As part of our commitment to support and promote student and public school success, the County Office of Education highlights programs and initiatives that enrich the lives of students within our county. The California Schools to Watch program is sponsored by the California Department of Education, California League of Schools, and the California Middle Grades Alliance, in association with the National Forum. To earn this designation, schools must complete an extensive application and host a site visit by middle grade experts. In order to retain the designation, each school is re-evaluated every three years. These high-performing model schools demonstrate academic excellence, social equity, and responsiveness to the needs of young adolescents.

 

Schools to Watch is a national network of over 400 schools in 17 states. California is the largest state participant. If the school meets the qualifications, the school becomes a California School to Watch in March and a National School to Watch in June.

Background

The U.S. Presidential Scholars Program was established in 1964, by executive order of the President, to recognize and honor some of our nation's most distinguished graduating high school seniors. In 1979, the program was extended to recognize students who demonstrate exceptional talent in the visual, creative and performing arts. In 2015, the program was again extended to recognize students who demonstrate ability and accomplishment in career and technical education fields. Each year, up to 161 students are named as Presidential Scholars, one of the nation's highest honors for high school students.

 

Of the 3.6 million students expected to graduate from high school this year, more than 6,000 candidates qualified for the 2021 awards, from which 161 students were named as Presidential Scholars nationwide. Three (3) Santa Clara County high school seniors, all from Lynbrook high school, have been honored as Presidential Scholars.

Background

Education Code (EC) 1620 requires that on or before July 1 of each fiscal year, the county board of education shall hold a public hearing on the County School Service Fund budget. The public hearing shall be held prior to the adoption of the budget by the county board of education, and shall occur not less than three days following the availability of the budget for public inspection. Education Code (EC) 52068 (b)(1) also requires the public hearing for the Local Control and Accountability Plan (LCAP) be held at the same meeting as the public hearing required by Section 1620 for the proposed budget.

 

 

Budget Summary

The 2021-22 County School Services Fund Budget is developed based upon a set of assumptions and the most up-to-date information available from the May Revise, legislative budget proposals, with guidance from organizations such as the California Department of Education and Department of Finance.

 

For the County School Service Fund in 2021-22, total projected revenues are approximately $279.32M and projected expenditures are approximately $306.78M. This includes approximately $41.53M in expenditures for the return of local "excess" property taxes to the state and may change depending upon local property tax revenues. The 2021-22 projected reserve for economic uncertainty, after removing certain designations, is approximately $12.27M. This is based on a projected beginning fund balance of approximately $97.91M. The actual beginning fund balance will be determined after the fiscal books for 2020-21 are closed in late August/early September.

 

Education Code (EC) 1040 requires the county board of education to approve the annual county school service fund budget of the county superintendent of schools and will be presented for approval at the June 16, 2021 board meeting.

Background

Pursuant to Education Code (EC) 52068(b)(1), school districts and county offices of education are required to hold a public hearing to solicit the recommendations and comments from members of the public regarding the specific actions and expenditures proposed to be included in the Local Control Accountability Plan (LCAP).  The public hearing shall be held at the same meeting as the public hearing required by EC 1622 for the County Office of Education Budget to be adopted for the subsequent fiscal year.

 

Recommendations and comments can be emailed to LCAP_Comments@sccoe.org

 

The adoption of the LCAP may be held no sooner than one day after the public hearing for the LCAP.  The adoption of the LCAP is scheduled for the June 16, 2021 meeting of the Board.

 

Current Status

The SCCOE’s Local Control Accountability Plan was developed with guidance from the California Department of Education and utilized the process and template adopted by the State Board of Education.  The 2019-20 Local Control Accountability Plan Annual Update provides outcomes and updates regarding the planned goals, actions, and expenditures defined in the 2019-20 Local Control Accountability Plan and the 2020-21 Learning Continuity Plan. Stakeholders participated in the development of the LCAP by attending 4 evening leadership meetings.  The LCAP Advisory Team met eighteen times to prepare the leadership meetings and ultimately the LCAP.  The LCAP was presented to the parent advisory committee and to the English Learner Parent Advisory Committee pursuant to EC Section 52063.

