THIS GROUP OF YOUNG PEOPLE HAVE DONE A LOT OF WORK OVER THE LAST COUPLE OF YEARS TO HELP INFORM THE DESIGN OF OUR WELLNESS CENTERS AND TO HELP ADVANCE SOME OF OUR POLICY INITIATIVES AND PROVIDING TESTIMONY AT VARIOUS MEETINGS AND THE LIKE, AND ONE OF THEIR EFFORTS WAS TO DEVELOP A CAMPAIGN TO HELP CONTINUE TO RAISE AWARENESS ABOUT THE IMPORTANCE OF MENTAL HEALTH AND WELLNESS, INCLUDING SCHOOL BASED MENTAL HEALTH AND WELLNESS AND WELLNESS CENTERS, AND TO DE-STIGMATIZE, SEEKING MENTAL HEALTH AND WELLNESS.
WE HAVE KAYLEE, WHO'S IN GRADE NINE, AND LUIS, WHO IS AN 11TH GRADER.

WE REALLY WANT TO JUST RAISE AWARENESS ABOUT HOW MANY PEOPLE ARE EXPERIENCING SOME SORT OF STRUGGLE WITH MENTAL HEALTH AND WELLNESS AND MAY TRULY BE FEELING ALONE AND LIKE THERE IS NOWHERE TO TURN.
[SPANISH] NO ONE WANTS TO TALK ABOUT IT, AND THERE'S JUST HUGE STIGMA SURROUNDING IT.
IT CAUSES US TO BECOME FEARFUL OF MENTAL ILLNESS AND HAVING IT AND SCARED OF REACHING OUT FOR HELP.
GRAB YOUR DEVICE AND JOIN THE MOVEMENT BY FOLLOWING US ON SOCIAL MEDIA AND TELLING US YOUR STORY.
WE ARE HECKA WELL, WE ARE HECKA WELL, WE ARE HECKA WELL.
IN ALIGNMENT WITH THE RECENTLY ADOPTED BILL OF RIGHTS FOR THE CHILDREN AND YOUNG ADULTS OF SANTA CLARA COUNTY, WHICH STATES THAT ALL CHILDREN AND YOUNG ADULTS HAVE THE RIGHT TO MENTAL AND EMOTIONAL HEALTH AND WELL-BEING AND SUPPORT SYSTEMS IN AND OUTSIDE THE HOME THAT PROMOTES EMOTIONAL AND SOCIAL SAFETY.
CHAUN POWELL, EXECUTIVE DIRECTOR OF YOUTH HEALTH AND WELLNESS.
HER TEAM MEMBERS AND THE SWAG MEMBERS THAT ARE PRESENT TO PLEASE COME AND STAY AT THE PODIUM.
THE EXPANSION OF SCHOOL BASED HEALTH AND WELLNESS SERVICES AND THE DE-STIGMATIZATION OF MENTAL HEALTH.
WOULD YOU GUYS LIKE TO SAY A FEW WORDS? HELLO, MY NAME IS KAYLEE.
I THINK THIS MOVEMENT AND THIS CAMPAIGN IS GOING TO BE A REALLY IMPORTANT STEP FOR US AS STUDENTS, AS YOUTH, TO GET ACCESS TO MENTAL HEALTH AND WELLNESS SUPPORT, AND I THINK IT'S REALLY IMPORTANT TO START TALKING ABOUT THIS, ESPECIALLY IN THE TIMES THAT WE ARE IN, AND I THINK WE'VE WORKED SO HARD FOR THIS, AND I THINK WE'RE REALLY EXCITED TO LAUNCH THIS CAMPAIGN.
[00:15:02]
THANK YOU. ALL RIGHT, GOOD EVENING, BOARD.DURING MY TIME IN THE CAMPAIGN, AS WELL AS IN SWAG.
I HAVE GOTTEN TO KNOW MANY EXCELLENT STUDENTS WHO HAVE VOICED THEIR OPINIONS ABOUT MENTAL HEALTH AND THEIR CONCERNS, AND TOGETHER WE HAVE DONE EXCELLENT WORK, NOT ONLY GOING TO MULTIPLE MEETINGS, BUT ALSO CAMPAIGNING AND CREATING EXCELLENT VIDEOS TO TRY AND GET THE WORD OUT THERE.
WOULD IT BE OKAY IF I READ THE PROCLAMATION? PLEASE. THIS IS A PROCLAMATION IN HONOR OF THE LAUNCH OF THE HECKA WELL CAMPAIGN.
WHEREAS MAY IS NATIONAL MENTAL HEALTH AWARENESS MONTH AND THE WEEK OF MAY 1ST THROUGH THE SEVENTH IS CHILDREN'S MENTAL HEALTH AWARENESS WEEK, AND WHEREAS, THE SANTA CLARA COUNTY OFFICE OF EDUCATION, YOUTH HEALTH AND WELLNESS DEPARTMENT, IN COLLABORATION WITH THE STUDENT WELLNESS ADVISORY GROUP OR SWAG, IS LAUNCHING THE HECKA WELL CAMPAIGN IN THE MONTH OF MAY.
AS A TESTAMENT TO THE IMPORTANCE OF WELLBEING AND WHEREAS, THE #HECKAWELL ACRONYM STANDS FOR HELPING EVERY CHILD KNOW AUTHENTIC WELLNESS , AND WHEREAS, THE SOCIAL MEDIA CAMPAIGN IS DESIGNED TO DE-STIGMATIZE PRIORITIZING MENTAL HEALTH AND CELEBRATE KNOWING AUTHENTIC MENTAL AND PHYSICAL WELLNESS AND, WHEREAS, THE #HECKAWELL CAMPAIGN IS IN DIRECT ALIGNMENT WITH THE BILL OF RIGHTS FOR CHILDREN AND YOUNG ADULTS FOR SANTA CLARA COUNTY, AND, WHEREAS, THE SANTA CLARA COUNTY BOARD OF EDUCATION AND THE COUNTY SUPERINTENDENT OF SCHOOLS ARE COMMITTED TO ADVOCATING ON BEHALF OF THE EXCUSE ME, ON BEHALF OF THE STUDENTS OF SANTA CLARA COUNTY FOR MENTAL, PHYSICAL AND SOCIAL WELL BEING. [A. At this time, members of the public may address the Board on any issue within the subject matter jurisdiction of the Board that is not listed on this agenda. Members of the public may also address the Board on an agenda item before or during the Board's consideration of the item.]
JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.[00:20:06]
MODERATOR, DO WE HAVE ANY PUBLIC COMMENTS? YES, WE HAVE FOUR CARDS FOR PUBLIC COMMENT.THE SCCBOE STRIVES TO MAINTAIN A RESPECTFUL AND CIVIL ENVIRONMENT FOR THE CONDUCT OF ITS MEETINGS.
PLEASE PRESENT THE TWO MINUTE TIMER.
SPEAKERS ARE ENCOURAGED TO AVOID REPEATING COMMENTS MADE BY THE OTHER SPEAKERS.
