THE SANTA CLARA COUNTY BOARD OF EDUCATION RECOGNIZES TEN SANTA CLARA COUNTY OFFICE OF EDUCATION EMPLOYEES EACH YEAR FOR OUTSTANDING SERVICE TO STUDENTS, PARENTS, COWORKERS AND CUSTOMERS.ANTHONY MORENO, A CUSTODIAN AT WALDEN WEST, IS JUNE'S EMPLOYEE OF THE MONTH.
ANTHONY HAS WORKED WITH THE SCHOOL FOR FOUR YEARS, AND IN THAT DURATION HE HAS DEMONSTRATED HIS DEDICATION TO THE ORGANIZATION AND SAFETY OF STUDENTS AT WALDEN WEST, THE OUTDOOR SCHOOL AND SUMMER PROGRAM WITHIN THE ENVIRONMENTAL EDUCATION DEPARTMENT.
ANTHONY'S DAILY SCHEDULE DEPENDS ON THE NUMBER OF CAMPERS IN ATTENDANCE, BUT HE WORKS HARD TO ENSURE THE GROUNDS ARE SAFE, THE CABINS ARE CLEAN, AND THAT GENERAL MAINTENANCE TASKS ARE COMPLETE.
HE IS THE BACKBONE OF OUR SITE, SAID MARIE BOBIAS, DIRECTOR OF ENVIRONMENTAL EDUCATION.
ANTHONY SUPPORTS THE CUSTODIAL MAINTENANCE OF FACILITIES THAT SERVE OVER 100 CAMPERS A WEEK.
I SEE A LOT OF CAMPERS HAVING A GOOD TIME.
I'M A FAMILY GUY. I ENJOY SEEING THE FAMILIES TOGETHER, SAID ANTHONY.
ANTHONY IS VERY RESPONSIVE TO ANY CUSTODIAN ISSUES AROUND CAMP, SAID BOBIAS.
HE IS VERY RELIABLE AND WE KNOW WE CAN COUNT ON HIM TO GET THINGS DONE.
OUR SITE WOULD NOT FUNCTION AS WELL AS IT DOES WITHOUT HIM HERE.
HIS STRENGTHS OF HARMONY AND EMPATHY HAVE NOT GONE UNNOTICED.
HE IS SUPER FRIENDLY AND HAS HELPED TO DO MANY JOBS THAT ARE NOT HIS, SAID BOBIAS.
WHEN LEARNING HE'S NOMINATED AS EMPLOYEE OF THE MONTH, ANTHONY SAID I WAS SHOCKED BUT ALSO PROUD OF MYSELF FOR WHAT I DO TO MAKE THE SITE CLEAN AND MAKE THE CAMPERS HAPPY.
ALTHOUGH HIS MAIN ROLE IS TO KEEP THE FACILITIES AT WALDEN WEST CLEAN AND FUNCTIONING, TAD NAKAMURA, SUPERVISOR OF ENVIRONMENTAL EDUCATION, SHARED THAT HE ALSO HELPS ANSWER QUESTIONS FROM CAMPERS REGARDING EVENING ACTIVITIES OR PROCEDURES.
AS WITH ALL EMPLOYEES OF THE MONTH, WE ACKNOWLEDGE ANTHONY FOR HIS OUTSTANDING SKILLS AND ACCOMPLISHMENTS ON THE JOB, DEDICATION TO EXCEPTIONAL SERVICE TO CUSTOMERS CONTRIBUTIONS OUTSIDE THE USUAL SCOPE OF THE JOB AND OVERALL COMMITMENT TO EXCELLENCE.
BEFORE WE TAKE A GROUP PHOTO, ANTHONY, WOULD YOU LIKE TO SAY ANYTHING? JUST WANTED TO BE.
JUST APPRECIATE IT. WHAT I DO AT CAMP AND HONORED AND HAPPY.
THANK YOU. THANK YOU FOR ALL YOUR HARD WORK.
HE DOES A GREAT JOB. HE'S ALWAYS AROUND IN THE EVENINGS.
SO WE ARE VERY FORTUNATE, AND CONGRATULATIONS, MAN.
I WOULD LIKE TO INVITE ALL OF THE TRUSTEES TO PLEASE JOIN FOR A GROUP PHOTO.
[00:10:15]

NOW IS THE TIME FOR THOSE WHO WOULD LIKE TO MAKE PUBLIC COMMENTS ON ITEMS THAT ARE NOT LISTED ON THE AGENDA AND WITHIN THE SUBJECT MATTER.JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.
PUBLIC SPEAKER CARDS MUST BE SUBMITTED AT THIS TIME AND ONCE WE BEGIN TAKING PUBLIC COMMENT, WE WILL NOT ACCEPT ADDITIONAL COMMENTS.
MODERATOR, DO WE HAVE ANY PUBLIC COMMENT? YES, WE HAVE THREE COMMENT CARDS FOR PUBLIC COMMENT.
THE SCCBOE STRIVES TO MAINTAIN A RESPECTFUL AND CIVIL ENVIRONMENT FOR THE CONDUCT OF ITS MEETINGS.
PLEASE PRESENT THE TWO MINUTE TIMER.
SPEAKERS ARE ENCOURAGED TO AVOID REPEATING COMMENTS MADE BY OTHER SPEAKERS.
SPEAKERS MAY CHOOSE TO SIMPLY STATE THEIR AGREEMENT WITH THE PREVIOUS SPEAKER.
MODERATOR, CAN YOU PLEASE BEGIN? THANK YOU. AS YOU HEAR YOUR NAME, PLEASE LINE UP FOR PUBLIC COMMENT IN THE BACK AREA.
THE SPEAKERS FOR PUBLIC COMMENT ARE JEFF OLSON, JOHN HORNER AND BRIDGET WATSON.
THE FIRST SPEAKER IS JEFF OLSON.
CLEARLY, STATE YOUR NAME AND PRESENT YOUR PUBLIC COMMENT.
MY NAME IS JEFF OLSEN AND I WORK FOR WALDEN WEST OUTDOOR SCHOOL.
OH, SORRY. THIS PAST CONTRACT, THE UNION BARGAINED TO CONVERT FOUR 10 MONTH EMPLOYEES TO MUCH NEEDED 12 MONTH POSITIONS WITH THE STIPULATION TO CONVERT MORE IF PROGRAM NEEDS CALLED FOR IT. THESE 12 MONTH POSITIONS CREATE STABILITY FOR OUR PROGRAM BY COMMITTING OUR DEDICATED STAFF TO WORK THE SUMMER.
IT IS A WIN FOR THE COUNTY, A WIN FOR THE PROGRAM, A WIN FOR THE STAFF AND A WIN FOR THE KIDS.
IT'S RARE TO HAVE POTENTIAL MOVES, CREATE WINNERS FROM ALL ANGLES, BUT HERE WE HAVE ONE.
WHY ARE THEY NOT BEING CONVERTED TO 12 MONTH EMPLOYEES? WE SPECIFICALLY BARGAINED FOR THESE POSITIONS TO BE CREATED IF THE PROGRAM NEEDED THEM.
WHAT CLEAR INDICATION COULD THERE BE FOR THESE POSITIONS TO BE NEEDED THEN ASKING US TO WORK THEM? WHEN I INQUIRED WHY THESE POSITIONS WERE NOT ELEVATED TO 12 MONTH, I WAS TOLD BY MY SUPERVISOR HER REQUEST WAS DENIED.
WHEN I BROUGHT THE ISSUE TO HR, IT WAS IGNORED.
WE HAD A DEAL: FOUR POSITIONS PLUS OTHERS AS NEEDED.
IF AN EMPLOYEE IS BEING ASKED TO WORK FOR 12 MONTHS, THEIR CONTRACT SHOULD REFLECT IT.
THAT HAPPENS BY SHOWING US COMMITMENT WITH THE 12 MONTH CONTRACTS THAT WE WERE PROMISED.
OUR NEXT SPEAKER IS JOHN HORNER.
PLEASE PRESENT YOUR PUBLIC COMMENT.
SO THAT'S THE PREVIEW OF MY LONGER COMMENTS.
JOHN HORNER. I'M A TRUSTEE WITH MORGAN HILL UNIFIED SCHOOL DISTRICT AND ALSO THE CURRENT CHAIR OF THE COUNTY SCHOOL BOARD ASSOCIATION LEGISLATIVE ACTION COMMITTEE, AND I'M JUST HERE, ALONG WITH ONE OF MY COLLEAGUES, TO SAY THANK YOU FOR YOUR PARTNERSHIP AND WORK.
[00:20:01]
I FEEL AND SEE THAT COMMITMENT IN YOUR WORK EVERY DAY.THE WORK YOU'VE SUPPORTED OUR SCHOOL DISTRICT ON, FOR EXAMPLE, THE WELLNESS CENTERS.
WE HAVE SOME SCHOOLS ON IMPROVEMENT PROGRAMS. WE'VE HAD SOME SOME TECHNOLOGY EMERGENCIES THAT YOUR STAFF HAS STEPPED IN WITH TIME AND TIME AGAIN.
IT GIVES US GREAT COMFORT AND AID TO KNOW WE HAVE PROFESSIONALS HERE AT THE COUNTY OFFICE OF EDUCATION SUPPORTING US, AND THREE YEARS AGO WHEN WE FIRST STARTED THE LEGISLATIVE ACTION COMMITTEE, YOU KNOW, YOUR ORGANIZATION IS WELL AHEAD OF US IN DOING ADVOCACY, BUT WHAT WE ALL KNOW IS THAT WE WORK IN AN ENVIRONMENT THAT FINANCIALLY REGULATION WISE AND EVERYTHING ELSE REALLY DETERMINED BY THE FEDERAL AND STATE GOVERNMENTS, AND IF WE DON'T SPEAK UP, WE DON'T GET WHAT WE NEED.
A FRIEND OF MINE TOLD ME ONCE, IF YOU'RE NOT AT THE TABLE, YOU'RE ON THE MENU.
I LOOK FORWARD TO CONTINUING TO WORK TOGETHER IN THE FUTURE AND JUST WANTED TO TAKE THIS MOMENT TO COME AND FORMALLY AND PUBLICLY SAY THANK YOU VERY MUCH FOR THE WORK YOU DO AND THE PARTNERSHIP YOU EXEMPLIFY.
OUR NEXT SPEAKER IS BRIDGET WATSON.
PLEASE PRESENT YOUR PUBLIC COMMENTS.
DEWAN, BECAUSE OUR THEME THIS YEAR WAS TO ENVISION, ENCOURAGE AND EMPOWER ONE ANOTHER AND OUR STUDENTS AND COMMUNITY TOGETHER, AND WE REALLY DID IT WITH YOUR HELP. SO DR.
SHE'S BEEN ATTENDING AND SUPPORTING OUR EVENTS, AS HAVE HER STAFF.
SO WE HAD OUR OCTOBER FALL DINNER WITH STUDENT WELLNESS ADVISORY GROUP PANEL DISCUSSION THAT WAS FACILITATED BY PROFESSIONALS FROM HER OFFICE.
WE'VE BEEN JUST A LEGISLATIVE BRUNCH PANEL DISCUSSION REGARDING SUSPENSIONS AND EXPULSIONS, A PANEL DISCUSSION REGARDING HATE INCIDENCES ON SCHOOL CAMPUSES.
ALL OF THESE THINGS HAVE BEEN REALLY JUST WITH A LOT OF SUPPORT AND BACKGROUND PLANNING AND PROGRAMING WITH THE COUNTY OFFICE OF EDUCATION, AND, YOU KNOW, IT'S JUST BEEN INCREDIBLY RESPONSIVE AND WE JUST APPRECIATE SHARING THE FACILITIES AND JUST ALL THE PROFESSIONALISM AND SUPPORT WE'VE GOTTEN.
