Background
Silicon Valley Leadership Group Foundation Race Manager Chris Weiler will present a $25,000 check to the SCCOE from our partnership and involvement in the Lam Research Heart and Soles Run. Two representatives from SCCOE, Peter Daniels and Sonia Gutierrez, were on the planning committee, the County Office was a sponsor, and we had approximately 100 participants in the race.
The JUST RUN Program is a web-based program that supports schools and youth organizations with the promotion of physical activities and healthy lifestyles. JUST RUN was developed by Big Sur lnternational Marathon in 2004 with the intention of promoting physical activity and addressing the obesity epidemic. The Santa Clara County Office of Education, Safe & Healthy Schools Department, supports schools throughout Santa Clara County to implement the JUST RUN Program at their schools. Students are provided with incentives, and rewards, for each mile they run or walk. Teachers are also provided with sports equipment, professional development opportunities, and materials to host a health project on campus. Schools who participate in the JUST RUN Program will receive an end of the year stipend.
Fiscal Implications
The donation will support the implementation of the JUST RUN program at Santa Clara County schools.

Background
On July 11, 2017, the Charter Schools Office of the Santa Clara County Office of Education received a Petition for the Promise Academy, a district appeal TK-12 charter school which is proposed to serve 490 students and will be located in San Jose Unified School District. Promise Academy was denied by San Jose Unified on June 8, 2017. It submitted its petition to the SCCOE and plans to open its doors during the fall of 2018.
California Education Code Sections 47605 requires that “no later than 30 days after receiving a petition” the County Board of Education shall hold a public hearing on the level of support from the public and the provisions of the charter petition.
The Education Code further stipulates that the County Board of Education “shall either grant or deny the charter within 60 days of receipt of the petition. However, this date may be extended by an additional 30 days if both parties agree to the extension.” This item will be placed on the September 6, 2017, board agenda for decision on the petition.

Background
The Early Learning Services Department has received notification from the Administration for Children and Families, Health and Human Services Department that the Santa Clara County Office of Education is eligible to apply for a Head Start Funding Increase for a Cost of Living Adjustment in the amount of $229,385. The grant consists of a 1.0% increase ($199,357 for Head Start and $30,028 for Early Head Start).
Fiscal Implications
These funds will be available in fiscal year 2017-2018 and will cover program operations through April 30, 2018.

Background
Assemblymember David Chiu introduced AB 342 which would allow San Jose and San Francisco to conduct a 5-year pilot on Automated Speed Enforcement. We know through San Jose's Walk and Roll school education program that transportation safety around schools and decreasing speeding is a top concern of parents. Speed safety cameras are used in 142 communities in the United States and are proven to reduce speeding and decrease collisions. This technology is currently not allowed in California.
AB 342 would allow San Jose and San Francisco to pilot this technology and supplement traditional traffic enforcement in the two cities. Both Assemblymember Chiu and the San Jose Department of Transportation have asked for Board support of this measure.
The legislation has been but on hold until early 2018. Supporters include: San Jose City Council, San Jose Mayor Sam Liccardo, San Francisco Mary Ed Lee, San Jose Police Chief Eddie Garcia, San Francisco Police Chief William Scott, VTA, and SFMTA.

Background
AB 424 was introduced by Assemblymember Kevin McCarty. The measure passed the Assembly in late May and is now in Senate Appropriations scheduled for a third reading. The measure will update California’s Gun Free School Zones law to make schools truly gun free. While civilian possession of a gun on a school campus is prohibited, a school district (superintendent) can currently authorize an armed civilian with a Concealed Carry Weapon (CCW) permit to enter a school campus. A number of California school districts including Folsom Cordova Unified, Kingsburg Joint Union, Anderson Union, and Kern school districts have begun to issue these authorizations, increasing the number of guns on K-12 school campuses and the risk of an on campus shooting. AB 424 would eliminate this loophole.

