OUR FIRST THREE SPEAKERS ARE JEFF SHIN, SARAH, JAN CARRO, AND MARILYN DE ROWAN. YOUR MICROPHONE WILL BE UNMUTED. YOU'LL HAVE ONE MINUTE TO SPEAK. THE TIMER WILL START ONCE YOU BEGIN SPEAKING. COMMENTS EXTENDING PAST THE TIME ALLOTTED WILL BE MUTED AFTER TIME EXPIRES. PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR COMMENT. OUR FIRST SPEAKER IS JEFF OLSHAN. YOU MAY BEGIN YOUR COMMENT. [00:10:07] JEFF, YOU MAY BEGIN YOUR COMMENT. YOU HAVE BEEN UNMUTED. ONE MORE TIME FOR JEFF. ALL RIGHT. WE'LL COME BACK TO JEFF. OUR NEXT SPEAKER IS SARAH JANNA CARRO. SARAH, YOU MAY BEGIN YOUR COMMENT. HI, I'M SARAH JANNA CARRO, OCCUPATIONAL THERAPIST AND S E I U, CHAPTER PRESIDENT, S E C E CLAIMS TO PRIORITIZE DIVERSITY, EQUITY, AND INCLU AND INCLUSION. THUS, COE NEEDS TO STOP DISCRIMINATING AGAINST SPECIAL NEEDS STUDENTS AND FOLLOW ITS OWN POLICY OF NO STUDENTS ALONE WITH A SINGLE ADULT. IT'S UNSAFE FOR SAFE FOR STUDENTS AND FOR STAFF. IT'S DISCRIMINATORY TO FOLLOW THE POLICY FOR AFFLUENT NON-DISABLED STUDENTS ATTENDING WALDEN WEST FOR SCIENCE AND SUMMER CAMP, YET CARVE OUT POLICY EXCEPTIONS FOR OUR MORE VULNERABLE STUDENTS WHO ARE FREQUENTLY NOT ABLE TO ADVOCATE FOR THEMSELVES BECAUSE THEY GENERALLY HAVE LIMITED VERBAL COMMUNICATION SKILLS. SAFETY IS OUR PRIORITY FOR OUR STUDENTS AND FOR OUR STAFF. AND WE KNOW THAT RECRUITMENT, RETENTION, SAFETY, AND WAGES ARE ALL INTERTWINED. ON BEHALF OF OUR THOUSAND STUDENTS AND OVER A THOUSAND STAFF, WE'RE ASKING THE BOARD TO INCLUDE IMPROVING SAFETY FOR STUDENTS AND STAFF AS PART OF THE SUPERINTENDENT'S GOALS FOR 2023. HOLD COWE ACCOUNTABLE FOR ENSURING THAT NO STUDENT IS EVER ALONE WITH A SINGLE ADULT STAFF MEMBER. HOLD COE ACCOUNTABLE FOR STAFFING CLASSROOMS SO THAT WE CAN PREVENT 90% OF OUR INJURIES WITH EARLY INTERVENTION AND DEESCALATION STRATEGIES. HOLD COE ACCOUNTABLE FOR TIMELY AND ACCURATE RESPONSES TO INFORMATION REQUESTS. KEEP OUR STUDENTS SAFE. THANK YOU. OUR NEXT SPEAKER IS MARILYN ROAN, FOLLOWED BY CHRISTIAN. AND THEN SAVE OUR SPACE, H BASE OR BASS. MARILYN, YOUR MICROPHONE WILL BE UNMUTED. YOU MAY BEGIN. MARILYN DAR, S E I U AFRAM CHAIR. I'M HERE TO COUNTER THE COMMENTS MADE BY ROSEMARY KME AT THE LAST BOARD MEETING ABOUT ACCUSATIONS OF RACIST BEHAVIOR OF THIS SUPERINTENDENT. UNLESS YOU HAVE EXPERIENCED RACISM, PLEASE DO NOT ASSUME THAT IT DOESN'T EXIST AT THE C O E BECAUSE IT DOES. YOUR ONE EMPLOYEE IS A BULLY AND A RACIST AND HAS CREATED A TOXIC WAY, UH, WORK ENVIRONMENT, PUTTING SUPERVISORS UP TO HER DIRTY, COWARDLY RACIST SCHEMES, AND YOU ARE ALLOWING HER BEHAVIOR TO CONTINUE. AT LEAST I'M HERE IN THE FACE SPEAKING TRUTH. I AND OTHERS FILE CLAIMS AT THE E E E O C IN THE FAIR EMPLOYMENT AND HOUSING DIVISIONS, AND WERE GIVEN RIGHT TO SUE LETTERS. CURRENTLY, THERE IS A CASE FILED IN EVERY COURT IN SANTA CLARA COUNTY, AND THE RACIST KNOWS EXACTLY WHO THAT CASE REFERS TO. MYSELF AND OTHERS ARE WAITING TO BE CALLED AS WITNESSES. BUT THE RACIST LITIGATES DONALD TRUMP'S STYLE, PUTTING IT OFF, WASTING MILLIONS OF TAX DOLLARS ON LITIGATION FEES. THIS IS A GOOD REASON SHE NEEDS TO BE FIRED. REQUEST BUDGET OBJECT CODE 5 8 0 3 FOR PROOF. OUR NEXT SPEAKER IS SAVE OUR SPACE, H BASS OR BASE. YOU MAY BEGIN YOUR COMMENT. HELLO, MY NAME IS HEATHER BASS. DOWNTOWN IN GILROY HEAD START HAS A GRANT THAT HAS CAUSED A RUSH TO ACTION. GATEWAY HAS HAD NO ADVOCATE, NO VOICE IN THE PLANNING. THE PLAN IS TO TAKE ALL THE SPACE GATEWAY STUDENTS MATTER, AND A MORE EQUITABLE DECISION AND DISTRIBUTION OF LAND IS OUR ISSUE. THE CURRENT PLAN IS, ILL THOUGHT, A BAD USE OF SPACE FOR THE NEEDS OF BOTH SITES WITH A LACK OF SAFE STUDENT DROP-OFF AND CLEAR WALKING PATHS WITH THIS ON YOUR AGENDA, IT'LL OPEN THE CONVERSATION AND YOU CAN HEAR FROM ALL PARTIES. WE'VE BEEN OFFERED SHARE SPACES AND WE ARE ENCOURAGING THAT. HOWEVER, A SPACE IS NOT ADEQUATE WITHOUT A GREAT PLAY STRUCTURE AND A SAFE AREA MADE JUST FOR THE STUDENTS THAT WE TEACH. IT IS HOW WE TEACH THEM TO SUCCEED IN SHARED SPACES, HAVING OUR OWN DEDICATED SPACE. WE ARE BEING OFFERED TOYS IN EXCHANGE FOR OUR OPEN FIELD AND WE REJECT. AND ONE MORE TIME FOR JEFF OLSHAN. JEFF, YOUR MICROPHONE WILL BE UNMUTED. YOU MAY BEGIN YOUR COMMENT. I'M JEFF OLSHAN, AND I'VE WORKED AT WALDEN WEST OUTDOOR SCHOOL FOR 16 YEARS. YEARS AGO, WE HAD AN INCIDENT THAT LED THE CODIFICATION OF ONE OF THE MOST SENSIBLE AND UNIVERSALLY AGREED UPON RULES WE HAVE AT CAMP. NO ONE CAN BE ALONE WITH A CHILD. THIS COMMON SENSE POLICY PROTECTS US AS A STAFF, PROTECTS THE CO OE, AND MOST IMPORTANTLY, PROTECTS THE CHILDREN. I WAS SHOCKED AND WORRIED WHEN I DISCOVERED THIS NO-BRAINER POLICY WAS NOT UNIVERSALLY ADOPTED BY OTHER SITES AROUND THE COE. IT IS VERY EASY TO IMPLEMENT INSTANTLY MAKES EVERYONE SAFER FROM ALL ANGLES. IF THIS POLICY IS NOT IMPLEMENTED AT OTHER SITES, IT'S A MATTER OF WHEN NOT IF AN INCIDENT WILL OCCUR. IT MAY NOT BE SOON, IT MAY NOT BE ON ANY OF YOUR COLLECTIVE TERMS, BUT WHEN IT DOES OCCUR, AND IT WILL, IT WILL BE ON ALL OF YOUR CONSCIENCES FOR NOT HAVING DONE WHAT YOU COULD TO IMPLEMENT THE SIMPLEST OF POLICIES TO AVERT AS TO A, TO AVERT A DISASTER. MANY HAVE [00:15:01] TOLD YOU WAS BOUND TO OCCUR WITHOUT THIS POLICY. I WILL TAKE NO JOY IN POINTING BACK TO THIS MOMENT THAT YOU WERE WARNED, BUT WILL INSTEAD SHARE IN THE SORROW AT THE KNOWLEDGE THAT MY WORDS WERE NOT ENOUGH TO STOP TO, UH, PREVENTABLE SUFFERING OF A CHILD, BUT AT LEAST I TRIED TO STOP IT. WHAT WILL YOUR EXCUSE BE IF YOU FAIL TO ACT? AND THAT CONCLUDES PUBLIC COMMENT. OKAY. THANK YOU MODERATOR. THAT CONCLUDES PUBLIC COMMENT. NOW ONTO AGENDA ITEM [5. CONSENT ACTION ITEMS] NUMBER FIVE, CONSENT ACTION ITEMS. I WILL ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS FIVE A THROUGH E. SO MOVE SECOND. THANK YOU. I HAVE A MOTION FROM TRUSTEE SH KRISHNAN AND A SECOND FROM TRUSTEE KAMEI. WE WILL NOW VOTE TRUSTEES. REMEMBER THAT YOU CAN USE BOARD BOARD DOCS TO VOTE. TAKE A VERBAL PLEASE FROM ME. I DO NOT HAVE BOARD DOCS OUT. OKAY, NO PROBLEM. UM, A VERBAL YES. TRUSTEE DESALVO. YES, PLEASE. THANK YOU. OKAY. THAT'S A VERBAL YES. FROM TRUSTEE DESALVO. A VERBAL YES FROM ME. FROM ME ALSO. OKAY, NO PROBLEM. AND A VERBAL YES. FROM TRUSTEE LAURIE AS WELL. THANK YOU. OKAY, THE CONSENT ACTION. UM, ITEMS PASS WITH A VOTE OF SEVEN YESES. THANK YOU TRUSTEES. UH, WE WILL NOW MOVE ON TO AGENDA [A. Discussion and Appointment to CSBA Delegate Assembly and CCBE Board of Directors] ITEM NUMBER SIX, ACTION ITEMS. OUR NEXT AGENDA ITEMS ARE ACTION ITEMS. DR. DEWAN, WILL YOU INTRODUCE THE FIRST ITEM, DISCUSSION AND APPOINTMENT TO C S B A, DELEGATE ASSEMBLY AND C C B E BOARD OF DIRECTORS? YES. THANK YOU. PRESIDENT CHUN. A NEW APPOINTEE IS NEEDED FOR OUR C S B A DELEGATE ASSEMBLY AND REPRESENTATIVE TO THE C C B E BOARD OF DIRECTORS. UH, TO REPLACE OUTGOING TRUSTEE, UH, ROSEMARY , UM, COUNTY BOARD OF EDUCATION HERE IN SANTA CLARA COUNTY IS AFFORDED THE OPPORTUNITY TO HAVE THEIR OWN DELEGATE. UM, IT IS, UM, A UNIQUE, UM, AND SPECIAL PRIVILEGE THAT THIS COUNTY BOARD HAS. THE NEWLY SELECTED MEMBER WOULD SERVE THE REMAINING TIME IN THE CURRENT TERM. IT WOULD TAKE EFFECT IMMEDIATELY AND BE THROUGH MARCH 31ST, 2024. THANK YOU, DR. DEWAN. TRUSTEES. IS THERE A NOMINATION? TRUSTEES, SHARIS KRISHNAN, I'LL TAKE YOU FIRST WITH, UM, I SAW YOUR HAND GO UP FIRST. SO, TRUSTEE SHAHAN, WOULD YOU PLEASE STATE YOUR NAME FOR THE RECORD AND YOUR NOMINATION? MY NAME IS TARA SH KRISHNA AND I, IF THEY WERE INTERESTED, HE'S GONNA NOMINATE, UM, TRUSTEE OF ALBERTA. UM, JUST I'VE SEEN HER LEADERSHIP IN THE COMMUNITY WORKING WITH SCHOOL BOARD MEMBERS ACROSS THE COUNTY. I'VE SEEN HER AT C S B A, UM, AND WHAT STANDS OUT IS HER PRESIDENCY OF THE DIGITAL EQUITY COALITION. UM, AND ACTUALLY WORKING WITH OUR COUNTY OFFICE BEFORE SHE WAS A TRUSTEE ON THAT, UM, INITIATIVE TO CLOSE THE DIGITAL DIVIDE IN OUR COUNTY. SO, UM, I ALSO WANNA RECOGNIZE THE GREAT WORK OF TRUSTEE KAME. I I KNOW THAT, UM, TRUSTEE ALBERTA AND OTHERS, UM, WITH THERE ARE FURTHER NOMINATIONS WOULD, WILL DO A GREAT WORK, UM, GREAT JOB OF BUILDING OFF THAT WORK. I THINK TRUSTEE KAME HAS DONE, UM, A GREAT JOB OF WORKING WITH STATE AND FEDERAL PARTNERS, BUILDING PARTNERSHIPS ESPECIALLY. UM, SO, UH, THAT IS MY NOMINATION. THANK YOU TRUSTEE SH KRISHNAN. UM, BEFORE I GO TO TRUSTEE MAY, I DO WANNA ASK, UH, TRUSTEE BERTA, IF YOU ACCEPT AND CONSENT TO THE NOMINATION. I TOO. I'D BE HONORED. THANK YOU. THANK YOU. UM, TRUSTEE KAME. SO, UH, TRUSTEE SHIK KRISHNAN, UM, BEAT ME TO IT. I THINK THAT, UH, TRUSTEE BERTA, UH, HAS BEEN, UH, WORKING TIRELESSLY WITH OTHER SCHOOL BOARD MEMBERS, UH, WITH DIGITAL EQUITY, BUT ALSO THROUGH HER FORMER FRANKLIN MCKINLEY, UH, TRUSTEE POSITION. UH, VERY, VERY INVOLVED. I THINK THAT SHE'S AN IDEAL, UH, PERSON TO, UH, GET INVOLVED IN, UH, THE DELEGATE ASSEMBLY. AND, AND REALLY, YOU KNOW, THE WORK THAT'S DONE BRINGS TOGETHER ALL OF THE COUNTIES IN THE STATE OF CALIFORNIA THROUGH C C B E. SO I JUST, I DUNNO IF YOU NEED A SECOND, BUT, UH, I I CERTAINLY, UH, THINK THAT THAT'S, THAT'S GONNA BE WONDERFUL. THANK YOU. WE DON'T NEED A SECOND FOR THE NOMINATION, BUT, [00:20:01] UM, WE'LL NEED, WE'LL HAVE A MOTION AND, AND NEED A SECOND LATER ON. SO, UM, OKAY. TRUSTEE, AS ALBERTA HAS BEEN NOMINATED FOR THE POSITION OF C S B A DELEGATE AND C C B E REPRESENTATIVE, ARE THERE ANY FURTHER NOMINATIONS? OKAY. OH, TRUSTEE SH KRISHNA, WERE YOU GONNA OKAY. I, I WAS GONNA MAKE A, MAKE THAT MOTION. OKAY. UM, WELL, , I WAS ABOUT TO ASK, MAY I GET A MOTION OF APPROVAL FOR TRUSTEE BERTA AS OUR APPOINT YOU TO C S B A DELEGATE ASSEMBLY AND REPRESENTATIVE TO THE C C B E BOARD OF DIRECTORS. I WILL TAKE THE MOTION FROM TRUSTEE SH KRISHNA AND A SECOND, SECOND FROM TRUSTEE KAME. THANK YOU. UH, DR. DEWAN, CAN YOU PLEASE TAKE A ROLL CALL VOTE? UH, YES. VICE PRESIDENT CHAN AYE. TRUSTEE. AND CONGRATULATIONS TRUSTEE BERTA. THANK YOU SO MUCH. OKAY. UM, DR. DEWAN, CAN YOU PLEASE INTRODUCE [B. Request Approval of the Budget Revisions for the Month of October 2022] THE NEXT ACTION ITEM, THE APPROVAL OF THE BUDGET REVISIONS FOR THE MONTH OF OCTOBER, 2022. I'M VICE PRESIDENT JOHN FOR THIS ITEM THIS EVENING. I'D LIKE TO INTRODUCE OUR DIRECTOR OF INTERNAL BUSINESS SERVICES, UH, NEEDY SHARMA, AND SHE HAS ALSO JOINED BY OUR CHIEF BUSINESS OFFICIAL, STEPHANIE GOMEZ, DIRECTOR SHARMA. HELLO. THANK YOU, DR. DOVAN. GOOD EVENING FOR THE BUDGET REVISION