THANKS. THIS CONCLUDES PUBLIC COMMENTS.
WE WILL NOW MOVE ON TO AGENDA ITEM NUMBER FIVE, OUR CONSENT ACTION ITEMS.
[5. CONSENT ACTION ITEMS]
I WILL ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS 5 A THROUGH E WITH THE PULL OF 5C.WAS THAT TRUSTEE BERTA? YEAH. I'M SORRY. THANK YOU.
YEAH. MOVED FROM TRUSTEE BERTA, AND A SECOND FROM TRUSTEE ROCHA.
TRUSTEES, PLEASE VOTE IN BOARD DOCS.
IF NOT, WE'LL DO ANOTHER ROLL CALL.
DID IT LAUNCH? NO, I DON'T THINK SO.
OH, ARE YOU SEEING IT? OH, THERE IT IS.
SO IT SHOULD HAVE JUST POPPED UP, BUT IF NOBODY SEES IT, PLEASE LET US KNOW.
WE'LL DO A VERBAL. I HIT THE WRONG BUTTON, SO I'M GOING TO CHANGE MINE FROM ABSTAIN TO YES.
THERE'S A BUTTON IN THE TOP RIGHT THAT SAYS YOU CAN CHANGE YOUR VOTE.
OH, I ONLY HAD A CERTAIN AMOUNT OF TIME.
THANK YOU , AND THAT MOTION CARRIES WITH SEVEN YESES.
NOW WE WILL MOVE TO ITEM 5C TRUSTEE MAH YOU PULLED THIS ITEM AND THEN TRUSTEE BERTA AS WELL.
[C. Request Second Reading and Approval of Board Bylaw 9270.1 the Levine Act: Conflict of Interest]
SO I WILL GIVE IT TO YOU FIRST.[00:25:02]
THANK YOU. WHEN IT CAME UP FOR OUR FIRST READING, I HAD A NUMBER OF QUESTIONS WHICH I ASKED AT THE TIME AND WAS TOLD THAT WE WOULD BE HAVING SOME EXTENSIVE TRAINING ON THIS ITEM TO EXPLAIN A LOT OF THINGS, AND WE HAVEN'T HAD THE TRAINING YET AND I HAVEN'T GOTTEN AN ANSWER TO MY QUESTIONS YET.SO I FEEL THAT IT'S NOT READY FOR OUR APPROVAL BECAUSE.
AT LEAST FOR ME, THERE'S STILL A BUNCH OF QUESTIONS.
SURE. SURE. I UNDERSTAND THAT, DR.
DEWAN. SO OUR TYPICAL PRACTICE IS TO PROVIDE THE TRAININGS ON A REGULAR BASIS AS NEEDED, NOT IN ADVANCE. SO THE POLICY IS READY FOR ADOPTION AND WE ARE ON TRACK WORKING WITH LEGAL COUNSEL, BOTH AT COUNTY COUNCIL'S OFFICE AND OTHER LAW FIRMS TO PROVIDE A TRAINING IN JULY FOR THE BOARD.
I'LL ALSO POINT OUT THAT ONE OF YOUR QUESTIONS WAS SPECIFIC TO THE STATUS OF CHARTER SCHOOLS, AND WE DID SECURE AN ANSWER TO THAT AND INCLUDED THAT IN THIS AGENDA ITEM , AND SO ONE OF THE QUESTIONS I ASKED WAS ABOUT SECTION A, WHICH WAS REFERRED TO, BUT THERE ISN'T A SECTION A OR DID I MISREAD IT? I MEAN, THAT WOULD SEEM TO BE A SIMPLE THING TO FIX OR EXPLAIN.
WHAT IS SECTION A? I DON'T SEE IT ABOVE.
SO IT WOULD BE IN THAT IT SHOULD JUST BE IN THE SECTION ABOVE.
THERE'S NO SECTION A, THERE'S ONLY ONE SECTION.
SO IN THE SECTION ABOVE THAT REFERS TO THE KNOWLEDGE OF A PARTY'S FINANCIAL INTEREST AND THE DECISION IN A PROCEEDING PARTICIPATING, ET CETERA.
IN THE SECTION THAT'S IMMEDIATELY ABOVE? YES. THE LAST PARAGRAPH OF THE PREVIOUS PAGE.
THAT ENTIRE SECTION UNDER THE HEADER SANTA CLARA COUNTY BOARD OF EDUCATION MEMBER PROHIBITION.
OKAY. IT ACTUALLY SAYS SECTIONS A AND B, SO I'M NOT SURE, UNDER THE LIMITED ABILITY TO CURE.
I DON'T BELIEVE THAT THE SECTION REFERENCES ARE APPLICABLE.
SO THAT WOULD BE FOR THE SECTION A.
TRUSTEE BERTA YOUR SECTION B IS.
LIMITED ABILITY TO CURE, AND THAT IS WHERE? OH, DOWN BELOW.
OKAY. OH, SECTION B, SECTIONS A AND B.
OH, I SEE. RIGHT. SO THAT WOULD ALSO BE TAKEN AWAY THAT PARENTHETICAL? YES. OR WILL REFERENCE THE SPECIFIC EDUCATION OR THE GOVERNMENT CODE SECTION THAT IT MIGHT BE REFERRING TO AS WELL.
OKAY, SO WE CAN MAKE THAT CORRECTION.
SO, YES, IT'D BE GREAT TO CORRECT THOSE AND THEN GO AHEAD AND, AND HAVE THOSE FIXED.
I'M NOT SURE I STILL UNDERSTAND THE PRACTICE OF HAVING THE TRAINING AFTER THE BYLAW HAS BEEN APPROVED IN THAT THERE'S FURTHER DEFINITIONS AND CLARIFICATIONS THAT AT LEAST I WAS SEEKING IN THE BYLAW.
WELL, I'LL JUST SAY THAT THE BYLAW REFERENCES THE GOVERNMENT CODE.
SO IT IS ALREADY THE IT IS ALREADY LAW, AND JUST AS OTHER BROWN ACT OR, YOU KNOW, OTHER PROVISIONS OF THE GOVERNMENT CODE WHERE WE DO TRAINING.
THE TRAINING OCCURS AFTER THE LAW TAKES EFFECT OR AFTER THE BOARD BYLAW IS ADOPTED.
[00:30:02]
I GUESS I UNDERSTAND THAT.I'M NOT SURE IF I AGREE WITH THAT, BUT OKAY.
TRUSTEE MAH, DO YOU MIND IF I MOVE TO TRUSTEE ROCHA WHO HAS A QUESTION? ONE WAS ANSWERED, BUT I CAN [INAUDIBLE].
OH, NO, THAT'S. YEAH, LET'S DO THAT FIRST.
SO I HAD TWO QUESTIONS AND I THINK ONE IS PARTIALLY ANSWERED BY THE ATTACHMENT.
I THINK THAT WAS FROM LEGAL COUNSEL, BUT I JUST WANT TO MAKE SURE.
SO DOES THIS ACT SPECIFICALLY APPLY TO CHARTER SCHOOL RENEWALS AND EXTENSIONS OR REAUTHORIZATIONS? IT DOES ACCORDING TO THE FPPC.
SO IN THEIR OPINION, THEY NOTED THAT CHARTER SCHOOL PETITIONS ARE COVERED UNDER THE DESCRIPTION IN THE LEVINE ACT. SO THAT INCLUDES RENEWALS OR ANYTIME THE PETITION AND ANY WAY IF IT'S RENEWAL ON APPEAL OR A NEW PETITION. OKAY, AND THEN THE SECOND QUESTION I HAD WAS WHETHER IT APPLIES TO PACS ESTABLISHED IN SUPPORT OF CHARTER OR LABOR UNIONS.
POLITICAL ACTION COMMITTEES, AND WE CAN TAKE THAT QUESTION BACK TO COUNCIL.
I BELIEVE IT WILL, AND BUT WE WILL TAKE IT BACK AND MAKE SURE IT'S ALSO INCLUDED IN THE TRAINING.
THANK YOU. I WILL ALSO JUST ADD RELATED TO THE TRAINING THAT COUNCIL IN PREPARING THE TRAINING HAS ADVISED THAT THEY CAN PROVIDE GENERAL GUIDANCE AND GENERAL INTERPRETATION, BUT SPECIFIC INDIVIDUAL TRUSTEES WOULD NEED TO CONSULT WITH FPPC.
TRUSTEE BERTA WERE THOSE JUST YOUR.
THANK YOU. SO JUST TO BETTER UNDERSTAND, YOU WERE REFERRING TO THESE AS TRAININGS IN TERMS OF.
A TRUSTEE MEETING WITH OUR LEGAL COUNSEL OR STAFF FOR A BRIEFING ON AN ITEM IF THEY HAVE QUESTIONS.
KNOW WHAT WE WERE DESCRIBING, AND I THINK THE REQUEST WAS THAT WHEN WE HAVE THESE NEW LAWS THAT REQUIRE UNDERSTANDING AND FOR IMPLEMENTATION, THAT WE PROVIDE TRAINING AND USUALLY IT'S ANNUAL TRAINING ON THE MATTER.
SO THE REQUEST WAS TO PUT TOGETHER A TRAINING ABOUT THIS NEW PROVISION OF THE LAW.
SO THAT'S WHAT WE WERE REFERRING TO.
OKAY, AND THEN IT WOULD BECOME PART OF OUR ANNUAL TRAINING LIKE WE DO BROWN ACT AND OTHERS.
OKAY, AND WERE YOU ASKING FOR IT TO BE INCORPORATED IN OUR ANNUAL TRAINING OR QUESTIONS PRIOR TO THE BOARD'S CONSIDERATION? I'M TRYING TO UNDERSTAND THE REQUEST.
SO MY QUESTIONS WERE TO HAVE MY QUESTIONS ANSWERED BEFORE THE TRAINING, BECAUSE I THINK THAT PART OF MY QUESTIONS HELPED DEFINE THIS BOARD BYLAW, THAT THERE'S STILL SOME VAGARIES THERE.
I MEAN, THERE'S A SECTION ABOVE WHICH SAYS, YOU KNOW, DEFINITIONS.
THE PARTY AND THE PARTICIPANT ARE LISTED ABOVE, BUT THEY DON'T SAY KIND OF ENOUGH, IN MY OPINION.
OR AT LEAST I STILL HAVE QUESTIONS ABOUT THAT.
IN ADDITION, I HAD A QUESTION REGARDING FINANCIAL INTEREST, WHICH IS NOT REALLY WELL DEFINED, AND I WOULD LIKE TO HAVE THAT DEFINED ALSO BEFORE WE START APPLYING THIS RULE TO FINANCIAL INTERESTS.
OKAY. THANK YOU. SO I THINK I HAVE A BETTER SENSE OF.
I GUESS LET'S JUST TALK IN GENERALITIES.
I WOULD ASSUME THAT YOU WOULD MAKE TIME FOR THAT REQUEST OR IS THAT IS THE SUGGESTION THEN TO TAKE IT UP AT THE BOARD MEETING ITSELF OR WILL INCORPORATE [INAUDIBLE] SOME ANNUAL TRAINING? AND I'M JUST SPEAKING IN GENERALITIES, JUST SO I UNDERSTAND IF I HAVE AN ITEM THAT COMES BEFORE ME AT SOME POINT THAT MIGHT REQUIRE EITHER SOME LEGAL HELP OR JUST HELP FROM COUNTY OFFICE EDUCATION STAFF WHAT THE EXPECTATION IS OF EITHER THE SUPERINTENDENT OR COUNTY STAFF.
