Background
Head Start/Early Head Start programs are required by federal regulations to conduct an annual self-assessment of all service areas and submit an action plan of findings requiring improvement to the Administration for Children and Families (ACF).
The Head Start/Early Head Start Self-Assessment Action Plan needs approval from the Board of Education and the Head Start Policy Council. Please see attached Self-Assessment Action Plan.

Background
The purpose of the Transition Partnership Program Contract is to improve the provision and coordination of services and supports. The primary target population for referrals to the Transition Partnership Program will be the mutual Transition Partnership Program students/Department of Rehabilitation clients who are adults with disabilities and students transitioning out of SCCOE/Alternative Education and Special Education classes making the transition from school to work. The original date the contact went to the Board was October 07, 2015. Due to staffing and name changes, we need to file a new resolution with the Department of Rehabilitation.

While a resolution to honor Women's History Month was adopted in March, the SCCOE Board also wanted to highlight the inequities women in Santa Clara County experience. This resolution informs the public about inequities and highlights an upcoming symposium to address them in the field of education.

l. Special Education Local Plan Area (SELPA) Information Sheet
Background
At the March 1, 2017 board meeting, the Charter Team was directed to provide information and clarification regarding the role of Special Education Local Planning Agencies (SELPA) and Charter Education Local Planning Agencies (CHELPA).
At the March 15, 2017 board meeting, the Board expressed an interest in the eventual development of an SCCOE SELPA “Fact Sheet” that described the roles and responsibilities of these entities in supporting the special education programs at the various SCCOE Board authorized charter schools. Charter staff created the SELPA reference sheet of frequently asked questions which will provide fact based responses in response to the aforementioned request. In addition, this document and other SELPA information can be found on the SCCOE Charter Schools website.
ll. Transitional Kindergarten
On March 10, 2017, SCCOE Charter Staff was notified by Rocketship Education that they are exercising their option to offer Transitional Kindergarten at Rocketship Alma and Rocketship Los Suenos Academy beginning in Fall 2017. Currently Transitional Kindergarten is offered at Rocketship Discovery Prep, Rocketship Brilliant Minds, Rocketship Fuerza Community Prep, and Rocketship Rising Stars Academy. This grade span option was covered during the April 17, 2013 Material Revision process for all Rocketship schools.
III. Screen Time Report
Staff will provide an update about the status of the Screen Time Report update requested by the Board of Education at the March 15, 2017 regular meeting.

Background
The 2017 Silicon Valley Reads focuses on ". . . and Justice for All", a conversation about the unconscious biases we all have, and how these assumptions, perceptions and prejudices can lead to people being treated unfairly, especially in the legal system. Implicit bias refers to the attitudes or stereotypes that affect our understanding, actions and decisions in an unconscious manner.
Exclusionary discipline in our schools exemplifies the impact of implicit bias in education. The most recent aggregate CalPads data reveals that although Hispanic or Latino and African American students comprise only 41% of our enrolled student population, these students are suspended at a disproportionate rate, representing 70% of unduplicated suspensions (Graph A - see attachment). More than seven percent of African American students (N=408) and four percent of our Hispanic or Latino students (N=4,621) were subject to exclusionary discipline at least once during the school year (Graph B - see attachment).
The Santa Clara County Office of Education (SCCOE) brings awareness to unconscious biases by spearheading the national "My Name, My Identity" campaign that honors others' names and respects their identities; promoting an anti-bias framework; providing culturally responsive professional development; providing Positive Behavior Interventions and Supports (PBIS) training and technical assistance across Northern California as the SCCOE PBIS Technical Assistance Center; advocating for social-emotional well-being of our students; providing data-driven problem-solving training specific to discipline, ethnicity and disproportionality with schools and districts; and receiving a grant for a Museum of Tolerance visit and professional development strengthening partnerships with SCCOE bringing Education, Justice, Mental Health, Public Health, and other agencies together as a county-wide effort to effectively promote a community where cultural understanding and equality are shared values.
