JERRY IS AN INSPIRATIONAL STUDENT WHO HAS STAYED MOTIVATED, MOTIVATED, DESPITE EXPERIENCING HARDSHIPS.

LIKE MANY STUDENTS, JERRY UNDERWENT CHALLENGES THROUGHOUT THE COVID PANDEMIC, BUT WITH SUPPORT FROM HIS TEACHERS AND THROUGH PERSONAL REFLECTION, HE DEVELOPED A MOTIVATION TO EXCEL.

WITH HIS YOUNGER SIBLINGS WHO ARE HERE IN THE AUDIENCE TONIGHT--RAISE YOUR HAND, YOUNGER SIBLINGS.

THANK YOU. WITH HIS YOUNGER SIBLINGS IN MIND, JERRY WORKED TO IMPROVE HIS ACADEMICS AND FOCUS ON SCHOOL.

HE ALSO HAS DEMONSTRATED LEADERSHIP SKILLS THROUGH HIS WORK IN DRAMA CLASS.

JERRY'S DRAMA TEACHER SHANNON [INAUDIBLE] SHARED THAT JERRY IS A TEAM PLAYER WHO WORKS WELL WITH HIS PEERS.

JERRY HAS PERSEVERED THROUGH SCHOOL, WORKING HARD TO RECOVER CREDITS AND IMPROVE HIS ATTENDANCE, ALLOWING HIM TO GRADUATE IN JUNE 2023.

THAT'S NEXT MONTH! HE WILL ATTEND EVERGREEN COMMUNITY COLLEGE IN THE FALL TO PLAY SOCCER AND PURSUE A CAREER IN SOCIAL WORK.

I AM A SPECIAL ED TEACHER AND A GENERAL EDUCATION TEACHER, AND I CURRENTLY WORK FOR OPPORTUNITY YOUTH ACADEMY, AND I'M ALSO THE CHAPTER PRESIDENT FOR ACE, AND I'M SARAH [INAUDIBLE], OCCUPATIONAL THERAPIST AND SEIU CHAPTER PRESIDENT.

ACE AND SEIU ARE UNITED FOR STUDENT AND STAFF SAFETY AND ARE DEMANDING RESPECT AND A CHANGE TO ON SITE SAFETY FOR STUDENTS AND EDUCATORS.

WE NEED SAFE CLASSROOMS FOR EVERY STUDENT AND EDUCATOR.

TO BE CLEAR, WE DO NOT BLAME THE STUDENTS FOR ANYTHING.

THE SITUATION IS NOT THE STUDENT'S FAULT, BUT INSTEAD IS A RESULT OF MANAGEMENT'S FAILURE TO PROVIDE APPROPRIATE STUDENT SPECIFIC TRAINING, STUDENT SPECIFIC SUPPORTS AND RESOURCES, INCLUDING STAFF, TO MEET OUR STUDENTS NEEDS AND TO ENSURE EVERYONE IS SAFE AT SCHOOL.

ALL SCCOE EDUCATORS ARE UNITED IN OUR DEMAND FOR SCCOE TO STAFF OUR CLASSROOMS ADEQUATELY AND APPROPRIATELY TO ENSURE STUDENT SAFETY.

WE'RE PARTICULARLY CONCERNED THAT MANAGEMENT CONSIDERS IT APPROPRIATE FOR A SINGLE ADULT STAFF MEMBER TO ASSIST STUDENTS IN THE RESTROOM ALONE AND REFUSING TO ACKNOWLEDGE THEIR OWN 2015 DIRECTIVE THAT NO ADULT STAFF SHOULD EVER BE SOLO WITH STUDENTS WITH A HISTORY OF SERIOUS LIFE ALTERING INJURIES TO STUDENTS AND STAFF, HOW MANY MORE WILL IT TAKE FOR SCCOE MANAGEMENT TO MAKE A CHANGE? WITH HUNDREDS OF REPORTED INJURIES PER YEAR TO A STUDENT AND STAFF, WE DEMAND THAT COE MANAGEMENT IMPLEMENT CALOSHA DIRECTIVES TO ENSURE THE SAFETY AND WELL-BEING OF ALL STUDENTS AND STAFF.

WHEN ANYONE EXPERIENCES A PREVENTABLE INJURY AND NO ADDITIONAL SUPPORT IS PROVIDED AFTER THE INCIDENT, WE ARE VIOLATING OUR STUDENTS AND STAFF'S RIGHTS TO SAFETY.

EVEN OUR MANDATED PROACTIVE DE-ESCALATION TRAINING STATES THAT WE SHOULD DEBRIEF AND DETERMINE WHAT ADDITIONAL SUPPORTS ARE NECESSARY AFTER A SERIOUS INCIDENT.

WE CAN AND MUST DO BETTER FOR OUR STUDENTS AND OUR STAFF BY PROVIDING THE APPROPRIATE STAFFING AND SAFETY MECHANISMS SO WE CAN SUPPORT STUDENTS IN OUR PROGRAMS AND IN INCLUSIVE SETTINGS. INCLUSION WORKS WHEN STUDENTS ARE SUPPORTED, NOT DROPPED INTO GENERAL EDUCATION CLASSROOMS WITHOUT THE SUPPORT NECESSARY FOR THEIR SUCCESS AND EVERYONE'S SAFETY.