SPEAKERS MAY CHOOSE TO SIMPLY STATE THEIR AGREEMENT WITH THE PREVIOUS SPEAKER.
MODERATOR COULD YOU PLEASE BEGIN PUBLIC COMMENT? YES. OUR FOUR SPEAKERS ARE NASIM AHMED, SARA [INAUDIBLE], ZENAIDA SAN AUGUSTINE , AND DEREK [INAUDIBLE], PLEASE LINE UP BEHIND THE PODIUM TO PRESENT YOUR PUBLIC COMMENT , AND AGAIN, THAT ORDER IS NASIM AHMED, SARA [INAUDIBLE], ZENAIDA SAN AUGUSTINE AND DEREK [INAUDIBLE].
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
I'M PARAEDUCATOR FROM HESTER HIGH SCHOOL.
I WAS WORKING FOR THE COUNTY 12 YEARS AND NOW I HAVE SOME PROBLEM.
I AM WRONGFULLY TERMINATED FOR SOMETHING THAT I DID NOT DO IT, AND THAT DISCIPLINE DOESN'T APPLY EQUALLY FOR ALL WORKERS FOR SIMILAR TYPE OF BEHAVIOR.
I NEED YOUR HELP. I REPEAT, BECAUSE I HAVE TWO MINUTES, WHAT I'M LOOKING FOR: JUSTICE. THANK YOU FOR YOUR HELP.
OUR NEXT SPEAKER IS SARAH [INAUDIBLE].
PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR COMMENT.
MY NAME IS SARAH [INAUDIBLE], OCCUPATIONAL THERAPIST AND SEIU CHAPTER PRESIDENT.
WE NEED SAFE CLASSROOMS FOR EVERY STUDENT AND EDUCATOR.
SCCOE EDUCATORS ARE UNITED IN OUR ADVOCACY FOR OUR CLASSROOMS TO BE STAFFED ADEQUATELY AND APPROPRIATELY TO ENSURE STUDENT SAFETY AND ENSURING THAT A STUDENT IS NEVER ALONE IN AN SCCOE WORKSITE WITH A SINGLE ADULT SCHOOL STAFF.
WHY IS MANAGEMENT REFUSING TO ACKNOWLEDGE THEIR OWN 2015 DIRECTIVE THAT THERE SHOULD BE AT LEAST TWO ADULTS PRESENT WITH STUDENTS WITH HUNDREDS OF REPORTED INJURIES PER YEAR TO A STUDENT OR STAFF? WE ARE DEMANDING THAT SCHOOL MANAGEMENT IMPLEMENT CALOSHA DIRECTIVES TO ENSURE THE SAFETY AND WELL-BEING OF ALL OUR STUDENTS AND STAFF AS A RESULT OF OUR CALOSHA COMPLAINT. SCC, WE DRAFTED A WORKPLACE VIOLENCE PREVENTION POLICY WITH LEGAL COUNSEL.
REFUSING TO IMPLEMENT A POLICY ALREADY VETTED BY LEGAL COUNSEL IS NEGLIGENT.
WHY IS THE SAFETY RESOLUTION SUBMITTED FOR THE BOARD AGENDA IN JANUARY STILL NOT REACHED THE AGENDA? THERE'S NOTHING RELATED TO BARGAINING IN THE RESOLUTION, AND IT ISN'T SPECIFIC TO SCCOE STUDENTS EITHER.
WE NEED TO DO BETTER FOR OUR STUDENTS AND OUR STAFF.
THANK YOU. OUR NEXT SPEAKER IS ZENAIDA SAN AUGUSTINE.
PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR COMMENT.
EXCUSE ME. I'M ZENAIDA SAN AUGUSTINE.
GOOD EVENING, DR. DEWAN AND BOARD OF TRUSTEES.
SO I'M HERE TO SHARE INCIDENTS THAT HAPPENED IN MY CLASSROOM IN NOVEMBER AND DECEMBER.
I WAS HEADBUTTED BY A CHILD AND I COULD BARELY RAISE MY ARMS. I WAS SO BRUISED AND SWOLLEN ON MY BACK.
SO I HAD TO TAKE INDUSTRIAL LEAVE, AND THIS CHILD IS SUPPOSED TO HAVE A 1 TO 1 BASED ON THE IEP.
AGAIN, THE SAME CHILD IN APRIL, THIS APRIL, DURING BEFORE THE BREAK, HE SLAMMED AN IPAD ON MY FACE AND I HAD BROKEN LIPS, SWOLLEN FACE, AND THE MARK OF THE IPAD HAS BEEN ON MY FACE FOR THE NEXT TWO DAYS.
SO I MY TEETH WAS REALLY HURTING.
I THOUGHT I'D ASK SANTA FOR TWO FRONT TEETH FOR CHRISTMAS.
[00:25:07]
1 TO 1, BUT THEY ARE NOT PROVIDED WITH A 1 TO 1 AT ALL.SO FOR ME AS A TEACHER AND MY GOAL FOR THEM IS TO EXPRESS THEIR ANGER, I FELT IT WAS ACTUALLY MY FAILURE AS A TEACHER BECAUSE I WANT MY CLASS TO BE SAFE AS WELL AS I AM SAFE AND THE STAFF.
SO WHENEVER THIS HAPPENS, OTHER KIDS ARE DEPRIVED OF THEIR INSTRUCTIONAL NEEDS, AND I WOULD FEEL THAT THIS CHILD, I COULD HAVE HELPED HIM MORE IF I WERE SUPPORTED AT THE SAME TIME.
THANK YOU FOR LISTENING TO ME TONIGHT.
OUR NEXT SPEAKER IS DEREK [INAUDIBLE].
PLEASE PRESENT YOUR PUBLIC COMMENT.
MY NAME IS WILLIAM DEREK [INAUDIBLE].
GOOD EVENING, DR. DEWAN BOARD AND COMMUNITY.
I'M HERE TO ADDRESS TWO ISSUES MASKING AND COUNTY ACCESS.
EFFECTIVE DECEMBER 29TH, 2022, THE COUNTY PUBLIC HEALTH OFFICER RESCINDED THE RECOMMENDATION REGARDING CONTINUED REMOTE PUBLIC MEETINGS OF GOVERNMENTAL ENTITIES, YET THE COUNTY OFFICE CONTINUED TO MEET REMOTELY.
MASKING WAS OPTIONAL THROUGHOUT THE COUNTY.
SCHOOLS, LIBRARIES AND BUSINESSES ALL FOLLOW THESE RULES.
DURING THE PANDEMIC, MANY ANTI-MASK PARENTS DID NOT WANT THEIR STUDENTS WEARING A MASK AT SCHOOL.
ALL WENT WELL AS I WORKED COLLABORATIVELY WITH COUNTY STAFF.
HOWEVER, OUR EFFORTS WERE CANCELED WHEN THE COUNTY OFFICE DECIDED THAT THIS EVENT WASN'T AN ENDORSED EVENT AND INCREMENTALLY MOVED TO CANCEL THIS EVENT FOCUSED ON MENTAL HEALTH. OUR SPONSORS WERE THE NUNEZ FOUNDATION AND LA RAZA ROUNDTABLE.