REPORT FOR THE MONTH OF OCTOBER. WE HAVE CONTINUED TO BUDGET CARRYOVER FUNDS FROM 20 21, 22. I WOULD ALSO LIKE TO HIGHLIGHT SOME OF THE FUNDING. WE HAVE RECEIVED 11 MILLION FOR COMMUNITY SCHOOLS PARTNERSHIP PROGRAM IMPLEMENTATION GRANT, WHICH IS THE SUPPORT EXPANSION, CONTINUATION, AND OR ADDITIONAL OF COMMUNITY SCHOOLS 563,000 FOR CALIFORNIA DEPARTMENT OF PUBLIC HEALTH, WHICH IS TO IMPROVE IMMUNIZATION, UH, RATES AGAINST COVID 19 IN CALIFORNIA SCHOOLS, 500,000 FOR MEDICARE, UH, BILLING OPTION PROGRAM SPECIALIST GRANT, WHICH IS TO SUPPORT, UM, LOCAL EDUCATION AGENCIES IN SECURING FEDERAL REIMBURSEMENT THROUGH THE MEDICAL BILLING OPTION PROGRAM. UH, THAT CONCLUDES THE BUDGET REVISION REPORT FOR THE MONTH OF OCTOBER, AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, DIRECTOR SHARMA FOR THAT PRESENTATION. MAY I GET A MOTION FOR THE APPROVAL OF THE BUDGET REVISIONS FOR THE MONTH OF OCTOBER, 2022? SO MOVED. THANK YOU, TRUSTEE. SHUK, KRISHNAN, AND A SECOND TRUSTEE. MA? ACTUALLY, I, I HAD A QUESTION, SO, OKAY. ALL RIGHT. I'LL SECOND IT. SURE. WE'LL SECOND, YOU'LL SECOND. OKAY. WE CAN, UH, DO YOUR QUESTION FIRST AND THEN WE'LL DO THE VOTE. OH, OKAY. YEAH, DEFINITELY. UM, YOU CAN TAKE THE SECOND AND THEN DO DISCUSSION. SO I HAD A NUMBER OF QUESTIONS AND I MIGHT MIX IT UP WITH OCTOBER AND NOVEMBER. SORRY, SINCE THEY BOTH CAME AT THE SAME TIME. UM, I HAVE A NUMBER OF QUESTIONS THAT I WAS ABLE TO ASK EARLY, AND DR. DEWAN DID, UM, GET ANSWERS FOR ME, BUT I WANTED TO, FOR THE BENEFIT OF THE PUBLIC AND, UM, MY COLLEAGUES BE ABLE TO GET THE EXPLANATIONS ON RECORD. SO MY FIRST QUESTION WAS REGARDING, LET'S SEE. OKAY. FIRST QUESTION, BECAUSE OCTOBER WAS LONGER. UM, SORRY, I DON'T HAVE IT QUITE IN ORDER HERE. LET'S SEE. WELL, I'LL JUST MENTION THE QUESTIONS AND HOPE THAT THEY SHOW UP IN, IN OCTOBER AS, UH, AS I HAD ORIGINALLY PLANNED, UM, I SAW THAT THERE WAS AN INCREASE IN REVENUE FOR WALDEN WEST OUTDOOR ACTIVITIES OF $18,000. AND I WAS WONDERING WHAT THAT, UM, REVENUE INCREASE WAS FROM. AND SO, UM, THE ANSWER WAS THAT THERE WERE FOOD SERVICES FOR OUTDOOR ICE CREAM BARBECUE EVENTS, AND ALSO SPECIAL EVENT LIKE A WEDDING DEPOSIT AND MERCHANT SALES DURING THE MONTHLY EVENTS. I WAS CURIOUS AS TO WHETHER, UM, WALDEN WEST IS AVAILABLE THEN FOR, UM, PRIVATE EVENTS, UH, YOU KNOW, RENT ON A RENTAL BASIS? YES, IT IS. OH, OKAY. AND ARE THE, UH, RENTAL COSTS KIND OF ONLINE IS TYPICAL FOR PUBLIC, UM, SPACES? UH, THE INFORMATION [00:25:01] IS ON THE WALDEN WEST, UH, WEBSITE AND IN COLLABORATION WITH THE DIRECTOR DEPENDING ON THE TYPE OF EVENT. SO YES, THE INFORMATION IS ON THE WALDEN WEST, UH, WEBSITE. OKAY, GREAT. UM, I HAD ANOTHER QUESTION ABOUT A 4.8 MILLION INCREASE FOR A CALIFORNIA COLLABORATION ON A CONTRACT WITH MARIN COUNTY OFFICE OF ED. THAT'S SUCH A HUGE NUMBER. I WANTED TO KNOW WHAT THAT CONTRACT WAS ABOUT AND, UM, KIND OF WHAT, YOU KNOW, WHAT THE TERMS WERE. AND SO THIS IS A CONTRACT THAT IS ON BEHALF OF CALIFORNIA COLLABORATIVE FOR ED EDUCATIONAL EXCELLENCE. AND THAT IS TO HELP, UM, ESTABLISH ADMINISTRATIVE STATEWIDE PROFESSIONAL ED ED FOR EDUCATORS TO SUPPORT EVIDENCE-BASED ACCELERATED LEARNING FOR STUDENTS OF ALL, FOR, UH, LEARNING STRATEGIES FOR ALL STUDENTS. UM, THE STATEWIDE GRANT WAS PREVIOUSLY ANNOUNCED. THEY WERE DELIGHTED TO HAVE BEEN SELECTED AS A STATE LEADER FOR C C L A. I WAS WONDERING, UM, HOW MANY FTE WOULD THAT KIND OF COVER AS FAR AS, UM, OUR, OUR, YOU KNOW, FOR OUR BUDGET, UM, I DON'T RECALL, UM, THE EXACT NUMBER. UM, IT'S PRIMARILY EXISTING STAFF WHO HAVE BEEN, UH, REASSIGNED TO THE STATEWIDE PROJECT. THIS WAS A GRANT THAT'S BEEN AWARDED TO OUR OFFICE, UM, IN CONSIDERATION OF OUR EXCELLENCE IN THIS, THIS AREA. AND SOME OF THE FUNDS ARE ALSO FOR US TO COLLABORATE WITH REGIONAL OFFICES, OTHER COUNTY OFFICES OF EDUCATION ACROSS THE STATE. AND SO SOME OF THE FUNDS WILL BE, UH, PASSED THROUGH OR CONTRACTED WITH OTHER COES AS WELL. OH, OKAY. SO IT'S NOT THAT, UM, MARIN COUNTY IS ACTUALLY CONTRACTING WITH US, BUT RATHER, UH, STATEWIDE GRANTS THAT WE'RE SHARING THEN WITH MARIN COUNTY AND OTHER REGIONAL OFFICES? NO, MARIN COUNTY IS THE FISCAL AGENT FOR THE CALIFORNIA COLLABORATIVE OF EDUCATIONAL EXCELLENCE. OH, OKAY. OKAY. UM, THEN I'D ALSO WONDERED ABOUT A HUNDRED THOUSAND DOLLARS INCREASE REVENUE FROM THE SILICON VALLEY COMMUNITY FOUNDATION, UM, ABOUT A STUDY FOR EARLY LEARNING AND CARE FACILITIES. UM, WHAT, WHAT IS THAT STUDY AND KIND OF WHEN WILL IT BE CONDUCTED IN SCHEDULED COMPLETION? UM, DR. DEWAN SAID THAT IT WILL BE CONVENING STAKEHOLDERS FROM A VARIETY OF FIELDS LIKE E L C, URBAN PLANNING, L E A FACILITIES, NONPROFIT CAPITAL FINANCING, LOCAL GOVERNMENT, AFFORDABLE HOUSING FOR-PROFIT PROPERTY DEVELOPMENT. AND THEY WILL USE THEIR KNOWLEDGE OF SANTA CLARA TO DISCUSS NEEDS AND OPPORTUNITIES IDENTIFIED IN THE STUDY, THE TRAINING AND TECHNICAL ASSISTANCE AND OTHER FACILITIES SUPPORTED BY L E A AND NON L E A PROVIDERS, UM, EXISTING CAPITAL FUNDING SOURCES AND WHAT HELP IS NEEDED TO ACCESS THEM, UM, EXISTING LOCAL POLICIES THAT IMPEDE TO SUPPORT THE DEVELOPMENT OF E L C FACILITIES AND HOW THEY'LL BE MODIFIED TO INCREASE, UM, QUALITY CHILDCARE. UM, THE ANTICIPATED COMPLETION FOR THIS DATE IS AUGUST, 2023. AND I WAS WONDERING, ARE WE GOING TO HAVE A, UM, OUTSIDE CONSULTANT KIND OF WORK FOR THE, UH, WORK ON THIS TASK FORCE? OR, UH, IS THE COUNTY OFFICE LEADING THAT TASK FORCE? UM, THE COUNTY OFFICE IS LEADING THE TASK FORCE, AND WE WILL ALSO HAVE SOME PROFESSIONAL EXPERTS THAT, UM, WILL BE TAPPED, UH, TO PROVIDE THEIR EXPERTISE IN ADDITION TO THE TASK FORCE MEMBERS. SO, UM, I MEAN, IN SIMILAR WAY TO THE EARLY LEARNING MASTER PLAN, YOU KNOW, NUMBERS OF YEARS AGO WE HAD, WE HAD HIRED CONSULTANTS TO ACTUALLY FACILITATE THE STUDY. IS THAT NOT GOING TO BE THE CASE THIS TIME? UM, PRIMARILY THE, UM, PROFESSIONAL EXPERTS AND CONSULTANTS WHO WORK WITH US, UM, WILL BE PROVIDING THEIR EXPERTISE AND THE DEVELOPMENT OF RESOURCES AND, UM, THE CREATION OF MATERIALS AND RECOMMENDATIONS. BUT WILL THEY ACTUALLY AUTHOR AND AND WRITE THE STUDY REPORT, OR IS THAT GOING TO BE COE STAFF? STILL BE CONTRIBUTING AUTHORS, BUT IT WILL BE LED BY THE COUNTY OFFICE OF EDUCATION STAFF. OH, GREAT. UM, THERE WAS ALSO A QUESTION I HAD ABOUT A $50,000 INCREASE FOR AN S R I INTERNATIONAL GRANT STUDYING DISCIPLINE IN THE SECONDARY CLASSROOM. SO I WAS WONDERING ABOUT THAT STUDY AND WHEN WILL IT BE CONDUCTED IN, UM, SCHEDULED COMPLETION. AND THAT ONE, UM, DR. DEWAN RESPONDED THAT STAFF WITH BACKGROUNDS IN POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS P B I S BEHAVIOR SUPPORT AND CLASSROOM MANAGEMENT WILL SERVE AS DISCIPLINE IN THE SECONDARY CLASSROOM COACHES. AND THEY WILL BE RESPONSIBLE TO PARTICIPATE IN STUDY ACTIVITIES WITH PARTICIPATING SCHOOL STAFF AND TEACHERS. THEY'LL PROVIDE COACHING, TECHNICAL ASSISTANCE CURRICULUM, ATTENDING TRAININGS, PROVIDE A WRITTEN SUMMARY AT THE END OF THE YEAR FOR EACH PARTICIPATING P UM, TEACHER WHO RECEIVE COACHING AND COMPLETE A SELF-ASSESSMENT. AND THAT, UM, IS EXPECTED TO BE COMPLETED BY, UM, AUGUST, 2023. [00:30:01] SO, UM, THAT IS A, A STUDY THAT S R I HAS GRANTED TO OUR P B I S DEPARTMENT, I GUESS. UM, YES, IT'S SOMETHING THAT, UM, WHERE WE ARE RECEIVING, UM, REVENUE FOR OUR CONTRIBUTIONS AND PARTICIPATION AND, UH, IN THAT STUDY, YES. OKAY. GREAT. SO YEAH, THOSE ARE JUST THE QUESTIONS OF, YOU KNOW, BIG TICKET ITEMS. I'M WONDERING WHAT THEY WERE AND WHAT THEY'RE ABOUT. THANK YOU VERY MUCH. THANK YOU, TRUSTEE. MOM. OKAY, SO WE DID HAVE, UM, THIS MOVED ALREADY AND SECONDED. SO, UM, MM-HMM. BOARD MEMBERS, CAN YOU PLEASE VOTE IN BOARD DOCS A VERBAL AYE FROM ME, PLEASE. THANK YOU. GOT IT. TRUSTEE DESALVO, A VERBAL AYE FROM ME ALSO, AND, AND FROM TRUSTEE LAURIE AS WELL. THANK YOU. THANK YOU. AND THAT PASSES WITH SEVEN YESES. THANK YOU. UH, DR. DEWAN, WILL YOU PLEASE [C. Request Approval of the Budget Revisions for the Month of November 2022] INTRODUCE THE NEXT ITEM, THE APPROVAL OF BUDGET REVISIONS FOR THE MONTH OF NOVEMBER, 2022? YES. I'D AGAIN LIKE TO INVITE OUR DIRECTOR OF INTERNAL BUSINESS SERVICES, UM, DIRECTOR SHARMA TO PROVIDE A BRIEF PRESENTATION. THANK YOU DR. DAWN, FOR THE BUDGET DIVISION REPORT FOR THE MONTH IN NOVEMBER, I WOULD LIKE TO HIGHLIGHT SOME OF THE FUNDING. THIS WILL HELP IMPROVE INDIVIDUAL COMMUNITY AND PUBLIC HEALTH. 100,000 FOR SILICON VALLEY COMMUNITY FOUNDATION TO SUPPORT SANTA CLARA COUNTY EARLY LEARNING AND CARE FACILITY STUDY 93,000 FOR CALIFORNIA SCHOOLS HEALTHY AIR PLUMBING AND EFFICIENCY FOR MAINTENANCE OF, OR, UH, UPGRADING HEATING, VENTILATION AND CONDITIONING AIR CONDITIONING SYSTEMS. UH, THAT CONCLUDES THE BUDGET REVISION REPORT FOR THE MONTH OF NOVEMBER. I WOULD BE HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, DIRECTOR SHARMA FOR THAT PRESENTATION. MAY I GET A MOTION FOR THE APPROVAL OF THE BUDGET REVISIONS FOR THE MONTH OF NOVEMBER, 2022? SO, VOTE I, I'LL TAKE THAT. OKAY. THANK YOU. UM, WE HAVE NOT, HOWEVER, BEEN ABLE TO RECEIVE THE FEEDBACK FROM OUR SESSION FROM C S B A, BUT I AM LOOKING FORWARD TO, UM, SEEING WHAT THE FEEDBACK ENTAILS. AND THAT CONCLUDES MY, UM, UPDATE FOR THIS EVENING. ALL RIGHT. THANK YOU DIRECTOR FAIRLEY FOR THAT UPDATE. I WOULD ALSO LIKE TO NOTE THAT THE $4 MILLION DECREASE IN L C F F REVENUES, UM, IS A BUDGET REALIGNMENT OF C L CS L C F F REVENUES AND STATE REVENUES. AND IT IS ACTUALLY REFLECTED IN THE, AS AN INCREASE UNDER STATE REVENUES. NEXT SLIDE PLEASE. S C E CONTINUES TO SECURE ADDITIONAL RESTRICTIVE AND DESIGNATED FUNDING STREAMS TO SUPPORT IMPORTANT INITIATIVES. I WOULD LIKE TO THANK DR. DWAN FOR HER LEADERSHIP AND STRENGTHENING S C'S FISCAL POSITION THROUGH COLLABORATION AND PARTNERSHIPS. UH, THAT CONCLUDES THE FIRST INTERIM REPORT AND I'M HAPPY TO ANSWER ANY QUESTIONS. TRUSTEES, ARE THERE ANY QUESTIONS? TRUSTEE? MA? YOU'RE MUTED. TRUSTEE MA? OH, THERE I GO. I'M UNMUTED. UM, I HAD ASKED EARLIER IN A MESSAGE, UH, REGARDING THE, UM, IT, IT WAS IN THE, UM, MO THE REVISION ABOUT THE, UM, BUDGET REALIGNMENT. AND IT'S SAID IN THE REALIGNMENT FOR THE GENERAL FUND THAT THERE WAS A REALIGNMENT FOR INDIRECT COSTS OF 6.9 MILLION. I MEAN, ALMOST 7 MILLION. SO I GUESS I WANTED TO BETTER UNDERSTAND, CUZ I, I DIDN'T REALLY UNDERSTAND THE EXPLANATION. WHAT, WHAT IS A REALIGNMENT FOR, UM, INDIRECT COSTS AND HOW, UH, AS I UNDERSTAND, WHICH I DON'T FULLY, UM, I