WE NEED SAFE CLASSROOMS FOR EVERY STUDENT AND EDUCATOR.

CALIFORNIA'S VISION FOR UNIVERSAL PRE-K FOR ALL FOUR YEAR OLDS WILL BE ACCOMPLISHED BY UTILIZING THE EXISTING EARLY LEARNING AND CARE ELC MIXED DELIVERY SYSTEM.

EXPANDED TK IS NOT INTENDED TO REPLACE THE SYSTEM.

IT SPECIFICALLY CLARIFIES, AS PER ED CODE, THAT PARENTS CAN CONTINUE TO CHOOSE A PRESCHOOL OR CHILD CARE PROGRAM, INCLUDING SPECIAL EDUCATION PRESCHOOL INSTEAD OF TK, EVEN IF THEIR CHILD IS AGE ELIGIBLE FOR TK.

WHY THEN IS SCCOE SPED ADMINISTRATION PERPETUATING FALSEHOODS, TELLING PARENTS THEIR TK-ELIGIBLE STUDENTS ARE NO LONGER ELIGIBLE FOR PRESCHOOL PROGRAMS. WHY ARE THEY DISCRIMINATING AGAINST STUDENTS WITH SPECIAL NEEDS AND THEIR FAMILIES DENYING THEM THEIR LEGISLATIVELY PROTECTED CHOICE? THE CDE STATES THAT TK IS INTENDED TO BE DEVELOPMENTALLY APPROPRIATE FOR FOUR YEAR OLDS AND THAT THE CURRICULUM BE BASED ON THE PRESCHOOL LEARNING FOUNDATIONS.

WHY, THEN HAS THE SCCOE SPED DEPARTMENT INSISTED ON MOVING STUDENTS TO TK THROUGH TWO CLASSROOMS WHERE THEY HAVE FAILED TO PROVIDE DEVELOPMENTALLY APPROPRIATE MATERIALS, FURNITURE, PLAYGROUNDS AND CURRICULUM, LET ALONE SAFE ENVIRONMENTS WHERE BASIC NEEDS ARE MET.

WHY IS THE SCCOE ALSO VIOLATING ED CODE ON LENGTH OF DAY FOR TK AND KINDER STUDENTS? OUR GOVERNOR HAS BUDGETED $500 MILLION TO SUPPORT THE INCLUSIVE EARLY EDUCATION EXPANSION PROGRAM, OF WHICH THE SCCOE HAS BEEN GRANTED WELL OVER $5 MILLION.

I HAVE BEEN UNABLE TO FIND OUT HOW THE SCCOE IS USING THIS MONEY DESIGNATED FOR THE INCLUSION OF STUDENTS WITH SPECIAL NEEDS, INCLUDING THOSE WITH SEVERE DISABILITIES AND BIRTH THROUGH PRESCHOOL PROGRAMS, BUT I DO KNOW THAT PRESCHOOL-AGED STUDENTS ARE BEING MOVED AWAY FROM EXISTING, TRULY INCLUSIVE ENVIRONMENTS INTO TK PROGRAMS WHERE THERE HAS BEEN NO SUPPORT FOR INCLUSION THROUGH COMPREHENSIVE POLICIES, PROCEDURES AND TRAININGS, AND WHERE DISTRICTS ARE ALLOWED TO DECIDE IF, WHEN AND HOW MUCH TO ACCEPT OUR PRESENCE AS MORE THAN MERE RENTERS OF CLASSROOM SPACE.

THE DISCRIMINATION.

I AM READING THIS TONIGHT FOR A COLLEAGUE WHO WISHES TO REMAIN ANONYMOUS.

IT WAS MY SECOND DAY OF WORK AND I WAS WALKING WITH THE THIRD GRADE STUDENT FROM THERAPY BACK TO CLASS.

AS WE LEFT THE THERAPY ROOM, I NOTICED A HIGH SCHOOL STUDENT IN THE COURTYARD WITH A PARAEDUCATOR.

I THOUGHT NOTHING OF IT AND CONTINUED TO WALK WITH THE STUDENT.

THE DOOR TO THE STUDENT'S CLASSROOM WAS LOCKED, SO I KNOCKED ON THE DOOR AND WAITED FOR US TO BE LET IN.

SUDDENLY I HEARD THE PARAEDUCATOR BEHIND ME SHOUT, WATCH OUT! AND I TURNED TO SEE THE HIGH SCHOOLER RUNNING AT US IN FULL SPEED.

INSTINCTIVELY, I PLACED MYSELF BETWEEN THE THIRD GRADER AND THE HIGH SCHOOLER.

BEFORE I COULD REACT, THE HIGH SCHOOLER PUNCHED ME IN THE FACE BETWEEN THE EYES.

