ADDITIONALLY, HE EXHIBITED LEADERSHIP TRAITS IN HIS AQUAPONICS CAREER, [INAUDIBLE] CLASSES, WHERE HE HAD GROWING PLANTS, STARTING WITH SEEDS IN A SMALL HALLWAY AND THEN EXPANDING UNTIL THEY MOVED TO AN OUTDOOR SPACE.
HIS TEACHER SHARED THAT HE IS A DEDICATED STUDENT WHO IS AN ADVOCATE FOR THOSE AROUND HIM.
WE KNOW THAT RONNIE HAS A BRIGHT AND SUCCESSFUL FUTURE AHEAD OF HIM.

THE EXPERIENCE THAT I'VE HAD HERE IN ALTERNATIVE EDUCATION HAS CHANGED ME.
SOME OF THE MISTAKES THAT I HAVE MADE IN MY LIFE HAVE NOW LED ME TO A PLACE WHERE I'VE BEEN ABLE TO FOCUS ON MY EDUCATION, BE A BETTER STUDENT, A BETTER PERSON, A BETTER FRIEND, A BETTER SON, A BETTER BROTHER, AND A BETTER MEMBER OF SOCIETY.
I'M INCARCERATED FOR A VERY SERIOUS CRIME AND CAME IN AS A KID WHO WAS LOST.

WE NEED A SAFE CLASSROOM FOR EVERY STUDENT AND EDUCATOR.
ALL EDUCATORS ARE UNITED IN OUR ADVOCACY FOR OUR CLASSROOMS TO BE STAFFED ADEQUATELY AND APPROPRIATELY TO ENSURE STUDENT SAFETY, THUS ENSURING THAT A STUDENT IS NEVER ALONE IN AN SCCOE WORKSITE WITH A SINGLE ADULT SCHOOL STAFF.
WE'RE PARTICULARLY CONCERNED THAT IT IS CONSIDERED APPROPRIATE FOR A SINGLE ADULT STAFF MEMBER TO BE ASSISTING STUDENTS IN THE RESTROOM WITH THEIR PERSONAL HYGIENE WITHOUT ANOTHER ADULT PRESENT.
WHY IS MANAGEMENT REFUSING TO ACKNOWLEDGE THE 2015 DIRECTIVE THAT NO ADULT STAFF SHOULD EVER BE SOLO WITH STUDENTS? WITH HUNDREDS OF REPORTED INJURIES PER YEAR TO A STUDENT OR STAFF, WE ARE DEMANDING THAT SCCOE MANAGEMENT IMPLEMENT CAL/OSHA DIRECTIVES TO ENSURE THE SAFETY AND WELL-BEING OF OUR STUDENTS AND STAFF.
I PERSONALLY HAVE BEEN EXPERIENCED, HURT IN THE CLASSROOMS. I PERSONALLY HAVE HAD MY TWO FRONT TEETH KNOCKED OUT BECAUSE OF A STUDENT THAT HAD HEAD-BUTTED ME.
THEY'RE STILL CROOKED. SO I STILL LIVE WITH THIS LIFELONG INJURY.

THEN SOMETHING MORE SHOULD HAVE BEEN DONE.
STUDENT SAFETY AND STAFF SAFETY IS NOT JUST A UNION ISSUE.
THERE ARE NO SIDES TO THIS ISSUE.

ON THE SEVENTH, I ATTENDED THE FREMONT UNION HIGH SCHOOL'S FOUNDATION ANNUAL EVENT.
THIS YEAR WAS THEIR SPRING FOR EDUCATION, SO THAT WAS ESPECIALLY EXCITING.
DEWAN SIGNED A COMMENDATION FOR THE FOUNDATION, AND THEY'VE BEEN SERVING OUR STUDENTS FOR 40 YEARS AND CLOSE TO HOME BECAUSE MY MOTHER USED TO WORK WITH THE FOUNDATION ON THEIR BOARD AND WOULD SHARE THEIR YEARLY EVENTS.
SO THAT WAS EXCITING TO RETURN THERE.
THEY WORK WITH YOUTH TO PROVIDE THEM VOLUNTEER SERVICE HOURS, AND I BELIEVE THEY'VE PROVIDED YOUTH 70,000 VOLUNTEER SERVICE HOURS ACROSS OUR COUNTY. SO THAT IS MY REPORT, AND LASTLY, I'LL WISH EVERYONE A HAPPY NATIONAL ENVIRONMENTAL EDUCATION WEEK.

