Background

The California Pivotal Practice (CAPP) Program is being utilized by California in 2022 in place of the California Distinguished Schools (DS) Program. Due to the Coronavirus Disease 2019 (COVID-19) pandemic, state law has suspended the reporting of state and local indicators on the 2020 and 2021 California School Dashboard (Dashboard).

 

California is recognizing districts and elementary and middle and high schools that have completed an Online Application highlighting a pivotal practice that they implemented during the 2020–21 school year when California required schools to offer distance learning due to the COVID-19 pandemic. Nine school districts and 10 schools within Santa Clara County were CAAP award winners.

 

The 12 schools from Santa Clara County included Sherman Oaks Elementary, Evergreen Valley High, Union Middle, Dr. TJ Owens Gilroy Early College Academy, Sunrise Middle, Rocketship Academy Brilliant Minds, Rocketship Alma Academy, Rocketship Discovery Prep, Rocketship Los Suenos Academy, Rocketship Mateo Sheedy Elementary, Rocketship Rising Stars, and Rocketship Si Se Puede Academy.

 

The nine districts recognized were Berryessa Union School District, Campbell Union High School District, Campbell Union School District, Gilroy Unified School District, Los Altos School District, Luther Burbank School District, Milpitas Unified School District, Mountain View Whisman School District, and Saratoga Union School District.

 

 

Student Impact

Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022, March 2, 2022, March 16, 2022, April 6, 2022, April 20, 2022, and May 4, 2022 the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Head Start/Early Head Start (HS/EHS) programs are required by federal regulations to conduct an annual self-assessment of all component areas and submit an action plan for areas of improvement to the Administration for Children and Families (ACF). The Head Start/Early Head Start Self-Assessment Action Plan needs approval from the Board of Education and the Head Start Policy Council.  Please see attached HS/EHS Self-Assessment Action Plan.

 

 

Student Impact

The Head Start/Early Head Start Program is federally funded to serve 2,188 children, ages 0-5, from very low-income families to promote their school readiness by enhancing their cognitive, social, and emotional development. These services are provided in Santa Clara and San Benito Counties.

Background

Whenever a school board election is scheduled to be held on the same day and in the same territory (or in territory that is part of the same) as elections of other political subdivisions, the election may be either completely or partially consolidated with other elections.

 

The attached resolutions requests that the Board of Supervisors of Santa Clara County and Santa Cruz County completely consolidate the November 8, 2022 County Board of Education election with other elections.

 

Fiscal Implications

The County Registrar of Voters for Santa Clara County estimates the cost for the County Board of Education election to be approximately $1,499,196 (this does not include the candidate statement costs or the expected election cost increase). The Santa Cruz Elections Department estimates the cost of the County Board of Education election for the portion of Trustee Area 2 that falls within Santa Cruz County to be approximately $9,500-$15,000 (this estimate does not include the cost of the candidate statement).

 

If the County Board of Education election is not consolidated with other elections, a special election will have to be conducted for the County Board of Education. Special election costs charged to the County Office of Education would be considerably higher than consolidated costs.

Background

Juneteenth, also known as “Juneteenth Independence Day,” “Freedom Day” or “Emancipation Day,” has been celebrated as a historical time in American history since 1865. Juneteenth commemorates African American freedom from slavery. Honoring this day, more than 150 years later, helps us learn our history and better understand the experiences of African Americans who shaped this nation.

June is nationally recognized as Lesbian, Gay, Bisexual, Transgender, and Questioning (LGBTQ) Pride Month, highlighting the work to achieve equal justice and equal opportunity for LGBTQ Americans. June 2022 marks the 53rd anniversary of the Stonewall uprising in New York City, which sparked the gay rights movement.

 

Harvey Milk was the first openly gay elected official in the history of California and, at the time of his death, the most recognized political advocate for LGBTQ rights in the United States. California recognizes Harvey Milk Day on May 22nd.

If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of April 2022, expenditure and revenue budgets were increased by $2,859,984.