WHEN I REPORTED THIS INCIDENT TO THE ADMINISTRATION, I WAS TOLD, EVERYONE KNOWS THAT IF THAT STUDENT IS OUT OF CLASS, EVERYONE SHOULD REMAIN INSIDE.

EVERYONE KNEW THAT EXCEPT ME, THE NEW EMPLOYEE.

A SHORT EMAIL OR CONVERSATION COULD HAVE PREVENTED THIS INCIDENT, BUT MY PRINCIPAL NEVER BOTHERED TO LET ME KNOW.

AS AN ITINERANT STAFF, NOW I AM ON ALERT IF I HEAR FOOTSTEPS BEHIND ME, I LOOK OVER MY SHOULDER TO ENSURE THAT I DO NOT GET HIT AGAIN.

UNFORTUNATELY, THIS CULTURE OF SILENCE CONTINUES.

ITINERANT STAFF AND SUBSTITUTES ARE NOT WARNED OF STUDENTS WHOSE BEHAVIORS MAY CAUSE INJURIES TO THEMSELVES OR OTHERS, AND WE ARE NOT WARNED OF THEIR TRIGGERS.

IN THE PAST COUPLE OF YEARS, THE SPECIAL EDUCATION DEPARTMENT HAS BEEN TAKING IN NEW STUDENTS AND PLACING THEM IN CLASSROOMS WITHOUT STAFF EVER SEEING THEIR IEPS, PREVENTING STAFF FROM ACCESSING VITAL INFORMATION THAT COULD PREVENT INJURIES WHEN INCIDENT REPORTS ARE COMPLETED.

THE ADMINISTRATION HAS NO PLAN TO PREVENT THIS SPECIFIC INCIDENT FROM HAPPENING AGAIN.

IN OUR PRO ACT CLASSES, WE ARE TAUGHT TO KNOW THE STUDENTS, BUT HOW CAN WE KNOW THE STUDENTS IF VITAL INFORMATION IS KEPT FROM US? STUDENTS AND STAFF DESERVE SAFETY.

EFFECTIVE EDUCATION CANNOT OCCUR WITHOUT SAFETY.

ON FEB 6, 2019, MY STUDENTS HAD GONE OUTSIDE.

HOWEVER, AFTER BEING HURT ON THE JOB AND WITNESSING SEVERAL INCIDENTS, I HAVE LEARNED THAT NO, IT'S NOT PART OF MY JOB.

I NO LONGER WANT TO STAY SILENT, ESPECIALLY WHEN IT CONCERNS MY STUDENTS AND MY STAFF SAFETY.

BACK IN 2018, WHILE ON A WALK, I WAS PHYSICALLY ATTACKED BY AN ADULT STUDENT JUST LIKE THIS AND BECAUSE I TOLD HIM NOT TO PICK UP A DIRTY SOCK FROM THE GROUND.

AS HE ATTACKED ME, I STILL DIDN'T LET HIM GO BECAUSE HE HAD A HISTORY OF ELOPING.

IT TOOK FOUR STAFF TO GET HIM OFF ME AND I WAS SENT TO THE HOSPITAL THAT DAY, BECAUSE OF THE PAIN AND THAT LATER THAT NIGHT AND THAT NEXT DAY, I HAD A LOT OF BRUISES ON MY BACK, AND FOR YEARS AFTER THIS EVENT, I'VE HAD TO LIVE WITH THOSE SHOULDERS AND NECK PAINS. TWO YEARS AGO, I WAS ALMOST HIT BY A BUS AND I DON'T HAVE ENOUGH TIME, BUT IT WAS PRETTY TRAUMATIC.

IT WAS SO BAD AND CRITICAL THERE WAS A NEED TO PRACTICALLY DO A LOCKDOWN AT OUR SITE.

MIND YOU, THE UNPREPAREDNESS AND DIRECTIVES THAT WERE GIVEN OR NOT EVEN HEARD IN ORDER TO PROTECT OUR STUDENTS AND STAFF.

HESTER HAD AN EMERGENCY MANDATORY MEETING WEDNESDAY AND THURSDAY TO GO OVER ISSUES THAT COULD HAVE BEEN BETTER.

WHAT COULD HAVE BEEN BETTER AT THAT MOMENT OF THE ISSUE? IT REALLY SADDENS ME TO HEAR THE DIRECTOR OF SPECIAL ED, JENNIFER ANN, COME ON TO MY SITE AND STATE, WE HAVE THESE MEETINGS SO WE CAN TALK ABOUT ISSUES AND CONCERNS ON HOW TO MAKE SCHOOLS BETTER.

WELL, I'M HERE TO TELL YOU THAT'S A LIE, BECAUSE IN 25 YEARS I HAVE NEVER SEEN SOMEONE FROM THE COUNTY STEP ON OUR SIDE TO HELP ME WITHIN SAFETY ISSUES.

THIS IS THE FIRST TIME.

IT TOOK THIS INCIDENT TO HOLD AN EMERGENCY MEETING, BUT YET A YEAR AGO, WHEN MY TEACHER AND AIDE WERE PUSHED, PULLED AND THROWN INTO A BUSY STREET INTO A MOVING BUS BUS THAT COULD HAVE KILLED THEM.

