The month of October is designated National Disability Employment Awareness Month, a celebration coinciding with the establishment of the American Disability Act (ADA), which acknowledges the contributions of workers with disabilities and promotes advocacy and education about the value of a workforce inclusive of their skills and talents. To promote the education of Disability Employment Awareness Month both the U.S. Department of Labor and the SCCOE encourage educators and youth service professionals to discuss and promote inclusion amongst their students; to create a display that shows people with and without disabilities in a variety of professions; educate about disability history.

Background

National Bullying Prevention Month is a campaign in the United States founded in 2006 by PACER's National Bullying Prevention Center. The campaign is held during October and unites communities nationwide to educate and raise awareness of bullying prevention. Initially held the first week in October, the event was expanded in 2010 to the entire month. The SCCBOE Bullying Prevention resolution recognizes the month of October 2021 as Santa Clara County Bullying Prevention Month, with the intention that the issue of bullying and its prevention be discussed in Santa Clara County schools and learning environments and to promoting dialogue between educators, parents, and students on their roles in addressing and preventing bullying and also encouraging organizations to share information about their bullying prevention resources.

This report reflects budget revisions for the month of June 2021. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of June 2021, expenditure budgets were increased by $5,990,394; revenue was increased by $9,649,213 and fund balance was increased by $3,658,819.

 

Fiscal Implications

Elementary and Secondary School Emergency Relief (ESSER III) restricted funding in the amount of $8 million has been allocated to support COVID-19 response and recovery efforts and to mitigate learning loss related to COVID-19 school closures. 

 

Student Impact

Students throughout the County of Santa Clara will directly benefit from resources provided to promote academic achievement and mitigate learning loss.

Restricted funding in the amount of $654k was received for the City of San Jose Family Scholarship Funds from First 5 Santa Clara County to assist Family Child Care Home (FCCH) Providers within the City of San Jose that have been impacted by COVID-19.

 

 

Student Impact

Students and families throughout the County of Santa Clara will directly benefit from increased access to Family Child Care Home (FCCH) Providers within the City of San Jose.

Background

 

Pursuant to Government Code section 54953, subdivision (c) (3) and pursuant to the terms of the employment contract, Dr. Mary Ann Dewan, County Superintendent of Schools, is eligible for pay increase effective July 1, 2021 and a contract term extension to June 30, 2025.  The pay increase is calculated on the current CPI of 3.2%. The new base salary is $369,321.84. The additional salary of $5,000.00 for the doctoral degree per the contract is added to the base. The new annual salary is therefore, $374,321.84. In addition, the County Superintendent will continue to receive the following fringe benefits: health, welfare, retirement, and other benefits as are provided to certificated/ management employees, membership dues for professional organizations, and reimbursement of job related expenses.

Background

Education Code 1302(a) requires any salary increase of $10,000 or more to be discussed by the County Board of Education at a regularly scheduled meeting. Recent promotions will result in excess of the $10,000 limit for (1) employee.

Background

The Office of Head Start (OHS), Administration for Children and Families, (ACF) Department of Health and Human Services funded SCCOE to provide services to preschool and infant/toddler children and families in program year 2020-21.  The initial application was approved by the Head Start/Early Head Start Policy Council on December 15, 2019 and SCCOE Board on January 15, 2020.

 

The Head Start Act recognizes that a lack of resources in a community adversely impacted by a major disaster may prevent Head Start grantees from providing all or a portion of their required program deliverables. OHS has determined the widespread impact of the coronavirus adversely impacts Head Start grantees. Thus, OHS allows flexibilities to carryover funds for continuing grants with formal notification to Governance to inform of carryover funds in the amount of $8,180,247 from program year 2020-21 to 2021-22.
