As part of our Student Recognition Program, the Santa Clara County Board of Education (Board) takes time throughout the year to applaud students who excel in Santa Clara County Office of Education programs – many of whom overcome significant obstacles to reach their personal and academic goals. 

 

Specifically, the Board honors students for academic improvements and achievements; leadership skills; good attendance, good citizenship, and character; community service accomplishments; and perseverance in pursuing their studies and goals.

 

Santa Clara County Office of Education serves as the Region 1 Migrant Education lead and provides direct services to students in the program throughout Santa Clara, San Benito, San Mateo, Alameda, San Francisco, and Santa Cruz counties. The general purpose of the Migrant Education Program is to ensure that migrant children fully benefit from the same free public education and support services provided to other children.

Background

Lesbian, Gay, Bisexual and Transgender, Questioning Pride Month (LGBTQ Pride Month) is currently celebrated each year in the month of June honoring the Stonewall Riots. Stonewall was not the start of the LGBTQ movement; LGBTQ activists have been organizing since at least the 1920s. But the rage and fervor caused by the Stonewall riots helped increase acceptance towards the LGBTQ community. Pride marks a moment for the community to come together, and recognize the advances and challenges made in a festive, affirming atmosphere.

 

Student Impact

The resolution acknowledges and supports our diverse student population in Santa Clara County and furthers the goal of creating safe, positive, and inclusive schools for all students.

Background

The Santa Clara County Board of Education (SCCBOE) and the County Superintendent of Schools recognize and support State and Federal Budget priorities that expand high-speed, reliable and affordable broadband access for all residents, as well as investments in supports for children and families. Additionally, the SCCBOE and the County Superintendent of Schools recognize and support State legislative bills that the SCCOE has sponsored/co-sponsored, which can improve outcomes for California students. This includes three (Senate Bill 508, Assembly Bill 568, and Senate Bill 692), and two (Assembly Bill 1361 and Assembly Bill 1294) recently proposed legislative bills which advocate for the mental health and well-being, and the establishment of safe, inclusive environments for students in schools and communities throughout the county.

Background

The plan will explain how SCCOE will use the funds it receives through the Expanded Learning Opportunities (ELO) Grant to provide supplemental instruction to students, including those identified as needing academic, social-emotional well-being, and other supports. The plan will also outline the multiple opportunities for family and staff input, as well as how other funding will be used in coordination with these funds.

 

Fiscal Implications

These funds will be available in fiscal year 2021-2022 and will cover program operations through August 30, 2022.

 

 

Student Impact

An LEA receiving ELO Grant funds under EC Section 43521(b) is required to implement a learning recovery program that, at a minimum, provides supplemental instruction, support for social and emotional well-being, and to the maximum extent permissible under the guidelines of the United States Department of Agriculture, meals and snacks to students who are included in one or more of the following groups:

Background

This report reflects budget revisions for the month of April 2021. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of April 2021, expenditure budgets were increased by $8,524,986 revenue was increased by $8,491,814; and fund balance was decreased by $33,172.

 

Fiscal Implications

Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act), Elementary and Secondary School Emergency Relief (ESSER II) and Assembly Bill (AB) In-Person Instruction (IPI) and Expanded Learning Opportunities (ELO) restricted funding in the amount of $8.3 million has been received to support COVID-19 response and recovery efforts and to mitigate learning loss related to COVID-19 school closures. 

 

Student Impact

Students throughout the County of Santa Clara will directly benefit from resources provided to promote academic achievement and mitigate learning loss.

On May 5, 2021 the Board Policy Subcommittee met and approved the revisions to Board Policy 0420.4.

 

BP 0420.4 Charter Schools

 

Policy updated to reflect new law SB 98 which amends the criteria for renewal when the two consecutive years immediately preceding the renewal include the 2019-2020 school year. Policy updates also include the requirement that the determination of a charter school's academic progress be based on all state indicators on at least two measurements of academic performance per year and for at least two student subgroups. The recommended changes are noted in red font on page 16.

Background

 

On May 5, 2021 the Board Policy Subcommittee met and approved revisions to BP 5148.3 Preschool/Early Childhood Education.

 

BP 5148.3 Preschool/Early Childhood Education

Policy updated to reflect the County Board's support and commitment to early childhood education birth to age 5 and quality programs. Language removed from the board policy is included within AR 5148.3 - Preschool/Early Childhood Education as the language relates to compliance and procedures which are administrative and operational to be implemented by staff.

 

Policy also revised to reflect current laws and practices; policy last updated in 2010.

 

AR 5148.3 is attached for reference.

As per the Head Start Act, all Head Start agencies are required to provide program information to the Board of Education.  Attached are the following reports:

 

Student Impact

The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