Background
President Chang will lead a board discussion about the process for nominating legislators who have been actively involved in legislation or legislative activities supporting the work of county offices of education and their programs for the California County Boards of Education (CCBE) Outstanding Legislator Award. If the board chooses to nominate a legislator for the award, the board will take action to approve the nomination of the named legislator. Potential nominees are legislators who have had a direct, beneficial impact on County Offices of Education and their students.
The CCBE Outstanding Legislator Award is bestowed upon a member of the Senate or Assembly who has been actively involved in legislation or legislative activities supporting the work of county offices of education and their programs. The SCCOE's Joint Legislative Advisory Committee has recommended the following nominations: Assemblymember Evan Low - AB 1182 on teacher housing, Assemblymember Mark Stone - AB 597 on shared database system (DataZone), and Assemblymember Kevin Mullin - AB 605 on childcare multiple license birth to first grade. All three legislators partnered with our office to author these bills with the SCCOE as a sponsor.
The CCBE Legislative Committee is responsible for coordinating the nomination process for the Outstanding Legislator Award. Upon receipt and review of all nomination forms, the committee announces the winner and presents the award at the CCBE General Membership meeting held in December.
A completed nomination form and a letter are required to substantiate the nomination. These documents are due to California County Boards of Education (CCBE) by August 25, 2017.

Background
The 2016-2017 Santa Clara County Civil Grand Jury conducted an investigation regarding parcel tax exemptions for seniors and/or homeowners with disabilities that are offered by 22 county school districts. In May, 2017, the Grand Jury issued its report containing findings and recommendations to the Santa Clara Board of Supervisors and Finance Agency, 22 county school districts, and the SCCOE.
In general the report recommends changes to county tax bills, steps by the school districts to increase homeowner awareness of the availability of exemptions, and uniformity amongst the 22 school districts in the processes and timing for seeking exemptions. The report recommends in one finding that the SCCOE provide training to districts in an effort to help school districts standardize processes for informing taxpayers about parcel tax exemptions, administering application and renewal procedures, and setting due dates.
SCCOE is required by law to respond to the findings and recommendations in the report that are applicable to the SCCOE by August 22, 2017. The proposed response is attached. Also attached is the request letter to Dr. Michael Chang and the “Show Me the Money: School Parcel Tax Exemptions for Seniors and Homeowners with Disabilities” report from the Santa Clara County Civil Grand Jury.

Background
Trustee Mah will lead a discussion regarding a board self-evaluation and will share information she received from the California School Boards Association (CSBA) concerning their assistance on the self-evaluation. The Board will discuss whether or not to proceed with the self-evaluation at this time.

Public Choice Schools Symposium
The "save the date" and "call for presenters" notifications have been sent regarding the Symposium. The charter department requests additional assistance from the Board for contacting and advertising this opportunity to facilitate the public choice conversation across Santa Clara County.
Voices Morgan Hill
Voices Morgan Hill was able to secure space in the building vacated by the closure of Silicon Valley Flex. Voices Morgan Hill staff are in the process of relocating their school from the existing church property to the new building.
Summit Denali
Summit Denali continues to be in active discussion in securing a temporary site to house their high school class during the 2017-2018 school year; their permanent building will not be available until the beginning of the 2018-2019 school year.
MOU Update
An update on the current status of the MOU process will be provided.

Student Services Branch has been charged with providing a report of Branch programs and activities. This report of the Student Services Branch will focus on Alternative Education and Foster Youth Services.
The purpose of this presentation is to provide the Board with program information, an update of the status of key initiatives for the 2016-2017 school year, and to share the impact of our programs in the community.

Background
Two years ago, Superintendent Gundry formed a Teacher Pipeline work group to address the teacher shortage issue. Recruitment and retention are becoming more difficult in the Bay Area, and the teacher shortage issue will significantly grow in the next five to ten years. SCCOE, in cooperation with nonprofit and business partners, plays an important role in addressing this issue. Our workgroup has grown to approximately 26 cross-sector stakeholders working diligently to find solutions for the teacher shortage through recruitment and retention strategies, and public awareness campaigns.
The purpose of this presentation is to highlight the work of the teacher workgroup including outcomes and next steps.

The Board will discuss the feasibility of holding a board meeting at a school site as requested by Trustee Mah.
As the Board examines the possibility of holding offsite meetings, the purpose or goals of doing so should be clearly identified. The goal to provide access and transparency to the Board’s work and deliberation is worthwhile. If there is an interest in increasing parent/family attendance at Board meetings, decisions such as location and start time are impacted. Similarly, if Trustees are seeking to increase SCCOE staff attendance. In addition to location and start time, other factors should be considered including agenda content (host site information sharing), meeting room set up/breakdown, and staff time and cost.
Fiscal Implications
Any costs associated with hold a meeting offsite would need to be determined based upon location selected. At that time, a budget allocation would be needed.

Federal guidelines state that Head Start Grantees that receive Head Start funding must establish written procedures for resolving internal disputes between the Governing Board and Policy Council. A new bylaw has been drafted to address this guideline.
