Background

The Arts, Music, and Instructional Materials Discretionary Block Grant provides support to local educational agencies (LEAs) to supplement programming for students.  The grant focus areas include: (a) standards-aligned professional development and instructional materials for core academic programs, music, and art, (b) standards-aligned professional development and instructional materials for best practices in improving school climate, (c) book collections to promote student independent reading, (d) operational costs, and (e) COVID-19 supplies and upgrades. The Arts, Music, and Instructional Materials Discretionary Block Grant supplements services already provided through the Local Control Accountability Plan.

 

Fiscal Implications

The SCCOE will receive a one time estimated amount of $548,095.00 to be spent during the 2022–2026 fiscal years.

 

Student Impact

The Arts, Music, and Instructional Materials Discretionary Block Grant directly impacts all SCCOE students. These funds will be used to support supplemental programs to include: (a) music, (b) art, (c) core academics, (d) social and emotional learning materials, (e) coding class, and (f) library materials.

This report reflects budget revisions for the month of December 2022. If an expenditure budget is increased, it is supported either by an increase in revenue, a decrease in carryover (use of carryover), a decrease in fund balance or any combination of the three. If an expenditure budget is decreased, the result could be due to a decrease in estimated revenue, or an increase to credit it back to fund balance.

 

During the month of December 2022, expenditure budgets were increased by $6,409,129; revenue was increased by $639,452; and use of fund balance was decreased by $5,769,677.

 

Fiscal Implications

Restricted revenue in the amount of $43K was allocated to support the following initiative:

Background

 

Per Board By Law and Code of Conduct, the County Board of Education engages in annual trainings.  This training session will focus on The Brown Act or "Open Meeting Law" and Ethics. Recent law changes pertaining to the SCCBOE will also be presented.

 

The Ralph M. Brown Act is found in the California Government Code § 54950 et seq. 1 and was enacted in 1953 to guarantee the public’s right to attend and participate in meetings of local legislative bodies and as a response to growing concerns about local government officials’ practice of holding secret meetings that were not in compliance with advance public notice requirements. The Brown Act is pivotal in making public officials accountable for their actions and in allowing the public to participate in the decision-making process.  The Brown Act governs local agencies, legislative bodies of local government agencies created by state or federal law and any standing committee of a covered board or legislative body, and governing bodies of non-profit corporations formed by a public agency. 

 

Ethical practices in governance and elected office are guided by various laws, regulations, and board by laws.

 

Kathyrn Meola and Mike Ambrose, Senior Associate from Atkinson, Andelson, Loya, Ruud & Romo (AALRR), will facilitate this training.

Background

On March 17, 2020, the Governor issued Executive Order N-29-20 that suspended the teleconferencing rules set forth in the Brown Act enabling legislative bodies to meet remotely.  On September 16, 2021, the Governor signed AB 361 authorizing a legislative body subject to the Brown Act to continue to meet remotely using teleconference without compliance with the Brown Act teleconference rules if certain conditions are followed. On September 21, 2021, the County Health Officer issued a recommendation, which is attached hereto and incorporated herein, that public bodies continue to meet remotely. On October 6, 2021, November 17, 2021, December 15, 2021, January 19, 2022, February 2, 2022, February 16, 2022,  March 2, 2022, March 16, 2022, April 6, 2022, April 20, 2022, May 4, 2022, May 18, 2022, June 8, 2022, June 15, 2022, July 20, 2022, August 3, 2022,  September 7, 2022, September 21, 2022, October 5, 2022, November 2, 2022, November 16, 2022, November 28, 2022 and December 14, 2022 the Santa Clara County Board of Education passed Resolution No. 2289-5 authorizing virtual board meetings pursuant to AB 361.

 

Student Impact

The County Health Officer recommended that legislative bodies continue to meet remotely to promote social distancing as one means to reduce the risk of COVID-19 transmission. The Santa Clara County Office of Education has an important governmental interest in protecting the public health, safety, and welfare of those who participate in meetings of the various legislative bodies during COVID-19 and ensuring that all members of the public can participate safely in meetings of legislative bodies.

Background

Per California Education Code 48240, all school districts must appoint a Supervisor of Attendance to oversee pupil attendance. Amendments effective January 1, 2019, require the Supervisor of Attendance to create a culture of attendance within the district and establish a system to accurately track pupil attendance. As a result, Supervisors of Attendance may institute appropriate attendance support services and interventions as necessary. Per Education Code 48245, the County Office of Education Board must certify Supervisors of Attendance for this work in districts with ADA of 1,000 or more students. As the required practices positively impact all students regardless of LEA size, small districts and charter schools are also included in the Attendance Supervisor training to become certified and are included below.

Student Impact

The Santa Clara County Office of Education's Youth Health & Wellness Department conducted a three-hour Attendance Supervisor Certification Training offered on August 24, September 8, October 24, and November 9, 2022. The three-hour session focused on:

Resulting in a positive impact on students as staff are trained and supported in improving student attendance and reducing chronic absenteeism and truancy.

The mission and vision of this initiative are to create equitable access and opportunities that guide every student onto a college and career trajectory with a high level of employer engagement and commitment that will result in jobs with a livable wage.

Student Impact

There are 96 CTE pathways offered in Santa Clara County High Schools, students within Santa Clara County have the opportunity to participate in CTE classes such as Advanced Manufacturing, Automotive Repair, Business Finance, Computer Science, Engineering, and Multimedia Communications and Design.

February is Black History Month, an annual celebration of the achievements made by African Americans and the significant role they have played in U.S. history. Black History has been celebrated in the United States since 1926 when Carter G. Woodson established Negro History Week.

 

Student Impact

In alignment with the SCCOE goal to improve student equity, the SCCOE observes and honors Black History Month and encourages educators, students, and families to learn about the heritage and achievements of African Americans through appropriate programs and activities that reflect the theme for 2023. The SCCOE continues to partner with community-based organizations, including the Santa Clara County Alliance for Black Educators, to improve educational outcomes for African American students through school support programs (tutoring, after-school homework centers, mental health services, student advocacy).

Background

The California Department of Education requires all California public and nonpublic, nonsectarian schools, and county office programs to annually provide information to the community to allow public comparison of schools and county office programs regarding student achievement, environment, resources, and demographics.  

 

One of the data tables specific to teacher credentialing for the 2021–22 school year is incomplete because the data has yet to be released from the California Department of Education. The California Department of Education encourages all schools/LEAs to post their Board approved 2021–22 SARCs by February 1 without the aforementioned data table. 

 

Student Impact

The School Accountability Report Card (SARC) provides parents, students, and community members the opportunity to view the previous year’s annual data in comparison to county and state averages.

Lunar New Year is celebrated in the months of January and February in Asian countries and communities. Communities of Chinese heritage celebrate the year of the rabbit, while communities of Vietnamese heritage celebrate the year of the cat. During this celebration the beginning of the new year will be celebrated by honoring ancestors, eating traditional meals and spending time with loved ones.

Background

Complaints filed for SCCOE school sites under the Williams Settlement are limited to insufficient textbooks or instructional materials, unsafe or unhealthy facility conditions or teacher vacancies or mis-assignments.

 

Williams Complaint Procedures are posted in all classrooms to inform parents, students and teachers of the procedure for making such complaints.

 

No Williams complaints were received during the October 1, 2022 through December 30, 2022 reporting period.

 

Student Impact

The Williams Report documents complaints regarding textbooks and instructional materials, conditions of facilities, and teacher mis-assignments and vacancies. SCCOE strives to provide our students a quality education that encompasses all of these areas. No complaints were filed this quarter.

Student Impact
