A. *Public Hearing on the Renewal to Rocketship Discovery Prep Countywide Charter Petition (overview) The Rocketship Discovery Prep countywide charter petition was approved by the Santa Clara County Board of Education on August 25, 2011 for a period of five years. On January 19, 2016, the Charter Schools Office of the Santa Clara County Office of Education received a petition from Rocketship Education requesting a renewal of Rocketship Discovery Prep's countywide charter petition. This item will be placed on the March 16, 2016 board agenda for a decision. (Dr. Angelica Ramsey)

B. *Public Hearing on the Material Revision to Discovery II Charter School Petition (overview) The Discovery II Charter School Petition (grades TK-8) was approved by the Santa Clara County Board of Education (SCCBOE) on March 6, 2013, after it was denied by the San Jose Unified School District Board of Trustees. On February 4, 2015, SCCBOE approved a material revision to add a blended home school option to the Discovery II Charter School petition. On Feb 5, 2016,the Charter Schools Office of the Santa Clara County Office of Education received a request from Discovery II Charter School requesting a material revision to the charter currently authorized by the SCCBOE. This item will be placed on the March 16, 2016 board agenda for a decision. (Dr. Angelica Ramsey)

C. *Request Approval of Memorandum of Understanding with Oak Grove School District for $182,000 (overview) The Sobrato Early Academic Language (SEAL) Model is designed as a comprehensive model of intensive, enriched language and literary education designed for English language learners starting in preschool and continuing through third grade. It was designed by Dr. Laurie Olsen, a national expert in English language learner education. Oak Grove School District will add SEAL in Sakamoto Elementary and Santa Teresa Elementary on their way to becoming a demonstration district. The Santa Clara County Office of Education proposes to fund this project for the district, at a cost not to exceed $182,000. This amount would cover release time for teachers for professional development, SEAL curriculum materials and the district's summer bridge program. Administration recommends approval of memorandum of understanding with Oak Grove School District for $182,000. (Dr. Angelica Ramsey)

D. *Request Adoption of Resolution Recognizing March as Arts Education Month for Schools in Santa Clara County and Recognizing Artspiration in Launching Community Support and Advocacy for the Arts through Education and Awareness (overview) Artspiration is a county-wide arts initiative that supports professional development, student engagement and arts advocacy. The month of March is nationally designated as Arts Education month in supporting and valuing the importance of arts education for our students as a core subject. Administration recommends adoption of resolution recognizing March as Arts Education Month for Schools in Santa Clara County and Recognizing Artspiration in Launching Community Support and Advocacy for the Arts through Education and Awareness. E. *Request Adoption of Resolution Recognizing Support for the My Name, My Identity National Campaign (overview) President Barack Obama welcomed 31 people from more than 25 countries as new citizens of the United States last month during a naturalization ceremony at the National Archives in Washington, D.C. He delivered remarks about how in America "immigration is our origin story. And for more than two centuries, it's remained at the core of our national character; it's our oldest tradition. It's who we are. It's part of what makes us exceptional." Santa Clara County Office of Education (SCCOE) sees this story ring true across the 31 school districts we serve. In order to provide an opportunity to build caring cultures that value this diversity in school communities across the country, the SCCOE is partnering with the National Association for Bilingual Education to establish the My Name, My Identify Campaign. Administration recommends adoption of resolution recognizing support for the My Name, My Identity national campaign. (Superintendent Gundry)

F. *Request Approval of Legal Contract Exceeding $100,000 (overview) The legal contract with Hopkins and Carley exceeding $100,000 will be used for legal services related to employment matters. 11. ACTION ITEMS
A. *Request Adoption of the Budget Revisions for the Month of January 2016 (overview) This report reflects budget revisions for the month of January 2016. Under Fund 100 Special Education Local Plan Area (SELPA) Pass-Thru, we decreased expenditure budgets by $9,180,525 and we reduced revenue by $9,180,525. On all other funds, we increased expenditure budgets by $3,044,724 and allocated $3,044,724 to provide for these expenditures. (Mark Skvarna)

B. *Request Approval of Contract Over $250,000 with San Andreas Regional Center (SARC) (overview) The Early Start Program (Part C) is provided through a state collaboration of Department of Disabilities (DDS) and California Department of Education (CDE). In Santa Clara County, the SCCOE Early Start Program (ESP) has a long-standing collaboration with our local regional center, San Andreas Regional Center (SARC). We have had a contract with them since 1999-2000 fiscal year. There has been no change in the contract financials from last fiscal year and the funds will continue to be used to support staff, materials, supplies and trainings. If approved, this contract will enable SCCOE Early Start to continue to receive income from SARC and allow continuation of essential services to families, students, districts and the community. Administration recommends approval of contract over $250,000 with San Andreas Regional Center (SARC). (Dr. Steve Olmos)

A. * Head Start Mental Health Services and Transfer of Student Information to Kindergarten (overview) At the October 21, 2015 meeting of the Santa Clara County Board of Education, Trustee Di Salvo requested a future staff update on the Head Start Program's mental health services and the transfer of student information to kindergarten teachers. Staff will present an update on mental health services in Head Start and current practice and future plans for the transfer of student information to kindergarten teachers and local districts. B. *Charter Schools Update (Overview) At a special meeting on December 14, 2015, the County Board of Education requested a standing item regarding charter schools on every regular board meeting agenda. The Board will be presented with an update on the California State Teachers Retirement System (CalSTRS) for Magnolia Science Academy and Silicon Valley Flex Charter School. Also covered will be Voices College-Bound Language Academy Morgan Hill and Mount Pleasant enrollment. (Dr. Angelica Ramsey)
