The Brown Act was enacted in 1953 to guarantee the public’s right to attend and participate in meetings of local legislative bodies and as a response to growing concerns about local government officials’ practice of holding secret meetings that were not in compliance with advance public notice requirements. The Brown Act is pivotal in making public officials accountable for their actions and in allowing the public to participate in the decision-making process.  The Brown Act governs local agencies, legislative bodies of local government agencies created by state or federal law and any standing committee of a covered board or legislative body, and governing bodies of non-profit corporations formed by a public agency.

Background

Tobacco-Use Prevention Education (TUPE) is a comprehensive, evidence-based tobacco use prevention, youth development, intervention, and cessation program. The purpose of the TUPE program is to reduce youth tobacco use by helping students make healthy decisions through tobacco-specific educational instruction and activities that build knowledge as well as social skills and youth development assets. TUPE funding originates from tobacco tax revenue and provides prevention programs in grades six through twelve. Through TUPE, districts and school staff and administrators receive training and technical assistance in the following capacities:

 

Information regarding tobacco use will be presented by Sonia Gutierrez, Santa Clara County Office of Educations' Safe & Healthy Schools Supervisor, and Nicole Cox, Santa Clara County Public Health Department's Tobacco-Free Communities Program Manager.

 

Student Impact

All participating TUPE Tier II school districts administer a tobacco-use prevention curriculum to students. The curriculum is designed to inform youth of the dangers of smoking and increase awareness regarding the addictiveness of nicotine-based substances such as e-cigarettes, JUULs™, cigarettes, and smokeless chew tobacco. The Santa Clara County Office of Education uses a pre-and post-assessment design to determine if the curriculum is having an impact on student knowledge base, use attitudes, and beliefs about the dangers of smoking. A summary of key findings from year 2 of the program is provided below.

Santa Clara County Office of Education is providing support to districts by providing the following professional learning opportunities:

  2. Peer Advocacy Training
  3. Vape Prevention Summit "Hooked"
  4. Tobacco Intervention Training
  5. Vaping Awareness Parent Forum

Background

Census 2020 is a nationwide census, mandated by the U.S. Constitution, taken every ten years to determine the number of congressional members each state has in the House of Representatives; to redraw state and local district lines, and determine federal program funding allocations. The census counted 1,781,642 inhabitants of Santa Clara County in 2010. It is believed this count missed “hard-to-count” residents, including individuals and families living in hard-to-find housing units, people who speak limited or no English, disabled and elderly residents, homeless communities and new immigrants. Santa Clara County Office of Education is actively engaged with California Complete Count and is dedicated to collaborating to ensure 100-percent of people living in Santa Clara County participate in the 2020 Census. The Santa Clara County Office of Education supports the work of Census 2020 through its Civic Engagement Leadership Group, Power of Democracy initiative, and the work of the SCCOE History/Social Science/Civic Engagement Program.

 

Student Impact

Census 2020 will impact funding for childcare, Head Start, Foster Care, School Lunch programs, Title I, Title III, and Special Education

Background

In Santa Clara County, there are over 275,000 children and youth enrolled in Santa Clara County schools with an overall average of 9-percent of students chronically absent. However, this number may vary from district to district with some having a chronic absentee rate as high as 17.6-percent of students in the high school districts and 12.6-percent in the elementary districts.

 

Attendance gaps among groups of students often turn into achievement gaps that undermine student success. Chronic absence particularly exacerbates the opportunity gap that separates students in low-income communities from their peers. Students from these communities are both more likely to be chronically absent and more likely to be affected academically by missing school.

 

The Santa Clara County Board of Education and the County Superintendent of Schools recognize the vital role attendance plays in student achievement and academic outcomes.

 

 

Student Impact

Attending school regularly teaches children life skills, such as the capacity to understand, follow directions, and plan for the future.

Background

Under AB 2815 the role of attendance supervisors has been redefined to include practices to address chronic absenteeism and truancy.

 

Reducing California's high chronic absenteeism rates is a priority in the Local Control and Accountability Plan (LCAP) and this update to California Education Code sections 48240-48244 is a tool for meeting local goals for reducing chronic absenteeism rates. These changes in attendance supervision practices help promote a culture of attendance and improve local systems to accurately track pupil attendance by grade level and pupil subgroup.

 

Santa Clara County Office of Education (SCCOE) staff in the Safe & Healthy Schools Department will conduct training and certification of attendance supervisors that have been identified by districts as well as training and support focused on reducing chronic absence. A list of attendance supervisors recommended for certification will be presented for approval by the Santa Clara County Board of Education in subsequent months. This presentation provides the background on the relevant Ed Code and focus on chronic absence.
