Background
George C. Payne Elementary School, Moreland School District, is one of only 342 schools to be recognized as a National Blue Ribbon School. We are recognizing this outstanding accomplishment by honoring Superintendent Mary Kay Going and Principal Cathy Bailey.
Student Impact
Payne Elementary and it's laser-like focus on reading serves as a model for other schools in Santa Clara County to learn best practices to improve student achievement.

Background
On December 13, 2017 the Policy Development Subcommittee met and approved the revised version of BP 3100 - Budget. The policy was presented to the Board for first reading on January 17, 2018.
BP 3100 Budget
Policy updated to include language on LCAP, clarify process for administration of the budget, clarify public hearing process, update language on fund reserve, delete section on deferred maintenance, update language on Budget Study Committee structure, and general clarification of language so that the policy aligns with the education code and practice.

Background
February is designated as Black History Month and the 2018 theme “African Americans in Times of War,” commemorates the centennial of the end of the First World War in 1918, and explores the complex meanings and implications of this international struggle and its aftermath. As we continue to honor the contributions of African Americans, the County Office also partners with community organizations to improve educational outcomes for black students.

Background
The Tiny House project was started in the spring of 2015 with the intention of increasing student learning, to pilot a career pathway in construction, and to promote social justice at Blue Ridge School at James Ranch. The Tiny House was constructed on an 8’ x 24’ trailer, using building plans from TumbleWeed, Tiny House Company. The initial cost for the project was estimated at $30,000. There was no stated intended use for a competed Tiny House at the time the project started.
The construction of the Tiny House started in December 2015 and was completed in April of 2017. The total cost of the project was approximately $45,000. This amount does not include the value of labor.
The Tiny House has a defined living space, a kitchen, a bathroom, and two sleeping areas. The approximate size of the Tiny House is about 272 square feet which includes 96 square feet in the sleeping loft. After the Tiny House was completed the SCCOE convened multiple meeting with various homeless advocates with the potential of using the Tiny House to address the homeless issues in our community.
The Gilroy Compassion Center (GCC) expressed interest in acquirin the Tiny House. They are willing to assume full responsibility and liability for the property. The GCC has partnered with the Morgan Hill Police Department to create a State Park Program at the local church in Morgan Hill. They have identified several homeless families that could potentially live in the Tiny House if GCC were to acquire it.
The SCCOE has determined that the Tiny House is unusable, that it is not sellable on the regular market, and is vulnerable to deteriation as it remains in storage. Therefore, the SCCOE is proposing transfering the Tiny HOuse to the GCC for $1.00. The Purchaser and Seller acknowledge that the Seller is transferring the Property at a reduced cost as this transfer of property allows its use for a public purpose that is in keeping with Seller’s purpose, which includes ensuring that homeless children and youth have access to free and appropriate education, and collaborating with other agencies to ensure that homeless children and youth are provided appropriate services.
Per BP 3270 when any Santa Clara County Office of Education instructional materials, equipment, supplies, or other personal property with a value less than $25,000 becomes unusable, obsolete, or no longer needed, the Santa Clara County Superintendent of Schools or designee shall notify the Santa Clara County Board of Education by submitting a quarterly report of recorded sales. The report shall include a list of the items sold, income received, and the method of sale. When surplus property items worth in excess of $25,000 are proposed for sale by Business Services, the County Superintendent or designee shall obtain approval of the County Board before the items are sold. This applies to items purchased using non-federal dollars. The value of the Tiny House is based solely upon the cost of the materials.
Per policy, a unanimous vote of the board is needed for the sale to proceed. The proposed sale has been reviewed by counsel. Counsel has advised that the transfer/sale meets the criteria as required by law.
The Tiny House is currently being stored at Blue Ridge School.
Recommended Action
Approve the bill of sale for the transfer of the Tiny House to the Gilroy Compassion Center.

The Board will hold a special meeting on Tuesday, February 13, 2018 to interview eligible candidates for the open Board seat in Trustee Area 2. The process for interviewing candidates and for making a provisional appointment shall be approved by the Board. The ad hoc subcommittee, which included Trustees DiSalvo, Mah, and Song, developed this process after a review of BP and processes used in past years.

Student Services Branch has been charged with providing a report of Branch programs and activities. This report of the Student Services Branch will focus on the Head Start - State Preschool- Educare - Early Learning Services.
The purpose of this presentation is to provide the Board with program information, an update of the status of key initiatives for the 2017-18 school year, and to share the impact of our programs in the community.
Student Impact
The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
The State Preschool Program is state funded to provide preschool and child care services to 455 children, ages 2-5, from low-income families to facilitate their transition to kindergarten and provide child care for families. These services are provided in San José.
Educare is a model child development program serving 168 children, ages 0-5, from very low-income families. Educare seeks to narrow the achievement gap and ensure that children are ready for school success. SCCOE directly serves 136 children at Educare and provides Head Start/Early Head Start funding for all enrolled children. These services are provided at Santee School in the Franklin-McKinley School District in east San José.

State Board of Education Charter Appeals
Promise Academy and Perseverance Preparatory School
Charter Staff attended the State Board of Education meeting on January 19, 2018, for the Promise Academy and the Perseverance Preparatory School charter appeals. This is the final step for both schools. The State Board of Education (SBE) voted to approve Promise Academy as a TK-8 school and approve Perseverance Preparatory School for grades 5-8. It is anticipated that both Promise and Perseverance will open in August 2018.
Spark Charter School
On January 30, 2018, SCCOE Charter Staff was notified by the California Department of Education that Spark Charter School submitted its appeal to the SBE for the May SBE board meeting.
Charter Authorizers Meeting
On January 30, 2018, SCCOE Charter Staff and representatives from Morgan Hill Unified, Alum Rock School District, East Side Union High School District and Sunnyvale School District met as Charter School Authorizers. Topics for the meeting included building trust across authorizers, calibrating best practices in charter school oversight and monitoring, shared interests, and topics for future meetings. All present felt it was a good step in collaboration and plan to invite other authorizers to the table for future meetings.
Student Impact
The Charter School Update provides information to the board related to the charter schools authorized by the Santa Clara Board of Education and items related to the Santa Clara County Office of Education's role in oversight and monitoring. The County Board of Education has 23 authorized charter schools who serve approximately 10,000 students.
