Background
On February 7, 2020, the Charter Schools Department of the Santa Clara County Office of Education (SCCOE) received a charter petition renewal request from Rocketship Los Suenos Academy (Rocketship Los Suenos, Los Suenos or RLS). Rocketship Los Suenos is seeking approval to renew a countywide benefit public charter, which is currently serving students in grades TK-5 for a continuing charter term of five years beginning in July 2020. RLS was initially approved in October 2009 for a five-year term and was renewed in 2015. A material revision was also approved in 2013 regarding governance of all Rocketship charters. Current enrollment is approximately 450 students (grades TK-5).
California Education Code Section 47605 requires that “no later than 30 days after receiving a petition” the County Board of Education “shall hold a public hearing on the provisions of the charter, at which time the County Board of Education shall consider the level of support for the renewal petition by teachers, parents or guardians, and the school districts where the charter school petitioner proposes to place school facilities.”
The Education Code further stipulates that the County Board of Education “shall either grant or deny the charter within 60 days of receipt of the petition. However, this date may be extended by an additional 30 days if both parties agree to the extension.” This item will be placed on the April 1, 2020, board agenda for decision on the renewal.

BB 9220 County Board Elections
Bylaw updated to delete an outdated deadline for adopting a plan to delay the consolidation of board elections with statewide elections as required due to low voter turnout. Bylaw reflects new law (AB 2449, 2018) which provides that, for COEs in which county board members are elected on the same day as school district governing board members in the county, the county board members will begin their term of office on the second Friday in December. Bylaw also adds optional paragraph regarding the provision of information to board candidates regarding the responsibilities and expectations of county board members, expands requirements related to campaign conduct, and clarifies provisions related to the publication of a candidate's statement of qualifications.

This report reflects budget revisions for the month of January 2020. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease to estimated revenue, or an increase to credit it back to fund balance.
During the month of January 2020, expenditure budgets were increased by $5,243,530, increased revenue by $3,625,578 and decreased fund balance by $1,617,952.

Background
Education Code Section 1240(l)(1)(A)(B) requires that the County Office of Education submit two reports during the fiscal year to the County Board of Education. The first report shall cover the actual revenues and expenditures of the County Office of Education for the period from July 1 through October 31, and update projections for the balance of the year. The second report shall cover the period ending January 31, and update projections for the balance of the year. Both reports shall be reviewed by the County Board of Education and approved by the County Superintendent no later than 45 days after the close of the period being reported. As part of each report, the County Superintendent shall certify in writing whether or not the County Office of Education is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, for two subsequent fiscal years.
This Second Interim Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition.

Background
In keeping with the SCCOE's goal of being a premier service organization, we are committed to introducing modern technologies that help to improve the efficiency and transparency of our board meetings.
With this in mind, the Board will be provided with a demonstration of the BoardDocs Electronic Voting feature. Also, we will be introducing the BoardDocs Electronic Scoreboard, which will be used to track current agenda items under discussion, and display voting results.
In preparation for this workshop, Board members will be expected to have their laptops or tablet devices with them, and be logged into their BoardDocs account. This workshop will also allow members to practice voting on a mock agenda item.
The superintendent may give a report on any activities related to her duties.
The members of the Board may give reports on any activities related to their duties as members of the Santa Clara County Board of Education.
Refer to Board Bylaw 9322 Agenda/Meeting Materials for specific information related to the preparation of County Board of Education agendas. Excepting agenda items otherwise permissible by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda. A process for reviewing requested agenda items is described in the board bylaw. In summary, the process includes a review to determine if the item is within the Board's jurisdiction, where it could be placed on the agenda and an assessment of the resource impact of preparing the item.