I WAS INFORMED THAT THE COUNTY OFFICE OF ED DID NOT HAVE A RELATIONSHIP WITH OUR GROUP.
I BELIEVE WE DID THE WORK THE COUNTY SHOULD BE PROVIDING.
THE COUNTY OFFICE OF EDUCATION IS NOT A PRIVATE COUNTRY CLUB.
IT IS A PUBLIC ENTITY TO SERVE THE COMMUNITY AND PAID FOR WITH TAXPAYER DOLLARS.
IT WAS UNFORTUNATE TO SEE SCHOOL DISTRICTS BEING BARRED FROM COMING INTO THE COUNTY OFFICE OF EDUCATION FOR THEIR TEACHER JOB FAIR AND HAVING THEM STAY OUTSIDE IN THE COLD IN TENTS WHILE OTHER GROUPS WERE WELCOMED.
IF AAPI PARENTS AND ADMINISTRATORS WANT TO HAVE A MEETING ON ASIAN HATE, THE SCCOE SHOULD BE AVAILABLE TO THEM AS WELL AS ALL GROUPS ON MATTERS STUDENT RELATED. IN SUMMARY, THE COUNTY SHOULD FOLLOW [INAUDIBLE].
GOOD EVENING. SUPERINTENDENT DEWAN, BOARD PRESIDENT CHON AND TRUSTEES OF THE BOARD.
MY NAME IS JORGE ARELLANO. I'M DIRECTOR OF COMMUNITY ENGAGEMENT AT ALPHA PUBLIC SCHOOLS.
TRUSTEE SREEKRISHNAN--I GET STUCK SOMETIMES; I APOLOGIZE FOR THAT--FOR REACHING OUT.
IT WAS A WONDERFUL CELEBRATION THAT HIGHLIGHTED THE ACCOMPLISHMENT OF ALPHA AND OUR STUDENTS.
WE ALSO HAD THE OPPORTUNITY TO SHOWCASE OUR STUDENTS TALENTS AT THE WORLD PREMIERE OF BLANCA STORIES, THE ONE ACT PLAY ABOUT THE LIFE AND CAREER OF BLANCA ALVARADO, WRITTEN AND PRODUCED BY THE ALPHA BLANCA ALVARADO DRAMA CLUB.
IT WAS THE FIRST TIME OUR STUDENTS HAD EVER BEEN ON THE BIG STAGE, AND THEY DID AN EXCEPTIONAL JOB.
WE WOULD LOVE TO HAVE YOU JOIN US IN CELEBRATING OUR STUDENTS AND THEIR FAMILIES.
THAT CONCLUDES PUBLIC COMMENT.
YEAH, AND I CAN MENTION THIS DURING MY BOARD COMMENTS TOO, BUT OUR PUBLIC COMMENTER TRUSTEE [INAUDIBLE] MENTIONED USING LIKE COUNTY OFFICE FACILITIES OR ROOMS. SO PRESIDENT CHON I WOULD LOVE TO KNOW MORE ABOUT THE CRITERIA FOR USING OUR CONFERENCE ROOMS AND SPACES AND IF THAT'S IN THE SUPERINTENDENT'S WEEKLY OR SOMEHOW COMMUNICATED.
OKAY, THANK YOU TRUSTEE SREEKRISHNAN.
WE WILL NOW MOVE ON TO AGENDA ITEM NUMBER FIVE.
[5. CONSENT ACTION ITEMS]
WE DID PULL ITEM 5F, SO I WOULD LIKE TO ENTERTAIN OR WOULD ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS 5A THROUGH E.[00:30:03]
SO MOVE. THANK YOU.THAT'S MOVED BY VICE PRESIDENT SREEKRISHNAN.
SECOND. A SECOND FROM TRUSTEE BERTA.
PLEASE CAST YOUR VOTE IN BOARD DOCS.
SORRY, I THINK I NEED ANOTHER VERBAL YES, PLEASE.
NO PROBLEM, A VERBAL YES FROM TRUSTEE MAH , AND THAT MOTION CARRIES WITH SIX YESES AND ONE NOT PRESENT AT VOTE.
NEXT, WE ARE MOVING ON TO AGENDA 5F.
[F. Request Adoption of Resolution Recognizing National Teacher Appreciation Week]
I DID PULL THIS ITEM, SO THIS IS OUR RESOLUTION ON SUPPORTING NATIONAL TEACHER APPRECIATION WEEK, AND AS A TEACHER MYSELF, I WANT TO TAKE A MOMENT TO THANK ALL OF OUR TEACHERS AND EDUCATORS AS WELL AS I KNOW.WE ALSO PASSED A RESOLUTION FOR OUR SCHOOL NURSES AND NATIONAL NURSING WEEK AND OUR CLASSIFIED STAFF AS WELL, BUT I JUST WANTED TO TAKE A MOMENT TO THANK ALL OF OUR TEACHERS AND REALLY APPRECIATE THAT THE WORK THAT THEY'RE DOING.
I KNOW THE LAST COUPLE OF YEARS HAS NOT BEEN AN EASY TIME FOR EDUCATORS AND WE ARE STILL LEARNING HOW TO NAVIGATE THROUGH ALL OF THAT AND RECOVERING THROUGH THAT. SO I JUST WANTED TO TAKE A MOMENT TO REALLY APPRECIATE AND THANK ALL OF OUR EDUCATORS, AND THAT INCLUDES TEACHERS, OUR CLASSIFIED, OUR NURSES, OUR PSYCHOLOGISTS, OUR OCCUPATIONAL THERAPISTS, ANYBODY WHO WORKS WITH OUR STUDENTS, OUR PARAEDUCATORS AND EVERYBODY AND ANYBODY.
SO CONTINUING TO POWER THROUGH AND JUST CONTINUING ON IN THE BENEFIT OF OUR FUTURE.
SO I JUST WANTED TO MAKE THAT COMMENT.
TRUSTEE MAH. THANK YOU, PRESIDENT CHON.
I'D ALSO LIKE TO EMPHASIZE THAT TEACHERS REALLY ARE HEROES FOR OUR CHILDREN.
ALL THE EDUCATORS WHO WORK WITH OUR CHILDREN ARE JUST DOING AMAZING JOBS, ESPECIALLY AFTER THIS DIFFICULT PANDEMIC TIME, AND SO I WANT TO EXPRESS NOT ONLY APPRECIATION FOR OUR TEACHERS AND OUR EDUCATORS, BUT ALSO MY PERSONAL INTEREST IN MAKING SURE THAT SAFETY IS FIRST FOR OUR TEACHERS AND EDUCATORS AND THAT SAFETY IS PRIORITIZED SO THAT OUR TEACHERS WHO ARE OUR HEROES ARE SAFE.
THANK YOU. THANK YOU, TRUSTEE MAH.
OUR STUDENT BOARD MEMBER ALTAMIRANO ALSO WANTED TO MAKE COMMENT ON THIS THIS EVENING.
SO STUDENT BOARD MEMBER ALTAMIRANO.
