NOW WE WILL MOVE TO AGENDA ITEM NUMBER TWO SPECIAL RECOGNITION EMPLOYEE OF THE MONTH.

[2. EMPLOYEE OF THE MONTH]

THE SANTA CLARA COUNTY BOARD OF EDUCATION RECOGNIZES TEN SANTA CLARA COUNTY OFFICE OF EDUCATION EMPLOYEES EACH YEAR FOR OUTSTANDING SERVICE TO STUDENTS, PARENTS, COWORKERS AND CUSTOMERS.

QUINN [INAUDIBLE], A SPECIAL EDUCATION PARA EDUCATOR AT CONNECT WEST FOR THE SANTA CLARA COUNTY OFFICE OF EDUCATION, IS FEBRUARY'S EMPLOYEE OF THE MONTH.

QUINN [INAUDIBLE] AND HER SUPERVISOR ARE BOTH IN ATTENDANCE THIS EVENING.

I WOULD LIKE TO INVITE BOTH OF THEM UP TO THE PODIUM AT THIS TIME.

THANK YOU. QUINN [INAUDIBLE] IS A SPECIAL EDUCATION PAIR EDUCATOR AT CONNECT WEST.

SHE HAS WORKED WITH THE SCCOE FOR TEN YEARS, AND IN THAT DURATION, SHE HAS DEMONSTRATED HER VALUE TO HER TEAM AND ACROSS THE ORGANIZATION.

BEFORE JOINING THE SANTA CLARA COUNTY OFFICE OF EDUCATION, QUINN [INAUDIBLE] WAS A WORK STUDY STUDENT IN THE DISABLED STUDENT PROGRAM AT SAN JOSE CITY COLLEGE.

THERE SHE ASSISTED POST-SECONDARY STUDENTS FROM THE SCCOE SPECIAL EDUCATION PROGRAM TRANSITION INTO ADULT PROGRAMS. QUINN [INAUDIBLE] LEARNED ABOUT THE SCCOE SPECIAL EDUCATION BY WORD OF MOUTH FROM SPECIAL EDUCATION TEACHERS.

[00:05:02]

AFTER COMPLETING HER AA DEGREE IN EARLY CHILDHOOD EDUCATION, SHE APPLIED FOR A PARA EDUCATOR POSITION WITH THE SCCOE AND CONTINUES TO FIND FULFILLMENT IN HER WORK.

SUPPORTING STUDENTS AND SPECIAL EDUCATION IS A FAMILY AFFAIR.

HER SISTER AND HUSBAND ARE ALSO SCC EMPLOYEES.

HER COMMITMENT TO STUDENT SUCCESS IS VISIBLE TO THOSE AROUND HER.

QUINN [INAUDIBLE] DEDICATION TO POST-SECONDARY STUDENTS SHE WORKS WITH SHOWS IN HER DAY TO DAY WORK, ACCORDING TO MICHELLE KJELLESVIG, ASSISTANT DIRECTOR OF EARLY START LEARNING. SHE HAS BUILT STRONG RELATIONSHIPS WITH THEIR STUDENTS AND THE TEAM SHE WORKS WITH THAT CONNECT WEST.

MICHELLE SAID QUINN GOES ABOVE AND BEYOND TO ASSURE HER STUDENTS HAVE A CHANCE AT GROWTH AND INDEPENDENCE.

HER CONSISTENCY AT WORK SHOWS IN THE STUDENTS WHO LEAVE AND GRADUATE FROM THE SCCOE SPECIAL EDUCATION PROGRAM AS THEY ARE MORE PREPARED FOR THEIR FUTURE OF BEING MORE INDEPENDENT. QUINN'S COLLEAGUE SARA SAID SHE IS A JOY TO WORK WITH AND IS THE FIRST ONE TO VOLUNTEER TO HELP.

IT IS WITH GREAT GRATITUDE THAT WE CONGRATULATE QUINN [INAUDIBLE] ON BEING RECOGNIZED AT FEBRUARY'S EMPLOYEE OF THE MONTH.

AS WITH ALL EMPLOYEES OF THE MONTH, WE ACKNOWLEDGE QUINN NEW FOR HER OUTSTANDING SKILLS AND ACCOMPLISHMENTS TO THE JOB.

DEDICATION TO EXCEPTIONAL SERVICE TO CUSTOMERS CONTRIBUTIONS OUTSIDE THE USUAL SCOPE OF THE JOB AND OVERALL COMMITMENT TO EXCELLENCE.

TO SHOW OUR APPRECIATION, QUINN [INAUDIBLE] WILL RECEIVE A PLAQUE RECOGNIZING HER CONTRIBUTIONS TO THE SCCOE AND ENGRAVED CROSS PEN, AND A RESERVE PARKING SPOT.

CONGRATULATIONS, WE GREATLY APPRECIATE YOU AND ALL THAT YOU DO.

QUINN, WOULD YOU LIKE TO STAY? SAY A FEW WORDS.

HI, I'M SO HAPPY AND I'M VERY APPRECIATED FOR BEING RECOGNIZED IN MY JOB DUTY.

YEAH. FIRST OF ALL, I WOULD LIKE TO SAY THANKS TO MICHELLE, MY PRINCIPAL.

I WOULD LIKE TO SAY ALL THE TEACHER, EUGENE, SARA, AND MY WONDERFUL TEAMWORK AND MY FAMILY ALL THE TIME HELPED ME TO COMPLETE THE TO DO A GREAT JOB.

THANK YOU. THANK YOU, AND MICHELLE, AS A SUPERVISOR, WOULD YOU ALSO LIKE TO SAY A FEW WORDS? YES, IT IS AN HONOR AND A PLEASURE TO BE HERE WITH QUINN TODAY.

SHE COULDN'T BE MORE DESERVING THAN THIS AWARD.

THE DEDICATION SHE HAS FOR HER STUDENTS IS UNBELIEVABLE.

THE RELATIONSHIP SHE CARRIES WITH HER PARENTS AND HER STUDENTS THROUGHOUT THEIR EDUCATION SHOWS IN THEIR PROGRESS AND HER TEAMWORK.

AS YOU CAN SEE, SHE HAS TEACHERS OF THE FUTURE, TEACHERS OF THE PAST, AND HER FAMILY MEMBERS.

IT JUST IS A TRUE DEDICATION TO SHOW WHAT A GREAT EMPLOYEE SHE IS.

SO I CANNOT IMAGINE ANOTHER PERSON BEING MORE WELL DESERVED THAN YOU.

SO CONGRATULATIONS.

THANK YOU SO MUCH AND CONGRATULATIONS AGAIN.

THANK YOU, EVERYBODY, FOR BEING HERE THIS EVENING TO CELEBRATE OUR EMPLOYEE OF THE MONTH.

NEXT, WE HAVE PUBLIC COMMENT.

SO MOVING ON TO ITEM AGENDA NUMBER THREE.

[3. PUBLIC COMMENTS OF PERSONS DESIRING TO ADDRESS THE SANTA CLARA COUNTY BOARD OF EDUCATION]

NOW IS THE TIME FOR THOSE WHO WOULD LIKE TO MAKE PUBLIC COMMENT ON ITEMS THAT ARE NOT LISTED ON THE AGENDA AND WITHIN THE JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION. PUBLIC SPEAKER CARDS MUST BE SUBMITTED AT THIS TIME.

MODERATOR DO WE HAVE ANY PUBLIC COMMENTS? YES, WE HAVE ONE CARD FOR PUBLIC COMMENT.

OKAY, THANK YOU. THE SCCBOE STRIVES TO MAINTAIN A RESPECTFUL AND CIVIL ENVIRONMENT FOR THE CONDUCT OF ITS MEETINGS.

CAN WE PLEASE PRESENT THE TWO MINUTE TIMER? THANK YOU. WHEN THE ALLOTTED TIME IS UP, THE BUZZER WILL SOUND AND YOU WILL BE MUTED AND YOUR TIME TO SPEAK WILL END.

SPEAKERS ARE ENCOURAGED TO AVOID REPEATING COMMENTS MADE BY OTHER SPEAKERS, AND SPEAKERS MAY CHOOSE TO SIMPLY STATE THEIR AGREEMENT WITH THE PREVIOUS SPEAKER.

MODERATOR, CAN YOU PLEASE BEGIN? OUR FIRST SPEAKER IS SARAH [INAUDIBLE].

HELLO, I'M SARAH [INAUDIBLE], OCCUPATIONAL THERAPIST AND SEIU CHAPTER PRESIDENT, WHICH REPRESENTS 1059 CLASSIFIED WORKERS, MORE THAN THREE TIMES THE NUMBER OF WORKERS THAN THE OTHER TWO BARGAINING UNITS HERE AT SCCOE PLUS SUBSTITUTES, AND IT'S NICE TO SEE ALL YOUR FACES FOR THE FIRST TIME AT AN IN-PERSON MEETING.

WHEN WE SIGNED OUR TENTATIVE AGREEMENT ON JANUARY 13TH, WE BELIEVED MANAGEMENT'S PROMISE THAT THEY WOULD ENSURE OUR MEMBERS RECEIVE THEIR NEGOTIATED SALARY INCREASES AS SOON AS

[00:10:01]

POSSIBLE, BUT THEIR PROPOSAL IS THE MARCH 31ST PAYCHECK.

OUR WORKERS ASSURE US THEY CAN IMPLEMENT THE SALARY INCREASES FOR THE FEBRUARY 28TH PAYCHECK.

TIME MATTERS. MANY OF OUR STAFF LIVE PAYCHECK TO PAYCHECK, AND AN EXTRA $300 IS THE DIFFERENCE BETWEEN PROVIDING FOOD FOR THEIR FAMILIES OR DECIDING TO ALTERNATE MEALS WITH THEIR SPOUSE SO THEY HAVE ENOUGH FOR THEIR CHILD.

FEBRUARY'S PAYCHECKS, AT A MINIMUM, SHOULD REFLECT THE NEGOTIATED SALARY ADJUSTMENT.

OUR INSURANCE PROVIDER TELLS US SIEU ESTABLISHES THE OPEN ENROLLMENT DATES.

YET MANAGEMENT'S PROPOSAL MEANS WORKERS WILL NOT BENEFIT FROM ACCESS TO SUBSTANTIALLY BETTER INSURANCE COVERAGE UNTIL APRIL 1ST.

I POSTPONED MY HUSBAND'S TESTS AND PROCEDURES TO AVOID THE 20% DEDUCTIBLES AS OF MANY OTHERS, EMERGENCY ROOM VISITS CAN BE FINANCIALLY DEBILITATING WITH COSTS UPWARDS OF $1,000 AND SOME HAVE ALREADY GONE RECENTLY.

WE CAN'T AFFORD TO WAIT ANOTHER MONTH.

OUR BENEFITS TO TAKE EFFECT MARCH 1ST.

ONE OF OUR MEMBERS RECENTLY SURVIVED A SECOND STROKE AND IS OUT ON MEDICAL LEAVE.

HAVING ACCESS TO THE HMO PLAN INSTEAD OF A DEDUCTIBLE PLAN MEANS EACH DAY IN THE HOSPITAL, EACH THERAPY VISIT, EACH TEST COSTS ONLY A CO-PAY INSTEAD OF A CO-PAY AND 20%.

SHE DESERVES THE SECURITY OF HAVING HER PAYCHECK AND RETRO PAY IN FEBRUARY, AND HER BENEFITS INCREASED IN MARCH.

THE DELAYS APPEAR RETAL'SIATORY FOR SEIU FIGHT FOR BETTER CONDITIONS FOR OUR WORKERS AND OUR STUDENTS.

OUR COMMUNITY OF STUDENTS WITH DISABILITIES DESERVE THE SAME RIGHTS TO A SAFE SCHOOL ENVIRONMENT AS THEIR GENERAL EDUCATION PEERS.

YOU'VE ALL HEARD OUR PROPOSALS ON THIS ISSUE.

EVERY DAY DELAYED MEANS MORE PREVENTABLE INJURIES TO STUDENTS AND STAFF.

WE MUST PRIORITIZE STUDENT STAFF SAFETY AND ADDRESS STAFFING IN OUR SPECIAL EDUCATION CLASSROOMS. THEY ALSO DESERVE INCLUSIVE SCHOOL ENVIRONMENTS, BOTH ON DISTRICT CAMPUSES AND SEIU CAMPUSES, AND I HOPE THAT YOU WILL CONSIDER HAVING A HYBRID PUBLIC COMMENT.

NOW THAT WE'VE RETURNED TO IN-PERSON AS THE SAN JOSE CITY COUNCIL, THE BOARD OF THERE ARE NO MORE SPEAKERS FOR PUBLIC COMMENT.

THANK YOU, MODERATOR, AND THAT CONCLUDES PUBLIC COMMENT.

MOVING ON TO AGENDA ITEM NUMBER FOUR CONSENT ACTION ITEMS.

[4. CONSENT ACTION ITEMS]

I WILL ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS 4A THROUGH C.

WE HAVE TO APPROVE ITEMS 4A THROUGH C.

THANK YOU, TRUSTEE BERTA AND THEN WAS THE SECOND FROM TRUSTEE ROCHA.

THANK YOU. WE WILL VOTE NOW.

TRUSTEES REMEMBER TO CAST YOUR VOTES IN BOARD DOCS.

OKAY, DO WE NEED TO REDO THE VOTE? NO. OKAY, THERE WE GO.

THANK YOU, AND THAT MOTION PASSES WITH SEVEN YESES.

THANK YOU, TRUSTEES.

MOVING ON TO AGENDA ITEM NUMBER FIVE, COUNTY BOARD OF EDUCATION MEMBER REPORTS IN COMPLIANCE WITH THE BROWN ACT, INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION.

[5. COUNTY BOARD OF EDUCATION MEMBER REPORTS]

MEMBER REPORTS MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.

TO BEGIN, I WOULD LIKE TO INVITE OUR STUDENT BOARD MEMBER TO PRESENT A REPORT IF THEY HAVE ONE AT THIS TIME.

STUDENT BOARD MEMBER NAVAREZ YOU HAVE BEEN UNMUTED AND YOU MAY MAKE YOUR COMMENTS.

SORRY ABOUT THAT.

THANK YOU. I'M GOING TO GIVE SOME UPDATES FROM BLUE RIDGE FOR THIS WEEK TO PROMOTE KINDNESS AND SOCIAL EMOTIONAL HEALTH.

BLUE RIDGE HAS CHOSEN TO TAKE PART THE GREAT KINDNESS CHALLENGE.

OVER THE LAST WEEK, WE LEARNED ABOUT THE POSITIVE EFFECTS OF KINDNESS AND ABOUT THE IMPACT WE CAN HAVE ON THOSE AROUND US.

AN ACT OF KINDNESS IDEA WAS I HELPED A CLASSMATE IN MY COLLEGE CLASS WITH A DIFFICULT ASSIGNMENT THEY WERE STRUGGLING WITH.

AS I MENTIONED AT THE LAST BOARD MEETING, WE STARTED THE [INAUDIBLE] APPRENTICESHIP PROGRAM.

OUR INSTRUCTOR, ROB VASQUEZ, HAS HELPED US EARN OUR FIRST [INAUDIBLE] CERTIFICATES.

DUE TO THE STORM, WE LEARNED SOME SKILLS TO HELP CLEAN THE CAMPUS AND DRAINS.

A NEW HIGH SCHOOL SEMESTER KICKED OFF AND SO DID OUR COLLEGE SEMESTER.

I AM DULY ENROLLED IN A COLLEGE COURSE.

AT BLUE RIDGE, WE HAVE A COLLEGE LIAISON, LOLA, WHO SUPPORTS STUDENTS WITH THEIR COLLEGE CLASSES.

[00:15:02]

A COUPLE OF WEEKS AGO, WE HAD A PROFESSOR FROM FOOTHILL COLLEGE COME TO OUR CAMPUS AND GIVE US A LECTURE ON ETHNIC STUDIES.

I ADVOCATED FOR MYSELF AND PEERS TO HAVE THIS PROFESSOR COME MORE OFTEN TO OUR CAMPUS SO WE CAN HAVE MORE SUPPORT AND MORE ACCESS TO THE CLASS.

THANK YOU. THANK YOU FOR YOUR REPORT, STUDENT BOARD MEMBER NAVAREZ.

WE APPRECIATE IT, AND YOUR SERVICE AS A BOARD MEMBER.

WOULD ANY TRUSTEE LIKE TO PROVIDE A REPORT ON ACTIVITIES SPECIFICALLY RELATED TO THEIR DUTIES AS MEMBERS OF AND WITHIN THE JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION? ALL RIGHT, WE'LL GO VICE PRESIDENT SREEKRISHNAN, THEN TRUSTEE MAH, AND THEN TRUSTEE DI SALVO TRUSTEE , AND THEN TRUSTEE LARI.

THANK YOU, PRESIDENT CHON.

SO ON JANUARY 23RD, I ATTENDED A PLANNING MEETING FOR THE COUNTY OFFICE'S UPCOMING ENVIRONMENTAL LITERACY SUMMIT, OUR SECOND ANNUAL ENVIRONMENTAL LITERACY SUMMIT ON MARCH 18TH.

SO WE'RE WORKING ON THE AGENDA THE KEYNOTE SPEAKER AND GETTING THINGS FINALIZED.

SO EXCITED FOR THAT.

ALSO ON THE 23RD, I MET WITH THE SANTA CLARA COUNTY YOUTH TASK FORCE, WHICH IS A COUNTY COMMISSION, AND MET WITH THEIR EDUCATION SUBCOMMITTEE, WHICH IS A NEW SUBCOMMITTEE THEY FORMED, AND THEY'RE PARTICULARLY FOCUSED ON THE EDUCATIONAL NEEDS OF HOMELESS YOUTH IN SANTA CLARA COUNTY, AND I KNOW THEY HAVE A MEETING SCHEDULED WITH DR.

DEWAN, AND THEY'VE ALSO BEEN REACHING OUT TO THE FOSTER AND HOMELESS YOUTH SERVICES DIVISION HAS BEEN VERY RESPONSIVE AS WELL.

SO EXCITED TO SEE WHAT THEY CAN ACCOMPLISH THERE.

THEN ON THE 28TH, I WAS THE GUEST PRESENTER AT THE SILICON VALLEY PASSPORT ROTARY CLUB AND WAS ABLE TO SPEAK ABOUT SOME OF OUR CURRENT INITIATIVES AND PRIORITIES AND WE'VE PARTNERED TOGETHER ON LAST YEAR A DONATION BACKPACK AND SUPPLY DRIVE, AND THEY'RE EXCITED FOR FUTURE PARTNERSHIPS THAT WOULD LEAD TO MEANINGFUL SERVICE PROJECTS.

THEN TODAY I SPOKE AT CAREER DAY AT FREMONT HIGH SCHOOL IN SUNNYVALE AND SPOKE ABOUT MY CAREER AND THE WORK OF THE BOARD AND PATHWAYS FOR STUDENTS TO SERVE IN PUBLIC POLICY, PUBLIC OFFICE, PUBLIC SERVICE.

SO THAT WAS A GREAT OPPORTUNITY AS WELL.

WONDERFUL. THANK YOU, VICE PRESIDENT SREEKRISHNAN, AND THEN NEXT, WE HAVE TRUSTEE MAH.

THANK YOU, PRESIDENT CHON.

JUST A FEW THINGS.

ONE IS THAT I AM ON THE COMMITTEE WITH CCBE FOR THE SHARED GOVERNANCE, AND SO WE'RE WORKING ON THE HANDBOOK, WHICH I THINK ALL OF YOU SHOULD HAVE A COPY NOW.

IT'S THE CCBE COUNTY BOARD MEMBER HANDBOOK, SO IF YOU DON'T HAVE ONE, I THINK DR.

DEWAN BROUGHT A BUNCH BACK FROM THE CSBA CONFERENCE, AND THEN I'M ALSO WORKING ON THE CSBA LEGISLATIVE BRUNCH, WHICH IS SCHEDULED FOR FEBRUARY 25TH, AND IT'S AN OPPORTUNITY FOR SCHOOL BOARD MEMBERS, SUPERINTENDENTS TO MEET WITH A NUMBER OF OUR LOCAL LEGISLATORS, AND SO THE DATE IS SET ON THE 25TH.

I THINK AN EVENTBRITE INVITATION WENT OUT TO EVERYONE, ALL THE SCHOOL BOARD MEMBERS AND SUPERINTENDENTS.

SO I ASSUME WE'LL GO AHEAD AND RSVP THROUGH MAYBE JAMIE.

SO MAKE SURE TO PUT THAT ON YOUR CALENDAR.

IT'S GOING TO BE FUN, AND THEN SILICON VALLEY READS HAD ITS KICKOFF, WHICH WAS VERY SUCCESSFUL.

WE HAD A TON OF PEOPLE OVER AT THE EUPHRAT MUSEUM IN DE ANZA COLLEGE.

THREE AUTHORS WERE THERE.

THEY WERE EXCELLENT, AND THE PRESENTATION IS ACTUALLY ONLINE TOO.

SO IF YOU LOOK FOR SILICON VALLEY READS WEBSITE, YOU'LL SEE THAT THE PRESENTATION IS THERE.

THERE'S TONS OF EVENTS SCHEDULED THROUGHOUT THE YEAR, ALL AROUND THE WHOLE COUNTY AT DIFFERENT COMMUNITY CENTERS.

THE LIBRARY'S JUST ALL OVER.

SO PLEASE TAKE A CHANCE AND TAKE A LOOK.

AS BOARD MEMBERS, WE WERE ABLE TO GET COPIES OF SOME OF THE BOOKS AND SO SOME OF THE NEWER BOARD MEMBERS MAYBE DIDN'T GET THAT CHANCE.

SO MAYBE DR. DEWAN YOU CAN SEND A NOTE SO THAT THE NEW BOARD MEMBERS WILL HAVE AN OPPORTUNITY TO PICK OUT SOME OF THE THREE BOOKS THAT WE HAVE.

THAT'S IT. THANKS. OH, HAPPY LUNAR NEW YEAR.

HAPPY NEW YEAR. THANK YOU, TRUSTEE MAH.

WELL, I THINK, AND THEN TRUSTEE DI SALVO.

THANK YOU, PRESIDENT CHON.

FIRSTLY, I WANTED TO CONGRATULATE AND THANK DR.

DEWAN. SOME OF US HAVE BEEN PUSHING FOR IN-PERSON MEETINGS.

I KNOW IT TOOK A VALIANT EFFORT TO MAKE THAT HAPPEN FOR US IN A SAFE ENVIRONMENT.

I'M APPRECIATIVE TO YOU AND YOUR STAFF FOR ALL THE WORK YOU DID TO MAKE THIS HAPPEN TONIGHT.

THANK YOU. THANK YOU.

IN ADDITION, I ATTENDED THROUGH ZOOM.

THE SUMMIT BOARD MEETING WHERE THEY SPOKE ABOUT DENALI CLOSURE, AND IN THAT

[00:20:03]

ZOOM PRESENTATION THAT WAS ABOUT TEN DAYS AGO, THE STUDENTS THAT PRESENTED WERE PRESENTED IN A VIDEO AND THEY WERE INSPIRING. SO I WANTED TO MAKE NOTE OF THAT.

I ALSO HAVE PARTICIPATED IN A COUPLE OF CONVERSATIONS WITH DENALI PARENTS ABOUT THEIR CLOSURE.

SAYING THAT THERE'S REALLY NOTHING THAT WE CAN DO AT THIS TIME.

NOTHING THAT I COULD DO OTHER THAN TO BE CONCERNED AND TRY TO ADVOCATE THAT THOSE STUDENTS WILL HAVE A STRONG EDUCATION PROGRAM TO RETURN TO IN 2023-24.

LASTLY, I WATCHED THE COUNTY STATE OF THE EDUCATION ADDRESS BY DR.

DEWAN ON YOUTUBE, NOT AT 5:00 YESTERDAY, BUT THIS MORNING, AND AS I TOLD HER, IT WAS AN EXCELLENT REPORT.

ONE OF THE HIGHLIGHTS, ONE OF THE MANY HIGHLIGHTS TO MY EARS AND EYES WAS THE COUNTY POET LAUREATE WHOSE TOPIC WAS INCLUSION, AND I DON'T KNOW IF YOU HAVE A COPY OF THAT POEM, BUT I'D LOVE TO HAVE THE WORDS.

IF YOU COULD SEND US THE WORDS OF.

I'D BE DELIGHTED TO.

I'LL INCLUDE IT IN THE WEEKLY.

GREAT. THANK YOU.

WHAT IS HER NAME? DO WE KNOW? YES. I'M GOING TO INVITE OUR COMMS DIRECTOR TO COME TO THE PODIUM SO SHE CAN JUST SHARE A LITTLE BIT MORE ABOUT OUR POET LAUREATE.

SHE CAME HERE AND I HAD THE OPPORTUNITY TO MEET HER AS WELL, WHICH WAS ALSO QUITE INSPIRING.

SHE'S A HIGH SCHOOL STUDENT IN THE COUNTY.

SO KELLY, WOULD YOU SHARE A BIT MORE ABOUT OUR POET LAUREATE? [INAUDIBLE]. SHE IS A SENIOR AT NOTRE DAME HIGH SCHOOL HERE IN SAN JOSE, AND SHE WAS AMAZING.

WE ASKED IF SHE'D BE WILLING TO JOIN US.

SHE DID NOT HESITATE AT ALL.

WE SAID WE WOULD LOVE FOR YOU TO SPEAK ON THE TOPIC OF INCLUSION AND AS YOU SAW, WHAT SHE PRODUCED WAS ABSOLUTELY AMAZING.

WE DO HAVE HER WRITTEN PART OF IT SO WE CAN PASS THAT ALONG TO DR.

DEWAN AND SHE CAN GET IT TO ALL OF YOU.

WELL, GREAT. THANK YOU, KELLY.

THANK YOU. THANK YOU VERY MUCH, AND THANK YOU, DR.

DEWAN, FOR UTILIZING HER HER INCREDIBLE TALENTS.

THE ONLY THING, AND I SHARED THIS WITH DR.

DEWAN EARLIER THIS EVENING BEFORE REPORTING IT TO YOU ALL, THE ONLY THING THAT CONCERNS ME ABOUT A STATE OF EDUCATION ADDRESS IS WHEN IT'S ABSENT A LOT OF DATA ABOUT STUDENT ACHIEVEMENT, AND THERE WERE TIMES WHEN THAT WAS MENTIONED, BUT IN A POSITIVE LIGHT , AND I'M ALWAYS ONE TO SAY WE NEED TO TELL THE STORY ABOUT SOME OF HOW SO MANY OF OUR CHILDREN IN SILICON VALLEY ARE HURTING BY NOT BEING ABLE TO REACH THE LEVEL OF PROFICIENCY IN ENGLISH AND IN MATH, AND THE NUMBERS ARE STARTLING WHEN IT'S DISAGGREGATED BY RACE AND ETHNICITY, AND I WOULD LIKE TO HAVE MORE TRANSPARENCY ABOUT THOSE DATA AS WE GO FORWARD, AND I DID SHARE THAT WITH DR. DEWAN, AND SHE CERTAINLY HAD REASONS, AND I AGREE WITH WITH HER REASONS, BUT I WOULD LIKE TO SEE THAT WE DO A BETTER JOB IN REPORTING THE REAL DATA ABOUT STUDENT ACHIEVEMENT AND ANY KIND OF FUTURE STATE OF THE EDUCATION ADDRESS.

SO THANK YOU. THAT'S ALL I HAVE.

THANK YOU, TRUSTEE DI SALVO.

NEXT WE HAVE TRUSTEE BERTA.

THANK YOU. YES, I WANTED TO THANK STAFF AND LEGAL COUNSEL.

WE WERE ABLE TO PARTICIPATE ON AN ORIENTATION ON CHARTER SCHOOLS THAT WAS PROVIDED.

SO IT WAS REALLY HELPFUL.

ALSO PARTICIPATED IN THE [INAUDIBLE] INCLUSION COLLABORATIVE MEETING.

I WILL GIVE A REPORT ON THAT IN A LITTLE BIT.

THERE WAS ALSO A SCHOOL SAFETY EVENT PUT ON BY MOMS DEMAND ACTION EARLIER THIS WEEK, AND SO A LOT OF OUR SCHOOL DISTRICTS HERE LOCALLY, AS WELL AS THE COUNTY OFFICE, HAVE BEEN DOING A LOT OF STRONG ADVOCACY WORK AT THAT LEVEL, AND FINALLY, I JUST WANTED TO ACKNOWLEDGE TODAY'S WORLD HIJAB DAY, AND THE HIJAB IS A RELIGIOUS HEAD COVERING WORN BY SOME MUSLIM WOMEN TO PROMOTE PERSONAL FREEDOM, RELIGIOUS EXPRESSION, AND TO IMPROVE MUTUAL RESPECT AND UNDERSTANDING.

SO I JUST WANTED TO PROVIDE AN ACKNOWLEDGMENT OF THAT.

THANK YOU. THANK YOU, TRUSTEE BERTA, AND THANK YOU FOR THAT ACKNOWLEDGMENT, AND TRUSTEE LARI.

[00:25:04]

SO ON JANUARY 25TH, I ATTENDED THE REGULAR SCC SBA MONTHLY MEETING ONLINE WITH DR.

DEWAN, PRESENTED THE KEYNOTE ADDRESS ON THE STATE OF THE COUNTY IN PUBLIC EDUCATION.