WE ALSO HAD STUDENTS, AS WELL AS THE SUPERINTENDENT AND BOARD MEMBER FROM THE LOS GATOS-SARATOGA UNION HIGH SCHOOL DISTRICT, AND I JUST THOUGHT IT WAS SUCH A POWERFUL DISCUSSION ON, YOU KNOW, WHEN SOMETHING HORRIFIC HAPPENS IN OUR SAFE SCHOOL CAMPUSES, WHAT DOES THE ONE RESPONSE LOOK LIKE? BUT ALSO WHAT DOES THE PREVENTION LOOK LIKE? HOW CAN WE CONTINUE TO BUILD SAFE AND INCLUSIVE ENVIRONMENTS AND MAKE SURE WE HAVE THE SUPPORTS AVAILABLE FOR ALL OF OUR SCHOOL STAKEHOLDERS? I ALSO PARTICIPATED OR ATTENDED THE VIVA EL MARIACHI SHOWCASE AT THE MEXICAN HERITAGE PLAZA WITH THE TRUSTEES AS WELL AS DR.
DEWAN AND WAS JUST SO IMPRESSED WITH THE STUDENT TALENT.
I MET WITH SOME LOCAL EDUCATORS REGARDING THE STATUS OF ETHNIC STUDIES IN OUR COUNTY, AND FINALLY, I JUST WANT TO ACKNOWLEDGE THAT THE EID HOLIDAY WILL MOST LIKELY BE THIS FRIDAY BASED ON THE SIGHTING OF MOON.
SO I WANT TO WISH THOSE WHO CELEBRATE AN EID MUBARAK AND I HOPE THE SCCOE COMMUNITY CAN ALSO TAKE THAT INTO CONSIDERATION FOR STUDENTS AND STAFF WHO MIGHT ASK TO BE EXCUSED OR TO PARTICIPATE IN PRAYERS AND FESTIVITIES.

WELL, I ATTENDED ONE ZOOM MEETING WEBINAR ENTITLED AUTHORIZING FOR ALL, AND IT'S A SERIES OF TALKS GIVEN BY THE OFFSPRING WILDS, WHICH IS AN ENVIRONMENTAL LEARNING CENTER IN MINNESOTA, WHICH IS ACTUALLY AN OUTDOOR SCHOOL, BUT IT IS ALSO ABLE TO AUTHORIZE CHARTER SCHOOLS IN MINNESOTA. SO THIS SERIES TALKS ABOUT THE LIBERATORY DESIGN PROCESS, AND IT FOCUSES ON MINDSETS AND MODES TO DESIGN FOR EQUITY AND IT'S REALLY INTERESTING BECAUSE IT IS A KIND OF NATIONAL SERIES.
SO WE GET TO TALK WITH AND MEET CHARTER AUTHORIZERS FROM ACROSS THE COUNTRY.
I ALSO ATTENDED THE ENVIRONMENTAL LITERACY SUMMIT, WHICH WAS REALLY GOOD, AND ONE OF THE SCHOOLS THAT WAS FEATURED THERE, GUADALUPE ELEMENTARY SCHOOL IN UNION SCHOOL DISTRICT. I HAPPEN TO GO AND VISIT BECAUSE I KNOW THE PRINCIPAL AND SHE WAS ABLE TO SHOW ME A LOT OF THE ENVIRONMENTAL STUFF THAT THEY'RE DOING ON CAMPUS. IN ADDITION, THAT PARTICULAR DAY, I WAS ABLE TO ENJOY AND WATCH THEIR DISTINGUISHED SCHOOL CELEBRATION ASSEMBLY FOR THE WHOLE SCHOOL. THEY ACTUALLY HAD A GUY COME OUT WITH A FOR GOODNESS SAKES.