IN THIS SITUATION SPECIFICALLY, THE SOME OF THE QUESTIONS WERE ITEMS THAT WOULD BE INCORPORATED INTO THE ANNUAL TRAINING AND SOME OF THE OTHER QUESTIONS THAT WERE BROUGHT FORWARD.
WE HAVE BEEN CONSULTING WITH COUNSEL AND HAVE BEEN BRINGING THEM FORWARD, YOU KNOW, AS WE RECEIVE THEM, WE IF THERE ARE JUST GENERAL QUESTIONS AND OTHER THINGS, AS YOU MENTIONED, WHEN THEY'RE PROVIDED AND WE DO WORK ON A BRIEFING OR AN FAQ OR PROVIDE AN INFORMATION ITEM OR RESPOND TO YOUR INDIVIDUAL QUESTIONS AND THEN THESE ANNUAL TRAININGS.
[00:35:02]
DO THEY HAPPEN AT ONE PARTICULAR TIME OF THE YEAR? AGAIN, THIS IS ALL NEWBIE QUESTIONS.ANY PARTICULAR TIME OF THE YEAR OR ARE THEY THROUGHOUT THE YEAR? SO YES, WITH THIS ONE BEING NEW BECAUSE THE LEVINE ACT IS NEW, WE'RE PLANNING TO DO IT IN JULY AND THEN IT WOULD BECOME, YOU KNOW, JUST PART OF ANNUAL TRAININGS, AND WE DO THEM AT DIFFERENT TIMES OF THE YEAR.
WE TRY TO SPREAD THEM OUT, AND JUST ANOTHER CLARIFICATION THAT LEGAL COUNSEL PROVIDED IS THAT ALTHOUGH THIS PARTICULAR ACT SPEAKS TO THE $250 CAMPAIGN CONTRIBUTION AS BEING NEW AND NEWLY APPLIED TO BOARD MEMBERS, MOST OF THE OTHER PIECES OF THIS ARE ALREADY IN THE CONFLICT OF INTEREST LAW, AND WE ARE READY TO DO TRAINING AND PROVIDE INFORMATION AROUND CONFLICT OF INTEREST.
SO THE SPECIFIC REASON THAT THIS IS BROUGHT FORWARD AND IS DIFFERENT IS BECAUSE NOW WE HAVE THIS NEW SECTION OF THE CONFLICT OF INTEREST LAW THAT PREVIOUSLY DID NOT APPLY TO BOARD OF SUPERVISORS, TRUSTEES OR COUNTY BOARD OF EDUCATION AND NOW DOES.
OKAY. THANK YOU. THAT'S VERY HELPFUL.
IN TERMS OF THESE ANNUAL TRAININGS, WHO DETERMINES WHAT IS PROVIDED TO THE BOARD FOR TRAININGS? THE TOPICS BROWN ACT ETCETERA ARE IN OUR BOARD BYLAWS AND THE CONTENT IS DRIVEN BY THE GOVERNMENT CODE OR EDUCATION CODE INFORMATION THAT'S INCLUDED THERE.
SO THE BOARD DOESN'T HAVE ANY INPUT SUCH AS A VERY RIPE EXAMPLE OF A RETREAT TO TALK ABOUT PARTICULAR ITEMS THAT THEY MIGHT ASK MORE INFORMATION FROM OR LEARN A LITTLE BIT MORE FROM, BUT THOSE THOSE TRAININGS ARE SIMPLY DETERMINED BY COUNTY OFFICE OF EDUCATION STAFF.
WELL, THE ANNUAL TRAININGS ARE DETERMINED BY THE BOARD BY LAW, AND THOSE ARE THE ONES THAT ARE AROUND THE GENERAL PROVISIONS OF GOVERNANCE AND OPERATIONS OF THE BOARD, OTHER TRAININGS THAT MIGHT BE OUTSIDE THOSE TOPICS.
THANK YOU. THAT'S VERY HELPFUL, AND THANK YOU FOR BEARING WITH ME, SUPERINTENDENT, ALSO MY TRUSTEES.
YES, ABSOLUTELY. WE WOULD WANT TO DO THOSE IN COLLABORATION, AND THEN ALSO OFTEN IN ALL OF THE TRAININGS WE ALLOW FOR, INCLUDE OPPORTUNITIES FOR Q&A AND DISCUSSION SO THEY AREN'T JUST, YOU KNOW, PRESENTED, AND THE OTHER THING THAT WE TRY TO DO IS DO THE TRAININGS AT A REGULAR MEETING OF THE BOARD SO THAT WE CAN, YOU KNOW, ALLOW FOR THAT DISCUSSION AS WELL.
THANK YOU, TRUSTEE ROCHA. JUST A QUICK QUESTION, DR.
DEWAN. IF WE'RE PLANNING TO DO THIS TRAINING ON THIS, THE NEW LEVINE ACT AT THE JULY BOARD MEETING, IS THERE ANY. HARM IN ADOPTING THIS AGENDA.
THIS AGENDA ITEM AT THE NEXT BOARD MEETING SINCE WE HAVE A COUPLE OF CORRECTIONS TO MAKE ANYWAYS.
WE CAN DO IT NEXT WEEK OR AT THE JULY 19TH MEETING.
THE LAW TOOK EFFECT JANUARY 1ST.
OKAY. ARE THERE ANY QUESTIONS ON ITEM 5C? THERE'S NO MOTION. IF THE MOTION IS TO DEFER I WILL TAKE THAT OR IF THE MOTION IS TO ADOPT IT NOW, I'LL TAKE THAT.
SO IF YOU WOULD LIKE TO DEFER, I'M JUST ASKING FOR A MOTION AT THIS POINT.
I DON'T THINK A MOTION IS NECESSARY.
OH, WE DON'T NEED A MOTION TO DEFER.
TO THE JULY MEETING? YEAH. OKAY.
ALL RIGHT. THANK YOU, TRUSTEES.
WE WILL NOW MOVE TO OUR NEXT AGENDA ITEM.
[A. Conduct a Public Hearing for the 2022-23 Local Control Accountability Plan (LCAP)]
ITEM NUMBER SIX.THE COUNTY BOARD OF EDUCATION WILL NOW CONDUCT A PUBLIC HEARING ON THE SCCOE'S 2023-24 LOCAL CONTROL ACCOUNTABILITY PLAN (LCAP) THAT THE SANTA CLARA COUNTY OFFICE OF EDUCATION WILL SUBMIT TO THE CALIFORNIA DEPARTMENT OF EDUCATION.

HEARING STAFF WILL NOW PRESENT AN OVERVIEW OF THE 2023 2024 LCAP DR.
DEWAN, COULD YOU PLEASE INTRODUCE THE PRESENTATION? YES. THANK YOU. PRESIDENT CHON JOINING US THIS EVENING.
I'LL FIRST INTRODUCE OUR ASSISTANT SUPERINTENDENT OF EDUCATIONAL SERVICES, DR.
SHE'LL INTRODUCE THIS ITEM AND THE TEAM MEMBERS WHO ARE PRESENT AS WELL.
THIS EVENING WE WILL BE PRESENTING OUR 23-24 LOCAL CONTROL ACCOUNTABILITY PLAN OR LCAP.
DR. JEAN ANN OF SPECIAL EDUCATION DIRECTOR AND DAN CALDWELL, EXCUSE ME, DIRECTOR OF ALTERNATIVE EDUCATION, ARE HERE WITH ME TONIGHT TO ANSWER ANY PROGRAMMATIC QUESTIONS. NEXT SLIDE.
THIS SLIDE REPRESENTS THE AREAS OF STATE PRIORITIES THAT ARE HIGHLIGHTED IN OUR COUNTY.
OFFICES OF EDUCATION ARE REQUIRED TO INCLUDE ADDITIONAL PRIORITIES AROUND COUNTY SUPPORT FOR FOSTER YOUTH AND STUDENTS WHO HAVE BEEN EXPELLED FOR A TOTAL OF TEN PRIORITIES. NEXT SLIDE.
WE HAVE DEVELOPED THESE FIVE GOALS IN OUR LCAP, WHICH COVER ACADEMICS, COLLEGE AND CAREER READINESS, FAMILY AND COMMUNITY PARTNERSHIPS, SUPPORT FOR STUDENTS IN FOSTER CARE AND SUPPORT FOR STUDENTS ATTENDING OUR COMMUNITY SCHOOLS.
NEXT SLIDE. THIS GRAPHIC REPRESENTS THE LCAP PROCESS.
WE BEGIN WITH APPROVALS IN JUNE AND JULY.
AS THE YEAR PROGRESSES, THE LCAP TEAM ENGAGES IN A PROCESS OF DATA COLLECTION AND ANALYSIS, WHILE CONTINUING TO MONITOR THE CURRENT LCAP INPUT. SESSIONS ARE HELD IN JANUARY AND FEBRUARY TO INCLUDE RECOMMENDATIONS FROM THE PARENT ADVISORY COMMITTEE STAFF, STUDENTS, FAMILY MEMBERS FROM EACH SCHOOL SITE.
DURING MAY OF EACH YEAR, THE SPECIAL EDUCATION LOCAL PLANNING AGENCY AND THE DISTRICT ENGLISH LEARNER ADVISORY COMMITTEE AND THE PARENT ADVISORY COMMITTEE REVIEW THE LCAP PLAN AND PROVIDE FINAL RECOMMENDATIONS.
WHILE THE CALIFORNIA SCHOOL DASHBOARD IN AND OF ITSELF IS NOT NEW.
THE RECENT RELEASE IN DECEMBER 2022 PROVIDED A FULL DASHBOARD DURING THE PANDEMIC.
NEXT SLIDE. THE LCAP REPORT INCLUDES THE BUDGET OVERVIEW FOR PARENTS, WHICH IS PRESENTED AS A COVER TO THE PLAN, FOLLOWED BY THE 2324 LCAP, WHICH CONTAINS INFORMATION ON HOW WE ENGAGE OUR STAFF, STUDENTS, FAMILIES AND COMMUNITY AS WELL AS OUR CURRENT GOALS, ACTIONS, SERVICES, METRICS AND ANALYSIS. NEXT SLIDE.
NEXT SLIDE. THERE'S A LOT TO CELEBRATE THIS YEAR, AND I'D LIKE TO IDENTIFY A FEW AREAS OF GROWTH.
WE ARE PROUD THAT OUR RECLASSIFICATION RATE OF STUDENTS WHO IDENTIFY AS ENGLISH LEARNERS HAS INCREASED SIGNIFICANTLY IN SPECIAL EDUCATION 27% SINCE 2021. PARENT AND FAMILY ENGAGEMENT HAS INCREASED BY 20% AT PARENT MEETINGS.
OUR COMMUNITY PARTNERSHIPS CONTINUE TO SUPPORT STUDENTS WHO ARE FACING EXPULSION AND INCARCERATION, AND 90% OF STUDENTS WHO ATTEND OUR COMMUNITY SCHOOLS EITHER RETURN TO THEIR DISTRICTS OR GRADUATE.
WE CONTINUE TO ADD ELECTIVE CREDIT OFFERINGS TO OUR COURSE LISTS.
NEXT SLIDE. OTHER POINTS OF GROWTH FOR THE SANTA CLARA COUNTY OFFICE OF EDUCATION EDUCATIONAL SERVICES DIVISION INCLUDE A DECREASE IN DROPOUT RATES BY 11% SINCE 2021.