ON JANUARY 26, TRUSTEE BERTA AND I ATTENDED A VIRTUAL ORIENTATION TO CHARTER SCHOOLS DEFINING THE ROLES AND RESPONSIBILITIES OF THE SCCBOE.

IT WAS VERY HELPFUL, AND I WOULD LIKE TO THANK DR.

DEWAN AND DR. FAIRLEY FOR HOLDING IT.

LATER THAT DAY I ATTENDED THIS YEAR'S SILICON VALLEY READS KICKOFF EVENT AT DE ANZA COLLEGE CELEBRATING 20 YEARS OF THE PROGRAM.

THE DISCUSSION I FOUND WAS VERY RIVETING BECAUSE THEY TALKED ABOUT ISSUES OF IDENTITY AND INCLUSION, AND THEY CAME FROM DIVERSE BACKGROUNDS.

ON JANUARY 28TH, I ATTENDED THE NEW SCHOOL BOARD MEMBER ORIENTATION HOSTED BY SCCOE AND SCC SBA HERE.

IT WAS EXTREMELY INFORMATIVE AND I WANT TO THANK BOTH SCCOE AND SCC SBA FOR THE DETAILED INFORMATION.

YESTERDAY AFTERNOON, I ATTENDED THE 2023 SANTA CLARA COUNTY STATE OF EDUCATION ADDRESS BY DR.

DEWAN. IT HAD A LOT OF VALUABLE INFORMATION AND ALSO GREAT INTRODUCTION BY PRESIDENT CHON.

LATER IN THE EVENING, I ATTENDED THE SWEARING IN AND STATE OF THE COUNTY EVENT BY BOARD OF SUPERVISORS PRESIDENT SUSAN ELLENBERG.

PRESIDENT ELLENBERG SAID, AND I QUOTE, EVERY COMMUNITY BEGINS WITH A CHILD AND THAT CHILD'S ABILITY TO THRIVE AND COMMITTED TO INVESTMENT IN STUDENT HEALTH AND WELL-BEING, AND HAPPY LUNAR YEAR TO EVERYONE.

THANK YOU. THANK YOU, TRUSTEE LARI, AND THAT CONCLUDES OUR REPORTS.

TRUSTEES, WE WILL NOW MOVE TO INFORMATION ITEMS.

[A. Chronic Absenteeism Presentation]

DR. DEWAN, CAN YOU PLEASE INTRODUCE OUR FIRST INFORMATION ITEM? YES. THANK YOU, PRESIDENT CHON.

FOR THIS ITEM, I'D LIKE TO INTRODUCE OUR ASSOCIATE SUPERINTENDENT, DR.

ANISHA MUNSHI, AND SHE WILL BE JOINED BY MEMBERS OF OUR YOUTH HEALTH AND WELLNESS DEPARTMENT DIRECTOR CORRINE FRESE AND COORDINATOR JENNIFER ALANIS, WHO WILL PROVIDE A REPORT THIS EVENING ON CHRONIC ABSENTEEISM.

DR. MUNSHI. THANK YOU, DR.

DEWAN. GOOD EVENING, PRESIDENT CHON, VICE PRESIDENT SREEKRISHNAN, TRUSTEES, SUPERINTENDENT, DEWAN, STAFF AND COMMUNITY MEMBERS.

THE CALIFORNIA DEPARTMENT OF EDUCATION RECENTLY RELEASED THE CALIFORNIA SCHOOL DASHBOARD DATA FOR CHRONIC ABSENTEEISM, WHICH IS ONE OF THE INDICATORS THAT IS USED TO MEASURE STUDENT PERFORMANCE.

THIS INDICATOR IDENTIFIES A PERCENTAGE OF STUDENTS WHO ARE ABSENT 10% OR MORE OF THE INSTRUCTIONAL DAYS IN WHICH THEY ARE ENROLLED.

REGULAR SCHOOL ATTENDANCE IS DIRECTLY CORRELATED WITH POSITIVE STUDENT OUTCOMES AND ENHANCED ACADEMIC ACHIEVEMENT.

IT IS THEREFORE VITAL TO UNDERSTAND THE ROOT CAUSES OF CHRONIC ABSENTEEISM AND APPLY EVIDENCE BASED STRATEGIES THAT WILL LEAD TO POSITIVE OUTCOMES FOR ALL OF OUR STUDENTS.

THIS EVENING, IT IS MY PLEASURE TO INVITE DIRECTOR OF YOUTH HEALTH AND WELLNESS, CORRINE FRESE AND COORDINATOR OF ATTENDANCE AND ENGAGEMENT, JENNIFER ALANIS, AND THEY WILL SHARE AN OVERVIEW OF CHRONIC ABSENTEEISM.

THEY WILL ALSO SHARE COUNTY AND STATE DATA AND SUPPORTS THAT OUR OFFICE IS PROVIDING TO LIAISE THROUGH TRAINING AND TECHNICAL ASSISTANCE.

JENNIFER. THANK YOU.

GOOD EVENING. TRUSTEES AND SUPERINTENDENT DEWAN.

I'M JENNIFER ALLEN'S COORDINATOR OF ATTENDANCE AND ENGAGEMENT IN THE YOUTH HEALTH AND WELLNESS DEPARTMENT HERE AT THE SANTA CLARA COUNTY OFFICE OF EDUCATION, AND I'M CORINNE FRESE, DIRECTOR OF TECHNICAL ASSISTANCE AND SUPPORTS FOR THE YOUTH HEALTH AND WELLNESS DEPARTMENT.

WE ARE HERE THIS EVENING TO SHARE INFORMATION ABOUT CHRONIC ABSENTEEISM IN SANTA CLARA COUNTY.

IN ORDER TO BETTER UNDERSTAND THE INFORMATION WE'LL SHARE THIS EVENING, WE'D LIKE TO START WITH A BRIEF DESCRIPTION OF DIFFERENT TYPES OF ABSENCES.

NEXT SLIDE, PLEASE.

PER THE CALIFORNIA DEPARTMENT OF EDUCATION, ABSENCES ARE CATEGORIZED AS EXCUSED OR UNEXCUSED, AND THE CDE LISTS 13 VALID REASONS FOR CONSIDERING A STUDENT'S ABSENCE EXCUSED AS SEEN HERE ON THIS SLIDE.

ADDITIONALLY, MENTAL AND BEHAVIORAL HEALTH WERE ADDED IN 2021 AS A VALID REASON FOR AN EXCUSED ABSENCE PER SENATE BILL 14.

ABSENCES NOT MEETING THE CDE CRITERIA LISTED ARE CONSIDERED UNEXCUSED.

NEXT SLIDE, PLEASE.

WHILE THE CRITERIA FOR EXCUSE VERSUS UNEXCUSED ABSENCES HOLDS TRUE, IT IS IMPORTANT TO ADDRESS HOW COVID-19 HAS IMPACTED A SHIFT IN MINDSET WHEN IT COMES TO STUDENT ATTENDANCE.

PRIOR TO THE PANDEMIC, STUDENTS AND FAMILIES WERE STRONGLY ENCOURAGED TO MAINTAIN REGULAR ATTENDANCE.

[00:30:01]

PREVIOUSLY, AS LONG AS STUDENTS DID NOT HAVE A FEVER, IT WAS COMMON THAT THEY MAY CONTINUE TO ATTEND SCHOOL EVEN IF THEY WERE NOT FEELING THEIR BEST OR WERE EXPERIENCING MILD, COLD LIKE SYMPTOMS. HOWEVER, THROUGHOUT THE COVID-19 PANDEMIC, THERE HAVE BEEN PUBLIC HEALTH GUIDELINES, RULES AND RESTRICTIONS THAT AT TIMES REQUIRED STUDENTS TO STAY HOME AND REMAIN HOME LONGER IF THEY HAD BEEN EXPOSED TO COVID.

FAMILIES HAVE CONSISTENTLY BEEN REMINDED TO KEEP STUDENTS HOME WHO ARE EXPERIENCING COVID SYMPTOMS, AND SOME STUDENTS EXPERIENCED LONG COVID, WHICH REQUIRED THEM TO MISS MULTIPLE DAYS OF SCHOOL, AND STUDENTS WHO MAY BE MEDICALLY FRAGILE, MAY HAVE MORE IRREGULAR ATTENDANCE DUE TO FLUCTUATIONS OF COVID-19 RATES IN THEIR COMMUNITY.

AS REFERENCED ON THE PREVIOUS SLIDE, THERE HAS ALSO BEEN A SHIFT IN MINDSET REGARDING PRIORITIZING THE MENTAL HEALTH AND WELLNESS OF STUDENTS AND THE IMPACT THIS MAY HAVE ON THEIR ATTENDANCE.

NEXT SLIDE, PLEASE.

THE MAIN DIFFERENCE BETWEEN TRUANCY AND CHRONIC ABSENCE IS THAT TRUANCY INCLUDES ONLY UNEXCUSED ABSENCES, WHILE CHRONIC ABSENTEEISM INCLUDES BOTH EXCUSED AND UNEXCUSED ABSENCES.

TRUANCY IS ALSO BASED ON MISSING PARTIAL DAYS, PERIOD ABSENCES AND TARDIES OF 30 MINUTES OR MORE, WHILE CHRONIC ABSENCE IS CALCULATED BASED ON FULL DAY ABSENCES.

TRUANCY IS WHEN A STUDENT MISSES MORE THAN 30 MINUTES OF INSTRUCTION WITHOUT AN EXCUSE.

THREE TIMES DURING THE SCHOOL YEAR, AT WHICH POINT THE STUDENT MUST BE CLASSIFIED AS TRUANT AND REPORTED TO THE PROPER SCHOOL AUTHORITY.

STUDENTS ARE CONSIDERED CHRONICALLY TRUANT IF THEY ARE ABSENT WITHOUT A VALID EXCUSE FOR 10% OR MORE OF ENROLLED SCHOOL DAYS IN ONE SCHOOL YEAR.

WHEN THE SCHOOL AND DISTRICT HAVE COMPLIED WITH THE NOTIFICATIONS, INTERVENTIONS AND REFERRALS REQUIRED BY ED CODE, STUDENTS ARE CONSIDERED CHRONICALLY ABSENT.

IF THEY MISS 10% OR MORE OF THE INSTRUCTIONAL DAYS THEY WERE ENROLLED TO ATTEND FOR ANY REASON, INCLUDING BOTH EXCUSED AND UNEXCUSED ABSENCES.

NEXT SLIDE, PLEASE.

CHRONIC ABSENCE IS DEFINED AS MISSING 10% OR MORE OF THE INSTRUCTIONAL DAYS.

THE STUDENTS WERE ENROLLED TO ATTEND FOR ANY REASON.

SO EXCUSED ABSENCES, UNEXCUSED ABSENCES AND SUSPENSIONS ALL CONTRIBUTE TO CHRONIC ABSENTEEISM.

NEXT SLIDE, PLEASE.

RESEARCH ON THE IMPACT OF ATTENDANCE ON STUDENT OUTCOMES IS ABUNDANT.

STUDIES INDICATE THAT INTERVENTION FOR ABSENTEEISM IN EARLY GRADES IS CRITICAL TO AVOID COMPOUNDING FACTORS FOR STUDENT ENGAGEMENT AND PERFORMANCE.

LOW ATTENDANCE IN KINDERGARTEN AND FIRST GRADE IMPACTS.

THIRD GRADE READING PROFICIENCY.

LOW ATTENDANCE RATES DISPROPORTIONATELY IMPACT BLACK, INDIGENOUS, PEOPLE OF COLOR, STUDENTS WITH DISABILITIES AND ENGLISH LEARNERS.

CHRONIC ABSENTEEISM HAS BEEN LINKED TO SOCIAL DISENGAGEMENT AND FEELINGS OF ALIENATION WITH EVERY YEAR OF CHRONIC ABSENTEEISM.

A HIGHER PERCENTAGE OF STUDENTS DROP OUT OF SCHOOL AND CHRONICALLY ABSENT STUDENTS ARE MORE LIKELY TO DROP OUT AND HAVE POOR OUTCOMES LATER IN LIFE.

NEXT SLIDE, PLEASE.

THE COVID-19 PANDEMIC AFFECTED EDUCATION SERVICES AND STUDENT LEARNING WORLDWIDE IN CALIFORNIA.

THE PANDEMIC ALSO INTERRUPTED THE STATEWIDE DATA COLLECTION ASSESSMENT AND ACCOUNTABILITY SYSTEMS DUE TO THE RESTRICTIONS IMPOSED BY ASSEMBLY BILL 130.

CALIFORNIA IS REQUIRED TO REPORT ONLY CURRENT YEAR DATA OR STATUS FOR THE 2022 DASHBOARD.

THEREFORE, UNLIKE IN PRIOR YEARS, THE 2022 DASHBOARD DOES NOT DISPLAY THE DIFFERENCE FROM PRIOR YEAR.

ALSO KNOWN AS CHANGE OR PERFORMANCE LEVEL COLORS RESULTS INSTEAD FALL INTO ONE OF FIVE STATUS LEVELS RANGING FROM VERY HIGH TO VERY LOW.

SO BEGINNING WITH THE 2021-22 SCHOOL YEAR, THE REQUIREMENTS TO HOLD DISTRICTS AND SCHOOLS ACCOUNTABLE FOR STUDENT OUTCOMES RESUMED.

THE DATA IN THE 2022 CALIFORNIA SCHOOL DASHBOARD ESTABLISHES A RESTART OF CALIFORNIA'S ACCOUNTABILITY SYSTEM, AND ONLY CURRENT YEAR PERFORMANCE OR STATUS IS BEING REPORTED ON THE 2022 DASHBOARD.

THE COLORFUL GAUGES OF THE DASHBOARD WILL RETURN IN 2023.

FOR CHRONIC ABSENTEEISM, THE DASHBOARD INCLUDES DATA FOR ANY LOCAL EDUCATION AGENCY THAT ENROLLS STUDENTS IN GRADES KINDERGARTEN THROUGH EIGHTH GRADE, INCLUDING TK AND EXCLUDING STUDENTS ENROLLED FEWER THAN 31 DAYS.

FOR MOST MEASURES, VERY HIGH IS THE GOAL.

FOR CHRONIC ABSENTEEISM AND SUSPENSION VERY LOW IS THE GOAL.

NEXT SLIDE, PLEASE.

COVID HAS HAD A TREMENDOUS IMPACT ON CHRONIC ABSENCES, WITH A DOUBLING OF THE PERCENT OF STUDENTS AS COMPARED TO PRE-PANDEMIC DATA OF THE 20 1819 SCHOOL YEAR. THE CDE NEWS RELEASE IN DECEMBER STATED THAT THE 2022 CALIFORNIA SCHOOL DASHBOARD RESTARTED FOR THE FIRST TIME SINCE 2019,

[00:35:04]

REVEALED THAT THE STATE'S CHRONIC ABSENTEEISM RATE MIRRORED NATIONAL TRENDS.

THE DATA IN THIS PRESENTATION IS FROM DATA QUEST, AS IT INCLUDES CHRONIC ABSENTEEISM DATA FOR TK THROUGH 12TH GRADE RATHER THAN ONLY KINDERGARTEN THROUGH EIGHTH GRADE INCLUDED IN THE DASHBOARD.

NEXT SLIDE, PLEASE.

ON EACH OF THE DATA SLIDES, THE STATE CHRONIC ABSENCE RATES ARE SHOWN WITH GOLDEN DOTS WITH PERCENTAGES AND A LINE REPRESENTING THE TREND.

WHILE THE DATA FOR SANTA CLARA COUNTY ARE SHOWN WITH BLUE BARS AND PERCENTAGES.

THE YEAR OVER YEAR DATA SHOW THAT SANTA CLARA COUNTY HAS CONSISTENTLY HAD FEWER STUDENTS CHRONICALLY ABSENT THAN THE STATE FOR 2021-22.

THE CHRONIC ABSENTEEISM RATE IN SANTA CLARA COUNTY IS WELL BELOW THE STATE'S 30%.

2019-20 DATA WERE NOT REPORTED DUE TO COVID-19 DISRUPTIONS TO SCHOOL ATTENDANCE.

20-21 DATA WERE REPORTED UNDER THE DISTANCE LEARNING ATTENDANCE CRITERIA, WHICH DIFFERS FROM THE CRITERIA FOR ALL OTHER YEARS.

IT IS ALSO IMPORTANT TO CONSIDER THAT WE ARE LOOKING AT DATA FOR DYNAMIC POPULATIONS.

THERE ARE NEW STUDENTS WHO ARE WORKING WITH NEW STAFF IN THESE NUMBERS.

WE ARE NOT COMPARING THE SAME STUDENTS YEAR OVER YEAR.

NEXT SLIDE, PLEASE.

THE DATA BY ETHNICITY SHOW THAT SANTA CLARA COUNTY CONTINUES TO BE BELOW THE STATE CHRONIC ABSENTEEISM RATE.

IN ANTICIPATION OF THIS TYPE OF DATA IN RESPONSE TO LOCAL TRENDS LEADING UP TO THE RESTART OF THE CALIFORNIA SCHOOL DASHBOARD.

WE HAVE ESTABLISHED VARIOUS ADDITIONAL RESOURCES AND SUPPORTS, INCLUDING A COMMUNITY OF PRACTICE THAT I WILL SHARE ABOUT LATER IN THIS PRESENTATION.

NEXT SLIDE, PLEASE.

DATA BY STUDENT GROUP SHOW THE IMPACT COVID-19 HAS HAD ON STUDENT ATTENDANCE.

FOSTER AND HOMELESS YOUTH HAVE BEEN IMPACTED GREATLY BY THE PANDEMIC.

ONE STRATEGY THE SCHOOL IS USING TO COMBAT THIS IS STABILIZING ENROLLMENT IN THE SCHOOL OF ORIGIN AND PROVIDING MORE INTENSIVE SUPPORTS THROUGH OUR EDUCATION MANAGERS PROGRAM.

NEXT SLIDE, PLEASE.

THERE ARE MANY FACTORS THAT CONTRIBUTE TO CHRONIC ABSENTEEISM, RANGING FROM BARRIERS INCLUDING ILLNESS, TRAUMA, TRANSPORTATION, HOUSING AND FOOD INSECURITY AND AVERSION, INCLUDING ACADEMIC AND BEHAVIORAL STRUGGLES, SCHOOL CLIMATE ANXIETY AND BIASED DISCIPLINE POLICIES TO DISENGAGEMENT, INCLUDING INSTRUCTIONAL PRACTICES, BOREDOM, LACK OF RELATIONSHIPS AND ENRICHMENT OPPORTUNITIES, OR LACK OF SUPPORT AND MISCONCEPTIONS THAT ABSENCES ARE ONLY A PROBLEM IF THEY ARE UNEXCUSED.

SPORADIC ABSENCES AREN'T REALLY A PROBLEM.

ATTENDANCE ONLY MATTERS IN OLDER GRADES OR SUSPENSIONS DON'T COUNT AS ABSENCES.

COVID-19 HAS ONLY INCREASED THESE FACTORS AND THE NUMBER OF STUDENTS IMPACTED BY THEM.

NEXT SLIDE, PLEASE.

STRATEGIES TO REDUCE CHRONIC ABSENTEEISM INCLUDE INTEGRATING MULTI TIERED SYSTEM OF SUPPORTS IN A TIERED APPROACH TO ABSENCE INTERVENTION.

REORIENTING ASSUMPTIONS ABOUT ATTENDANCE.

ANALYZING DATA FREQUENTLY TO UNDERSTAND PATTERNS.

PLANNING MULTI TIERED STRATEGIES THAT EMPHASIZE PREVENTION AND EARLY INTERVENTION.

IMPLEMENTING EVIDENCE BASED STRATEGIES AND MODELS AND ENGAGING IN PEER SUPPORT TO SUSTAIN THE CHANGE PROCESS.

NEXT SLIDE, PLEASE.

WE WORK IN PARTNERSHIP WITH OUR SANTA CLARA COUNTY DISTRICTS AND COMMUNITY TO IMPROVE STUDENT OUTCOMES IN A VARIETY OF WAYS.

NEXT SLIDE, PLEASE.

WE ARE IN THE SECOND YEAR OF OUR CHRONIC ABSENTEEISM COMMUNITY OF PRACTICE IN PARTNERSHIP WITH ATTENDANCE WORKS IN WHICH DISTRICT TEAMS WORK TO IDENTIFY AND IMPLEMENT TIERED INTERVENTIONS WITH IDENTIFIED STUDENT GROUPS, SHARE SUCCESS AND STRUGGLES, AND RECEIVE DIRECT COACHING.

NEXT SLIDE, PLEASE.

EACH FALL, WE PROVIDE A COMPREHENSIVE TRAINING TO CERTIFY SUPERVISORS OF ATTENDANCE.

ALL LOCAL EDUCATION AGENCIES ARE INVITED, THOUGH ONLY DISTRICTS ARE REQUIRED TO ATTEND.

SEVERAL RESOURCES HAVE BEEN SHARED WITH SUPERVISORS OF ATTENDANCE DIRECTLY RELATED TO THE TRAINING AND BEYOND.

IN PARTNERSHIP WITH THE SANTA CLARA COUNTY DISTRICT ATTORNEY'S OFFICE, WE HOST THE SANTA CLARA COUNTY ATTENDANCE COLLABORATIVE BI-MONTHLY, WITH A FOCUS ON SHARING POLICY UPDATES, SHARING BEST PRACTICES AND RESOURCES, AND COLLABORATING ON STRATEGIES TO REDUCE CHRONIC ABSENTEEISM.

DIRECT TECHNICAL ASSISTANCE AND SUPPORT ARE PROVIDED TO INDIVIDUALS OR TEAMS AT SITES AND DISTRICTS THROUGH THE YOUTH HEALTH AND WELLNESS BOOKING PAGE ON WHICH STAFF IN NEED OF SUPPORT CAN BOOK APPOINTMENTS DIRECTLY WITH ME FOR 20, 30 OR 45 MINUTE ATTENDANCE AND ENGAGEMENT SUPPORT

[00:40:01]

SESSIONS. THEY ALSO REACH OUT TO ME VIA PHONE AND EMAIL.

IN ADDITION TO THESE ATTENDANCE SPECIFIC RESOURCES, THE SCCOE PROVIDES OTHER RESOURCES THAT SUPPORT THE REDUCTION OF CHRONIC ABSENTEEISM.

NEXT SLIDE, PLEASE.

SOME OF THESE RESOURCES INCLUDE WELLNESS CENTERS WITH EXPANDED ACCESS TO SCHOOL BASED MENTAL HEALTH AND WELLNESS SERVICES IN PARTNERSHIP WITH BEHAVIORAL HEALTH SERVICES, PROVIDING ONSITE SUPPORT FOR MENTAL HEALTH NEEDS, INCLUDING OUTREACH RESOURCES AND TECHNICAL ASSISTANCE PROVIDED BY THE SCCOE THAT CAN SUPPORT STUDENTS WHO MAY BE FACING ATTENDANCE.

CHALLENGES NEED TIME TO RECENTER THEMSELVES OR NEED ASSISTANCE HAVING THEIR ESSENTIAL NEEDS MET.

NEXT SLIDE, PLEASE.

SCHOOLING SERVICES ALSO PROVIDES EXPANDED ACCESS TO SCHOOL BASED MENTAL HEALTH AND WELLNESS SERVICES IN PARTNERSHIP WITH BEHAVIORAL HEALTH SERVICES, PROVIDING SCHOOLS AND DISTRICTS, COORDINATED REFERRALS TO MENTAL HEALTH AND COMMUNITY BASED SUPPORTS FOR STUDENTS AS WELL AS FAMILIES.

NEXT SLIDE, PLEASE.

SANTA CLARA COUNTY OFFICE OF EDUCATION, COACHING AND DIRECT SUPPORT ARE PROVIDED FOR SOCIAL, EMOTIONAL LEARNING, POSITIVE BEHAVIOR INTERVENTIONS AND SUPPORTS MULTI-TIERED SYSTEM OF SUPPORT AND SUPPORT THROUGH DIFFERENTIATED ASSISTANCE IN COLLABORATION WITH SEVERAL DEPARTMENTS ACROSS SCCOE, INCLUDING YOUTH HEALTH AND WELLNESS, FOSTER AND HOMELESS YOUTH, CONTINUOUS IMPROVEMENT AND ACCOUNTABILITY AND INTEGRATED DATA RESEARCH AND EVALUATION, AMONG OTHERS WITH FOCUSED CONCENTRATION ON CHRONIC ABSENTEEISM.

NEXT SLIDE, PLEASE.

SCCOE FOSTER AND HOMELESS YOUTH AND ALTERNATIVE EDUCATION SUPPORTS INCLUDE COORDINATING EDUCATIONAL SERVICES TO DEPENDENTS OF THE SANTA CLARA COUNTY COURT SYSTEM AND SUPPORTING DISTRICT LIAISONS IN IDENTIFYING AND SERVING DEPENDENTS FROM OTHER COUNTIES, PROVIDING SUPPORT FOR ENROLLMENT, ACADEMICS, BEHAVIOR AND SOCIAL EMOTIONAL LEARNING AND TECHNICAL ASSISTANCE TO LOCAL EDUCATION AGENCIES, WORKING WITH DISTRICT LIAISONS AND SCHOOLS TO ALIGN SUPPORTS FOR STUDENTS AND FAMILIES, CONTRACTING WITH COMMUNITY BASED PROVIDERS WHO SUPPORT DISTRICT LIAISONS, TO CONNECT FAMILIES WITH SCHOOLS AND PROVIDE SUPPLEMENTARY SERVICES AND ANALYZING DATA AND PARTNERING WITH DISTRICTS TO ELIMINATE ENROLLMENT GAPS WHEN TRANSITIONING BACK TO COMPREHENSIVE SETTINGS.

NEXT SLIDE, PLEASE.

WE'D LIKE TO THANK YOU FOR THE OPPORTUNITY TO SHARE THIS EVENING, AND WE'RE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

THANK YOU. TRUSTEES, DO YOU HAVE ANY QUESTIONS? TRUSTEE BERTA AND THEN TRUSTEE DI SALVO.

THANK YOU SO MUCH FOR THE PRESENTATION.

I WAS JUST CURIOUS IF YOU COULD PERHAPS EXPAND A LITTLE BIT MORE.

ONE OF THE THINGS I NOTICED WHEN LOOKING AT THIS BY STUDENT GROUPS WAS THAT FOR SANTA CLARA COUNTY, THAT WAS THE ONE PERCENTAGE THAT ACTUALLY EXCEEDED THE STATE IN TERMS OF CHRONIC ABSENTEEISM, AND I KNOW YOU SHARED A COUPLE OF THE WAYS THAT, YOU KNOW, THE INTENTIONALITY BEHIND SUPPORTING THAT SUPPORT THAT STUDENT GROUP. SO I WAS WONDERING IF YOU COULD TALK A LITTLE BIT MORE ABOUT WHAT THAT LOOKS LIKE AND HOW AND WHY, YOU KNOW, WHAT THAT MIGHT BE IN TERMS OF OUR COUNTY SPECIFICALLY EXCEEDING THE STATE'S.

THANK YOU FOR THE QUESTION, TRUSTEE BERTA.

SO THERE ARE A COUPLE OF THINGS.

IN LOOKING AT THE DATA AND ANALYZING IT, SANTA CLARA COUNTY DOES HAVE A PRETTY HIGH COST OF LIVING, AND THAT CONTRIBUTES TO SOME OF THOSE FACTORS.

THERE'S ALSO A PRETTY HIGH INEQUITY IN THE INCOME GAP, AS YOU SEE THAT IN TERMS OF THE SUPPORT THAT WE PROVIDE.

AS WE MEET WITH DISTRICTS.

WE WORK ON IDENTIFYING THE ROOT CAUSES OF, FOR EXAMPLE, CHRONIC ABSENTEEISM.

WE IDENTIFIED THE STUDENT GROUPS, WE IDENTIFY THE STUDENTS, AND I THINK AS DIRECTOR OF HAS SAID THROUGH OUR YOUTH WELLNESS CENTERS, WHAT WE ARE REALLY TRYING TO DO IS MAKE SCHOOLS THE HUBS OF WELLNESS AND MAKE SURE THAT RESOURCES ARE PROVIDED AT THE SCHOOL SITE ITSELF.

SO INSTEAD OF FAMILIES HAVING TO SEEK OUT SUPPORT SERVICES OUTSIDE, WE ARE PARTNERING WITH THE COUNTY BEHAVIORAL HEALTH, THE LOCAL CBOS, ANY TYPES OF RESOURCES PROFESSIONALS.

WE ARE TRYING TO BRING THAT TO THE SITE ITSELF, BUT MOST IMPORTANTLY, WE ARE WORKING WITH DISTRICTS TO LOOK CLOSELY AT THE DATA TO IDENTIFY THE STUDENTS WHO NEED SUPPORT.

SO IT'S NOT JUST A PERCENTAGE, YOU KNOW, 37% OR WHATEVER THE PERCENT, BUT KNOWING THE UNIQUE NEEDS OF EACH CHILD.

SO REALLY GETTING DOWN TO THE ROOT CAUSE, AND THEN I THINK WE ALSO MENTIONED IN OUR PRESENTATION WE DO HAVE SIX ED MANAGERS WHO CARRY A CASELOAD ACROSS SANTA CLARA COUNTY.

[00:45:03]

SO THEY WORK CLOSELY WITH THE DISTRICT AND THEY WORK CLOSELY WITH THE FAMILY.

SO IT JUST BUILDING THOSE CONNECTIONS.