WE HAD A REFLECTION OF LAST YEAR'S SUCCESSFUL EVENTS AND PLANNING FOR NEXT YEAR.
I GUESS I SHOULD SAVE THAT FOR THE COMMITTEE REPORTS.
I ALSO ATTENDED THE CHALLENGE TEAM MEETING, THE NORTH COUNTY TEAM THAT TALKS ABOUT YOUTH AND RISKS AND ISSUES ABOUT YOUTH.
THEY HAD A SPECIAL DISCUSSION ABOUT FENTANYL AND THEY ACTUALLY HAD SOMEONE HANDING OUT NARCAN TO MEMBERS OF THE CHALLENGE TEAM, WHICH WAS REALLY INTERESTING.
I ALSO ATTENDED, AND I THINK PRESIDENT CHON TOO SANTA CLARA HIGH SCHOOL, HAD A NUMBER OF INTERVIEWS FOR AP RESEARCH STUDENTS, AND SO AP RESEARCH IS A NEW AP CLASS, WHICH I DIDN'T KNOW ABOUT, AND AS PART OF THAT CLASS, THE SENIORS TYPICALLY HAVE TO DO A RESEARCH PROJECT, DO PRESENTATIONS AND GET QUESTIONED BY PEOPLE LIKE ME AND PRESIDENT CHON AND OTHER COMMUNITY VOLUNTEERS, AND SO IT WAS REALLY GREAT BECAUSE THE SENIORS DO REALLY, REALLY GOOD RESEARCH, WHICH WAS REALLY INTERESTING.
SOME OF THE ONES THAT I LISTENED TO WERE WITH REGARDS TO ADDICTION OF YOUTUBE AND YOUTUBE ADDICTION, THE PSYCHOLOGY OF FACEBOOK KIND OF THINGS, AND SO IT WAS REALLY.

SO THAT WAS REALLY AMAZING, AND ALSO, JUST SEEING THESE YOUNG STUDENTS ARE SO TALENTED IN THEIR SINGING, THEIR INSTRUMENT PLAYING AND WE ALSO HAD A SPECIAL GROUP COME FROM LAS VEGAS AND THEY WERE AMAZING.
I COULD NOT BELIEVE THAT THEY WERE JUNIOR HIGH STUDENTS.
SO SEEING THAT WAS AWESOME, AND I THINK DR.
I WAS A PANELIST FOR THE AP TEST.
THEY HAD MANY RESEARCH TOPICS THAT WENT FROM ANIME TO CELIAC DISEASE TO CPR, BREATH ADMINISTRATION , THOSE JUST THE TOPICS THEY TALKED ABOUT AND THE WAY THEY HONED IN ON IT.
VERY SIMILAR TO, I WOULD SAY LIKE A PHD DEFENSE, AND I TOLD THEIR TEACHER THAT, BUT THE WORK THAT THEY DO, I'M VERY OPTIMISTIC FOR OUR FUTURE YOUTH.

THERE WAS AN ORIGINAL BILL THAT WAS ADOPTED ORIGINALLY BY THE BOARD OF SUPERVISORS IN 2010 AND AS COUNTY OFFICE OF EDUCATION, COUNTY BOARD, BOARD OF SUPERVISORS AND MANY ENTITIES THROUGHOUT THE COUNTY UTILIZE THE BILL OF RIGHTS AS A WAY TO TALK ABOUT HOW YOUNG PEOPLE WERE FARING IN THE COUNTY AND TO HELP US WITH OUR DECISION MAKING.
RECENTLY, THIS BILL OF RIGHTS WAS UPDATED TO BECOME THE BILL OF RIGHTS FOR CHILDREN AND YOUNG ADULTS, AND IT WAS CREATED BY YOUTH AND WITH THE VOICE OF YOUTH.
THE UPDATED BILL OF RIGHTS WILL SERVE AS A NEW GUIDEPOST IN UNDERSTANDING THE PRIORITIES OF OUR YOUTH AND ENCOURAGE CONTINUED INVESTMENTS IN THESE AREAS TO CREATE LASTING CHANGE THAT BENEFITS SANTA CLARA COUNTY YOUTH.
THE BILL OF RIGHTS WAS ORIGINALLY UNVEILED AT THE ANNUAL CHILDREN'S SUMMIT, WHICH WAS HELD ON MARCH 17TH, 2023, AND WAS INCLUDED IN THE ANNUAL DATA BOOK ON PAGE FOUR, THE OPENING PARAGRAPH TO THE BILL OF RIGHTS FOR CHILDREN AND YOUNG ADULTS FOR SANTA CLARA COUNTY STATES.
EVERY YOUNG PERSON MUST GET WHAT THEY NEED WHEN THEY NEED IT, NO MATTER THEIR ACTUAL OR PERCEIVED RACE, ETHNICITY, GENDER IDENTITY, SEXUAL ORIENTATION, RELIGION, MENTAL OR PHYSICAL ABILITY.

FIRST LANGUAGE, SKIN COLOR, EDUCATION, STATUS OR WEALTH.

