Background

The Head Start Act stipulates that the federal share of the total costs of the Head Start program will not exceed 80 percent of the total grantee budget unless a waiver has been requested and granted (Head Start Act Section 640(b)). The Early Learning Services Department has received notification from the Administration for Children and Families, Health and Human Services Department Regional Office that the Santa Clara County Office of Education (SCCOE) is eligible to apply for a Non-Federal Share (NFS) Waiver in the amount of $7,953,391. Eligibility follows the Coronavirus Disease 2019 (COVID-19) Fiscal and Administrative Flexibilities guidance provided by the Office of Head Start (OHS) in response to the COVID-19 pandemic.

 

SCCOE’s request for an NFS waiver of the mandatory non-federal match requires a written request to the Administration for Children and Families (ACF) Regional Office. This request is based on the unforeseeable impact to the Head Start/Early Head Start Service Area that is adversely affected by the COVID pandemic. This request is for the budget period 05/01/2020 – 04/30/2021 for Head Start/Early Head Start Grant (09CH0114790 and the Early Head Start – Child Care Partnership Grant (09HP000196).

BP 6146.1 High School Graduation Requirements for SCCOE Students

 

On July 1, 2021 Governor Newsom signed Assembly Bill 104. The measure contained an urgency clause, which means its provisions take effect immediately. Adoption of this policy at this time, ensures that the SCCOE programs are in compliance with the urgency laws before the first day of the school year. 

 

One of the provisions of the bill is that any student who was enrolled in 11th or 12th grade during the 2020-21 school year and who is not on track to graduate in four years is exempt from local district graduation requirements that are beyond the state-minimum graduation credits and course requirements. LEAs must provide these students the opportunity to complete the statewide coursework required for graduation, which opportunity may include, but is not limited to, a fifth year of instruction or credit recovery.

BP 6158 Independent Study

 

On July 9, 2021 Governor Newsom signed Assembly Bill 130 which requires all school districts/COEs to offer independent study for the 2021-2022 school year unless a waiver is obtained. Without distance learning as an option for the upcoming school year, independent study programs will be more widely used as a means of providing instruction for students who are unable or unwilling to return to the classroom setting. Adoption of this policy at this time, ensures that the SCCOE programs are in compliance with the timelines required in the law before the first day of the school year. 

 

Education Code 51747, as amended by AB 130, mandates that the Governing Board adopt a policy with specified requirements as a condition of receiving state apportionment for independent study students. Commencing in the 2021-2022 fiscal year, the Guide for Annual Audits of K-12 Local Education Agencies and State Compliance Reporting will require verification of the adoption of an independent study policy by the Board, including loss of apportionment for independent study for districts found to be noncompliant.

 

In addition to meeting the requirements specified by Education Code 51747, board policies must comply with rules and regulations adopted by the Superintendent of Public Instruction (SPI). School boards are encouraged to review independent study policies as the SPI adopts revised rules to reflect the new requirements of AB 130.

September 17, 2021, is Constitution Day, which coincides with California High School Voter Education Weeks from September 13-23, 2021. The SCCOE acknowledges its partnership with the Santa Clara County Registrar of Voters and its commitment to strengthening and motivating students to take an active role in civic processes.

 

Student Impact

Youth-eligible voter turnout correlates with civic education and engagement for high school students. The United States Constitution and its amendments outline the freedoms and principles of representative government, giving eligible youth the right to vote. The SCCOE and SCCBOE affirm its commitment to pre-registering and registering youth voters and engaging in voter education.

Background

 

On June 11, 2021 the Trustee Area 2 seat was vacated when Board Member Kathleen King submitted her resignation to the County Superintendent. The Board must make a provisional appointment to fill the vacancy by August 10, 2021. If the Board fails to make a provisional appointment by August 10, 2021, the Education Code requires that the County Superintendent order an election to fill the vacancy.

 

The Ad Hoc Committee appointed by Board President Claudia Rossi has found that all candidates that applied are eligible and can be interviewed by the Board. The candidates for the vacancy are as follows: Mingi Bodine, Sudha Kasamsetty, Anjali Kausar, Kevin Koch, and Tara Sreekrishnan.

 

The process for interviews and filling the board vacancy follows.

 

 

PROCESS FOR INTERVIEWS and FILLING BOARD VACANCY

August 4, 2021

 

Interview: First Round

 

Five (5) candidates applied and each found elligible. As such, the 5 candidates  have been invited to participate in an interview with the County Board of Education at a regularly scheduled meeting on Wednesday, August 4, 2021.

 

  1. Candidates will be interviewed in alphabetical order by last name. While a candidate is being interviewed, those waiting for their interview will be placed in the zoom waiting room. Each candidate has attested to not observing the Board meeting while interviews are in progress.
  2. Each candidate will be interviewed for 30 minutes. The Board President will open and close each interview. There will be six (6) questions with each trustee asking a single question. The questions have been assigned one to each trustee to ask in alphabetical order by the trustee’s last name.

If time permits, candidates will be asked up to two (2) follow-up questions. The follow-up questions have been assigned one to each trustee to ask in alphabetical order by the trustee’s last name as follows:

 

Candidate 1: Trustee Chon (question 7) and Trustee Di Salvo (question 8)

Candidate 2: Trustee Kamei (question 7) and Trustee Mah (question 8)

Candidate 3: Vice President Ortiz (question 7) and President Rossi (question 8)

At the conclusion of the discussion, each board member will, by verbal roll call, be asked to state their top candidate. If any candidate receives four (4) or more nominations, the Board President will call for a motion supporting the appointment.

 

If there is no majority nomination for any candidate, the top candidates will be invited to participate in a second round of interviews.

  1. Candidates will be interviewed in reverse alphabetical order by last name. While a candidate is being interviewed, the other candidate(s) will wait in the zoom waiting room.

Background

This report reflects budget revisions for the month of July 2021. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of July 2021, expenditure budgets were increased by $5,656,053; revenue was increased by $1,553,733; carryover was decreased by $4,338,488 and fund balance was increased by $236,168.

 

Fiscal Implications

California State Preschool Program (CSPP) – Quality Rating and Improvement System (QRIS) block grant funding in the amount of $1.5 million was awarded by the California Department of Education for fiscal year 2021-2022 to support local early learning QRIS programs that increase the number of low-income children in high-quality state preschool programs that prepare those children for success in schools and life.

 

Student Impact

Students throughout the County of Santa Clara will directly benefit from increased access to high-quality state preschool programs.

Background

Head Start/Early Head Start (HS/EHS) programs are required by federal regulations to provide Governance information relating to the Head Start Monitoring Protocols. Head Start monitoring protocols are used by the Office of Head Start (OHS) to gather data and other information to assess grantee program operation and performance.

 

Santa Clara County Office of Education’s (SCCOE) Focus Area One Federal Review was held on May 24 – 28, 2021. OHS utilizes the information collected during the review to understand the SCCOE’s approach to program design and services. The information is also utilized to evaluate performance and continuous program improvement. Programs that build strong leadership and governance systems and work to establish positive relationships are better equipped to deliver high-quality Head Start services to children and families. Strong leadership and governance foster an environment that supports innovation and continuous program improvement.

 

The Early Learning Services Department is pleased to share the result of the Focus Area One Federal Review. The program has no findings.