AGAIN, THESE ARE ALL NEW STEPS THAT WE HAVE PUT IN PLACE NOW THIS THIS POSITION THAT, YOU KNOW, YOU SAW THE COORDINATOR POSITION, THE ED MANAGER PROGRAM.

WE'VE HAD THAT FOR A LITTLE OVER A THREE YEARS NOW.

SO JUST, YOU KNOW, GETTING DOWN TO THE ROOT, LOOKING AT THE DATA, BUT MOST IMPORTANTLY, MAKING SURE STUDENTS THEY GO TO THE SCHOOL OF ORIGIN SO THERE'S LESS DISRUPTION.

SO THOSE ARE SOME OF THE STEPS WE ARE TAKING TO SUPPORT STUDENTS.

THANK YOU. THANK YOU, TRUSTEE BERTA, DID YOU HAVE ANY OTHER QUESTIONS? OKAY, TRUSTEE DI SALVO.

THANK YOU, PRESIDENT CHON.

PAGE 18 OR SLIDE 18 IS SCHOOL LINKED SERVICES PARTNERSHIPS.

SO COULD YOU FOR OUR AUDIENCE EXPLAIN WHAT SCHOOL LINKED SERVICES ARE AND HOW THEY RELATE TO CHRONIC ABSENTEEISM? SO SCHOOLING SERVICES THIS IS AGAIN OUR PARTNERSHIP WITH THE COUNTY BEHAVIORAL HEALTH WHERE SCHOOLS THERE IS AN INDIVIDUAL WHO'S IDENTIFIED AT THE SCHOOL LINKED SERVICES COORDINATOR AND THE PERSON COORDINATES SERVICES.

SO IT COULD BE CONNECTING FAMILIES WITH A COMMUNITY BASED ORGANIZATION.

IT COULD BE LOOKING FOR, FOR EXAMPLE, DENTAL OR VISION TESTING, COORDINATING ALL OF THOSE SERVICES.

FOOD I'VE SEEN IN SOME DISTRICTS WHERE THEY'RE COORDINATING AFTER SCHOOL, WHERE THERE COULD BE FOOD PICKUP DRIVES FOR FAMILIES.

SO THEY'RE REALLY COORDINATING WITH ALL THE FAMILIES AND MAKING SURE THAT THE FAMILIES ARE ABLE TO REACH OUT TO ALL THE RESOURCES WITHIN THE COMMUNITY.

THANK YOU. I STRONGLY SUBSCRIBE TO THE SCHOOL LINKED SERVICES MODEL AND I WAS CURIOUS THEN I THOUGHT WHEN THE DISTRICTS WERE LISTED THERE ARE 31 SCHOOL DISTRICTS AND THERE ARE 20 SOMETHING NAMED AND THEN I TRIED TO FIGURE OUT BERRYESSA IS NOT ON THAT LIST.

SARATOGA IS NOT ON THE LIST. SUNNYVALE.

IS THERE A REASON WHY THOSE DISTRICTS DON'T PARTICIPATE IN SCHOOL LINKED SERVICES, OR DO WE JUST NOT HAVE THEM AS.

WHAT IS THE REASON THAT THEY'RE ABSENT FROM THAT? SO WE ARE ACTUALLY WORKING WITH THE DISTRICTS TO IDENTIFY THOSE POSITIONS WE HAVE MET WITH.

I'M THINKING ALMOST ALL OF THE SCHOOL DISTRICTS, DR.

DEWAN AND I AND STAFF FROM COUNTY BEHAVIORAL HEALTH HAS MET WITH ALL THE DISTRICTS, BUT I THINK ALL THE DISTRICTS ARE IN DIFFERENT PLACES.

ALSO SOME OF THEM HAVE THEIR OWN SUPPORT SYSTEM SET UP WITHIN THE DISTRICT.

SO THEY UTILIZE THOSE SERVICES, BUT WE HAVE MADE CONTACT WITH ALL THE DISTRICTS IN OUR COUNTY.

TRUSTEE DI SALVO, I CAN ADD A LITTLE MORE BACKGROUND TO WHEN SCHOOL LINKED SERVICES WAS INITIALLY ESTABLISHED, IT WAS LIMITED BY THE COUNTY OF SANTA CLARA.

THEY ONLY HAD CAPACITY TO SUPPORT A SMALL NUMBER OF SCHOOL DISTRICTS IN THE COUNTY AND THEY PRIORITIZED CERTAIN ONES, AND THEN SECONDLY, THE MODEL REQUIRES THAT THE LOCAL SCHOOL DISTRICT CONTRIBUTE FUNDING TO IT, SO THEY HAVE TO HAVE SOME LOCAL RESOURCES TO COMBINE WITH WHATEVER THE COUNTY PROVIDES.

SO ABOUT FIVE YEARS AGO, AS WE WERE ESTABLISHING OUR YOUTH HEALTH AND WELLNESS DEPARTMENT AND ADVOCATING FOR MORE MENTAL HEALTH AND WELLNESS, WE CONTACTED DR.

SMITH AT THE COUNTY AND OTHER LEADERSHIP, AS WELL AS PARTNERS ON THE BOARD OF SUPERVISORS TO ADVOCATE FOR THE COUNTY TO PROVIDE THIS RESOURCE TO ALL 31 DISTRICTS IN THE COUNTY AND THE COUNTY OFFICE OF EDUCATION AND SINCE THAT TIME, WE HAVE BEEN SUCCESSFULLY EXPANDING THE NUMBER OF DISTRICTS WHO HAVE AN MOU WITH THE COUNTY AND ARE ABLE TO TAKE ADVANTAGE OF SCHOOLING SERVICES.

THE OTHER PIECE THAT'S IMPORTANT HERE IS IT DOES REQUIRE A LOT OF TECHNICAL ASSISTANCE AND EXPERTISE FROM OUR STAFF TO HELP THE LOCAL DISTRICTS SET THE PARTNERSHIP UP PROPERLY, BECAUSE EVERY DISTRICT IS DIFFERENT IN TERMS OF THEIR STAFFING CAPACITY, THEIR PARTNERSHIPS, RESOURCES THEY MAY OR MAY NOT ALREADY HAVE, AND SO IN ORDER TO LEVERAGE IT, IT TAKES A LITTLE BIT OF TIME.

SO EVERY SCHOOL DISTRICT IS NOW ELIGIBLE AND EVERY DISTRICT IS SOMEWHERE IN THE PIPELINE OF HAVING A SCHOOL LINK PARTNERS AND A COORDINATOR.

GREAT INFORMATION. THANK YOU VERY MUCH.

THAT'S MY ONLY QUESTION. THANK YOU.

THANK YOU, TRUSTEE DI SALVO.

I JUST HAVE ONE QUESTION, AND WE SPOKE THAT WAS A GREAT QUESTION, BUT KIND OF GOING BACK TO TRUSTEE BERTA'S QUESTION ABOUT THE WELLNESS CENTERS, I GUESS, AND I KNOW WE TALKED ABOUT WELLNESS CENTERS SOMETIME LAST YEAR.

CAN YOU REMIND ME HOW MANY WE HAVE AND WHICH DISTRICTS AND IF WE'RE EXPANDING THAT MORE?

[00:50:06]

SURE. I DON'T NEED, LIKE, AN EXACT NUMBER.

WE OPENED 12 LAST YEAR AND WE ARE OPENING EIGHT MORE THIS YEAR AND OF COURSE, DEPENDING ON THE FUNDING THAT WE RECEIVE, OUR GOAL IS I THINK THE VISION IS TO HAVE A WELLNESS CENTER AT EVERY MIDDLE AND HIGH SCHOOL CAMPUS.

SO AS THE FUNDING COMES THROUGH, OUR GOAL IS OUR TEAM IS READY TO OFFER TO OPEN WELLNESS CENTERS, BUT THE OTHER THING WE ARE DOING IS WE ARE OFFERING TECHNICAL ASSISTANCE TO DISTRICTS BECAUSE SOME DISTRICTS HAVE OPENED THEIR OWN WELLNESS CENTERS ALSO THROUGH THEIR OWN FUNDING SOURCES, AND OUR OFFICE IS PROVIDING TECHNICAL ASSISTANCE TO ALL OF THE DISTRICTS AS WELL.

THAT'S GREAT. THANK YOU SO MUCH.

TRUSTEE ROCHA. THANK YOU VERY MUCH AND THANK YOU FOR THE GREAT PRESENTATION.

QUESTION AGAIN TO TRUSTEE BERTA'S LINE OF QUESTIONING AROUND SLIDE TEN AND THE PERCENTAGE AND THE RELATIONSHIP.

I'LL USE THE HISPANIC OR LATINO GRAPH AS AN EXAMPLE.

SO JUST FORGIVE ME IF I'M MISSING IT, BUT IN TERMS OF COMPARATIVE, THE POPULATION OF HISPANIC OR LATINO IN SANTA CLARA COUNTY VERSUS THE STATE OF CALIFORNIA AS A WHOLE, AND HOW WOULD THAT RELATIONSHIP COMPARE.

SO IF THE STATE OF CALIFORNIA HAS CERTAIN AMOUNT OF PERCENTAGE OF LATINO AND HISPANIC VERSUS SANTA CLARA COUNTY, HOW DOES THAT MEASURE OUT OR IS THAT NOT PART OF THE EQUATION? I DON'T HAVE THAT DATA FOR YOU RIGHT NOW.

I'M HAPPY TO BRING BACK THAT INFORMATION.

OKAY, IT WAS MORE JUST A CURIOUS OBSERVATION.

YEAH I DON'T HAVE THE EXACT NUMBERS AND I DON'T WANT TO JUST THROW A NUMBER OUT, SO I WILL BE HAPPY TO BRING THAT INFORMATION BACK.

THANK YOU, AND THEN LOOKING AT THE NEXT SLIDE 11 TO ME, IN TERMS OF THE SAME QUESTION THAT TRUSTEE BERTA ASKED THE FOSTER YOUTH, AND WHAT IS OUR AMOUNT OF PERCENTAGE OF FOSTER YOUTH VERSUS STATEWIDE AND HOW THAT FACTORS IN.

SO THOSE ARE KIND OF THE TWO THAT I WAS CURIOUS ABOUT, AND THEN I'M SORRY GO ON.

WE HAVE THAT INFORMATION FOR YOU.

JENNIFER CAN RESPOND TO THAT QUESTION.

JENNIFER. SO FOR FOSTER YOUTH, I DON'T HAVE THE EXACT NUMBERS, BUT I DID HAVE A CONVERSATION WITH JOANNE [INAUDIBLE] THIS MORNING THAT LEADS THE FOSTER AND HOMELESS YOUTH DEPARTMENT.

WE WERE TALKING ABOUT THIS ISSUE SPECIFICALLY, AND SHE SHARED THAT IN SANTA CLARA COUNTY, THERE ARE ROUGHLY TEN TIMES MORE CHILDREN IN THE CHILD WELFARE SYSTEM IN SANTA CLARA COUNTY THAN THE NATIONAL AVERAGE, AND THREE AND A HALF TIMES MORE THAN THE STATE AVERAGE.

OKAY, THANK YOU. THAT'S VERY HELPFUL, AND ON SLIDE 15.

THE REFERENCE TO DISTRICT TEAMS. NOW THAT MAKEUP IS THAT COUNTY OFFICE OF EDUCATION STAFF OR SCHOOL DISTRICT STAFF, IS THAT ONE AND THE SAME, OR IS IT ENCOMPASSING BOTH? AND FORGIVE MY NAIVETƉ ON THIS.

THIS IS A NEW ONE. SO DISTRICT TEAMS WOULD BE STAFF FROM DISTRICT.

SO IT COULD BE THEIR ATTENDANCE LIAISON.

IT COULD BE THE WHOEVER IS LEADING THE WORK.

SO OFTEN TEAMS WOULD BE THE TWO OR THREE PEOPLE.

SOMETIMES IT'S ONE, SOMETIMES IT COULD BE MORE, AND THEN FROM OUR END WE HAVE OUR TEAM THAT LEADS THAT COMMUNITY OF PRACTICE.

SO OUR TEAM IS SEPARATE FROM THE DISTRICT.

YES. YES.

THEY'RE NOT INTEGRATED. OKAY, THANK YOU.

SURE, AND JENNIFER CAN SHARE A LITTLE BIT MORE ABOUT THE COMMUNITIES OF PRACTICE.

SO EACH DISTRICT THAT'S PARTICIPATING IN THE COMMUNITY OF PRACTICE HAS A TEAM THAT INCLUDES SOCIAL WORKERS AND DIFFERENT DISTRICT LEVEL STAFF AS WELL, IF THEY HAVE SOCIAL WORKERS IN THEIR DISTRICT, AND THEN THE SANTA CLARA COUNTY OFFICE OF EDUCATION TEAM, EACH OF US COACH A DISTRICT OR TWO DIRECTLY, SO THEY RECEIVE COACHING SUPPORT IN BETWEEN THE SESSIONS OF THE COMMUNITY OF PRACTICE AS WELL.

THANK YOU AGAIN. VERY HELPFUL.

THANK YOU, TRUSTEE ROCHA.

ANY OTHER QUESTIONS, TRUSTEES? OKAY, ALL RIGHT, THANK YOU TO THE YOUTH HEALTH AND WELLNESS DEPARTMENT FOR THAT PRESENTATION.

DR. DEWAN, WOULD YOU PLEASE INTRODUCE THE NEXT INFORMATIONAL ITEM? YES, THANK YOU, AND I WOULD ALSO LIKE JUST TO CONGRATULATE THE TEAM.

EXCELLENT JOB TONIGHT, AND I APPRECIATE ALL THE WORK YOU DO EVERY DAY.

OUR NEXT ITEM THIS EVENING IS OUR CHARTER SCHOOLS UPDATE, AND FOR THIS ITEM, I'D LIKE TO INTRODUCE MEFULA FAIRLEY, OUR EXECUTIVE DIRECTOR

[B. Charter Schools Update]

[00:55:08]

OF CHARTER SCHOOLS, WHO WILL PRESENT THE CHARTER SCHOOLS UPDATE.

I DID WANT TO CLARIFY FOR THE BOARD THAT TONIGHT'S UPDATE WILL FOCUS ON ONE ITEM, WHICH IS THE DETAILED REPORT ON THE POTENTIAL CLOSURE OF SUMMIT DENALI.

EXECUTIVE DIRECTOR FAIRLEY, ALONG WITH MEMBERS OF HER TEAM WHO SHE WILL INTRODUCE, WILL PROVIDE A REPORT AND COUNSEL HARDEN FROM AALRR IS ALSO PRESENT. EXECUTIVE DIRECTOR FAIRLEY.

GOOD EVENING, PRESIDENT CHON TRUSTEES, DR.

DEWAN STAFF AND COMMUNITY.

I'M MEFULA FAIRLEY, EXECUTIVE DIRECTOR OF THE CHARTER SCHOOLS DEPARTMENT, AND I'M JOINED BY MY COLLEAGUE, CYNTHIA TAPIA, FINANCIAL ADMINISTRATOR AND MATT DOHERTY, PROGRAM ADMINISTRATOR, BOTH OF WHOM WORK WITH SUMMIT DENALI AS PART OF THEIR OVERSIGHT DUTIES.

WE ARE HERE THIS EVENING TO REPORT ON THE POTENTIAL CLOSURE OF SUMMIT DENALI.

THE PURPOSE OF THIS PRESENTATION IS TO UPDATE THE SANTA CLARA COUNTY BOARD OF EDUCATION ON THE REASONS SUMMIT HAS GIVEN FOR THE POTENTIAL CLOSURE OF DENALI.

MOVING FORWARD WHEN REFERRING TO THE SCHOOL, WE WILL USE THE TERM DENALI, AND WHEN REFERRING TO THE CENTRAL OFFICE OF SUMMIT, PUBLIC SCHOOLS WILL USE THE TERM SUMMIT.

NEXT SLIDE, PLEASE.

TO BEGIN, WE WANT TO PROVIDE A BIT OF BACKGROUND INFORMATION ABOUT DENALI.

DENALI WAS INITIALLY APPROVED FOR A FIVE YEAR TERM TERM IN DECEMBER 2012 BY THE SANTA CLARA COUNTY BOARD OF EDUCATION AS A COUNTYWIDE BENEFIT CHARTER FOR CHARTER SCHOOL FOR GRADES SIX THROUGH 12.

THE SCHOOL OPENED IN AUGUST OF 2013 WITH APPROXIMATELY 100 STUDENTS IN SIXTH GRADE AND GREW BY ONE GRADE LEVEL EACH YEAR UNTIL FINALLY ADDING GRADE 12 IN 2019-2020. IN DECEMBER OF 2017, DENALI CHARTER SCHOOL WAS RENEWED FOR AN ADDITIONAL FIVE YEARS, WITH THE TERM FROM JULY 2018 TO JUNE 2023.

DURING THE CHANGES DUE TO CHANGES IN THE LAW IN RESPONSE TO THE COVID-19 PANDEMIC.

DENALI, ALONG WITH MOST OTHER CHARTER SCHOOLS, RECEIVED A TWO YEAR EXTENSION OF ITS CHARTER TERM UNTIL JUNE 2025.

ON JANUARY 6TH, 2023, SUMMIT NOTIFIED THE SANTA CLARA COUNTY OFFICE OF EDUCATION CHARTER SCHOOL STAFF OF THE POTENTIAL VOLUNTARY CLOSURE OF DENALI AT THE END OF THE CURRENT 2022-23 SCHOOL YEAR DUE TO SERIOUS FINANCIAL CONCERNS.

SUMMIT REPORTED IT WOULD LIKELY BE COST PROHIBITIVE TO KEEP DENALI OPEN AFTER THIS YEAR, AS DENALI IS ANTICIPATED TO NEED A $4.5 MILLION INVESTMENT FOR NEXT YEAR ALONE, AND THE SUMMIT TEAM HAS BEEN UNABLE TO FIND A SUSTAINABLE WAY FORWARD, AND THIS IS WHAT LEADS US HERE TODAY.

NEXT SLIDE, PLEASE.

AFTER NOTIFYING SCCOE OF THE POTENTIAL CLOSURE SUMMIT AND DENALI HAVE TAKEN A NUMBER OF STEPS TO INFORM DENALI EDUCATIONAL PARTNERS OF THE POTENTIAL CLOSURE.

IN ADDITION TO THE INFORMATION ON THIS SLIDE, I ALSO WANT TO MENTION SOME ITS STAFF HAS EXPLAINED TO SCCCOE, THAT SUMMIT AND DENALI HAVE ALSO BEEN SENDING WEEKLY WRITTEN COMMUNICATIONS TO THEIR FAMILIES.

NEXT SLIDE. SOME FURTHER CONTEXT AROUND DENALI.

DENALI IS ONE SCHOOL LOCATED ON TWO SITES.

IT HAS A MIDDLE SCHOOL SITE WHICH SERVES GRADES SIX THROUGH EIGHT, AND THE HIGH SCHOOL SITE WHICH SERVES GRADES NINE THROUGH 12.

DENALI OVER THE YEARS HAS HAD CLEAN FINANCIAL AUDITS, CLEAN ANNUAL VISIT REPORTS AND GOOD MONTHLY FINANCIALS BASED ON CONTINUED SUPPORT FROM SUMMIT. DENALI RENEWAL MEMORANDUM OF UNDERSTANDING WITH SCCOE REQUIRES THE SCHOOL TO MAINTAIN A 4% RESERVE FOR ECONOMIC UNCERTAINTIES WHICH THE SCHOOL HAS MET EXCEPT FOR THE YEARS 2018-19, 2019-20, AND 2020-21, WHEN THE RESERVES WERE -3%, 0.25% AND 3% RESPECTIVELY.

THESE YEARS OF LOWER RESERVES WERE DRIVEN BY DENALI INVESTMENT IN THE FACILITIES FOR ITS HIGH SCHOOL.

NEXT SLIDE, PLEASE. IN 2012, THE SUMMIT PUBLIC SCHOOLS BOARD OF DIRECTORS ESTABLISHED A FUNDING RESOLUTION FOR SUMMIT SCHOOLS.

ESSENTIALLY, THE RESOLUTION HOLDS THAT IF THERE IS A FINANCIAL DEFICIT, SUMMIT'S HOME OFFICE WILL BACKFILL THE FUNDS TO KEEP THE SCHOOLS OPERATING.

THE RESOLUTION HAS BEEN IN PLACE AND UTILIZED SINCE THEN.

WHILE THE LAW DOES NOT REQUIRE SUMMIT TO PROVIDE THIS TYPE OF FUNDING SUPPORT TO ITS SCHOOLS, IT HAS BEEN PART OF SUMMIT OPERATING PROCEDURES SINCE APPROVAL OF DENALI.

AT THE TIME OF DENALI'S RENEWAL, THE SCCOE REQUIRES SUMMIT TO COMMIT, MAINTAIN AND COMPLY WITH THE 2012 FUNDING RESOLUTION AS PART OF OUR MEMORANDUM OF

[01:00:03]

UNDERSTANDING WITH SUMMIT AND DENALI.

HOWEVER, SUMMIT NOW POINTS TO DECLINING REVENUE, DECLINING CASH ON HAND AS THE REASONS THEY ARE NO LONGER ABLE TO PROVIDE GAP FUNDING FOR DENALI.

DENALI'S PROJECTIONS ARE THAT IT WILL REQUIRE A $4.5 MILLION INVESTMENT TO STAY OPEN FOR NEXT YEAR ALONE.

SUMMIT REPORTS THAT THE HOME OFFICE CASH RESERVES WILL LIKELY BE 5 TO $6 MILLION IN FISCAL YEAR 2023-24, AND SO THE HOME OFFICE WILL NOT BE ABLE TO MAKE THE INVESTMENT NEXT YEAR.

NEXT SLIDE, PLEASE.

HERE'S A BREAKDOWN AS REPORTED BY SUMMIT OF THE GRANT FUNDING PROVIDED TO DENALI EACH YEAR SINCE ITS INCEPTION.

THIS HAS EQUATED TO ROUGHLY $45 MILLION IN SUPPORT FROM THE HOME OFFICE OVER THE LAST TEN YEARS.

THE LARGEST GRANTS TO DENALI BY THE SUMMIT HOME OFFICE WERE FOR THE LAND PURCHASE AND FACILITIES CONSTRUCTION FOR DENALI HIGH SCHOOL.

NEXT SLIDE, PLEASE.

IT IS OUR UNDERSTANDING THAT SUMMIT BREAKS THEIR EXPLANATION OF DENALI'S POTENTIAL CLOSURE INTO TWO TYPES OF DEFICITS.

NON STRUCTURAL AND STRUCTURAL DEFICITS.

NON STRUCTURAL DEFICITS ARE ISSUES WITHIN THE SCHOOL'S CONTROL THAT ARE COMPRISED OF FACILITIES, COSTS AND DECLINING ENROLLMENT, WHICH CAN BE RESOLVED BY SUMMIT DIRECTLY. STRUCTURAL DEFICITS ARE RELATED TO STATE FUNDING STRUCTURES AND OUTSIDE OF DENALI CONTROL AND ARE COMPRISED OF INCREASED SPECIAL EDUCATION COSTS.

LOWER PERCENTAGES OF LOW INCOME STUDENTS, WHICH FACTORS INTO THEIR LOCAL CONTROL FUNDING FORMULA OR LCFF FUNDING.

LOWER FUNDING RATES FOR THE ELEMENTARY AND MIDDLE SCHOOL GRADES ENROLLED AT DENALI, AND FINALLY, DENALI IS NO LONGER QUALIFYING FOR SB 740 FUNDING. ACCORDING TO SUMMIT, EVEN IF DENALI'S $1.6 MILLION IN NON STRUCTURAL DEFICITS CAN BE RESOLVED, THESE STRUCTURAL FUNDING ISSUES WOULD STILL LEAVE AN ANNUAL $2.4 MILLION DEFICIT TO ADDRESS.

NEXT SLIDE, PLEASE. THE FIRST NONSTRUCTURAL ISSUE EXPLAINED BY DENALI IS ENROLLMENT.

FOR 23-24, DENALI PROJECTS A $1.4 MILLION LCFF FUNDING GAP BETWEEN THE TARGET ENROLLMENT OF 745 STUDENTS AND THE PROJECTED ENROLLMENT OF 632 STUDENTS.

DENALI REPORTED A 13% DECREASE IN ENROLLMENT IN THE FISCAL YEAR 2022-23 FIRST INTERIM REPORT.

HOWEVER, SUMMIT HAS EXPLAINED THAT EVEN IF THE TARGET ENROLLMENT IS MET, A STRUCTURAL DEFICIT STILL EXISTS.

NEXT SLIDE, PLEASE. THE SECOND NONSTRUCTURAL ISSUE IDENTIFIED BY SUMMIT IS FACILITIES.

DENALI HAS FACED NUMEROUS FACILITIES CHALLENGES FROM THE BEGINNING.

OVER THE LAST TEN YEARS, DENALI HAS BEEN IN MULTIPLE SITES AND HAS INCURRED MULTIPLE SITE COSTS.

TO ACCOMMODATE ITS ANNUAL GROWTH OF ONE GRADE PER LEVEL OR ONE GRADE LEVEL PER YEAR, AS WELL AS INCREASES IN ENROLLMENT.

SUMMIT PUBLIC SCHOOLS HAS MADE SEVERAL INVESTMENTS IN FACILITIES, INCLUDING ISSUING BONDS TO FUND THE FACILITY, ACQUISITION AND DEVELOPMENT OF THE SUMMIT DENALI HIGH SCHOOL CAMPUS, AND SECURING AN APPROXIMATELY 19 YEAR LEASE FOR THE SUMMIT DENALI MIDDLE SCHOOL CAMPUS.

SUMMIT REPORTS THAT DENALI IS BUILDING OPERATIONS EXPENSES ARE 12% OF DENALI'S OVERALL BUDGET.

SUMMIT PROJECTS THAT DENALI'S TWO FACILITIES ON AVERAGE COST $200,000 MORE ANNUALLY THAN THEIR OTHER SITES TO OPERATE.

ALTHOUGH SUMMIT HAS EXPLAINED THAT CONSOLIDATING FACILITIES WOULD GENERATE AN APPROXIMATE $450,000 IN SAVINGS IN THE BUDGET, THE STRUCTURAL DEFICITS STILL EXIST. NEXT SLIDE, PLEASE.

WE WILL NOW LOOK AT THESE STRUCTURAL ISSUES DENALI HAS REPORTED, THE FIRST OF WHICH IS UNDERFUNDED STUDENT SERVICES.

RECALL THAT STRUCTURAL ISSUES EQUATE TO SYSTEMIC ISSUES.

SUMMIT HAS INDICATED SPECIAL EDUCATION.

ADDITIONAL COSTS, INCLUDING DUE PROCESS AND NONPUBLIC SCHOOL PLACEMENTS, WERE A MAJOR CONTRIBUTING FACTOR AND THAT THE FINANCIAL IMPACT IS AT LEAST $735,000 PER YEAR.

SUMMIT REPORTS THE PERCENTAGE OF STUDENTS RECEIVING SPECIAL EDUCATION SERVICES AT DENALI IS HIGHER THAN AT OTHER SUMMIT SCHOOLS AND TRENDING UPWARD, AND DENALI REPORTS IN ITS 2022-23 FIRST INTERIM REPORT A 70% COST INCREASE IN SPECIAL EDUCATION CONTRACTORS WHO PROVIDE SPECIAL EDUCATION SERVICES. NEXT SLIDE, PLEASE.

ADDITIONALLY, SUMMIT IDENTIFIES THE FUNDING MODEL FOR THE GRADE LEVEL BANDS.

DENALI SERVES AS A STRUCTURAL ISSUE.

CALIFORNIA FUNDS ELEMENTARY AND MIDDLE SCHOOL STUDENTS AT A LOWER RATE THAN HIGH SCHOOL STUDENTS.

[01:05:06]

SUMMIT STATES DENALI'S HIGH SCHOOL GRADES ARE HAVING TO OFFSET THREE FULL GRADES OF MIDDLE SCHOOL WITH LOWER FUNDING, GIVEN THAT THEIR MIDDLE SCHOOL BEGINS AT GRADE SIX.

SUMMIT REPORTS ITS OTHER MIDDLE AND HIGH SCHOOL COMBINATIONS ONLY HAVE TWO MIDDLE SCHOOL GRADES, MAKING THE OFFSET LESS SEVERE.

ACCORDING TO SUMMIT, THE IMPACT ON DENALI IS APPROXIMATELY $170,000 PER YEAR.

NEXT SLIDE, PLEASE. AN ADDITIONAL STRUCTURAL ISSUE IDENTIFIED BY DENALI IS A DECREASE IN ELIGIBILITY FOR THE FREE AND REDUCED PRICE MEAL PROGRAM, WHICH DIRECTLY IMPACTS THEIR PUBLIC FUNDING.

SUMMIT REPORTS THAT DUE TO DENALI'S STUDENT DEMOGRAPHICS, ON AVERAGE, DENALI RECEIVES LESS FUNDING PER AVERAGE DAILY ATTENDANCE OR ADA IN COMPARISON TO OTHER SUMMIT MIDDLE SCHOOLS AND HIGH SCHOOLS.

AS REFLECTED ON THE SLIDE, DENALI PROJECTS $1,668 LESS FUNDING PER ADA RELATIVE TO THE AVERAGE FUNDING FOR SUMMIT, CALIFORNIA'S MIDDLE SCHOOLS, AS WELL AS $1,031 LESS FUNDING PER ADA RELATIVE TO THE AVERAGE FUNDING FOR SUMMIT CALIFORNIA HIGH SCHOOLS.

