C. *Request Approval of the Submission of a Grant Application to the California Department of Education for the California State Preschool Program, Quality Rating Improvement System Block Grant Program (overview) Santa Clara County has been actively involved in the development of a Quality Rating and Improvement System (QRIS). The purpose of this system is to increase the quality of early learning experiences for young children birth through five years of age in the county and the state. The California Department of Education (CDE) has announced a QRIS funding opportunity for counties. A requirement is that the application be jointly submitted by a lead agency representing the local QRIS consortium and a local educational agency. FIRST 5 Santa Clara County will serve as the lead agency for the Santa Clara County grant application and has requested that the Santa Clara County Office of Education (SCCOE) serve as the local educational agency for this grant submission. If funded, the grant would enable QRIS work to continue in Santa Clara County. The grant would be a "pass-through," whereby SCCOE would contract with FIRST 5 Santa Clara County to lead implementation work. Administration recommends approval of the submission of a grant application to CDE for the California State Preschool Program, Quality Rating Improvement System Block Grant Program. D. *Request to Approve the Receipt of a Non-Competitive Grant Award from the California Department of Education-Early Education and Support Division in the Amount of $669,603 to the Local Planning Council (overview) The grant award notification, entitled California Transitional Kindergarten Stipend (CTKS) Incentive Program, with the California Department of Education (CDE) and the Santa Clara County Office of Education (SCCOE)?Local Planning Council, must be signed and returned within ten (10) days of receipt to the CDE for the funds to be released from the CDE to the SCCOE. With the CTKS grant award notification having been received on January 13, 2015, the notification was to be sent back to the CDE prior to January 27, 2015. This grant is effective from July 1, 2014 through June 30, 2017. Administration recommends to approve the receipt of a non-competitive grant award from CDE-Early Education and Support Division in the amount of $669,603 to the Local Planning Council. E. *Request Approval to Accept Title III Technical Assistance Grant (overview) The California Department of Education (CDE) funds designated technical assistance leads within each of the 11 County Superintendent's regions. These technical assistance leads assist Local Educational Agencies (LEAs) with the development, implementation and monitoring of the Title III Year 2 and Year 4 improvement plans to ensure that LEAs meet the targets for English Learner achievement in the future. The Santa Clara County Office of Education (SCCOE) is one of the Regional Technical Assistance Lead Agencies supporting LEAs that have failed to meet one or more of the No Child Left Behind (NCLB) Annual Measurable Achievement Objectives (AMAOs) targets for two or four consecutive years. The SCCOE is responsible for submitting the required fiscal and grant activity reports to CDE for this 18-month grant award. Administration recommends approval to accept Title III Technical Assistance grant. (Dr. Angelica Ramsey)
F. *Second Reading of Recommended Deleted Board Policy 5144.1 (overview) On December 10, 2014 the Policy Development Subcommittee met and recommended the deletion of Board Policy 5144.1 Suspension and Expulsion/Due Process. Administration recommends deletion of Board Policy 5144.1. (Vice President Song)
G. *Second Reading of Revised Board Policy 5144 and Board Bylaw 9270 (overview) On December 10, 2014, the Policy Development Subcommittee met and approved the revision of Board Policy 5144 Discipline and Board Bylaw 9270 Conflict of Interest. Administration recommends adoption of revised Board Policy 5144 and Board Bylaw 9270. (Vice President Song)
H. *Request Adoption of Resolution in Support of February 2015 as National African American History Month (overview) African American History Month commemorates through community activities a more balanced and accurate picture of black history. This year's theme is "A Century of Black Life, History and Culture." Administration recommends adoption of resolution in support of February 2015 as National African American History Month. A. *Public Hearing on the Material Revision to Discovery Charter School II Petition
(overview) On January 9, 2015, the Santa Clara County Board of Education received a letter from Discovery Charter School requesting a material revision to the charter currently authorized by the Santa Clara County Board of Education. This term will be placed on the March 4, 2015 board agenda for a decision. (Toni Cordova)

A. *Decision on the Material Revision to University Preparatory Academy Charter School Petition
(overview) On January 12, 2015, the Santa Clara County Board of Education received a letter from University Preparatory Academy Charter School (UPA) requesting a material revision to the charter currently authorized by the Santa Clara County Board of Education. A public hearing on the requested revision was held on January 21, 2015. Administration recommends approval of the material revision. (Toni Cordova)
B. *Decision on Wei Yu International Charter School Petition
(overview) On November 24, 2014, the Santa Clara County Office of Education, Office of Innovative Schools (OIS) received a charter petition from Jun Dong, Lead Petitioner, seeking approval to open Wei Yu International Charter School. This petition was submitted on appeal from Moreland Unified School District, having been denied by the District's Board of Education on November 18, 2014. The Santa Clara County Board of Education held a public hearing on the petition on December 10, 2014. The Board must "either grant or deny the charter within 60 days of receipt of the petition." (Ed. Code, §47605, subd. (b).). (Toni Cordova)

A. *Williams Complaint Report (overview) Complaints filed for the Santa Clara County Office of Education (SCCOE) school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.
