2. EMPLOYEE OF THE MONTH: (overview) The Santa Clara County Office of Education (SCCOE) recognizes ten employees each year for outstanding service to students, parents, coworkers and customers. Kelly Brewer from the Purchasing Department is being honored as the Employee of the Month for January for her outstanding skills and accomplishments on the job, dedication to exceptional service and commitment to excellence.

10. PUBLIC HEARING
A. *Public Hearing on the Legacy Academy Countywide Charter Petition (Overview) On November 20, 2015, the Charter Schools Office of the Santa Clara County Office of Education received a countywide charter petition from the founding team of the Legacy Academy. Legacy Academy is seeking approval to establish and operate a public charter middle school for county-wide benefit, serving students in grades 6-8 for a proposed charter term of five years beginning in August 2017. Legacy Academy plans to begin operation with 120 6th grade students in 2017-18 and add a new grade level each year. At full capacity, Legacy Academy will operate at 360 students in 2019-20. California Education Code Section 47605.6 (b) requires that "no later than 60 days after receiving a petition" the County Board of Education "shall hold a public hearing on the provisions of the charter, at which time the county board of education shall consider the level of support for the petition by teachers, parents or guardians, and the school districts where the charter school petitioner proposes to place school facilities." This item will be placed on the March 2, 2016 board agenda for a decision. (Dr. Angelica Ramsey)

C. *Request Approval to Accept the Non-Competitive Grant from FIRST 5 Santa Clara County (overview) A non-competitive grant was offered by FIRST 5, Santa Clara County to provide quality learning services to support the implementation of Race to the Top and the Child Signature Program. The grant will support the vision, mission and planning of the Inclusion Collaborative and supports inclusive practices. The Santa Clara County Office of Education will receive $163,436 to implement these areas of work. Administration recommends approval to accept the non-competitive grant from FIRST 5 Santa Clara County. (Dr. Steve Olmos)

D. *Request Approval to Accept the FIRST 5 Santa Clara County (FIRST 5) Race to the Top Program Agreement (overview) The Head Start program is participating in the Race to the Top-Early Learning Challenge (RTTC-ELC) grant received from the California State Department of Education and administered by First 5 Santa Clara County. As part of the Quality Rating and Improvement System (QRIS) in Santa Clara County, the grant will provide Head Start teaching staff with on-site coaching and reflective practices and consultation services in alignment with site ratings and Quality Improvement Plans for the purpose of supporting sites and in advancement on the California Quality Continuum Rating Matrix. Administration recommends acceptance of the FIRST 5 Santa Clara County (FIRST 5) Race to the Top Program Agreement. (Dr. Steve Olmos)

E. *Request Approval to Accept the Heising-Simons Foundation Grant (overview) A non-competitive grant was offered by the Heising-Simons Foundation to the Head Start program to support and strengthen the home/school connection. The program will implement a math take-home project to strengthen the parent engagement strategy and build capacity in the teaching team, family advocates and parents to further strengthen the link between the classroom and the home. The Early Learning Services/Head Start program will receive $88,965 to implement the program. Administration recommends approval to accept the Heising-Simons Foundation Grant. (Dr. Steve Olmos)

B. *Request Approval of Contract Exceeding $250,000 for WestEd/Advancing Excellence in Early Education (E3) Institute (overview) With the passage of AB 212 in September 2000, the Santa Clara County Office of Education has been under contract with the California Department of Education to disburse professional growth and training stipends to child care workers. The Local Early Education Planning Council of Santa Clara County has recommended that the funds be passed through directly to the recipients via the WestEd/Advancing Excellence in Early Education (E3) Institute in the amount of $308,021. Funds have been incorporated in the 2015-16 budget. Administration recommends approval of contract exceeding $250,000 for WestEd/Advancing Excellence in Early Education (E3) Institute. A. *Santa Clara County Office of Education 2014-15 Annual Financial Audit Report (overview) Education Code Section 41020.3 states that by January 13 of each year, the governing body of each local education agency shall review, at a public meeting, the annual audit of the local education agency for the prior year, any audit exceptions identified in that audit, the recommendations or findings of any management letter issued by the auditor, and any description of correction or plans to correct any exceptions or management letter issue. The 2014-15 audit report noted two audit findings and the SCCOE's responses to those findings are reported in the "Schedule of Audit Findings and Questioned Costs" section of the audit report.
