Background

 

The Santa Clara County Board of Education (County Board) and the County Superintendent of Schools (County Superintendent) believe it is important to seek and consider students’ ideas, viewpoints, and reactions to education. To provide Santa Clara County Office of Education (SCCOE) high school students with opportunities for civic engagement and to provide valued input to the County Board, the County Board agreed by policy to ensure inclusion of a student member (Student Board Member) upon receipt of a petition for student representation (Student Representation Petition) consistent with Education Code section 1000 (as amended by Assembly Bill 824 of 2021).  A petition was received and duly verified by the County Superintendent of Schools in June of 2022. Subsequently, the students of the SCCOE high school aged programs received information about the established seat and took steps to identify a student member and an alternate.

 

Student Board Member Santomy Smith will soon end his service to the SCCBOE. 

 

Tony Tiedemann has been duly elected to serve as the incoming Student Board Member beginning in December 2022 and shall serve out the remaining term.  Incoming Student Board Member Tiedemann is joining us this evening to be introduced to the SCCBOE and to observe the meeting in advance of assuming this new role. 

 

Tony Tiedemann will be introduced to the board and receive special recognition for his commitment to serve on the SCCBOE.

The SCCOE is committed to providing opportunities for students to engage civically. Civic engagement promotes learning, critical thinking, and engagement.

Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022,  March 2, 2022, March 16, 2022, April 6, 2022, April 20, 2022, May 4, 2022, May 18, 2022, June 8, 2022, June 15, 2022, July 20, 2022, August 3, 2022,  September 7, 2022, September 21, 2022, October 5, 2022 and November 2, 2022 the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer has recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Background

AB 288 (Holden), the College and Career Access Pathways Partnerships (CCAP) Act, was enacted to expand dual enrollment on a large scale for underrepresented student populations.   San Jose Evergreen Community College District (SJECCD) and Santa Clara County Office of Education (SCCOE) desire to enter into this CCAP Agreement for the purpose of offering or expanding dual enrollment opportunities for high school students who may not already be college bound or who are underrepresented in higher education. The goal is to develop seamless pathways from high school to community college for career technical education or preparation for transfer, improving high school graduation rates, or helping high school students achieve college and career readiness.

 

 

Student Impact

Students in SCCOE programs attending high school may attend college classes, enrolling in up to 15 units per semester, without incurring fees for tuition, books, and materials.  Courses offered as part of this CCAP Agreement shall be community college courses.

Language added to regarding the ability of SCCOE staff to investigate whether local remedies to the issue have been addressed. Background

December 2nd is recognized as National Special Education Day. This day celebrates the 47th anniversary of the nation’s first special education law, the Individuals with Disabilities Act (IDEA) was signed on December 2, 1975 by President Ford. The IDEA law makes free appropriate public education (FAPE) available to eligible children with disabilities throughout the nation and ensures special education and other related services be made available to the students.

 

Student Impact

The SCCOE is committed to improving student equity and access to high-quality education, regardless of student’s ability or disability. The SCCOE Special Education Department partners with the county's schools to serve students with disabilities from birth to age 22 and provide services to students with disabilities attending court schools, community schools, and pediatric-skilled nursing facilities.  The SCCOE also operates the Inclusion Collaborative with a mission to promote a culture that values all children by strengthening, sustaining, and ensuring inclusive practices regardless of a student’s ability or disability.

Background

On October 5, 2022, the Santa Clara County Board of Education and County Superintendent of Schools adopted resolution no. 2307-5, a “Resolution Honoring Indigenous People and Tribal Communities'' to recognize Indigenous Peoples’ Day in October and November as Native American Heritage Month. And, on September 23, 2022, Governor Newsom signed AB 1703, the California Indian Education Act, that permits school districts and county offices of education to form California Indian Education Task Forces in partnership with local tribes. The formation of a Santa Clara County California Indian Education Task Force would bring educational leaders, school districts, the SCCOE, and the Muwekma Ohlone community together to collaborate and help ensure that all pupils learn about the history, culture, government, and experiences of their American Indian peers and neighbors, and to ensure that American Indian pupils are more engaged and learn more successfully.

Background

Pursuant to Government Code section 54953, subdivision (c) (3) and pursuant to the terms of the appointment salary agreement, Dr. Mary Ann Dewan, County Superintendent of Schools, is eligible for a pay increase effective July 1, 2022 and a contract term extension to June 30, 2026.  The pay increase is calculated on the current CPI of 5.7%. The new base salary is $390,373.18. The additional salary of $5,000.00 for the doctoral degree per the contract is added to the base. The new annual salary is therefore, $395,373.18. The County Superintendent will continue to receive the following fringe benefits: health, welfare, retirement, and other benefits as are provided to certificated/management employees, membership dues for professional organizations, and reimbursement of job related expenses.

Santa Clara County Office of Education's Williams visits ensure that Santa Clara County's students have access to textbooks and instructional materials, clean, safe and functional school facilities, and appropriately certificated and assigned teachers.