THOUGHT THE INDIRECT COSTS ARE KIND OF THE, THE OVERHEAD PERCENTAGE, WHICH TYPICALLY WE HAVE, UM, YOU KNOW, SET FOR DISTRICTS FOR, UM, SPECIAL ED FOR HEAD START. THERE'S KIND OF DIFFERENT OVERHEAD COSTS. AND SO IF, IF WE'RE CHANGING THE, IF WE'RE DOING A REALIGNMENT OF INDIRECT COSTS, THEN ISN'T THAT PERCENTAGE, DOESN'T THAT PERCENTAGE THEN IF EFFECTIVELY CHANGE, UM, FROM WHAT WAS ORIGINALLY PLANNED AND BUDGETED? UM, I'LL ASK, UM, CHIEF GOMEZ TO RESPOND. UM, BUT THE INDIRECT, UM, FOR EACH YEAR IS ESTABLISHED BY A SET FORMULA, UM MM-HMM. WITH THE CALIFORNIA DEPARTMENT OF EDUCATION. BUT STEPHANIE CAN EXPLAIN WHAT WE MEANT BY REALIGNMENT. YEAH. SO WHEN THE INDIRECT COSTS, WHEN WE SAY REALIGNMENT, WHEN WE, FOR EXAMPLE, FOR FIRST INTERIM, WHEN WE HAVE A NEW CONTRACTOR GRANT REVENUE, WE HAVE TO ADJUST OUR BUDGET AND INCREASE OUR INDIRECT COST OR ACTUALLY BE ABLE TO RECORD IT FOR ANY NEW REVENUE WE RECEIVE. BUT ALSO FOR CARRYOVER REVENUE FROM THE PRIOR YEAR, WE HAVE TO TAKE THAT FUNDING, WE CARRY IT FORWARD, AND THEN WE HAVE TO RECALCULATE THE INDIRECT COSTS ON THE EXPENDITURES FOR THAT FUNDING AS WELL. SO WE'RE SAYING REALIGNMENT, IT'S A COMBINATION OF, UM, BUDGETING FOR NEW REVENUE, BUT ALSO CARING FOR PRIOR TO REVENUE AND RECALCULATING THE INDIRECT COST. SO ARE THOSE ADJUSTMENTS THEN TO THE, I MEAN, IN THOSE TWO INCREASE IN, IN THOSE TWO EXAMPLES, THE CARRYOVERS AND FOR THE CONTRACTS, THOSE ARE ACTUALLY ADJUSTMENTS TO THE, I MEAN, REVISIONS TO THE BUDGETS THAT WE ORIGINALLY HAD FOR OUR CARRYOVERS AND FOR OUR, UM, CONTRACTS. THAT'S WHERE THE REALIGNMENT IS KIND OF BEING DIRECTED. SO THE REALIGNMENT IS FOR NEW, NEW REVENUE. SO FOR EXAMPLE, IF WE GOT NEW GRANT, WELL, WE GOT QUITE A BIT OF NEW REVENUE. YES. 40.5 MILLION, WHICH IS GREAT NEWS. YEAH. MM-HMM. , WE DIDN'T HAVE THAT BUDGET ADOPTION THAT CAME IN FOR SYN INTERIM. SO WHEN WE'RE SAYING REALIGNMENT, WE'RE TAKING THAT NEW REVENUE, WE'RE APPLYING IN DIRECT COSTS ON THE APPLICABLE EXPENDITURES, CUZ INDIRECT COSTS, THERE ARE CERTAIN WAYS IT CAN'T, IT CAN BE APPLIED, IT'S NOT ACROSS THE BOARD. MM-HMM. . AND SO WE'RE NOT ONLY RECOGNIZING THAT INDIRECT COST, BUT THEN LET'S SAY FOR EXAMPLE, WE HAVE REVENUE THAT WE'RE CARRYING OVER FROM THE PRIOR YEAR, WE'RE BRINGING THAT OVER AND THEN WE'RE HAVING TO APPLY THAT INDIRECT TO THOSE EXPENDITURE CATEGORIES. BUT THEN KEEP IN MIND TOO, THE INDIRECT COST RATE CHANGES, RIGHT? SO MM-HMM. , IF WE ORIGINALLY BUDGETED AND THE MONEY WAS NOT SPENT, THE EXPENSES WERE NOT INCURRED IN THE PRIOR YEAR, WE'RE CARRYING IT FORWARD AND WE'RE APPLYING THAT YEAR'S INDIRECT COST RATE. AND SO EVEN THE CARRYOVERS ARE ALSO KIND OF UNEXPECTED, JUST LIKE THE [00:45:01] GRANTS AND THINGS WERE, WERE NOT EXPECTED. THAT'S WHY THEY WEREN'T BUDGETED ORIGINALLY? NO, THEY WERE BUDGETED. THEY WERE JUST, UH, A LOT OF OUR GRANT AND CONTRACT REVENUE IS MULTI-YEAR, SO A LOT OF IT WAS PLANNED TO BE CARRIED OVER. IT'S JUST THAT WE DON'T KNOW THE ACTUAL NUMBERS UNTIL WE CLOSE THE BOOKS IN SEPTEMBER. SO IT'S WHATEVER THOSE ACTUAL EXPENSES WE INCURRED ON THOSE FUNDING SOURCES, ONCE WE'RE, WE FINALIZE THAT, THEN WE CARRY IT OVER IN FIRST INTERIM. SO WE FINALIZE IT ONCE WE KNOW THE, THE FINAL AMOUNT OR ONCE WE KNOW HOW FAR OFF OUR ESTIMATE WAS. I MEAN, CAUSE WE FINAL, WE FINALIZED BASED ON THE ACTIVITY FOR, UM, THAT FISCAL YEAR AND THEN WE CARRY OVER THE REMAINING FUNDING FOR THE NEXT YEARS OR THE ERS. BUT YOU'RE SAYING IN OUR BUDGETING, WE DO PLAN FOR A CERTAIN AMOUNT OF CARRYOVER AND PLAN FOR A CERTAIN AMOUNT OF GRANTS THAT WE ALREADY KNOW ARE GOING TO GO MULTI-YEAR. CORRECT. SO IT'S REALLY THE VARIANCE WHERE THE ACTUALS CAME IN DIFFERENTLY FROM WHAT WE PLANNED THAT THAT'S WHERE THIS ALIGNMENT NO, IT'S JUST, IT'S JUST, IF WE HAVE A MULTI-YEAR GRANT, THE INDIRECT COST RATE IN ONE YEAR WILL BE DIFFERENT IN THE NEXT YEAR. OKAY. SO WHEN WE GET TO FUNDS MM-HMM. , WE DON'T ALWAYS KNOW THAT INDIRECT COST THAT YEAR BECAUSE IT'S A YEAR TO YEAR. SO THEN WHEN WE CARRY THE FUNDS OVER FOR YEAR TWO, FOR EXAMPLE, WHATEVER OUR APPROVED RATE IS, THEN WE APPLY IT AT THAT TIME. MM-HMM. , MAYBE I COULD HAVE A CONVERSATION WITH YOU AND DR. DEWAN A LITTLE BIT, A LITTLE BIT MORE SLOWLY SO I CAN MAKE SURE I ABSORB AND UNDERSTAND HOW THE BUDGETING PROCESS GOES FROM, UM, FROM BUDGET TO VARIANCE TO, UM, REALIGNMENT. THANK YOU. OKAY. YOU'RE WELCOME. THANKS RES MA. AND, UM, I ALSO, I ALSO HAVE A QUESTION IF ANY OTHER TRUSTEES HAVE A QUESTION, I THEN I CAN WAIT. OKAY. THANK YOU. MY QUESTION IS ON, UM, SLIDE SIX. IT'S MORE JUST, UM, SO I HAVE A CLEAR UNDERSTANDING. UH, THE DESCRIPTION SAYS INCREASE IN L C L C C F F SOURCES. UM, THE DESCRIPTION SAYS INCREASE, BUT THEN THE FUND IS IN PARENTHESES, WHICH MEANS DECREASE. SO DID IT INCREASE OR DECREASE? I'M JUST A LITTLE CONFUSED BY THAT. UM, PARTICULAR LINE. IT IS A DECREASE. UM, THE 4.2 MILLION IS A DECREASE IN L CFF SOURCES. UH, DO WE, IS THERE AN EXPLANATION FOR THE DECREASE? YES, ACTUALLY, YES. UM, SO THIS IS ACTUALLY ALSO, UM, BUT THERE WAS A BUDGET, UH, REALIGNMENT AND, UH, THAT DECREASE, WHICH IS REFLECTED A STATE OF SOURCES ACTUALLY, UH, THERE'S AN EQUAL INCREASE IN THE STATE REVENUE. IT'S A BUDGET RELOCATION, SO IT IS REFLECTED IN THE 18.6 MILLION INCREASE IN STATE REVENUES. OH, OKAY. UH, SO IT'S, UM, IT'S KIND OF LIKE WE DIDN'T LOSE THE MONEY THEN IT JUST MOVED TO A DIFFERENT OKAY. AND THAT'S A GOOD EXAMPLE OF THE REALIGNMENT. SO THANK YOU . ALL RIGHT. THANK YOU. UM, ANY OTHER QUESTIONS? OKAY. UM, ALL RIGHT. THANK YOU FOR THE REPORT. NEXT WE WILL TRANSITION TO OUR ANNUAL [A. Election of President of the County Board of Education] ORGANIZATIONAL MEETING IN ACCORDANCE WITH THE LAW AND THE PROVISIONS OF BOARD BYLAW 9,100, THE SANTA CLARA COUNTY OFFICE, UH, BOARD OF EDUCATION. THE AGENDA SAYS WE WERE SUPPOSED TO GET AN UPDATE ON DC UH, D C P. SO I DON'T KNOW IF THAT'S SOMETHING THAT WAS STILL SUPPOSED TO HAPPEN OR NOT. SURE. THANK YOU TRUSTEE BURA. AND TRUSTEE SRI KRISHNAN A THE MOTION PASSES UNANIMOUSLY. ALL RIGHT. THANK YOU TRUSTEES. AND THANK YOU FOR YOUR SUPPORT AGAIN. I APPRECIATE IT. OKAY. MOVING ON TO ITEM [B. Election of Vice-President of the County Board of Education] EIGHT B, ELECTION OF VICE PRESIDENT OF THE COUNTY BOARD OF EDUCATION. UM, AS A POINT OF, AS A POINT OF PERSONAL PRIVILEGE AS THE NEW PRESIDENT, UM, I WOULD LIKE TO, UH, DO A NOMINATION, IF THAT IS OKAY WITH THE BOARD. I'M GONNA ASSUME YES. UM, , UH, I WOULD LIKE TO NOMINATE TRUSTEE, UH, I, VICTORIA CHAN WOULD LIKE TO NOMINATE TRUSTEE SH KRISHNAN AS VICE PRESIDENT OF THE SANTA CLARA COUNTY BOARD OF EDUCATION. UH, TRUSTEE SH KRISHAN. DO YOU CONSENT TO THE NOMINATION? MY NAME IS TARA SH KRISHAN, AND I CONSENT TO THE NOMINATION. THANK YOU. UH, I WILL ASK FOR ANY FURTHER NOMINATIONS. TRUSTEE MA. THANK YOU. UH, PRESIDENT CHAN, I WOULD LIKE TO NOMINATE TRUSTEE, UM, DISALVO FOR VICE PRESIDENT. GIVEN THAT HE'S HAD EXTENSIVE EXPERIENCE, I THINK THAT, UH, HE WOULD BE A VALUABLE, UH, PARTNER AS, UM, WITH THE NEWISH, UM, PRESIDENT. THANK YOU. AND, UH, TRUSTEE DESALVO, DO YOU CONSENT TO THE NOMINATION? I DO. OKAY. THANK YOU. ARE THERE ANY FURTHER NOMINATIONS? OKAY, I DECLARED THE NOMINATIONS CLOSED. UH, SO SINCE WE HAVE TWO NOMINATIONS, UH, WE WILL GO THROUGH TWO ROLL CALL VOTES. UM, I WILL CALL THEM IN THE ORDER THAT, UH, THEY WERE NOMINATED. SO DR. DEWAN CAN, OH, DO I HAVE TO MAKE A MOTION? NO. FIRST, UH, NO. WHAT WE'LL DO IS THE FIRST ROLL CALL VOTE IS A VOTE, UM, FOR OR AGAINST THE NOMINATION OF TARA KRISHNAN, UH, PRESIDENT SEAN AYE. TRUSTEE BERTA AYE. TRUSTEE DESALVO ABSTAIN. TRUSTEE KAME AYE. TRUSTEE LAURIE? AYE. TRUSTEE MA? NO. AND TRUSTEE SHRI KRISHNAN. AYE. UM, THERE IS A MAJORITY VOTE, AND YET WE WILL, UM, ALSO CONDUCT A ROLL CALL VOTE ON THE NOMINATION OF TRUSTEE DESALVO AS VICE PRESIDENT. PRESIDENT SEAN? NO. TRUSTEE BERTA? NO. TRUSTEE DESALVO AYE. TRUSTEE [00:55:01] KAMAY? NO. TRUSTEE LAURIE? NO. TRUSTEE MA? YES. AND TRUSTEE SRE KRISHNAN? YES. IT DOESN'T REALLY MATTER, BUT YES. THANK YOU. SO YOU HAVE, UM, A MAJORITY MOTION. AND SO THE NEXT ORDER OF BUSINESS WOULD BE TO HAVE A MOTION AND ACCEPTANT TO ACCEPT THE, UH, NOMINATION OF TRUSTEE STREET KRISHNA. AND AS VICE PRESIDENT, DO WE DO A ROLL CALL FOR THAT AS WELL? UM, WE NEED A MOTION AND A SECOND. FIRST. OH, UM, OH, SORRY. , CAN WE GET A MOTION, PLEASE TO ACCEPT, UM, TRUSTEE SH KRISHNAN AS THE VICE PRESIDENT? I KNOW THAT WE, UM, ACCEPT THE, I DON'T KNOW IF, IF I SAID THAT CORRECTLY EXCEPT THE, UM, NOMINATION. NO, THE ROLL CALL VOTE. THE, THE RESULTS OF THE VOTE. THE RESULT OF THE VOTE. THANK YOU. THANK YOU TRUSTEE BERTA. AND A SECOND. I WOULD SECOND THAT TRUSTEE CAM MAY. THANK YOU. OKAY. AND, UM, WOULD YOU LIKE ME TO CONDUCT THE ROLL CALL? YES, PLEASE. THANK YOU. PRESIDENT JOHN. AYE. TRUSTEE BERTA? I, TRUSTEE DESALVO AYE. TRUSTEE KAME AYE. TRUSTEE LAURIE. AYE. TRUSTEE MA AYE. AND TRUSTEE SRE. KRISHNAN AYE. THERE'S A UNANIMOUS AFFIRMATION OF THE APPOINTMENT OF TRUSTEE SRE KRISHNA AS VICE PRESIDENT. THANK YOU TRUSTEES, AND CONGRATULATIONS TRUSTEE KRISHNAN AND VICE PRESIDENT, UH, KRISHNAN. THANK YOU. UM, I LOOK FORWARD TO OUR WORK TOGETHER AS I LOOK FORWARD TO WORKING WITH EVERYBODY ON THIS BOARD. OKAY, NOW MOVING ON FOR ITEM [C. Request Adoption of Calendar for Regular County Board of Education Meetings for 2023] EIGHT C, REQUEST ADOPTION OF YEARLY CALENDAR FOR REGULAR COUNTY BOARD OF EDUCATION MEETINGS FOR 2023. THE PRESENTED CALENDAR ALLOWS FOR ONE MEETING PER MONTH WITH A SECOND MEETING IN CERTAIN MONTHS. AS A REMINDER, SHOULD ADDITIONAL MEETINGS BE NEEDED FOR ANY REASON THROUGHOUT THE YEAR, THE BOARD BYLAWS ALLOWS FOR MEETINGS TO BE ADDED. CAN I PLEASE GET A MOTION TO ADOPT THE CALENDAR? TRUSTEE? MA? YOU'RE MUTED. TRUSTEE MA? SORRY. UM, OH, YES, UNMUTED. UM, I ACTUALLY WANTED TO MOVE THAT WE ADD, UM, A COUPLE OF DATES TO THE, UM, CALENDAR BECAUSE I FEEL THAT WE'RE A LITTLE LIGHT, UM, SINCE WE'VE GOT, LET'S SEE, APRIL, JULY, AUGUST, OCTOBER, NOVEMBER AND DECEMBER. SO IT'S 1, 2, 3, 4, 5, 6 MONTHS WHERE WE ONLY HAVE ONE MEETING ACTUALLY JANUARY TOO. BUT JANUARY'S KIND OF SPECIAL BECAUSE OF THE, THE NEW YEAR'S. SO WE HAVE, UM, SIX MO ACTUALLY SEVEN MONTHS WHERE WE ONLY HAVE ONE MEETING A MONTH. I FEEL THAT, UM, THAT'S KIND OF LIGHT . WE HAVE A LOT OF THINGS GOING ON, ESPECIALLY AS I RECALL. UM, WE HAVE A NUMBER OF, UM, POTENTIAL CHARTER