Barbara Sotiriadis, an Instructional Technology Support Specialist from the SCCOE Help Desk, is being honored as the Employee of the Month for outstanding skills and accomplishments on the job, dedication to exceptional service, and commitment to excellence.

Background
Education Code 1622 states that on or before July 1 of each fiscal year, the county board of education shall adopt an annual budget for the budget year and shall file the budget with the Superintendent of Public Instruction.
Pursuant to Education Code 1620, the county board of education is required to hold a public hearing to allow comments of the public regarding the proposed budget or any item therein.
For the 2017-18 fiscal year and each fiscal year thereafter, the county board of education shall adopt a budget after the county board of education adopts a local control and accountability plan or approves an update to an existing local control and accountability plan if an existing local control and accountability plan or update to a local control and accountability plan is not effective during the budget year.
In addition, the adoption of the LCAP and budget may be held no sooner than one day after the public hearing.
Budget Summary
The SCCOE’s 2017-18 Proposed Budget is developed based upon a set of assumptions and the most up-to-date information available, with guidance from organizations such as the California Department of Education and Department of Finance.
For the County School Service Fund in 2017-18, total projected revenues are approximately $237.4M and projected expenditures are approximately $251.45M. The SCCOE’s 2017-18 projected reserve, after removing certain designations, is approximately $10M. This is based on a projected beginning fund balance of approximately $82M. The actual beginning fund balance will be determined after the fiscal books for 2016-17 are closed in late August/early September.
The final budget will come to the Board of Education for approval on June 21, 2017.

Background
Pursuant to Education Code (EC) 52068(b)(1), school districts and county offices are required to hold a public hearing to solicit the recommendations and comments of members of the public regarding the specific actions and expenditures proposed to be included in the Local Control Accountability Plan (LCAP). The public hearing shall be held at the same meeting as the public hearing required by EC 1622 for the County Office of Education Budget to be adopted for the subsequent fiscal year.
The adoption of the LCAP may be held no sooner than one day after the public hearing for the LCAP. The adoption of the LCAP is scheduled for the June 21, 2017 meeting of the Board.
Current Status
The SCCOE’s Local Control Accountability Plan was developed with guidance from the California Department of Education and utilized the process and template adopted by the State Board of Education. Stakeholders participated in the development of the LCAP by attending evening leadership meetings. The LCAP was also a part of regular staff meetings at school sites. The LCAP Advisory Team met 17 times to prepare the leadership meetings and ultimately the LCAP. The LCAP was presented to the parent advisory committee and to the English learner parent advisory committee pursuant to EC Section 52063.

Background
Lesbian, Gay, Bisexual, Transgender, Questioning (LGBTQ) Pride Month is an annual observance of lesbian, gay, bisexual and transgender history, and the history of the gay rights and related civil rights movements. LGBTQ Pride Month provides role models, builds community, and makes a civil rights statement about the national and international contributions of people who identify as LGBTQ and their allies.
June 2017 is LGBTQ Pride Month - a time to inspire equity, create alliances, celebrate diversity, and establish safe environments in our schools and communities throughout the county.

Background
On May 23, the Strong Start Coalition participated in Legislative Advocacy Day in Sacramento. The group discussed relevant early learning and education legislation with elected officials as part of a comprehensive legislative agenda. In reviewing previous Board action, the following pieces of legislation did not have a resolution or letter of support: AB 60 - 12 Month Eligibility, AB 605 - Birth to First Grade License Option, and AB 1520 - Lifting Children and Families Out of Poverty Act of 2017.

Background
On May 17, 2017 at a regular meeting of the board and at the request of Trustee DiSalvo, the board discussed the possibility of having legal counsel attend board meetings.
As a component of the discussion, the board reviewed estimates for the cost of legal services based upon an analysis of the hourly rates of various levels of attorneys. Estimates of anticipated minimum expenditures range from $38,000 to $74,656 based on average hourly rates and average length of board meetings.
The board formed an ad-hoc sub-committee for the process and to select the firm should a Request for Qualifications process begin. The subcommittee members are President Chang, Vice President Kamei, and Trustee Song. President Chang directed staff to draft a scope of work for consideration by the full board and to bring the item back for possible action. The draft scope of work is attached for discussion purposes.
Fiscal Implications
Actual costs for legal counsel to attend board meetings would need to be determined after a Request for Qualifications process and the development of a contract. Funds for this purpose have not yet been allocated in the budget.
Recommended Action
Approve for the SCCOE to prepare and release a Request for Qualifications for legal services at board meetings.

Excel Learning Academy will provide a pre-Algebra and an English Language Arts (ELA) program designed to meet the needs of incoming migrant education students in Grades 3 through 8.
Excel Learning Academy will be held in two locations: one in the East Bay accommodating 100 students, and one in the South Bay accommodating 150 students. Bus transportation to and from the program site is included. Both locations will conduct the summer program from June 21-July 20, 2017.
The rate is $1,160 per student, with a maximum of 250 students.

The 2017-18 contract with CRW Industries, Inc. allows for phase two of Oster Elementary School Building A and G modernization, which is located in the Union Elementary School District. This phase incorporates the interior remodel and improvements for the existing hard space building (approximately 4,940 square feet). As per Bid# 07-16-17, the project scope includes the remodel of the office building and restroom portable. The design includes a new sound booth for testing, new offices, therapy rooms, three new parking spaces, ADA requirements, new restrooms, and a new layout to better accommodate staff, students, and the public. The estimated project completion is February 2018.
At the May 17, 2017 Board meeting, an informational item was presented on the bid results. Attached is the May 17 Board agenda topic. As of May 30, 2017, the contract is fully executed.

Charter Schools Memorandum of Understanding (MOU) Update
A Charter Schools Update on the status of pending MOU’s was provided during the May 17th board meeting. The proposed date to have all pending MOU’s signed by both parties is June 30, 2017. Face to face meetings have been held with all schools with pending MOU’s since the May 17th board meeting. We are moving forward with the negotiation process and strive to meet the proposed June 30th completion of all MOU’s. Updates on the status of these pending MOU’s will be provided until all the MOU's are resolved.
Choice Schools Symposium
During the November 16th, January 28th, and April 14th, board meetings Charter Schools Updates have been provided on the SCCBOE proposed special board meeting regarding Charter Schools. Details for the “Choice Schools Symposium” are being finalized, with the support from the Educational Services and Communication branches. The Symposium is set for November 8th and 9th, and will allow opportunities for participants to develop and sustain the various choice options available in Santa Clara County. The Symposium will be structured to include panel presentations, workshops, site visits, and a special Board meeting allowing for discussions and input from all regarding SCCOE’s role in authorizing and monitoring of charter schools. “Save the Date” flyers will be sent out to districts, community organizations, school boards and charter leaders by June 15th.