ONE OF MY TEN YEAR OLD STUDENTS STARTED A QE PROGRAM AT THE END OF OCTOBER.
ADDITIONALLY, DUE TO STAFFING DIFFICULTIES, THERE WERE NO ADDITIONAL STAFF PLACED IN THE CLASSROOM.
HIS INCOMING BEHAVIOR INTERVENTION PLAN DID NOT ADDRESS ALL OF THE ANTECEDENTS TO HIS BEHAVIOR, BUT WE WERE ABLE TO IDENTIFY SOME AND BEGAN IMPLEMENTING STRATEGIES TO ADDRESS THOSE AREAS OF NEED.
A FEW MONTHS AGO, HE WAS UPSET AND REPEATEDLY KICKED A STAFF MEMBER, AND THEN WHEN HE WAS GIVEN SPACE TO CALM DOWN, HE WOULD LEAVE THE AREA AND ATTEMPT TO REENGAGE ALL OF THE STAFF IN THE CLASSROOM. AT THAT TIME, THE NEW BEHAVIOR SPECIALIST WAS CALLED TO REVISE THE BEHAVIOR INTERVENTION PLAN, WHICH WAS IMPLEMENTED BEGINNING LAST MONTH.
YET THERE IS SO MUCH THAT COULD BE IMPLEMENTED ON THE CONTINUUM OF LEAST RESTRICTIVE ENVIRONMENT THAT WOULD PROTECT HIS RIGHTS TO A FREE AND APPROPRIATE EDUCATION IN THE LEAST RESTRICTIVE ENVIRONMENT WHILE ALSO SUPPORTING HIS RIGHTS AND THOSE OF THE OTHER STUDENTS AND STAFF IN HIS CLASSROOM TO SAFETY.

WE CAN PROVIDE INCLUSIVE PROGRAMS FOR STUDENTS WHEN WE PROVIDE APPROPRIATE STAFFING, TRAINING AND RESOURCES TO IMPLEMENT APPROPRIATE STRATEGIES AND INTERVENTIONS.THE CHILDREN'S BILL OF RIGHTS WAS INITIALLY ADOPTED IN SANTA CLARA COUNTY IN 2010.

THE TOTAL FUNDING FOR THE PROGRAM IS ABOUT $10 BILLION NATIONWIDE, AND THE HEAD START IS OVERSEEN BY ONE OF CALIFORNIA'S OWN SECRETARY, XAVIER BECERRA, WHO IS THE SECRETARY OF HEALTH AND HUMAN SERVICES, AND KHARI GARVIN HAS JUST BEEN ASSIGNED INTO THE OFFICE OF HEAD START AS DIRECTOR OF THE OFFICE OF HEAD START. ON THE NEXT SLIDE, WHAT I'D LIKE TO SHARE WITH YOU IS NOT ONLY IS IT PRESCHOOL PROVIDING CHILD DEVELOPMENT AND EDUCATION, BUT THERE IS WHAT WE WOULD CONSIDER NOW A WRAPAROUND SERVICE.THERE ARE MEDICAL, DENTAL AND NUTRITIONAL MENTAL HEALTH SERVICES THAT WE OFFER TO CHILDREN AND THEIR FAMILIES, AND THOSE ARE JUST SERVICES THAT ARE MANDATED BY THE PROGRAM ITSELF. IT HAS BEEN A MANDATE THAT HAS EXISTED SINCE ITS INCEPTION IN 1965.
IN ADDITION, WE DO SOME FAMILY AND COMMUNITY ENGAGEMENT, AND THAT IS BY DOING SOME GOAL SETTINGS WITH THE FAMILY THAT CENTERS THE CHILD AND THE CHILD'S EDUCATION TO MAKE THAT PARENT, THAT FIRST THE CHILD'S FIRST TEACHER, AND TO MAKE THEM THE ADVOCATE OF THEIR CHILD'S EDUCATION AS THEY MOVE THROUGH THE K THROUGH 12.
WE SERVE CHILDREN WITH DISABILITIES.
IT'S A REQUIREMENT OF THE PROGRAM THAT WE SERVE A MINIMUM OF 10%, AND MOST IMPORTANTLY IN THAT WE DEVELOP THE MANAGEMENT SYSTEMS AND GOVERNANCE IN PLACE IN ORDER FOR US TO BE ABLE TO OFFER THESE SERVICES IN A WAY THAT'S SYSTEMIC, COMPREHENSIVE AND THE ABILITY TO HAVE SOMETHING THAT IS ONGOING SO THAT WE CAN REPLICATE AS A PROGRAM. NOW, THE BASIC RULES ARE MANY, AND I THINK THAT IT WOULD BE VERY MUCH AN INTERESTING READ, BUT IT IS MUCH THAT IS LEARNED THROUGH PARTICIPATING IN THE POLICY COUNCIL, AS THE FOREIGN BOARD MEMBERS HERE PRESENTLY HAVE BEEN IN THE PAST BUT THE NEXT SLIDE IS REALLY GOING TO GIVE YOU MORE OF THE GENERAL GOVERNANCE RESPONSIBILITIES AS THE RESPONSIBILITY IS TO ASSURE THAT COMPLIANCE WITH FEDERAL LAWS AND REGULATIONS ARE TAKING PLACE WITHIN THE GRANTEES.