IS THIS NOT ENOUGH? WAS THAT NOT ENOUGH TO HOLD AN EMERGENCY MEETING? THEY COULD HAVE DIED, AND I'M TIRED OF HEARING EVERYONE ON MY SCHOOL CAMPUS SAYING THAT I SIGNED UP FOR IT.

I DIDN'T SIGN UP FOR IT.

I SIGNED UP BECAUSE MY BROTHER HAS AUTISM AND I WANTED TO LEARN.

SINCE I WASN'T ABLE TO GET AN EDUCATION, I WANTED TO LEARN AND HELP MY MOM HAVE MY BROTHER SUCCEED IN LIFE, AND THAT'S WHAT MY HEART CALLED ME OUT TO WORK FOR THE COUNTY WITH THE CIRCLE AND THE NEEDS.

I WANTED TO SHARE SOME OF THE PHOTOS OF MY INJURIES THAT I'VE HAD OVER THE LAST 12 YEARS.

WE'LL START WITH TWO BLACK EYES.

I WAS TEACHING IN A HIGH SCHOOL CLASS AND A STUDENT CAME FROM BEHIND AND PUSHED ME TO THE FLOOR AND I HIT MY FACE ON THE FLOOR.

WHAT I DON'T HAVE A PICTURE OF IS ALSO THE ARM AND KNEE INJURIES THAT WENT WITH THAT ONE.

A FEW YEARS LATER, I HAD ONE OF MY STUDENTS THAT HURT MY HAND.

I SPENT A YEAR GOING THROUGH OT AND ACUPUNCTURE AND EVERYTHING ELSE BEFORE I FINALLY AGREED TO HAVE SURGERY.

SO THIS IS WHAT THAT LOOKED LIKE.

IN DECEMBER--THAT WAS MY LEFT HAND.

IN DECEMBER, ONE OF MY STUDENTS HURT MY RIGHT HAND.

THURSDAY, I HAD TO HAVE THE SAME SURGERY DONE ON MY RIGHT HAND.

SO THAT'S WHAT IT LOOKS LIKE UNDER THE BANDAGES.

I WAS ASKED TO GO AND HELP AT A MIDDLE SCHOOL BECAUSE THERE WAS AN EXTREMELY AGGRESSIVE STUDENT THERE, AND GENERALLY I'M KNOWN FOR BEING REALLY GOOD WITH STUDENTS WITH BEHAVIORS. SO IN THE FEW DAYS THAT I WAS THERE, HE DREW BLOOD AND THEN MY RIGHT AND LEFT ARMS WERE BRUISED PRETTY MUCH FROM THE WRIST TO THE ELBOW, AND THEN I HAD A STUDENT POST-SECONDARY STUDENT WHO WAS NEW.

HIS MOM TOLD ME THAT WHEN HE GOT UPSET, HE WOULD BOLT.

WHEN HE WOULD GET UPSET, HE'D HIT HIMSELF IN THE HEAD.

WE WERE WAITING FOR A BUS ON THE CORNER OF SAN CARLOS AND BASCOM.

HE GOT UPSET.

HE STARTED HITTING HIMSELF IN THE HEAD.

I STOOD IN FRONT OF HIM.

AFTER MY FINAL TODAY AT SAN JOSE STATE, I WENT HOME TO MY HOME, WHICH IS A BLOCK AWAY FROM WILLOW GLEN HIGH SCHOOL, AND THERE WERE ABOUT EIGHT SAN JOSE PD CARS ON MY STREET, ABOUT FOUR HOUSES AWAY FROM MY HOME, AND THEY HAD, I BELIEVE, WHAT WAS TO BE A STUDENT OR WHAT WAS PROBABLY A STUDENT AT WILLOW GLEN, WHAT'S BEEN REPORTED BY THE MERCURY NEWS.

SUBSEQUENT TO THAT TODAY AT AROUND 12:00 IS THAT HE WAS IN POSSESSION, STUDENT OF A GHOST GUN ON THE WILLOW GLEN HIGH SCHOOL CAMPUS FULLY LOADED.

I WANT TO COMPLIMENT THE ADULTS FROM THE SCHOOL RESOURCE OFFICERS THAT WERE INVOLVED IN CHASING THEM DOWN, APPARENTLY MY STREET AND. GETTING IN POSSESSION OF THE GHOST GUN AS WELL AS THE KNIFE THAT HE WAS CARRYING.

SO I THINK THAT IF GHOST GUNS ARE NOT PART OF THIS RESOLUTION, WE SHOULD THINK ABOUT THAT BECAUSE THOSE ARE GUNS ARE PIECES OR PARTS OF GUNS THAT COULD BE PURCHASED AT GUN SHOWS THAT ARE UNTRACEABLE, UNIDENTIFIABLE TO WHERE THEY WERE PURCHASED , BUT WE IN AMERICA ALLOW THAT TO HAPPEN, AND FROM WHAT I UNDERSTAND IS HE PUT THAT GUN TOGETHER AND BROUGHT IT TO SCHOOL.