SUMMIT STATES THAT BECAUSE OF CHANGING LOCAL DEMOGRAPHICS, DENALI PROJECTS APPROXIMATELY $734,000 FINANCIAL IMPACT PER YEAR.

CURRENTLY WE ARE AWAITING SUMMIT MULTI YEAR PROJECTION THAT WILL SUPPORT THE IDENTIFICATION OF THIS STRUCTURAL ISSUE AS A FACTOR.

NEXT SLIDE, PLEASE.

THE LAST STRUCTURAL ISSUE IDENTIFIED BY DENALI IS AN INELIGIBILITY FOR SB 740 FUNDING TO BE ELIGIBLE FOR CHARTER SCHOOLS FACILITY GRANT PROGRAM, COMMONLY REFERRED TO AS SB 740, THE LOCAL PUBLIC ELEMENTARY SCHOOL MUST HAVE AT LEAST 55% OF ITS STUDENTS WHO MEET ELIGIBILITY FOR THE FREE AND REDUCED PRICE MEAL PROGRAM.

DUE TO DEMOGRAPHIC CHANGES, NEITHER THE LOCAL PUBLIC ELEMENTARY SCHOOL NOR DENALI QUALIFY FOR THIS FUNDING, AND AS A RESULT, THEY PROJECT AT LEAST A $730,000 LOSS OF FUNDING EACH YEAR.

NEXT SLIDE, PLEASE.

SO MATT AND CYNTHIA HAVE SUMMARIZED THE REASON SUMMIT REPORTS FOR THE POTENTIAL CLOSURE OF DENALI.

SUMMIT'S BOARD IS IN THE PROCESS OF DETERMINING WHETHER TO VOLUNTARILY CLOSE DENALI, AND WHILE THE SUMMIT BOARD HAS NOT TAKEN TAKEN FORMAL ACTION, GIVEN THE STRUCTURAL AND NON STRUCTURAL ISSUES, SUMMIT IS BEING PROACTIVE IN NOTIFYING EDUCATIONAL PARTNERS OF ITS POSSIBLE CLOSURE AT THE END OF THE SCHOOL YEAR.

SUMMIT HAS STATED, AND THE SCCOE CONCURS, THAT BARRING ANY UNFORESEEN CIRCUMSTANCES, DENALI HAS SUFFICIENT FUNDS TO OPERATE THROUGH JUNE 30, 2023. THIS BRINGS US TO OUR ROLE AS THE AUTHORIZER.

ALL PUBLIC FUNDING FOR DENALI IS DETERMINED, CONTROLLED AND PROVIDED BY THE STATE OF CALIFORNIA THROUGH THE LOCAL CONTROL FUNDING FORMULA AND THE FACILITIES GRANT FUNDING PROGRAM. SCCOE IS NEITHER INVOLVED IN THE DAY TO DAY OPERATIONS OF DENALI NOR RESPONSIBLE FOR ITS FISCAL OBLIGATIONS OR DECISIONS.

THUS, THE COUNTY BOARD OF EDUCATION AND THE COUNTY SUPERINTENDENT AND HER STAFF CANNOT STEP IN AND MAKE DECISIONS FOR DENALI OR FOR SUMMIT TO KEEP THE SCHOOL OPEN. SO WHAT CAN THE SANTA CLARA COUNTY BOARD OF EDUCATION AND THE COUNTY SUPERINTENDENT OF SCHOOLS DO? WE CAN CONTINUE TO CARRY OUT OUR OVERSIGHT FUNCTIONS AND PROVIDE TECHNICAL ASSISTANCE AND SUPPORT TO SUMMIT AND DENALI.

THROUGHOUT THIS PROCESS, WE CAN MONITOR THE PROCESS SUMMIT AND DENALI USED TO HELP STUDENTS FIND A SCHOOL FOR NEXT YEAR.

WE CAN ASSIST THE COMMUNITY IN ADDRESSING THEIR CONCERNS TO THE RIGHT ENTITIES AND SHOULD SUMMIT DENALI CLOSE, WE WILL ENSURE THE COMPLIANCE AND LEGAL PROCEDURES THAT WE WILL ENSURE ALL THE COMPLIANCE AND LEGAL PROCEDURES ARE FOLLOWED AND FINANCIAL AUDITS ARE COMPLETED.

NEXT SLIDE. THIS CONCLUDES OUR REPORT AND WE WILL ENTERTAIN YOUR QUESTIONS.

MADAM PRESIDENT CHON, IF I MIGHT, I'LL KEEP TRACK OF THE RAISED CARDS, AND WE DO HAVE PUBLIC COMMENTS FOR THIS ITEM.

THANK YOU. TRUSTEES, I'M GOING TO GO AHEAD AND MOVE TO PUBLIC COMMENT FIRST AND THEN, BUT PLEASE RAISE YOUR CARDS IF YOU HAVE QUESTIONS AND WE'LL MOVE TO THAT AFTERWARDS.

MODERATOR, DO WE HAVE ANY PUBLIC COMMENT? YES, WE HAVE 13 SPEAKERS FOR PUBLIC COMMENT.

OKAY, THANK YOU. YOU MAY BEGIN.

AS YOU HEAR YOUR NAME, PLEASE LINE UP IN THE BACK AREA.

THE FIRST FIVE SPEAKERS FOR PUBLIC COMMENT ARE JEAN [INAUDIBLE], AND I APOLOGIZE FOR MISPRONOUNCING.

HER LAST NAME IS OLIVER.

LEILA ROJAS.

CORINNE [INAUDIBLE].

[01:10:03]

ANNA LANSKY.

THOSE ARE OUR FIVE SPEAKERS.

OUR FIRST SPEAKER.

PRESIDENT CHON, IF I MIGHT, IF THERE ARE SPEAKERS ON THIS ITEM, IF THEY COMPLETE THEIR CARDS BEFORE, IF YOU WANT TO ALLOW THEM TO COMPLETE THEIR CARDS ON THIS ITEM, THERE ARE NO PUBLIC COMMENTS FOR GENERAL COMMENTS.

THAT AGENDA ITEM IS PASSED, BUT YOU COULD TAKE A MOMENT TO ALLOW PEOPLE WHO WISH TO SPEAK ON JUST THIS ITEM TO COMPLETE THEIR COMMENT CARD. YEAH, IF THERE ARE MORE SPEAKERS FOR THIS ITEM OUR TIME FOR PUBLIC COMMENT FOR GENERAL HAS HAS PASSED ALREADY, BUT IF YOU WOULD LIKE TO FILL OUT A PUBLIC COMMENT CARD FOR THIS ITEM, WE CAN CONTINUE TO DO SO WHILE THE FIRST FIVE COMMENTERS ARE SPEAKING AND THEN WE CAN CLOSE IT AFTER THAT.

WILL THAT WORK FOR OUR STAFF IN THE BACK? OKAY, THANK YOU. OUR FIRST SPEAKER IS JEAN [INAUDIBLE].

YOU MAY BEGIN.

THANK YOU. I'M THE PARENT OF A SEVENTH GRADER AT SUMMIT DENALI AND A RESIDENT OF SUNNYVALE SINCE 1999.

WHEN I LEARNED DENALI WAS LIKELY TO CLOSE JUST THREE WEEKS AGO, I WAS DEVASTATED.

AS I'VE SEARCHED FOR A COMPARABLE OPTION FOR MY CHILD FOR EIGHTH GRADE, AND AS I'VE SPOKEN TO MANY DENALI PARENTS, THREE THINGS HAVE BECOME VERY CLEAR TO ME.

FIRST, THE SUMMIT MODEL OF MENTORING, SELF-DIRECTED LEARNING AND PROJECT BASED LEARNING WORKS AND IT WORKS ESPECIALLY WELL FOR STUDENTS WHO THE TRADITIONAL SCHOOL MODEL OF LISTEN, STUDY, TEST AND MOVE ON DOES NOT WORK.

THIS INCLUDES STUDENTS WHO LEARN DIFFERENTLY FROM THE NORM.

IN FACT, ONE ASPECT OF DENALI IS FINANCIAL TROUBLES IS BECAUSE THERE HAS BEEN A RAPID INCREASE OF STUDENTS WITH IEPS JOINING DENALI TO THRIVE AFTER POOR OUTCOMES AT PUBLIC AND PRIVATE SCHOOLS. SUMMIT MUST ACCOMMODATE THESE STUDENTS' SPECIAL NEEDS WITHOUT ANY ADDITIONAL PUBLIC FUNDING WHILE REDUCING THIS BURDEN FROM THE LOCAL DISTRICTS.

THE SUMMIT MODEL WORKS BECAUSE STUDENTS CAN WORK AT THEIR OWN PACE, LEARNING USING A LEARNING STYLE THAT WORKS FOR THEM, AND THE STUDENTS ARE HELD ACCOUNTABLE FOR EVERY GRADE THEY EARN. SOME STUDENTS WORK FAR AHEAD IN THEIR FAVORITE SUBJECTS WHILE TAKING EXTRA TIME TO MASTER CONTENT IN THEIR WEAKER SUBJECTS.

THEY CAN'T MOVE ON UNTIL THEY'VE MASTERED THE CONTENT WITH AT LEAST 80% CORRECT.

SECOND, THE SUMMIT MODEL ALSO WORKS WELL FOR OUR UNDERSERVED COMMUNITY, WHERE ACHIEVING READINESS FOR A FOUR YEAR COLLEGE IS NEARLY IMPOSSIBLE TO REACH IN SCHOOLS WHICH RELY ON MANY HOURS OF HOMEWORK EACH DAY.

AT SUMMIT, MANY STUDENTS ARE ABLE TO COMPLETE THEIR WORK AT SCHOOL AND CAN MEET FAMILY OBLIGATIONS AFTER SCHOOL, WHEREAS AT THE TRADITIONAL SCHOOL MODEL, THEY HAVE TO CHOOSE BETWEEN MEETING A FAMILY COMMITMENT, COMPLETING HOMEWORK OR SLEEP.

IF YOU'RE THINKING THAT LESS HOMEWORK MEANS LESS LEARNING, YOU HAVE NOT SPOKEN WITH A DENALI STUDENT.

I'M AMAZED AT HOW DENALI STUDENTS ARE ABLE TO DISCUSS WHAT THEY HAVE LEARNED IN GREAT DETAIL AND APPLY IT TO THEIR LIVES TODAY.

FINALLY, WE NEED MORE SCHOOLS PRACTICING THE SUMMIT MODEL AND CLOSING EVEN ONE IS A TRAGEDY.

EVERY COMMUNITY IN AMERICA NEEDS A SCHOOL TO OFFER THE SUMMIT MODEL WITH NO MIDDLE SCHOOL OPTIONS AND TRANSFER TO ANOTHER SUMMIT HIGH SCHOOL REQUIRING AN EXTRA 2 TO 3 HOURS PER DAY FOR PARENTS TO DRIVE.

WE HAVE NO REALISTIC OPTIONS FOR THE MAJORITY OF OUR STUDENTS.

I DO NOT DOUBT THAT IT COSTS MORE TO RUN DENALI THAN THE STATE FUNDING WE RECEIVE.

YOU MAY BEGIN. THANK YOU.

TRUSTEES, THANK YOU FOR THIS OPPORTUNITY TO SPEAK.

I KNOW THAT A LOT OF PEOPLE ON THIS BOARD ARE NOT IN SUPPORTIVE OF CHARTER SCHOOLS IN GENERAL.

I TOOK THIS DECISION I DID A LOT OF RESEARCH BEFORE DECIDING TO JOIN A CHARTER SCHOOL, AND I WAS VERY IMPRESSED WITH NOT ONLY THE SUMMIT LEARNING MODEL, AS JEAN SPOKE ABOUT, BUT THE WAY WE SERVE STUDENTS OF COLOR, AND WE HAVE A THIRD HISPANIC STUDENTS, A THIRD ON IEPS. WE HAVE A THIRD ON THE FREE AND REDUCED LUNCH PROGRAM.

IT IS TRULY A UNIQUE, DIVERSE SCHOOL, ONE OF A KIND IN NORTH SUNNYVALE.

MY SON BIKES TO SCHOOL EVERY DAY.

HE'S HAPPY, HEALTHY, GETS STRAIGHT A'S ON THE VARSITY BASKETBALL TEAM.

IT'S JUST THE COMMUNITY THAT HE LOVES AND EMBRACES, AND IT'S JUST DEVASTATING NEWS FOR ALL OF US.

HE'S BEEN CRYING EVERY NIGHT FOR TWO WEEKS SINCE WE LEARNED ABOUT THE NEWS ON JANUARY 11TH , AND IT WAS THE VERY FIRST TIME THAT A LOT OF US PARENTS HAD ANY KNOWLEDGE OF FINANCIAL TROUBLES AS A CHARTER SCHOOL DIVING DEEP INTO THEIR FINANCIALS.

AS PUBLIC RECORD, WE NOTICED A LOT OF INCONSISTENCIES IN WHAT THE SUMMIT SCHOOLS BOARD OF DIRECTORS CLAIMS AND WHAT WE SEE IN BLACK AND WHITE WITH CLEAN AUDITS AND NET POSITIVE OVER 700,000 LAST YEAR'S BUDGET.

WE JUST DON'T UNDERSTAND THEIR QUICK CONCLUSION THAT IT IS NOT VIABLE.

YES, THE MODEL COULD BE IMPROVED FOR THEM TO OUTREACH WITH PHILANTHROPY AND GETTING GRANTS.

[01:15:01]

WE HAVE TEAMS OF PARENTS WILLING TO WRITE GRANTS, BUT WE WERE NOT NOTIFIED OF ANY TROUBLES THAT WE COULD SUPPORT OUR BELOVED SCHOOL AS AN UMBRELLA ORGANIZATION.

THEY PROMISE TO SUPPORT ALL OF THEIR SUMMIT SCHOOLS, AND WE FEEL VERY ABANDONED WITH THIS LACK OF TRANSPARENCY AND FISCAL IRRESPONSIBILITY.

OUR NEXT SPEAKER IS DELILAH ROJAS.

YOU MAY BEGIN. GOOD EVENING.

MY NAME IS DELILAH ROJAS, AND I AM A PARENT OF A SUMMIT NINTH GRADER.

SUMMIT IS A PUBLIC SCHOOL THAT HAS PLEDGED TO SUPPORT A DIVERSE STUDENT POPULATION BY PREPARING THEM FOR COLLEGE AND FOSTERING THEIR DEVELOPMENT INTO THOUGHTFUL, CONTRIBUTING MEMBERS OF SOCIETY.

MY SON JOINED DENALI IN 2016.

THIS LEARNING STYLE RESONATED WITH HIM AND INSPIRED HIM TO FULFILL THE SUMMIT PROMISE.

AS PART OF DENALI'S FIRST GRADUATING CLASS, HE RECEIVED MULTIPLE COLLEGE ACCEPTANCES.

THIS SUCCESS DIDN'T COME WITHOUT SIGNIFICANT SACRIFICES FROM OUR FAMILY, AS WELL AS MULTIPLE OTHER FOUNDING FAMILIES.

WE DEDICATED COUNTLESS HOURS AND ENERGY TO BRING THIS SCHOOL INTO EXISTENCE.

WE DID SO BECAUSE WE TOO BELIEVED IN THE SUMMIT MISSION THAT ALL STUDENTS, REGARDLESS OF THEIR RACE OR ECONOMIC STANDING, SHOULD HAVE ACCESS TO A PUBLIC SCHOOL THAT SUPPORTS THEIR INDIVIDUAL LEARNING STYLE.

I REMEMBER THIS BOARD ASKING WHAT MADE DENALI DIFFERENT THAN OTHER CHARTER SCHOOLS? DENALI RESPONDED THAT THEY HAD THE FINANCIAL BACKING OF THE SUMMIT HOME OFFICE AND UNDER THEIR UMBRELLA WE COULD WEATHER ANY STORM.

EDUCATION IS THE GREAT EQUALIZER THAT OPENS THE DOOR, IN PARTICULAR FOR THOSE OF GREATEST NEED.

DENALI IS THE ONLY PUBLIC SCHOOL IN NORTHERN SUNNYVALE.

IT IS STRATEGICALLY LOCATED BETWEEN THE TAHOMA AND REDWOOD CITY CAMPUSES.

TO COMMUTE TO EITHER OF THESE TWO SCHOOLS TAKES ONE AND A HALF TO TWO HOURS EVERY DAY EACH WAY.

IF SUMMIT CLOSES, PARENTS ARE REQUESTING THAT DENALI PROVIDE TRANSPORTATION TO THE OTHER SUMMIT SCHOOLS.

WE ARE A GROUP OF PASSIONATE PARENTS WHO HAVE VOLUNTEERED TO WORK WITH THE SUMMIT BOARD TO KEEP DENALI OPEN.

WE ARE HOPEFUL THAT DENALI WILL DELAY CLOSING FOR ONE YEAR TO GIVE US TIME TO COLLABORATE WITH THEM TO FIND SOLUTIONS.

IF DENALI DOES CLOSE, WOULD YOU CONSIDER MAKING THIS A COUNTY SCHOOL SINCE IT MEETS THE NEEDS OF SO MANY STUDENTS WHO HAVE NOT BEEN ABLE TO FIND ADEQUATE PLACEMENT IN OTHER PUBLIC SCHOOLS? THANK YOU. OUR NEXT SPEAKER IS [INAUDIBLE].

HI, I'M A PARENT OF A SEVENTH GRADER AT SUMMIT DENALI AND ALSO A RESIDENT OF SUNNYVALE FOR MORE THAN 12 YEARS NOW.

YEAH, SO AS MANY PARENTS MENTIONED, LIKE DENALI HAS BEEN A GREAT SCHOOL.

[INAUDIBLE] WE HAVE BEEN THROUGH SEVERAL SCHOOLS AND MY DAUGHTER IS HAPPY AND SUCCESSFUL AT DENALI.

IT HAS A GREAT COMMUNITY OF STUDENTS, TEACHERS LIKE THE PARENTS WE SEE HERE AND THE STAFF.

SO IT HAS BEEN A GREAT, DIVERSE COMMUNITY IN AN AREA OF SUNNYVALE, WHICH I BELIEVE IS UNDERSERVED.

LIKE, FOR EXAMPLE, THERE'S ONLY ONE HIGH SCHOOL IN SUNNYVALE IN SOUTH SUNNYVALE.

THE AREA OF NORTH SUNNYVALE DOESN'T HAVE ANY HIGH SCHOOLS, ANY PUBLIC HIGH SCHOOLS.

SO SOME KIDS HAVE TO TRAVEL MORE THAN 20 MINUTES TO GET TO SCHOOL.

SO, I MEAN, SINCE THE SUDDEN ANNOUNCEMENT BY THE BY THE BOARD, WHICH ABOUT THE POTENTIAL CLOSURE, A GROUP OF PARENTS HAVE BEEN WORKING HARD TO IDENTIFY SOLUTIONS, AND WE BELIEVE THERE IS A CHANCE IF WE ALL WORK TOGETHER, THERE IS A CHANCE THAT WE SHOULD BE ABLE TO FIND A WAY TO OVERCOME THIS FISCAL ISSUES.

WE HAVE COMMUNICATED WITH THE SUMMIT BOARD, AND WE BELIEVE IF THEY LET US HELP THEM INSTEAD OF LIKE WE DIDN'T KNOW ABOUT THIS ISSUE, FOR EXAMPLE, BEFORE THE JANUARY MEETING.

SO AT THE BEGINNING OF THE YEAR WHEN WE JOINED, NO ONE MENTIONED ABOUT THESE ISSUES.

SO CURRENTLY WE HAVE A MUCH BETTER IDEA AND WE HAVE PRESENTED MANY DOCUMENTS AND MANY IDEAS AND WE BELIEVE WE SHOULD BE ABLE TO FIND WAYS TO KEEP THE SCHOOL OPEN, AND WE HOPE THAT THE BOARD HERE ALSO HELP US REACH TO THE SUMMIT BOARD.

THANK YOU VERY MUCH.

OUR NEXT SPEAKER IS ANNA LANSKY.

HI, MY SON JOINED DENALI THIS YEAR IN SEVENTH GRADE.

HE'S BEEN THROUGH FIVE SCHOOL PREVIOUSLY AND FAILED IN EVERY ONE OF THEM, AND HE WAS SUCCESSFUL IN DENALI.

HE AND I ARE DEVASTATED WITH THE LOSS OF THIS SCHOOL.

WE ARE ASKING THIS BOARD TO HELP US DRIVE THE TRANSPARENCY INTO THE REASONS BEHIND CLOSING THE SCHOOL.

EVER SINCE THIS NEWS WAS ANNOUNCED TO PARENTS THREE WEEKS AGO, WE WERE TRYING TO HELP.

WE DON'T KNOW WHETHER TO REACH OUT TO LEGISLATORS TO ASK MORE FUNDING TO REACH TO DONORS.

SO WE'VE BEEN POURING ALL OVER FINANCIALS AND WE CANNOT TIE THE DOTS TOGETHER.

[01:20:05]

THE 4.5 MILLION THAT WAS JUST MENTIONED DOES NOT APPEAR ANYWHERE IN THE PUBLICLY AVAILABLE BOARD DOCUMENTS AS WELL AS FINANCIAL STATEMENTS. ALL OF THEM ARE CLAIMING THAT FINANCIAL SITUATION HAS BEEN STABLE AND DENALI IS SHOWN AS A SURPLUS OF THE BUDGET.

THE SCHOOL MENTIONED THAT THERE ARE ONLY FIVE OR SIX MILLION RESERVES LEFT FOR THE NEXT YEAR.

THE SUMMIT SUMMIT MANAGEMENT MENTIONED THAT.

SO THEY CANNOT HELP DENALI TO STAY OPEN EVEN FOR ONE YEAR.

WE HAVE SEEN 40 MILLION IN CASH ON SUMMIT BALANCE SHEET.

SO WE CAN'T HELP BUT WONDER LIKE WHY? WHAT ARE THE VENUES THAT THIS MONEY IS GOING TO BE USED OTHER THAN SAVING DENALI? WE ARE ALSO SEEING SOME DONOR DONATIONS ABOVE THE BUDGET, AND WE CAN'T HELP BUT ASK, ARE THEY BEING USED TO OFFSET THE STRUCTURAL DEBT WE ARE TALKING ABOUT? SO WE HAVE BEEN ASKING SUMMIT MANAGEMENT TO JUST HELP US UNDERSTAND THESE ITEMS AND HELP US ANSWER THEM SO THAT WE AS PARENTS CAN HELP TO RAISE THE ADDITIONAL MONEY FOR THEM, AND WE HAVEN'T BEEN ABLE TO DO THAT.

SO SOME OF OUR PARENTS ARE CONSIDERING TACOMA, AND THAT IS SHOWN AS NEGATIVE ON THE ON THE INCOME STATEMENT.

SO OUR PARENTS, BEFORE SENDING KIDS THERE, WANTS TO KNOW IF THAT IS GOING TO BE FINANCIALLY SUSTAINABLE.

OUR NEXT GROUP OF FIVE SPEAKERS ARE NANCY [INAUDIBLE], STEVE GONZALEZ.

POONAM [INAUDIBLE] EDUARDO [INAUDIBLE] AND CAREN [INAUDIBLE].

PLEASE COME TO THE BACK AND LINE UP.

THE FIRST SPEAKER IS NANCY.

PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR PUBLIC COMMENT.

YES, MY NAME IS NANCY [INAUDIBLE], AND I'M A PARENT OF A 10TH GRADER AT SUMMIT DENALI.

WE'RE A GROUP OF PARENTS FOR 6 TO 12 GRADE STUDENTS AT SUMMIT DENALI, WHO ARE VERY PASSIONATE AND IN LOVE WITH DENALI AND WILL FIGHT THIS CLOSURE UNTIL THE END.

WE FEEL BETRAYED.

WE HAVE SUPPORTED THE MANY LATE NIGHT MEETINGS AT THE COUNTY AND THE CITY SUPPORTING DENALI WHO PROMISED TO CREATE AND SUSTAIN THIS AMAZING SCHOOL TO WELCOME, TEACH AND SUPPORT EVERY CHILD.

WE FEEL BETRAYED BY LACK OF COUNTY OVERSIGHT AND FORECASTING.

WE FEEL HURT AND BETRAYED AND LIED TO BY SUMMIT.

WE ASK SUMMIT TO GIVE US JUST A LITTLE BIT OF GRACE AND RESPECT OUR REPEATED REQUESTS TO COMMUNICATE AND SAVE DENALI.

AS WE HAVE GIVEN YOU SUMMIT A TON OF GRACE AND SUPPORT, WE ASK YOU THE COUNTY TO BRIDGE THE FINANCIAL GAP FOR AT LEAST A YEAR SO WE CAN ALL WORK TOGETHER TO FUNDRAISE AND KEEP THE SCHOOL.

WE ARE AWAITING ANOTHER [INAUDIBLE] TO COME AND SAVE DENALI AND KEEP THE SCHOOL OPEN.

THANK YOU VERY MUCH. OUR NEXT SPEAKER IS STEVE GONZALEZ.

YOU MAY BEGIN. MY NAME IS STEVE GONZALEZ.

THANK YOU FOR ALLOWING ME TO TALK.

I NOTICE IN THE PRESENTATION OF THE OVERSIGHT TEAM HERE, THERE WAS NO MENTION OF MONIES THAT WERE GIVEN OVER THE LAST 8 TO 10 YEARS. I WOULD EXPECT TO SEE THAT AND UNDERSTAND HOW EVERYTHING TIPPED SO FAR INTO THE RED, INTO THE NEGATIVE IN THIS YEAR.

AS THE PARENT ORGANIZATION, WE WILL FOLLOW UP WITH THIS AND WE WILL EXPECT THAT TO BE ON FUTURE AGENDA ITEMS HERE, AND I'M GOING TO WORK BEHIND THE SCENES TO UNDERSTAND WHAT THE PROCESS IS.

I KNOW YOU'RE NOT GOING TO ANSWER ANY QUESTIONS TONIGHT.

I'VE BEEN IN THESE BOARD MEETINGS BEFORE.

YOU KNOW WHO OPENS A SCHOOL SPENDS $35 MILLION ONLY TO CLOSE IT 18 MONTHS LATER.

IT IS INEXPLICABLE.

IT'S AN EMBARRASSMENT, QUITE FRANKLY.

OUR TAX DOLLARS WERE PUT INTO THAT SCHOOL.

OUR TAX DOLLARS PAID FOR THAT CAPITAL INVESTMENT, THE AMORTIZATION OF IT.

THAT NEEDS TO BE EXPLAINED.

NONE OF THAT WAS EXPLAINED TONIGHT.

[01:25:02]

MANY PARENTS HAVE ALREADY SAID THE SUMMIT BOARD REFUSES TO ENGAGE WITH THE PARENTS IN A MEANINGFUL WAY.

THERE ARE NO PARENTS ON THE BOARD.

THERE'S NO REPRESENTATION WHATSOEVER IN THE BOARD.

THE BOARD IS AUTHORIZED FOR 15 PEOPLE.

THERE ARE SEVEN BOARD MEMBERS ON IT.

HAS ANYBODY FLAGGED THAT AS AN ISSUE? I THINK THAT'S SOMETHING THAT THIS THAT THIS GROUP NEEDS TO LOOK INTO, AND WE'VE ALSO DISCOVERED THAT IT SOUNDS LIKE THEY'RE NOT ACTING IN GOOD FAITH WITH THE TEACHERS AS WELL.

I BELIEVE THE TEACHERS UNION IS PREPARING TO RESPOND TO THAT, BUT THAT'S SOMETHING THAT YOU NEED TO LOOK INTO, AND THEN LASTLY, OUR STUDENTS NEED HAVE LESS NEEDS AT THIS SCHOOL.

OUR NEXT SPEAKER IS POONAM.

PLEASE BEGIN YOUR PUBLIC COMMENT.

HI, MY NAME IS POONAM [INAUDIBLE].

I'M GOING TO START WITH A COUPLE OF STUDENT LETTERS.

MY NAME IS [INAUDIBLE].

I'M IN THE SIXTH GRADE AT SUMMIT DENALI MIDDLE SCHOOL.

I JUST STARTED THIS YEAR AND I REALLY LOVE THIS SCHOOL AND WOULD HATE FOR IT TO SHUT DOWN, ESPECIALLY BECAUSE OF ALL THE KIND AMAZING TEACHERS AND STUDENTS.

SUMMER DENALI IS AN INCREDIBLE SCHOOL, NOT ONLY BECAUSE OF THE COMMUNITY, BUT ALSO THE WAY THE SCHOOL WORKS.

THE SCHOOL IS VERY INCLUSIVE AND FRIENDLY.

THEY HAVE SUPPORT FOR KIDS WITH LEARNING DISABILITIES.

ALSO, DENALI HAS EXPEDITIONS, WHICH EVERYONE LOOKS FORWARD TO.

I DON'T KNOW ANY OTHER SCHOOL THAT OPERATES LIKE SUMMIT DOES.

THE STUDENTS, THE TEACHERS HAVE AMAZING FRIENDSHIPS.

THE TEACHERS MAKE IT SO THAT THE STUDENTS ACTUALLY WANT TO GO TO SCHOOL AND LIKE GOING TO SCHOOL.

IN DENALI, WE PLAY GAMES AND HAVE FUN ALONG WITH SCHOOLWORK.

