Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022, and March 2, 2022 the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Background

The A-G Completion Improvement Grant Program provides additional supports to local educational agencies (LEAs) to help increase the number of California high school pupils, particularly unduplicated pupils, who graduate from high school with A-G eligibility requirements completed for admission to the California State University and the University of California. The grant focus areas include professional development for staff regarding the logistics of A-G coursework and implementation of Advanced Placement courses, supplemental activities that directly support students accessing A-G courses such as summer programming and after school tutoring, and funding to support students test fees. The A-G Completion Improvement grant supplements services already provided through the Local Control Accountability Plan.  Staff provided a presentation to the County Board at its March 2, 2022 meeting.

 

Fiscal Implications

The SCCOE will receive an estimated amount of $200,425 to be spent during the 2022–2026 fiscal years.

 

Student Impact

The A-G Completion Improvement Grant funds directly impact all SCCOE high school students. These funds will be used to support professional learning for counselors, administrators and teaching staff, A-G online learning platforms, and summer school.

The Santa Clara County Office of Education (SCCOE) is eligible to apply for the annual Early Head Start-Child Care Partnership grant in the amount of $3,997,310.  SCCOE will submit its fourth year of a five-year grant application for FY 2022-23.  Funding is guaranteed for years one through five, so long as the program remains in full compliance with Head Start regulations. The program is scheduled for a federal review in program year 2022-23.

Background

Education Code Section 1240(l)(1)(A)(B) requires that the County Superintendent submit two reports during the fiscal year to the County Board of Education.  The first report shall cover the actual revenues and expenditures of the County Office of Education for the period from July 1 through October 31, and update projections for the balance of the year.  The second report shall cover the period ending January 31, and update projections for the balance of the year.  Both reports shall be reviewed by the County Board of Education and approved by the County Superintendent no later than 45 days after the close of the period being reported.  As part of each report, the County Superintendent shall certify in writing whether or not the County Office of Education is able to meet its financial obligations for the remainder of the fiscal year, based on current forecasts, for two subsequent fiscal years. 

 

This Second Interim Financial Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition.

Background

This report reflects budget revisions for the month of January 2022. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of January 2022, expenditure budgets were increased by $4,234,716; revenue was increased by $5,456,086 and fund balance was increased by $1,221,370.

 

Fiscal Implications

Restricted revenue in the amount of $2.5 million was allocated for the Educator Effectiveness Grant and $1.6 million for COVID Mitigation Counties funding to support in-person instruction for Alternative Education and Opportunity Youth Academy (OYA).

 

Student Impact

Students in the Alternative Education program and Opportunity Youth Academy (OYA) will benefit from quality in-person instruction.

As per the Head Start Act, all Head Start agencies are required to provide program information to the Board of Education.  Attached are the following reports:

Student Impact

The Head Start/Early Head Start Program is federally funded to serve 1,946 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.