SCHOOL RENEWALS THAT HAVE BEEN KIND OF BACKED UP, GIVEN THE MORATORIUM, UM, FOR TWO YEARS ON RENEWALS. SO I WOULD, UH, PROPOSE ADDING A FEW MORE DATES INTO OUR CALENDAR. UM, BECAUSE, BECAUSE WE HAVE THINGS TO DO, UM, I'D RATHER NOT HAVE THEM CALLED AS EMERGENCIES OR, OR LAST MINUTE. AND IF, IF THINGS DON'T SHOW UP, UM, WE MAKE IT A SHORT MEETING. I MEAN, I, I DON'T SEE ANY, UH, REASON TO REALLY NOT HAVE, UM, DEDICATE THE TIME TO DO THE BOARD'S BUSINESS BY HAVING, AS WE HAVE IN THE PAST FOR MANY, MANY YEARS, UM, TWO BOARD MEETINGS A MONTH, TO HAVE SO MANY MEETINGS THIS COMING YEAR WITH ONLY ONE MEETING A MONTH SEEMS, UM, LESS THAN RESPONSIBLE ON OUR PART. THANK YOU TRUSTEE MA, BEFORE WE MOVE ON, DO YOU HAVE A SECOND TRUSTEE DEVO? UH, YEAH. I, I GENERALLY CONCUR WITH MY COLLEAGUE, UM, TRUSTEE MA. AND IF WE LOOKED AT THE NUMBER OF MEETINGS THIS BOARD HAS HAD SINCE I'VE BEEN ON THE BOARD, UH, SINCE 2009, ACTUALLY I WAS, I WAS, UM, MY FIRST MEETING WAS DECEMBER OF 2008, BUT IF WE LOOKED AT 9, 10, 11, 12 THROUGH 22, THIS IS THE LIGHTEST SCHEDULE, THE ONE THAT'S PROPOSED. AND, UH, I'M NOT SO SURE WHY, UH, IT SEEMS LIKE WE'VE BEEN, BY THE TRAININGS WE'VE HAD, WE'VE BEEN RENDERED, UM, MEANINGLESS [01:00:01] AS A BOARD. UM, WERE JUST, UM, A RUBBER STAMP FOR THE SUPERINTENDENT. AND THERE ARE SO MANY ISSUES THAT WE NEED TO DISCUSS ABOUT PUBLIC EDUCATION THAT WE USED TO DISCUSS WHEN WE USED TO HAVE, UM, AGENDA ITEMS THAT WE PROPOSED AS BOARD MEMBERS. WE NO LONGER DO THAT EITHER. UM, SO I'M CONCERNED ABOUT THE LACK OF DIALOGUE THAT WE'RE HAVING AS ELECTED MEMBERS, UM, REPRESENTING, UH, 270,000 CHILDREN IN SANTA CLARA COUNTY. BUT IT SEEMS LIKE THAT'S WHAT SUPERINTENDENT WOULD LIKE AND I'M ASSUMING THE BOARD PRESIDENT WOULD LIKE. UM, AND I WOULD LIKE TO AGREE WITH TRUSTEE MA TO RE-LOOK AT THE, THE CALENDAR AND ADD DATES SO WE'D HAVE CONVERSATIONS ABOUT THE IMPORTANT ISSUES, THE DATA THAT EXISTS, UH, AND MAKE THE PUBLIC AWARE AND BE VERY TRANSPARENT ABOUT WHERE WE ARE, THE PUBLIC EDUCATION IN SANTA CLARA COUNTY, AND PERHAPS WHAT CAN BE DONE TO AFFECT CHANGE AND TO AFFECT BETTER RESULTS. SO I'M ALL IN FAVOR OF HAVING MORE MEETINGS IN ORDER TO, AND, AND IF THOSE MEETINGS ARE SCHEDULED, AND AS TRUSTEE MA SAID, THERE AREN'T THE ITEMS OR, UM, ISN'T THE, UH, UM, WE DON'T NEED ANY MORE TIME. WE, WE MAKE THE MEETING SHORT AS WE'VE DONE IN THE PAST. THANK YOU. TRUSTEE DEFO. UM, TRUSTEE KRISHNA, I DID SEE YOUR HAND RAISED. DID YOU, UM, WANNA ADD ON AS WELL? YEAH, THANK YOU. I, I, UH, I THOUGHT I'D PUT IT DOWN IN CASE ANYONE ELSE WANTED TO CHIME IN TOO, BUT YEAH, SO I DEFINITELY, UM, I KNOW WE TALKED ABOUT THIS AT OUR LAST ORGANIZATIONAL MEETING, UM, AND I SUPPORTED HAVING MORE MEETINGS. UM, AND, UM, YOU KNOW, IT'D BE, I'D BE CURIOUS TO HEAR IF, I THINK WE ADDED ONE EXTRA MEETING THAN WE ORIGINALLY HAD. IF, I MEAN, CURIOUS TO HEAR FROM FOLKS WHO WERE ON THE BOARD LAST YEAR, IF THAT WAS HELPFUL. I HONESTLY DIDN'T NOTICE IF, IF WE HAD A LIGHTER MEETING OR NOT. UM, BUT I, UM, YOU KNOW, IF WE WANTED TO ADD, UH, WE ADDED ONE LAST YEAR, IF WE WANTED TO ADD ONE AGAIN OR TALK ABOUT THAT SOME MORE, I'M, YOU KNOW, GENERALLY SUPPORTIVE OF HAVING MORE MEETINGS. THANKS, TRUSTEE. SH OH, I WAS JUST SAYING, I, I LOVE SPENDING TIME WITH EVERYONE ON THIS . THANKS, TRUSTEE. SHUK. KRISHNAN. UM, I WANTED TO JUST GIVE MY INPUT AS WELL. UH, I ALSO DO REMEMBER SUPPORTING, ADDING A MEETING LAST YEAR, UM, AT, AT, AT THIS, YOU KNOW, OUR ORGANIZATIONAL MEETING AS WELL. UM, I DID REMEMBER US, I DON'T REMEMBER WHICH MEETING WE ADDED. I'M GONNA BE, UH, VERY, UH, TRANSPARENT ABOUT THAT. BUT I DO REMEMBER OCTOBER. OH, OCTOBER, UM, I, IT WAS NOVEMBER. WE ADDED, UH, THE NOVEMBER, UM, SECOND OR THIRD WAS THE MEETING THAT WAS ADDED. IT WAS NOVEMBER. I'LL AGREE. NOVEMBER. OKAY. SORRY, . IT'S OKAY. UH, IT WAS A NOVEMBER MEETING. UM, TO MY POINT THOUGH, UH, WE DID HAVE A MEETING AND I DON'T KNOW, REMEMBER IF IT WAS A NOVEMBER ONE, WE DID HAVE A MEETING WHERE WE ENDED VERY EARLY. UM, AND IT DOES TAKE, UH, A LARGE AMOUNT OF STAFF TO BE HERE FOR THE MEETINGS. AND I DID FEEL LIKE THAT MEETING THAT WE HAD, THAT WAS SHORT AND I'M UPSET THAT I CAN'T REMEMBER WHAT DATE IT WAS. IT COULD HAVE BEEN COMBINED WITH THE OTHER MEETING. UM, AND I JUST FELT LIKE, ESPECIALLY WITH THE LIMITED STAFF WE HAVE, UM, THE UPTICK IN CASES OF ALL OF THE, UM, RESPIRATORY, UM, SICKNESSES THAT ARE GOING AROUND, I JUST, I AM HESITANT ABOUT ADDING A MORE MEETINGS TO OUR CALENDAR AND I WOULD BE MORE OPEN TO ADDING THEM AS NEEDED, LIKE WE DID WITH OUR APPOINTMENT MEETING. UM, THIS, UM, JUST A COUPLE, YOU KNOW, LAST MONTH AS WELL AS, UM, ONE, ONE DATE THAT I DID HAVE CONCERN WITH THAT, UH, YOU HAD MENTIONED, OR ONE MONTH, UH, UM, TRUSTEE MALL WAS APRIL. UM, I ONLY, THAT IS THE MANY DISTRICTS HAVE SPRING BREAK IN APRIL, AND I DO BELIEVE THAT'S WHY THERE'S ONLY ONE MEETING IN APRIL. UM, JUST BECAUSE IF WE WERE TO HAVE DIFFERENT ITEMS, I WOULD HATE FOR US TO BE CALLING DISTRICTS IN AND DISTRICT STAFF IN, UH, TO DISCUSS ITEMS IF, IF WE NEEDED THEM, UM, DURING THEIR BREAK TIME. UM, AND I'M SURE THAT THEY ALL DESERVE THEIR BREAKS AT THAT TIME. SO THAT, THAT IS ONE MONTH I HAD A, A PARTICULAR CONCERN WITH YOU. YOU MENTIONED APRIL. UM, BUT THOSE ARE MY THOUGHTS ON ADDING MEETINGS AS WELL. I KIND OF THINK WE CAN AGREE TO DISAGREE ON THAT. UM, I WOULD RATHER ADD THEM AS NEEDED. SO, UM, BUT TRUST ME WHILE YOUR HAND IS UP, SO GO AHEAD. RIGHT. I HAD JUST ANOTHER COMMENT IN THAT. UM, I BELIEVE THAT THE CONTROL OF THE MEETINGS HAS BEEN, UM, VERY TIGHT IN THE LAST TWO YEARS AS WE'VE BEEN UNDER OUR [01:05:01] EMERGENCY, UM, YOU KNOW, CRITERIA OR SITUATION. AND THAT, UM, IN THE PAST WE'VE HAD MORE BOARD DISCUSSIONS ABOUT COMMUNITY SCHOOLS, ABOUT, UM, EARLY EDUCATION, ABOUT, UM, REVIEWS OF THE DIFFERENT, UM, BRANCHES. UM, JUST TO GET A HIGHLIGHTS, WE'VE HAD REVIEWS OF OUR CHARTER SCHOOLS IN THE SIMILAR VEIN THAT, UM, LOCAL SCHOOL DISTRICTS USUALLY HAVE EACH OF THEIR SCHOOLS COME AND GIVE A PRESENTATION, UM, JUST TO GIVE, YOU KNOW, KIND OF HIGHLIGHTS, LOW LIGHTS OF, OF CHALLENGES OF WHAT'S GOING ON. UM, WE USED TO DO THAT WHEN WE HAD THE OPPORTUNITY AS BOARD MEMBERS TO SUGGEST AND PUT ON BOARD AGENDA ITEMS THAT WERE OF, UM, PUBLIC INTEREST BESIDES BOARD MEMBER INTEREST. AND SO, UM, I, I HESITATE TO SAY THAT, UM, ANY OF OUR MEETINGS THESE LAST TWO YEARS ARE TYPICAL OR, UM, STANDARD OR NECESSARILY, UM, COULD BE CARRIED ON INTO THE FUTURE. BUT THAT RATHER THE OPPORTUNITY FOR FURTHER DISCUSSION AND GREATER DEPTH ON, UM, BOARD MEMBER INTERESTED AGENDA ITEMS, UM, SHOULD BE ENTERTAINED. THANK YOU, TRUSTEE MA. TRUSTEE DESALVO, I, I STAND BY WHAT I SAID EARLIER AND AGREE WITH TRUSTEE MA AND WHAT SHE JUST ARTICULATED TO, TO THE BOARD AND TO THE PUBLIC. THANK YOU. TRUSTEE DEVA. TRUSTEE LAURIE. SO I HAD A QUESTION ABOUT HOW EASY IS IT TO ADD MEETINGS, UM, UH, ON A NEED UH, BASIS? THAT'S A GOOD QUESTION. TRUSTEE, LARRY. UM, DR. DEWAN, COULD YOU EXPLAIN THE PROCESS FOR ADDING A MEETING? UM, CERTAINLY. SO IF THE, UM, BOARD PRESIDENT, UM, DETERMINES THERE'S, YOU KNOW, A NEED FOR ADDITIONAL MEETING, UM, THEN IT'S JUST SIMPLY, UM, IF IT'S A REGULAR MEETING, WE JUST NEED TO GIVE THE 72 HOURS, UH, NOTICE FOR POSTING, UM, THE MEETING AGENDA. THANK YOU, DR. DEMAN. I'M GONNA GO TO, UH, TRUSTEE MO. THANK YOU. UM, AND SO JUST TO BE, UH, MORE SPECIFIC, THEN I'D LIKE TO MAKE THE MOTION THAT WE ADOPT THE CALENDAR AS PROPOSED, BUT ADD A, UM, AUGUST 16TH TO THE AUGUST 2ND DATE AND OCTOBER 18TH TO THE OCTOBER 4TH DATE. AND I MIGHT AS WELL ASK, UM, ADD NOVEMBER 1ST TO THE NOVEMBER 15TH DATE SO THAT ALL THREE OF THOSE MONTHS HAVE TWO MEETINGS INSTEAD OF JUST ONE. SO THAT, THAT'S MY MOTION. YEAH. I THINK. YEAH. OKAY. WE'RE GONNA, UH, OH, DO YOU HAVE A SECOND? I SECOND THAT MOTION. THANK YOU TRUSTEE DESALVO. OKAY. I'M GONNA GIVE, UM, OH, OKAY. WE COULD DO A ROLL CALL ON THAT ONE. UM, JUST BECAUSE THERE ARE QUITE A FEW, UH, DATES THAT TRUSTEE MA HAD LISTED. UM, DR. DEWAN, IF YOU CAN HELP WITH THE ROLL CALL VOTE PLEASE. UM, SO THE, UM, I'M SORRY, JUST, UH, ONE SECOND. I THINK TRUSTEE BERTA HAS A QUESTION. YES. BEFORE WE DO THE VOTE. YES. I WAS TRYING TO MAKE SURE I HAD THE RIGHT DATES. CAN THE DATES BE REPEATED, UM, BEFORE THE VOTE CALL VOTE YES. YES. UH, TRUSTEE MON, CAN YOU REPEAT THE DATES JUST ONE MORE TIME FOR OUR, OUR TRUSTEES? SURE, SURE. I THINK I SAID, AND YOU CAN CORRECT ME, UM, I THINK I SAID AUGUST 16TH TO ADD TO THE AUGUST 2ND DATE THAT'S ALREADY THERE, UM, OCTOBER 18TH, WHICH WOULD ADD TO THE OCTOBER 4TH DATE, WHICH IS ALREADY THERE. AND NOVEMBER 1ST TO ADD TO THE NOVEMBER 15TH DATE, WHICH IS ALREADY THERE. SO, THREE DATE, THREE NEW DATES, ADDITIONAL DATES, SORRY. THANK YOU. AND A POINT OF ORDER. SURE. UM, TRUSTEE KAME DOESN'T, THIS DOES NOT IMPACT HER IN ANY WAY SINCE SHE'S NOT GONNA BE ON THE BOARD ANYMORE, SO I WOULD THINK SHE WOULD ABSTAIN OR NEED TO ABSTAIN FROM THIS VOTE. UM, TRUSTEE K MAY HAS FULL RIGHTS AND RESPONSIBILITIES UP THROUGH THE END OF HER DEFERRED RESIGNATION, WHICH IS DECEMBER 20TH. SO SHE IS, UM, ABLE TO VOTE ON THIS ITEM. OKAY. UM, AND, UH, JUST ONE OTHER, UM, CLARIFICATION BEFORE WE DO THE ROLL CALL. UM, THAT IF THE, IF THIS AMENDED MOTION, UM, FAILS, THEN [01:10:01] WE WOULD NEED A SECOND MOTION TO ADOPT THE CALENDAR AS PROPOSED. UM, AND SO WE'LL START, PRESIDENT SHAUN, I'M, I'M SORRY. TRUSTEE COM MAY HAS A QUESTION. OH, YES, GO AHEAD. UM, SORRY ABOUT THAT. UM, I WAS CURIOUS IN TERMS OF, UH, SOMETHING THAT, UM, TRUSTEE MOS SAID, UH, ABOUT THE NUMBER OF, UM, CHARTER SCHOOL RENEWALS THAT ARE GONNA BE COMING UP. BECAUSE, YOU KNOW, ONE OF THE THINGS THAT, UH, WOULD SEEM APPROPRIATE INSTEAD OF JUST HAVING JUST DATES AND, YOU KNOW, I KNOW THAT, YOU KNOW, TRUSTEE DISALVO MENTIONED, I WON'T BE A PART OF THIS, BUT, YOU KNOW, IT WOULD ALMOST SEEM APPROPRIATE THAT IF THERE ARE IN FACT MORE CHARTER SCHOOL, UH, UH, RENEWALS COMING UP, THAT THE PRESIDENT COULD CREATE THE ADDITIONAL MEETINGS, UH, WITH THE SUPERINTENDENT IN TERMS OF KNOWING THAT THESE CHARTER SCHOOLS ARE GONNA BE COMING. CUZ IT'S REALLY HARD TO DO TWO, AND I KNOW SOMETIMES YOU DON'T HAVE CONTROL OVER WHEN THEY COME, BUT TO, TO HAVE, UH, TWO CHARTER SCHOOL RENEWALS THE SAME DAY IS REALLY, REALLY DIFFICULT. SO, UM, I WOULD JUST ASK, YOU KNOW, FOR THE FUTURE THAT, UM, ALTHOUGH, UH, TRUSTEE MA IS, IS, IS