I'D LIKE TO GIVE A SPECIAL ACKNOWLEDGMENT AND RECOGNITION TO MS. MICHELLE DECARO AND ALL THE WONDERFUL WORK SHE DOES FOR ALL OF US STUDENTS HERE ON CAMPUS AND THE OTHER SCHOOLS AS WELL.
SO AND MOVING ON, I WOULD LIKE TO MOVE TO APPROVE THIS MOTION.
THIS RESOLUTION, IF I COULD HAVE A SECOND, PLEASE.
SECOND. A SECOND FROM VICE PRESIDENT SREEKRISHNAN.
THANK YOU. TRUSTEES, PLEASE VOTE IN BOARD DOCS.
YOU GOT IT, TRUSTEE MAH? YES. WONDERFUL , AND THAT MOTION CARRIES WITH SIX YESES AND ONE NOT PRESENT AT VOTE.
[A. The members of the Board may give reports on activities related to their duties as members of the Santa Clara County Board of Education]
INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION MEMBER REPORTS MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.I WILL BEGIN BY INVITING OUR STUDENT BOARD MEMBER TO PRESENT A REPORT.
GOOD EVENING, EVERYONE. I'M THE CURRENT STUDENT BOARD MEMBER, [INAUDIBLE].
BEFORE I START, I'D LIKE TO TAKE THIS TIME TO RECOGNIZE MINE AND ALL THE STUDENT SUPPORT FOR THIS CAMPAIGN THAT RAISE AWARENESS FOR THE IMPORTANCE OF MENTAL HEALTH AS AN ESSENTIAL PART OF OUR EDUCATION AS MUCH AS ACADEMIC AND PHYSICAL HEALTH.
WE ARE ALSO ACKNOWLEDGING THE UP AND COMING LAW DAY AND CONTEST FOR LAW DAY.
THE VIDEO SUBMISSION CONTEST CALLED FOR THE SAKE OF THE ARGUMENT IS A COMPETITION THROUGHOUT SANTA CLARA COUNTY WHERE STUDENTS CAN VOICE THEIR OPINIONS ON THE MATTER OF CIVILITY, DISCOURSE AND CIVIC ENGAGEMENT.
[00:35:02]
AS A STUDENT BOARD MEMBER AND A MEMBER OF THE YOUTH ADVISORY COUNCIL HERE ON CAMPUS, I WENT TO EVERY UNIT TO EDUCATE MY PEERS ON THIS TOPIC AND THE IMPORTANCE OF THIS EVENT.ANOTHER UPDATE FOR EVERYONE WAS THE CELEBRATION OF ADMINS PROFESSIONAL DAY HERE ON CAMPUS.
LIKE I PREVIOUSLY STATED, THIS MONTH IS TEACHER APPRECIATION MONTH AND ME AND ALL MY PEERS APPRECIATE ALL THE AMAZING TEACHERS AND STAFF THROUGHOUT SANTA CLARA COUNTY SCHOOL DISTRICT, AND LASTLY, I'D LIKE TO ACKNOWLEDGE OUR AMAZING RESOURCES AND STUDENT WELLNESS CENTER HERE ON CAMPUS AT BLUE RIDGE, WE HAVE A WELLNESS CENTER THAT REVIEWS SOCIAL AND EMOTIONAL LEARNING AND REGULATION LESSONS.
CURRENTLY, WE ARE FOCUSING IN ON MENTAL HEALTH AWARENESS MONTH.
ALSO THIS MONTH, OUR THEME OF THE MONTH IS SELF DISCIPLINE, WHICH HAS A DIRECT CORRELATION TO OUR MENTAL AND PHYSICAL HEALTH AND WELL-BEING OF EACH STUDENT HERE ON CAMPUS. THANK YOU.
TO OUR STUDENT BOARD MEMBER TRUSTEES.
DO WE HAVE ANY REPORTS? VICE PRESIDENT SREEKRISHNAN, AND THEN TRUSTEE DI SALVO, AND THEN TRUSTEE BERTA.
THANK YOU. SO ON APRIL 27TH, I WAS ABLE TO VISIT ESCUELA POPULAR, WHICH IS A SCHOOL AND FAMILY LEARNING CENTER THAT SERVES PRE-K THROUGH 12.
SO I WAS ABLE TO JOIN OTHER TRUSTEES AND ELECTED OFFICIALS TO HEAR FROM STUDENTS THAT ARE GRADUATING WITH THEIR HIGH SCHOOL DIPLOMA AND HEAR THEIR STORIES, AND, YOU KNOW, THIS IS A SCHOOL THAT SERVES RECENT IMMIGRANTS, REFUGEES, STUDENTS WITH INTERRUPTED LEARNING.
SO THAT WAS WONDERFUL AND GOT TO HEAR SOME VERY INSPIRATIONAL STORIES AND HOW THE STUDENTS ARE MOVING ON TO COMMUNITY COLLEGE OR A FOUR YEAR INSTITUTION, AND SO THAT'S VERY EXCITING, AND ONE HIGHLIGHT A YOUNG WOMAN IS PURSUING THEIR BACHELOR'S DEGREE IN PSYCHOLOGY AT SANTA CLARA UNIVERSITY, AND THEN THE NEXT DAY ON THE 28TH, I JOINED PRESIDENT CHON AT SAN JOSE STATE UNIVERSITY FOR THEIR ASIAN AMERICAN STUDIES FOUNDERS REUNION AND PRESENTED A CERTIFICATE OF COMMENDATION WITH PRESIDENT CHON, AND SO THIS IS A PROGRAM THAT STARTED OVER 50 YEARS AGO AT SAN JOSE STATE UNIVERSITY AND REALLY ROOTED IN COMMUNITY AND EQUITY AND UNDERSTANDING AND DISMANTLING SYSTEMIC INEQUITIES.
SO THE NONPROFIT SILICON VALLEY YOUTH CLIMATE ACTION HAS PARTNERED WITH FUHSD AND THEY HOSTED EARTH DAY EVENTS ACROSS ALL FIVE HIGH SCHOOLS, WHICH IS VERY EXCITING. SPECIAL GUESTS, FREE FOOD AND EDUCATIONAL BOOTHS, AND AS I MENTIONED IN A PREVIOUS BOARD REPORT, JUST LAUNCHED A STUDENT SUSTAINABILITY COMMISSION, AND RECENTLY THE FUHSD LAST MONTH WAS AWARDED A CALIFORNIA GREEN RIBBON SCHOOLS AWARD FROM THE CALIFORNIA DEPARTMENT OF EDUCATION.
THEN ON THE 29TH, I ATTENDED THE WOMEN'S POLICY SUMMIT THAT'S HOSTED ANNUALLY BY SUPERVISOR CINDY CHAVEZ, AND I ACTUALLY WAS ON A PANEL AND I GOT TO TALK ABOUT RUNNING FOR OFFICE AND SERVING IN OFFICE WITH OTHER AMAZING LEADERS, AND WHAT WAS ESPECIALLY FUN IS TRUSTEE MAH WAS IN THE AUDIENCE.
