C. *Request Adoption of Resolution Recognizing the Month of March 2016 as National Women's History Month (overview) As recently as the 1970s, women's history was nearly an unknown topic in kindergarten through 12th grade curriculum, let alone the overall community consciousness. To address this issue, the Education Task Force of the Sonoma County (California) Commission on the Status of Women launched a "Women's History Week" in 1978 to coincide with March 8 (International Women's Day). The celebration was expanded to Women's History Month in 1987. Administration recommends adoption of resolution recognizing the month of March 2016 as National Women's History Month. A. *Types of Petitions Submitted to the County Board (Overview) President Song has requested that an information item be provided regarding petition types, education code and the requirements of the County Board's review process. Information on the two charter school petition types at the county level: appeals from school districts and countywide benefits charters will be presented. (Dr. Angelica Ramsey)

9. ACTION ITEMS
A. *Decision on the Countywide Legacy Academy Charter Petition for the Term of July 1, 2016 through June 30, 2021 (Overview) On November 20, 2015, the Charter Schools Office of the Santa Clara County Office of Education received a countywide charter petition from the founding team of the Legacy Academy. Legacy Academy is seeking approval to establish and operate a public charter middle school for county-wide benefit, serving students in grades 6-8 for a proposed charter term of five years beginning in July 2016 to operate as a planning year. Legacy Academy plans to open in August 2017. On January 13, 2016, the County Board of Education held a public hearing on the Legacy Academy Charter petition. The Education Code requires that the County Board of Education "shall either grant or deny the charter within 90 days of receipt of the petition. However, this date may be extended by an additional 30 days if both parties agree to the extension." Administration recommends the denial of the Legacy Academy Charter School countywide petition by approving the denial resolution. (Dr. Angelica Ramsey)

B. *Request Approval on the Renewal Petition for Downtown College Prep-Alum Rock (overview) On November 18, 2009, the Santa Clara County Board of Education (County Board) approved the initial charter petition for Downtown College Prep-Alum Rock (DCP). The charter was submitted on appeal from East Side Union High School District and was granted a five-year term from July 1, 2010 to June 30, 2015. On April 21, 2010, the County Board approved DCP's request for a material revision to delay its opening by one school year, from 2010-2011 to 2011-2012. On January 13, 2016, the Charter Schools Office of the Santa Clara County Office of Education received a petition from DCP seeking a five-year renewal of their charter for the period from July 1, 2016 through June 30, 2021. California Education Code 47605(b) requires the County Board of Education to grant or deny the renewal within 60 days of receipt and in accordance with California Education Code 47607 (a)(1), for a renewal term of five years. On January 20, 2016, the County Board held a public hearing on the charter school's petition for renewal. Administration recommends approval of renewal petition of the Downtown College Prep-Alum Rock (DCP-Alum Rock) for the period of July 1, 2016 through June 30, 2021. (Dr. Angelica Ramsey)

C. *Request Approval of Contract Exceeding $250,000 - Calstate Construction, Inc. (overview) On October 7, 2015, the Board approved the contract exceeding $250,000 to American Modular Systems for the purchase of modular classroom buildings at Oster - Deaf and Hard of Hearing program. This bid is for the site construction work needed to prep the site for the installation of the five modular classrooms. Funds have been incorporated for this purpose in the 2015-16 budget. Administration recommends approval of contract exceeding $250,000 to Calstate Construction, Inc. (Mark Skvarna)

A. * Opportunity Youth Academy Update (overview) The Opportunity Youth Academy (OYA) is a new Santa Clara County Office of Education project initiated in the month of August 2015. The program constitutes a substantial investment by the County Office of Education to an often underserved and frequently ignored student population; ungraduated students from the ages of 16 to 24. OYA offers a blended education model that allows students a pathway to graduation. This presentation will provide an overview of the need for and purpose of the Opportunity Youth Academy. B. *Charter Schools Update Silicon Valley Flex Academy Fiscal Issues and Conditions for Renewal per Memorandum of Understanding (MOU) (Overview) At a special meeting on December 14, 2015, the County Board of Education requested a standing item regarding charter schools on every regular board meeting agenda. The Board will be presented with an update on Silicon Valley Flex's fiscal issues and status of conditions for renewal set forth in the memorandum of understanding. (Dr. Angelica Ramsey)

C. *Overview on BoardDocs
(Overview) BoardDocs is an online software tool for eGovernance and offers a paperless solution that is designed to be cost effective and environmentally sound, increase transparency and reduce time of staff. BoardDocs is a cloud-based solution known for ease of use. BoardDoc's paperless services will be used to improve the way board packets are created and managed, increase the ease of access to information and improve the efficiency with which meetings can be conducted. The transition to BoardDocs is scheduled for mid-March 2016. This report will provide a brief overview of BoardDocs and the timeline for its implementation. (Dr. Mary Ann Dewan)