I DON'T KNOW IF HE WAS A CURRENT STUDENT THERE OR NOT, BUT I THINK ANYTHING THAT WE COULD DO AND I'M WEARING THIS RIBBON IS RELATED TO THAT, RIGHT? YEAH. SO IT'S A REALLY IMPORTANT OPPORTUNITY FOR SCHOOLS TO HELP RAISE AWARENESS AND TO WORK WITH PARENTS ABOUT THE LAWS THAT ARE ALREADY IN EFFECT IN CALIFORNIA AND THAT COULD SUPPORT SAFETY OF OUR CHILDREN.

WHAT THIS DOES IS TAKE EXISTING UNDERSTANDING UNDER THE FPPC RULES AND REGULATIONS THAT LONG WERE KNOWN TO APPLY TO A NUMBER OF ELECTED OFFICIALS AND CLARIFIES THAT THOSE PROTECTIONS AND REQUIREMENTS ALSO APPLY TO LOCAL ELECTED OFFICIALS, INCLUDING MEMBERS OF SCHOOL BOARDS, COUNTY BOARDS OF EDUCATION, COUNTY BOARD OF SUPERVISORS AND OTHERS.

THIS NEW BOARD BYLAW REFLECTS THE REQUIREMENTS IN THE CODE AND PROVIDES SUPPORT WITH COMPLIANCE.

THE DEPARTMENTS WORK TOGETHER TO SUPPORT, COORDINATE, COLLABORATE AND ALIGN AS WE ADVANCE EQUITY AND ACCESS TO HIGH QUALITY EARLY CARE AND EDUCATION.

THIS EVENING'S PRESENTATION WILL PROVIDE YOU INFORMATION ON THE COUNTY OFFICE OF EDUCATION'S EFFORTS AROUND UNIVERSAL PRE-KINDERGARTEN OR UPK, THE TECHNICAL ASSISTANCE, RESOURCES AND PLANNING WE WILL OFFER TO SCHOOL DISTRICTS AND EARLY LEARNING PARTNERS IN THE YEARS AHEAD.

THE STATEWIDE UNIVERSAL PRE-KINDERGARTEN INITIATIVE IS AN OPPORTUNITY FOR SANTA CLARA COUNTY OFFICE OF EDUCATION TO CONTINUE IN ITS EFFORTS TO SUPPORT EARLY CARE AND EDUCATION.

UPK IS DEFINED AS UNIVERSAL PRE-KINDERGARTEN, A STATEWIDE EARLY LEARNING INITIATIVE WITH THE GOAL OF EXPANDING ACCESS TO PRE-KINDERGARTEN TO LEAS.

EARLY LEARNING OPTIONS INCLUDE INFANT AND TODDLER PROGRAMS, CHILD CARE, PRESCHOOL PROGRAMS AND TK THROUGH THIRD GRADE.

THERE'S A STATEWIDE EFFORT TO PROVIDE WHOLE CHILD SUPPORT FOR CHILDREN AND FAMILIES.

DECADES OF RESEARCH DEMONSTRATE THAT HIGH QUALITY EARLY LEARNING EXPERIENCES CAN HAVE LONG LASTING IMPACTS ON BOTH SHORT TERM AND LONG TERM OUTCOMES. CHILDREN BETWEEN THE AGES OF BIRTH THROUGH EIGHT ARE GOING THROUGH A VALUABLE AND VULNERABLE TIME IN THE HUMAN LIFE CYCLE. 90% OF A CHILD'S BRAIN IS DEVELOPED BY THE TIME A CHILD TURNS FIVE YEARS OLD.

DEVELOPMENTALLY APPROPRIATE PROGRAMS THROUGH EIGHT WILL CONTINUING DEVELOPMENTALLY APPROPRIATE PROGRAMS THROUGH AGE EIGHT WILL CREATE TRAJECTORIES FOR ALL LATER LEARNING.

UPK CAN SERVE AS A BRIDGE BETWEEN EARLY CARE SYSTEMS AND TK THROUGH 12TH GRADE SYSTEMS TO INCREASE STUDENTS' READINESS FOR SCHOOL SO ALL CHILDREN CAN THRIVE IN SCHOOL AND IN LIFE.

UNIVERSAL PRE-KINDERGARTEN IS AN EXPANSION OF THE STATE'S CURRENT MIXED DELIVERY SYSTEM THAT MEETS THE EARLY LEARNING AND CARE NEEDS OF THREE AND FOUR YEAR OLD CHILDREN AND THEIR FAMILIES.

IT INCLUDES ALL EXISTING STATE AND FEDERAL EARLY LEARNING PROGRAMS, PRIVATE CHILD CARE, AND EXTENDED LEARNING PROGRAMS. ON THE SLIDE HERE ON THE LEFT IN BLUE ARE EARLY LEARNING PROGRAMS IN THE MIDDLE AND LIGHT GREEN ARE THE EXPANDED LEARNING PROGRAMS, AND ON THE FAR RIGHT ARE CHILD CARE PROGRAMS. NEXT SLIDE, PLEASE.