ALL IN ALL, SUMMIT DENALI IS A GREAT SCHOOL AND SHOULDN'T BE SHUT DOWN.

MY NAME IS [INAUDIBLE] AND THIS IS MY FOURTH YEAR AT SUMMIT DENALI.

I REALLY LOVE THIS SCHOOL AND I FEEL LIKE IT HELPS ME STAY PREPARED FOR ALL THE TESTS AND FURTHERS MY EDUCATION AT A FASTER PACE.

I REALLY LIKE EXPEDITIONS BECAUSE IT HELPS ME FURTHER MY INTEREST AND HELPS ME CHOOSE MY COLLEGE MAJOR IN A FEW YEARS.

SUMMIT DENALI HAS REALLY HELPED ME GROW WITH MY FRIENDSHIP BECAUSE WHILE IT'S A SMALL COMMUNITY, IT MAKES US A CLOSE KNIT COMMUNITY.

THIS MEANS THAT I KNOW EVERYONE IN MY CLASS.

THE PROJECT BASED LEARNING IS REALLY FUN, MAKES ME WANT TO GO TO SCHOOL AND NOT STRUGGLE.

EVEN THROUGH THE PANDEMIC, WE WERE ABLE TO STAY CLOSE KNIT AND WE WERE ABLE TO WORK TOGETHER AND SUCCEED.

IN CONCLUSION, SUMMIT IS A VERY CLOSE COMMUNITY, VERY GOOD SCHOOL THAT HELPS ME FURTHER MY KNOWLEDGE AND INTERESTS THROUGH SCHOOL.

I HOPE YOU CAN HELP KEEP THE SCHOOL OPEN.

I KNOW IT'S IMPORTANT NOT ONLY TO ME BUT MANY OTHER STUDENTS.

I KNOW I CAME HERE WITH A LOT OF NEGATIVITY AND SAYING THAT OUR SCHOOL BOARDS OR SCHOOL ORGANIZATIONS DON'T SUPPORT CHARTERS.

I'M A NAVY VETERAN, A WOMAN, HIGH SCHOOL EDUCATION.

I FINISHED MY COLLEGE M.B.A.

TWO YEARS AGO. I'M A NURSE AND I DON'T DISCRIMINATE ON WHO I TREAT WHO I SERVE, BUT I SERVE MY COUNTRY.

SO I HOPE YOU DON'T DISCRIMINATE OUR STUDENTS BECAUSE THEY'RE CHARTER STUDENTS.

I HOPE YOU INCLUDE THEM AND SUPPORT THEM JUST LIKE YOU WOULD ANY OTHER SANTA CLARA COUNTY STUDENT.

THANK YOU. OUR NEXT SPEAKER IS EDUARDO [INAUDIBLE].

GOOD EVENING, EVERYONE. THANK YOU FOR GIVING ME THE OPPORTUNITY TO SPEAK.

I AM EDUARDO [INAUDIBLE].

I AM A PARENT OF SIXTH GRADE STUDENT AT SUMMIT DENALI.

I'M HERE REPRESENTING OUR LATINO COMMUNITY.

I'M DEEPLY SADDENED BECAUSE THE SCHOOL CLOSURE NOTICE MY DAUGHTER'S FUTURE IS AT RISK.

SHE'S BEEN ABLE TO ATTEND THIS GREAT SCHOOL.

SHE'S BEEN GIVING US ALL GOOD GRADES.

IT IS A VERY DEVASTATING NOTICE THAT WE RECEIVE ABOUT TWO WEEKS AGO.

WE AS A PARENT COMMUNITY, WE'VE BEEN TRYING TO GET ANSWERS FROM THE BOARD, THE MANAGERS OF THE SCHOOLS, AND NO ONE HAS GIVEN US A DEFINITE ANSWER. LOSING DENALI WILL BE LIFE CHANGING FOR MY DAUGHTER, FOR MY COMMUNITY, AND FOR MY FAMILY.

I WANT THE BEST FOR MY DAUGHTER AND OUR COMMUNITY.

I KNOW THAT DENALI CAN MAKE A HUGE POSITIVE IMPACT INTO OUR COMMUNITY.

THE KNOWLEDGE COMMUNITY IS AWESOME.

PARENTS. TEACHERS.

MY DAUGHTER IS NOT ONE MORE NUMBER OR ONE MORE STUDENT AT HER SCHOOL.

SHE IS WHO SHE IS AND ALL THE TEACHERS KNOW HER.

I KNOW ALL THE KIDS, ALL THE STUDENTS, AND I KNOW ALL THE STUDENTS ARE VERY HAPPY AT THIS SCHOOL.

HAPPIER THAN ANY OTHER SCHOOLS.

PLEASE, I ASK YOU ALL, WHOEVER HAS THE POWER TO SAVE DENALI TO PLEASE DO SO.

THANK YOU. OUR NEXT SPEAKER IS KAREN [INAUDIBLE].

HELLO, MY NAME IS KAREN [INAUDIBLE] AND I AM A SIXTH GRADER AT SUMMIT DENALI MIDDLE SCHOOL.

I'M EXTREMELY DEVASTATED BECAUSE I HAVE NOT BEEN IN THIS SCHOOL FOR EVEN A YEAR, YET I KNOW HOW AMAZING THE SCHOOL IS FOR ME.

THE TEACHERS ARE AMAZING AT THEIR JOB.

THERE ARE SO MANY POSSIBILITIES AND CHANCES FOR STUDENTS TO THRIVE AND LEARN.

[01:30:04]

I LOVE THIS SCHOOL SO MUCH AND IT'S REALLY OPENED MANY DOORS FOR ME AND MY LEARNING EXPERIENCE.

WHEN THE NEWS BROKE THAT SUMMIT WAS CLOSING, I WAS HEARTBROKEN SINCE, AS I MENTIONED, I'M ONLY A SIXTH GRADER AND I WILL NOT BE ABLE TO CONTINUE THIS JOURNEY OF MIDDLE SCHOOL WITH SUMMIT DENALI. I CAN'T IMAGINE FEELING AS SAFE AS WELCOME AS I DO IN SUMMIT.

I ASK FOR AT LEAST ONE MORE YEAR WITH THIS AMAZING SCHOOL THAT HAS HELPED ME LEARN SO MUCH AND HOPEFULLY IS GOING TO HELP ME IN THE FUTURE.

THANK YOU. OUR NEXT GROUP OF FIVE SPEAKERS ARE KIM NICHOLSON, RESHMA [INAUDIBLE]. [INAUDIBLE] MICHELLE RYAN [INAUDIBLE].

PLEASE MAKE YOUR WAY TO LINE UP FOR PUBLIC COMMENT.

AS A REMINDER, YOU WILL HAVE 2 MINUTES TO SPEAK.

THE TIMER WILL BEGIN ONCE YOU START SPEAKING.

COMMENTS EXTENDING PAST THE TIME ALLOTTED WILL BE MUTED AFTER TIME EXPIRES AND YOU WILL BE ASKED TO LEAVE THE PODIUM.

OUR FIRST SPEAKER IS KIM NICHOLSON.

HELLO, MY NAME IS KIM NICHOLSON AND I HAVE BEEN A TEACHER AT SUMMIT DENALI SINCE 2016.

A LOT OF THE PEOPLE SPEAKING HERE ARE PARENTS OF CHILDREN THAT I HAVE TAUGHT.

KAREN IS ACTUALLY ONE OF MY CURRENT SIXTH GRADERS.

I ABSOLUTELY LOVE SUMMIT BECAUSE IT IS MORE THAN JUST A SCHOOL.

IT IS A COMMUNITY.

IT'S FAMILY, AND I'M REALLY HERE TO SPEAK MORE ON BEHALF OF THE TEACHERS OF THE UNITE SUMMIT, WHICH IS OUR OUR UNION.

WE WERE ALSO BLINDSIDED BY THE ANNOUNCEMENT OF THE CLOSURE BACK AT THE BEGINNING OF THE MONTH, AND SINCE THEN WE HAVE BEEN REALLY STRUGGLING WITH THE SUMMIT HOME OFFICE TO REALLY FIGURE OUT WHY THIS IS HAPPENING AND WHAT THE PROCESS IS MOVING FORWARD.

WE'RE REALLY LOOKING FOR TRANSPARENCY, ESPECIALLY AROUND THE TRANSITION FOR OUR STUDENTS AND FOR OUR TEACHERS AS WELL AND SO WE'RE ASKING THE COUNTY TO REALLY HELP US TO GET THAT TRANSPARENCY SO THAT WE CAN CONTINUE TO SUPPORT OUR STUDENTS AND TO SUPPORT OUR PARENTS AND HOPEFULLY SAVE OUR SCHOOL.

IT'S REALLY IS THE BEST PLACE THAT I HAVE EVER TAUGHT, AND IT'S A STRUGGLE FOR ME AS WELL TO FIND A NEW TEACHING POSITION, SEEING AS SUMMIT DOES NOT HAVE A SIXTH GRADE, AND SO WHEN WE FOUND OUT THE SIXTH GRADE TEACHERS VOLUNTARILY WERE LIKE, IF WE JUST DIDN'T HAVE A SIXTH GRADE WOULD THAT SAVE THE SCHOOL AND WE'RE JUST LOOKING FOR WHATEVER HELP WE CAN GET.

SO THANK YOU VERY MUCH FOR LISTENING TO ME.

OUR NEXT SPEAKER IS RESHMA [INAUDIBLE].

GOOD EVENING. MY NAME IS RESHMA [INAUDIBLE].

I'M A PARENT OF SUMMIT DENALI MIDDLE SCHOOL STUDENT.

THIS IS A NIGHTMARE IN TWO WAYS.

I'M SPEAKING IN FRONT OF A BOARD, AND IT'S A NIGHTMARE THAT THIS SCHOOL IS CLOSING DOWN.

MY SON MOVED TO SUMMIT FROM A PREVIOUSLY DISTINGUISHED SUNNYVALE SCHOOL WHERE HE WAS OTHERED AND SINGLED OUT BECAUSE HE'S NEURO-DIVERSE.

HE WAS ON A 504 PLAN.

THE TEACHERS CALLED HIM INTENSE AND HONESTLY, THEY DIDN'T HAVE THE TIME OR THE INCLINATION TO ADDRESS HIS NEEDS.

HE MOVED TO DENALI.

HE DIDN'T NEED THE 504 PLAN ANYMORE BECAUSE OF THE WAY THE SUMMIT PLATFORM IS SET UP, AND IT ALLOWS HIM TO LEARN THE WAY BEST SUITED TO HIM.

IN SUNNYVALE ITSELF, THERE ARE MANY DISTINGUISHED SCHOOLS.

I ATTENDED THE INFORMATION NIGHT AT HOMESTEAD HIGH SCHOOL YESTERDAY.

BEAUTIFUL SCHOOL, BEAUTIFUL FACILITIES.

IT IS NOT A GOOD FIT FOR MY SON.

IT IS MASSIVE.

HE IS GOING TO GET LOST AND HE'S GOING TO STRUGGLE.

I IMPLORE THE BOARD OF BOTH THE SUMMIT SCHOOLS AS WELL AS THE COUNTY, TO PLEASE ENSURE THAT ALL AVENUES HAVE BEEN EXPLORED TO KEEP THE SCHOOL OPEN BECAUSE YOU'RE ELIMINATING A VERY IMPORTANT CHOICE.

IT'S A MATTER OF CHOICE.

EVERYBODY SHOULD HAVE A CHOICE TO PICK WHERE THEY WANT TO STUDY AND HOW THEY WANT TO LEARN.

CLOSING OF THE SCHOOL WOULD REMOVE THAT CHOICE, AND IT IS NOT ACCEPTABLE.

YOU'RE PLAYING WITH THE FUTURE OF KIDS WHO DESERVE TO LEARN THE WAY THEY NEED TO LEARN.

THANK YOU. OUR NEXT SPEAKER IS [INAUDIBLE].

I'M [INAUDIBLE], AND I'M THE CO-CHAIR OF DENALI PARENT ORGANIZATION.

I HAVE TWO DAUGHTERS GOING SIXTH AND EIGHTH GRADES.

[01:35:02]

TEN YEARS OF ENTREPRENEURSHIP ALMOST MADE ME HOMELESS, SO I CAN EMPATHIZE SOMEONE IF THEY ARE IN PAIN BECAUSE OF FINANCIAL ISSUES, BUT STILL, ENTREPRENEURSHIP MADE ME AS A PERSON OF EXTRAORDINARY ABILITY, MADE A BIG GOVERNMENT OF US.

WE GOT PARENTS HERE, COMMONERS WHO HAVE NOT WALKED INTO ANY GOVERNMENT OFFICE EXCEPT DMV , BUT WE ARE HERE TODAY.

WE ARE HERE TO ASK A QUESTION.

DID YOU GUYS DO YOUR DUTY AS SUPERVISORS? [INAUDIBLE] ON THE BOARD OF SUMMIT, BUT SHE IS RATIFYING ALL THE CLAIMS OF SUMMIT ON THIS DENALI [INAUDIBLE] EVEN AFTER THIS MANY REPRESENTATION, THERE IS A SUMMIT FINANCE COMMITTEE MEETING ON 6TH OF DECEMBER, WHICH IS SAYING THE BALANCE SHEET, WHICH IS HAVING A HEALTHY CASH BALANCE OF 38.1 MILLION 6TH OF DECEMBER 2022.

DR. [INAUDIBLE] AND SCCOE IS LOOKING TO THE DECEMBER 6TH FINANCE COMMITTEE MEETING AND THE DECEMBER 12TH AUDIT COMMITTEE MEETINGS DOCUMENTED WHAT WE HAVE SUPPLEMENTED TO YOU GUYS.

DON'T KNOW WHAT [INAUDIBLE] THINGS HAVE HAPPENED TO CAST THIS DEFICIT IN THIS ONE MONTH FROM DECEMBER 15TH TO JANUARY 12TH.

SO I'LL MENTION THAT IT'S A CLEAN AUDIT FROM THE CHARTER SCHOOL DEPARTMENT.

IS SCCOE ALSO RATIFYING DOCUMENT [INAUDIBLE] HAS GONE THROUGH ALL THE FINANCE COMMITTEE AND THE OTHER DOCUMENTS OF AUDIT COMMITTEE BECAUSE THE FINANCE COMMITTEE MEETING IS SAYING LAST YEAR 11.2 MILLION IS THE REVENUE AND 10.7 IS SPENT AND $743,000 IS THE UNAUDITED ACTUALS.

SO YOU GUYS HAVE PROVIDED TONS OF COMMENTS FEEDBACKS TO ON DURING [INAUDIBLE] RENEWAL.

DID THEY TAKE ANYTHING INTO ACCOUNT ON THE BOARD MEETING TO HAVING PARENTS ON THEIR BOARD TO SO MANY THINGS WE ARE REALLY APPALLED BY THE ACT OF EVEN SCCOE. THANK YOU.

OUR NEXT SPEAKER IS MICHELLE RYAN.

HELLO, THANK YOU SO MUCH FOR HAVING US LETTING US SPEAK TONIGHT.

I AM THE PARENT OF A CURRENT SEVENTH GRADER AT SUMMIT DENALI AND A STUDENT WHO WENT TO SUMMIT FROM SIXTH GRADE TO NINTH GRADE.

I'M ALSO A FORMER MIDDLE SCHOOL AND HIGH SCHOOL PUBLIC SCHOOL TEACHER AND A FORMER SCHOOL ADMINISTRATOR, BOTH AT CHARTER SCHOOLS AND AT TRADITIONAL PUBLIC SCHOOLS.

I WAS FIRST INTRODUCED TO THE SUMMIT PUBLIC SCHOOL MODEL ON AN EDUCATOR TOUR, AND I WAS COMPLETELY IMPRESSED BY WHAT THAT COULD MEAN FOR STUDENT ENGAGEMENT, A PERENNIAL PROBLEM IN EDUCATION, PARTICULARLY FOR MIDDLE SCHOOL ENGAGEMENT, AND WE PUT OUR OLDER CHILD ON THE WAITLIST TO GET IN.

HE GOT IN JUST A FEW DAYS BEFORE SCHOOL STARTED.

I'LL TELL YOU A QUICK STORY ABOUT THAT.

IN FIFTH GRADE, HE'S A SCIENCE LOVING KID.

DID HIS SCIENCE FAIR PROJECT.

WE NOTICED HE GOT AN ADEQUATE ON IT.

WE WEREN'T TOO CONCERNED ABOUT GRADES, BUT I ASKED HIM ABOUT THAT AND HE'S LIKE, YEAH, IT'S AN ADEQUATE.

IT'S FINE. HE CAME BACK FROM HIS FIRST WEEK AT SUMMIT SAYING, I HAVE DECIDED I'M GOING TO AN EXTREMELY SELECTIVE COLLEGE.

TO DO THAT, I WILL NEED TO GET ALL A'S AND B'S.

THE IDEA OF BEING COMPLACENT WITH ADEQUATE WAS GONE AND HE PLOWED THROUGH HIS SIXTH GRADE HISTORY STANDARD.

THAT WAS A PASSION OF HIS IN THE FIRST COUPLE OF MONTHS AND WAS SUDDENLY DOING WORK IN AP US HISTORY.

IT WAS A CHANGE.

MY DAUGHTER FREYA WILL TALK ABOUT HER OWN EXPERIENCE THERE IN JUST A MINUTE.

I KNOW THE BOARD AND THE COUNTY OFFICE OF EDUCATION HAS LIMITED THINGS THEY CAN DO IN RELATION TO THE SUMMIT PUBLIC SCHOOLS.

YOU'VE HEARD A LOT ABOUT TRANSPARENCY.

I WOULD ASK YOU TO PRESSURE THE SUMMIT PUBLIC SCHOOLS TO WORK WITH THE DENALI COMMUNITY.

WE THINK THERE ARE OPTIONS TO SAVE THE SCHOOL, BUT THEY REFUSE TO WORK WITH US.

THEY HAD A MEETING LAST WEEK.

THE BOARD MEMBERS REFUSED TO SPEAK ABOUT THIS ISSUE.

WE SAW IN A NEWS ARTICLE TODAY, A SPOKESPERSON SAID, WELL, THE BOARD EXPLORED EVERY OPTION.

THERE IS NO RECORD AT ANY PUBLIC MEETING OF THE BOARD CONSIDERING ANY OPTIONS FOR SUMMIT DENALI.

SO I DON'T KNOW WHEN THEY CONSIDERED THAT, BUT THEY DIDN'T DO IT.

THAT KIND OF PRESSURE, IF YOU CAN SHARE IT WITH OTHER AUTHORIZERS, THAT KIND OF PRESSURE THANK YOU. OUR NEXT SPEAKER IS FREYA.

HI, MY NAME IS FREYA.

I'M A SEVENTH GRADER AT SUMMIT DENALI, AND I'M HERE TO TALK ABOUT HOW FUNDAMENTALLY LIFE CHANGING SOMETHING ALWAYS BEEN FOR ME, AND I UNDERSTAND HOW CLICHE THAT SOUNDS, BUT I TRULY MEAN IT. I THINK IT WOULD BE BEST TO START WITH HOW I WAS PRE DENALI.

I WAS A MEDIOCRE STUDENT WHO CONSTANTLY GOT BS AND CS.

I WAS ALWAYS IN DANGER OF OR BELOW GRADE READING LEVEL, AND EVERY TIME MATH ROLLED AROUND, I HAD TO SIT IN A CORNER WITH TWO OTHER STUDENTS WHERE THEY'D GIVE ME A COUPLE OF COLORFUL BLOCKS AND ASSUME THAT FIXED ALL OF MY PROBLEMS. I WAS A TEXTBOOK EXAMPLE OF AN UNMOTIVATED STUDENT, AND IF IT WEREN'T FOR DENALI, THAT'S PROBABLY HOW I WOULD STILL BE.

SO UNDERSTANDABLY, I WAS TERRIFIED GOING INTO MIDDLE SCHOOL, BUT FROM THE SECOND I STEPPED FOOT IN SUMMIT DENALI, I MET A GROUP OF PEOPLE WHO ARE STILL MY BEST FRIENDS TODAY . I FELT MORE SAFE AND WELCOMED THAN I HAD IN A WHILE.

FROM THE VERY START OF MY TIME AT DENALI, THE EFFECT OF THE MODEL AND THE TEACHERS TOOK FULL EFFECT.

FOR THE FIRST TIME IN A WHILE, I WAS EXCITED TO GO TO SCHOOL EVERY DAY.

[01:40:03]

I EARNED MY FIRST EVER A AND I GOT ELECTED ONTO STUDENT COUNCIL.

I MEAN, JUST LAST MONTH I RECEIVED THE EXCELLENCE AWARD IN MATH FOR SEVENTH GRADE, WHICH PAIRED WITH MY A-PLUS, ACROSS THE BOARD, IS SOMETHING I NEVER WOULD HAVE THOUGHT POSSIBLE IN A MILLION YEARS, AND THE [INAUDIBLE] EFFECT HAS EXTENDED BEYOND THE SCHOOL'S WALLS.

I'M IN A SCOUT TROOP, WHICH IN ELEMENTARY SCHOOL, I MISSED EVERY SINGLE MEETING OF, BUT DENALI ENFORCES THE IDEA THAT COMMITMENTS ARE TO BE TAKEN SERIOUSLY AND THAT THEY AREN'T SOMETHING TO BE MADE AND FORGOTTEN.

SINCE THEN, I'VE TAKEN AN ACTIVE ROLE IN BOTH COMMUNITIES.

I JUST LED A MEETING FOR MY TROOP LAST WEEK AND TODAY I PLAYED A GAME OF BASKETBALL FOR DENALI.

JUST THINKING ABOUT THE COMMUNITY AND SUPPORT SYSTEM I'VE BUILT FOR MYSELF AT DENALI AND THE FACT THAT I WILL NEVER GET TO EXPERIENCE GRADUATION WITH A GROUP OF PEOPLE I'VE SPENT TWO YEARS OF MY LIFE WITH HAS LED TO SO MANY TEARS BECAUSE I KNOW NO MATTER HOW GOOD MY NEW SCHOOL IS, IT WILL NEVER REPLACE THE HOLE IN MY HEART, FORMED BY DENALI'S CLOSURE BECAUSE IT FEELS LIKE I'M LOSING MY SECOND FAMILY.

THANK YOU. OUR LAST SPEAKER IS ELISA [INAUDIBLE] . THANK YOU. MY NAME IS ELISA [INAUDIBLE].

I KNOW MANY OF YOU HERE TONIGHT DON'T SUPPORT CHARTER SCHOOLS, AND I WAS ONE OF THOSE PARENTS WHO QUESTIONED THAT AS WELL.

HOWEVER, BEING A LATINA, HAVING A NEURO-DIVERGENT SON, I REALLY UNDERSTOOD WHAT IT MEANT TO BE IN THE SCHOOL TO PRISON PIPELINE.

MY CHILD LEARNED AT A VERY YOUNG AGE THAT THIS SYSTEM WASN'T DESIGNED FOR HIM.

I LEARNED THAT 50 YEARS AGO IN THE PUBLIC SYSTEM HERE, BUT THERE WAS A TEACHER WHO MADE THAT DIFFERENCE FOR ME, AND MY MOM SAT HERE IN THESE BOARD MEETINGS AND FOUGHT FOR EQUITY OF LATINO STUDENTS.

I'M SADDENED TODAY THAT I HAVE TO BE HERE BECAUSE WE FINALLY FOUND A PLACE WHERE MY SON COULD THRIVE.

WE HAD BEEN TO THE BEST SCHOOLS IN SAN JOSE UNIFIED AND A HIGHLY NON-DIVERSE SCHOOL.

WE THEN TOOK OUR SON TO A PRIVATE SCHOOL, THINKING THAT WOULD CHANGE, AND IT WASN'T UNTIL WE FOUND THE SUMMIT MODEL THAT WE REALIZED THAT SOMETHING COULD BE DIFFERENT.

MY SON IS THRIVING.

HE IS SUCCESSFUL.

HIS ADD IS BEING ATTUNED TO BY THE TEACHERS.

IT IS IMPORTANT THAT WE FIND DIFFERENT, DIFFERENT PLACES FOR OUR CHILDREN TO THRIVE.

THE STAFF AT SUMMIT GO BY THE MODEL AND I AM SADDENED THAT I HAVE TO BE HERE TODAY BECAUSE I DON'T KNOW WHERE TO TAKE MY SON WHERE HE WON'T NOW FAIL. I AM SADDENED THAT I HAVE TO BE HERE IN FRONT OF A BOARD AND WITH PEOPLE FROM SUMMIT WHO ARE HIGHLY EDUCATED, SOME WITH FINANCIAL EXPERIENCE, YOU SHOULD BE SICKENED YOURSELF AND EMBARRASSED THAT WE'VE COME TO THIS PLACE WHERE YOU HAVE TO CLOSE YOUR SCHOOL.

YOU DIDN'T RISE TO THE CHALLENGE WHEN YOU HAD IT BEFORE YOU AND YOU DIDN'T HAVE GOOD OVERSIGHT.

WE SHOULD ALL BE THINKING, WHY ARE WE CLOSING A SCHOOL THAT HAS A 90% GRADUATION RATE OVER A 90% COLLEGE ACCEPTANCE RATE? EVERYONE IN THIS ROOM SHOULD BE SAYING, I WANT THAT SCHOOL FOR MY CHILD AND FOR A NEURODIVERGENT CHILD.

IT IS EVEN MORE IMPORTANT TO PLACE THEM THERE.

THANK YOU. THAT CONCLUDES PUBLIC COMMENT.

THANK YOU MODERATOR.

I WILL NOW GO TO THE TRUSTEES.

I HAVE VICE PRESIDENT SREEKRISHNAN.

THANK YOU, PRESIDENT CHON.

JUST WANT TO THANK ALL OF OUR PUBLIC COMMENTERS STUDENTS.

WE HAD A TEACHER PARENTS AS WELL.

AS WELL AS OUR CHARTER SCHOOLS DEPARTMENT, AND I KNOW THAT I CAN SPEAK TO EVERYONE ON THIS BOARD.

WE WANT TO ENSURE THAT STUDENTS NEEDS ARE BEING MET.

THAT'S OUR FIRST PRIORITY AND OUR FOCUS IS ON OUR STUDENTS AND WHAT WE CAN DO TO SUPPORT THEIR EDUCATION, AND I FIND MYSELF AGREEING WITH THE SENTIMENT OF MANY OF OUR PUBLIC COMMENTERS.

THIS SEEMS VERY RUSHED IN TERMS OF THE COMMUNICATION FROM SUMMIT AND THE FINANCIAL CHALLENGES, AND WHAT I'M HAVING A DIFFICULT TIME UNDERSTANDING IS WHY IS DENALI MORE EXPENSIVE TO OPERATE THAN OTHER SUMMIT SCHOOLS? AND MY FIRST QUESTION I KNOW I'M JUST RELAYING TO OUR OWN STAFF IS WHAT ALTERNATIVES TO CLOSURE HAVE BEEN CONSIDERED.

SO ACCORDING TO SUMMIT, THEY HAVE CONSIDERED KEEPING THE SCHOOL OPEN FOR ANOTHER YEAR TO TRY TO FIND ADDITIONAL FUNDING TO KEEP THE SCHOOL OPEN ONGOING.

THEY HAVE CONSIDERED--JUST DREW A BLANK--OH, DOING ONLINE LEARNING TO

[01:45:01]

INCREASE THEIR ADA.

THERE WERE ABOUT FIVE THINGS TO GET.

CAN YOU ALL REMEMBER SOME OF THE OTHERS? THEY DISCUSSED CONSOLIDATING THE FACILITIES, BUT AS WAS SEEN IN THE SLIDESHOW, THAT WOULD NOT YIELD ENOUGH OF A SAVINGS FOR THEM TO REMAIN OPEN.

THEY DISCUSSED POTENTIALLY REMOVING THE SIXTH GRADE LEVEL SINCE IT IS ONE OF THE COSTLIER GRADE LEVELS TO SERVE AS REPORTED BY DENALI [INAUDIBLE] THE STATE OF DENALI.

SO THOSE ARE SOME OF THE THINGS.

I KNOW THAT THERE WAS A LIST OF ABOUT 5 TO 7 THINGS WE CAN AND I DON'T HAVE THEM OFF THE TOP OF MY HEAD SO WE CAN GET THAT TO YOU ON FRIDAY IN THE WEEKLY THINGS THAT THEY HAVE SHARED WITH US.

THANK YOU. YEAH, AND I REALIZE WE'RE RELAYING QUESTIONS TO YOU, SO I HAVE A FEW MORE. SO I THINK MAYBE I'LL JUST ASK ONE MORE.

OKAY, SO I AM INTERESTED.

I DIDN'T SEE IN ANY OF THE MATERIALS HOW MUCH SUMMIT CONTRIBUTES TO DENALI, AND ALSO, DO THEY TAKE FEES FROM DENALI? I WOULD LIKE THOSE ANSWERS AND THOSE NUMBERS AS WELL.

OKAY, I ACTUALLY AM GOING TO LET OR ASK CYNTHIA.

MS. TAPIA ANSWER THAT QUESTION.

SO ON SLIDE.

LET ME GET THE CORRECT SLIDE.

SLIDE SIX.

IT'S A SUMMARY OF THE HOME OFFICE GRANTS.

THAT SUMMIT HAS CONTRIBUTED DIRECTLY TO DENALI, AND IT GOES BACK AS FAR BACK AS 2013-14 TO MORE RECENTLY, WHAT THEY'RE PROJECTING AS OF THE FIRST INTERIM OF 3.8.

