Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022, March 2, 2022, March 16, 2022, April 6, 2022, and April 20, 2022, the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

National Nurses Week is recognized annually from May 6-12 and National School Nurse Day is to be celebrated on the Wednesday of that week. Established by the National Education Association (NEA) Department of School Nurses in 1972, School Nurse Day recognizes and honors school nurses for not only supporting the physical well-being of children but also their academic success.

 

Student Impact

The Santa Clara County Office of Education (SCCOE) acknowledges the dedication and hard work of school nurses not just on National School Nurse Day, but throughout the year. School nurses throughout Santa Clara County and the State of California are a primary medical resource for children with diverse and complex health problems. In addition school nurses have played an instrumental role during the COVID-19 pandemic, significantly contributing to the ability to bring students back to school for full in-person instruction.

 

National School Nurse Day provides an opportunity to learn more about the role of school nurses in the educational setting, and acknowledge how their support for the physical well-being of children contributes to their academic success.

Background

California is recognizing May 10th as National Fentanyl Awareness Day - an opportunity to educate the community about the dangers of fentanyl. Senator Thomas J. Umberg (Santa Ana) introduced Senate Concurrent Resolution (SCR) 100 to declare May 10th as Fentanyl Awareness Day in California on April 18, 2022.

Student Impact

The Santa Clara County Office of Education (SCCOE) collaborates to address the dangers of fentanyl specific to youth and works with municipalities and educational organizations to share collateral specific to campaigns aimed at youth. As a contributor to the solution of ending fentanyl-related deaths, the SCCOE established Tobacco Use Prevention Education (TUPE), a program that educates and encourages youth to make healthy decisions through tobacco and opioid overdose awareness curriculum, toolkits, and activities they can share with peers, to support student well-being, the student wellness centers in schools located across the county aid youth experiencing substance abuse.

Background

The Learning Communities for School Success Program (LCSSP) was established following the passage of Proposition 47, the Safe Neighborhoods and Schools Act (SNSA).

 

The LCSSP's goal is to support the implement of evidence-based, non-punitive programs and practices that function to keep the state's most vulnerable pupils in school. These programs and practices must complement and enhance the actions and services identified to meet local districts' goals per the district's Local Control and Accountability Plan. The LCSSP is fiscally monitored by the California Department of Education and programmatically monitored by WestEd.

 

The Santa Clara County Office of Education (SCCOE) is funded as a consortium lead in the program's fourth funded cohort and works in partnership with East Side Union High School District (Apollo and W.C Overfelt High Schools only), Gilroy Unified School District, Santa Clara Unified School District and the SCCOE Special Education Department.

 

Fiscal Implications

The SCCOE will receive a total of $1,598,880 to be spent in the 2020-2023 fiscal years. The SCCOE consortium will disburse an estimated $578,000 across the four consortium Local Education Agencies (LEAs).

 

Student Impact

The LCSSP consortium funding is intended to impact the reduction of chronic absenteeism, educational suspension and expulsion across the aforementioned LEAs, and to increase identified school climate indicators (California Healthy Kids Survey) across 53 related schools/clusters and an estimated 31,000 students (per 2018-2019 enrollment).