THE TRANSITIONAL KINDERGARTEN TIMELINES GOAL IS TO ALLOW ALL FOUR YEAR OLDS TO BE ELIGIBLE TO ENROLL IN TK BY THE 2025-26 SCHOOL YEAR.

PLEASE NOTE THAT SOME LEAS ARE ENROLLING TK STUDENTS BEFORE THE IMPLEMENTATION TIMELINE.

THIS DECISION IS AT THE DISCRETION OF THE LEA.

NEXT, IN 2021, LEGISLATION WAS PASSED THAT REQUIRES ANY SCHOOL DISTRICT OPERATING A KINDERGARTEN PROGRAM TO ALSO PROVIDE A TK PROGRAM FOR ALL CHILDREN WHO TURN FOUR YEARS OLD BY SEPTEMBER 1ST OF THE YEAR 2025-26.

UPK PLANNING INCLUDES FIVE KEY AREAS VISION, COLLABORATION, WORKFORCE CURRICULUM INSTRUCTION AND ASSESSMENT AND FACILITIES.

UPK BRINGS TOGETHER TRANSITIONAL KINDERGARTEN AND ALL EXISTING STATE PRESCHOOLS CSPP AND HEADSTART, PRIVATE CHILDCARE AND EXPANDED LEARNING OPPORTUNITIES, INCLUDING BEFORE AND AFTER SCHOOL PROGRAMS ALL INTO THE SAME SYSTEM.

ABSOLUTELY, PARENTS HAVE AN OPTION AND WE'RE MAKING THAT VERY CLEAR IN ALL OF OUR PRESENTATIONS TO FAMILIES, TO DISTRICTS, THAT THE PURPOSE OF THE MIXED DELIVERY SYSTEM IS THAT PARENTS HAVE MORE OPTIONS TO CHOOSE FROM.

SO THERE IS DEFINITELY CSPP, HEAD START, PRIVATE CHILD CARE AND TK IS JUST ANOTHER OPTION FOR PARENTS TO CHOOSE FROM. THE OPTIONS ARE ONLY LIMITED BY ELIGIBILITY REQUIREMENTS.

SO A FAMILY, YOU KNOW, WOULD STILL NEED TO MEET ELIGIBILITY FOR HEAD START, FOR EXAMPLE, OR STATE PRESCHOOL ELIGIBILITY. SO BY ADDING SOME OF THESE ADDITIONAL PROGRAMS, WE'RE ABLE TO SERVE OR GIVE OPTIONS TO FAMILIES WHO MIGHT NOT OTHERWISE BE ELIGIBLE FOR HEAD START AND STATE PRESCHOOL. AND DOES THAT ALSO APPLY FOR STUDENTS WITH DISABILITIES? YES, ABSOLUTELY. I THINK THE GRAPHIC AROUND THE MIXED DELIVERY SYSTEM AND THE UMBRELLA OF PROGRAMS BY WHICH UNIVERSAL PRE-KINDERGARTEN WILL BE DELIVERED, ALL OR MOST OF THE PROGRAMS HAVE REQUIREMENTS OR ALLOW ALLOWANCES TO SERVE CHILDREN WITH SPECIAL NEEDS.

OKAY, AND THEN IN TERMS OF RESOURCES SPECIFIC TO PARENTS FOR HELPING THEM NAVIGATE THE MIXED DELIVERY SYSTEM, IS THAT GOING TO BE TIED INTO OR HOW WILL THAT BE ACCESSED BY PARENTS? YEAH, THAT'S DEFINITELY, AGAIN, WITH THE ENROLLMENT AND THE OUTREACH TO PARENTS AND THOSE SEEKING CARE UNDER UPK, I THINK.

AGAIN, WITH THE CONTEXT AND LOCAL EXPERTISE IN PARTICULAR WITH THE COUNTY OFFICE OF EDUCATION, CHILD CARE RESOURCE AND REFERRAL PROGRAM, AND BUILDING UP THAT EFFORT AROUND PROVIDING ALL THE INFORMATION PARENTS AND THOSE SEEKING CHILD CARE, THE THE NEEDS AND FOCUSING THAT EFFORT AROUND PROVIDING INFORMATION, INCOME ELIGIBILITY, OTHER REQUIREMENTS AND PROVIDING ALL THE INFORMATION AROUND THE DIFFERENT TYPES OF CHILDCARE AND EARLY LEARNING PROGRAMS UNDER UPK IS CONTEXT AND INFORMATION WE CAN ABSOLUTELY SHARE UNDER THIS MIXED DELIVERY SYSTEM WITH PARENTS.

SO WILL IT SHOW UP LIKE AS ANOTHER UNDER LIKE THE SEARCH, IS THAT GOING TO SHOW UP LIKE AS ANOTHER OPTION FOR PARENTS? I'M JUST TRYING TO BETTER UNDERSTAND THE WAY THAT IT'S GOING TO BE.