SO WE WERE ONE BIG HAPPY FAMILY AND WE WERE JOINED BY OUR YOUNGEST VOLUNTEER WAS A YOUNG WOMAN, SIX YEARS OLD NAMED SANTOSHI, WHO WAS VOLUNTEERING AT THE EVENT.
THEN ALSO THAT DAY I VISITED PARENTS OF BULLIS CHARTER SCHOOL, AND SO THEY SHARED THEIR STORIES AND I WAS ABLE TO SHARE SOME OF THE RESOURCES FROM THE COUNTY OFFICE OF ED AND ON THE 30TH, WITH TRUSTEE, LARI AND TRUSTEE BERTA, I ATTENDED A BLACK APRIL COMMEMORATION HOSTED BY THE VIETNAMESE-AMERICAN ROUNDTABLE.
THIS WAS AT SAN JOSE CITY HALL.
[00:40:03]
CALIFORNIA, AND SHE WAS VERY SMART.YOU KNOW, WE GOT TO TALK ABOUT PROP 13 REFORM, PROP 98.
SO YOU KNOW, FUTURE SCHOOL BOARD MEMBER EMMA THEN ON THE SECOND YESTERDAY I SPOKE WITH ADVOCATES AND PARENTS THAT WORK WITH BE SMART ABOUT ENDING GUN VIOLENCE AND ESPECIALLY YOUTH GUN VIOLENCE AND INCREASING AWARENESS AROUND SAFE STORAGE, AND I KNOW THAT A BILL JUST PASSED FROM SENATOR PORTENTINO ABOUT, YOU KNOW, ALERTING PARENTS ABOUT SAFE STORAGE, AND I KNOW THAT DR.
DEWAN WILL BE SPEAKING WITH THEM AS WELL AND HAS ALREADY SPOKE WITH FOLKS FROM BE SMART, AND SO I'M EXCITED FOR WHAT MORE WE CAN DO TO AMPLIFY THEIR EFFORTS THERE.
SREEKRISHNAN TRUSTEE DI SALVO.
I TOO ATTENDED ESCUELA POPULAR.
THE EVENT WAS ABSOLUTELY WONDERFUL WITH THE NUMBER I HEARD THAT DAY.
TRUSTEE LARI WAS ALSO THERE WITH ME, ALONG WITH OTHER ELECTED OFFICIALS AND COMMUNITY LEADERS.
I HEARD FIVE INCREDIBLE WOMEN, YOUNG WOMEN, TALKING ABOUT THEIR JOURNEY, SOME FROM THEIR IMMIGRATION JOURNEYS TO THE POINT WHERE THEY'RE READY TO EMBARK UPON THE REST OF THEIR LIFE AND THEIR CAREER AFTER THEY LEAVE ESCUELA POPULAR.
THAT WAS A WONDERFUL EVENT, AND I APPRECIATE BEING INVITED.
I, ALONG WITH SUPERINTENDENT DEWAN, STARTED BACK IN 2017.
THE POWER OF DEMOCRACY COMMITTEE IN THE COUNTY OFFICE.
I THINK IT STILL EXISTS, AND WE STARTED WITH A WITH A PRETTY LARGE CONVENING IN THIS ROOM AND MANY DIFFERENT PANELS, INCLUDING JUDGE WALSH [INAUDIBLE], INCLUDING CINDY CHAVEZ AND MANY OTHER COMMUNITY LEADERS, BUT WHAT I'VE NOTICED, TODAY'S PAPER TALKS ABOUT REPORTS THAT CIVICS EDUCATION IN AMERICA IS IN DECLINE AT THE AT THE SAME TIME THAT OUR DEMOCRACY IS BEING CHALLENGED IN WAYS WE'VE NEVER EXPERIENCED BEFORE.
SO I DON'T KNOW WHAT THIS MEANS, BUT I WOULD CERTAINLY LIKE PRESIDENT CHON TO HAVE A FUTURE AGENDA ITEM WHEREBY WE COULD TALK ABOUT WHAT THE DATA DEMONSTRATES RELATIVE TO CIVICS EDUCATION.
THERE ARE ONLY NINE STATES AND THE DISTRICT OF COLUMBIA THAT OFFER ONE YEAR OF CIVICS EDUCATION.
CALIFORNIA IS ONE OF THOSE STATES.
41 STATES THAT ONLY OFFERS A SEMESTER, NOT A YEAR.
I DON'T KNOW IF WE COULD DO THAT.
SO WE COULD MAYBE COME UP WITH A PLAN OF WHAT TO DO TO ENSURE THAT OUR STUDENTS ARE GETTING A HIGH QUALITY CIVICS EDUCATION, INCLUDING CIVIC ENGAGEMENT IN THEIR COMMUNITIES, AND LASTLY, I, ALONG WITH KAREN MARTINEZ, HAD AN OP ED PUBLISHED IN THE SAN JOSE MERCURY OR THE MERCURY NEWS YESTERDAY ON DATA TRANSPARENCY IN EDUCATIONAL JUSTICE FOR STUDENTS WHEN YOU DISAGGREGATE THE ACHIEVEMENT SCORES BY RACE IN THE SIX LARGEST DISTRICTS IN SAN JOSE, IT PAINTS A VERY UGLY PICTURE.
ALMOST AN APARTHEID EDUCATION IN SAN JOSE, AND WE HAVE TO AND WE MUST DO BETTER, BUT THE WAY THAT BEGINS IS WITH DATA TRANSPARENCY.
EVERY ELECTED OFFICIAL AND EVERY LEADER KNOWS HOW BAD THE DATA DEMONSTRATE THE SITUATION TO BE.
SO ON THIS FRIDAY, MAY 5TH, I HAVE ARRANGED A MEETING WITH MAYOR MATT MAHAN OF SAN JOSE TO SEE IF HE IS WILLING TO BECOME A PARTNER WITH, THERE ARE FIVE COMMUNITY AND ELECTED LEADERS ATTENDING THAT MEETING WITH ME ON THE 18TH FLOOR OF CITY HALL AND WE HAVE A HALF AN HOUR OF THE MAYOR'S TIME TO TALK ABOUT HOW WE COULD PARTNER WITH MAKING THIS DATA MORE TRANSPARENT TO THE CITY OF SAN JOSE.
ELECTED OFFICIALS, SCHOOL BOARD MEMBERS, ET CETERA.
[00:45:02]
BEGINNING TO HAPPEN IN MAJOR WAYS IN CALIFORNIA, THANKS TO STATE INITIATIVES AND THE LEGISLATURE, BUT WE STILL HAVE A LONG WAY TO GO.SO THOSE ARE MY THREE ITEMS. I THANK YOU FOR THE TIME.
I ALSO ATTENDED THE WOMEN'S LEADERSHIP SUMMIT HOSTED BY SUPERVISOR CHAVEZ, THE BLACK APRIL COMMEMORATION AT THE SAN JOSE CITY HALL. I MET WITH PARENTS FROM BULLIS CHARTER SCHOOL AND WAS ABLE TO SHARE SOME RESOURCES ALSO ON INCLUSION COLLABORATIVE.
