Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022,  March 2, 2022, March 16, 2022, and April 6, 2022, the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Background

The month of May is recognized as National Asian-American and Pacific Islander Heritage Month to recognize and honor the contributions of Asian Americans and Pacific Islanders in the United States as designated by the United States Congress since 1992. National Asian-American and Pacific Islander Heritage Month is celebrated in May to commemorate the immigration of the first Japanese immigrants to the United States on May 7, 1843, as well as the completion of the transcontinental railroad on May 10, 1869, where Chinese immigrants played a key role in laying track and completing the historic project.

 

 

Student Impact

In Santa Clara County, Asian-Americans and Pacific Islanders make up approximately 31% of the student population and 38% of the overall population, making it the largest ethnic group in Santa Clara County.

 

The Santa Clara County Office of Education supports initiatives focused on bringing awareness to the importance of respecting one’s culture and identity in schools, including the “My Name, My Identity Initiative.” This initiative asks the school community to foster a welcoming atmosphere by pronouncing students’ names correctly, thereby honoring the individual student and creating a sense of belonging.

Student Impact

Recognizing the mental health needs of youth, the Santa Clara County Office of Education established wellness centers and programs in schools throughout Santa Clara County in partnership with the County of Santa Clara, community partners, and local school districts.

 

The Santa Clara County Office of Education encourages activities related to raising awareness during mental health awareness month, including parent and teacher conversations with students, removing stigma around receiving services, sharing resources and encouraging peer-to-peer discussions.

Background

May is National Foster Care Month, a campaign established to recognize the importance of collaborative relationships among community organizations working to support youth in foster care programs. It is also a time to acknowledge 463,000 American children and youth in foster care and the family members, foster parents, volunteers, mentors, child welfare professionals, and policymakers who help them find permanent homes and connections.

 

Student Impact

The Santa Clara County Office of Education (SCCOE) is committed to improving the academic and social-emotional outcomes of foster youth, as established in Strategic Action Four of the 2018-2019 Fiscal Year Strategic Plan. By providing assistance and training to local education agencies (LEAs), the SCCOE Foster Foster & Homeless Youth Services connects school districts and community partners and keeps them abreast of educational law that protects youth who are in foster care and experiencing homelessness.

Background

 

On October 6, 2021 the Policy Subcommittee met and approved new BB 9150 Student Board Members of the Santa Clara County Board of Education. This bylaw was brought to the Board on April 6, 2022 for first reading.

New bylaw reflects new law (AB 824) which permits a county board of education that maintains a high school to include, at its discretion, a student board member position on the county board and requires the county board to include a student board member when the county board is petitioned by students of a high school of the SCCOE. Bylaw includes material regarding course credit and reimbursement for a student board member, lack of liability of a student board member for acts of the county board, student petitions to request the appointment of a student board member, choosing or selecting a student board member, the roles and responsibilities of a student board member, training, appointment of alternate student board member, and the elimination of a student board member position. The term of a student board member is one year. New law effective January 1, 2022 and must be implemented by July 1, 2023.

The week of May 15–21, 2022 is recognized as Classified School Employee Week by the Santa Clara County Office of Education. The California Legislature has named the third full week of May as Classified School Employee Week for their contributions made to students and learning institutions.

 

Student Impact

Classified school employees are an integral part of the educational system and their impact on student outcomes is vast. Classified school employees run the gamut from paraprofessionals to business services to transportation and facilities. These are the employees that ensure students and staff have safe and healthy learning/working environments and that all the necessary resources and tools are available.

This report reflects budget revisions for the month of March 2022. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.


During the month of March 2022, expenditure budgets were increased by $264,742; revenue was increased by $122,229 and fund balance decreased by $142,513.

 

Restricted revenue in the amount of $278K was allocated to support the following initiatives:

Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the January through March  2022 reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide our students a quality education that encompasses all of these areas. No complaints were filed this quarter.

Per Board Policy BP 3270, when any Santa Clara County Office of Education instructional materials, equipment, supplies, or other personal property with a value less than $25,000 becomes unusable, obsolete, or no longer needed, the Santa Clara County Superintendent of Schools or designee shall notify the Santa Clara County Board of Education.

 

Fiscal Implications

The report includes a list of the items sold, income received, and the method of sale. Items that are no longer usable by the Santa Clara County Office of Education are sold for surplus or disposed of as e-waste. This report also includes items donated to RAFT by Special Education and Alternative Education.