I'M SORRY FOR INTERRUPTING YOU.

DO WE HAVE THE INFORMATION ON THE FEES THEY COLLECT? WE DO HAVE A PERCENTAGE REPRESENTED IN OUR.

THANK YOU, MATT. 15% THAT IS ACTUALLY ON OUR CHARTER SCHOOLS DATA BOOK.

THAT IS 15% THAT THEY ARE COLLECTING FOR DENALI.

HOW MUCH DOES THAT AMOUNT TO? IT IS 15% OF THEIR TOTAL REVENUES.

IF YOU GIVE ME A SECOND, I CAN SEE IF I CAN BRING UP THE MOST RECENT REPORTING, WHICH WILL BE FIRST INTERIM.

OTHERWISE, I CAN DEFINITELY BRING BACK THOSE AMOUNTS MORE SPECIFICALLY.

OKAY, THANK YOU.

THANK YOU, TRUSTEE SREEKRISHNAN.

WE'LL COME BACK WITH THAT ANSWER AT A LATER TIME.

TRACY DI SALVO. THANK YOU, PRESIDENT JOHN.

I WAS A STRONG SUPPORTER OF THE INSTRUCTIONAL MODEL OF DENALI WHEN OUR BOARD TRUSTEE MAH AND I WERE HERE WHEN WE APPROVED IT AND STILL CONTINUE TO BE A SUPPORTER OF THE MODEL.

I WAS SURPRISED TO LEARN AS A TRUSTEE THAT IN FACT THE SLIDE THAT YOU PREPARED, STAFF, SLIDE NUMBER FOUR, IT STATES THAT THEY WERE CLEAN FINANCIAL AUDITS, CLEAN ANNUAL PROGRAM REPORTS, GOOD MONTHLY FINANCIALS, AND WE HAVE A CHARTER SCHOOL STANDING REPORT, EVERY BOARD MEETING AND WE HAVE FOR THE LAST YEAR PLUS.

SO I'M CONFUSED HOW THE PARENTS, STUDENTS AND STAFF IN OUR CHARTER SCHOOL DEPARTMENT WERE TAKING SO MUCH BY SURPRISE FROM SUMMIT PUBLIC SCHOOLS WHEN DENALI LETTER WAS WRITTEN TO PARENTS SAYING, WE ARE CLOSING THE SCHOOL, WE'VE TRIED ALL THESE THINGS.

WE'VE DISCUSSED THESE SEVEN THINGS THAT YOU WERE LISTING.

NONE OF THEM ARE VIABLE.

I THINK THAT'S WHAT THEY CONCLUDED.

NONE OF THEM WILL GET US TO THE POINT WHERE WE COULD CONTINUE IT NEXT YEAR.

SO I SIT HERE WONDERING WHERE'S THE GLITCH? HOW COULD THAT HAPPEN? IT DOESN'T SEEM LIKE IT MATCHES TO ME.

SO HELP ME UNDERSTAND.

SO WE WOULD LIKE TO CLEARLY UNDERSTAND AS WELL.

THAT IS A QUESTION THAT WE HAVE POSED TO SUMMIT AND WE WILL BE MEETING WITH AGAIN ON FRIDAY.

WE HAVE A STANDING FRIDAY MEETING.

SO THAT'S ONE OF THE QUESTIONS WE HAVE BUT LET ME SAY THAT WHEN WE SAY CLEAN FINANCIALS, IT MEANS THAT THE SCHOOL DID NOT HAVE ANY FINDINGS.

IS THAT THE RIGHT TERM? FINDINGS ON THEIR AUDITS, WHICH ARE DONE BY AN INDEPENDENT AUDITOR, NOT BY THE COUNTY OFFICE OF EDUCATION, CLEAN ANNUAL PROGRAM REPORTS, WHEN WE GO OUT TO THE

[01:50:09]

SCHOOL, THERE ARE CERTAIN THINGS THAT WE LOOK FOR.

EVERYTHING IS WE GIVE THEM SOME FEEDBACK.

THEY'RE A GOOD SCHOOL, WE GIVE THEM FEEDBACK TO MAKE THEM BETTER, BUT THERE WAS THERE WERE NO GLARING ISSUES RELATED TO THEIR INSTRUCTIONAL PROGRAM AND GOOD MONTHLY FINANCIALS.

EVERY MONTH THEY SUBMIT SOME FINANCIALS TO US, AND I'LL LET CYNTHIA MS. TAPIA TALK ABOUT WHAT EXACTLY IT IS THAT THEY'RE SUBMITTING, BUT THERE WASN'T ANYTHING TO BE CONCERNED ABOUT.

WHEN THERE WERE DEFICITS, THEY RELIED ON THAT 2012 RESOLUTION TO HAVE THE HOME OFFICE BACKFILL ANY MONEY THAT THE SCHOOL DIDN'T HAVE, AND SO I THINK THAT ANY TIME THERE WAS AN ISSUE, THE HOME OFFICE BACKFILLED, AND SO THAT HAS BEEN THEIR PRACTICE, AND SO WE ARE ALSO WONDERING WHY IT IS AT THIS PARTICULAR POINT THAT THEY'VE DECIDED NOT TO CONTINUE THAT PRACTICE.

I THINK I HEARD FROM PARENTS IN ONE OF THE MEETINGS THAT I HAD THAT SOME PUBLIC SCHOOLS HAS AN ENDING BALANCE OF TENS OF MILLIONS OF DOLLARS.

IS THAT CORRECT? AND A LINE OF CREDIT OF 10 MILLION.

I CANNOT SPEAK TO THE LINE OF CREDIT.

I CAN DEFINITELY BRING BACK THAT INFORMATION.

THE FUND BALANCE AS OF FOR JUST DENALI SOLELY AS OF FISCAL YEAR 21-22, I CAN GIVE YOU THAT NUMBER.

SORRY FOR THE WAIT. I ACCIDENTALLY CLOSED THE DOCUMENT.

SO LET ME ASK ANOTHER QUESTION WHILE YOU'RE LOOKING, AND [INAUDIBLE] LOOKING FOR THAT INFORMATION, I DO JUST WANT TO POINT OUT THAT THERE IS A DIFFERENCE BETWEEN DENALI, THE SCHOOL AND SUMMIT PUBLIC SCHOOLS, THE ORGANIZATION.

SO I'M NOT SURE THAT WE EVEN GET FINANCIALS FOR SUMMIT PUBLIC SCHOOLS.

THE FINANCIALS WE GET ARE FOR DENALI.

I UNDERSTAND THAT, BUT I WAS HEARING FROM PARENTS THAT SUMMIT PUBLIC SCHOOLS HAS AN ENDING BALANCE OF TENS OF MILLIONS AND A LINE OF CREDIT OF 10 MILLION.

SO I CAN SPEAK TO SUMMIT - DENALI SPECIFICALLY AND AT THEIR LAST AUDITED ENDING FUND BALANCE THAT HAD 3% AND THAT IS 3% WITH THE SUPPORT OF SUMMIT HOME OFFICE.

SO I KNOW THAT THERE'S A REDWOOD CITY SUMMIT SCHOOL.

THERE'S SUMMIT IN EASTSIDE UNIFIED SCHOOL DISTRICT, OUR AUTHORIZED SUMMIT.

WHAT IS IT? TAHOMA. TAHOMA, THANK YOU.

NEITHER ONE OF THOSE HAVE MIDDLE SCHOOLS, AM I CORRECT? CORRECT. SO WHEN PARENTS TALK ABOUT THE SOLUTION SET OF TRANSPORTATION TO THOSE TWO SCHOOLS, EITHER REDWOOD CITY OR TAHOMA, THEY ARE NOT THINKING OF MIDDLE SCHOOL STUDENTS.

AM I CORRECT WITH THAT ASSUMPTION? I BELIEVE THAT YOU WERE CORRECT THAT THEY CAN'T BE BECAUSE THOSE TWO SCHOOLS DON'T HAVE MIDDLE SCHOOL GRADES AND I'M NOT REAL CLEAR ABOUT SIXTH GRADE AND WHY SIXTH GRADE IS SO COSTLY, BUT YEAH, I'M NOT REALLY CLEAR ABOUT THAT, BUT I DON'T NEED TO KNOW THAT NOW.

SO ARE THERE ANY OTHER SOLUTIONS THAT WE AS THE AUTHORIZER ARE LOOKING AT? I MEAN, ONE OF THE THINGS THAT I WAS THINKING ABOUT IS HOW THE DISTRICTS I DON'T KNOW WHERE THE STUDENTS, WHAT DISTRICTS THEY REPRESENT IS IT MOUNTAIN VIEW, LOS ALTOS HIGH SCHOOL DISTRICT AND SUNNYVALE ELEMENTARY.

MOSTLY. I HEARD A PARENT FROM SAN JOSE UNIFIED HERE, OR IS IT FROM ALL OVER THE COUNTY? I HONESTLY CANNOT ANSWER THAT QUESTION RIGHT NOW.

I'LL HAVE TO GET BACK TO YOU. I WOULD LIKE TO KNOW THAT JUST FOR SAKE OF FURTHERING DISCUSSION OF SOME OF THE THOUGHTS THAT I HAVE.

I DO HOPE THAT WE COULD FIND A SOLUTION, BUT IT SEEMS LIKE IT'S A DIFFICULT ENTERPRISE TO FIND THE SOLUTION SETS THAT WILL MAKE A DIFFERENCE FOR UNLESS THE FIRST ONE ON THE LIST THAT YOU MENTIONED IS THAT SOME PUBLIC SCHOOLS GIVES THEM ONE MORE YEAR FROM THE MONEY THAT THEY HAVE IN THEIR ACCOUNTS TO TRY TO SEE WHAT THE COMMUNITY LEARNING COMMUNITY COULD DO OR ANY OF US COULD DO TO SEE THAT IT CONTINUES ON FOR THE

[01:55:09]

FORESEEABLE FUTURE AS A SCHOOL WITHIN OUR SYSTEM OF PUBLIC SCHOOLS IN SANTA CLARA COUNTY.

SO WITH THAT, I HAVE NO FURTHER QUESTIONS AT THIS TIME.

THANK YOU. TRUSTEE DI SALVO.

TRUSTEE LARI, I WILL ADD YOU TO THE QUEUE AND TRUSTEE MAH, I'VE INVITED YOU AS WELL.

I'M GOING TO GO NEXT TO TRUSTEE BERTA.

THANK YOU. I KNOW I HAD SUBMITTED A COUPLE OF QUESTIONS AHEAD OF TIME, BUT JUST FOR THE SAKE OF OUR COMMUNITY, ALSO BEING ABLE TO GAIN SOME INSIGHT.

THE RESOLUTION THAT WAS APPROVED IN 2012 THAT ACCOUNTS FOR THE HOME OFFICE BRIDGING THE GAP.

SO AT WHAT POINT DID THE HOME OFFICE DECIDE THAT THEY WERE NO LONGER GOING TO DO THAT? AND IF THAT RESOLUTION WAS BACK IN 2012, HOW DOES THAT APPLY TO TODAY? SO AGAIN, WE ARE ALSO THAT IS THE QUESTION THAT WE HAVE RAISED WITH SUMMIT.

WE WANT TO KNOW WHY IT IS AT THIS POINT THEY'VE DECIDED THAT THEY'RE NOT GOING TO FUND THAT GAP.

SO THEY'VE GIVEN US THESE REASONS THAT WE SHARED WITH YOU TODAY, BUT WE WANT TO MORE CLEARLY UNDERSTAND SPECIFICALLY W HY THEY'VE DECIDED THAT THEY CAN'T CONTINUE TO DO THAT, AND I'M SORRY, WHAT WAS THE SECOND PART OF YOUR QUESTION? I GUESS IT'S MORE IN THE CONTEXT OF THE COUNTY BOARD OF EDUCATION BEING THE AUTHORIZING BODY.

AT WHAT POINT DOES THAT BECOME IN VIOLATION OF AN MOU FOR THE SAKE OF ECONOMIC UNCERTAINTY THAT THEY'RE NO LONGER, YOU KNOW, THEY'RE NO LONGER PROVIDING THE MONEY? RIGHT. YEAH. SO THAT IS A QUESTION THAT HAS COME UP AND THAT WE NEED TO FURTHER DISCUSS AS A TEAM WITH OUR LEGAL COUNSEL.

SO THAT POTENTIALLY COULD BE LEGAL GROUNDS AT THIS POINT IF I MEAN, THAT'S SOMETHING THAT HASN'T BEEN DETERMINED WHETHER THEY ARE IN VIOLATION OF THE MOU BECAUSE OF THE COMMITMENTS THAT THEY'VE MADE TO BEING ECONOMICALLY VIABLE.

THAT IS CORRECT. OKAY AT WHAT POINT DO YOU THINK WE WILL GET AN UPDATE ABOUT THAT? PERHAPS THE NEXT BOARD MEETING OR MAYBE NEXT WEEK'S WEEKLY COMMUNICATE? YEAH, I THINK THAT WOULD BE IMPORTANT, NOT JUST TO THE BOARD, BUT TO THE PUBLIC AS WELL.

IN TERMS OF, YOU KNOW, THE DECISIONS THAT SUMMIT PUBLIC SCHOOLS ULTIMATELY MAKES ABOUT DENALI, BUT ALSO IN TERMS OF OUR ROLE WHEN WE HAVE AN MOU AGREEMENT, KNOW WHAT EXACTLY ARE WE HOLDING THE CHARTER SCHOOL TO AND HOW ARE WE MAKING SURE THAT THERE'S THAT ACCOUNTABILITY? I THINK THAT'S PART OF THE REQUEST FOR TRANSPARENCY THAT I HEARD.

THE OTHER QUESTION WAS IN TERMS OF THE, AND DUPLICATED PEOPLE PERCENTAGE AT 30% AND I BELIEVE THAT WAS SLIDE 12, HOW DOES THAT CURRENT PERCENTAGE ACCOUNT FOR THE LOSS OF REVENUE? AND IS THAT LOSS IN REFERENCE TO OTHER YEARS THAT HAD LOWER PERCENTAGES? SO WE CHANGED THE SLIDE TO TRY TO MAKE IT A LITTLE MORE CLEARER WHAT OUR POINT WAS.

ONE OF THE REASONS WHY THE UP OF 30% IS IMPORTANT IS RELATED TO SB 740 FUNDING.

SO IN ORDER FOR A SCHOOL TO BE ELIGIBLE FOR THAT FUNDING, THEY NEED TO HAVE 55% ON DUPLICATED PUPIL PERCENTAGE, AND DENALI DOESN'T HAVE THAT HAS NEVER HAD THAT, BUT THEY GOT SOME OF THE FUNDING DURING COVID, AND CYNTHIA WILL HAVE TO GIVE YOU THE DETAILS ON WHY THEY GOT THE MONEY.

WHY THEY IN THE PAST HAVE GOTTEN THE SB 740 FUNDING.

SUMMIT ELIGIBILITY TO RECEIVE SB 740 HAS ALWAYS BEEN RELIED UPON THE LOCAL DISTRICT QUALIFYING BY THE 55%.

WHEN THEY INFORMED US OF THE POSSIBLE LOSS OF FUNDING, IT WAS DURING COVID YEAR AND CSFA, WHICH IS THE STATE AGENCY THAT OVERSEES SB 740, MADE A DECISION TO GIVE A PASS THAT YEAR DUE TO THE LOSS OF COLLECTING PREDOMINANTLY LUNCH APPLICATIONS DURING COVID YEARS.

SO A LOT OF AREAS WERE STRUGGLING TO MEET THAT ELIGIBILITY.

SO THEY DID RECEIVE SB 740 FOR AN ADDITIONAL YEAR, BUT THEY WERE AWARE THAT THEY THEMSELVES WILL NOT PROJECT TO

[02:00:08]

RECEIVE 55% OF UNDUPLICATED PUPIL COUNTS.

SO THEY WOULD HAVE TO CONTINUE TO RELY ON THE LOCAL ELEMENTARY AND THEY REMOVE THAT ASSUMPTION FROM THEIR BUDGET.

SINCE IT WASN'T FEASIBLE THAT THE LOCAL ELEMENTARY WOULD REACH 55%.

SORRY. AT WHAT POINT WAS THAT SHIFT MADE? THAT SHIFT WAS MADE OFFICIALLY REFLECTED AS OF THIS FISCAL YEAR.

THEY DID ADD IN THE ASSUMPTION THE PRIOR FISCAL YEAR BECAUSE OF THE CSFA DECISION TO ALLOW THEM TO CONTINUE RECEIVING SB 740 FOR THAT ADDITIONAL YEAR. SO IS THAT IN THE FIRST INTERIM REPORT THAT THE? FIRST, THE ADOPTED BY BUDGET ACTUALLY NO LONGER REFLECTED SB 740 FUNDING.

AND THOSE BOOKS WERE STILL I MEAN THE NUMBERS WERE STILL BALANCED WITH THE RESERVE BY THAT POINT.

THAT IS CORRECT. AT THAT POINT, I COULD SHARE A LITTLE BIT MORE ABOUT THE MOST RECENT REPORTING, WHICH IS THE FIRST INTERIM REPORTING FOR THIS FISCAL YEAR 2022 23. AT THAT POINT, THEY ONLY PROJECTED THE 1.75 CONTRIBUTION FROM THE HOME OFFICE DURING THE ADOPTED BUDGET, DURING THE FIRST INTERIM REPORT.

THEY HAD TO DOUBLE THAT CONTRIBUTION IN THEIR PROJECTIONS, AND THAT WAS MOSTLY DRIVEN BY ONE OF THE POINTS THAT WAS MADE HERE TODAY, WHICH IS THE SERVICES FOR TO MEET THE NEEDS OF THE STUDENTS THAT ARE NEEDED TO BE SERVED THROUGH IEP SERVICES.

SO THAT'S THE PRIMARY DRIVER OF THE SHIFT BETWEEN THE ADOPTED BUDGET AT THE BEGINNING OF THE YEAR AND NOW THE FIRST INTERIM BUDGET THAT HAS BEEN SUBMITTED TO US.

SO I JUST WANT TO BE CLEAR THAT THE SB 740 WAS WAS ALREADY ACCOUNTED FOR, THAT SHIFT WAS ALREADY ACCOUNTED FOR.

CORRECT. THE ADOPTED BUDGET? THAT IS CORRECT. THANK YOU.

YEAH, NO PROBLEM. THANK YOU, TRUSTEE BERTA.

BEFORE I GO TO SECOND ROUND, I AM GOING TO GO THROUGH ALL THE TRUSTEES FIRST.

SO, VICE PRESIDENT SREEKRISHNAN, I WILL COME BACK TO YOU, BUT TRUSTEE MAH.

THANK YOU, PRESIDENT CHON.

I ONLY HAVE A COUPLE OF QUESTIONS.

ONE IS, WERE ANY OF THE BOARD MEMBERS FROM SUMMIT DENALI REQUESTED TO BE AT THIS MEETING ? I'M SORRY. WERE ANY OF THE BOARD MEMBERS FROM SUMMIT DENALI? WERE ANY OF THEM REQUESTED TO BE AT THIS BOARD MEETING? I'M SORRY? AT OUR BOARD MEETING TONIGHT? NO. I DID INFORM SUMMIT DENALI THE SUMMIT STAFF THAT WE WOULD BE REPORTING ON THEIR SITUATION, BUT WE DID NOT REQUEST ANY BOARD MEMBERS TO BE HERE.

SO I WOULD SUGGEST THAT IF HOPEFULLY WHEN WE HAVE ANOTHER AGENDA ITEM ON THIS, THAT WE WOULD BE ABLE TO INVITE A BOARD MEMBER TO COME JUST TO BE ABLE TO GIVE US A LITTLE BIT MORE BACKGROUND REAL TIME.

AND THEN I HAVE A QUESTION ABOUT THE FINANCIALS THAT I'M SORRY I DON'T QUITE GET.

ON PAGE SEVEN OF THE PRESENTATION, WHICH TALKS ABOUT STRUCTURAL VERSUS NON STRUCTURAL ISSUES.

IT SHOWS ENROLLMENT IS A DEFICIT IN MIDDLE SCHOOL AND HIGH SCHOOL.

A TOTAL OF $1.4 MILLION DOLLARS.

WHAT DEFICIT IS THAT? IS THAT A DIFFERENCE BETWEEN ONE YEAR AND ANOTHER, OR IS THAT A DEFICIT BETWEEN THE COST AND THE ACTUAL OR REVENUE? WHAT IS THAT DEFICIT? I JUST WANT TO CONFIRM THAT I UNDERSTOOD YOUR QUESTION.

SURE. ARE YOU REFERRING TO THE ENROLLMENT OF TOTAL 1.4? YEP THE FIRST LINE. YES.

SO THAT IS A COMPARISON.

TO ADD MORE CONTEXT, THESE AMOUNTS ARE COMING DIRECTLY FROM AN UPDATED MULTI YEAR PROJECTION, OF WHICH WE HAVE ASKED DENALI TO SHARE AN UPDATED MULTI YEAR PROJECTION SPECIFICALLY AT MINIMUM HAVING 23-24 SINCE THE PRIMARY DRIVERS OF WHICH THEY PRESENTED AND WE'RE PRESENTING HERE TODAY ARE BASED ON THAT PROJECTION.

SO FROM OUR INTERPRETATION OF WHAT THEY PRESENTED, THAT 1.4 IS A LOSS DIRECTLY INVOLVED WITH A DECREASE IN ENROLLMENT AND ALSO THE DECREASE OF ADA. SO AS PER ADA FUNDING, THE WAY THEY ARE PROJECTING THAT IS BY SIMPLY ASSUMING THAT REDUCTION THAT IS PRESENTED IN SLIDE. THE ENROLLMENT LIKE EIGHT.

[INAUDIBLE]. SO THE 23-24 COLUMN ON SLIDE EIGHT IS ALSO DIRECTLY FROM THE STATE OF DENALI PROJECTION THEY PRESENTED TO THEIR OWN COMMUNITY.

SO IT IS REFLECTED OF THAT DROP FROM THE ADOPTED BUDGET THEY DO HAVE ON RECORD WITH US SUBMITTING, WHICH IS 745 TO NOW REFLECTING 632.

SO IT'S THE DIFFERENCE BETWEEN 745 TO 632.

THAT IS CORRECT. THAT IS REFLECTED IN THIS ENROLLMENT LOSS DEFICIT.

THAT IS OUR INTERPRETATION OF WHAT THEY'VE PRESENTED, AND HOPEFULLY THE MULTI YEAR PROJECTION WE HAVE ASKED CAN PROVIDE A LITTLE BIT MORE CONTEXT FOR US AND WE WILL

[02:05:04]

ABSOLUTELY SHARE WITH YOU ALL.

AND THEN WHAT IS THE FACILITY DEFICIT BASED ON? SO THE FACILITY DEFICIT ON SLIDE SEVEN? YES, IT IS A COMPARISON OF THE AVERAGE COST OF OPERATING OTHER SUMMIT SCHOOLS.

SO IT'S A COMPARISON WITHIN THEIR OWN NETWORK.

SO BY MEANS OF WHAT THEY'VE EXPLAINED TO THE STATE OF DENALI ON AVERAGE IS COSTING THEM $200 OR MORE TO.

I'M SORRY, WHAT WAS THAT? $200,000. $200,000.

THANK YOU SO MUCH. $200,000 MORE TO OPERATE SUMMIT DENALI BOTH THE MIDDLE AND HIGH SCHOOL .

THAT'S BASED, THOUGH, ON THE AVERAGE OF OTHER SUMMIT SCHOOLS? IT WAS EXPLAINED THAT IT'S BASED ON AN AVERAGE OF OTHER SUMMIT SCHOOLS.

SO I THINK IT WOULD BE MORE HELPFUL TO FIND OUT EXACTLY HOW MUCH IT COST THEM TO RUN THE FACILITY AND HOW THAT'S CHANGED.

PRESUMABLY SOMEHOW, BECAUSE AN AVERAGE COST DOESN'T REALLY GIVE ME A REFERENCE TO WHAT'S HAPPENING RIGHT THERE.

AND I WANT TO JUST REMIND YOU ALL THAT THEY HAVE TWO FACILITIES FOR THE ONE SCHOOL, RIGHT? THERE'S A MIDDLE SCHOOL AND HIGH SCHOOL.

HAD A COST LAST YEAR, AND SO HOW IS THIS YEAR'S COST MUCH MORE KIND OF FROM THIS SLIDE BY 200,000, IF IT'S NOT BASED ON THE ACTUAL COSTS? I DON'T CARE AS MUCH ABOUT THE AVERAGE OF EVERYONE ELSE BECAUSE, YOU KNOW, REDWOOD CITY, EAST SAN JOSE THAT'S ALL GOT TO ISSUES.

AND PART OF THE ISSUE HERE, WHICH THEY HAD SAID IN THEIR EARLIER EMAILS, IS THAT THE FACILITIES IN SUNNYVALE SPECIFICALLY ARE VERY EXPENSIVE, AND SO, YOU KNOW, THERE'S ALL SORTS OF REASONS THERE.

SO I'D LIKE TO SEE THAT REFLECTED AS FAR AS THE REAL COST.

I DON'T HAVE TO ASK ABOUT THE OTHER ONE SO MUCH I CAN MAYBE SEND THAT OFFLINE.

I HAVE ANOTHER SOME QUESTIONS I CAN DO SECOND ROUND.

THANKS. THANK YOU, TRUSTEE MAH.

I'LL ADD YOU BACK INTO THE QUEUE.

OKAY, AND THEN TRUSTEE LARI.

TRUSTEE LARI, CAN YOU REPEAT YOUR QUESTION WITH THE MICROPHONE ON? TRUSTEE LARI, IF YOU PUSH THE BUTTON TO MAKE YOUR MICROPHONE ON.

OH, I THINK.

CAN WE GET SOME SUPPORT? THERE WE GO. THANK YOU.

SO I WANTED TO KNOW WHAT PERCENTAGE OF DENALI STUDENT ENROLLMENT IS SPECIAL EDUCATION STUDENTS? WHAT PERCENTAGE? PER WHAT'S REPORTED ON DATAQUEST FOR THE 21-22 SCHOOL YEAR THEIR PERCENTAGE WAS AT 15%.

STUDENTS WHO ARE ELIGIBLE AND RECEIVING IEP SERVICES.

OKAY, SO I SAW A FIGURE HIGHER THAN THAT SOMEWHERE.

15% IS THE FIGURE THEN? OF DENALI'S SPECIFIC POPULATION.

15% OF THOSE STUDENTS ARE ELIGIBLE AND RECEIVE IEP SERVICES.

OKAY, THANK YOU. IS THAT IT TRUSTEE LARI? OKAY, I HAVE A COUPLE OF QUESTIONS AND THEN I'LL GO BACK TO FOR ROUND TWO.

SO I KIND OF ECHO THE SENTIMENTS.

I DO THINK ALL OF OUR PUBLIC COMMENTERS WHO CAME OUT, OUR PARENTS, OUR STUDENTS AND OUR TEACHERS, IT'S REALLY IMPORTANT FOR US TO HEAR FROM THE COMMUNITY.

SO I DO THANK YOU FOR BEING HERE TONIGHT AND JUST SHARING WHAT YOU'VE EXPERIENCED, WHAT YOU'VE HEARD.

AND AS A TEACHER MYSELF, I AM YOU KNOW, IT IS DISHEARTENING TO HEAR OUR STUDENTS COME, BUT I AM PROUD TO SEE STUDENTS HERE.

MY QUESTION I'M NOT GOING TO REPEAT THE 4% MOU QUESTION THAT MY TRUSTEES HAVE ASKED ALREADY.

I HAVE THE SAME CONCERNS AND WOULD LIKE TO KNOW THE ANSWER TO THAT AS TO WHY IT HAS STOPPED, AND THANK YOU, TRUSTEE BERTA ASKING IF THAT'S A VIOLATION AS WELL. SO I WOULD LIKE TO GET THAT ANSWER AS WELL TOO, BUT MY QUESTION IS, IF WE LOOK AT SLIDE SIX, I HAVE SOME CONCERNS WITH 2017-18 AS WELL AS 2019-20, THEY'RE SIGNIFICANTLY HIGHER.

THE HOME OFFICE COMMITMENT OF 14.

IS THIS 14 BILLION? MILLION. THANK YOU.

14 MILLION, AND 18 MILLION I UNDERSTAND THAT THERE'S LAND CONSTRUCTION COSTS IN THERE, BUT THAT'S JUST SUCH A HIGH AMOUNT.

SO I WAS WONDERING IF WE COULD, YOU KNOW, GET AN ANSWER AS TO WHY IT'S SO MUCH HIGHER IN THOSE TWO YEARS.

I WILL DEFER TO MS. TAPIA. SO THAT CORRELATES WITH WHAT WAS PRESENTED IN

[02:10:03]

SLIDE.

POSSIBLY FOUR.

MATT I'M SORRY, THIS WAS YOUR SLIDE IN RELATION OH SLIDE NINE.

SO THAT'S DIRECTLY RELATED TO THE ISSUANCE OF A BOND TO BE ABLE TO MEET THE CONSTRUCTION NEEDS, NOT ONLY THE LAND PURCHASE, BUT ALSO THE CONSTRUCTION NEEDS OF DENALI HIGH SCHOOL.

IT IS JUST DIRECTLY RELATED TO THAT HISTORICAL CONTEXT OF WHAT DENALI HAS EXPERIENCED IN THEIR FACILITIES.