FOR ONE, I PARTICIPATED IN A SITE VISIT YESTERDAY WITH DR.
DEWAN AND PRESIDENT CHON AND WE VISITED THE SPECIAL EDUCATION PROGRAM AT ANNE DARLING AND THE HEAD START PROGRAMS THERE, AS WELL AS OPPORTUNITY YOUTH ACADEMY AT THE HUB, AND IT WAS JUST REALLY MOVING TO SEE THE LEVEL OF SUPPORTS AND ALSO ENGAGEMENT WITH THE STUDENTS.
WE PLAYED A LITTLE ICEBREAKER GAME WITH SOME OF THE KIDS, SO THAT WAS REALLY, REALLY JUST GREAT TO SEE THE LEVEL OF SUPPORT, ESPECIALLY AT THE HUB AND SEEING, YOU KNOW, IT'S NOT JUST ABOUT TEACHING AND LEARNING, IT'S ALL OF THE THINGS THAT OUR STUDENTS NEED TO BE SUCCESSFUL.
SO REALLY THANKFUL FOR THAT, AND FINALLY, JUST WANTED TO SHARE AS ALSO A POTENTIAL PROFESSIONAL DEVELOPMENT OPPORTUNITY FOR OTHER TEACHERS, BUT I'M EXCITED TO ANNOUNCE THAT THE PRESS RELEASE WAS SHARED.
I'VE BEEN SELECTED TO BE PART OF THE 15TH COHORT OF THE GROSVENOR TEACHER FELLOWSHIP, WHICH IS A PARTNERSHIP WITH NATIONAL GEOGRAPHICS AND LINDBLAD EXPEDITIONS AND SO I LOOK FORWARD TO EMBARKING ON AN EXPEDITION TO ANTARCTICA AND I'LL BE BRINGING BACK THAT EXPERIENCE AND CAPTURING IT WITH ALL KINDS OF TECHNOLOGY DEVICES AND BRINGING THAT BACK TO SHARE WITH OUR SANTA CLARA COUNTY STUDENTS AND SCHOOLS AND COMMUNITY.
TRUSTEE MAH. THANK YOU PRESIDENT CHON.
I DID A LOT OF THINGS THAT EVERYONE ELSE HAS KIND OF DONE, BUT I'LL JUST MENTION IT QUICKLY.
THE ESCUELA POPULAR GRADUATING SENIORS SPEECHES WERE REALLY INCREDIBLE.
THERE WAS AMAZING CONFIDENCE IN ALL OF THESE STUDENTS WHO WERE REALLY ENGLISH LANGUAGE LEARNERS, MANY OF THEM IMMIGRANTS, WHO DESCRIBED THEIR STORIES WITH GREAT ARTICULATION AND INSPIRATION AND TALKING ABOUT THEIR MULTIPLE STRUGGLES TO GET THEIR HIGH SCHOOL GRADUATION, HIGH SCHOOL DEGREE, AND WITH SO MANY PLANS FOR HIGHER EDUCATION.
SO IT WAS REALLY A VALUABLE AND WORTHWHILE PARTICIPATION.
I ALSO ATTENDED THE MULTILINGUAL CELEBRATION WHERE ASSEMBLY MEMBER ALEX LEE SPOKE.
THANK YOU. THANK YOU, TRUSTEE MAH.
FOR MY REPORT I DID ATTEND THE ACE PUBLIC SCHOOLS.
LET ME SEE THE, THE ACE PUBLIC SCHOOL 10TH ANNIVERSARY CELEBRATION.
I WAS ABLE TO WATCH THE STUDENT PRESENTATION AND THEIR PLAY ABOUT BLANCA ALVARADO, AND IF I'M REMEMBERING CORRECTLY, THESE STUDENTS ACTUALLY WROTE THE PLAY THEMSELVES , AND SO THEY WROTE AND PERFORMED IT.
SO IT WAS JUST REALLY AMAZING TO SEE THEIR PERFORMANCE AND HOW WELL IT WAS PUT TOGETHER, AND IT BEING PRESENTED AT THE MEXICAN HERITAGE CENTER WAS IT WAS REALLY AMAZING TO JUST SEE THOSE STUDENTS.
BEST PART OF THE WORK THAT WE DO IS SEEING THE STUDENT WORK.
SO THAT WAS REALLY I REALLY ENJOYED THAT, AND THEN THAT WEEK ON FRIDAY, I ALSO ATTENDED THE EVENT AT SAN JOSE STATE UNIVERSITY, WHICH REALLY TOLD THE STORY OF HOW THE ASIAN-AMERICAN STUDIES DEPARTMENT CAME TO BE THERE AND BEING ABLE TO JUST MEET SO MANY OF THE INFLUENTIAL PEOPLE WHO HELPED DRIVE THAT AND STUDENTS WHO ARE NOW ABLE TO PARTICIPATE WITH THAT MAJOR AND THOSE STUDIES AND JUST SEEING HOW MUCH IT'S AFFECTED OUR ASIAN AMERICAN COMMUNITY WITHIN SAN JOSE AND THE STUDENTS OF SAN JOSE STATE.
SO VERY NICE WAY TO KICK OFF AAPI MONTH AND THE MONTH OF MAY, EVEN THOUGH THAT WAS IN APRIL, BUT YOU KNOW PREPPING AND YESTERDAY I ALSO GOT TO ATTEND AND VISIT LIKE TRUSTEE BERTA SAID THE ANNE DARLING AND HEAD START AS WELL AS THE OYA PROGRAM, AND JUST SEEING
[00:50:01]
WHAT OUR COUNTY DOES FOR OUR EARLIEST LEARNERS AS WELL AS ALL THE WAY TO OUR STUDENTS AT OYA AND HOW WE HELP JUST SUPPORT THE WHOLE CHILD AND NOT JUST FOCUSING ON ACADEMICS WAS MY BIGGEST TAKEAWAY FROM FROM YESTERDAY'S VISIT.SO I VERY MUCH APPRECIATED THAT, AND I THINK THAT'S IT FOR COUNTY BOARD MEMBER REPORTS.
WE WILL NOW MOVE TO INFORMATION ITEMS.
[A. Charter Schools Update]
DR. DEWAN, COULD YOU PLEASE INTRODUCE THIS ITEM? YES, OUR INFORMATION ITEM THIS EVENING IS OUR CHARTER SCHOOLS UPDATE.EXECUTIVE DIRECTOR MEFULA FAIRLEY WILL PROVIDE THE UPDATE.
WELCOME. GOOD EVENING, PRESIDENT CHON, TRUSTEES SUPERINTENDENT DEWAN, STAFF AND COMMUNITY.
I HAVE TWO ITEMS TO UPDATE YOU ON THIS EVENING.
FIRST IS SUMMIT PUBLIC SCHOOLS ON APRIL 18TH, 2023.
THE SANTA CLARA COUNTY OFFICE OF EDUCATION SENT SUMMIT PUBLIC SCHOOLS A LETTER OF CONCERN, AND WE REQUESTED THAT SUMMIT PROVIDE ITS RESPONSES BY TODAY.