SUGGESTING THESE ADDITIONAL DATES, UM, THAT AS THE WORKFLOW INCREASES, YOU MAY HAVE TO HAVE A LOT MORE DATES AND I, I HAPPEN TO REALLY LIKE TO LEAVE IT TO THE PRESIDENT. RIGHT. AND, YOU KNOW, KIND OF PLAN THE YEAR A LITTLE BIT MORE. I DON'T KNOW IF, UH, IF THERE HAS EVER, AND I DON'T KNOW, I DON'T THINK THAT THERE HAS BEEN, BUT, UM, THAT, UH, IN, IN JANUARY OR SOMETHING WHEN YOU KNOW WHAT THE WORKLOAD'S GONNA BE, YOU CAN ADD THOSE DATES WITH ENOUGH TIME SO THAT PEOPLE HAVE THEM ON THE CALENDARS AS WELL. SO I JUST, I JUST THROW THAT OUT THERE BECAUSE IF IN FACT THE CHARTER SCHOOLS' RENEWAL ARE COMING, WOULDN'T IT BE NICE JUST TO DO ONE AT A TIME AT A MEETING AS OPPOSED TO TWO OR THREE? SO I JUST PUT IT OUT THERE. VICE PRESIDENT SEAN, IF YOU'D LIKE, I CAN, UM, PROVIDE WHAT WE CURRENTLY UNDERSTAND ABOUT THE CHARTER SCHOOL, UM, TIMELINE, IF THAT'S HELPFUL. YEAH, THAT WOULD BE HELPFUL. UM, IF WE COULD JUST DO THAT AND THEN WE'LL GO TO TRUSTEE BURA AND TRUSTEE TO SOLVE AFTERWARDS. OKAY. UM, SO WE DO ANTICIPATE, UM, THE RESUMPTION OF THE CHARTER SCHOOL RENEWALS. SO WE WON'T GET MORE THAN USUAL. IT'S JUST THAT THE TIMELINE WAS DELAYED BY TWO YEARS. SO, UM, NEXT YEAR WE WOULD BE BACK ON CYCLE AND WE ANTICIPATE, UM, THAT THERE WILL BE FIVE THAT WILL BE UP FOR RENEWAL NEXT YEAR. AND WE ARE ENCOURAGING, UM, THE CHARTER SCHOOLS TO SUBMIT THEM EARLY, UM, SO THAT WE CAN PLAN IT AND MAP IT OUT FOR THE YEAR. BUT MORE LIKELY THAN NOT, THESE CHARTER SCHOOL RENEWALS WILL BE HEARD LATE IN THE YEAR AND END TO 24. SO THEY'RE IN THE 2324 SCHOOL YEAR. IT IS VERY UNLIKELY THAT THERE WOULD BE ANY CHARTER SCHOOL ACTIVITY IN AUGUST. AND ADDITIONALLY, THERE'S, UM, POSSIBILITY FOR, UM, APPEALS, UM, THAT, THAT'S ALWAYS A POSSIBILITY AS WELL. AND AGAIN, THOSE WOULD BE LATER IN, INTO THE FALL AND POSSIBLY, UM, SPRING OF 24, UH, NOT SPRING OF 23 AND NOT, NOT LIKELY IN AUGUST. THANK YOU FOR THAT. AND, UM, JUST A ANOTHER NOTE, THE PROPOSED CALENDAR, UM, DID REFLECT THAT UNDERSTANDING ABOUT HOW WE AND ANTICIPATE THE CHARTER SCHOOL RENEWALS TO COME, AS WELL AS A RECOGNITION THAT EACH YEAR WHERE HOLIDAYS FALL AND THE DATES OF CERTAIN BREAKS WHERE THEY FALL MIGHT REQUIRE AN ADJUSTMENT. AND SO THAT'S WHY THE CALENDAR WAS PROPOSED. THANK YOU DR. DEWAN. UH, TRUSTEE BERTA. YES. UM, MY COMMENTS WERE SIMILAR TO, UM, TRUSTEE MAYS JUST IN TERMS OF THE INTENTIONALITY, SO I'M GLAD WE GOT A LITTLE BIT MORE INFORMATION ABOUT, UM, WHEN WE MIGHT ANTICIPATE SOME OF THE RENEWALS. AND, UM, KNOWING THAT I ALSO WANTED CLARIFICATION ON, UH, THE STATEMENT, UH, THAT SUPERINTENDENT DEWAN MADE ABOUT REQUIRING ANOTHER MOTION THAT WE ACCEPT THE, UM, IF THE CURRENT MOTION FAILS, THAT WE WOULD HAVE TO ACCEPT THE CURRENT MOTION. SO DOES THAT MEAN THERE WOULDN'T BE ANOTHER MOTION THAT'S POSSIBLE FOR A COMPROMISE? NO. SO TRUSTEE, NO, NOT AT ALL. NO. YEAH, WE'RE GONNA, WE'RE JUST TALKING ABOUT TRUSTEE M'S. MOTION WITH THE THREE DATES SHE [01:15:01] ADDED IN AUGUST, OCTOBER, NOVEMBER. IF IT DOES PASS, THEN THAT IS OUR CALENDAR. IF IT DOES NOT, THEN WE WOULD NEED EITHER A SECOND MOTION, ANOTHER MOTION WITH ADDITIONAL DATES OR A SECOND MOTION, UM, AS TO ACCEPT THE CALENDAR AS PROPOSED BECAUSE UNDERSTOOD. YES. THANK YOU. IF HER MOTION DOESN'T PASS, WE HAVE NO PROPOSED CALENDAR ACCEPTED, BUT THANKS FOR ASKING TRUSTEE DESALVO. THANK YOU, PRESIDENT CHAR, I, UM, THE PROPOSED WHAT'S ON THE TABLE RIGHT NOW THAT, UM, TRUSTEE MA ARTICULATED FOR THE DATES IS KIND OF THE CALENDAR THAT I REMEMBER FOR 11 OF MY 14 YEARS ON THE BOARD. UM, IT WAS, UH, JANUARY WAS ONE MEETING FEBRUARY, MARCH, APRIL, MAY, AND JUNE. THERE WERE TWO MEETINGS ON THE FIRST AND THIRD WEDNESDAYS, JULY, THERE WAS ONE MEETING AND IN DECEMBER. AND, AND THEN IN AUGUST, FIRST AND THIRD, SEPTEMBER 1ST AND THIRD, OCTOBER 1ST AND THIRD, NOVEMBER 1ST AND THIRD, AND THEN THE ONE MEETING IN DECEMBER AS WE'RE HAVING TONIGHT, WHICH IS TRADITIONALLY THE ORGANIZATIONAL MEETING, THAT WAS WHAT WAS SET UP WHEN I CAME TO THIS BOARD. THAT IS THE CALENDAR THAT WAS ESTABLISHED FOR THE REMAINING NUMBER OF YEARS THAT I JUST MENTIONED, THAT 11 OUTTA THE 14 WITH THE PANDEMIC THINGS CHANGED. UM, AND LAST YEAR WE DID ADD IT, MY REQUEST ONE MEETING, AND THAT WAS IN NOVEMBER. AND THAT WASN'T THE SHORT MEETING. UM, THE SHORT MEETINGS ARE BASED ON, ON THE PRESIDENT AND THE SUPERINTENDENT GETTING TOGETHER AND NOT HAVING ENOUGH AGENDA ITEMS. BUT THERE'S, TO ME, IF THE PRESIDENT AND SUPERINTENDENT GET TOGETHER IN GOODWILL AND LOOK AT THE ISSUES IN, IN PUBLIC EDUCATION TODAY, WE CAN COME UP WITH MANY AGENDA ITEMS THAT COULD BE DISCUSSED AND STAFF COULD REPORT ON, AND WE COULD HAVE A COMMUNITY DISCUSSION AND HAVE THE COMMUNITY COME TO THE TABLE, UM, UNDER PUBLIC COMMENT ABOUT THESE ISSUES OR UNDER THE ISSUES THEMSELVES. SO IF, IF, IF THE MAJORITY OF TRUSTEES DON'T WANNA DO THAT AS IT'S BEEN SET UP FOR YEARS AND YEARS AND YEARS BEFORE, UM, THE PANDEMIC, UM, THEN THAT, THAT'S GONNA HAVE TO BE THE WAY IT IS. UM, AND I'LL, AND I'LL DEFER TO THE MAJORITY OF THE BOARD WHO WANTS TO NOT MEET FOR REGULAR, UM, SESSIONS AND NOT HAVE THE PUBLIC'S WORK BEING DONE. SO I SUPPORT THE CURRENT, UM, PROPOSAL THAT'S ON THE TABLE. THANK YOU. TRUSTEE SALVO. TRUSTEE MA. THANK YOU PRESIDENT SHAWN. UM, TWO ITEMS I WANTED TO ASK ABOUT. ONE IS, UM, WITH RESPECT TO THE CHARTER RENEWALS, BECAUSE WE HAD THE MORATORIUM FOR TWO YEARS, UM, THE CHARTER SCHOOLS THAT WERE RENEWING IN THAT TWO YEAR TIMEFRAME WERE PUSHED OUT, BUT THE ONES THAT WERE SUPPOSED TO BE RENEWED NEXT YEAR, FOR INSTANCE, THOSE DIDN'T GET PUSHED OUT. SO WE ACTUALLY HAVE MORE CHARTER SCHOOL RENEWALS, I THINK. UM, ISN'T THAT CORRECT? JUST THE ENTIRE CALENDAR WAS ADJUSTED. SO EVERYONE GOT THE, THE TWO YEARS, SO THE CYCLE STARTS. OH. SO THAT'S WHY NEXT YEAR THERE WILL BE FIVE, BECAUSE THOSE WERE DUE A COUPLE YEARS AGO. THEY WEREN'T, UH, HEARD AT THAT TIME AS YOU, UM, ACCURATELY DESCRIBED. AND SO THEY'LL START TO COME ON CYCLE AND THEN EACH YEAR THEREAFTER. SO WE ARE BASICALLY JUST DELAYED THE CYCLE FOR EVERYONE. SO, SO THE WHOLE CYCLE FOR EVERYBODY MOVED OUT, CORRECT? I CORRECT. DIDN'T APPRECIATE THAT. OKAY. THANK YOU VERY MUCH FOR THAT CLARIFICATION. YEAH. AND THAT, THAT'S ANOTHER, IT'S A GREAT CLARIFICATION. THAT'S ANOTHER REASON WHY, YOU KNOW, REALLY THE CALENDAR THAT YOU ALL DISCUSSED NEXT DECEMBER IS GONNA BE REALLY IMPORTANT BECAUSE YOU ARE GONNA HAVE A HEAVIER LOAD IN SPRING OF 24. UM, UH, THEN, THEN YOU WILL STILL GET THIS YEAR. OKAY. AND THEN, UM, ACTUALLY I HAD THREE, THREE THINGS. UM, ANOTHER UH, POINT I WANTED TO MAKE WAS THAT, UM, IT, IT SEEMS TO ME, I MEAN, SOMEWHAT ALONG THE LINES OF WHAT TRUSTEE KAME WAS SAYING, BUT KIND OF CONTRARY IS THAT I THINK IT, IT HELPS MOST PEOPLE TO ACTUALLY PLAN ON CERTAIN DATES AND THEN FIT THE CHARTER SCHOOLS IN THERE, WHETHER IT BE ONE CHARTER SCHOOL ON THE MEETING OR TWO, BUT THAT IT, ONCE YOU HAVE THE DATES AND EVERYONE KNOWS THOSE DATES, IT KIND OF MAKES PLANNING A LITTLE EASIER AS OPPOSED TO, OH, WE GOTTA, WE GOTTA CALL A NEW MEETING. YOU KNOW, LET'S MAKE SURE EVERYONE CAN MAKE IT OR NOT. UM, UH, THAT, THAT SEEMS A LITTLE LESS ORGANIZED. UM, SO I, I STILL THINK THAT HAVING THE DATES OUT THERE FACILITATES, UM, PLANNING FOR WHICHEVER CHARTER SCHOOLS SHOW UP OR DON'T. AND THAT IF, IF IT TURNS OUT THAT WE HAVE THREE CHARTER SCHOOLS IN ONE MONTH, THEN WE CALL THE EXTRA THIRD BEATING PERHAPS THAT MONTH. AND, UM, YOU KNOW, NOT HAVE TWO CHARTER SCHOOLS AT TWO CHARTER SCHOOL MEETINGS IN ONE MEETING, IN, UH, ONE MEETING. [01:20:01] SO THAT WAS, UM, MY, UH, SUPPORT FOR PLANNING AHEAD AND PUTTING THE DATES OUT SO THAT EVERYONE CAN USE AND PLAN THAT WAY INSTEAD OF MAKING IT A LITTLE BIT MORE, UM, AT THE, UH, DISCRETION OF, OF JUST A FEW PEOPLE TO DECIDE, UH, MEETING DATES THAT AFFECT A LOT MORE PEOPLE. AND THEN MY THIRD POINT IS THAT, UM, WE DO HAVE IN OUR BYLAWS, THE, UM, I WON'T SAY ABILITY, I THINK THE NECESSITY TO BE ABLE TO BRING COMMUNITY REQUESTED ITEMS TO THE BOARD MEETING, UM, AS AGENDA ITEMS THAT'S IN OUR POLICY. AND, UM, AND I THINK, YOU KNOW, AGAIN, BECAUSE OF COVID, WE'RE UNDER THESE EMERGENCY CONSTRAINTS, BUT THAT, UM, O ONCE WE GET OUT OF THIS , UM, EMERGENCY SITUATION, THAT WE SHOULD FOLLOW THAT BOARD POLICY AND, AND BE ABLE TO, UM, NOT ONLY BRING BACK, YOU KNOW, FUTURE AGENDA TOPICS THAT BOARD MEMBERS WANT TO SUGGEST, BUT ALSO, UM, COMMUNITY REQUESTED BOARD, UH, AGENDA ITEMS. THANK YOU. THANK YOU TRUSTEE. MOM, TRUSTEE DESALVO, UH, THANK YOU PRESIDENT. SHAUN, I WANTED TO ASK MY ESTEEM COLLEAGUE, TRUSTEE MA, IF WHAT I SAID ABOUT THE CALENDAR AND THE MEETINGS, FIRST AND THIRD EXCEPTIONS OF JANUARY, JUNE AND DECEMBER, IS YOUR RECOLLECTION AS WELL. OH, CLEARLY, , I MEAN, YES, MY 15 YEARS, WE'VE CERTAINLY CUT THE NUMBER OF MEETINGS DRASTICALLY IN THE LAST COUPLE DRASTIC DRASTICALLY IN THE LAST COUPLE OF YEARS. AND THE PURPOSE OF CUTTING MEETINGS IS, IS TO NOT HAVE THE BOARD MEMBERS MEET OR NOT HAVE THE STAFF DO WORK, OR I'M NOT SURE, BUT IT'S NOT FOR THE PUBLIC GOOD IN MY VIEW. SO THANK YOU TRUSTEE LAW FOR CLARIFICATION. ALL RIGHT. THANK YOU. TRUSTEE DESALVO. UM, I THINK THERE WAS SOME COMMENTS ABOUT SOME TIMELINES. UM, DR. DEWAN, IF YOU COULD SPEAK TO THAT A LITTLE BIT? UH, YEAH, CERTAINLY. UM, SO I THINK WITH REGARD TO THE, UH, TIMELINES FOR, UH, THE CHARTER SCHOOLS AND TRYING TO HAVE THEM FIT INTO THE BOARD MEETING SCHEDULE, ONE THING THAT IS A LITTLE BIT DIFFERENT IS WHEN, UM, THE NEW LAWS, UH, CAME TO, INTO EFFECT FOR CHARTER SCHOOLS, WHICH WE ACTUALLY HAVEN'T HAD THE OPPORTUNITY TO FULLY IMPLEMENT, UM, BECAUSE OF THE, UM, DELAYED RENEWAL TIMELINE. THERE ARE VERY SPECIFIC, UH, DATE NUMBERS OF DAYS. UM, AND WHEN YOU TRY TO CALCULATE THE NUMBERS OF DAYS AND SOMETIMES WHERE THE HOLIDAYS FALL, UM, IT CAN BE, IT CAN BE VERY DIFFICULT TO MEET SOME OF THE REQUIRED TIMELINES. UM, FOR EXAMPLE, ONE OF THE TIMELINES IS THE POSTING OF THE STAFF ANALYSIS AND CERTAIN NUMBERS OF DAYS. AND SO WHEN WE LOOKED AT THE PROPOSED CALENDAR, WE DO TRY TO TAKE INTO CONSIDERATION, YOU KNOW, ANTICIPATING WHAT THOSE, UH, DEADLINES AND TIMELINES WILL BE. AND TO TRUSTEE MAY'S POINT, IT DOES THEN HELP US, UH, IN THE FUTURE IF WE NEED TO ADD A MEETING IN ORDER TO MEET EDUCATION CODE, UM, WHERE VERSUS THE OTHER WAY WHERE WE TRY TO FIT SOME THINGS INTO AN ESTABLISHED TIMELINE THAT DOESN'T REALLY MEET THE NEEDS OF STAFF