Background
Harvey Schloss died unexpectedly on April 3, 2018 at the age of 74. During his working years, Harvey began to volunteer with a passion. He became very involved at Congregation Beth Am in Los Altos Hills, eventually serving as their President and working in particular with social justice work and development. He later served as President for Jewish Family & Children's Services of San Francisco and for Rhoda Goldman Plaza in San Francisco. Thank you to the Jewish Family & Children's Services for allowing us to edit their tribute video to Mr. Schloss.
Student Impact
Mr. Schloss' contributions to both the Strong Start Coalition and early learning provided the youngest learners in Santa Clara County will equitable access to high quality child care and early learning.

Background
As part of the County Board of Education Student Recognition Program, the Santa Clara County Office of Education (SCCOE) recognizes four students each year who have overcome significant obstacles to reach their personal and academic goals. Steven Hardin is being honored as the Student of the Year for Alternative Education for his academic achievements, leadership skills, good attendance, citizenship and character and perseverance in pursuing his goals.

Background
For over a decade, The Art of Yoga Project, a non-profit 501(c)(3), has sent specially-trained yoga, art and writing teachers to the Santa Clara County Court Schools Blue Ridge at William F. James Ranch and Osborne at Juvenile Hall to deliver their mindfulness-based curriculum. Today, we will honor The Art of Yoga Project as the Santa Clara County Office of Education Volunteer of the Year.

Background
The Local Control Funding Formula (LCFF) significantly changed how California provides resources to public schools and hold local educational agencies (LEAs) accountable for improving student performance. The LCFF, which the Legislature and Governor passed in 2013, includes eight priority areas that define a quality education more broadly than a single test score and requires that the accountability system consider all eight priorities.
Eligibility Criteria
County Offices of Education (COEs) were encouraged to select only one district in their county as a California Exemplary Districts Awardee for 2018. Districts selected for a California Exemplary Districts Award needed to have at least one school in their district that met the eligibility criteria to be a California Distinguished Schools Awardee for 2018 and the districts performance was based on one or both of the following two categories:
Category 1: Positive Culture and Climate with an emphasis on Student and Family Engagement (Priorities 1, 3, 5, and 6)
Category 2: Exceptional Strides in Student Achievement with an emphasis on the Implementation of State Academic Standards and/or Access to a Broad Course of Study (Priorities 2, 4, 7, and 8)
Evergreen School District was notified by CDE on April 2, 2018 that they are being recognized as one of our California Exemplary Districts for 2018 since they have at least one school on the Distinguished Schools Eligibility List and successfully completed the California Distinguished Schools Program application process. This new Exemplary Districts Award celebrates the achievements of districts that have implemented model practices that have had a positive impact on student outcomes.
Evergreen School District has been invited to attend CDE's California School Recognition Program Awards Ceremony on May 3, 2018 at the Disneyland Hotel in Anaheim. The event includes photos with the State Superintendent, a reception, and dinner with student entertainment and speakers.

The award reflects Evergreen School District's success in making exceptional gains in implementing the academic content and performance standards adopted by the State Board of Education (SBE) for all students by meeting state indicators as described on the California School Dashboard. Their success is a direct result of their dedicated and talented staff as well as their supportive school community.

Background
This report reflects budget revisions for the month of March 2018. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease to estimated revenue, or an increase to credit it back to fund balance.
During the month of March 2018, we increased expenditure budgets by $496,907, increased revenue by $446,907, and decreased fund balance by $50,000.

Background
A Charter Schools Update is a regular agenda item at each Board Meeting.
Spark Charter School
On January 17, 2018 SCCBOE denied Spark’s renewal request and Spark appealed to the State Board of Education (SBE). The first step occurred on April 10, 2018 in an appeal to appear before the Advisory Commission on Charter Schools (ACCS). The California Department of Education (CDE) recommended Denial of Spark’s Charter Renewal to the ACCS. ACCS voted to recommend approval of Spark's renewal to the SBE by a vote of 5 to 2.
Legacy Academy
On December 14, 2016 SCCBOE approved the Countywide Charter Petition for Legacy Academy to open in August 2017. As part of that approval, in order for Legacy to open, several conditions were established in the Memorandum of Understanding (MOU). In February 2017, Legacy self-selected to delay its opening until August 2018. With this delay, the conditions in the MOU were also delayed. An update on the status of Legacy’s compliance with the MOU conditions will be provided.
Bullis Charter School
On June 1, 2016 SCCBOE approved Bullis Charter School’s renewal petition for the term of 2017-2022. As part of this renewal, an MOU was to be processed. An update on the status of the 2017-2022 Bullis MOU will be provided.
Student Impact
The Charter Schools Update provides information to the Board related to the charter schools authorized by the Santa Clara Board of Education (SCCBOE) and items related to the Santa Clara County Office of Education's (SCCOE) role in Oversight and Monitoring. The County Board of Education has twenty-three (23) authorized charter schools which serve approximately 10,000 students.

Education Code 1302(a) requires any salary increase of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled meeting. A recent promotion will result in excess of the $10,000 limit for one (1) employee.

Background
Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.
Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.
No Williams complaints were received during the January through March 2018 reporting period.
Student Impact
The Williams Report documents complaints about textbooks & instructional materials, teacher assignments & their credentials, and the conditions of our facilities. No complaints were filed this quarter. Through the hard work of involved staff, students are receiving a quality education in these areas.

Background
Educare is a partnership that includes SCCOE (Head Start & State Preschool), East Side Union High School District, Franklin-McKinley School District, Catholic Charities, First 5 Santa Clara, the David and Lucile Packard Foundation and other partner organizations. SCCOE directly serves 136 children at Educare and provides Head Start/Early Head Start funding for all enrolled children. These services are provided at Santee School in the Franklin-McKinley School District in East San José.
Staff will provide an overview of the Educare nutrition programs and approach and a brief update on the Educare initiative.
Student Impact
Educare is a model child development program serving 168 children, ages 0-5, from very low-income families in east San José. Educare seeks to narrow the achievement gap, ensure that children are ready for school success, and provide a model that can inspire high quality early learning programs.
Refer to Board Bylaw 9322 Agenda/Meeting Materials for specific information related to the preparation of County Board of Education agendas. Excepting agenda items otherwise persmissable by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda. A process for reviewing requested agenda items is described in the board bylaw. In summary, the process includes a review to determine if the item is within the Board's jurisdiction, where it could be placed on the agenda and an assessment of the resource impact of preparing the item.