OUR ENGLISH LEARNER PERFORMANCE ASSESSMENTS.
CALIFORNIA THE LPAC SCORES CONTINUE TO INCREASE AND BOTH THE COMMUNITY SCHOOL AND SPECIAL EDUCATION SHOWED GROWTH IN THE PERCENT OF STUDENTS WHO MEET OR EXCEED THE STANDARDS IN STATE MATH AND ENGLISH ASSESSMENTS.
GRADUATION RATES SHOWED A SIGNIFICANT INCREASE FROM 2021-2022.
[00:45:07]
RATES, THE SANTA CLARA COUNTY OFFICE OF EDUCATION EXITED DIFFERENTIATED ASSISTANCE STATUS WITH THE STATE OF CALIFORNIA.AFTER THE PUBLICATION OF THE 2022 CALIFORNIA STATE DASHBOARD.
NEXT SLIDE. SO IN OUR 22-23 EXCUSE ME, IN OUR 2023-2024 LCAP, WE CONTINUE TO FOCUS ON COLLEGE AND CAREER READINESS, GRADUATION RATES, CHRONIC ABSENTEEISM, INCREASING LANGUAGE ARTS AND MATH PROFICIENCY RATES, AND INCREASING THE PROFICIENCY OF OUR ENGLISH LEARNERS AS WE ALIGN OUR GOALS AND SERVICES.
NEXT SLIDE. SO I'M VERY EXCITED TO SHOW YOU THIS, TO SHOWCASE OUR PROGRAMS. THIS YEAR WE CREATED A VIDEO.
WELCOME TO THE SANTA CLARA COUNTY OFFICE OF EDUCATION LOCAL CONTROL ACCOUNTABILITY PLAN.
PUBLIC HEARING FOR THE 2023 2024 SCHOOL YEAR.
I AM DR. JESSICA MEDEIROS, THE ASSISTANT SUPERINTENDENT OF EDUCATIONAL SERVICES.
THE LCAP DEFINES THE GOALS, ACTIONS AND SERVICES TO SUPPORT STUDENTS IN OUR ALTERNATIVE EDUCATION AND SPECIAL EDUCATION PROGRAMS. WE HAVE FIVE LCAP GOALS WHICH ADDRESS THE ACADEMIC AND SOCIAL EMOTIONAL SUCCESS OF OUR STUDENTS, FAMILIES AND PARTNERS.
THE LCAP IS DEVELOPED THROUGH A UNIQUE PROCESS OF ENGAGEMENT OF EDUCATIONAL PARTNERS.
WE USE SURVEYS, INPUT SESSIONS AND MEETINGS TO GATHER INPUT FROM OUR PARTNERS AS TO THE NEEDS OF OUR STUDENTS, BE IT TEACHERS, SUPPORT STAFF, PARENTS, COMMUNITY MEMBERS OR STUDENTS THEMSELVES OBTAINING A VOICE IN OUR PLAN.
IT IS OUR HOPE THAT BY WATCHING THIS SESSION, YOU WILL UNDERSTAND THE GOALS OF OUR LOCAL CONTROL ACCOUNTABILITY PLAN AND THE IMPACT THAT IT HAS ON OUR STUDENTS, STAFF AND FAMILIES.
THE STAFF, EVERYBODY THAT COMES HERE, EVERYBODY'S COOL.
I DON'T KNOW WHAT SCHOOL, THOUGH, TO BE HONEST.
LIKE, WHEN I WENT IN, I HAD ZERO CREDITS.
LIKE THE TEACHERS THERE, THEY REALLY WORKED WITH ME MORE.
BECAUSE WHEN I WENT IN AND I DIDN'T WANT TO DO NONE OF THAT.
I BUILT SOME OF IT AND IT WAS PRETTY FUN.
LIKE, YOU KNOW, MEASURING IT AND LIKE.
LIKE PUTTING ALL THE ROCKS IN THERE AND THE PLANTS.
ONE OF THEM IS HIS INVOLVEMENT.
HE'S MORE HE LIKES TO BE INVOLVED NOW.
HE'S MORE VERY, VERY DETERMINED SINCE HE'S CAME HERE.
HE HAS GOALS WHICH HE DIDN'T HAVE PRIOR TO COMING HERE, AND HIS ATTITUDE AT HOME HAS ALSO CHANGED.
SO I HONESTLY THINK THAT IT REALLY HAS.
[00:50:10]
STEVE SANCHEZ'S CLASS.CONSTRUCTION AND STUFF BECAUSE WE GET OUR CERTIFICATES.
SO WHEN WE'RE OLDER, THEY HELP US GET A JOB IN CONSTRUCTION.
BEFORE, WHEN I WENT IN, I DIDN'T KNOW HOW TO DO NONE OF THAT STUFF.
I DIDN'T KNOW HOW TO USE A DRILL, YOU KNOW, I DIDN'T KNOW HOW TO USE IT, NONE OF THAT STUFF.
BUT NOW I KNOW HOW TO DO THAT.
SO AND I'M RIGHT NOW I'M WORKING ON GETTING MY CERTIFICATE.
SO I'M ABOUT TO TAKE A TEST SOON, AND THEN AFTER, YEAH, I'M GOING TO GIVE THEM MY CERTIFICATE.
IT WAS LIKE A FLY LEARNING PROGRAM.
SO THEY HELP US, YOU KNOW, LIKE TO LEARN A LOT ABOUT A LOT OF STUFF, AND THEN WITH THE COLLEGE, THEY TOO LIKE THAT HELPED BECAUSE WE COULD LEARN ABOUT LIKE THE COLLEGES THAT WE WANT TO GO TO OR LIKE, LIKE WHAT WE HAVE TO DO TO GO TO THAT COLLEGE OR WHATEVER.
I KNEW LIKE, THAT WHEN I WAS, WHEN I WOULD NEED TO WORK.
I DIDN'T I DIDN'T THINK I WANTED TO DO LIKE, I DIDN'T WANT TO SIT BEHIND A DESK ALL THE TIME.
I WANTED TO BE BUSY, ACTIVE, DOING WORK.
WELL, MY DAD, HE WORKS FOR THE UNION, HE DRIVES A FORKLIFT.
HE'S, AND HE MAKES PRETTY DECENT MONEY.
I KNOW WHEN I DO GET OUT AND I HAVE THIS EXPERIENCE UNDER MY BELT, I CAN IMPLEMENT IT IN MY LIFE.
SO IT WOULD BE IT'S VERY VALUABLE.
EVEN IF I DON'T END UP PURSUING THIS, I HAVE THE EXPERIENCE.
SO IF I NEED TO OR IF I EVER NEED TO GET A JOB INTO THIS, I HAVE THAT EXPERIENCE AND I CAN DO IT.
A LOT OF YOUTH LIKE ME, I FEEL LIKE THAT THEY WOULD BE MORE INTERESTED IN OTHER THINGS LIKE THIS AND IT WOULD BE MORE BENEFICIAL TO THEM BECAUSE NOT EVERYONE, NOT EVERYONE WANTS TO WORK BEHIND THE DESK, AND THIS IS WHERE WE COULD FIT IN.
WORKING WITH THE COUNTY OF EDUCATION AND THE COLLABORATION WITH PROBATION HAS BEEN TREMENDOUS.
THEY HAVE ALLOTTED THIS CTE PROGRAM TO COME IN, WHICH IS THE FORKLIFT PROGRAM, AND THERE SHOULD BE MANY OTHER PROGRAMS LIKE THIS.
THEY MAY WANT TO DO DUAL DUAL CAREERS SUCH AS COLLEGE, AND THEY PROBABLY WANT TO DO SOME ENHANCED TRAINING LIKE THIS FORKLIFT AND OTHER THINGS IN CONSTRUCTION.
THIS HAS BEEN AN AMAZING PARTNERSHIP BECAUSE COE IS LOOKING OUT FOR THE KIDS IN THE EDUCATIONAL ARENA AND PROBATION IS TEAMING UP WITH THEM IN THAT EDUCATION ARENA.
DEVELOPING A CAREER AND SKILLS IS ALSO A TANGIBLE ITEM.
SO I THINK THIS IS A GREAT COLLABORATION, ONE THAT I MOSTLY I'M INTO MUSIC.
OUR TEACHER HELPS US, MAKES BEATS.
I REALLY ENJOY, JUST LIKE DOING EVERYTHING IN MUSIC.
LIKE HOW WE CAN MAKE OURSELVES BETTER, LIKE, AS MEN, I GUESS, AND THEN WHAT'S IT CALLED? THE FLY PROGRAM. IT'S MORE LIKE IN THE LAW ASPECT BECAUSE WE HAVE TO LIKE, THEY TEACH US ABOUT ENCOUNTERS WITH THE POLICE, A WHOLE BUNCH OF DIFFERENT THINGS, AND THEN, YEAH, CULINARY.
SO WE WENT ON A KAYAKING TRIP LIKE A COUPLE OF MONTHS AGO.
IT WAS PRETTY FUN. WE WENT TO I THINK IT WAS LIKE SANTA CRUZ AND WE WENT TO GO KAYAKING WITH ANOTHER COMMUNITY SCHOOL IN GILROY AND IT WAS PRETTY FUN, AND THEN AFTER WE WENT TO GO GET SANDWICHES AND THEN WE WENT ON ANOTHER FIELD TRIP, WE WENT TO ANOTHER COMMUNITY SCHOOL IN GILROY FOR LIKE COLLEGE DAY, AND WE GOT TO MEET UP WITH LIKE A LOT OF DIFFERENT COLLEGES AND THEY WERE ABLE TO TELL US ABOUT THE COLLEGE AND LIKE THE OPTIONS, AND THEN WE WENT TO A FIELD TRIP ON THE BEACH AND WE WENT TO GO SEE LIKE THE MONARCH, A MONARCH SHOW, LIKE A BUTTERFLIES.
[00:55:01]
FUN BECAUSE I FEEL LIKE AT REGULAR SCHOOLS YOU DON'T REALLY GET THOSE KIND OF LIKE OPPORTUNITIES OF FIELD TRIPS.THEY'RE MORE LIKE REGULAR FIELD TRIPS.
SO LIKE THAT WAS PRETTY FUN, YOU KNOW, TO LIKE EXPERIENCE AND ALL THAT.
SO WITH THE ART CLASS, I FEEL LIKE IT'S REALLY THERAPEUTIC AND LIKE A GOOD PLACE, YOU KNOW, BECAUSE YOU COULD, LIKE, DO WHATEVER YOU WANT AND LIKE, IT'S ALWAYS LIKE, NOTHING LIKE BUT GOOD VIBES IN THERE, AND, YOU KNOW, YOU COULD RELAX AND LIKE, WORK ON YOUR PAINTING.
JOANNE VAARS AND HER TEAM AND GET SOME RESOURCES TO SERVE MY STUDENTS.
I ALSO KNOW THAT IF THERE'S A STUDENT THAT KIND OF GOES OFF MY RADAR AND I CAN'T FIND THEM, I CAN ALWAYS CONTACT THE COUNTY OFFICE OF ED AND THEY CAN PROVIDE A LITTLE BIT OF SUPPORT IN TRYING TO FIND THAT STUDENT WITHIN THE COUNTY.
I REALLY APPRECIATE THE AMOUNT OF TECHNICAL ASSISTANCE I CAN GET FROM THEM.
IF I HAVE A QUESTION AND I'VE KIND OF GONE TO THE END OF WHAT I KNOW I CAN DO, I CAN ALWAYS CALL THEM, GET SOME NEW IDEAS, MAYBE GET SOME NEW RESOURCES THAT WILL HELP THE STUDENTS AND THE FAMILIES THAT I'M SERVING.
