Executive Order N-56-20 requires that all Local Education Agencies (LEA) complete a written report to explain the changes to program offerings that the LEA has made in response to school closures to address the COVID-19 emergency, the major impacts of such closures on students and families, and a description of how the LEA is meeting the needs of its unduplicated students. LEA’s are required to submit their Written Operations Report to their local COE by July 1, 2020.
The Santa Clara County Office of Education has also undertaken significant activities in each of these areas to support school districts throughout the county. An additional information report is provided highlighting these ciounty-wide support activities.

Background
Pursuant to Education Code (EC) 1620 on or before July 1 of each fiscal year, the county board of education shall hold a public hearing on the proposed county school service fund budget. The public hearing shall be held prior to the adoption of the budget by the county board of education, and shall occur not less than three days following the availability of the proposed budget for public inspection. Education Code (EC) 52068 (b)(1) also requires the public hearing for the Local Control and Accountability Plan (LCAP) be held at the same meeting as the public hearing required by Section 1620 for the proposed budget.
In response to the COVID-19 pandemic, Executive Order (EO) N-56-20 was established on April 22, 2020, to address the impact of continued school closures and the local educational agencies' ability to conduct meaningful annual planning, and the ability to meaningfully engage stakeholders in these processes. In addition, this order issued a timeline and approval of waivers for the Local Control and Accountability Plan and Budget Overview for Parents as well as waving certain budget requirements.
Budget Summary
The 2020-21 Proposed Budget is developed based upon a set of assumptions and the most up-to-date information available, with guidance from organizations such as the California Department of Education and Department of Finance.
For the County School Service Fund in 2020-21, total projected revenues are approximately $265.70M and projected expenditures are approximately $287.49M. This includes approximately $35.09M in expenditures for the Return of Local Property Taxes to the State. The 2020-21 projected reserve for economic uncertainty, after removing certain designations, is approximately $11.49M. This is based on a projected beginning fund balance of approximately $80.08M. The actual beginning fund balance will be determined after the fiscal books for 2019-20 are closed in late August/early September.
The final budget will come to the County Board of Education for approval on June 17, 2020.

This follow up report is being provided to specifically address the marijuana use of youth at the request of Trustee Di Salvo. Tobacco-Use Prevention Education (TUPE) is a comprehensive evidence-based tobacco-use prevention, youth development, intervention, and cessation program. The purpose of the TUPE program is to reduce youth tobacco-use by helping students make healthy decisions through tobacco-specific educational instruction and activities that build knowledge as well as social skills and youth development assets. TUPE funding originates from tobacco tax revenue and provides prevention programs in grades six through twelve. Through TUPE, districts and school staff/administrators receive training and technical assistance in the following capacities:
Student Impact
All participating TUPE Tier II school districts administer a tobacco use prevention curriculum to students. The curriculum is designed to inform youth of the dangers of smoking/vaping and increase awareness regarding the addictiveness of nicotine-based substances such as e-cigarettes, JUULs™, cigarettes, and smokeless/chew tobacco. The Santa Clara County Office of Education (SCCOE) uses a pre- and post-assessment design to determine if the curriculum is having an impact on student knowledge base, use attitudes, and beliefs about the dangers of smoking or vaping. A summary of key findings from Year 2 of the program is provided below.

Background
Lesbian, Gay, Bisexual and Transgender, Queer Pride Month (LGBTQ Pride Month) is currently celebrated each year in the month of June honoring the Stonewall Riots. Stonewall was not the start of the LGBTQ movement; LGBTQ activists have been organizing since at least the 1920s. But the rage and fervor caused by the Stonewall riots helped increase acceptance towards the LGBTQ community. Pride marks a moment for the community to come together, and recognize the advances and challenges made in a festive, affirming atmosphere.

The resolution acknowledges and supports our diverse student population in Santa Clara County and furthers the goal of creating safe, positive, and inclusive schools for all students.

Refer to Board Bylaw 9322 Agenda/Meeting Materials for specific information related to the preparation of County Board of Education agendas. Excepting agenda items otherwise permissible by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda. A process for reviewing requested agenda items is described in the board bylaw. In summary, the process includes a review to determine if the item is within the Board's jurisdiction, where it could be placed on the agenda and an assessment of the resource impact of preparing the item.