THIS MORNING, WE DID RECEIVE AN EMAIL FROM DIANE TAVENNER, WHICH WAS RELATED TO A COUPLE OF THE CONFLICT OF INTEREST ISSUES IN OUR LETTER OF CONCERN, AND SHE ALSO SUBMITTED A PUBLIC RECORDS ACT REQUEST THIS EVENING.
IN FACT, DURING THIS MEETING, WE RECEIVED THE FORMAL RESPONSE FROM SUMMIT AND WE WILL REVIEW THE INFORMATION PROVIDED AND WE'LL BE ABLE TO DETERMINE OUR NEXT STEPS AFTER REVIEWING THAT INFORMATION.
THE SECOND ISSUE I WANTED TO GIVE YOU AN UPDATE ON IS SB 739.
AT YOUR LAST MEETING, I TALKED ABOUT THIS PROPOSAL WHICH WOULD HAVE EXTENDED THE CHARTER SCHOOL TERMS FOR AN ADDITIONAL TWO YEARS.
THE SENATE EDUCATION COMMITTEE MET ON APRIL 26TH AND VOTED ON AND AMENDED THE BILL.
IT IS NOW AMENDED TO EXTEND CHARTER SCHOOL TERMS FOR ONE YEAR, NOT TWO YEARS, AND TO CONTINUE TO HAVE THEY STRUCK ALL OF THE LANGUAGE RELATED TO VERIFIED DATA.
SO THE VERIFIED DATA PROVISION WILL SUNSET ON JULY 1ST, 2026 AND THAT IS ALL I HAVE FOR YOU THIS EVENING.
EXECUTIVE DIRECTOR FAIRLEY, IF I COULD JUST ADD THAT FOR SENATE BILL 739 SO IT PASSED OUT OF THAT COMMITTEE WITH THOSE AMENDMENTS AND WILL MOVE ON TO THE SUSPENSE FILE AND APPROPRIATIONS.
THANK YOU. ALL RIGHT, THANK YOU, DIRECTOR FAIRLEY, FOR THE UPDATES.
THIS WILL NOW BRING US TO CLOSED SESSION.
[8. CLOSED SESSION]

[A. Committee members may provide or report on recent committee activities.]
MOVING ON TO AGENDA ITEM NUMBER TEN BOARD MEMBER COMMITTEE REPORTS.[00:55:04]
VICE PRESIDENT SREEKRISHNAN WOULD YOU PLEASE SHARE ABOUT THE POLICY DEVELOPMENT SUBCOMMITTEE? YES, SO THE POLICY DEVELOPMENT SUBCOMMITTEE MET TODAY AND WE FOCUSED ON ONE ITEM, AND THIS IS SOMETHING THAT WILL BE COMING TO OUR FULL BOARD.IT'S AN UPDATE TO OUR BOARD POLICY REGARDING THE EXPANSION OF THE LEVINE ACT THROUGH STATE LAW AND A NEW LAW THAT WENT INTO EFFECT JANUARY OF THIS YEAR REGARDING CONFLICT OF INTEREST.
THE LEVINE ACT PROHIBITS AN OFFICER OF AN AGENCY, INCLUDING MEMBERS OF OUR BOARD, FROM ACCEPTING, SOLICITING OR DIRECTING A CONTRIBUTION OF MORE THAN $250 FROM ANY PARTY OR PARTICIPANT WHILE A PROCEEDING INVOLVING A LICENSE PERMIT OR OTHER ENTITLEMENT FOR USE IS PENDING BEFORE THE AGENCY IN THE 12 MONTHS PRIOR TO THE DECISION, AS WELL AS 12 MONTHS AFTER.
SO WE LOOKED THROUGH OUR POLICY, A BOARD POLICY UPDATE ON THAT, THAT THE SUBCOMMITTEE APPROVED AND THAT WILL BE COMING TO OUR FULL BOARD, AND I BELIEVE OUR NEXT POLICY DEVELOPMENT SUBCOMMITTEE MEETING IS AUGUST 2ND.
THANK YOU VICE PRESIDENT SREEKRISHNAN.
ARE THERE ANY COMMITTEE REPORTS I MAY HAVE MISSED? OKAY, THANK YOU FOR THAT REPORT.
WE'LL MOVE TO THE NEXT AGENDA ITEM, THE SUPERINTENDENT'S REPORT.
[A. The superintendent may give a report on any activities related to her duties.]
DR. DEWAN. THANK YOU.SO JUST HAVE A FEW ITEMS TO UPDATE THE BOARD IN MY SUPERINTENDENT REPORT I WANTED TO SHARE THAT I PRESENTED AT A CLIMATE RESILIENT SCHOOLS POLICY FORUM AND SERVED AS A PANELIST WHERE WE SHARED ADDITIONAL INFORMATION AND SPECIFICS FROM OUR CLIMATE RESILIENT SCHOOLS REPORT AND ALSO PROVIDED SOME SPECIFIC INFORMATION ABOUT HOW SCHOOLS CAN BECOME MORE CLIMATE RESILIENT AND SOME OF THE THINGS THAT MIGHT BE NEEDED IN POLICY AND FUNDING TO MAKE THAT A REALITY.
I ALSO RECENTLY ATTENDED THE CITY OF SAN JOSE'S VISION ZERO TASK FORCE, AND THIS TASK FORCE LOOKS AT THE INCIDENCE OF ACCIDENTAL DEATHS WHEN THOSE OCCUR DUE TO VEHICULAR ACCIDENTS ON PATHWAYS AND ROADS IN THE CITY OF SAN JOSE, AND WE SPECIFICALLY RECEIVED A REPORT ABOUT SAFE ROUTES TO SCHOOL AND SOME OF THE INCIDENTS THAT LOSS THAT HAVE OCCURRED NEAR AND AROUND OUR SCHOOL DISTRICTS AND THE CITY WILL BE LOOKING AT IMPLEMENTING SOME RECOMMENDATIONS TO ADD SOME SAFER CROSSWALKS AND ATTEMPTING TO EXPAND THE RESOURCES FOR SIDEWALKS AND SOME OF THE PARTS OF THE CITY WHERE THERE ARE CURRENTLY NO SIDEWALKS.
WE ALSO HOSTED THE BILINGUAL, MULTILINGUAL LEARNER ADVOCACY SHOWCASE.
I SPECIFICALLY WANTED TO ALSO MENTION THAT DURING THIS YEAR'S ADVOCACY SHOWCASE, WE UPDATED OUR LIST OF SCHOOL DISTRICTS WHO HAVE ADOPTED SPECIFIC RESOLUTIONS IN SUPPORT OF BILINGUAL AND MULTILINGUAL LEARNERS, AND I WANT TO THANK THE TRUSTEES WHO WERE ABLE TO JOIN FOR OUR BOARD MEMBERS SITE VISITS TO HEAD START, SPECIAL EDUCATION AND OPPORTUNITY YOUTH ACADEMY, AS WELL AS THANK ALL OF THE ADMINISTRATORS AND STAFF WHO MADE THOSE VISITS POSSIBLE, INCLUDING DR.
