Background

The California Education Code (EC) 43509 (b)(4), requires school districts and county offices to hold a public hearing to solicit recommendations and comments of members of the public regarding the descriptions and expenditures proposed in the Learning Continuity and Attendance Plan. The meeting for the adoption of the Learning Continuity and Attendance Plan shall be held after, but not on the same day as the public hearing.

 

Recommendations and comments can be emailed to LCP_Comments@sccoe.org.

 

The adoption of the LCP is scheduled for the September 16, 2020 meeting of the Board.

 

Current Status

The SCCOE’s Learning Continuity and Attendance Plan (LCP) was developed with guidance from the California Department of Education and utilized the process and template adopted by the State Board of Education. Stakeholders participated in the development of the LCP by participating on online surveys and via phone calls and personal contacts. The LCP Team met many times to prepare the Learning Continuity and Attendance Plan.

Dr. Demerris Brooks, SCCOE Director of Workforce Development and Organization Culture, will provide introductory comments and introduce the presenter.

 

Dr. Craig John Alimo will provide a brief training and discuss critical terms that lay the groundwork for an equitable learning framework. Training will be provided in the interest of developing an understanding of how bias contributes to structural racism in the education system and it's impact on students, staff, and faculty of color.

 

Dr. Alimo is the Diversity Trainer/Educator in the Office of Diversity, Equity, and Inclusion at San Jose Statue University. He provides diversity training and consultation services to the campus, guides the Intergorup Dialogue program, among other responsibilities.  For over 20 years, he has served as a social justice educator. He has designed, administered, facilitated and researched social justice educational and leadership programs across the country.

Background

On August 5, 2020 the Policy Subcommittee met and approved the updated version of BB 9000 Role of the Board.

 

As part of the ongoing effort to update and align policy to county office practices, the California School Boards Association (CSBA) partnered with the California County Boards of Education (CCBE) to develop COE specific policies and board bylaws. Over the course of the last year, the policy subcommittee has periodically reviewed these model polices to update and align SCCBOE polices and bylaws.

 

BB 9000 Role of the Board

Recommend adoption of new version of BB 9000 to replace the current version. New version reflects the ongoing work of CCBE to promote county office specific policies. Updated bylaw aligns with those guidelines, format, and recommendations while keeping the intent of the bylaw the same. This new version reflects and preserves the functions of the County Board as delineated in Education Code and existing board bylaws.

 

Specifically, the bylaw is revised to reorder the responsibilities of the County Board, updating the list of responsibilities to include board responsibilities related to LCFF, expand the description of responsibilities as related to charter schools, add discretion to adopt rules and regulations governing the administration of the office of the County Superintendent of Schools, add cross-references to related County board policies, and update legal citations. Updated version also deletes items that do not apply to the SCCBOE such as adoption of an official seal and serving as the county committee on school district organization.

Refer to Board Bylaw 9322 Agenda/Meeting Materials for specific information related to the preparation of County Board of Education agendas. Excepting agenda items otherwise permissible by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda.  A process for reviewing requested agenda items is described in the board bylaw.