OUR DISTRICT, EAST SIDE UNION HIGH SCHOOL DISTRICT HAS A PARTNERSHIP WITH CENTRAL COMMUNITY DAY SCHOOL WHERE WHEN WE HAVE STUDENTS WHO ARE RECOMMENDED FOR AN EXPULSION AND ACTUALLY GO THROUGH THAT WHOLE BOARD PROCESS AND THEY GET BOARD APPROVED FOR AN EXPULSION, WE MAKE A REFERRAL TO CENTRAL COMMUNITY DAY SCHOOL AND THEN FROM THERE, SUNOL REALLY DOES A GREAT JOB WITH DOING THE OUTREACH, CONNECTING WITH THE FAMILY, KIND OF DOING AN INTAKE AND ASSESSING TO DETERMINE WHAT SERVICES AND SUPPORTS THE STUDENT NEEDS, AND THEN ONCE THEY ENROLL THE STUDENT, THEY INFORM US.
SO WE WITHDRAW THE STUDENT AND THEY'RE FORMALLY ENROLLED WITH CENTRAL COMMUNITY DAY SCHOOL.
ONE SUCCESS STORY I WOULD SAY WE HAVE IS WHERE A STUDENT WHO IS A MCKINNEY-VENTO.
SO FACING HOUSING CHALLENGES, WHERE I FELT THAT THE STUDENT NEEDED ADDITIONAL SUPPORT, BUT WE WEREN'T ABLE TO CONNECT WITH THE CAREGIVER.
IN ADDITION TO THAT, THE STAFF AT SUNOL ALSO DID HOME VISITS TO DO THE INTAKE.
IT'S BEEN VERY HELPFUL HAVING THE COUNTY OFFICE OF ED PROGRAMS, PARTICULARLY SUNOL AND THE INDEPENDENT STUDY PROGRAM, BECAUSE IT GIVES US ANOTHER SET OF OPPORTUNITIES FOR STUDENTS WHO MAY NEED MORE SUPPORT OR A NEW FRESH START.
I FEEL LIKE THIS SCHOOL GIVES A LOT OF POSITIVITY.
SOMETIMES OUR YOUTH GOES THROUGH THE WRONG PATH, SO THEY GIVE THEM A SECOND OPPORTUNITY WITH A LOT OF LOVE AND SUPPORT, AND, YOU KNOW, THEY HELP EACH CHILD AT THEIR OWN PACE TO, YOU KNOW, GO BACK TO A REGULAR SCHOOL AND EVERYTHING.
THE PRINCIPAL. OUR TEACHERS ARE COOL AND THEY JUST HELP.
LIKE IT GIVES US LIKE A DIFFERENT OPPORTUNITY.
LIKE THEY HELP US TO, LIKE, REALLY, LIKE, EXPERIENCE THAT.
LIKE THINGS THAT WE CAN EXPERIENCE RIGHT NOW BECAUSE WE'RE LIKE THE.
OFTEN WHEN WE'RE WORKING WITH A STUDENT WHO'S IN THE FOSTER CARE SYSTEM OR OR IS EXPERIENCING HOMELESSNESS, THERE ARE A LOT OF OTHER AGENCIES THAT COME INTO PLAY FOR THAT KID THAT WE ARE GOING TO NEED TO CONNECT THEM TO, AND I REALLY APPRECIATE THAT.
[01:00:04]
AWESOME. SO I LOVE THE SCHOOL.THAT CONCLUDES OUR PRESENTATION ON THE 2023-2024 LCAP.
WE ARE PROUD OF THE ACCOMPLISHMENTS OF OUR STAFF AND WHAT OUR STUDENTS HAVE ACHIEVED THIS PAST YEAR AND LOOK FORWARD TO OUR CONTINUED EFFORT AS WE PLAN FOR AND BEGIN OUR NEXT ACADEMIC YEAR.
BE IT OUR SPECIAL EDUCATION PROGRAM, COURT, SCHOOLS OR COMMUNITY SCHOOLS, WE COMMIT TO PROVIDING THE BEST EDUCATION AND SERVICES TO EACH INDIVIDUAL CHILD AND CONTINUE TO ENGAGE ALL OF OUR FAMILIES AND GROUND OUR WORK IN RELATIONSHIP BUILDING AND A SENSE OF BELONGINGNESS.
WE CAN CLAP. I LOVE THE VIDEO.
WE WILL NOW TAKE PUBLIC COMMENTS ON THIS ITEM.
MODERATOR DO WE HAVE ANY PUBLIC COMMENT? YES, WE HAVE FOUR CARDS FOR PUBLIC COMMENT.
AS YOU HEAR YOUR NAME, PLEASE LINE UP FOR PUBLIC COMMENT IN THE BACK AREA.
THE FIRST FIVE SPEAKERS FOR PUBLIC COMMENT ARE MARISSA HANSEN, DIANE CAPELLI.
KATHY GAVINO, AND NICOLE HILLIARD, FOUR PUBLIC SPEAKERS.
OH, I'M SORRY. BEFORE WE BREAK, CAN WE PRESENT THE TWO MINUTE TIMER? SORRY ABOUT THAT. MODERATOR.
OKAY. HELLO, MY NAME IS MARISSA HANSEN AND I'M A TEACHER AND THE MOTHER OF HUNTER HANSON, WHO IS ATTENDING THE COUNTY PROGRAM AND HAS BEEN DOING SO SINCE HE WAS THREE YEARS OLD. HE IS NOW TEN YEARS OLD AND GOING INTO THE FIFTH GRADE AT NORWOOD.
I AM THE VOICE FOR HUNTER AND CHILDREN LIKE HIM AS HE IS NONVERBAL.
IT IS DIFFICULT HAVING A NONVERBAL CHILD AND DURING THIS YEAR ON THIS COMMITTEE I WAS ABLE TO GIVE MY INPUT ON COMMUNICATION THAT WORKS WELL BETWEEN THE SCHOOL AND THE COUNTY FOR PARENTS AND TO GIVE FEEDBACK ON WAYS TO IMPROVE SOME PROCEDURES.
THANK YOU. OUR NEXT SPEAKER IS DIANE CAPELLI.
HELLO. MY NAME IS DIANE CAPELLI AND I HAVE BEEN A PART OF THE PACK THIS YEAR.
MY CHILD IS IN SECOND GRADE AT SARATOGA ELEMENTARY SCHOOL.
AS AN EXAMPLE, ARE THE FIELD TRIPS AND MAKING IT EASY FOR FAMILIES TO SIGN UP AND ATTEND.
WE ATTENDED THE CHRISTMAS LIGHTS IN THE PAST AND PLANNED TO ATTEND WALDEN WEST THIS SUMMER.
I ALSO ENJOYED MEETING AND SHARING AND COLLABORATING WITH THE OTHER PARENTS.
THANK YOU. OUR NEXT SPEAKER IS KATHY GAVINO. PLEASE PRESENT YOUR PUBLIC COMMENT.
MY THANKS TO THE BOARD FOR THIS OPPORTUNITY.
MY NAME IS KATHY TAKEMOTO GAVINO.
I HAVE ENJOYED BEING PART OF THESE MEETINGS.
I AM PLEASED TO SEE HOW THESE ITEMS WERE INCORPORATED INTO THIS DOCUMENT THAT HAS BEEN PRESENTED TODAY, AND I AM HERE TO PROVIDE MY FULL SUPPORT FOR THIS LCAP.
[01:05:03]
OUR LAST PUBLIC SPEAKER IS NICOLE HILLIARD.PLEASE PRESENT YOUR PUBLIC COMMENTS.
HI, GOOD EVENING. MY NAME IS NICOLE HILLIARD.
I APPRECIATE BEING ABLE TO GIVE INPUT ON THE LCAP.
THE GUEST SPEAKERS AND INFORMATIONAL ITEMS IN THE PACK ARE GREAT.
THANK YOU. MODERATOR DOES THAT CONCLUDE PUBLIC COMMENT? THIS CONCLUDES OUR PUBLIC COMMENT.
WE WILL NOW MOVE ON TO BOARD QUESTIONS.
ARE THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD? TRUSTEE MAH AND THEN VICE PRESIDENT SREEKRISHNAN, AND THEN TRUSTEE BERTA, AND THEN TRUSTEE DI SALVO.
SO I REALLY THANK YOU SO MUCH FOR YOUR PARTICIPATION AND FOR SPEAKING TONIGHT.
TRUSTEE MAH VICE PRESIDENT SREEKRISHNAN THANK YOU, PRESIDENT CHON.
I ALSO JUST WANTED TO HIGHLIGHT THE VARIOUS EDUCATIONAL PARTNERS THAT WERE ENGAGED THROUGHOUT THE DEVELOPMENT OF THE LCAP AND OBVIOUSLY OUR PARENTS AND STAFF AS WELL, AND JUST READING MORE ABOUT THE DIFFERENT ENGAGEMENT SESSIONS AND THE MEETINGS AND THE SURVEYS AND EVEN OUR ENGLISH LEARNER ADVISORY COMMITTEE AND COMMITTEE AND ESPECIALLY THE THE.
THE ACTIONS RELATED TO STUDENT ACHIEVEMENT IN SCHOOL CLIMATE.
I WAS EXCITED TO READ AND JUST A QUESTION OR IF YOU COULD ELABORATE.
PAGE 20 HAS MORE INFORMATION ABOUT THE EVALUATION PLAN AND THE ASSESSMENT OF EFFECTIVENESS.
SO ANY MORE SPECIFIC INDICATORS OR SORT OF METRICS THAT WILL BE USED IN THE EVALUATION PLAN? I JUST WANTED TO HEAR MORE ABOUT THAT.
YEAH. THANK YOU SO MUCH FOR THE QUESTION.
SO WITH EACH ACTION SHOULD HAVE ITS OWN EVALUATION SYSTEM, AND SO THAT WAY THROUGHOUT THE WHOLE YEAR, WE'RE USING DIFFERENT FORMS OF EVALUATION TO REALLY ASSESS AND HOW DO WE DO WE NEED TO MAKE A CHANGE IN MIDCOURSE SO THAT WE'RE NEVER MISSING A BEAT AND MAKING SURE THAT OUR STUDENTS ARE ACCOMPLISHING THEIR GOALS.
YES. I ALSO WANTED TO ECHO MY COLLEAGUES CELEBRATION OF THE PARTICIPATION AS WELL AS THE VIDEO WAS VERY WELL PUT TOGETHER, AND IT'S JUST IT REALLY HELPS PUT THE CONTEXT BEHIND WHEN WE'RE TALKING ABOUT THE LCAP, WE'RE TALKING ABOUT DATA AND, YOU KNOW, THE WHOLE CONTEXT THAT IT'S BECAUSE OF THE STUDENTS THAT WE SERVE AND REALLY BEING ABLE TO SEE THE IMPACT THERE WAS WAS WONDERFUL, AND THE QUESTION I HAD WAS REGARDING THE DATA IN THE LCAP, WHICH I APPRECIATE EVERYONE'S EFFORTS WHO WORKED ON THIS, BUT, YOU KNOW, AS A DOCUMENT, EVEN TO THE PUBLIC, I THINK SOMETIMES IT CAN LOOK LIKE A DISSERTATION OR, YOU KNOW, A LENGTHY PIECE OF WORK, AND SO IN THAT IN THAT LIGHT, WHAT I'M TRYING TO UNDERSTAND IS IF THERE IS A WAY TO CAPTURE THE DATA POINTS PROGRESS SPECIFICALLY, AND I KNOW THERE'S A NUMBER OF A NUMBER OF PAGES THAT CAPTURE THE DATA, BUT SPECIFICALLY WHERE IT GOES, THE MEASURING AND REPORTING RESULTS SECTION AS IT GOES FROM YEAR ONE TO YEAR TWO TO YEAR THREE, I'M WONDERING IF THERE'S A WAY TO CAPTURE, YOU KNOW, THE PROGRESS GOING FROM I BELIEVE WE'RE IN YEAR TWO, BUT SO WHAT WHAT DOES THE PROGRESS LOOK LIKE FROM YEAR ONE TO YEAR TWO? IT IS SIDE BY SIDE.