AND ALLOW US TO SERVE THE BOARD WELL. AND IT ALSO DOESN'T, UH, SUPPORT THE CHARTER SCHOOL. AND THEN AT THE, UH, OTHER ITEM IS THAT, UM, OTHER THINGS HAVE CHANGED OVER THE YEARS, INCLUDING WITH THE, UH, MOVE TO THE LOCAL CONTROL FUNDING FORMULA, HAVING THE LCAP AND THE BUDGET IN TWO SEPARATE MEETINGS, UM, ONE FOR, UM, HEARING AND THE SECOND FOR ADOPTION IN JUNE. SO THERE, THERE HAVE BEEN OTHER FACTORS ALONG THE WAY, NOT JUST, UH, COVID, BUT OTHER THINGS ALONG THE WAY THAT HAVE INFLUENCED THE RECOMMENDED BOARD CALENDAR. OKAY. THANK YOU DR. DEWAN. I'M GONNA GO AHEAD AND, UH, MOVE US TO OUR VOTE. UH, I THINK WE'RE GONNA DO A ROLL CALL VOTE ON THAT ONE BECAUSE WE HAD THE THREE PROPOSED DATES FROM TRUSTEE MALL, WHICH WERE AUGUST 16TH, UH, OCTOBER 18TH AND NOVEMBER 1ST. OH, OKAY. ACTUALLY WE HAVE IT IN BOARD DOCS, SO WE'LL GO AHEAD AND VOTE ON BOARD DOCS. THANK YOU, CARMEN. SO YOU SHOULD SEE THAT ON YOUR BOARD DOCS IF YOU NEED TO PROVIDE A VERBAL, A VERBAL FOR ME PRESIDENT SEAN. AYE. THANK YOU TRUSTEE DESALVO, PRESIDENT SEAN. UM, VERBAL FOR ME. I THINK I'M ABSTAINING. YOU WANNA ABSTAIN? TRUSTEE LAURIE? [01:25:01] OKAY, THANK YOU. SO AN I FROM TRUSTEE DESALVO AND STATING FROM TRUSTEE LAURIE. AND I THINK I HAVE TO DO A VERBAL YES BECAUSE MY AUTHENTICATION WENT AWAY. I THINK I WASN'T CLICKING FAST ENOUGH ON MY COMPUTER TO KEEP IT AWAKE. NO WORRIES. THANK YOU, TRUSTEE. MA? I DID THE SAME THING. I HAD TO JUST REFRESH. YES. . YES. SO WE HAVE THREE YESES, TWO NOS, AND TWO ABSTAINS. I BELIEVE THEN THIS MOTION DOES NOT PASS AS WE DON'T HAVE A MAJORITY. YES, CORRECT. CORRECT. OKAY. THE MOTION FAILS. THE MOTION FAILS. THANK YOU, UM, FOR YOUR GUYS' SUPPORT ON THAT. UM, SO WE ARE BACK TO THE CALENDAR. I WOULD THEN REQUEST ANOTHER MOTION TO ADOPT THE CALENDAR. OKAY. I'LL MAKE A MOTION. OKAY. TRUSTEE MARK AND I WOULD ASK THAT WE ADOPT THE CALENDAR WITH THE ADDITION OF OCTOBER 18TH AND NOVEMBER 1ST AND NOT HAVE THE AUGUST DATE THAT I HAD ORIGINALLY PROPOSED EARLIER TRUST TRUSTEE. UH, NOVEMBER 1ST. YEAH. OCTOBER, OCTOBER 18TH. AND OC AND NOVEMBER 1ST. YES. THANK YOU. I'LL SECOND THAT MOTION. OKAY. MOTION BY TRUSTEE MA A SECOND BY TRUSTEE BERTA. AND THEN I DID JUST WANNA MAKE A QUICK COMMENT. I ALSO THINK, UM, THE AUGUST 16TH DATE, WHICH, UM, THE PREVIOUS MOTION INCLUDED, UM, IS AROUND THE FIRST DAY OF SCHOOL. AND I KNOW THERE'S A LOT HAPPENING, UH, DURING THAT TIMEFRAME. SO I'M HOPEFUL THAT WITH THESE, UH, WITH THESE TWO DATES BEING A LADDER, UM, IN THE LATTER PART OF THE YEAR, UM, HOPEFULLY THAT THEY WOULD ALIGN, UH, TO SUPPORT, UH, THE CHARTER RENEWALS THAT WE HAVE, AS WELL AS, UM, YOU KNOW, SHOULD WE NEED TO ADD ADDITIONAL MEETINGS. OKAY. THANK YOU TRUSTEE BERTA. ANY OTHER COMMENTS? OKAY. YOU CAN VOTE IN BOARD DOCS OR IF YOU NEED TO PROVIDE A VERBAL, JUST PLEASE LET ME KNOW. EXCUSE ME. A PLEASE. THANK YOU, PRESIDENT JOHN. THANK YOU. TRUSTEE DESALVO IYE FROM TRUSTEE DESALVO. TRUSTEE LAURIE AYE, PLEASE. AN I FROM TRUSTEE LAURIE. I MAY NOT BE AUTHORIZED YET, SO AN IYE FROM ME, PLEASE. NO WORRIES. THANK YOU. TRUSTEE MA AND I FROM TRUSTEE MA AND THE AYES HAVE IT. ALL RIGHT, SO WE HAVE FIVE YESES, ONE NOS AND ONE ABSTAIN. OKAY. SO WE WILL ADD THOSE TWO DATES ONTO THE BOARD CALENDAR. OKAY. LEMME SEE HERE. ALL RIGHT, NEXT WE ARE MOVING [D. Discussion of Board Appointments to Subcommittees for 2023] ON TO ITEM EIGHT D. EIGHT D IS FOR INFORMATION ONLY. IF ALL BOARD MEMBERS ELECT TO TAKE THE INCREASE, IT WOULD BE A BUDGET INCREASE OF $4,457 AND 88 CENTS PER YEAR FOR ALL SEVEN MEMBERS. TRUSTEES, ARE THERE ANY COMMENTS OR QUESTIONS REGARDING ITEM 8 8 8, TRUSTEE BERTA? YES. UM, MY UNDERSTANDING IS THAT THIS IS, THIS, UM, IS A PROCEDURAL, IT HAPPENS, THIS, UM, INCREASE HAPPENS ANNUALLY. IS THAT CORRECT? YES. RECOMMENDATION. OKAY. MY, MY CONCERN, I GUESS IS WITH THE, THE TIMING OF THIS, I AM UNCOMFORTABLE, UM, CONSIDERING THIS, UH, PROPOSAL FOR AN INCREASE WHEN WE HAVE, WHEN WE DO HAVE OUTSTANDING, UH, NEGOTIATIONS FOR OTHER, UM, ALTHOUGH WE'RE NOT A BARGAINING UNIT. AND ALTHOUGH, YOU KNOW, THAT'S KIND OF OUT OF THE, THE PURVIEW OF THE BOARD, IT'S, IT DOES MAKE ME UNCOMFORTABLE TO CONSIDER THIS AT THIS POINT IN TIME. SO I WAS ACTUALLY HOPING TO, UH, MAKE A MOTION TO TABLE THIS ITEM. DR. DOWAN, ARE WE ALLOWED TO TABLE THIS ITEM TO THE NEXT MEETING, OR DOES IT HAPPEN HAVE TO HAPPEN AT OUR ORGANIZATIONAL MEETING? UM, IT'S IN THE BOARD BYLAWS FOR THE BOARD TO TAKE ACTION, BUT THE BOARD COULD CERTAINLY, UM, YOU KNOW, BY VOTE TABLE AN ITEM. AND, UM, I GUESS JUST STANDING IN SOLIDARITY WITH DIFFERENT MEMBERS OF THE PUBLIC. IF THERE ARE NO MORE COMMENTS, I'LL GO AHEAD AND ASK OUR TRUSTEES TO VOTE IN BOARD DOCS OR VERBAL IF NEEDED APPROVAL FROM ME. AYE. OH, I'M SORRY. ONE SECOND. SECOND, JUST TO TRUSTEE KRISHNA, JUST NEED A MOMENT TO MAKE AN ADJUSTMENT AND BOARD DOCS QUICKLY. UM, THAT THE MOTION IS TO TABLE THIS ITEM TO AN UNKNOWN DATE. AND THAT WAS FROM TRUSTEE BERTA. AND SECONDED FROM TRUSTEE SH KRISHNA . TRUSTEE LAURIE, DID YOU NEED A VERBAL? IS THAT WHY YOUR HAND ARE YES, EXACTLY. SO, SO, NO. SO TO TA TABLE THE MOTION, UM, THAT'S WHAT I WOULD LIKE. SO, SO TRUSTEES' TRUSTEE ALBERTA'S MOTION IS TO TABLE IT. SO YES. SO YES TO IT? YES. OKAY. YES. TO TRUSTEE BERT'S MOTION. OKAY. AND SO AN I AN I FROM TRUSTEE LAURIE. SORRY. YES. OKAY. THANK YOU. AND THEN TRUSTEE DESALVO AN I FROM TRUSTEE DESALVO. THANK YOU. THANK YOU TRUSTEE KAME. SO, UH, THIS, THIS ACTION IS TO TABLE IT TO AN UNKNOWN DATE. THE ONLY WAY THAT YOU CAN PUT IT BACK ON THE AGENDA IS IF THE BOARD BRINGS IT BACK. IS THAT CORRECT? YES, THAT'S CORRECT. AND SINCE IT WON'T BE GENDERIZED, CAN IT BE GENDERIZED BY THE PRESIDENT? OR DOES THE BOARD HAVE TO, I MEAN, IT'S SORT OF, YOU KNOW, IF IT'S AN UNKNOWN DATE, THEN I, I, I JUST, YOU KNOW, WAS WONDERING CAN THE PRESIDENT PUT IT BACK ON THE AGENDA? YES. THE PRESIDENT COULD, UM, ALSO BRING IT BACK TO, UH, A FUTURE MEETING. OKAY. THANK YOU. UH, DR. DEANA, I DID HAVE A QUESTION. UM, [01:40:01] PER ROBERT'S RULES, DOES TABLING MEAN TO THE NEXT MEETING OR DOES TABLING MEAN TO ANY FUTURE MEETING? UM, IT WOULD, UM, DEPEND ON THE MOTION AND GIVEN, UM, THE, THE DISCUSSION THAT IT WAS TABLED TO AN UNKNOWN DATE. OKAY. UM, THE MOTION COULD BE AMENDED TO TABLE TO, YOU KNOW, A SPECIFIC DATE SP SPECIFIC MEETING. OKAY. THANK YOU. OKAY. AND THE EYES HAVE IT WITH ONE ABSTENTION. THANK YOU TRUSTEES. SO WE WILL MOVE [A. UH, IT'S CERTAINLY REPRESENTATIVE OF, YOU KNOW, THE, THE POWER OF, OF SANTA CLARA COUNTY. UH, HE IS A, FOR THOSE WHO MAY NOT KNOW A TRUSTEE AT, ON THE, UH, SANTA CLARA COUNTY, I MEAN SANTA CLARA UNIFIED SCHOOL DISTRICT, UH, AND HAS BEEN VERY, VERY INVOLVED. UH, SO WE'RE VERY HAPPY ABOUT THAT. AND WE ALSO HAD, UM, UH, ANOTHER MEMBER, UM, SYLVIA LEON, WHO WAS VOTED IN AS, UM, DIRECTOR AT LARGE, UH, REPRESENTING THE A P [01:45:01] I COMMUNITY, UH, ON A PSMA. SO, UH, WE CERTAINLY HAVE GOOD REPRESENTATION, UH, IN, UH, IN THE, UH, C S B A. AND, UM, THE, THE, I WAS ALSO A MEMBER OF THE AAC CONFERENCE COMMITTEE. AND, UM, ALTHOUGH IT WAS A LOT OF VOLUNTEER WORK, IT WAS VERY, VERY REWARDING. YOU DO HAVE TO BE A DELEGATE IN ORDER TO BE ON THE CONFERENCE COMMITTEE. UH, BUT, UH, WE HAD A VERY, VERY POWERFUL OPENING WITH BRANDON FLEMING, UH, REALLY STATING WHAT HIS STORY WAS AND HOW HE TOOK, UH, HIS LIFE AND TURNED IT AROUND. UH, IT ENDED WITH SARAH WESTOVER, UH, WHO ALSO CAME FROM A VERY DIFFERENT CIRCUMSTANCES. UH, AND, UH, IT WAS JUST, IT WAS A, A REALLY GREAT, UH, CONFERENCE. UH, IF YOU MISSED IT, YOU KNOW, THERE IS ON DEMAND, UH, UH, THE ABILITY TO SEE SOME OF THE SESSIONS THAT WERE RECORDED. UH, DR. DEWAN WAS ON A PANEL, UH, ON, UM, UH, UNDERSTANDING THE, UH, FUNDING FOR, UH, FOR, FOR SCHOOLS, UH, AND WHAT'S UP AND COMING. UH, SO THANK YOU DR. DEWAN FOR, UH, BEING ON THAT, UH, CRITICAL ISSUES, UH, PANEL, UH, WHICH I INTRODUCED. AND, UH, IT WAS JUST A, IT WAS JUST A WONDERFUL, WONDERFUL CONFERENCE, UH, TO PARTICIPATE IN. I ALSO ATTENDED THE C C B E, UH, BOARD OF DIRECTORS MEETING, WHICH THEY'D ALWAYS DO IN CONJUNCTION WITH, UH, UM, THE ANNUAL EDUCATION CONFERENCE. UH, AND, UH, ALSO, UH, ATTENDED THE GENERAL, UH, SESSION, UH, BREAKFAST, WHICH THEY, UH, UH, REVEALED AND, UH, ANNOUNCED AND DISTRIBUTED THE TRUSTEE HANDBOOK, WHICH, UH, YOU KNOW, THEY'VE BEEN WORKING ON IT FOR QUITE SOME TIME. AND THERE USED TO BE ONE BACK IN 2017. BUT THIS IS MUCH MORE UPDATED. UH, THEY HOPED TO CONTINUE TO, YOU KNOW, UM, IMPROVE IT AS YOU THE YEARS COME BY, GO BY. UH, BUT I THINK THAT IT'S A GREAT WAY TO BE ABLE TO, UM, UH, YOU KNOW, SORT OF UNDERSTAND OUR SHARED GOVERNANCE WITH OUR SUPERINTENDENT AS A COUNTY OFFICE. AND THERE ARE A LOT OF VERY, VERY SPECIFIC THINGS TO COUNTY OFFICES. SO, UM, IT WAS, YOU KNOW, I WOULD ENCOURAGE THE NEW TRUSTEES TO ALSO TAKE A LOOK AT THAT. THANK YOU. THANK YOU. TRUSTEE KAME. TRUSTEE MA. THANK YOU, PRESIDENT CHAN. UM, I ALSO ATTENDED THE, UH, C S B A CONFERENCE. AND, UM, AS PART OF THAT, ALSO ATTENDED THE, UH, PISA BREAKFAST WITH THE, UH, ASIAN PACIFIC ISLANDER SCHOOL BOARD MEMBERS. UM, WE HAD SOME, UH, VERY INSPIRING SPEECHES BY, UH, A COUPLE OF OUR ASIAN, UM, LEGISLATORS, STATE LEGISLATORS. UM, I AM ALSO ON THE COMMITTEE NOW. I JUST JOINED THE COMMITTEE FOR THE C C B E SHARED GOVERNANCE COMMITTEE, WHICH PUT OUT THE HANDBOOK. AND SO WE HAD A MEETING, UM, EARLIER THIS WEEK THAT WAS, UH, REAL INFORMATIVE AND I'LL BE PARTICIPATING IN AS, UH, TRUSTEE K MAY WAS SAYING THE, UH, UPDATES AND, AND THE FORTHCOMING, UM, IMPROVEMENTS AND, UM, INCORPORATION INTO THE COUNTY OFFICE MASTERS IN GOVERNANCE TRAINING THAT, UH, OUR FORMER SUPERINTENDENT, UH, DR. CHUCK WEIS ACTUALLY IS, UH, ONE OF THE TEACHERS. AND SO, UM, HE'S VERY, UM, RECEPTIVE TO INCORPORATING THE HANDBOOK CONTENTS INTO THE TRAINING. UM, I ALSO WANTED TO ANNOUNCE TO THE REST OF MY COLLEAGUES HERE THAT WE WILL HAVE A C C B E GOVERNANCE WORKSHOP IN MARCH IN, UM, SACRAMENTO. I, I DON'T KNOW IF WE WERE SENT THE NOTICE YET, BUT AS BEING ON THE GOVERNANCE COMMITTEE, SHARED GOVERNANCE COMMITTEE, UM, I HEARD ABOUT IT. SO I, I CAN TRY TO FIND OUT MORE AND SEE WHETHER, UM, UH, OUR, OUR, YOU KNOW, ALL OF US, UH, SOME OF US CAN, UM, GO TO THAT TO, AGAIN, AS, UH, TRUSTEE KAME WAS SAYING, LEARN MORE ABOUT OUR SHARED GOVERNANCE AND, UH, RESPONSIBILITIES. UM, ANOTHER THING I ATTENDED WAS THE CHALLENGE TEAM, WHICH IS A, UH, LOCAL KIND