On November 4, the U.S. Secretary of Education honored the recipients of the 2021 Terrel H. Bell Awards for Outstanding School Leadership at the National Blue Ribbon Schools awards ceremony. Dr. TJ Owens Gilroy Early College Academy Principal, Sonia Flores was selected among eight school leaders from the 2021 cohort of National Blue Ribbon Schools. The U.S. Department of Education, together with the National Association of Elementary School Principals, the Association for Middle-Level Education, and the National Association of Secondary School Principals, bestows the Terrel H. Bell Award to exemplary leaders who have transformed their schools. Terrel H. Bell founded the National Blue Ribbon Schools Program in 1982 to recognize great American schools and school leaders. Principal Flores was chosen for her commitment to inclusivity, collaboration, and student success.

Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Background

December 2nd is recognized as National Special Education Day. This day celebrates the 49th anniversary of the nation’s first special education law as the Individuals with Disabilities Act (IDEA) was signed on December 2, 1972. The IDEA law makes a free appropriate public education (FAPE) available to eligible children with disabilities throughout the nation and ensures special education and other related services be made available to the students.

 

Student Impact

The Santa Clara County Office of Education (SCCOE) is committed to improving student equity and access to high quality education, regardless of student’s ability or disability. The SCCOE Special Education Department partners with the county's schools to serve students with disabilities from birth to age 22 and provides services to students with disabilities attending court schools, community schools and pediatric-skilled nursing facilities.  The SCCOE also operates the Inclusion Collaborative with a mission to promote a culture that values all children by strengthening, sustaining, and ensuring inclusive practices regardless of a student’s ability or disability.

Each year, member boards elect and/or appoint representatives from 21 geographic regions to the California School Boards Association's (CSBA) Delegate Assembly.  The region 20 county Delegate Assembly and California County Boards of Education (CCBE) Board of Directors position is currently held by Trustee Rosemary Kamei whose term will end March 31, 2022.  Since there is only one county office in region 20, the Santa Clara County Board of Education (SCCBOE) must vote to either re-appoint Trustee Kamei or appoint another Trustee from the SCCBOE to serve on the CSBA's Delegate Assembly and CCBE's Board of Directors for a two-year term beginning April 1, 2022 through March 31, 2024. 

 

The Delegate Assembly is a vital link in the association's governance and sets the general policy direction for the association.  Working with local districts, county offices, the Board of Directors, and Executive Committee Delegates ensure that the association promotes the interests of school districts and county offices of education throughout the state.  There are two required Delegate Assembly meetings each year.  In 2022, the first meeting will be May 21-22 in Sacramento and the second one will be Nov 29-30 in San Diego.

 

Required Action

 

Re-appoint Trustee Kamei, or appoint another Trustee of the County Board of Education to serve as the representative to the CSBA Delegate Assembly and the CCBE Board of Directors.

Background

The Educator Effectiveness funding may be used to support professional learning for certificated teachers, administrators, paraprofessional educators, and certificated staff to promote educator equity, quality, and effectiveness. The SCCOE will receive $2,493,104.00.  The funds must be spent on specific professional learning priority areas during the 2021–2026 fiscal years.

 

 

The funding will be allocated to the following professional learning focus areas:

 

  1. Coaching and mentoring of staff serving in an instructional setting and beginning teacher or administrator induction, including, but not limited to, coaching and mentoring solutions that address a local need for teachers that can serve all pupil populations with a focus on retaining teachers, and offering structured feedback and coaching systems organized around social-emotional learning, including, but not limited to, promoting teacher self-awareness, self-management, social awareness, relationships, and responsible decision making skills, improving teacher attitudes and beliefs about one’s self and others, and supporting learning communities for educators to engage in a meaningful classroom teaching experience.
     
  2. Programs that lead to effective, standards-aligned instruction and improve instruction in literacy across all subject areas, including English language arts, history-social science, science, technology, engineering, mathematics, and computer science.
     
  3. Strategies to implement social-emotional learning, trauma-informed practices, suicide prevention, access to mental health services, and other approaches that improve pupil well-being.
     
  4. Practices to create a positive school climate, including, but not limited to, restorative justice, training around implicit bias, providing positive behavioral supports, multitiered systems of support, transforming a schoolsite’s culture to one that values diverse cultural and ethnic backgrounds, and preventing discrimination, harassment, bullying, and intimidation based on actual or perceived characteristics, including disability, gender, gender identity, gender expression, language, nationality, race or ethnicity, religion, or sexual orientation.
     
  5. Strategies to improve inclusive practices, including, but not limited to, universal design for learning, best practices for early identification, and development of individualized education programs for individuals with exceptional needs.
     
  6. Instruction and education to support implementing effective language acquisition programs for English learners, which may include integrated language development within and across content areas, and building and strengthening capacity to increase bilingual and biliterate proficiency.

 

Fiscal Implications

SCCOE will receive $2,493,104.00 to support professional learning for certificated teachers, administrators, paraprofessional educators, and certificated staff.  

 

 

Student Impact

Educator Effectiveness funds directly impact all SCCOE students. These funds will be used to support professional learning for certificated teachers, administrators, paraprofessional educators, and certificated staff who work directly with students in all of our programs.

Background

 

Per Board Policy BP 3100, budget amendments shall be submitted for County Board approval when the state budget is adopted, collective bargaining agreements are accepted, SCCOE income declines, increased revenues or unanticipated savings are made available to the SCCOE, or program proposals are significantly different from those approved during budget adoption. 

 

Budget revisions (amendments) are typically presented to the County Board monthly with exception to October, January, and June of each year as more time is needed to compile information for first and second interim, and fiscal year-end reporting periods.

Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the July 1 – September 30, 2021, reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide our students a quality education that encompasses all of these areas. No complaints were filed this quarter.
