Background
The Santa Clara County Board of Education (County Board) and the County Superintendent of Schools (County Superintendent) believe it is important to seek and consider students’ ideas, viewpoints, and reactions to education. To provide Santa Clara County Office of Education (SCCOE) high school students with opportunities for civic engagement and to provide valued input to the County Board, the County Board agreed by policy to ensure inclusion of a student member (Student Board Member) upon receipt of a petition for student representation (Student Representation Petition) consistent with Education Code section 1000 (as amended by Assembly Bill 824 of 2021). A petition was received and duly verified by the County Superintendent of Schools in June of 2022. Subsequently, the students of the SCCOE high school aged programs received information about the established seat and took steps to identify a student member and an alternate.
A new alternate Student Board Member has been named with a signed Affidavit from Julian Jacques-Altamirano, alternate student board member effective February 3, 2023 having been received by the County Superintendent of Schools. Alternate Board Member Jacques-Altamirano will be introduced.
Julian Jacquez Altamirano is a senior who is currently dually enrolled in high school and at San Jose City College. He is taking Chicano Studies, Psychology, and Sociology (Social Problems). He is interested in pursuing a career in juvenile law advocacy. He was recently elected to serve as a student board member for the COE. He believes being a student board member will give him various opportunities to advocate for himself and his peers. His goals for this year include earning his high school diploma and receiving his state seal of civic engagement and finishing his college semester.
Student Impact
Service as a Student Board Member promotes civic engagement and fosters the inclusion of youth voice in our court and community school programs.

Background
The Early Learning Services Department has received notification from the Administration of Children and Families (ACF) and the Department of Health and Human Services that the Santa Clara County Office of Education (SCCOE) is eligible to apply for the annual Head Start (HS)/Early Head Start (EHS) and EHS – Child Care Partnership (EHS-CCP) grant in the amount of $34,143,665. In addition, Training and Technical Assistance (T&TA) funding is made available to support the program in the amount of $467,371. The total grant award is in the amount of $34,611,036.
The Head Start program will submit its update for the existing five-year grant application for FY 2023-24. The grant application includes five-year goals and objectives. Funding is guaranteed for years one through five, so long as the program remains in full compliance with Head Start regulations. The FY 2023-24 grant application includes incremental budget adjustments to address related increases in personnel and fringe costs.
The SCCOE Head Start program projects to serve up to 2,188 children (1,690 preschoolers and 498 infants/toddlers) and families in Santa Clara and San Benito counties. As a result of program classroom blending with California State Preschool, the program design intends to meet and exceed grant requirements. The FY 2023-24 grant application proposes to implement a balanced budget through continuing program blending with State Preschool and Head Start/Early Head Start.
The Head Start program has met and held discussions with key partners (internal and external) to review the five-year goals and objectives for the grant, and to vet the proposed enrollment and blending options with State Preschool to serve eligible children and families. As an organization with a focus to improve inclusivity and equity, this shows the crucial role that people with ASD and other disabilities have played in history and encourages youth and adult partners to learn more.

Background
Education Code Section 1240(l)(1)(A)(B) requires that the County Office of Education submit two reports during the fiscal year to the County Board of Education. The first report shall cover the actual revenues and expenditures of the County Office of Education for the period from July 1 through October 31, and updated projections for the balance of the year. The second report shall cover the period ending January 31, and updated projections for the balance of the year. Both reports shall be reviewed by the County Board of Education and approved by the County Superintendent no later than 45 days after the close of the period being reported. As part of each report, the County Superintendent shall certify in writing whether or not the County Office of Education is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, for two subsequent fiscal years.
This Second Interim Financial Report, following the Standards and Criteria as set forth by the State of California, reports that the Santa Clara County Office of Education is able to maintain a Positive Certification as to its financial condition and is able to meet its financial obligations for the current fiscal year and two subsequent fiscal years.