OF NORTH COUNTY, UM, MEETING OF SCHOOL DISTRICTS, NONPROFITS, UM, LAW ENFORCEMENT, JUST A LOT OF PEOPLE WHO CARE ABOUT KIDS. AND A CHALLENGE MEETING, A CHALLENGE TEAM MEETING IS HELD AT THE MOUNTAIN VIEW POLICE DEPARTMENT, AND I ATTENDED THAT, UM, THIS MONTH. IT'S A MONTHLY MEETING. UM, AND THEN THE LAST THING THAT I DID DO WAS I ATTENDED THE MOUNTAIN VIEW WIMAN SCHOOL BOARD MEETING, WHERE WE HONORED, UM, TRUSTEE ELLEN WHEELER, WHO IS RETIRING BOARD MEMBER AFTER 20 [01:50:01] YEARS OF SERVICE. IT WAS A, UM, A REALLY GREAT, GREAT LITTLE CEREMONY AND CELEBRATION. SHE WAS GIVEN ALL KINDS OF PROCLAMATIONS BY, YOU KNOW, UM, SUPERVISOR JOSEPH MIDIAN AND, AND OTHER, UM, OFFICIALS. AND SO IT WAS REALLY A NICE, UM, CAP OFF TO HER, UM, YEARS AND YEARS OF DEDICATION AND COMMITMENT TO THE CHILDREN OF OUR COMMUNITY, AND CERTAINLY IN, UM, MOUNTVIEW WISDOM SCHOOL DISTRICT. THANK YOU. THANK YOU. TRUSTEE MA? TRUSTEE NAN. THANK YOU, PRESIDENT CHAN. UM, SO I ATTENDED, UM, A COMMUNITY BASED PARTNERS MEETING ON DECEMBER 5TH FOR ECLIPSE, WHICH I'VE TALKED TO THIS BOARD ABOUT THE ENVIRONMENTAL AND CLIMATE CHANGE ILLITERACY PROJECTS, WHICH IS A PARTNERSHIPS WITH THE UC AND CFUS, UM, FOCUS ON PREPARING CURRENT AND FUTURE ED EDUCATORS. UM, UH, AND SO THEY'RE LAUNCHING COMMITTEE COMMITTEES WITH FOCUS AREAS AROUND RESEARCH, TEACHING AND LEARNING AND COMMUNITIES, COMMUNITY-BASED PARTNERS FOR THE ECLIPSE, UM, STATEWIDE PROGRAM. THEN ON DECEMBER 10TH, UM, I ATTENDED HUMAN AGENDA'S 20TH ANNIVERSARY BANQUET WITH TRUSTEE LAURIE. UM, AND THE THEME OF THAT NIGHT WAS ORGANIZING FOR A NEW SOCIETY. AND, UH, WE WERE HONORED TO HEAR FROM SPECIAL GUESTS, DOLORES SQUARE, WHICH WAS QUITE A TREAT, AND THE HUMAN AGENDA'S MISSION OF ORGANIZING FOR A MORE DEMOCRATIC COOPERATIVE, EGALITARIAN, SUSTAINABLE, AND KIND WORLD REALLY RANG TRUE. AND I KNOW WE EMBODY THOSE VALUES ON OUR BOARD AS WELL. THANK YOU. THANK YOU, TRUSTEE SH KRISHNAN. UM, I WILL GO AHEAD AND GIVE MY COMMENT AS WELL. I ALSO ATTENDED THE C S B A CONFERENCE AND, UH, REALLY ENJOYED IT GETTING TO MEET, UM, UH, A LOT OF THE NEWLY ELECTED SCHOOL BOARD MEMBERS AND GOT TO HANG OUT WITH TRUSTEE LAURIE THERE AS WELL. SO THAT WAS ENJOYABLE. UM, I DID ENJOY GOING TO THE, UM, GOLDEN BELL AWARD CEREMONY. UH, I WANNA GIVE GREAT, CONGRATS TO OUR COUNTY OFFICE. I KNOW WE WORKED HARD, AND I THINK, IF I REMEMBER CORRECTLY, DR. DWAN, YOU CAN TRUST ME. WE HAVE GOTTEN A GOLDEN BELL FOR THE PAST NINE YEARS. IS IT? HAVE WE RECEIVED A GOLDEN BELL? UM, AT LEAST ONE EVERY YEAR, THE LAST NINE YEARS. AND THIS YEAR WE'RE THE ONLY, UH, L E A IN SANTA CLARA COUNTY TO HAVE, UH, RECEIVED A GOLDEN BELL. YEAH. SO THAT WAS AMAZING. AND TO BE ABLE TO, UH, CELEBRATE THAT AS WELL AS CELEBRATE WITH THE STAFF THAT HELPED MAKE THAT POSSIBLE. SO, UM, I JUST WANNA SAY THAT WAS, UM, AWESOME STUFF. AND I ALSO DID ATTEND THE SWEARING IN CEREMONY FOR, UH, OUR NEW TRUSTEE, TRUSTEE BERTA AND TRUSTEE LAURIE AND, UH, TRUSTEE SHUK KRISHNAN AS WELL. SO I WANTED TO AGAIN SAY WELCOME AND CONGRATULATIONS. THAT WAS, UM, A REALLY GREAT EVENT. IT WAS REALLY HEARTWARMING AND JUST NICE TO SEE ALL THE, UM, FRIENDS AND FAMILY COMING TO SUPPORT OUR NEW TRUSTEES IN THEIR NEWLY ELECTED ROLES. AND THAT'S IT FOR MINE. SO DO ANY OTHER TRUSTEES HAVE ANYTHING TO ADD? TRUSTEE LAURIE? SO I HAVE TO SAY THAT IT WAS REALLY INSPIRING TO GO TO THE AWARDS CEREMONY, THE GOLDEN BELT, AND I ACTUALLY, AS A PARENT, UM, HAVE BEEN TO MANY OF THE SILICON VALLEY REED EVENTS, UM, WITH MY SON, UM, AND I KNOW, UH, FIRSTHAND THAT THEY'RE EXCELLENT. UM, SO WANT TO CONGRATULATE EVERYBODY FOR THAT. THANK YOU. THANK YOU, TRUSTEE LAURIE. OKAY. THANK YOU FOR ALL OF, OH, TRUSTEE BERTA. YES. I JUST, UH, I WANTED TO SAY THAT THE, THE PROCESS FOR ONBOARDING HAS BEEN REALLY SMOOTH, SO I WANTED TO THANK COUNTY OFFICE OF ED, UH, STAFF FOR THAT, UH, FOR HELPING SUPPORT WITH THAT PROCESS, AND ALSO TO, UH, THE TRUSTEES WHO'VE REACHED OUT TO ME AND, UM, SUPPORTING, UH, THE ONBOARDING. SO, THANK YOU. ALL RIGHT. THANK YOU. TRUSTEE BERTA. YES, IT IS VERY DIFFERENT HAVING TO DO THAT ONLINE, SO, OKAY. ALL RIGHT. MOVING ON. OKAY, I THINK WE'RE GOOD. UM, SO THANK YOU FOR ALL YOUR REPORTS, TRUSTEES. WE ARE NOW MOVING ON TO ITEM NUMBER [A. Interdistrict Attendance Appeal Filed on Behalf of Student, Resident District: East Side Union High School District, Desired District: Campbell Union High School District] 10, WHICH IS CLOSED SESSION. THE BOARD IS ABOUT TO ENTER INTO CLOSED SESSION. CLOSED SESSION INVOLVES CONFIDENTIAL INFORMATION. ONCE ENCLOSED SESSION, I WILL CALL THE CLOSED SESSION TO ORDER AND REQUEST THAT EACH TRUSTEE STATE THEIR NAME TO RECORD, WHO IS IN ATTENDANCE, TO AFFIRM AN UNDERSTANDING OF THE PARAMETERS FOR THE CONDUCT OF BUSINESS IN THE CLOSED SESSION. CLOSED SESSIONS MUST BE CONDUCTED IN WAYS TO ASSURE CONFIDENTIALITY AND ADHERENCE TO THE BROWN ACT, AND TO PROTECT THE INDIVIDUAL STUDENTS AND FAMILIES, EACH TRUSTEE IN OUR RESPECTIVE LOCATION SHALL ENSURE PRIVACY. OUR CLOSED SESSION AGENDA ITEM INCLUDES ONE ITEM, INNER DISTRICT ATTENDANCE APPEAL FIELD ON BEHALF OF STUDENT RESIDENT DISTRICT, EASTSIDE UNION HIGH SCHOOL DISTRICT, DESIRED DISTRICT, CAMPBELL UNION HIGH SCHOOL DISTRICT. THANK YOU. THE BOARD [01:55:01] WILL NOW ENTER CLOSED SESSION, AND WE WILL RETURN AT, UM, UH, APPROXIMATELY SEVEN 40 OR AFTER APPROXIMATELY, OR AFTER 7:40 PM THANK YOU, TRUSTEES. OKAY. UM, CAN YOU GUYS HEAR ME OKAY? GREAT. YES. ALL RIGHT. THANK YOU. WELCOME BACK. UH, WE [A. Report of Actions Taken in Closed Session] ARE READY TO RESUME THE OPEN SESSION UPON COMPLETION. COMPLETION OF AGENDA ITEM 10. THE FOLLOWING ACTION WAS TAKEN IN THE MATTER OF AN INTER-DISTRICT TRANSFER APPEAL FILED ON BEHALF OF A STUDENT. A MOTION WAS MADE BY PRESIDENT CHAN AND SECONDED BY TRUSTEE SH KRISHNAN TO APPROVE THE APPEAL BASED ON FACTORS TWO FOR THE REMAINDER OF HIGH SCHOOL WITH A VOTE OF SEVEN AYES, ZERO NOS, AND ZERO ABSTENTIONS. AT THIS TIME, WE WILL HEAR [A. Committee members may provide or report on recent committee activities.] COMMITTEE REPORTS FROM COMMITTEE, OH, SORRY. MOVING ON TO, UH, NUMBER, UH, BOARD AGENDA ITEM 12, BOARD MEMBER COMMITTEE REPORTS. AT THIS TIME, WE WILL HEAR COMMITTEE REPORTS FROM COMMITTEES THAT HAVE MET SINCE OUR LAST TWO MEETINGS. UH, NOVEMBER 16TH AND NOVEMBER 28TH. FOUR COMMITTEE, FOUR COMMITTEES HAVE MET CALIFORNIA SCHOOL BOARDS ASSOCIATION, UH, FROM TRUSTEE KA MAY, THE CALIFORNIA COUNTY BOARDS OF EDUCATION FROM TRUSTEE KA MAY THE HEAD START POLICY COUNCIL FROM MYSELF AND THE STRONG START COALITION FROM TRUSTEE SH KRISHNAN. UM, IS TRUSTEE SH KRISHNA HERE? UM, TRUSTEE SH KRISHNAN HAD TO LEAVE THE MEETING AT 7 55. OKAY. THANK YOU. UM, I WILL THEN MOVE ON TO THE TRUSTEE. MA HAS HER HAND UP. OH, TRUSTEE MA, UNMUTE. YES. WE DID ALSO HAVE A SILICON VALLEY READS MEETING. OH, OKAY. I CAN, I CAN REPORT ON THAT. THANKS. OKAY. DO YOU WANNA JUST GIVE THAT REPORT FIRST? SURE. THAT'S SHORT. UH, WE HAD A, UH, MEETING, UM, ON NOVEMBER 29TH, I THINK. AND, UM, IT WAS REALLY KIND OF A WRAP UP. WE, WE, UM, DID, UH, TALK ABOUT THE PLANS FOR NEXT YEAR, AND WE'RE, WE'RE DRAWING IDEAS FOR, UM, HOW WE'RE GOING TO ROLL OUT ALL OF THE COMMUNICATIONS AND THE ACTIVITIES THAT ARE, ARE BEING PLANNED. WE WERE ALSO, UM, EXCITED ABOUT THE GOLDEN BELL ANNOUNCEMENT, SO I WAS REALLY HAPPY TO RECEIVE THE, UM, AWARD ALONG WITH DR. DEWAN ON STAGE AT THE C S B A CONFERENCE. OKAY. THAT'S IT. THANKS. THANK YOU, MA. THAT WAS SHORT. MM-HMM. . UM, TRUSTEE KAME, CAN I GO TO YOU FOR THE CALIFORNIA SCHOOL BOARDS ASSOCIATION AND THE CALIFORNIA COUNTY BOARDS OF EDUCATION? UM, THE CALIFORNIA SCHOOL BOARDS ASSOCIATION MEETS GENERALLY TWICE A YEAR, AND WE MEET DURING THE TIME OF THE, UH, ANNUAL CONFERENCE, AND THEN AGAIN IN MAY. SO THE NEXT MEETING IS GONNA BE IN MAY. UH, BUT AT THIS, UH, LAST MEETING, UH, AS I MENTIONED EARLIER, UM, UH, WE VOTED IN THE NEW OFFICERS AND, UM, YOU KNOW, SORT OF LIKE TOOK THE TRANSITION AT THE END OF THE YEAR. AND AT CC C C B E, UM, ONE OF THE THINGS THAT TRUSTEE MA POINTED OUT IS THE TRAINING IN MARCH THAT IS OPEN NOW, PEOPLE CAN REGISTER, AND, UH, I WILL TRY TO, UH, SEND, UH, DR. DEWAN THE LINK SO THAT IF THOSE WHO ARE INTERESTED WOULD DEFINITELY BE A PART OF IT. AND, UH, THE OTHER THING THAT IS HAPPENING AT C C B E, UH, AND, UM, UH, TRUSTEE MA MENTIONED THAT SHE'S ON THE COMMITTEE FOR THE UPDATE OF THE TRUSTEE HANDBOOK. THEY ARE LOOKING FOR MORE INVOLVEMENT OF TRUSTEES. ONE OF THE THINGS THAT, UH, I LEARNED DURING, UH, THE, UH, THIS TIME AROUND IS THAT THEY'RE CREATING, UH, MORE OUTREACH INTO, UH, THE COUNTY BOARDS OF EDUCATION MEMBERS, UH, TO SEE, YOU KNOW, IF THEY CAN GET MORE, UH, INVOLVEMENT FROM TIME TO TIME. THERE, THERE ARE, UH, EXECUTIVE POSITIONS ON C C B E, UH, THE DELEGATE POSITIONS AND, AND ALL OF THAT. AND THEY REALLY WANT, UH, MUCH MORE ACTIVE MEMBERS, UH, UH, PARTICIPATING. C C B E ALSO IS PLANNING THEIR CONFERENCE AGAIN IN SEPTEMBER. USUALLY IT'S THE SECOND WEEKEND IN SEPTEMBER. AND SO, UH, I KNOW, UM, YOU KNOW, SOME OF US HAVE ATTENDED AND, AND CERTAINLY IT'S VERY, VERY FOCUSED ON COUNTY BOARD, UM, MEMBER, UH, INFORMATION COUNT, THINGS THAT THE COUNTY OFFICE DOES, UH, DOWN. AND IT'S, UH, HELD, USUALLY HELD IN MONTEREY. SO THAT'S SOMETHING THAT I WOULD ENCOURAGE, ESPECIALLY NEW BOARD MEMBERS TO PARTICIPATE IN, UH, AND, UH, BE A PART OF. AND [02:00:01] MANY OF THAT IS GONNA BE UP AND COMING, AND YOU'LL HEAR MORE ABOUT THAT. UH, C C B, I MEAN, C S B A IS ALSO TRYING TO, UH, INVOLVE THEIR NEW TRUSTEES. UH, LAST YEAR, 25% OF, UH, THE, UM, TRUSTEES WERE NEW TRUSTEES THIS YEAR. UH, THEY'RE ESTIMATING IT'S ONE THIRD. SO WE HAVE IN THE STATE, ONE THIRD TURNOVER OF NEW TRUSTEES. TRUSTEES WHO HAD BEEN ON FOR MANY, MANY YEARS, UH, HAVE DECIDED TO MOVE ON. AND THERE'S A NEW GROUP OF TRUSTEES COMING IN. SO I THINK THAT, UM, THEY'RE TRYING TO DO A LOT MORE IN TERMS OF, UH, TRAINING AND, UH, YOU KNOW, BEING AVAILABLE TO, UH, TO HAVE, UH, YOU KNOW, THE INFORMATION FOR ANY NEW TRUSTEES OR, YOU KNOW, RETURNING TRUSTEES. SO A LOT HAS CHANGED. MANY OF THE LAWS THAT HAVE CHANGED ALSO, UH, ARE UPDATED IN THE C UH, C S B A INFORMATION. THANK YOU, TRUSTEE KAME. THAT WAS VERY HELPFUL. UH, THAT WAS ALSO YOUR COUNTY, YOUR COUNTY BOARD OF EDUCATION REPORT AS WELL. OKAY, THANK YOU. JUST WANTED TO MAKE SURE, UM, I WILL GO AHEAD AND GIVE MY REPORT ABOUT