Background

The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually, in May, each local educational agency (LEA) submits the spring release of the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs.

 

Student Impact

The Consolidated Application directly impacts SCCOE students. The Consolidated Application is submitted annually to the California Department of Education and in the process, districts apply for federal funds to include Title I, II, and III. Title I funds support low-income students and provide supplemental services and support to meet academic and social and emotional needs of students to include homeless youth. Title II funds support the development of highly qualified teachers and Title III funds provide supplemental support for English Learners.

BP 0460 Local Control and Accountability Plan

 

Policy updated to reflect AB 1240 which adds, as a measure of student achievement, the percentage of students who have successfully completed both college entrance courses and career technical education courses. Policy also clarifies the circumstances under which the COE may request or be required to obtain technical assistance to build the COE's capacity to develop and implement actions and services responsive to student and community needs.

Background

On June 9, 2021 the Board Policy Subcommittee met and approved the revisions to Board Policy 5141.52. This policy was brought to the Board on June 16, 2021 for first reading. 

 

BP 5141.52 Suicide Prevention

 

Policy updated to reflect (AB 1767) which mandates age-appropriate policy on suicide prevention, intervention, and postvention for students in grades K-6 beginning in the 2020-21 school year. Policy reflects requirements to consult with specified stakeholders on policy development, coordinate with the county mental health plan whenever a referral is made for mental health or related services for a student in grades K-6 who is a Medi-Cal beneficiary, and ensure that employees act within the authorization and scope of their credential or license. Policy also reflects AB 34, which requires COEs to post their suicide prevention policy in a prominent location on the COE website. Policy clarifies that the requirement to print the national suicide hotline number on student identification cards is specific to students in grades 7-12.

The Santa Clara County Office of Education and Santa Clara County Board of Education recognize and support the importance of well checks and proper immunizations for both overall student health as well as the promotion of safe, full in-person learning.

Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the April through June 2021 reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide our students a quality education that encompasses all of these areas. No complaints were filed this quarter.

Background

Per Board Policy BP 3100, budget amendments shall be submitted for County Board approval when the state budget is adopted, collective bargaining agreements are accepted, SCCOE income declines, increased revenues or unanticipated savings are made available to the SCCOE, or program proposals are significantly different from those approved during budget adoption. 

 

Budget revisions (amendments) are typically presented to the County Board monthly with exception to October, January, and June of each year as more time is needed to compile information for first and second interim, and fiscal year-end reporting periods.

 

As part of the fiscal year-end closing process, budget revisions for the month of June are processed through the month of August, and will not be presented to the Board until the September 15, 2021, board meeting.
