Background

On August 24, 2020, the Charter Schools Department of the Santa Clara County Office of Education (SCCOE) received a charter petition renewal request from Rocketship Discovery Prep (Rocketship Discovery Prep, Discovery Prep or RDP), a countywide benefit public charter school. Rocketship Discovery Prep was initially approved in October 2011 for a five-year term and was renewed in 2016 for an additional five-year term. A material revision regarding the governance of all Rocketship charters was also approved in 2013. The school's current enrollment is approximately 450 students in grades TK-5.

 

California Education Code Section 47605.6 requires that “no later than 60 days after receiving a petition” the County Board of Education “shall hold a public hearing on the provisions of the charter, at which time the County Board of Education shall consider the level of support for the renewal petition by teachers, parents or guardians, and the school districts where the charter school petitioner proposes to place school facilities.”

 

The Education Code further stipulates that the County Board of Education “shall either grant or deny the charter within 90 days of receipt of the petition. However, this date may be extended by an additional 30 days if both parties agree to the extension.” The Rocketship Discovery Prep charter petition renewal request will be placed on the November 18, 2020, board agenda for action.

The Santa Clara County Office of Education has been supporting the high schools within the county with civic engagement lessons, helping to increase awareness of voter registration, as well as creating tools and resources.

 

Student Impact

Through the activities and lessons provided during High School Voter Education Weeks, the youth of Santa Clara County have the opportunity to learn about initiatives and the democratic process. Students also learn the importance of being a lifelong voter and active citizens.

Background

On August 5, 2020 the Policy Subcommittee met and approved the updated version of BB 9000 Role of the Board. This policy was brought to the Board for first reading on September 2, 2020.

 

As part of the ongoing effort to update and align policy to county office practices, the California School Boards Association (CSBA) partnered with the California County Boards of Education (CCBE) to develop COE specific policies and board bylaws. Over the course of the last year, the policy subcommittee has periodically reviewed these model polices to update and align SCCBOE polices and bylaws.

 

BB 9000 Role of the Board

Recommend adoption of new version of BB 9000 to replace the current version. New version reflects the ongoing work of CCBE to promote county office specific policies. Updated bylaw aligns with those guidelines, format, and recommendations while keeping the intent of the bylaw the same. This new version reflects and preserves the functions of the County Board as delineated in Education Code and existing board bylaws.

 

Specifically, the bylaw is revised to reorder the responsibilities of the County Board, updating the list of responsibilities to include board responsibilities related to LCFF, expand the description of responsibilities as related to charter schools, add discretion to adopt rules and regulations governing the administration of the office of the County Superintendent of Schools, add cross-references to related County board policies, and update legal citations. Updated version also deletes items that do not apply to the SCCBOE such as adoption of an official seal and serving as the county committee on school district organization.

Background

Due to the pandemic, the state has suspended the LCAP for this year and has established the Learning Continuity and Attendance Plan (LCP) as a one year requirement in response to the unique situation that we are in due to COVID-19. Per California Education Code (EC) 43509 (b)(4), school districts and county offices are required to hold a public hearing to solicit recommendations and comments from members of the public regarding the descriptions and expenditures proposed in the LCP.  SCCOE held a public hearing on September 2, 2020.

 

The Budget Overview for Parents will be presented in December, while the LCAP will return to its regular cycle in the Spring.

 

Current Status

The SCCOE’s Learning Continuity and Attendance Plan (LCP) was developed with guidance from the California Department of Education and utilized the process and template adopted by the State Board of Education. Stakeholders participated in the development of the LCP by participating on online surveys and via phone calls and personal contacts. It is recommended that the County Board adopt the 2020-21 LCP that the Santa Clara County Office of Education will submit to the California Department of Education (CDE).

This report reflects budget revisions for the month of June 2020. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of June 2020, expenditure budgets were increased by $4,990,385; revenue was increased by $12,140,329; and fund balance was increased by $7,149,944.

 

Fiscal Implications

Restricted funding in the amount of $3.53 million in COVID-19 Early Learning & Care (ELC) Response Funds from the California Department of Education (CDE) has been received to provide support to child care providers throughout the County of Santa Clara with COVID-19 response efforts. This funding was received in June 2020, and was previously presented at the August 5, 2020 board meeting as part of the July 2020 budget revisions because $3.1 million in funding was carried over from fiscal year 2019-2020 to fiscal year 2020-2021.

 

Student Impact

Students throughout the County of Santa Clara will directly and indirectly benefit from the additional resources this funding will provide to childcare providers countywide.

Policy updated to reflect current education code on epinephrine auto-injectors. Policy explains the conflict between state and federal law and provides option to not authorize administration of medical cannabis at a school site.

Due to COVID-19, the SCCOE is focused on sustained response and recovery efforts. The information for future agenda items is offered here as a place holder such that in the future, when resources are available, these agenda items can be considered for placement on an agenda.

 

Refer to Board Bylaw 9322 Agenda/Meeting Materials for specific information related to the preparation of County Board of Education agendas. Excepting agenda items otherwise permissible by Education Code, Brown Act or other rules, regulations, or policies for the Board to place on the agenda, a County Board member may request an item within the jurisdiction of the County Board be placed on the agenda.  A process for reviewing requested agenda items is described in the board bylaw. In summary, the process includes a review to determine if the item is within the Board's jurisdiction, where it could be placed on the agenda and an assessment of the resource impact of preparing the item.

Background

Education Code 1302(a) requires any salary increase of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled meeting.  Recent promotions will result in excess of the $10,000 limit for (1) employee.

Student Impact

The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