THE HEAD START POLICY COUNCIL. SO WE HAD OUR HEAD START MEETING YESTERDAY EVENING VIA ZOOM. UH, WE HAD PRETTY MUCH BUSINESS, UH, NORMAL AS USUAL, BUT WE DID PARTICIPATE IN A TRAINING BY JERRY GOMEZ, UM, WHO IS A HEAD START CONSULTANT. IT WAS A GOVERNANCE TRAINING. UH, WE PRETTY MUCH TALKED ABOUT SHARED GOVERNANCE, THE ROLES OF RESPONSIBILITY OF THE POLICY COUNCIL MEMBERS, AS WELL AS, UM, OUR ROLE AS THE BOARD AND HOW THOSE WORK TOGETHER. UM, JUST WE LEARN MORE IN DEPTH ABOUT THE, UH, REPORTS THAT WE OFTEN SEE, LIKE OUR FINANCIAL AUDIT, OUR SELF-ASSESSMENT, AND COMMUNITY ASSESSMENTS, AND THOSE TYPES OF REPORTS. UM, AND I DO THINK THAT THE TRAINING WAS VERY HELPFUL. WE HAVE A LOT OF NEW PARENTS, UM, ON OUR COUNCIL. AND SO, UM, IT WAS GOOD TO GET THAT. AND THEN I ALSO THINK I MISSED THAT TRAINING LAST YEAR, SO IT WAS GOOD FOR ME TO SEE THAT AS WELL. AND, UM, IT'S GOOD. A LOT OF PARENTS APPRECIATED IT AND ASKED QUESTIONS AND WE'RE PRETTY ENGAGED. UM, I ALSO JUST WANNA MAKE SURE THAT, UM, I THINK OUR HEAD START TEAM FRO IS MAKING SURE THAT OUR PARENTS AND POLICY POLICY COUNCIL ARE WELL-INFORMED ABOUT THE ROLES AND RESPONSIBILITIES OF WHAT THEY DO AND THE COMMITMENT THAT THEY MAKE FOR MAKING OUR PROGRAM SUCCESSFUL. AND THE NEXT HEAD START MEETING WILL BE TUESDAY, JANUARY 17TH VIA ZOOM. UM, AND THEN I ALSO WILL READ, UM, VICE PRESIDENT SH KRISHNA'S REPORT ABOUT STRONG START. SO THE STRONG START COALITION MET VIA ZOOM ON TUESDAY, DECEMBER 13TH. THE COALITION MEMBERS HEARD A PRESENTATION FROM RACHEL SOLOMON MASSARO, THE JOINT VENTURE SILICON VALLEY, ON THE FINDINGS OF A RECENT ECONOMIC MODELING STUDY ON THE IMPACT OF UNIVERSAL PRESCHOOL ON A FAMILY'S FINANCES AND THE COUNTY'S, UH, BROADER ECONOMY. ATTENDEES ALSO HEARD FROM AMANDA DICKEY, S COE'S, EXECUTIVE DIRECTOR OF GOVERNMENT RELATIONS ON THE EARLY LEARNING ADVOCACY TOOLKIT, DEVELOPED BY S C O E STAFF TO SUPPORT ADVOCATES IN OUR COMMUNITY. EXECUTIVE DIRECTOR. DICKEY ALSO OFFERED TO PROVIDE A TRAINING ON THE TOOLKIT FOR INTERESTED COALITION MEMBERS IN MID-FEBRUARY. AND THE NEXT STRONG START COALITION MEETING WILL BE ON TUESDAY, JANUARY 10TH, 2023. AND WITH THAT, ARE THERE [A. The superintendent may give a report on any activities related to her duties.] ANY OTHER COMMITTEE REPORTS I MAY HAVE MISSED? OKAY, THANK YOU FOR THE REPORTS. WE WILL NOW MOVE TO THE NEXT AGENDA ITEM, THE SUPERINTENDENT'S REPORT. DR. DEWAN? YES. THANK YOU PRESIDENT CHAN. UM, FIRST I'LL, I'LL JUST, UH, TAG ON TO THE STRONG START REPORT THAT THE SUFFICIENCY REPORT, UM, RELATED TO THE EXPANSION OF PRESCHOOL, UM, IS GONNA BE INCLUDED IN THE SUPERINTENDENT WEEKLY, UM, THIS FRIDAY, I THOUGHT IT MIGHT BE OF INTEREST TO MORE OF THE TRUSTEES, AND, UM, SO WE'LL, WE'LL MAKE IT AVAILABLE TO YOU AS PART OF THE WEEKLY. UM, JUST A FEW THINGS. UM, ON NOVEMBER 29TH, I PARTICIPATED IN AN INTERVIEW WITH STUDENTS FROM THE FREMONT UNION HIGH SCHOOL DISTRICT WHO SERVE ON THEIR STUDENT RUN NEWSPAPER, UH, THAT THEY CALLED THE EPIC. AND THEY WERE INTERVIEWING ME, UH, RELATED TO FENTANYL CRISIS AND HOW IT HAS BEEN AFFECTING THE BAY AREA. AND THEY WERE INTERESTED IN LEARNING, UH, WHAT DIFFERENT, UH, AGENCIES, SCHOOLS, AND OTHERS ARE DOING, UH, TO HELP PROMOTE, UH, SUBSTANCE USE PREVENTION EFFORTS AND THE IMPLEMENTATION OF THE NARCAN KITS IN OUR SCHOOLS. UM, AS HAS BEEN PREVIOUSLY MENTIONED, UM, FROM NOVEMBER 28TH OR SO THROUGH DECEMBER 3RD, WE ATTENDED THE CALIFORNIA SCHOOL BOARDS ASSOCIATION CONFERENCE. UM, I, WE HAD SEVERAL, UM, PARTICIPANTS, UM, WORKSHOPS THAT YOU [02:05:01] HEARD ABOUT, INCLUDING THE PANEL THAT I SERVED ON RELATED TO THE FISCAL LANDSCAPE OF K12 FUNDING. UM, I ALSO, UM, HAD THE OATH OF OFFICE AND SWEARING IN CEREMONY THAT WE HOSTED ON DECEMBER 12TH. AND AGAIN, WELCOME TO OUR NEW TRUSTEES AND, UM, ATTENDED THE STRONG START COALITION MEETING YESTERDAY AND THE REENTRY NETWORK MEETING THIS AFTERNOON. I WANTED TO TAKE A MOMENT TO CELEBRATE OUR STUDENTS IN OUR ALTERNATIVE EDUCATION DEPARTMENT. OUR STUDENTS IN BOTH OUR NORTH AND SOUTH COURT AND COMMUNITY SCHOOLS PREPARED LOVELY TREES FOR CHRISTMAS IN THE PARK. I ENCOURAGE YOU TO PLEASE GO VISIT. THEY ARE TRULY AMAZING. UM, YOU'LL FIND THEM IN THE MIDDLE OF THE PARK ON THE LEFT HAND SIDE. AND AGAIN, WANNA CONGRATULATE ALL OF OUR STUDENTS, AND I'LL INCLUDE A COUPLE PICTURES OF THEIR TREES IN THE WEEKLY, UH, FOR YOU AS WELL. I WANNA PROVIDE NOTICE THAT OUR OFFICE WILL BE CLOSED TO THE GENERAL PUBLIC FROM DECEMBER 26TH THROUGH JANUARY 3RD, AN OBSERVANCE OF THE HOLIDAYS AND THE DIFFERENT DAYS THAT, UM, THE OFFICE WILL BE CLOSED. AND THAT CONCLUDES MY REPORT. THANK YOU, DR. DEJU. UM, MOVING ON [A. Acknowledging Trustee for Service to the SCCBOE] TO ITEM FOUR 14 ACKNOWLEDGEMENT. DR. DEJUAN, WOULD YOU PLEASE INTRODUCE THIS ITEM? UM, YES. THANK YOU. AT, AT THIS TIME WE'RE, UM, GONNA TAKE SOME TIME TO ACKNOWLEDGE, CELEBRATE, AND RECOGNIZE, UH, TRUSTEE ROSEMARY KAME TO THANK HER FOR HER SERVICE AND WISH HER THE VERY BEST AS SHE MOVES ON TO SAN JOSE CITY COUNCIL, WHERE I KNOW WE WILL CONTINUE TO HAVE STRONG PARTNERSHIPS AND WORK TOGETHER. SO, TRUSTEE , UM, SERVES, UH, TRUSTEE AREA THREE, THAT REPRESENTS CAMPBELL UNION LUTHER, BURBANK, MORELAND UNION, AND CAMPBELL UNION HIGH SCHOOL DISTRICTS, AND ALSO SMALL PORTIONS OF SANTA JOSE UNIFIED AND SANTA CLARA UNIFIED. SHE HAS SERVED ON THE BOARD SINCE 2015. SHE WAS FIRST APPOINTED IN MAY OF 2015 TO FILL THE VACANT SEAT, AND THEN ELECTED TO A FOUR YEAR TERM IN NOVEMBER OF 2016 AND REELECTED. SUBSEQUENTLY, SHE SERVED AS BOARD PRESIDENT, UH, FOR TWO YEARS AND ALSO SERVED AS BOARD VICE PRESIDENT. SHE HAS CONTRIBUTED GREATLY ON NUMEROUS COMMITTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION, INCLUDING THE JOINT LEGISLATIVE ADVISORY COMMITTEE. OUR BUDGET STUDY COMMITTEE SERVED AS DELEGATE TO C SBA AND THE COUNTY BOARD OF DIRECTORS. AND SHE ALSO HAS BEEN OUR REPRESENTATIVE TO THE SANTA CLARA COUNTY SCHOOL BOARD'S ASSOCIATION EXECUTIVE BOARD. SHE CAME TO THE BOARD WITH A LOT OF EXPERIENCE IN A VARIETY OF AREAS, INCLUDING NONPROFIT LEADERSHIP AND, UH, SERVING AS AN EXECUTIVE DIRECTOR. HER CONTRIBUTIONS AND AREAS OF FOCUS ARE TOO NUMEROUS TO MENTION AND KNOW THAT HER LEGACY WILL BE, UH, KNOWN AND FELT FOR MANY YEARS TO COME. AND JUST AGAIN, UM, AN ACKNOWLEDGEMENT OF, UH, TRUSTEE KAME. WE DID PROVIDE A DELIVERY, UH, TO HER HOME TODAY, UM, THANKING HER FOR HER SERVICE. AND CONGRATULATIONS ON YOUR ELECTION TO CITY COUNCIL TRI AMI. UM, I WANNA SAY HOW MUCH I, UH, APPRECIATE, UM, THE PRIVILEGE TO BE ON THIS BOARD. AND I HAVE LEARNED SO MUCH FROM EVERY ONE OF YOU. UM, AND, YOU KNOW, TO THE NEW, UH, BOARD MEMBERS, UH, YOU CERTAINLY HAVE, UH, VERY GOOD COLLEAGUES TO, UH, MOVE SANTA CLARA COUNTY, UH, AHEAD. UH, I LOOK FORWARD TO CONTINUING, UH, YOU KNOW, OUR WORK, ESPECIALLY, YOU KNOW, TRYING TO BRIDGE, UH, SCHOOLS AND THE CITY. UM, CUZ THERE ARE MANY OPPORTUNITIES WHERE WE CAN DO THINGS COLLABORATIVELY. SO, UM, I'M, I'M NOT REALLY GOING AWAY. I'M JUST SORT OF LIKE TEMPORARILY STEPPING AWAY , UH, BECAUSE I, I, I REALLY ADMIRE ALL THE WORK THAT EACH, EACH AND EVERY ONE OF YOU, UH, HAS DONE FOR, UH, FOR CHILDREN. AND I WILL ALWAYS REMEMBER THAT AT THE END OF THE DAY, IT'S REALLY NOT ABOUT US. IT'S NOT ABOUT, YOU KNOW, THE, THE INFRASTRUCTURE OR THE, YOU KNOW, ANYTHING ELSE. IT'S REALLY ABOUT [02:10:01] THE CHILDREN. AND, UH, I CARRY THAT WITH ME. UM, AND EVEN THOUGH I'M GOING TO HAVE DIFFERENT ISSUES AT THE CITY LEVEL, UM, I ALWAYS REMEMBER ABOUT HOW IS IT GONNA BE BEST FOR OUR FUTURE, OUR CHILDREN. SO I DO TAKE THAT WITH ME. AND THE ONE THING THAT I WILL SAY IS, PLEASE DON'T FORGET THE, UH, EXCESS PROPERTY TAX. IT IS NOT EXCESS . I WILL DO MY BEST FROM WHEREVER I AM TO TRY TO BRING THAT MONEY BACK, BECAUSE THAT IS A LOT OF MONEY THAT COULD BE HELPING OUR CHILDREN. SO I'M NOT GONNA FORGET IT, EVEN THOUGH, YOU KNOW, I'M KIND OF GOING SOMEWHERE ELSE. I WILL, I WILL DO WHAT I CAN TO ADVOCATE FOR, YOU KNOW, TRYING TO BRING THAT MONEY OR SOME OF IT BACK TO, TO OUR COUNTY TO SERVE OUR CHILDREN. UM, I WANT TO THANK DR. DEWAN AND ALL OF THE STAFF FOR ALL OF THE WORK THEY DO. UM, IN THE LAST FEW YEARS, IT'S BEEN A TREMENDOUS CHALLENGE AND I KNOW THAT, YOU KNOW, IN TERMS OF, UH, WORKFORCE SHORTAGES, HOW DIFFICULT, DIFFICULT IT IS, UH, AND, AND HOW MUCH STILL NEEDS TO BE DONE. UM, I, I JUST WANNA SAY THANK YOU FOR THE PRIVILEGE AND THANK YOU FOR EVERYTHING THAT YOU HAVE TAUGHT ME. THANK YOU TRUSTEE KAME, AND THANK YOU DR. DEWAN. UM, THANK YOU TRUSTEE KAME FOR YOUR SERVICE. AND UM, I JUST WANTED TO ADD MY PERSONAL THANKS TO YOU. UM, I'VE ONLY GOT TO SERVE ON THE BOARD WITH YOU JUST FOR THE LAST COUPLE OF YEARS, BUT I'VE REALLY APPRECIATED JUST GETTING TO KNOW YOU AND JUST HEARING A LOT OF YOUR WISDOM AND AT MANY TIMES, UH, BEING THE VOICE TO KIND OF CALM AND THE VOICE OF REASON. AND I'VE ALWAYS APPRECIATED THAT FROM YOU. I KNOW THAT THAT'S NOT, UM, EASY TO DO. AND SO I APPRECIATE ALL THE WORK AND TIME AND COMMITMENT THAT YOU'VE GIVEN. UM, AND LIKE YOU SAY, YOU'RE NOT GOING AWAY, SO, UH, I KNOW THAT WE'LL STILL BE ABLE TO COUNT ON YOU AS YOU DO, UH, THINGS TO JUST BETTER OUR CITY OF SAN JOSE. AND I LOOK FORWARD TO JUST KEEP WORKING WITH YOU AND, AND AGAIN, BRIDGING OUR CITY AND OUR EDUCATION CUZ THE EDUCATION IS THE FUTURE. SO, BUT THANK YOU SO MUCH FOR ALL OF THE WORK THAT YOU'VE GIVEN, UM, TO THIS BOARD, BUT ALSO FOR ME PERSONALLY. UM, I WILL MISS YOU ON THIS BOARD AND I JUST APPRECIATE EVERYTHING THAT YOU'VE DONE. OKAY. AND, UM, WE WISH YOU THE BEST AS YOU MOVE ON INTO YOUR ROLE AS A CITY COUNCIL MEMBER. UM, I ALSO WANTED TO TAKE A POINT OF PERSONAL PRIVILEGE. UM, IF WE COULD JUST PAUSE TO TAKE A MOMENT TO THANK CARMEN, UH, FOR ALL HER WORK THAT SHE'S GIVEN US, UM, TO SUPPORT THE BOARD JUST THROUGHOUT THE YEAR. UM, WE'VE EVEN SEEN THAT TODAY IN, IN, IN HER QUICKNESS WITH, WITH WORKING THROUGH BOARD DOCS. SO WE DO HAVE, UM, EXCUSE ME FOR ONE SECOND, THIS OVER HERE. SO WE HAVE SOME, WE HAVE SOME FLOWERS. I WAS CONFUSED WITH THE CAMERA. WE HAVE SOME FLOWERS THAT WE'RE GONNA BE PRESENTING TO HER. SO I'M GONNA HAND THIS OVER TO HER. SO THANK YOU CARMEN FOR ALL THAT YOU DO. ALL RIGHT, THANK YOU FOR THAT, ANN. THAT THEN IS GOING TO TAKE US TO ADJOURNMENT. UM, BUT THIS EVENING WE WILL BE ADJOURNING OUR MEETING IN MEMORY OF TWO RELATIVES OF OUR COUNTY SUPERINTENDENT, DR.