ON THE NEXT SLIDE, WE SEE THE I SHARE WITH YOU THE THESE THREE POINTS THAT THE POLICY COUNCIL IT ADVOCATES ON BEHALF OF ALL PARENTS AND ALL CENTERS AS A PROGRAM. THE YPSILANTI, MICHIGAN STUDY WAS A SEMINAL STUDY BACK DECADES AGO, AND FOR EVERY DOLLAR INVESTED IN HIGH LEVEL PROGRAMS LIKE HEAD START, HOW MUCH IS RETURNED TO SOCIETY OVER TIME? SO IF I RECALL CORRECTLY, IT WAS LIKE FOR EVERY DOLLAR THAT WAS INVESTED, YOU GET $5 IN RETURN.
IF I RECALL CORRECTLY, BUT IT IS THE INVESTMENT, AGREED, THE INVESTMENT IN ESPECIALLY MAKING OUR PARENTS, THE ADVOCATES OF THEIR CHILD AND LEARNING HOW TO NAVIGATE THEIR SYSTEM.
SO IT'S RATHER SAVANT FOR THE FEDERAL GOVERNMENT TO UNDERSTAND THAT AND THE JOHNSON ADMINISTRATION DID WHEN THEY STARTED HEAD START, AND WE NEED TO EXPAND EARLY LEARNING OPPORTUNITIES FOR ALL CHILDREN, AND WE ARE IN CALIFORNIA, WHICH IS REALLY, REALLY GOOD.
ONE OF THE ISSUES THAT I BROUGHT UP A WHILE BACK WITH CONGRESS MEMBER LOFGREN WHEN I VISITED HER IN HER WASHINGTON, DC OFFICE, I THINK I MIGHT HAVE TALKED TO HEAD START PEOPLE ABOUT THAT BEFORE I LEFT IS THERE'S ALWAYS BEEN AN ISSUE ABOUT AND I DON'T KNOW WHAT IT IS TODAY SO I'M ASKING TO LEARN, OUR HIGH RATE OF OF MINIMUM WAGE AND THE FACT THAT IT EXCEEDS SOMETIMES FEDERAL POVERTY LEVEL, WHICH IS THE ENTRANCE REQUIREMENT OF HEAD START CHILDREN.
IS THAT STILL THE CASE AND IS THAT STILL AN ISSUE THAT PARENTS IN THIS COUNTY, IN SAN BENITO COUNTY, THEIR CHILDREN CAN'T QUALIFY BECAUSE THEY MAKE TOO MUCH BASED ON THE HIGHER PRICED MINIMUM WAGES THAT EXIST HERE OVER OTHER PARTS OF THE COUNTRY.
SO THAT IS THE FEDERAL POVERTY GUIDELINES ARE THE REQUIREMENT OF AND PER THE HEAD START ACT ARE REQUIRED FOR US TO USE AS INCOME GUIDELINES FOR ENROLLMENT INTO THE PROGRAM THAT STILL EXISTS, AND IT CONTINUES TO BE A CHALLENGE IN OUR SERVICE AREA, SANTA CLARA AND SAN BERNARDINO COUNTY, AND WE SEE IT SPECIFICALLY HERE IN SANTA CLARA COUNTY.
SO TO ANSWER YOUR QUESTION, YES, IT CONTINUES TO BE AN ONGOING CONCERN.
TRUSTEE DI SALVO, IF I MIGHT JUST ADD, TOO, THAT, THE ADVOCACY OVER THE YEARS, WE TRIED TO GET THE FEDERAL GOVERNMENT TO LOOK AT LIKE REGIONAL RATES OR TO TAKE INTO ACCOUNT THINGS LIKE OUR HIGHER MINIMUM WAGE OR THE HIGHER COST OF LIVING VERY UNSUCCESSFULLY, BUT WE HAD SOME PROGRESS A COUPLE OF YEARS AGO WHERE WE WERE ABLE TO ADVOCATE FOR CATEGORICAL ELIGIBILITY IN ADDITION TO THE INCOME ELIGIBILITY, AND ONE ONE THAT THEY AGREED TO TRY WAS SNAP ELIGIBILITY.

