - update #4. (Mark Skvarna)

D. *Request Approval of Contract Exceeding $250,000 with American Modular Systems (overview) On October 7, 2015, the Board approved the contract exceeding $250,000 with American Modular Systems. The bid included (3) modular classrooms for the Deaf and Hard of Hearing program at Oster Elementary and (1) modular classroom at Santa Teresa Elementary. The Santa Clara County Office of Education will again utilize the Biggs Unified School District's "Piggyback" Facilities Contract with American Modular Systems. Funds have been incorporated for this purpose in the 2015-16 budget. Administration recommends approval of contract exceeding $250,000 with American Modular Systems. (Mark Skvarna)

E. *Request Adoption of Resolution Authorizing Refunding of 2002 Certificates of Participation (COPs) (overview) In April of 1995, the Santa Clara County Office of Education (SCCOE) issued a $16,165,000 Certificate of Participation (1995 COPs) for the purposes of acquiring the land and improving/constructing the office building located at 1290 Ridder Park Drive, San Jose, CA. The term of the 1995 COPs was 30 years with payments through 2025. In June of 2002, the SCCOE refunded the 1995 COPs by issuing a $15,895,000 Certificate of Participation (2002 Refunding COPs) to reduce debt service. Based on current interest rates, SCCOE savings would equal approximately $1.26 million by refunding the 2002 COPs. The annual savings to the SCCOE would be approximately $154,500 through 2024. Administration recommends adoption of resolution authorizing refunding of 2002 Certificates of Participation. (Mark Skvarna)

F. *Request Approval to Submit a Competitive Grant Application to the U.S. Department of Education (overview) The U.S. Department of Education has announced funding opportunities for personnel preparation programs. This funding will be used to support tuition and related expenses for approximately fifteen professional per year who are enrolled in the Education Preparation for Inclusive Classrooms (EPIC) Early Childhood Special Education either Clear or Preliminary Intern Credential Programs. Successful candidates will complete their preliminary or clear their credential annually for five years. If accepted, the grant will be $245,000 per year for five years. Administration recommends approval to submit a competitive grant application to the U.S. Department of Education. (Dr. Mary Ann Dewan)

G. *Request Approval of 2015-16 First Interim Financial Report (overview) Education Code Section 1240.1(1)(A)(B) requires that two financial reports be submitted to the County Board of Education during the fiscal year. The first financial report shall cover the actual revenues, actual expenditures and budgetary status of the county office of education for the period from July through October 31, 2015 and projects the balance for the remainder of the current fiscal year. This First Interim Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition. Administration recommends approval of the 2015-16 First Interim Financial Report. (Mark Skvarna)

H. *Discussion/Action on Annual Board Compensation Increase per California Education Code 1090 California Education Code 1090 provides that, "On an annual basis, the county board of education may increase the compensation of individual board members beyond the limits delineated in this section, in an amount not to exceed 5 percent based on the monthly rate of compensation. Any increase made pursuant to this section shall be effective upon approval by the county Board of Education."

B. *Staff Ethnicity Report (overview) The Human Resources Branch prepares an annual staff ethnicity report for the County Board of Education. As had been previously requested, the last report, dated November 5, 2014, had expanded staff ethnicity information for employee groups and by gender. F. *Request Approval to Submit a Competitive Grant Application to the U.S. Department of Education (overview) The U.S. Department of Education has announced funding opportunities for personnel preparation programs. This funding will be used to support tuition and related expenses for approximately fifteen professional per year who are enrolled in the Education Preparation for Inclusive Classrooms (EPIC) Early Childhood Special Education either Clear or Preliminary Intern Credential Programs. Successful candidates will complete their preliminary or clear their credential annually for five years. If accepted, the grant will be $245,000 per year for five years. Administration recommends approval to submit a competitive grant application to the U.S. Department of Education. (Dr. Mary Ann Dewan)

G. *Request Approval of 2015-16 First Interim Financial Report (overview) Education Code Section 1240.1(1)(A)(B) requires that two financial reports be submitted to the County Board of Education during the fiscal year. The first financial report shall cover the actual revenues, actual expenditures and budgetary status of the county office of education for the period from July through October 31, 2015 and projects the balance for the remainder of the current fiscal year. This First Interim Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition. H. *Discussion/Action on Annual Board Compensation Increase per California Education Code 1090 California Education Code 1090 provides that, "On an annual basis, the county board of education may increase the compensation of individual board members beyond the limits delineated in this section, in an amount not to exceed 5 percent based on the monthly rate of compensation. Any increase made pursuant to this section shall be effective upon approval by the county Board of Education."

B. *Staff Ethnicity Report (overview) The Human Resources Branch prepares an annual staff ethnicity report for the County Board of Education. As had been previously requested, the last report, dated November 5, 2014, had expanded staff ethnicity information for employee groups and by gender. The report represents staff in all departments, programs and sites operated by the County Office of Education. (Philip Gordillo)
