Background

Education Code Section 41020.3 states that by January 31 of each year, the governing body of each local education agency shall review, at a public meeting, the annual audit of the local education agency for the prior year, any audit exceptions identified in that audit, the recommendations or findings of any management letter issued by the auditor, and any description of correction or plans to correct any exceptions or management letter issue.

 

In accordance with Board Policy (BP) 3460(a) and Education Code 41020.3, an annual audit of the financial records of the Santa Clara County Office of Education (SCCOE) was conducted for the fiscal year ended June 30, 2021.

 

The independent auditor will be present to present the audit report to the County Board and the County Board shall have an opportunity to ask questions. 

 

The auditors issued an opinion that the financial statements are presented fairly, in all material respects, the respective financial position of the governmental activities, each major fund, and the aggregate remaining fund information of Santa Clara County Office of Education as of June 30, 2021, and the respective changes in financial position and, where applicable, cash flows thereof for the year then ended in accordance with accounting principles generally accepted in the United States of America.

Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

BP 5145.9 Hate Motivated Behavior

 

Revised policy based on CSBA guidance for County Offices addresses the County Board’s commitment to a respectful, inclusive, and safe learning environment. Revised policy moves language around collaboration, complaint processes, and prevention strategies to new Superintendent's Policy. Policy also includes requirement of posting in a prominent section of the SCCOE web page.

Background

The Early Learning Services Department has received notification from the Administration of Children and Families (ACF) and the Department of Health and Human Services that the Santa Clara County Office of Education (SCCOE) is eligible to apply for the annual Head Start/Early Head Start grant in the amount of $29,727,897.

 

The Head Start program will submit its third year of a five-year grant application for FY 2022-23.  This grant application must include five-year goals and objectives. Funding is guaranteed for years one through five, so long as the program remains in full compliance with Head Start regulations. The program is scheduled for a federal review in program year 2022. The FY 2022-23 grant application includes incremental changes to address challenges related to increasing personnel costs.

 

The SCCOE Head Start program currently serves 2,013 children (1,690 preschoolers and 323 infants/toddlers) and families in Santa Clara and San Benito counties.  As a result of program classroom blending with State Preschool in FY 2022-23 for a program design that meet and exceed grant requirements. The FY 2022-23 grant application proposes to balance the budget through continuing program blending with State Preschool.

 

The Head Start program has had meetings and discussions with key partners (internal and external) to help review the five-year goals and objectives for the grant, and to vet the proposed enrollment and blending options with State Preschool to serve eligible children and families. Planning meetings include, but are not limited to, the following:

 

  • Head Start Family Services/School Readiness Committee: January 11, 2022 & March 29, 2022
  • Early Head Start School Readiness Committee: February 10, 2022 & May 10, 2022
  • Head Start Health Advisory Committee: September 23, 2021, November 18, 2021, February 17, 2022, and May 12, 2022
  • SCCOE Budget Study Committee: November 17, 2021
  • Meetings will continue to be held with staff members to review proposed recommendations for the grant application for program year 2022-23 in response to the COVID-19 Pandemic.

 

Attached are the executive summary that provides more details on the planning factors, as well as a summary of the overall grant application.

U.S. Department of Health and Human Services Grants Policy Statement: Head Start is allowed to have cumulative transfers among direct cost budget categories, without prior approval from the Regional Office, if within 25% of the total approved budget or $250,000, whichever is less.

 

 

Student Impact

The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.

From the first public schoolhouse in an old church in San Francisco in 1850, boards of education have grown to oversee more than 1,000 school districts and county offices of education in California. This January, during School Board Recognition Month, Santa Clara County Office of Education salutes local educational agency boards and encourages communities around California to do the same.

Trustees provide critical support for California’s 6 million public school students. School board members continue to advocate to best serve the students in our community every day. Local school board members are committed to children and believe that all children can be successful learners and that the best education is tailored to the child’s individual needs. Teachers are recognized for their contributions and their role in helping youth succeed. The 24" seated tricycle donated to Special Education will assist students with adapted physical education.

Background

This report reflects budget revisions for the month of December 2021. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of December 2021, expenditure budgets were increased by $523,258; revenue was increased by $723,258 and fund balance was increased by $200,000.

 

Fiscal Implications

Restricted revenue in the amount of $539k was allocated to support the following initiative:

Student Impact

Students throughout the County of Santa Clara will directly benefit from increased access to quality Family Child Care Home Providers.

Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the October through December 2021 reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide students a quality education that encompasses all of these areas. No complaints were filed this quarter.

The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