MADE MORE THAN THE INCOME, IF THEY WERE SNAP ELIGIBLE, THEY COULD BE ENROLLED IN HEAD START, AND SO GIVEN THE SUCCESS OF THAT PROGRAM, WE'VE BEEN ABLE TO SERVE MORE STUDENTS IN THE PROGRAM AS A RESULT, NOT JUST IN OUR COUNTY, BUT IN THE BAY AREA WRIT LARGE, AND GIVEN THE SUCCESS WITH THAT, WE'VE BEEN ADVOCATING FOR SOME ADDITIONAL CATEGORICAL ELIGIBILITY.I DON'T THINK WE'RE EVER GOING TO WIN THE FIGHT ON THE INCOME ELIGIBILITY.
THERE'S JUST NO APPETITE FOR IT AT THE FEDERAL LEVEL.
CONGRESS HAS EXEMPTED TWO STATES, RIGHT? IT'S HAWAII AND ALASKA FROM THOSE REQUIREMENTS.
I BELIEVE THAT THEY HAVE AND WITH A LOT OF REPERCUSSIONS AND CONSTERNATION THAT I DON'T THINK THEY'RE--THEY HAVEN'T HAD THE APPETITE TO CONSIDER ANY ADDITIONAL.
I KNOW THAT WHEN I MET WITH CONGRESS MEMBER LOFGREN, SHE DID HAVE AN APPETITE TO TAKE THAT UP AND SAID SHE WOULD BRING IT TO THE SPEAKER'S THE NEXT TIME SHE SPOKE WITH THE SPEAKER.
SO I DON'T KNOW WHAT HAPPENED WITH ALL THAT, BUT I KNOW THAT I HAVE A YEAR AND A HALF LEFT ON THE COUNTY BOARD AND I'D CERTAINLY LIKE TO CONTINUE TO ADVOCATE FOR THAT BECAUSE TO ME IT MAKES NO SENSE TO EXCLUDE CHILDREN AT THREE AND FOUR YEARS OLD THAT WE CURRENTLY EXCLUDE, BUT I'M GLAD WE MADE PROGRESS.
I STILL WANT TO ADVOCATE FOR IT IN ANY WAY THAT I CAN, SO I APPRECIATE ANYTHING YOU COULD DIRECT ME TO IN MY GOAL TO ADVOCATE FOR THAT. JUST TODAY AND OUR JOINT LEGISLATIVE ADVISORY COMMITTEE, WE TALKED ABOUT OUR FEDERAL ADVOCACY AROUND HEAD START AND ARE WORKING ON SOME PLANS WITH SENATOR FEINSTEIN'S OFFICE AND THE [INAUDIBLE] OFFICE AND ZOE LOFGREN'S OFFICE.

YES, HE'S BEEN A SUPPORTER ALL ALONG.
YOU'RE ABSOLUTELY RIGHT. THE FOURTH ISSUE IS SB 739, AND I'M NOT SURE HOW MANY OF YOU HAVE HEARD ABOUT THIS, BUT THE CHARTER SCHOOLS DEPARTMENT IS FOLLOWING A BILL THAT WAS INTRODUCED BY SENATOR ALVARADO GIL ON FEBRUARY 17TH.
THIS BILL PROPOSES A NUMBER OF CHANGES TO CHARTER SCHOOL RENEWALS, BUT OF MOST INTEREST TO THE CHARTER SCHOOL COMMUNITY IS THAT THE BILL WILL DO THE FOLLOWING THINGS IF IT PASSES: IT WILL REQUIRE THE CHARTER SCHOOLS TERMS. IT WILL REQUIRE ALL CHARTER SCHOOLS WHOSE TERMS EXPIRE ON OR BETWEEN JANUARY 4TH, JANUARY 1ST, 2024, AND JANUARY 30TH, 2027.
INCLUSIVE TO HAVE THEIR TERM EXTENDED BY AN ADDITIONAL TWO YEARS, THUS ADDING TWO YEARS TO THE DELAY OF CHARTER SCHOOL RENEWALS. THE BILL IS CURRENTLY IN THE SENATE EDUCATION COMMITTEE AWAITING A HEARING ON APRIL 26TH.
IF THE BILL PASSES, IT MAY BE IT MAY BE ADDED TO THE BUDGET TRAILER BILLS AND WILL SIGNIFICANTLY IMPACT THE NUMBER OF RENEWALS AUTHORIZERS MUST DECIDE IN THE SPAN OF A YEAR.
FOR EXAMPLE, IN TERMS OF STATEWIDE IN 2023-24, UNDER THE CURRENT LAW, THERE WOULD BE 248 CHARTER RENEWALS STATEWIDE, BUT WITH SB 739, THERE WOULD BE ZERO.
IN 2024-25, UNDER CURRENT LAW, 286 RENEWALS, BUT WITH SB 739, THERE WOULD BE ZERO.
IN 2025-26, THERE WOULD BE 443 UNDER CURRENT LAW, BUT UNDER SB 739, THERE WILL BE 248.
I THINK THE MOST SIGNIFICANT ISSUE COMES IN 2027-28, WHERE UNDER CURRENT RENEWALS, UNDER CURRENT LAW THERE WOULD BE 20 RENEWALS, BUT WITH SB 739, THERE WOULD BE 463 ACROSS THE STATE.