IT'S JUST A LITTLE BIT MORE COMPLEX TO KIND OF LOOK AT THE DESIRED OUTCOME BECAUSE SOME SOME AREAS THEY DON'T FULLY LINE UP WITH WHAT'S WHAT THE QUESTION IS BEING ASKED JUST FOR FOR CLARITY.
SO I'M WONDERING IF THERE'S MAYBE A PLACE THAT I MISSED THAT OR WHETHER THAT CAN BE INCORPORATED.
[01:10:04]
DATA OVERALL IN OUR PROGRAMS IS SOMETIMES CHALLENGING BECAUSE OF THE TRANSIENT NATURE OF OUR PROGRAMS AND THE STUDENTS WITHIN, AND SO WHEN WE CAN.SO, FOR EXAMPLE, AN ALTERNATIVE EDUCATION STUDENTS ARE ASSESSED EVERY 45 DAYS AND WE HAVE THAT ONGOING DATA SO WE CAN SHOW IF A STUDENT IS HERE WITH US FOR THREE YEARS, THE CHANGE THAT TAKES PLACE RIGHT UP OR DOWN, BUT WE ALSO USE DATA JUST AS YEAR END AND DIFFERENT DATA RESULTS COME OUT AT DIFFERENT TIMES, WHICH IS WHY IT COULD POTENTIALLY NOT LINE UP.
AM I ANSWERING YOUR QUESTION? TRUSTEE BERTA. YEAH, I THINK THAT PROVIDES REALLY IMPORTANT CONTEXT, RIGHT? WHEN WE'RE TALKING ABOUT DATA, I THINK THERE ARE SOME AREAS AND MAYBE I CAN SEND THIS AS FEEDBACK SINCE WE'RE NOT, YOU KNOW, FORMALLY APPROVING THIS, BUT JUST TO BETTER UNDERSTAND WHAT WHERE WE'RE AT AS A KIND OF A TRANSITION FROM YEAR ONE TO YEAR TWO, IF WE'RE NOT TALKING ABOUT A SPECIFIC COHORT OF STUDENTS, BECAUSE THAT DIFFERS FROM, YOU KNOW, OUR LOCAL SCHOOL DISTRICTS, BUT SOME OF THEM BEING MORE PROGRAMMATIC DECISIONS, RIGHT, OF WHETHER THERE'S AN IMPACT, YOU KNOW, POSITIVE OR NEGATIVE ON THAT WE CAN FOLLOW UP ON, AND THE OTHER PIECE WAS, IN TERMS OF ONE OF THE AREAS REFERENCED, I THINK IT'S SPECIFIC TO SPECIAL EDUCATION.
ON PAGE 26, HOW CAN COMMUNITY MEMBERS, WHEN AN AREA IS NOT CAPTURED OR NOT SPECIFIC TO THE LCAP, BUT IT SAID THAT THOSE RECOMMENDATIONS ARE GOING TO BE ADDRESSED EVEN THOUGH IT'S NOT A SPECIFIC COMPONENT OF THE LCAP.
I'M JUST WONDERING FOR THE PUBLIC AS WELL, WHERE CAN THEY FIND HOW THOSE ISSUES ARE BEING ADDRESSED OR CONSIDERED, EVEN IF IT'S NOT IN THIS LCAP? YEAH. THANK YOU SO MUCH FOR THAT QUESTION AND A VARIETY OF WAYS.
EACH OF OUR PRINCIPALS HOLD THEIR OWN CLUSTER COFFEE CHATS, SO FEEDBACK IS GIVEN AT THOSE MEETINGS AND SUGGESTIONS ARE TAKEN INTO ACCOUNT AND DONE RIGHT WHERE WE CAN. WE ALSO HAVE OUR SPECIAL EDUCATION DIRECTOR AS PART OF IN OUR ORGANIZATION, AS PART OF A SELVA, AND AT THAT MEETING, THE DIFFERENT DISTRICTS ARE REPRESENTED IN EACH OF THE SPECIAL EDUCATION DIRECTORS REPRESENTED AND CHANGES THAT ARE TAKING PLACE, SUGGESTIONS HOW WE WORK AS A COUNTY OFFICE IN RELATION TO THE DISTRICTS.
ALL OF THOSE ITEMS ARE DISCUSSED AND THAT HAPPENS MONTHLY AS WELL.
THANK YOU. THANKS FOR YOUR QUESTIONS.
TRUSTEE BERTA. TRUSTEE DI SALVO.
I APPRECIATE THAT. IT WAS ALSO NICE HAVING STUDENT VOICE AS PART OF YOUR VIDEO.
I'M LOOKING AT THE BUDGET NUMBERS OF FEDERAL FUNDS ON THE PROJECTED REVENUE BY FUND SOURCE.
I DON'T SEE A PAGE NUMBER, BUT ALL FEDERAL FUNDS ARE ABOUT $70 MILLION.
TOTAL LCFF FUNDS NEARLY 200 MILLION.
WITH A LARGE SHARE OF THAT GOING TO SPECIAL EDUCATION.
I KNOW. SO I DIDN'T SEE NUMBERS OF STUDENTS SERVED.
IS IT IN THE DOCUMENT? THE NUMBERS OF STUDENTS SERVED FOR EACH PROGRAM.
I DON'T BELIEVE OUR ENROLLMENT NUMBERS ARE PART OF THE LCAP, BUT WE HAVE THOSE NUMBERS.
COULD YOU GIVE ME KIND OF A ROUGH IDEA OF THE NUMBERS IN SPECIAL EDUCATION? THE NUMBERS IN COMMUNITY SCHOOLS AND ALTERNATIVE ED? SURE. IN THE COMMUNITY SCHOOLS THIS YEAR, WE'VE ACTUALLY SEEN AN INCREASE IN NUMBERS.
SO BETWEEN SOUTH COUNTY AND NORTH COUNTY COMMUNITY SCHOOLS.
THIS YEAR WE'VE PROBABLY SERVED BETWEEN 60 AND 80 STUDENTS.
WE FINISHED THE YEAR WITH NEARLY 40 AT EACH EACH SITE AT AT OSBORNE SCHOOL AND JUVENILE HALL.
THERE WERE JUST UNDER 400 STUDENTS THERE.
WE SERVED AN AVERAGE OF 35 STUDENTS FOR THE YEAR IN OSBORNE SCHOOL ITSELF AT BLUE RIDGE.
I BELIEVE THE NUMBER RIGHT NOW IS 21, AND THAT'S STAYED PRETTY STEADY ALL YEAR.
THANK YOU, AND SPECIAL EDUCATION.
[01:15:03]
WHAT WAS THAT FIVE YEARS AGO? OH, MY GOODNESS, YOU STUMPED ME SO I CAN GET THAT INFORMATION TO YOU.I DO. I FEEL LIKE I HAVE IT IN MY HEAD, BUT I DON'T REALLY WANT TO MAKE IT UP IN FRONT OF YOU.
YEAH, I WOULD LIKE TO HAVE IT TO A FIVE YEAR KIND OF BAR GRAPH OR SCATTERGRAM OF NUMBERS OF BOTH.
SURE. AND THAT WOULD BE THAT WOULD VERY MUCH BE APPRECIATED, AND YOU KNOW, IN 2019, I THINK WE HAD THE PRESIDING JUDGE OF THE JUVENILE COURT, KATHERINE LUCERO, WHO NOW IS IN A STATE OFFICE DOING GREAT WORK.
SHE SAID THAT IF YOU CAME TO IF YOU WERE FROM OUTER SPACE AND YOU LANDED IN OSBORNE SCHOOL OR AT THE RANCH, YOU WOULD THINK IN THIS COUNTY, ONLY BLACK AND BROWN KIDS COMMIT CRIMES, AND THAT'S REFERENCED IN YOUR.
REALLY? UGLY NUMBERS WHICH CONTINUE TO PLAGUE ME, AND I KNOW MANY PEOPLE IN THE COUNTY THAT THERE SEEMS TO BE, I THINK WHITE THOSE INCARCERATED WERE LIKE 10%, AND LATINX, AS YOU DESCRIBE, IS, IS LIKE 70 SOMETHING PERCENT AFRICAN-AMERICANS AT 7%.
WHAT CAN WE DO TO MAKE SURE THAT THOSE NUMBERS AREN'T SO DISPARATE BY RACE AND THAT THEY DON'T GET THEIR PREVENTING YOUR PROGRAM, THAT ENROLLMENT GOES DOWN OVER THE NEXT FIVE YEARS SIGNIFICANTLY AS IT HAS OVERALL BECAUSE OF THE LAWS THAT HAVE BEEN PASSED IN THE STATE OF CALIFORNIA. WHAT SHOULD THE BOARD.
BE AWARE OF IN ORDER TO HELP THOSE NUMBERS THAT ARE SHOW.
HOW DO WE PREVENT? THIS FROM HAPPENING.
WHAT ARE YOUR THOUGHTS? YEAH, THANK YOU SO MUCH FOR THAT QUESTION.
I THINK THERE'S A VARIETY OF RESEARCH OUT THERE AND IDEAS.
WE HEARD FROM THE LAST BOARD MEETING ALL OF THAT WORK THAT'S HAPPENING AROUND UPK.
SO IF I WAS GOING TO OFFER UP A SUGGESTION, IT WOULD BE TO FOCUS ON OUR EARLY EDUCATION.
SECONDLY, I KNOW OUR INCLUSION COLLABORATIVE DEPARTMENT, A PBIS DEPARTMENT, EMTS, ALL OF ALL THE QUALITY PROFESSIONAL DEVELOPMENT THAT WE PUT OUT AS A COUNTY OFFICE DIRECTLY ADDRESSES BIAS, INEQUITIES, RACISM AND ALL OF THE THINGS THAT EDUCATORS ARE WORKING AROUND AND TOWARD AND, YOU KNOW, AND STRUGGLING WITH AND JUST MAKING SURE THAT THOSE CONVERSATIONS ARE HAPPENING IN OUR SCHOOLS, AND IT'S THE PROFESSIONAL DEVELOPMENT THAT WE OFFER, THAT WE OFFER THROUGH OUR ORGANIZATION THAT REALLY KEEPS THAT AT THE CENTER.