BONDURIS, OUR ASSISTANT SUPERINTENDENT.
IF YOUR SCHEDULE ALLOWS FOR OUR MAY 25TH STAFF RECOGNITION EVENT.
IT WILL BE HELD HERE AT THE RITTER PARK LOCATION, AND IT'S JUST A WONDERFUL OPPORTUNITY TO CELEBRATE OUR RETIREES AND THOSE WHO'VE HAD LONG SERVICE, AS WELL AS SOME OF OUR STAFF WHO'VE RECEIVED SPECIAL RECOGNITIONS.
DURING THIS SESSION, WE'LL BE SEEKING INPUT TO HELP INFORM THE STATE'S DIGITAL EQUITY PLAN, AND FINALLY, IT IS THAT TIME OF YEAR WHERE GRADUATIONS WILL START TO OCCUR, AND WE'VE PROVIDED THE INFORMATION ABOUT GRADUATIONS IN THE SUPERINTENDENT'S WEEKLY.
[01:00:07]
THEY'RE A WONDERFUL OPPORTUNITY TO CELEBRATE OUR STUDENTS.DEWAN. MOVING ON, THAT BRINGS US TO ITEM 12A OUR CONSENT INFORMATION ITEM.
[A. Employee Compensation Increase Per EC 1302 (a)]
TRUSTEE MAH, YOU PULLED THIS ITEM? THANK YOU PRESIDENT CHON.YEAH, I HAD A COUPLE OF QUESTIONS ABOUT THIS ITEM.
SO BEFORE WE JUST, YOU KNOW, PASS IT ON, I WAS WONDERING, LET'S SEE, I WROTE THESE QUESTIONS DOWN.
I WAS WONDERING HOW MANY OF THESE POSITIONS, I MEAN, THEY'RE STATED AS NEW POSITION.
ARE THEY ACTUALLY NEW POSITIONS OR NEW POSITION TITLE? I JUST WANT TO GET CLARITY ON THAT.
YEAH. THANK YOU. NO, THIS IS AN EMPLOYEE WHO HAS A NEW POSITION TITLE SO IT'S A PROMOTION.
SO THEY MOVED FROM ONE POSITION INTO A NEW POSITION.
CORRECT. SO, FOR EXAMPLE, LOOK AT ITEM NUMBER SEVEN, CUSTODIAN LEAD, THE PERSON WAS LIKELY ORIGINALLY A CUSTODIAN AND THEIR ANNUAL SALARY WAS LISTED THERE IN THAT POSITION LEAD, BUT NOW THEY'RE THE CUSTODIAN LEAD, AND SO THEY HAVE A NEW ANNUAL SALARY. SO I GUESS MY OTHER QUESTION THEN IS HOW MANY OF THESE PROMOTION OPPORTUNITIES WERE ACTUALLY POSTED SUCH THAT THEY WERE OPEN TO ALL EMPLOYEES TO APPLY FOR? ALL OF OUR POSITIONS ARE POSTED.
SO THESE WERE ALL ADVERTISED INSIDE AND OUTSIDE THE COE.
THEY ARE AND DEPENDING ON THE POSITION AND A VARIETY OF WAYS, SOMETIMES THEY'RE ADVERTISED, IF THEY'RE CLASSIFIED POSITIONS, THEY'RE POSTED IN OUR CLASSIFIED BULLETIN.
SO WE ADVERTISE VERY BROADLY, INCLUDING LIKE NEOGOV AND LINKEDIN, FACEBOOK.
WE UTILIZE A NUMBER OF WAYS TO POST.
COULD WE FIND OUT WHAT THE GENERAL DEMOGRAPHICS ARE FOR THE APPLICANTS AND THE AND THE APPLICANTS WHO GOT THE PROMOTION? I'LL TAKE THAT QUESTION UNDER ADVISEMENT WITH COUNSEL.
I THINK, VICE VICE PRESIDENT SREEKRISHNAN, DID YOU HAVE A QUESTION OR COMMENT? YEAH, JUST COMMENT. SO OR MAYBE A QUESTION TOO.
SO THEY'RE ALL PROMOTIONS? OKAY. YEAH, THEY'RE ALL CURRENT EMPLOYEES WHO SUCCESSFULLY PROMOTED INTO A HIGHER LEVEL POSITION , AND THEN I HAVE JUST KIND OF A FOLLOW UP CLARIFICATION QUESTION ON YOUR LAST QUESTION, TRUSTEE MAH ARE YOU ASKING FOR LIKE THE ETHNIC BACKGROUND OF EVERY PERSON THAT APPLIED FOR THESE POSITIONS? YEAH JUST KIND OF THE DEMOGRAPHIC INFORMATION, ETHNICITY, IF THAT'S SOMETHING THAT WE TRACK, WHICH I THINK I MEAN, ARE WE ALLOWED TO ASK THAT INFORMATION IN AN APPLICATION? AND SO I THINK THAT AS WE DO, AND I DON'T KNOW FOR SURE, BUT AS WE DO RECRUITING, FOR INSTANCE, FOR OUTREACH, THAT WE DO TARGET DIFFERENT DEMOGRAPHICS, AND SO THE RESULTS OF THAT TARGETING IS SOMEHOW IDENTIFIED.
I MEAN, YEAH, THERE ARE A LOT OF HR SPECIFIC LEGAL REQUIREMENTS ABOUT WHAT WE'RE ALLOWED TO REQUIRE APPLICANTS TO PROVIDE AND ALSO RESTRICTIONS AROUND HOW WE MANAGE THE RECRUITMENT TO ENSURE THAT THERE'S NO DISCRIMINATION.
OKAY, BECAUSE THIS WAS PULLED WE DON'T NEED TO TAKE ACTION ON IT, THOUGH.
THAT DOES BRING US TO ADJOURNMENT, BUT I DID WANT TO TAKE A POINT OF PERSONAL PRIVILEGE, AS APRIL 26TH WAS OUR ADMINISTRATIVE PROFESSIONAL DAY.
SO I WANTED TO TAKE A MOMENT TO THANK CARMEN, WHO STAYS, YOU KNOW, PAINSTAKINGLY THROUGH ALL OF OUR MEETINGS AND STAYS LATE WITH US, AND WE HAVE A SMALL GIFT FOR YOU.
[01:05:03]
SO I WANTED TO GIVE YOU THAT.THANK YOU, CARMEN, AND THAT NOW BRINGS US TO ADJOURNMENT.
I DIDN'T EVEN FINISH MY SENTENCE YET.
[CHUCKLING] THE NEXT SANTA CLARA COUNTY BOARD REGULAR MEETING IS SCHEDULED FOR MAY 17TH.
THANK YOU TRUSTEE DI SALVO FOR MOTIONING TO ADJOURN.
A SECOND? A SECOND FROM TRUSTEE ROCHA.
WE ARE NOW ADJOURNED. THANK YOU.
THANK YOU, TRUSTEES. HAVE A GREAT EVENING.