RECENTLY, WE HAD THE OPPORTUNITY TO CELEBRATE THE GROWING LIBRARY PROGRAMS AT OUR COURT AND COMMUNITY SCHOOLS AND IN PARTICULAR AT BLUE RIDGE AND JAMES RANCH.

THE FIRST IS A BOOKMARK, AND THIS PARTICULAR BOOKMARK HAS IMAGES OF STUDENT ART.
SOME OF THE GIRLS IN OUR PROGRAM AT JUVENILE HALL CREATED THIS BEAUTIFUL ART PIECE TO DECORATE THE LIBRARY AT THEIR SCHOOL, AND THEN THEY UTILIZE THAT TO CREATE THIS BOOKMARK.
SO JUST REALLY BEAUTIFUL WAY TO DEMONSTRATE YOUTH VOICE AND PARTICIPATION, AND THEN ONE OF THE STUDENTS CREATED THESE STICKERS THAT SAY EVERYBODY LOVES THE LIBRARY.

AS HAS BEEN MENTIONED EARLIER, I ALSO ATTENDED THE [INAUDIBLE] CHAMPIONS AWARDS BREAKFAST, AND I JUST WANT TO TAKE A MOMENT TO ACKNOWLEDGE OUR COMMUNITY SCHOOL AT SOUTH COUNTY ANNEX WHO RECEIVED THE CARING SCHOOL AWARD AT THE [INAUDIBLE] CHAMPIONS AWARDS BREAKFAST AND I ALSO WANT TO ACKNOWLEDGE THAT A COUPLE OF OUR STUDENT JOURNALISTS AT THE COMMUNITY SCHOOL IN SOUTH COUNTY ANNEX INTERVIEWED A NUMBER OF PEOPLE, AND THEY WROTE AN ARTICLE THAT GOT PUBLISHED IN GILROY LIFE ABOUT THEIR SCHOOL.
SO JUST AWESOME WORK AND DEMONSTRATION OF OUR STUDENTS AND THEIR STUDENT VOICE AND HOW THEY'RE LEARNING ABOUT JOURNALISM, AND THEN TO ACTUALLY GET PUBLISHED WAS JUST A REAL HIGHLIGHT FOR THE STUDENTS.
I WANT TO MENTION AND CONGRATULATE ALL THE STAFF AND ALL OF OUR PARTNERS WHO MADE OUR ENVIRONMENTAL LITERACY SUMMIT SUCH A HUGE SUCCESS ON MARCH 20TH.
WE HAD SOME MEETINGS TO CONTINUE OUR EFFORTS AROUND KINDERGARTEN READINESS ASSESSMENT, AND I WANTED TO MENTION THAT WE WILL BE DOING A KINDERGARTEN READINESS ASSESSMENT COUNTYWIDE AGAIN THIS COMING FALL, AND THAT WE'RE WORKING WITH OUR LOCAL SCHOOL DISTRICTS TO IDENTIFY THE KINDERGARTEN CLASSROOMS. TO PARTICIPATE IN THE ASSESSMENT.
ON MARCH 21ST, I HAD THE PRIVILEGE OF READING TO HEAD START STUDENTS AT FOOTHILL.
I ATTENDED THE ANNUAL CONFERENCE AND PRESENTED ALONGSIDE DOCTOR [INAUDIBLE] AND [INAUDIBLE] ON OUR EDUCATOR TOOLKIT AFFIRMING K-12 ASIAN-AMERICAN AND PACIFIC ISLANDER STUDENTS.
THE SESSION WAS VERY WELL RECEIVED AND I ALSO WE GENERATED A LOT OF INTEREST WHERE SOME OF OUR LOCAL SCHOOL DISTRICTS ACROSS THE STATE OF CALIFORNIA ARE INTERESTED IN DOING MORE MULTILINGUAL AND BILINGUAL SUPPORT AND CULTURAL SUPPORT FOR ASIAN-AMERICAN AND PACIFIC ISLANDER STUDENTS.