THANK YOU, AND MY LAST QUESTION, AND I TOTALLY AGREE WITH YOU AND SO DO MANY OF US ABOUT EARLY LEARNING, AND THAT NEEDS TO BE THE GOAL, AND WE SHOULD KEEP TRACK OF THOSE NUMBERS AS WE HAVE INCREASED MONEY BEING SPENT ON EARLY LEARNING IN THE STATE OF CALIFORNIA AND HOW THOSE NUMBERS GO DOWN IN OUR ALTERNATIVE ED PROGRAM AND INCARCERATED YOUTH AT BOTH AT THE RANCH, JAMES AND OSBORNE , BUT MY WHEN I WAS BOARD CHAIR AND AT OTHER TIMES THERE HAVE BEEN QUESTIONS ABOUT WHAT DO YOU NEED? WE'VE ASKED PROGRAM MANAGERS AND ASSISTANT SUPERINTENDENTS WHAT SHOULD SINCE WE'RE IN CHARGE OF THE BUDGET, WHAT SHOULD WE KNOW ABOUT WHAT IS NEEDED TO HELP YOU DO YOUR JOBS FOR YOUR CHILDREN MORE EFFICACIOUSLY? OR DO YOU HAVE EVERYTHING YOU NEED? ALWAYS. YOU KNOW, I THINK WE'VE WE'VE MENTIONED THIS BEFORE AND, YOU KNOW, TRUSTEE DI SALVO THIS VERY WELL THAT OUR COURT SCHOOLS AND OUR COMMUNITY SCHOOLS SOMETIMES HAVE LOW ENROLLMENT AND THAT ENROLLMENT FLUCTUATES THROUGHOUT THE YEAR , AND, AND ASIDE FROM THAT, WE NEED TO HAVE A NUMBER OF CLASSES AND WE NEED TO HAVE THE BEST STAFF AND THE HIGHEST QUALITY EDUCATION FOR ALL OF OUR STUDENTS.
[01:20:01]
JUST 15 KIDS AND THERE NEEDS TO BE RIGHT.TO HAVE THOSE PROGRAMS SUSTAINED THROUGHOUT EVERY YEAR.
SO IS THERE ANYTHING THAT ANYBODY NEEDS MORE TO? MORE EFFECTIVELY MEET THE NEEDS OF OUR CHILDREN.
TO BE PERFECTLY HONEST, I THINK I THINK THE BOARD IS PROVIDING US JUST ABOUT EVERYTHING WE DO NEED RIGHT NOW, ESPECIALLY YOUR ADVOCACY AND YOUR INTEREST IN THE PROGRAMS. YOU KNOW, WE FOCUS ON PROVIDING STUDENTS WITH LITERACY SKILLS THAT I THINK.
WE WOULD LIKE TO SEE FAR UPSTREAM FROM WHEN THEY WHEN THEY COME TO US, BUT WE FOCUS ON THAT AND THEN PROVIDING VOICE, AND WHAT WE NEED FROM YOU IS, IS LIKE I SAID, ADVOCACY AND SUPPORT, AND I FEEL LIKE ALL OF YOU DO THAT VERY WELL.
THANK YOU, AND I ALSO DON'T WANT TO MISS THE OPPORTUNITY TO SAY THAT THE SPECIAL EDUCATION DEPARTMENT IS EXTREMELY SUPPORTED, NOT JUST BY THE BOARD, BUT BY OUR DISTRICTS AND COMMUNITY MEMBERS.
OUR PROGRAMS, I THINK IT WAS HIGHLIGHTED IN THE VIDEO, LITTLE SNIPPETS OF THINGS THAT OUR STUDENTS ARE HAVING ACCESS TO THAT IS INCREDIBLE, AND THE GARDENING PROGRAM, MUSIC, ART, WE HAVE A VERY STRONG INSTRUCTIONAL PROGRAM AS WELL IN TERMS OF MAKING SURE THAT EACH OF OUR STUDENTS ARE ABLE TO REACH THEIR HIGHEST POTENTIAL, AND I FEEL REALLY PROUD OF OUR PROGRAM AND REALLY, REALLY GLAD TO BE IN IT, AND ANY TIME THAT I NEED SUPPORT, I KNOW THAT I CAN RECEIVE IT FROM MULTIPLE, MULTIPLE PLACES.
THAT'S GREAT. I APPRECIATE THAT.
I APPRECIATE THAT FROM ALL OF YOU, AND I HAD AN OPPORTUNITY TO VISIT OSBORNE SCHOOL WITH DR.
I DON'T THINK IT WAS QUITE EVEN THAT LONG AGO, BUT IT WAS SHORTER THAN THE LAST NINE MONTHS OR SO.
YEAH, AND I WAS REALLY IMPRESSED.
I TAUGHT THERE WHEN I WAS 23 YEARS OLD.
I'M NOT 23 ANY LONGER AND I WAS SO IMPRESSED WITH WHAT I SAW.
AND I AND I SAID, I THINK I EVEN POSTED SOMETHING ON FACEBOOK THAT DAY.
I WAS SO IMPRESSED BECAUSE IT'S COME SUCH A LONG WAY IN THE PROGRAMS OFFERED TO OUR INCARCERATED YOUTH, AND IF THERE'S ANYTHING THAT WE COULD DO TO HELP THOSE INSTRUCTIONAL MINUTES, PLEASE LET DR.
THANKS. ANYTIME I MAKE A COMMENT.
I JUST A COUPLE OF FOLLOW UPS.
ONE, I WANTED TO MENTION THAT SOMETHING NEW WE HAVE IS A REALLY ROBUST GRANTS AND PARTNERSHIPS DEPARTMENT AND EVER SINCE LCFF, AS YOU'VE HEARD US SAY SO MANY TIMES, YOU KNOW, WE'VE BEEN FLAT FUNDED, BUT BECAUSE OF OUR COMMITMENT TO SECURING ADDITIONAL PARTNERS AND GOING AFTER GRANTS AND APPLYING FOR ADDITIONAL REVENUE SOURCES, AND SO SUCCESSFULLY, WE'VE BEEN ABLE TO INCREASE ALL OF THE PROGRAMS THAT WERE DESCRIBED, AND, YOU KNOW, I DON'T KNOW THAT THERE'S MUCH HOPE.
I DON'T KNOW WHAT THE BUDGET IS GOING TO BE LIKE AT THE STATE LEVEL IN THE NEXT COUPLE OF YEARS, BUT WE DO HAVE THAT ONGOING COMMITMENT FROM SOME OF OUR PARTNERS AND WE HAVE TEAM MEMBERS WHO WORK REALLY DILIGENTLY TO SECURE SUPPLEMENTAL FUNDING AS WELL, BECAUSE WE KNOW WE CAN'T JUST RELY ON THE STATE , AND THEN THE ENROLLMENT TREND INFORMATION WE DID SHARE AT BUDGET STUDY COMMITTEE.
I ALSO WANTED TO JUST SHARE MY APPRECIATION FOR THE VIDEO AND THEN THIS PRESENTATION.
THANK YOU TO OUR PARENTS THAT COME.
SO THANK YOU SO MUCH FOR COMING AND JUST SHARING YOUR EXPERIENCES.
I ALSO WANTED TO SHARE MY APPRECIATION OF WHAT WAS INCLUDED IN THE VIDEO BECAUSE I THINK SEEING THE MUSIC CLASSES, THE CAREER TECHNICAL PATHWAY OPPORTUNITIES THAT ARE GIVEN TO OUR STUDENTS IS, YOU KNOW, THAT'S WHAT MATTERS FOR THIS.
SO I APPRECIATE BEING ABLE TO SEE THAT, AND ALSO, I KNOW DR.
[01:25:03]
CLASSROOMS AND BLUE RIDGE.I WAS NOT ABLE TO JOIN THE OSBORN TOUR, BUT I KNOW THAT'S SOMEWHERE I WANT TO GO AS WELL , AND BEING ABLE TO JUST SEE THESE OPPORTUNITIES WE HAVE FOR ALL OF OUR STUDENTS IN SANTA CLARA COUNTY AND BEING ABLE TO WITNESS IT EVERY DAY, SOMETHING I REALLY APPRECIATE.

I ALSO WOULD LIKE TO HIGHLIGHT IN THE FISCAL YEAR 2223 YEAR, OUR OFFICE BROUGHT IN ABOUT $48.8 MILLION IN RESTRICTED GRANT FUNDING STREAMS, AND I'D LIKE TO THANK DR. DEWAN FOR HER LEADERSHIP AND HARD WORK IN THAT.
IT'S A IT'S A BIG LIFT THAT WE START IN THE PRIOR FISCAL YEAR.
WE WILL NOW TAKE PUBLIC COMMENT.
MODERATOR DO WE HAVE ANY PUBLIC COMMENT? NO, THERE ARE NO PUBLIC COMMENT CARDS.
THANK YOU. ARE THERE ANY CLARIFYING QUESTIONS FROM THE BOARD? VICE PRESIDENT SREEKRISHNAN AND THEN TRUSTEE BERTA.
[01:35:01]
THANK YOU, PRESIDENT CHON, AND I JUST WANTED TO THANK STAFF AND DR.DEWAN AS WELL FOR BUDGETING RESPONSIBLY AND PROACTIVELY, ADDRESSING LONG TERM FINANCIAL SUSTAINABILITY AND ALWAYS PROACTIVELY IDENTIFYING REVENUE ENHANCEMENT OPPORTUNITIES, AND I WANTED TO ASK ABOUT OUR RESERVE, THE 14.38 MILLION, AND I KNOW YOU HAD A SLIDE ON THAT, AND COULD YOU TALK MORE ABOUT THE CRITERIA USED TO DETERMINE THAT AMOUNT AND WHETHER YOU THINK IT'S SUFFICIENT IN THE LONG TERM TO ADDRESS ANY UNFORESEEN CHALLENGES? ARE YOU REFERENCING? SLIDE 17.
IT'S ON PAGE FIVE OF THE DOCUMENT.
I CAN GO TO THE SLIDE, BUT IT'S THE RESERVE OF 14.38 MILLION.
OKAY. YEAH. SO THAT'S OUR ECONOMIC UNCERTAINTY.
SO THE STATE REQUIRES US TO RETAIN ABOUT 2%, AND THERE'S ALSO A BOARD POLICY FOR AN ADDITIONAL 2%.
SO THAT'S 4% IS WHAT WE SET ASIDE FOR ECONOMIC UNCERTAINTY.
YES. THANK YOU FOR THE PRESENTATION, AND MY QUESTION WAS ABOUT THE I BELIEVE IT'S THE SACHSE REPORT.
THE UNDER THE ITEM THAT DESCRIBES DEFICIT SPENDING.
DOES THAT MEAN WE ARE DEFICIT SPENDING OR THAT WE'RE NOT? AND IF WE ARE, CAN YOU EXPLAIN WHY WE ARE? YEAH. SO WE ARE NOT DEFICIT SPENDING, AND SO IT SAYS NOT MET BECAUSE OF THE PERCENTAGE, BUT WHAT IT IS, IS IT'S A COMBINATION OF CARRYOVER FUNDS WHERE WE HAD EXPENSES THAT WE BUDGETED FOR OR PROJECTS WE BUDGETED FOR IN THE PRIOR YEAR WE BROUGHT FORWARD, AND SO IT'S ANY OF THE PRIOR YEAR FUNDING THAT WE CARRY OVER AND THAT'S WHY WE PUT THAT EXPLANATION, BUT WE ALSO PUT THE CHART OF THE DIFFERENT FUNDING SOURCES THAT WE'RE BRINGING FORWARD.
GOT IT. THANK YOU FOR CLARIFYING.
YOU'RE WELCOME. I HAVE A QUICK QUESTION.
HAVE WE BEEN ABLE TO UTILIZE A LOT OF THOSE GRANTS AND BEEN USING UP TO THE FULL POTENTIAL OF MOST OF THEM? YES. SO THE GRANTS THAT WE DO RECEIVE, A LOT OF THEM ARE ONE YEAR, ONE TIME FUNDS.
SO WE ARE FULLY SPENDING THOSE FUNDS, BUT THERE'S ALSO ALSO MULTI-YEAR GRANTS.
