Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, and February 16, 2022, the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

On February 2, 2022 the Policy Subcommittee met and approved revisions to BP 5113 Absences and Excuses. This policy was brought to the Board on February 16, 2022 for first reading.

 

BP 5113 Absences and Excuses

Board policy updated to reflect new law to include on the list of excused absences, absence for the benefit of a pupil's mental or behavioral health. Corresponding regulation also includes the addition of a twice yearly notification to parents/guardians regarding student access to mental health services.

On February 2, 2022 the Policy Subcommittee met and approved revisions BP 6173 Education for Youth Experiencing Homelessness. This policy was brought to the Board on February 16, 2022 for first reading.

 

Policy updated to remove barriers to identification, enrollment, and retention of homeless children, ensure homeless students are not segregated or stigmatized, provide for professional development, and ensure transportation is provided to and from school of origin. Policy not updated since 2010, reflects updated/new laws and procedures educating and providing services for homeless youth and families.

A report on the status, issues and trends as it relates to justice engaged youth in Santa Clara County will be provided by a special guest, Senior Research and Evaluation Specialist, Morena Cruz. Morena has worked with Santa Clara County Probation Department (SCCPD) since 2014 in the Research and Development (RaD) unit and has been a writer on the Juvenile Justice Annual Report for the last five years. Her presentation will focus on current issues and trends in the Juvenile Justice Court.

 

Student Impact

The presentation will provide information and current trends in the Juvenile Justice System that directly impacts our students and students in Santa Clara County.

Background   The A-G Completion Improvement Grant Program provides additional supports to local educational agencies (LEAs) to help increase the number of California high school pupils, particularly unduplicated pupils, who graduate from high school with A-G eligibility requirements completed for admission to the California State University and the University of California. The grant focus areas include professional development for staff regarding the logistics of A-G coursework and implementation of advanced placement courses, supplemental activities that directly support students accessing A-G courses such as summer programming and after school tutoring, and funding to support student test fees. The A-G Completion Improvement Grant supplements services already provided through the Local Control Accountability Plan.

 

Fiscal Implications

The SCCOE will receive an estimated amount of  $200,425 to be spent during the 2021–2026 fiscal years.

 

Student Impact
The A-G Completion Improvement Grant funds directly impact all SCCOE high school students. These funds will be used to support professional learning for counselors and administrators, A-G online learning platforms, and summer school.
