Background

 

Every year California ASCD selects an Outstanding Instructional Leader (OIL) who has significantly impacted/influenced public education in California. Individuals, who influence, advocate for and support professional growth and instructional leadership to ensure success for each learner are nominated by their CASCD peers. The award is given in recognition of Helen Heffernan who provided California with outstanding service, keen insight, vision and leadership.

 

School site and district leaders have been faced with enormous challenges in the year 2020. Yet with determination, talent, and outstanding leadership, school is continuing. California is fortunate to have outstanding educational leaders who exemplify the best qualities of learning, teaching and leading. These are people who demonstrate true understanding of curriculum, instruction, and assessment and inspire others through their leadership. CASCD recognizes just one of these individuals with the CASCD Outstanding Instructional Leader (OIL) Award each year.

 

California ASCD is proud to announce Dr. Mary Ann Dewan, Santa Clara County Superintendent of Schools, winner of the 2020 Outstanding Instructional Leader Award.

 

Dr. Mary Ann Dewan was selected as the 2020 CASCD Outstanding Instructional Educator (OIL) Award for many reasons.  She has vast experience spanning over 30 years in education.  She has done extensive work in early learning to expand high quality early learning opportunities throughout Santa Clara County.  She also demonstrates her commitment and focus on equity through the Inclusion Collaborative to provide more opportunities for students with disabilities to be meaningfully included.  Her leadership supported the My Name, My Identity Initiative - asking educators to pledge to pronouncing students' names correctly to foster a sense of belonging and to build positive relationships within the classroom.

 

Most recently, as the Santa Clara County Superintendent, she has supported the 32 superintendents in the county in navigating through school closures by providing advocacy and garnering local financial support for connectivity and device needs within districts.  She has organized regular meetings with the Public Health Department and County Counsel to keep the district leaders apprised and supported.  Dr. Dewan stepped forward providing resources and guidance during this most difficult time, advocating and supporting superintendents in a thoughtful, calm and deliberate manner.  Her graceful leadership and critical listening provided the necessary support to allow for collective and timely support to each respective community.  She is certainly an educational leader worthy of emulation.

Background

The Santa Clara County Board of Education was one of the first Bay Area county office boards of education to unanimously pass a resolution in support of denouncing xenophobia due to fears of the COVID-19 pandemic and affirming the Board’s commitment to the well-being and safety of Asian American staff and students on May 6, 2020.  The County Board of Education and the County Superintendent of Schools reaffirm its support of our Asian American community members, promote their overall safety and well-being, and denounce hate crimes of any nature.

On February 10, 2021 the Policy Subcommittee met and approved revisions for BP 6146.2 and adoption of new Exhibit 6146.2. This policy and exhibit were brought to the Board on February 17, 2021 for first reading.

 

BP/E 6146.2 Certificate of Proficiency/High School Equivalency

Policy updated to clarify the distinction between a certificate of proficiency and a high school equivalency certificate. Policy also reflects that there is a fee for tests which is waived for homeless or foster youth under 25 years of age.

 

New exhibit consent form to be used by students who receive a certificate of proficiency, and their parents/guardians if the student is under 18 years of age, for the purpose of requesting an exemption from compulsory attendance.

Background

This report reflects budget revisions for the month of January 2021. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of January 2021, expenditure budgets were increased by $3,558,139; revenue was increased by $3,069,504; decreased carryover by $490,087 and fund balance was increased by $1,452.

 

Fiscal Implications

Restricted funding in the amount of $1.86 million has been received to support the following initiatives:

Student Impact

Students will directly benefit from digital devices, internet connectivity and educational resources needed to address the impacts of COVID-19, and increased access to full-day childcare in the City of San Jose.

Background

Education Code Section 1240(l)(1)(A)(B) requires that the County Office of Education submit two reports during the fiscal year to the County Board of Education.  The first report shall cover the actual revenues and expenditures of the County Office of Education for the period from July 1 through October 31, and update projections for the balance of the year.  The second report shall cover the period ending January 31, and update projections for the balance of the year.  Both reports shall be reviewed by the County Board of Education and approved by the County Superintendent no later than 45 days after the close of the period being reported.  As part of each report, the County Superintendent shall certify in writing whether or not the County Office of Education is able to meet its financial obligations for the remainder of the fiscal year, based on current forecasts, for two subsequent fiscal years. 

 

This Second Interim Financial Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition.