Employer Direct Reporting provides school districts and community colleges with an opportunity to consistently report contributions on an independent basis. West Valley-Mission Community College District is a Fiscally Independent district that meets all CalSTRS requirements for Employer Direct Reporting.

 

CalSTRS advises the Santa Clara County Board of Education to approve a resolution to authorize West Valley-Mission Community College District to direct report to CalSTRS and to absolve the SCCOE of all CalSTRS reporting requirements for West Valley-Mission Community College District.

Background
The State Board of Education (SBE) approved standards for the local performance indicators that support local educational agencies (LEAs) in measuring and reporting their progress within the appropriate priority area. For each local indicator, the approved standard includes:

  1. Measuring LEA progress on the local indicator based on locally available information, and
  2. Reporting the results to the LEA's local governing board at a regularly scheduled meeting of the local governing board and to stakeholders and the public through the Dashboard.

For each applicable local indicator, LEAs assign one of three performance levels:

LEAs make the determination for each applicable local indicator by using the self-reflection tool to measure and report their progress through the Dashboard. The collection and reflection on locally available information relevant to progress on local priority areas will support LEAs in local planning and improvement efforts. LEAs determine if they meet the adopted performance standards using a self-reflection tool.

Performance Standard Indicators on the self- reflection tool include Basic Services and Conditions, Implementation of State Academic Standards, Parent and Family Engagement, School Climate, Access to Broad Course of Study, Coordination of Services for Expelled Students and Coordination of Services for Foster Youth. These priority areas are considered local indicators and will be reported as Met, Not Met, or Not Met for Two or More Years using locally available data.

 

The information in the attachment will be reported to the California Department of Education prior to December 1, 2021.
 

Student Impact
The Alternative Education and Special Education Department within the Educational Services, Student Services & Support Division provide individualized educational settings for some of the most diverse students within Santa Clara County in collaboration with local districts, community partners, and county agencies. The LCAP and California School Dashboard illustrate, inform, and highlight our unique programs that ensure inclusion, equity, and high-quality education for all of our students in addition to Foster Youth, homeless, and expelled youth services throughout Santa Clara County.

On May 5, 2021 the Board Policy Subcommittee met and approved the revisions to Board Policy 0420.4. This policy was brought to the Board on May 19, 2021 for first reading. 

 

BP 0420.4 Charter Schools

 

Policy updated to reflect new law SB 98 which amends the criteria for renewal when the two consecutive years immediately preceding the renewal include the 2019-2020 school year. Policy updates also include the requirement that the determination of a charter school's academic progress be based on all state indicators on at least two measurements of academic performance per year and for at least two student subgroups. The recommended changes are noted in red font on page 16.

Background

 

On May 5, 2021 the Board Policy Subcommittee met and approved the revisions to Board Policy 5148.3 and the deletion of BP 5148.4. These policies were brought to the Board on May 19, 2021 for first reading. 

 

BP 5148.3 Preschool/Early Childhood Education (Birth to Five Early Care and Education)

Policy updated to reflect the County Board's support and commitment to early childhood education birth to age 5 and quality programs. Language removed from the board policy is included within AR 5148.3 - Preschool/Early Childhood Education as the language relates to compliance and procedures which are administrative and operational to be implemented by staff. Additionally, AR 5148 addresses childcare and development and AR 5148.3 addresses Preschool/Early Childhood Education.

Policy also revised to reflect current laws and practices; policy last updated in 2010.

 

BP 5148.4 Head Start/Early Head Start Programs.

Recommend deletion of policy as language is now combined under education programs for children birth to age 5 in revised BP 5148.3 Preschool/Early Childhood Education. Additionally, AR 5148 addresses childcare and development and AR 5148.3 addresses Preschool/Early Childhood Education.

Background

June 19th is nationally recognized as Juneteenth - the oldest known American celebration of the ending of slavery. Juneteenth Day celebrations have since been held to commemorate African American freedom from slavery. Honoring this day, more than 150 years later, helps us learn our history and better understand the experiences of African Americans that shaped this nation.

Student Impact

The Charter Schools Department provides monitoring and oversight for 22 County Board of Education-authorized charter schools, serving approximately 11,000 students.
