Background
The Santa Clara County Office of Education (SCCOE) values its substitutes and recognizes substitutes are important in an overall quality education. SCCOE substitutes have a genuine interest in the well-being of students and support the SCCOE mission, vision and goals by sharing their skills and experiences with our students and staff. Throughout the school year, they serve as teachers, classroom aides, office workers and custodians. SCCOE substitutes provide continuity of service in the absence of staff and help enhance student potential and achievement. These honorees exhibit the following attributes which led to their nomination and recognition tonight.
Today, May 3, 2017, we will honor James Pennington (Substitute Alternative Education Teacher), Anastacia Elias (Substitute Alternative Education Aide), Teresita Padilla (Substitute Preschool Teacher), Phuong U (Substitute Preschool Aide), Camille Martinez (Substitute Special Education Teacher), and Lizbeth Herrera (Substitute Special Education Aide) as the Santa Clara County Office of Education Substitutes of the Year.

Student Services Branch has been charged with providing a report of Branch programs and activities. This report of the Student Services Branch will focus on Special Education and Inclusion Collaborative.
The purpose of this presentation is to provide the Board with program information, an update of the status of key initiatives for the 2016-2017 school year, and to share the impact of our programs in the community.

Background
On May 3, 2017 the Policy Development Subcommittee met and approved revisions to the resolution and exhibit for Board Bylaw 9270 Conflict of Interest.
BB 9270 - Conflict of Interest
County Counsel has determined that members of the County Committee on School District Organization fall under the purview of the Conflict of Interest code and must be listed as a designated position. This requires an update to the Conflict of Interest resolution and exhibit.

A Charter Schools Update is provided as a standing agenda item at each regular board meeting.
CARSNet Training
In response to Charter School Monitoring and Oversite responsibilities SCCOE approved and fully staffed a team of administrators in January 2017. As we strive to meet the changing needs and requirements as Charter School Authorizers we have collectively and individually participated in a variety of trainings over the last three months. These ongoing trainings are in alignment with expressed goals of developing a SCCOE Charter School staff as a High Quality Authorizing team and reflective of our shared mission of being a premier employer.
In support of this objective all team members have participated in the CARSNet initial and Master class boot camps in the fall and winter of the 2016-2017 school year. The training provided a comprehensive overview of duties and responsibilities of high quality authorizers as well as resource materials and networking opportunities with other Authorizers throughout the state. The SCCOE Charters School staff will continue to engage in Professional Development opportunities extended thru CARSNet.
