Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, and January 19 the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

The SCCOE facilitates and supports districts in developing equitable parent leadership and voice that meaningfully contributes to district and school governance and the academic growth of all students. Parent-Teacher Associations are committed to school and student success, advocating for the health and safety of students, raising awareness for a well-rounded education with arts and cultural opportunities, and being strong advocates for public education. The achievements of the National PTA include supporting the establishment of universal kindergarten, the National School Lunch Program, and a juvenile justice system.

February is Black History Month, an annual celebration of the achievements made by African Americans and the significant role they have played in U.S. history. Black History has been celebrated in the United States since 1926 when Carter G. Woodson established Negro History Week.

 

Student Impact

In alignment with the SCCOE goal to improve student equity, the SCCOE observes and honors Black History Month and encourages educators, students, and families to learn about the heritage and achievements of African Americans through appropriate programs and activities that reflect the theme for 2022. The SCCOE continues to partner with community-based organizations, including the Santa Clara County Alliance for Black Educators and the Black Leadership Kitchen Cabinet of Silicon Valley, to improve educational outcomes for African American students through school support programs (tutoring, after-school homework centers, mental health services, student advocacy).

Background

Current data indicates that suicide is the second leading cause of death for young people between age 10-24, a shocking statistic that makes clear that many young people are facing challenges that significantly impact their mental health and wellness. These challenges have been exacerbated by the COVID-19 pandemic. Between April 2020 and April 2021, in a survey of over 1,200 students from over 50 school districts and 25 counties across California, two-thirds of students reported that their mental health was negatively impacted by the pandemic. This crisis manifests every day in schools, contributing to higher dropout rates, student disengagement, chronic absenteeism, increased disciplinary actions, and the tragic loss of students. Teachers, school administrators, and staff are acutely aware that students' ability to engage in learning is directly related to whether their behavioral health and social-emotional needs are being met. 

 

The Santa Clara County Office of Education (SCCOE) is working to ensure that the holistic needs of students are met. Through the Youth Health & Wellness: Santa Clara County for School Wellness Centers Initiative the SCCOE has partnered with local school districts to establish 11 Wellness Centers on school sites throughout the county.

 

Student Impact

Research has demonstrated that school-based mental health and wellness programs provide multiple benefits to students and their families. Students are 10 to 21 times more likely to receive behavioral health services when they are provided on a school campus. Providing services on a school campus eliminates the need for transportation of students to and from offsite appointments, facilitates parent participation in mental health appointments, encourages student self-referral for treatment, and increases the likelihood of completing the course of treatment. Furthermore, research indicates that when mental health and wellness programs are embedded into schools there is an increase in academic performance and attendance.
