With COVID-19 having origins in China, there has been an escalation in xenophobia towards Asian Americans. Scientists have confirmed that the COVID-19 disease does not respect borders and is not caused by ethnicity, and the World Health Organization has cautioned against using geographic descriptors because they can fuel ethnic discrimination. As the Santa Clara County Office of Education strives to promote student equity and provide quality support to districts, schools, students, and communities, it is committed to protecting Asian Americans and is denouncing xenophobia.

Background
Whenever a school board election is scheduled to be held on the same day and in the same territory (or in territory that is part of the same) as elections of other political subdivisions, the election may be either completely or partially consolidated with other elections.
The attached resolution requests that the Board of Supervisors of Santa Clara County completely consolidate the November 3, 2020 County Board of Education election with other elections.
Fiscal Implications
The County Registrar of Voters for Santa Clara County estimates the cost for the County Board of Education election to be approximately $1,775,303 (this does not include the candidate statement costs).
If the County Board of Education election is not consolidated with other elections, a special election will have to be conducted for the County Board of Education. Special election costs charged to the County Office of Education would be considerably higher than consolidated costs.