YEAH, I THINK THE SEARCH IS BASED ON PARENT NEEDS AND REQUIREMENTS, AND FROM THERE WE'LL BE ABLE TO SHARE A MENU OF OPTIONS BY WHICH TO SERVE CHILDREN IN HIGH QUALITY SETTINGS.

WE ALSO HOLD PARENT INFORMATION NIGHTS AS WELL AND PROVIDE A TREMENDOUS AMOUNT OF SUPPORT TO THE SCHOOL DISTRICTS AND INFORMATION, TECHNICAL SUPPORT, AND IN THOSE TRAININGS AND INFORMATION PIECES SUCH AS NEWSLETTERS AND OFFICE HOURS, WE DO REITERATE THAT THERE IS A PARENT CHOICE AND THAT THIS IS JUST ONE CHOICE.

WE HAVE TRAINING THROUGH THE PROGRAM FOR THE EPP PROGRAM TO HELP ACE CURRENT PROVIDERS EARN THEIR CREDENTIAL SO THEY CAN MOVE INTO TK IF THEY WOULD LIKE AND THERE ARE A NUMBER OF RESIDENCY PROGRAMS AS WELL.

WELL, I THINK THROUGH IT HAS BEEN A LOT HAS CHANGED FOR THE BETTER IN THE PAST TEN YEARS , AND I'M GLAD WE'RE IN A PLACE THAT WE'RE SPEAKING AROUND UNIVERSAL PRE-K, PRE-KINDERGARTEN AND SOMETHING THAT HAS BEEN ADVOCATED FOR AND SOUGHT FOR MANY YEARS, AND ESPECIALLY IN A HIGH COST COUNTY SUCH AS OURS, AND THROUGH THINGS LIKE UNIVERSAL PRE-K AND PILOT LEGISLATION, WE'VE BEEN ABLE TO SORT OF INFLUENCE THE A LOT OF ALLOWANCES AND ALLOWING HIGHER INCOME THRESHOLDS AND NOT RETURNING BACK FUNDS TO THE STATE IN ORDER TO SERVE CHILDREN AND FAMILIES THAT QUALIFY FOR STATE SUBSIDIES HERE IN THE COUNTY.

GIVEN THAT THERE IS A LOT MORE WORK TO BE DONE, I THINK THE CURRENT RESEARCH THAT WE DO THROUGH THE LPC AROUND HIGH PRIORITY ZIP CODES GIVES US A SENSE OR A PROXY OF THE CHILDREN THAT ARE QUALIFIED FOR SUBSIDIES, ALONG WITH OUR PARTNERS AND COLLEAGUES WITH HEAD START.

I KNOW THAT I THINK WE HAVE AN INKLING THAT THE LANDSCAPE HAS CHANGED OVER THE PAST FEW YEARS AND WITH WITH CHILD AND FAMILY POPULATION, BIRTH RATES. THAT'S ALL FORTHCOMING WITH OUR CHILD CARE AND CHILDCARE NEEDS ASSESSMENT.

WE'RE ALSO WORKING IN COLLABORATION AT THE COUNTY OFFICE WITH WORKFORCE AND WITH [INAUDIBLE], AND WE'RE ALIGNING ALL OF OUR RESOURCES TOGETHER TO DEFINE EXACTLY WHAT YOU SAID, TO DEFINE WHAT IS A QUALITY PROGRAM, WHAT DOES THAT LOOK LIKE? IT'S SOMETHING THAT WE REALLY NEED TO PROVIDE OUR CHILDREN BECAUSE A LOT OF CHILDREN ARE NOT GOING TO PRESCHOOL AND THAT ACHIEVEMENT GAP STARTS RIGHT IN KINDERGARTEN, AND SO THE EARLIER WE COULD START, THE BETTER.

SO ABSOLUTELY, WE'RE DOING EVERYTHING WE CAN TO REALLY GET THE WORD OUT THERE IN TERMS OF WHAT DOES DEVELOPMENTALLY APPROPRIATE PRACTICES LOOK LIKE, CREATING A CHECKLIST FOR PRINCIPALS THAT THEY'RE GOING TO DETERMINE BASED ON WHAT ALL RESEARCH SAYS A QUALITY PROGRAM LOOKS LIKE, AND AEYC IS A GREAT RESOURCE THAT WE ALSO GO BY.

LASTLY, I WOULD LIKE TO CONGRATULATE THE SEVEN OF THE STUDENTS AS WELL AS MYSELF WHO HAVE RECENTLY BEEN AWARDED THE STATE SEAL OF CIVIC ENGAGEMENT.

DEWAN WAS ATTENDING AND WE HONORED RETIRED MOUNTAIN VIEW WHISMAN SCHOOL DISTRICT TRUSTEE ELLEN WHEELER, ALONG WITH CHILDREN NOW, CEO TED LEMPERT AND ONE OF THE GRADUATING SENIORS FROM, I BELIEVE, LOS ALTOS HIGH SCHOOL AND SO THEY WERE ALL RECOGNIZED AS BEING CHAMPIONS FOR YOUTH THIS YEAR BY THE CHALLENGE TEAM.