I'M NOT UNDERSTANDING IT.

SO WAS IT THE MONEY CAME FROM A BOND OR THE MONEY CAME FROM HOME [INAUDIBLE] BECAUSE IT SAYS HOME OFFICE COMMITMENT.

CORRECT. SO HOME OFFICE HAD TO PROVIDE SUPPORT AT A LOCAL LEVEL FOR DENALI TO BE ABLE TO ISSUE THEN THE BOND TO BE ABLE TO MEET TO BE ABLE TO DO THE CONSTRUCTION OF DENALI HIGH SCHOOL.

SO A MAJORITY OF THOSE COSTS THEN I MEAN BECAUSE IT'S ALMOST YOU KNOW IT'S IN THE MILLIONS MORE SO MOST OF THAT THEN DID GO TO CONSTRUCTION COSTS? YES, IT DID.

OKAY, MY FOLLOW UP QUESTION THEN IS FROM 2020 TO 2023, THE OPERATIONAL SUPPORT, I MEAN, THAT'S VERY GENERAL.

WE DON'T REALLY KNOW WHAT THAT MEANS, BUT IN 15 AND 16, IT'S ONLY $400,000, AND THEN IN 2020 TO 2023, IT'S OVER A MILLION AND THEN DOUBLED FROM, YOU KNOW, 21, 22 TO 22, 23.

SO CAN WE GET MORE CONTEXT ON THAT? WE CAN, AND I CAN SAY THAT IT IS ALSO RELATED TO, AGAIN, THE BUILDING OF DENALI HIGH SCHOOL.

PRIOR TO THAT, THE 445 REPRESENTED LESS OF AN OPERATIONAL SUPPORT THAT THEY NEEDED BECAUSE THEY DID NOT HAVE A LEASE THAT EQUATED TO WHAT IT IS NOW FOR DENALI HIGH SCHOOL, BUT WE CAN CERTAINLY PROVIDE MORE DETAIL BEHIND THAT AS TO WHAT MIGHT MIGHT MAKE UP THAT EXACT AMOUNT AS PER WHATEVER MULTI YEAR PROJECTION THEY PROVIDE US.

YEAH. I WOULD LIKE TO KNOW MORE.

IT'S JUST DISAPPOINTING TO HEAR THAT IT WOULD GO TOWARD CONSTRUCTION COSTS, AND THEN THE SCHOOL IS CLOSING.

THAT'S JUST THAT'S REALLY DISAPPOINTING TO HEAR.

IT DOESN'T CORRELATE TO ME, AND I KNOW THAT'S NOT YOUR FAULT, BUT I WOULD LIKE SOME IF WE CAN GET SOME CONTEXT ON THAT WOULD BE APPRECIATED.

AND THEN FOLLOWING UP WITH TRUSTEE LARI'S QUESTION, WITH 15%, STUDENTS SERVING WITH IEPS ARE A MAJORITY OF THOSE IN SIXTH GRADE? AS I KEEP HEARING, SIXTH GRADE IS COSTING MORE.

IS THAT WHY? SO I DON'T KNOW.

OKAY. BUT THE REASON PART OF THE REASON WHY WE'RE SAYING THAT SIXTH GRADE COST MORE IS TK AND K ARE FUNDED AT ONE AMOUNT AND THEN ONE THROUGH FIVE OR ONE THROUGH SIX, ONE THROUGH SIX ARE FUNDED AT A DIFFERENT AMOUNT AND THEN SEVEN AND EIGHT ARE FUNDED AT A SEPARATE A MORE A DIFFERENT AMOUNT, BUT MORE THAN SIXTH GRADE.

SO THEY GET MORE MONEY FOR THEIR SEVENTH AND EIGHTH GRADERS THAN THEIR 9TH OR 10TH GRADERS THAN THEY GET FOR THE SIXTH GRADERS.

OH, BECAUSE SIXTH GRADE IS STILL IN THE ELEMENTARY.

CORRECT. I SEE.

AND JUST AS A REFERENCE POINT, SLIDE 12 OR SLIDE 11, SORRY WOULD BE A REPRESENTATION OF THAT PER ADA FUNDING THEY RECEIVE PER ADA FOR FUNDING THAT WE RECEIVE. OH RIGHT. BY EACH GRADE LEVEL.

RIGHT. OKAY, OKAY, I DO HAVE A COUPLE MORE QUESTIONS, BUT I WILL COME BACK, SO I'M GOING TO GO THROUGH THE QUEUE AGAIN.

SO I'M GOING TO GO TRUSTEE SREEKRISHNAN AND THEN TRUSTEE MAH.

TRUSTEE DI SALVO DID YOU HAVE MORE QUESTIONS AS WELL? AND THEN TRUSTEE BERTA.

OKAY, OKAY, WE'LL GO IN THAT ORDER.

SO. VICE PRESIDENT SREEKRISHNAN.

THANK YOU, AND I WANT TO STATE FOR THE RECORD AS WELL, I HAVE THE SAME QUESTION THAT DIRECTOR FAIRLEY AND TRUSTEE BERTA MENTIONED . I WANT TO HEAR FROM SUMMIT WHY THEY'RE CHOOSING TO STOP FUNDING DENALI TO THE POINT WHERE THEY CAN STAY AFLOAT? AND I THINK TO TRUSTEE DI SALVO'S POINT, I'M GETTING THE PICTURE THAT'S WHY WE SAW CLEAN FINANCIAL AUDITS.

SO I WANT TO HEAR MORE FROM THEM ABOUT THAT, AND I ALSO WANT TO SAY, I HOPE WHERE APPROPRIATE AND WITHIN OUR JURISDICTION, I HOPE OUR BOARD AND COUNTY OFFICE CAN PLAY A ROLE IN INCREASING TRANSPARENCY THROUGHOUT THIS PROCESS, AND I THINK I'M HEARING SIMILAR SENTIMENTS FROM MY COLLEAGUES.

AND IN THAT REGARD, SO TO MY PREVIOUS QUESTION SO SLIDE SIX DOES SHOW WHAT THE HOME OFFICE IS CONTRIBUTING, BUT THERE'S ALSO FEES BEING TAKEN AS WELL.

[02:15:06]

SO I DON'T KNOW IF THAT PAINTS THE FULL PICTURE, AND I KNOW YOU'RE GOING TO RESPOND WITH THAT INFORMATION AS WELL.

SO MY NEXT QUESTION IN REGARDS TO ACCOMMODATIONS FOR STUDENTS, YOU KNOW, WE TALKED ABOUT STUDENTS WITH IEPS AND WAS MENTIONED IN THE PRESENTATION THAT DENALI IS UTILIZING OUTSIDE CONTRACTS FOR THOSE STUDENTS, WHICH IS A REALLY COMMON PRACTICE.

SO I'M HAVING TROUBLE UNDERSTANDING WHY THEIR COSTS ARE SO OUT OF RANGE WITH OTHER SCHOOLS AND WHY IT'S SO COSTLY WHEN THAT'S A VERY COMMON PRACTICE.

WELL, THE REASON THAT WE HAVE HEARD IS THAT THEY ARE PAYING FOR NONPUBLIC SCHOOL PLACEMENTS AND DUE PROCESS FEES FOR SPECIAL EDUCATION.

DID I NOT ANSWER CLARIFY THAT DUE PROCESS WOULD BE LEGAL SERVICES FEES? YES. OKAY.

I THINK, YOU KNOW, WHEN YOU'RE SPEAKING TO SUMMIT AGAIN, I THINK YOU MENTIONED THIS FRIDAY , JUST MORE CLARITY ON WHY DENALI IS MORE EXPENSIVE TO OPERATE THAN THEIR OTHER SITES WOULD BE GREAT AS WELL.

THANK YOU. TRUSTEE MAH.

THANK YOU. TWO POINTS I WANTED TO MAKE.

ONE IS THE QUESTION THAT TRUSTEE DI SALVO ASKED EARLIER.

I KNOW THAT THERE ARE STUDENTS FROM ALL OVER THE COUNTY AT SUMMIT DENALI.

I KNOW PEOPLE IN PALO ALTO WHO HAVE GONE, AND THEN WE DID HEAR FROM OTHER PEOPLE.

I MEAN, AS A CHARTER, IT IS ALLOWED TO HAVE APPLICANTS FROM ANYWHERE IN CALIFORNIA, AND SINCE APPARENTLY IT'S UNDER ENROLLED, THEY WERE TAKING, YOU KNOW, ANYONE AND EVERYONE WHO WANTED TO APPLY.

I GUESS ONE THING THAT I'D LIKE TO JUST BRING TO BEAR FROM A HISTORICAL STANDPOINT IS THAT WE DID HAVE A CHARTER SCHOOL BACK IN THE DAY IN 2015 WE APPROVED THAT WAS SILICON VALLEY FLEX ACADEMY, AND THAT WAS DOWN IN GILROY.

AND THAT SCHOOL WAS FINANCIALLY DEPENDENT ON A FOR PROFIT ORGANIZATION AT THE TIME, K 12 AND WE WERE WE WERE NERVOUS ABOUT THAT AS AN AUTHORIZING ENTITY, AND SO THERE THE CASE WAS THAT WE WERE AWARE THAT K 12 WAS BASICALLY BACKFILLING ALL THEIR DEFICITS AND WE KNEW THAT EVERY YEAR. AND SO WE KNEW THAT EVERY YEAR AND WERE INFORMED AND THEN BASICALLY KIND OF THE NEXT YEAR, K 12 JUST PULLED THEIR SUPPORT AND SO THEY HAD TO CLOSE.

AND SO LAST MEETING, I ASKED WHETHER WE WERE AWARE THAT THE HOME OFFICE WAS SUPPORTING DENALI SUMMIT EVERY YEAR, AND I THINK THE COMMENT WAS THAT WE WERE AWARE.

I GUESS I'M SORRY THAT THE CHARTER SCHOOL DEPARTMENT WAS AWARE, BUT I THINK THE BOARD WASN'T AWARE, AND SO I WOULD LIKE TO REQUEST THAT THE SITUATIONS WHERE THERE ARE THESE HUGE SUBSIDIES FROM WHEREVER THAT THE BOARD IS AWARE OF THAT SINCE IT DOES IMPACT THE FINANCIALS, I MEAN, CERTAINLY BY PROVIDING THE SUBSIDY AUDITS ARE GOING TO BE CLEAN EXPENSES AND INCOME STATEMENTS ARE GOING TO BE GREAT.

BUT IF WE'RE AWARE THAT THERE'S HUGE SUBSIDIES, THEN THAT SHOULD BE REPORTED TO US ON THE BOARD AS AS THE ULTIMATE AUTHORIZERS, BECAUSE THAT IS A RISK WHICH, YOU KNOW, MAYBE FROM A RISK MANAGEMENT STANDPOINT, WE SHOULD HAVE HIGHLIGHTED A LITTLE BIT MORE.

SO THAT'S MY ONLY COMMENT.

THANKS. THANK YOU TRUSTEE MAH.

TRUSTEE DI SALVO. THANK YOU AGAIN, PRESIDENT CHON.

SO I WOULD LIKE TO KNOW THE SPECIFIC DELTA FOR 2023-24 IN ORDER TO OPERATE DENALI FOR ONE YEAR WITH SUPPORT FROM SOME PUBLIC SCHOOLS? IT SOUNDS TO ME LIKE THEY HAVE THE MONEY.

IT SOUNDS TO ME THEY SUPPORTED DENALI BEFORE EVEN TO THE POINT OF $18 MILLION DOLLARS FOR LEGAL COSTS, ETC.

FOR A NEW HIGH SCHOOL.

I AGREE WITH THE PARENT THAT TALKED ABOUT WASTE OF PUBLIC DOLLARS TO BUILD A HIGH SCHOOL AND THEN YOU'RE CLOSING IT IN TWO YEARS.

IT SOUNDS LIKE A BEAUTIFUL HIGH SCHOOL.

I HAVEN'T BEEN THERE. I KNOW SOME OF YOU HAVE, AND I WOULD LIKE TO GO, BUT WHAT HAPPENS TO THAT?

[02:20:05]

IS THERE ANY OTHER MOTIVE FOR SUMMIT PUBLIC SCHOOLS TO CLOSE DENALI? IS IT TO SELL THAT SITE? AND MAYBE IT'S IN AN AREA WHERE IT COULD BE A LUCRATIVE SALE.

I'M WONDERING WHAT ELSE IS HAPPENING HERE THAT BECAUSE IT DOESN'T REALLY ALL ADD UP TO ME.

THEY'VE SUPPORTED MILLIONS OF DOLLARS TO BACKFILL DENALI'S BUDGET AND LACK OF ENROLLMENT.

THEY HAVEN'T REALLY HAD IT DOESN'T SEEM LIKE AT LEAST YOU HAVEN'T SHARED THIS THEY'VE GONE OUT TO TRY TO INCREASE ENROLLMENT, BUT WE'VE HEARD ABOUT THE ENCROACHMENT ON GENERAL FUNDS WITH STUDENTS OF SPECIAL NEEDS AND OUT OF PUBLIC SCHOOL PLACEMENTS.

SO I NEED MORE AND I AGREE WITH TRUSTEE MAH THAT IT'D BE GREAT TO HAVE SUMMIT PUBLIC SCHOOL BOARD MEMBERS HERE SO THAT WE COULD ASK THEM QUESTIONS BECAUSE WE'RE IN THIS TOGETHER.

RIGHT, AND THEY SHOULDN'T JUST BE IN A DISTANT LAND.

HOPEFULLY THEY'RE WATCHING THIS OR THEY WILL WATCH THIS.

SO PLEASE COME AND LET US KNOW WHAT YOU KNOW, BECAUSE IT'S THE STUDENTS THAT WE ALL SHOULD BE CONCERNED ABOUT CONTINUING THEIR EDUCATION HERE AT DENALI.

SO THAT'S MY ONLY QUESTION IN MY PONTIFICATION.

THANK YOU, TRUSTEE DI SALVO.

TRUSTEE BERTA.

MAY I MAKE A COMMENT? OH, I'M SORRY.

YES. SURE. SO.

I'M NOT SURE OF ANY AWARE OF ANY OTHER MOTIVATIONS, BUT THEY HAVE SAID THAT IT'S PROBABLE THAT THEY WILL SELL THE PROPERTY AND THEN REPAY THE BOND WITH THE MONEY FROM THE SALE.

AND THEN, I'M SORRY, TRUSTEE MAH.

I ALSO WANTED TO MENTION THAT IN THE STAFF REPORT FOR THE RENEWAL IT DID THERE WAS A MENTION OF THE SCHOOL RECEIVING MONEY FROM THE HOME OFFICE.

SO IT WAS IN THE STAFF RENEWAL, BUT I WILL START TO BRING THAT INFORMATION FORWARD IF THAT HAPPENS TO BE THE CASE AGAIN IN THE FUTURE.

AND EXECUTIVE DIRECTOR FAIRLEY IF I MIGHT ADD ON TO THAT AT THE RENEWAL THE STAFF ANALYSIS SPECIFICALLY INCLUDED CONCERNS THAT WERE REPORTED TO THE BOARD ABOUT THE DEPENDENCE OF THE SCHOOL ON THE RESOLUTION FOR FUNDING AND EXPRESSED THEIR CONCERN THAT THEY WERE UNCERTAIN IF THAT WAS A VIABLE MODEL AND HOW LONG THE SUMMIT PUBLIC SCHOOLS WOULD COMMIT TO THAT FUNDING.

THAT WAS MADE ABUNDANTLY CLEAR TO THE BOARD AT THAT TIME AT THE RENEWAL, AND WE INCORPORATED INTO THE MOU THAT RESOLUTION.

AND BECAUSE OF THE BOARD'S DIRECTION TO ATTEMPT TO INCLUDE THAT IN THE MOU, BUT JUST TO BE CLEAR, THAT WAS A CONSIDERATION OF THE BOARD AT THAT TIME, EVEN AT THAT TIME CONCERN WHETHER SOME OF THE PUBLIC SCHOOLS WOULD BE ABLE TO CONTINUE TO FUND DENALI IN THE LONG TERM.

AND THERE WAS ALSO PLANNING AT THAT TIME AT THE RENEWAL THAT THERE WAS A LOT OF DEPENDENCE ON THE HOPE THAT ENROLLMENT WOULD GROW, THAT BY ADDING THESE ADDITIONAL GRADES, THAT THEY MAY BE ABLE TO GROW THEIR ENROLLMENT, AND I DON'T THINK ANYONE WAS EXPECTING COVID, AND THAT MAY HAVE ALSO IMPACTED SOME OF THEIR STRATEGIES AROUND GROWING THEIR ENROLLMENT.

THANK YOU. TRUSTEE BERTA, AND THEN TRUSTEE MAH I'LL COME BACK TO YOU.

TRUSTEE BERTA. I'M NOT SURE IF TRUSTEE ROCHA, OKAY, I JUST KNOW HE HASN'T GOTTEN TO SPEAK ON THAT.

YEAH. SO, YOU KNOW, THERE'S BEEN A LOT OF COMMUNICATION.

EXCUSE ME. SO A LOT OF COMMUNICATION, YOU KNOW, CALLING FOR AROUND THE LACK OF TRANSPARENCY.

SO I'M JUST WONDERING IF YOU CAN DIRECT US AN THE PUBLIC TO SOME OF THE DOCUMENTS POTENTIALLY WHERE THESE FINANCIAL ISSUES OR EVEN JUST FINANCIAL RECORDS THAT ARE OUTLINED, I BELIEVE, ON SLIDE FOUR, YOU KNOW, THE EVIDENCE OF THE CLEAN FINANCIAL AUDITS, THE ANNUAL PROGRAM REPORTS, THE MONTHLY FINANCIALS, THE MOU.

IS THERE A SPECIFIC LOCATION WHERE THE PUBLIC CAN FIND THAT INFORMATION?

[02:25:05]

MS. TAPIA CAN YOU ADDRESS THAT QUESTION? AS FAR AS A CLEAN FINANCIAL AUDIT SUMMIT HAS BEEN COMPLIANT THROUGH, AS WE CAN TELL FROM OUR OVERSIGHT OF HAVING THEIR OWN BOARD ACCEPT THE AUDIT ANNUALLY BY THE DEADLINE.

SO THAT INFORMATION IS AVAILABLE TO THE PUBLIC THROUGH SUMMIT BOARD MEETINGS.

THEY ARE ALSO DOCUMENTS THAT WE ASK THAT THEY POST ON THEIR WEBSITE, WHICH WE CAN CONFIRM THAT IS READILY ACCESSIBLE TO THE PUBLIC.

AS FAR AS THERE WAS ANOTHER ITEM THAT YOU MENTIONED, ASIDE FROM FINANCIAL AUDITS.

IT'S THE FINANCIAL AUDITS, THE ANNUAL PROGRAM REPORTS IN THE MONTHLY FINANCIALS.

SO THE PROGRAM REPORTS ARE REPORTS THAT OUR OFFICE PROVIDES TO THE SCHOOL.

THE FEEDBACK. YES.

OKAY. AND THEN THE OTHER ONE IS THE MONTHLY FINANCIALS.

AND AS FAR AS THE MONTHLY FINANCIALS, FROM OUR PERSPECTIVE, THOSE ARE USED AS INTERNAL DOCUMENTS FOR OUR OVERSIGHT RESPONSIBILITIES, BUT THE PUBLIC COULD SEE THAT INFORMATION THROUGH THE BOARD MEETINGS AS WELL AS SUMMIT CHOOSES TO REPORT THAT TO THEIR BOARD.

YEAH. IS THERE A WAY TO HAVE A I MEAN, JUST IN THE INTERESTS OF TRANSPARENCY, HAVE THOSE DOCUMENTS, YOU KNOW, LOCATED IN A SPOT THAT'S EASILY ACCESSIBLE? DR. DEWAN. I THINK WE COULD EXPRESS TO SUMMIT DENALI THE EXPECTATION OF THIS BOARD THAT THEY PROVIDE THAT LEVEL OF TRANSPARENCY AND WE CAN PROVIDE TECHNICAL ASSISTANCE TO THEM TO HELP GUIDE THEM IN MEETING YOUR EXPECTATION.

I THINK THAT'S REALLY IMPORTANT TO ASSIST, TO PROVIDE THAT FEEDBACK SO THAT IT IS MORE EASILY ACCESSIBLE AND ALSO JUST MORE BROADLY, I'D LIKE TO KNOW WHAT WHAT THE EXPECTATIONS ARE OF OUR COUNTY OFFICE IN TERMS OF COMMUNICATION FROM SUMMIT PUBLIC SCHOOLS TO THE DENALI COMMUNITY AND MORE BROADLY, WHAT DO THOSE EXPECTATIONS LOOK LIKE RIGHT NOW AT THIS POINT? SO I CAN SAY THAT WHEN THEY INITIALLY TOLD US THAT THE SCHOOL COULD POTENTIALLY CLOSE, WE ASKED THEM WHAT THEIR PLAN WAS FOR NOTIFYING FAMILIES AND STUDENTS, AND THEY WERE THINKING THAT THEY WOULD DO IT KIND OF DOWN THE ROAD.

WE STRONGLY ENCOURAGE THEM THAT SOONER IS BETTER, AND SO THE VERY NEXT WEEK WAS IT THE NEXT WEEK, THEY BEGAN TELLING THEIR STAFF AND THEIR FAMILIES THAT THERE WAS A POTENTIAL THAT THE SCHOOL WOULD CLOSE.

THEY HAVE SINCE BEGAN TO DO WEEKLY WRITTEN REPORTS TO THE COMMUNITY.

SO THAT WASN'T AN EXPECTATION THAT WE PUT INTO PLACE.

THAT WAS SOMETHING THAT THEY DID ON THEIR OWN.

WE HAVEN'T OUTLINED ANY EXPECTATIONS FOR THEM OTHER THAN THAT FAMILIES NEED TO KNOW SOONER RATHER THAN LATER WHAT IS HAPPENING.

NO. OH, THEY HAVE SENT US A LINK TO SOME WEEKLY COMMUNICATIONS, TWO, OF WHICH I HAVE HERE.

ACCESS TO. IF WE COULD HAVE, YOU KNOW, EVERYTHING FOR DENALI KIND OF LOCATED OR COMMUNICATING THAT EXPECTATION TO THEM SO THAT IT'S CLEAR FROM BOTH OUR STANDPOINT AS AN AUTHORIZER BUT ALSO TO THE BROADER COMMUNITY, BECAUSE THESE A LOT OF THESE SHOULD BE, YOU KNOW, IF THEY'RE SAYING IT'S THEIR COMMUNICATIONS TO THE PUBLIC OR COMMUNICATIONS TO THE DENALI COMMUNITY, THEN THAT SHOULD BE SOMETHING THAT'S ACCESSIBLE.

SO I HAVE THE JANUARY 12, JANUARY 16.

OKAY.

THANK YOU. THANK YOU, TRUSTEE BERTA.

I HAVE A COUPLE OF QUESTIONS.

JUST ONE FOLLOWING UP WITH TRUSTEE BERTA'S QUESTION, I ECHO THE SAME URGE AND TRANSPARENCY WITH THE NEWSLETTERS.

[02:30:02]

IT'S PRETTY APPALLING TO HEAR A REPORT ONE WAY AND PARENTS SAYING THE OPPOSITE.

MY QUESTION IS, IS WHEN TRUSTEE BERTA WAS ASKING ABOUT THESE FINANCIAL REPORTS AND BEING AVAILABLE AT THEIR BOARD MEETINGS, ARE THEIR BOARD MEETINGS AT WHAT TIME AND WHAT DAY WAS THEIR LAST BOARD MEETING? QUARTERLY, SO FOUR TIMES A YEAR.

WEEKDAYS. ON WEEKDAYS, AND THEN IS THERE SCHOOL IN SESSION AT THAT TIME? OKAY, AND OKAY, THAT SEEMS A LITTLE DIFFICULT FOR THE PUBLIC TO BE ABLE TO ACCESS TEACHERS, STUDENTS, PARENTS.

YOU KNOW, OUR MEETINGS ARE IN THE EVENINGS SO PEOPLE CAN COME.

I UNDERSTAND DISTANCE IS A FACTOR AS WELL.

SO IF THEY ARE NOT MAKING THEIR BOARD MEETINGS MORE ACCESSIBLE, WE WOULD LIKE I WOULD LIKE TO URGE TO MAKE AT LEAST THEIR DOCUMENTS MORE ACCESSIBLE SO THAT I KNOW WITH TRUSTEE BERTA'S QUESTION IT'S ACCESSIBLE TO US, BUT ALSO TO THE PUBLIC IS IMPORTANT.

AND THEN I FORGOT MY OTHER.

I'M GOING TO GO BACK. TRUSTEE ROCHA DID YOU HAVE ANYTHING YOU WANTED TO ADD TO OUR DISCUSSION? I DID NOT MEAN TO SKIP OVER YOU.

I JUST DIDN'T SEE A CARD RAISED.

YEAH, AND THEN TRUSTEE MAH I WILL GO BACK TO YOU, AND THEN VICE PRESIDENT SREEKRISHNAN.

THANK YOU I DID HAVE A FEW QUESTIONS, AND I HAVE VERY LITTLE EXPERIENCE TO NONE WITH INDEPENDENT CHARTERS AND SOME WITH DEPENDENT CHARTERS.

SO PLEASE BE PATIENT AS I GET UP TO SPEED ON THESE ISSUES.

WE TALKED ABOUT THE BOARD IS THERE ARE TWO SEPARATE BOARDS AND ONE SUMMIT BOARD AND ONE AT THE SCHOOL SITE OR FOR THE SCHOOLS OR ARE THEY ONE AND THE SAME? ONE IN THE SAME. OKAY.

SO THEY HAVE ONE BOARD AND THAT BOARD MEETS WHERE? THEY HAVE BEEN MEETING VIRTUALLY ONLINE, BUT I BELIEVE THAT IN THE PAST I'VE JUST, I STARTED DURING COVID.

SO I THINK THAT IN THE PAST, THE BOARD MET AT THEIR REDWOOD CITY HOME OFFICE.

OKAY, AND WHAT'S THEIR PORTFOLIO LIKE? HOW MANY SCHOOLS DO THEY OPERATE OR MANAGE IN TOTAL? THEY HAVE, I THINK, FIVE CALIFORNIA SCHOOLS.

IS THAT RIGHT? SEVEN.

SEVEN I DON'T KNOW HOW MANY. IT'S A TOTAL OF 14 SCHOOLS IN THE SUMMIT PUBLIC SCHOOL SYSTEM, INCLUDING CALIFORNIA AND WASHINGTON STATE.

SO ABOUT 21 IN TOTAL.

OR WAS THAT 7 AND THEN 14? NO, 14 IN TOTAL. SO 14 IN TOTAL IS THEIR WHOLE PORTFOLIO? THAT IS CORRECT. OKAY.

SO AND THEN A QUESTION AROUND, IS IT THE AGREEMENTS THAT WE HAVE ARE THEY MOU'S OR MOA'S? CAN YOU REFRESH MY MEMORY? MOU'S? MEMORANDUMS OF UNDERSTANDING? YEAH. I UNDERSTAND WHAT THEY ARE I WAS WONDERING IF IT WAS AN MOU OR MOA MEMORANDUM OF AGREEMENT.

DOES IT INCLUDE ANY CERTAINTY IN TERMS OF LOCATION OF THE SCHOOL COMMITMENT TO THE SITE, HAVING A LEASE IN PLACE FOR A CERTAIN AMOUNT OF TIME, OWNERSHIP OF THE LAND, OR ARE WE SILENT ON THE SCHOOL SITE AND WHERE IT'S GOING TO BE IN TERMS OF CONSISTENCY? SO I'M SORRY.

I'M HAVING A HARD TIME HEARING NUMBER ONE.

SO CAN YOU REPEAT YOUR QUESTION? IN THESE MOA'S DO WE HAVE ANY LANGUAGE IN THERE ABOUT CERTAINTY OF THE SCHOOL SITE, LOCATION, LEASE TERMS THAT THEY HAVE TO HAVE IN PLACE? THEY CAN MOVE FROM YEAR TO YEAR, GENERALLY SPEAKING? YES, THAT IS CORRECT, AND THAT IS SOMETHING THAT IS STANDARD PRACTICE ACROSS AGREEMENTS WITH CHARTERS? MOA'S WITH CHARTERS HERE IN SANTA CLARA COUNTY OR STATEWIDE, AND I'M KIND OF ASKING A QUESTION YOU MAY NOT KNOW, BUT FOR ME THAT SEEMS LIKE SOMETHING YOU'D WANT TO INCLUDE IN A MOA. AND AGAIN, I'M NEW TO THE WHOLE CHARTER SITUATION, BUT YOU KNOW, CERTAINTY FOR PARENTS IN TERMS OF KNOWING THAT THE SCHOOL SITE IS ONE THAT THE OPERATOR OWNS OR IS GOING TO BE ABLE TO OWN OR OPERATE FOR A CERTAIN AMOUNT OF TIME.

I WILL ANSWER THAT, TOO, TO THE DEGREE THAT WE'RE ABLE TO.

SO THE CHARTER IS REQUIRED WHEN A CHARTER COMES BEFORE THE COUNTY BOARD FOR APPROVAL OR RENEWAL.

THEY ARE REQUIRED TO PROVIDE SOME INFORMATION ABOUT THE FACILITIES THAT THEY WILL USE AND FOR COUNTYWIDE CHARTERS, WHICH DENALI IS A COUNTY WIDE CHARTER.