IT WAS A REALLY POWERFUL OPPORTUNITY TO MOTIVATE YOUNG GIRLS AND TO LET THEM SEE SOME OF THE POSSIBILITIES OF CAREER THAT COULD BE AVAILABLE TO THEM. WE HAD STATEWIDE LEADERS FROM COUNTY OFFICES THROUGHOUT THE STATE OF CALIFORNIA HERE AT THE SCCOE, AND ON THAT SAME DAY WE HELD OUR CALIFORNIA DISTINGUISHED SCHOOLS 2023 RECOGNITION.
I WANTED TO MENTION THAT OUR VIVA EL MARIACHI SHOWCASE WAS A HUGE SUCCESS.
ALTHOUGH WE DID OUR SHOWCASE IN THE EVENING, WE ACTUALLY HAD A COUPLE OF EVENTS OVER SEVERAL DAYS THAT LIFTED UP THE IMPORTANCE OF THE ARTS FOR YOUNG PEOPLE AND PROVIDED OPPORTUNITIES FOR LOCAL SCHOOL DISTRICTS TO IMAGINE WHAT MIGHT BE POSSIBLE FOR THEIR STUDENTS.
SO AGAIN, CONGRATULATIONS TO SOFIA FOJAS FOR THREE DAYS OF SUCCESSFUL EVENTS.
I NEED WANTED TO MENTION OUR TOUR OF BLUE RIDGE SCHOOL, WHICH WAS HELD LAST FRIDAY.
CONGRATULATIONS TO ALL THE STAFF AND OUR PARTNERS IN PROBATION WHO MADE THAT POSSIBLE.
THE STUDENTS AT THE BOARD VISIT DID INCLUDE OUR TWO STUDENT BOARD MEMBERS.
SO TRUSTEE LARI HAD THE OPPORTUNITY TO MEET BOTH OF OUR STUDENT BOARD MEMBERS.
ON APRIL 18TH, WE HELD A STATEWIDE SESSION ON UNIVERSAL PRE-KINDERGARTEN AND HOW TO BLEND BRAID AND LAYER FUNDING AND PROGRAM TO MAKE THESE UNIVERSAL PROGRAMS WORK ACROSS THE STATE, AND I ALSO WANTED TO ANNOUNCE THAT CALPERS DID ANNOUNCE THEIR NEW RATES THIS WEEK, AND I ATTENDED A MEETING WITH THE CALPERS LEADERSHIP DURING WHICH THEY EXPLAINED THE RATE INCREASES AND THE NEW CALPERS RATE FOR THIS 23-24 YEAR IS GOING TO BE 26.68%.
A BIT OF A JUMP THAN WHAT HAD BEEN PROJECTED, AND A LARGE REASON FOR THE INCREASE IS THE STATEWIDE SALARY INCREASES THAT HAVE BEEN OCCURRING AND A COUPLE OF EVENTS COMING UP THAT I NEEDED TO MAKE SURE THE BOARD IS AWARE OF.
WE'VE BEEN MENTIONING THAT IN THE WEEKLY.

THE PURPOSE OF THE EVENT IS TO HELP THE STATE DEVELOP THEIR BROADBAND FOR ALL DIGITAL EQUITY STATEWIDE PLAN, AND THE WE ARE LOOKING FOR THE VOICES OF THOSE IMPACTED BY THE DIGITAL DIVIDE, INCLUDING LOW INCOME HOUSEHOLDS, SENIOR CITIZENS, INDIVIDUALS WITH DISABILITIES, VETERANS, INDIVIDUALS WHO'VE EXPERIENCED INCARCERATION, MEMBERS OF RACIAL AND ETHNIC MINORITY GROUPS, AND THOSE WITH LANGUAGE BARRIERS AND LOW LEVELS OF LITERACY.
SO THE INVITATION WILL BE IN THIS FRIDAY'S WEEKLY.