I ALSO ATTENDED A CAMPAIGN FOR GRADE LEVEL READING WEBINAR.

THEY HAVE LEARNING TUESDAYS AND EVERY WEEK THEY HAVE A DIFFERENT KIND OF WEBINAR ABOUT DIFFERENT THINGS WHICH ARE PROMOTING AND TRYING TO LEARN MORE ABOUT BEST SCIENCE IDEAS AND PROGRAMS IN SUPPORTING EDUCATION AND LEARNING.

THIS WEEK, IT WAS ABOUT THIRD GRADE RETENTION AND ABOUT A CONVERSATION ABOUT ADULT ACCOUNTABILITY AND STUDENT OUTCOMES, AND IT WAS REALLY INTERESTING TO HEAR SPECIFICALLY ABOUT, LIKE FLORIDA AND MICHIGAN, HOW THEY KIND OF LEGISLATE THIRD GRADE RETENTION POLICIES AT SCHOOL SO THAT, YOU KNOW, KIDS WHO ARE NOT MEETING A CERTAIN LITERACY ABILITY ARE JUST RETAINED, AND THERE WAS A DISCUSSION ABOUT HOW RETENTION CAN OFTEN BE REGARDED AS A PUNISHMENT, BUT WHEN REALLY, ESPECIALLY WITH THE COVID SITUATION, SO MUCH LEARNING LOSS GAVE THOSE STUDENTS IN THOSE STATES THE ABILITY TO GET THE EXTRA SUPPORT THEY NEEDED.

EVEN IF IT'S AN EXTRA YEAR, SO TO SPEAK, BY RETAINING THEM.

IT REALLY HELPED THEM, AS THEY DID STUDIES OF THOSE CHILDREN'S ABILITIES AFTERWARDS IN LONGITUDINAL KIND OF FOLLOWING YEARS, BECAUSE BOTH FLORIDA AND MICHIGAN HAD HAD THESE THIRD GRADE RETENTION LAWS IN PLACE BEFORE COVID.

SO THEY WERE ABLE TO KIND OF SEE HOW KIDS DID WITH RESPECT TO BEING RETAINED VERSUS NOT BEING RETAINED AND IT WAS REALLY INTERESTING.

I ALSO ATTENDED A CSBA ZOOM MEETING ANALYZING THE MAY BUDGET REVISION, AND I ALSO ATTENDED THE HOFFMANN AWARDS DINNER WHERE OUR OWN BLUE RIDGE HIGH SCHOOL PROGRAM PRE-APPRENTICESHIP PROGRAM WAS HONORED, WHICH WAS GREAT.

I ALSO ATTENDED THE AAPI EDUCATORS NETWORK MEETING, WHICH WAS THE LAST ONE FOR THE YEAR.

WE DID A LOT OF REFLECTION ON THE THINGS THAT HAPPENED THIS YEAR AND GAVE A LOT OF BRAINSTORMING IDEAS FOR NEXT YEAR AND THE LAST THING I DID WAS I ATTEND THE ACE CHARTER SCHOOL ANNUAL CELEBRATION WHERE THEY TALKED ABOUT A NUMBER OF THE COLLEGE BOUND SENIORS AND SOME OF THE INSPIRING STORIES THAT.

THEY GAVE THEIR TESTIMONIALS OF HOW THEY WERE ABLE TO GO TO SOME REALLY GREAT SCHOOLS.

I THINK THEIR FIRST STUDENT GRADUATING SENIOR GOING TO UC SAN DIEGO WAS THIS YEAR, AND SO THAT WAS A BIG CELEBRATORY MOMENT.

ON MAY 7TH WITH TRUSTEE BERTA, I ATTENDED THE [INAUDIBLE] CELEBRATION WITH 600 OTHER COMMUNITY MEMBERS AND ELECTED OFFICIALS, AND LIKE TRUSTEE BERTA SAID, WE HAD A REALLY GOOD CONVERSATION WITH CONGRESSWOMAN [INAUDIBLE].

ON MAY 10TH, I ALSO ATTENDED WITH TRUSTEE BERTA, TRUSTEE MAH AND DR.

DEWAN, THE LOVELY 2023 HOFFMANN AWARD CEREMONY AND DINNER HOSTED BY METRO ED.

A HUGE CONGRATULATIONS TO ALL THE WINNERS, INCLUDING OUR VERY OWN SANTA CLARA COUNTY OFFICE OF EDUCATION, LIUNA PRE-APPRENTICESHIP PROGRAM AT BLUE RIDGE HIGH SCHOOL AND AS TRUSTEE BERTA SAID THE DINNER PREPARED BY THEM WAS ALSO DELICIOUS.

I WOULD ALSO LIKE TO ACKNOWLEDGE THAT MAY IS NATIONAL LYME DISEASE AWARENESS MONTH TO BRING AWARENESS OF LYME AND THE GROWING INCIDENCE OF TICK BORNE DISEASES EACH YEAR AND FOR US TO REMAIN VIGILANT FOR THE PRESENCE OF TICKS IN OUTDOOR SETTINGS.