THEY PROVIDE A LITTLE BIT MORE INFORMATION POTENTIALLY THAN FOR A DISTRICT AUTHORIZED CHARTER OR A CHARTER ON APPEAL.

OFTEN THERE ISN'T SPECIFIC AGREEMENT AS TO AN EXACT LOCATION OR LEASE TERMS, IN PART BECAUSE TYPICALLY A CHARTER SCHOOL CANNOT ACQUIRE PROPERTY OR GET A LEASE OR OTHERWISE ENGAGE IN PROPERTY ACQUISITION UNTIL IT HAS A CHARTER IN PLACE BECAUSE IT DOESN'T HAVE FUNDING CERTAINTY OR OPERATIONAL CERTAINTY.

[02:35:01]

SO WE REQUIRE CERTAIN INFORMATION, AND AS FAR AS WHETHER THEY CAN MOVE, THAT ENDS UP BEING KIND OF A FACTUAL DETERMINATION ABOUT WHETHER A MOVEMENT OF A FACILITY IS A MATERIAL REVISION TO THE CHARTER.

AND JUST ONE OTHER ISSUE IS CHARTER SCHOOLS ARE ALSO ABLE TO OBTAIN FACILITIES FROM THE DISTRICT WHERE THEY'RE LOCATED, DEPENDING ON THE PROJECTED ENROLLMENT AT THE CHARTER SCHOOL, AND THAT IS AN ANNUAL BY STATUTE AND REGULATION THAT'S AN ANNUAL PROCESS.

SO IF CHARTER SCHOOLS ARE GOING THROUGH THAT PROCESS, WE WOULDN'T BE ABLE TO COMMIT THEM TO ANY PARTICULAR TERMS. OKAY, THANK YOU.

I MIGHT ASK FOR SOME MORE CLARIFICATION ON THAT, BUT I THINK THAT'S VERY HELPFUL.

SO THEN HOW LONG ARE THESE MOA'S TYPICALLY LAST? SO TYPICALLY FIVE YEARS.

OKAY, YEAH.

ALL RIGHT, AND IS THAT A NEGOTIATED TERM? THEY ARE NEGOTIATING.

OR IS THERE A STANDARD? SO THAT THE COUNTY OFFICES STANDARD IS THAT THE MOU STAYS IN PLACE THROUGHOUT THE ENTIRE TERM OF THE CHARTER AND CONTINUES IN PLACE UNTIL AS LONG AS THE CHARTER IF THE CHARTER WERE TO BE RENEWED, FOR EXAMPLE, THE CURRENT MOU STAYS IN PLACE UNLESS AND UNTIL IT IS REPLACED BY ANOTHER MOU, SO THAT AT ALL TIMES THERE IS IN FACT AN MOU IN PLACE.

THE [INAUDIBLE]. OKAY, THANK YOU, AND IF I MAY, AND I DON'T KNOW IF YOU'RE FAMILIAR WITH THE SCHOOL SITE, CAN YOU TELL ME A LITTLE BIT ABOUT THE MIDDLE SCHOOL SITE? AND I KNOW THAT ONE IS LEASED AND I BELIEVE IT WAS WEDDLE.

YES [INAUDIBLE].

AND WHAT TYPE OF FACILITY IS THAT? IT'S KIND OF AN INDUSTRIAL.

IS IT IN KIND OF AN INDUSTRIAL PARK AREA? AND THEY HAVE A 19 YEAR LEASE.

I BELIEVE THAT IS CORRECT.

THEY SECURED A 19 YEAR LEASE, APPROXIMATELY A 19 YEAR LEASE AND I BELIEVE IS A CHURCH OR FORMERLY A CHURCH.

OKAY, SO AND THEY HAVE AND I'M LOOKING AT THE ENROLLMENT GRAPH ON SLIDE EIGHT.

SO THEY HAVE AROUND 260 KIDS APPROXIMATELY IN THEIR MIDDLE SCHOOL, AND AGAIN, THAT'S JUST AN ESTIMATE BASED ON ME LOOKING.

ALL RIGHT, AND THEN AT THE HIGH SCHOOL SITE, IT'S ABOUT 300 PLUS HIGH SCHOOL STUDENTS IN TOTAL, AND COULD YOU TELL ME A LITTLE BIT ABOUT THAT HIGH SCHOOL SITE? CLEARLY THERE'S BEEN A MAJOR INVESTMENT IN IT.

RIGHT SO IT'S A NEW FACILITY IT HAS.

I MEAN, WHAT DO YOU WANT TO KNOW ABOUT IT EXACTLY? IN TERMS OF, I GUESS, ITS CAPACITY TO INCLUDE OTHER BUILDINGS AND WHY THEY MIGHT NOT HAVE ACTUALLY INVESTED IN OTHER BUILDINGS? AGAIN, A SMALL AMOUNT OF KIDS AT A MIDDLE SCHOOL, 200 AND SOMETHING FOR ME THAT'S NOT A LARGE SCHOOL SITE, AND TO MAKE THAT KIND OF INVESTMENT AND STILL MAINTAIN A LEASE AT ANOTHER SITE. IN TERMS OF THE OPERATIONALS AND THE COST ASSOCIATED WITH IT, AND WE'RE HEARING ABOUT SOME OF THE DIFFICULTIES WITH THE SIXTH GRADE, I GUESS I'M JUST SITTING HERE THINKING, WHY WOULD YOU NOT HAVE CONSOLIDATED YOUR SITE? BUT AGAIN, I DON'T KNOW THAT SITE, IF IT WAS A LARGE PIECE OR VERY SMALL PIECE, AND IT'S A HIGH DENSITY BUILDING.

SO THAT'S MORE JUST WHAT I WAS CURIOUS AND YOU DON'T REALLY NEED TO ANSWER THAT QUESTION.

SO I GUESS LOOKING AT THE SLIDE AND THE PRESENTATION, YOU KNOW, THERE'S A LOT OF THESE PROJECTIONS ABOUT FINANCIAL STABILITY AND ELIGIBILITY AND, YOU KNOW, FROM FACILITY OR CAPITAL FUNDING TO ENROLLMENT TO STUDENT SERVICES TO THE TWO YEAR MIDDLE SCHOOL VERSUS THE THREE YEAR AND THEN THE FREE AND REDUCED MEALS.

YOU KNOW, I KNOW, SOME OF THESE ARE ONES THAT ARE OUTSIDE OF THE CONTROL, BUT SEEMS TO ME A MAJORITY OF THEM ARE WITHIN THEIR CONTROL, BUT I UNDERSTAND ALSO TO SUPERINTENDENTS POINT, THE PANDEMIC ALSO PROBABLY HAD AN IMPACT ON THEIR FINANCIALS, BUT I GUESS I'M JUST LEFT WITH A LOT OF THE SAME QUESTIONS THAT MY COLLEAGUES ARE AS TO WHAT COULD HAVE HAPPENED SO QUICKLY WITH THESE MAJOR CAPITAL INVESTMENTS JUST A FEW YEARS AGO FOR THEM TO NOW DETERMINE THAT THEY'RE JUST GOING TO CLOSE THE SCHOOL AND WALK FROM THIS INVESTMENT.

SO THAT'S IT.

NO NEED TO ANSWER THE QUESTION.

JUST MORE OF OBSERVATION.

SO THANK YOU FOR YOUR TIME. THANK YOU TRUSTEE ROCHA.

TRUSTEE MAH. THANK YOU, PRESIDENT CHON.

I'M SORRY. I GUESS I MIGHT HAVE ZONED A LITTLE BIT.

SO AT THE ACTUAL BOARD MEETING OF SUMMIT ON THE 23RD, DID THE BOARD DECIDE ANYTHING OR THEY JUST ASKED? THEY DID NOT. ANSWERED QUESTIONS.

SO. SO YOU DIDN'T HEAR THEM SAY THAT THEY WOULD DECIDE EITHER IN THE FUTURE, NEAR FUTURE TO CLOSE OR AT LEAST THE PART THAT I PARTICIPATED IN.

TRUSTEE MAH WHO ARE YOU DIRECTING YOUR QUESTION TO?

[02:40:01]

I'M SORRY, I'M ASKING KIND OF IN GENERAL, BUT SINCE TRUSTEE DI SALVO WAS AT THE MEETING.

IF WE COULD.

THERE WAS NO BOARD ACTION TO CLOSE THE SCHOOL, WE HAVE ASKED MULTIPLE TIMES WHEN THE BOARD MIGHT MAKE A DECISION AND HAVE NOT GOTTEN AN ANSWER. OKAY, AND DO YOU KNOW IF THEY'RE PLANNING ANOTHER SPECIAL MEETING AT ANY POINT OR WHEN IS THEIR NEXT SCHEDULED BOARD MEETING? I AM NOT AWARE OF.

THEIR NEXT MEETING I THINK IT'S MARCH 2ND AND I'M NOT AWARE OF ANY SPECIAL BOARD MEETINGS.

BUT THEY WOULD ONLY HAVE TO GIVE 24 HOURS IF IT'S EMERGENCY OR WHATEVER.

SO IT DOESN'T HAVE TO BE WAY NOTICED EARLY.

OKAY, THANK YOU. THANK YOU, TRUSTEE MAH AND TRUSTEE SREEKRISHNAN.

THANK YOU. YOU KNOW, SO WE'VE GOTTEN MANY REQUESTS FROM PARENTS, YOU KNOW, HERE TODAY AND IN WRITING FOR OUR BOARD TO PLAY A ROLE.

HOWEVER WE CAN GIVEN.

WE WERE THE ORIGINAL AUTHORIZER, AND, YOU KNOW, I THINK A LOT OF THE QUESTIONS COMING UP TODAY, THESE ARE DECISIONS THAT WERE MADE BY SUMMIT.

RIGHT. SO, YOU KNOW, WE DON'T HAVE CONTROL OVER A LOT OF THESE DECISIONS AS WAS MADE AS IS SAID EARLIER.

SO I, YOU KNOW, THINK WOULD BE HELPFUL FOR TRANSPARENCY SAKE TO HAVE REPRESENTATIVES FROM SUMMIT AVAILABLE TO ANSWER QUESTIONS BECAUSE A LOT OF THESE DECISIONS ARE BEING MADE FROM THEM, AND FRANKLY, TO GIVE ANSWERS TO OUR FAMILIES THAT ARE HERE TODAY, AND THERE'S EVEN BEEN SOME BACK AND FORTH IN TERMS OF SOME OF THE QUESTIONS AND ANSWERS WE'VE BEEN GIVEN.

SO I WANTED TO MAKE A NOTE OF THAT.

AND I WANTED TO ASK ABOUT THE DENALI TEACHERS.

SO HAVE HAS THERE BEEN COMMUNICATION AND ARE THERE ANY NEGOTIATED AGREEMENTS ON IF THERE IS A CLOSURE, WHAT WOULD HAPPEN TO THEM IN THEIR TRANSITION? CAN YOU SPEAK TO THAT? I HAVE NOT LOOKED AT THEIR BARGAINING AGREEMENT.

I UNDERSTAND THAT, AND I THINK THAT GETS TO MY THE EARLIER POINT I JUST MADE.

SO THANK YOU. VICE PRESIDENT SREEKRISHNAN THAT IS THE QUESTION THAT STAFF CAN TAKE BACK TO SUMMIT AND INCLUDE IN OUR REQUEST FOR TRANSPARENCY AND SEEK THAT CLARIFICATION ON YOUR BEHALF.

THANK YOU. YEAH, AND JUST TO REITERATE, I MEAN, WE HAVE MANY PARENTS COMMUNICATING WITH US THAT WANT A LOT OF THESE ANSWERS.

SO THANK YOU.

THANK YOU. VICE PRESIDENT SREEKRISHNAN.

I WAS GOING TO ASK THAT QUESTION AS WELL ABOUT THE TEACHERS WE'VE HEARD OF A LOT OF SUPPORT OF.

YOU KNOW, WE'VE HEARD SOME SUGGESTIONS OF WHAT WE CAN DO WITH THE STUDENTS, BUT IT'S ALSO THE TEACHERS ARE THERE, AND SO WHAT WOULD BE HAPPENING WITH THEM IF THEY'RE GOING TO BE ABLE TO TRANSFER TO THE OTHER SCHOOL SITE? I KNOW WE HAD A SIXTH GRADE TEACHER HERE THAT SAID THAT WOULDN'T BE POSSIBLE IF THERE'S NO MIDDLE SCHOOL, BUT KNOWING THAT AS WELL WOULD BE REALLY IMPORTANT AND JUST MAKING SURE THAT THEY'RE SUPPORTING THE ENTIRE COMMUNITY OF THEIR SCHOOL, WHICH INCLUDES THE TEACHERS AS WELL.

SO THAT WOULD. I WILL SAY.

SORRY. OH, OH, NO, NO. PLEASE GO AHEAD.

I WILL SAY THAT AT OUR LAST MEETING, SUMMIT STAFF DID SAY THAT THEY HAD INVITED UNITE SUMMIT, WHICH IS THEIR TEACHERS UNION, TO MEET AND DISCUSS THE SITUATION.

OH, THEY DO HAVE A MEETING WITH UNITE SUMMIT.

THAT'S WHAT THEY TOLD US. THAT'S OKAY, WELL, THAT'S POSITIVE, BUT WE WOULD LIKE TO KNOW WHEN AND IF THAT ACTUALLY HAPPENED, IF THAT'S POSSIBLE.

IS IT ALSO POSSIBLE TO KNOW HOW MANY OF THE TEACHERS AT THIS SUMMIT CAMPUS ARE A PART OF THE TEACHERS UNION? OKAY.

IF THAT'S APPROPRIATE.

THANK YOU. TRUSTEES, ARE THERE ANY OTHER QUESTIONS? OKAY, OH, TRUSTEE.

BERTA, I'M SORRY. THAT'S OKAY, I WILL TRY TO MAKE IT QUICK.

IS THERE. I MEAN, THIS ALL JUST SEEMS SO LATE.

WE'RE ALREADY IN FEBRUARY IN TERMS OF THE END OF THIS SCHOOL YEAR, AND FROM EVERYTHING WE'VE HEARD, SUMMIT HAS NOT MADE A FINAL DECISION OR, YOU KNOW, COMMUNICATED BECAUSE THERE'S ALSO THE POTENTIAL CLOSING PROCEDURES AND OTHER SAFEGUARDS FOR FAMILIES THAT NEED TO BE CONSIDERED. SO AT WHAT POINT, YOU KNOW, ARE THEY OBLIGATED TO KIND OF COME TO A DETERMINATION IF THEIR NEXT BOARD MEETINGS, NOT EVEN TILL MARCH?

[02:45:01]

IT JUST IT JUST SEEMS REALLY LATE, AND I'M WONDERING, IS THERE ANYTHING IN OUR MOU THAT COULD, YOU KNOW, SUPPORT WITH THAT PROCESS? NOT PUSHING FOR THE CLOSURE, BUT JUST GIVING THE COMMUNITY SOME CERTAINTY OF WHAT THE FUTURE LOOKS LIKE.

THERE IS NOTHING IN OUR MOU THAT WOULD TELL THEM THAT THEY HAVE TO ANNOUNCE AT A CERTAIN DATE.

SO THEY COULD LITERALLY GO THROUGH JUNE 30TH IF THEY WANTED TO.

THEY COULD. I DON'T KNOW.

THEY COULD. YEAH, THAT'S JUST THAT SEEMS LIKE SUCH A A DISAPPOINTMENT, EVEN JUST FROM AN AUTHORIZING PERSPECTIVE THAT THERE WOULD IT BE ANY CONSIDERATION TO HOW THAT WOULD IMPACT STUDENTS AND FAMILIES BECAUSE THAT'S SUCH A YOU KNOW, THE DECISION AND OPEN ENROLLMENT AND ALL KINDS OF OTHER CONSIDERATIONS ARE HAPPENING NOW.

SO I COULD SEE THAT.

THAT'S WHY WHEN THEY INITIALLY TOLD US THAT THE SCHOOL COULD POTENTIALLY CLOSE.

WE PUSHED SO HARD FOR THEM TO MAKE THE ANNOUNCEMENT TO FAMILIES SO THAT IF THEY WANTED TO ENROLL IN ANOTHER CHARTER SCHOOL, THAT THEY WOULD BE ABLE TO BE A PART OF OPEN ENROLLMENT AND LOTTERIES.

AND IN TERMS OF PUSHING OR ADVOCATING FOR ANY OTHER AVENUE, IS THAT ANY PART OF THIS BOARD'S ROLE OR COUNTY OFFICE? [INAUDIBLE] AND REALLY FOR ME, PUSHING SO HARD FOR THEM TO NOTIFY FAMILIES EARLY CAME FROM WHAT I KNOW OF A PAST CLOSURE AND FAMILIES FEELING LIKE THEY DIDN'T HAVE ENOUGH ADVANCE NOTICE.

THANK YOU FOR THE CONTEXT.

OKAY, THANK YOU, TRUSTEE BERTA.

THANK YOU SO MUCH FOR THE EXTENSION OF CHARTER SCHOOLS UPDATE.

I THINK I CAN SPEAK FOR ALL THE TRUSTEES TO SAY WE APPRECIATE ALL THE QUESTIONS THAT YOU'RE ABLE TO ANSWER AND THANK YOU FOR THE COMMUNITY FOR COMING TO MAKE PUBLIC COMMENT.

CAN WE MAKE SURE THAT THIS IS AN AGENDA ITEM ON FEBRUARY 15TH FOR FOLLOW UP? YES, I THINK WE GIVEN THE SERIOUSNESS AND THE TIMING, IT'S OUR INTENTION TO HAVE A REPORT AND STATUS UPDATE AT EVERY MEETING , AND WE CERTAINLY CAN AGENDIZE THIS AGAIN.

AND PRESIDENT CHON OR SUPERINTENDENT DEWAN, COULD ONE OF YOU CALL DIANNE TAVENNER DIRECTLY AND ASK THEM TO HAVE REPRESENTATIVES OF THEIR BOARD HERE AT OUR NEXT MEETING? AND WE CAN DISCUSS THAT WITH PRESIDENT CHON.

SHE AND I CAN DISCUSS THAT.

THANK YOU. THANK YOU, TRUSTEE DI SALVO, AND APOLOGIES IF I MISSED YOUR CARD.

OKAY, WE WILL NOW MOVE TO CLOSED SESSION.

[7. CLOSED SESSION]

THE BOARD IS ABOUT TO ENTER CLOSED SESSION.

AT THIS TIME, WE WILL HEAR COMMITTEE REPORTS FROM COMMITTEES THAT HAVE MET SINCE OUR LAST MEETING.

THREE COMMITTEES HAVE MET.

SANTA CLARA COUNTY SCHOOL BOARDS ASSOCIATION, SILICON VALLEY READS AND WARMENHOVEN INCLUSION COLLABORATIVE ADVISORY BOARD.

TRUSTEE MAH, WOULD YOU PLEASE SHARE ABOUT THE SANTA CLARA COUNTY BOARDS ASSOCIATION AND SILICON VALLEY READS.

THANK YOU. I MENTIONED THAT SILICON VALLEY READS DIDN'T ACTUALLY HAVE A COMMITTEE REPORT, BUT WE DID HAVE OUR KICKOFF, AND SO THAT WAS VERY SUCCESSFUL, AND THEN THE SCHOOL BOARD ASSOCIATION, IT WAS A A NICE MEETING.

DR. DEWAN WENT AHEAD AND GAVE A LITTLE PREVIEW OF THE STATE OF THE COUNTY OF EDUCATION.

SO THAT WAS THE MAIN TOPIC.

AWESOME. THANK YOU TRUSTEE MAH.

TRUSTEE BERTA, COULD YOU PLEASE SHARE ABOUT THE WARMENHOVEN INCLUSION COLLABORATIVE ADVISORY BOARD? YES. THE INCLUSION COLLABORATIVE ADVISORY BOARD MEETING TOOK PLACE ON JANUARY 20TH, 2023, AND INCLUDED REPORTS ON SEVERAL TOPICS AND AN OPPORTUNITY FOR COMMUNITY OR COMMITTEE MEMBER DISCUSSION.

[02:50:02]

THE MEETING WAS REALLY WELL ATTENDED AND WAS REALLY NICE TO MEET ALL THE STAKEHOLDERS.

THE AGENDA INCLUDED A REPORT ON THE SANTA CLARA COUNTY OFFICE OF EDUCATION, STEPS TO SUCCESS EARLY LEARNING ENROLLMENT INITIATIVE, AND THAT WAS PROVIDED BY VERONICA GARZA THE SCCOE ASSISTANT DIRECTOR OF EARLY LEARNING AND EDUCATION INITIATIVES.

ADDITIONALLY, UPDATES ABOUT VARIOUS INCLUSION COLLABORATIVE INITIATIVES WERE ALSO INCLUDED, AND THOSE WERE EMBEDDED IN INSTRUCTION.

A NEW MAKERSPACE THERE WAS A SHORT TUTORIAL ABOUT CORGI AND UDL INFORMATION ABOUT THE WARM LINE INCLUSION COLLABORATIVE, THE STATE CONFERENCE THAT TOOK PLACE, AND ALSO TENTATIVE PLANS AND WHAT THAT MIGHT LOOK LIKE THIS YEAR.

THE IC PARTNERSHIPS, BOTH INTERNAL AND EXTERNAL PROFESSIONAL DEVELOPMENT AND COACHING OFFERED AND DIFFERENT PARTNERSHIPS WITH SCHOOL DISTRICTS, AS WELL AS THE CALIFORNIA COALITION FOR INCLUSIVE LITERACY AND THE ANTI-BIAS GRANT.

SO REALLY GREAT DISCUSSION.

LOTS OF GREAT INFORMATION.

GREAT. THANK YOU, TRUSTEE BERTA.

ARE THERE ANY COMMITTEE REPORTS I MAY HAVE MISSED? OKAY, THANK YOU FOR THOSE REPORTS.

WE WILL NOW MOVE TO THE NEXT AGENDA ITEM, THE SUPERINTENDENTS REPORT.

[10. SUPERINTENDENT'S REPORT]

DR. DEWAN. GREAT.

SINCE OUR LAST MEETING, I HAVE A FEW ACTIVITIES I WANTED TO MENTION.

ON JANUARY 19TH, I ATTENDED THE CALIFORNIA SCHOOL BOARDS ASSOCIATION SUPERINTENDENTS ADVISORY COUNCIL, OF WHICH I'M A MEMBER.

THIS IS A SMALL GROUP OF SUPERINTENDENTS FROM ACROSS THE STATE THAT MEET PERIODICALLY WITH THE LEADERSHIP OF CSBA AND PROVIDE ADVISEMENT AND GUIDANCE ON ISSUES PERTAINING TO SCHOOL BOARDS.

ON THAT SAME DAY, I VIRTUALLY WELCOMED GUEST AT OUR DAY OF RACIAL HEALING EVENT JANUARY 17TH AS THE SEVENTH ANNUAL NATIONAL DAY OF RACIAL HEALING, AND IT'S A DAY FOR INDIVIDUALS, ORGANIZATIONS AND COMMUNITIES ACROSS THE NATION TO EXPLORE THEIR COMMON HUMANITY AND BUILD RELATIONSHIPS.

AND WE ENGAGED WITH A NUMBER OF PARTNERS, INCLUDING SEVERAL STUDENT GROUPS WHO PRESENTED AT THE DAY OF RACIAL HEALING AND PARTICIPATED.

ON JANUARY 20TH, I WELCOMED GUEST AT THE INCLUSION COLLABORATIVE WARMENHOVEN ADVISORY BOARD MEETING, WHICH I ALSO ATTENDED.

ON JANUARY 23RD.

I PARTICIPATED IN AN INTERVIEW WITH THE MEDIA TEAM FROM THE CALIFORNIA SCHOOL BOARDS ASSOCIATION.

THEY'RE PREPARING AN ARTICLE FOR AN UPCOMING ISSUE OF THEIR PUBLICATION ABOUT THE WORK THAT WE'VE DONE HERE IN SANTA CLARA COUNTY ON OPIOID OVERDOSE PREVENTION AND THE DISTRIBUTION OF NARCAN.

ON THAT SAME DAY, I ATTENDED THE CALIFORNIA TEACHERS OF THE YEAR GALA IN SACRAMENTO, WHERE TONY THURMAN CONGRATULATED AND HONORED THE FIVE TEACHERS OF THE YEAR ACROSS THE STATE, AND OUR LAUREN CAMARILLO FROM THE MOUNTAIN VIEW, LOS ALTOS HIGH SCHOOL DISTRICT WAS ONE OF THE TEACHERS RECOGNIZED.

SO WE'RE VERY EXCITED ABOUT THAT.

ON JANUARY 26TH, WE HAD THE KICKOFF FOR SILICON VALLEY READS, WHICH TRUSTEE MAH MENTIONED, AND I ALSO PROVIDED THE TRUSTEES WITH A COPY OF THIS YEAR'S BOOKMARK.

SO IF YOU'RE INTERESTED IN LEARNING MORE, IF ANY OF THE TRUSTEES WOULD LIKE ANY OF THE BOOKS HERE AND WE'RE NOT ABLE TO PARTICIPATE IN OUR SURVEY A FEW MONTHS AGO, JUST SEND ME AN EMAIL WITH THE TITLES YOU'D LIKE AND WE'LL PROVIDE THOSE TO YOU.

ON JANUARY 31ST, WHICH, BELIEVE IT OR NOT, WAS JUST YESTERDAY.

WE HAD THE STATE OF EDUCATION HERE IN SANTA CLARA COUNTY.

I WANT TO CONGRATULATE THE AMAZING TEAM OF MY COUNTY OFFICE STAFF WHO PUT TOGETHER THE STATE OF EDUCATION SO BEAUTIFULLY.

IT IS YOU CAN IMAGINE, IT TAKES A LOT OF WORK AND CREATIVITY AND COLLABORATION AND LIVING OUR CORE PRINCIPLES OF EQUITY, DIVERSITY, INCLUSION AND PARTNERSHIPS.

CONGRATULATIONS TO ALL OF THEM, AND I ALSO ATTENDED THE STATE OF THE COUNTY ADDRESS THAT SUSAN ELLENBERG PROVIDED AS PART OF HER KICKOFF TO HER PRESIDENCY.

TODAY THIS AFTERNOON, WE HAD THE SANTA CLARA COUNTY OFFICE OF EDUCATION BUDGET PERSPECTIVES WORKSHOP, WHICH WE DO IN PARTNERSHIP WITH CAPITAL ADVISORS AND A NUMBER OF OTHER PRESENTING AGENCIES, AND I WILL PROVIDE THE SLIDE DECK TO ALL OF THE TRUSTEES THIS FRIDAY AND THE WEEKLY.

AND THEN IN CLOSING, JUST AN ANNOUNCEMENT THAT OUR ANNUAL STEP INTO TEACHING EVENT IS HAPPENING ON SATURDAY, FEBRUARY 11TH.

[02:55:01]

WE WILL AGAIN BE VIRTUAL THIS SESSION.

THIS IS AN OPPORTUNITY FOR PEOPLE WHO ARE CONSIDERING TEACHING AS A CAREER TO PARTICIPATE AND LEARN ABOUT THE MULTIPLE PATHWAYS INTO EDUCATION. WE WILL SHARE INFORMATION ABOUT CREDENTIALING.

WE'LL HAVE A NUMBER OF OUR UNIVERSITY AND OTHER TEACHING PROGRAM PARTNERS IN ATTENDANCE TO SHARE ABOUT THEIR PROGRAMS. WE'LL SHARE ABOUT THE CALIFORNIA STATE TEACHER GRANT, WHICH PROVIDES $20,000 OF TUITION SUPPORT TO CANDIDATES.

WE'LL ALSO SHARE ABOUT FINANCIAL AID AND THE CALIFORNIA STATE TEACHER RETIREMENT SYSTEM.

WE ALSO WILL HAVE SOME INFORMATION AVAILABLE ABOUT WHAT COMPENSATION AND EDUCATION LOOKS LIKE AND THE BENEFITS OF A CAREER AND TEACHING.

THIS IS SUITABLE FOR HIGH SCHOOL STUDENTS WHO ARE THINKING ABOUT WHAT THEY WANT TO DO IN COLLEGE.

IT'S SUITABLE FOR CAREER CHANGERS AND REALLY FOR ANYONE IN BETWEEN WHO MIGHT BE INTERESTED IN TEACHING, AND FOR MORE INFORMATION, YOU CAN FIND IT ON OUR WEBSITE. SO IF ALL OF YOU WOULD JOIN AS PARTNERS AND HELP SPREAD THE WORD ABOUT STEP INTO TEACHING, WE'D REALLY APPRECIATE IT.

THAT CONCLUDES MY REPORT.

WILL THE INFORMATION FIRST STEP INTO TEACHING BE IN YOUR WEEKLY AS WELL? YES, WE'LL INCLUDE IT IN THE WEEKLY AS WELL.

THANK YOU, DR. DEWAN, AND THAT BRINGS US.

OH.

OKAY, THAT BRINGS US TO ADJOURNMENT.

THE NEXT SANTA CLARA COUNTY BOARD OF EDUCATION REGULAR MEETING IS SCHEDULED FOR FEBRUARY 15, 2023.

MAY I HAVE A MOTION TO ADJOURN? MOVED BY TRUSTEE DI SALVO, AND A SECOND.

SECOND. SECOND BY TRUSTEE BERTA.

THANK YOU. HAVE A GOOD EVENING, EVERYONE.