OKAY. ANY OTHER QUESTIONS? TRUSTEES. OKAY.
THE PUBLIC HEARING IS NOW CLOSED.
THANK YOU. THANK YOU. OUR NEXT AGENDA ITEM IS THE STUDENT BOARD MEMBER OF EDUCATION MEMBER REPORT.
[A. The student board of education member may give a report on activities related to their duties as member of the Santa Clara County Board of Education]
WE WILL NOW RECEIVE A REPORT FROM OUR STUDENT BOARD MEMBER.I WANT TO ACKNOWLEDGE VERY PROUDLY OUR STUDENT BOARD MEMBER FOR HIS RECENT ACCOMPLISHMENTS, INCLUDING RECEIVING THE STATE SEAL OF CIVIC ENGAGEMENT, A NUMBER OF COMMENDATIONS FROM ELECTED OFFICIALS AND GRADUATING YESTERDAY EVENING.
WE'LL GIVE HIM A ROUND OF APPLAUSE FOR THAT, AND I HAD THE DISTINCT HONOR OF GETTING TO MEET HIM.
STUDENT BOARD MEMBER ALTAMIRANO, CAN YOU PLEASE GIVE YOUR REPORT? YES, MA'AM. THANK YOU.
GOOD EVENING, EVERYONE. I'M STUDENT BOARD MEMBER ALTAMIRANO, A STUDENT AT BLUE RIDGE HIGH SCHOOL.
IT IS MY PLEASURE TO BE GIVING YOU ALL THE RECENT ACTIVITIES AND UPDATES FROM OUR SCHOOL.
FIRST, I WOULD LIKE TO START OFF BY SAYING THANK YOU TO OUR COUNTY OFFICE SUPERINTENDENT DR.
DR. MAH HONDURAS BOARD MEMBER.
BERTA BOARD MEMBER LARI OUR ALTERNATIVE EDUCATION DEPARTMENT DIRECTOR, MR. CALDWELL HOLDEN AND OTHER ESTEEMED GUESTS FOR VISITING ME ON CAMPUS AND CONGRATULATING ME ON THE STATE SEAL OF CIVIC ENGAGEMENT, AS WELL AS MY OTHER RECENT ACHIEVEMENTS.
THANK YOU TO ALL. NEXT, I WOULD LIKE TO CONGRATULATE THE CLASS OF 2023.
THANK YOU. THANK YOU, STUDENT BOARD MEMBER ALTAMIRANO AND CONGRATULATIONS AGAIN.
[01:40:03]
YOUR REPORTS ARE VERY WELL PREPARED AND INFORMATIVE AND WE VERY MUCH APPRECIATE HEARING FROM YOU AND LEARNING WHAT'S HAPPENING AT OUR SCHOOL SITES.MOVING ON TO AGENDA, ITEM NUMBER EIGHT INFORMATION ITEMS.
[A. Charter Schools Update]
WE HAVE TWO INFORMATION ITEMS THIS EVENING.DR. DEWAN, COULD YOU PLEASE INTRODUCE THE FIRST ITEM? YES. THANK YOU. PRESIDENT CHON.
THIS EVENING, OUR FIRST ITEM IS OUR STANDING AGENDA ITEM ON CHARTER SCHOOLS.
SO OUR FIRST UPDATE TONIGHT IS SUMMIT PUBLIC SCHOOL, AND THIS IS A DENALI CLOSURE UPDATE.
SOME SCHOOLS DO RUN SUMMER PROGRAMS WHERE STUDENTS CAN CATCH UP AND STAY ON TRACK.
SUMMIT STAFF ALSO EXPLAINED THAT TEACHERS, MENTORS AND ADMINISTRATORS ARE WORKING WITH STUDENTS VIGOROUSLY AND WILL CONTINUE TO DO SO THROUGH THE END OF THE YEAR TO PROVIDE EXTRA SUPPORT SO STUDENTS CAN COMPLETE THEIR COURSES ON TIME.
WITH REGARD TO THE PROPOSED SALE OR LEASE OF DENALI SCHOOL SITES ON MAY 2ND, 2023, WE SENT AN EMAIL TO SUMMIT INQUIRING ABOUT THE STATUS OF SALE LEASE AND OR SUBLEASE OF THE DENALI SCHOOL SITES.
WE INQUIRED ABOUT THE ASKING PRICES FOR THE SITES.
WE ARE ALSO AWAITING EVIDENCE THAT DENALI IS WORKING ON OR HAS COMPLETED ITS SPECIAL EDUCATION MONITORING AND COMPLIANCE PROCESSES PRIOR TO TRANSFERRING STUDENT RECORDS TO THE NEW LEASE, AND SUPPOSE THIS IS PART OF THE CLOSURE PROCEDURE, BUT IT IS ALSO A STATE REQUIREMENT ANNUALLY.
DOCUMENTATION OF NOTIFICATION OF CLOSURE.
WE CONTINUE TO WAIT FOR COPIES OR EVIDENCE OF THE NOTICES THAT NEEDED TO HAVE BEEN SENT TO THE EL DORADO COUNTY CAASPP, THE SANTA CLARA COUNTY SOPA TO STIRS AND TO THE CALIFORNIA DEPARTMENT OF EDUCATION.
WE WILL CONTINUE TO REQUEST THIS DOCUMENTATION AND PROVIDE THE BOARD AN UPDATE WHEN WE RECEIVE IT.
THE SECOND AREA RELATED TO SUMMIT IS IN REGARD TO THE SUMMIT, CENTRAL OFFICE AND SCHOOL PERSONNEL.
WE LEARNED THAT SUMMIT PUBLIC SCHOOLS HAS IDENTIFIED KATIE CHANG AS ITS NEW CEO.
MS.. CHANG HAS BEEN AT SUMMIT FOR APPROXIMATELY TEN YEARS AND HAS HAD SEVERAL ROLES AT SUMMIT.
SHE HAS ALSO BEEN A TEACHER IN CENTRAL OFFICE STAFF FOR SUMMIT.
MOREOVER, SEVERAL CENTRAL OFFICE STAFF IN KEY POSITIONS HAVE RESIGNED, EFFECTIVE AT THE END OF THE SCHOOL YEAR, INCLUDING THE MAIN CONTACT RESPONSIBLE FOR RESPONDING TO OUR QUESTIONS ABOUT THE CLOSURE OF DENALI.
WE HAVE NOT YET LEARNED WHO WILL BE THE NEW CONTACT, AND JUST I'LL ADD AN EDITORIAL HERE THAT ONE OF THE REASONS THAT WE MONITOR THE LAYOFFS AND THE LEVEL OF STAFFING IS THAT UNDER OUR FCMAT INDICATORS, WHEN WE'RE LOOKING AT FISCAL STABILITY, SIGNIFICANT TURNOVER IN LEADERSHIP POSITIONS IS ONE OF THE INDICATORS OF FISCAL DISTRESS.
THIRDLY, PUBLIC RECORDS REQUEST.
THERE HAVE BEEN LOTS OF INTEREST IN COMMUNICATIONS AND RECORDS RELATED TO SUMMIT AND THE DENALI CLOSURE, AND AS SUCH, OUR TEAM WANTED TO TAKE THIS OPPORTUNITY TO EXPLAIN TO THE PUBLIC THAT THE SANTA CLARA COUNTY OFFICE OF EDUCATION IS THE HOLDER OF THOSE PUBLIC RECORDS, AND MEMBERS OF THE PUBLIC MAY REVIEW
[01:45:08]
AND OBTAIN COPIES OF MANY OF THOSE PUBLIC RECORDS IN ACCORDANCE WITH THE CPRA OR WITH THE LAW.MEMBERS OF THE PUBLIC WHO ARE INTERESTED IN OBTAINING THESE PUBLIC RECORDS, INCLUDING THOSE RELATED TO THE COUNTY BOARD RELATED TO CHARTER SCHOOL MATTERS, SHOULD DIRECT THEIR REQUEST TO KELLY WILEY, OUR DIRECTOR OF PUBLIC INFORMATION, AND SHE WILL PROBABLY RESPOND IN ACCORDANCE WITH THE CCRA.
OUR SECOND TOPIC IS THE UNIVERSITY PREPARATORY ACADEMY.
ON MAY 10TH, 2023, THE SANTA CLARA COUNTY OFFICE OF EDUCATION ISSUED TO UPA A LETTER OF CONCERN.
THE LETTER ADDRESSED FOUR ISSUES ONE BROWN ACT COMPLIANCE TO UPA BYLAWS AND BOARD MEMBER TERMS. THREE STUDENT EXPULSION, DUE PROCESS AND FOUR ALLEGATIONS FROM A FORMER EMPLOYEE.
ON JUNE 9TH, 2023, UPA RESPONDED TO THREE OF THE ISSUES AND WE EXPECT A RESPONSE TO THE ALLEGATIONS FROM A FORMER EMPLOYEE ON JUNE 30TH, 2023 AS IT RELATES TO BROWN ACT COMPLIANCE.
UPA ADMITTED THAT THERE WAS A TELECONFERENCING BROWN ACT ISSUE AT THEIR APRIL 27TH, 2023, UPA BOARD MEETING DUE TO THE PREVIOUS LIFTING OF BROWN ACT REQUIREMENTS DUE TO COVID.
THEY FURTHER STATED THAT THIS ISSUE HAS BEEN CORRECTED AND ALL BOARD MEMBERS HAVE OR WILL RECEIVE BROWN ACT TRAINING AS OF JUNE 15TH, 2023, AS REQUIRED BY THE SECO UPA MOU.
IN TERMS OF THE UPA BYLAWS AND BOARD MEMBER TERMS, UPA WILL UPDATE ITS BYLAWS TO CONFORM WITH THE SECO UPA MOU BY THE JUNE 15TH, 2023 BOARD MEETING.
WHILE THERE ARE STILL THREE BOARD MEMBERS WHOSE TERMS EXPIRED ON JUNE 30TH, 2022 AND TWO MORE BOARD MEMBERS WHOSE TERMS EXPIRE ON JUNE 30TH 2023 PER THE UPA BYLAWS, THE MEMBERS TERMS CONTINUE UNTIL THEIR TERMS ARE RENEWED OR THEY ARE REPLACED AS PER THE UPA BYLAWS.
THE PROCESS TO REPLACE OR RENEW BOARD MEMBER TERMS IS THROUGH A NOMINATING COMMITTEE.
SPECIFICALLY, ON MAY 25TH, THE UPA BOARD NAMED A NOMINATING COMMITTEE.
UPS UPA STAFF OPENED A NOMINATION PORTAL AND NOTIFIED THE COMMUNITY THAT IT IS OPEN.
THE CHARTER SCHOOL HAS RECEIVED FIVE NOMINATIONS TO DATE.
THE NOMINATING COMMITTEE WILL FOLLOW.
THE STUDENT EXPULSION DUE PROCESS CONCERNS IN OUR LETTER OF CONCERN HAVE BEEN ADDRESSED.
ADDITIONAL TRAINING ON THE EXPULSION PROCESS WILL BE HELD THIS SUMMER.
THAT CONCLUDES OUR REPORT, AND THANK YOU.
BOARD MEMBERS. DID YOU HAVE ANY QUESTIONS? OKAY. THANK YOU.
[B. Overview of Early College Credit in Santa Clara County Public Schools]
DR. DEWAN, COULD YOU PLEASE INTRODUCE THIS ITEM? YES. THIS NEXT INFORMATION ITEM IS THE OVERVIEW OF EARLY COLLEGE CREDIT IN SANTA CLARA COUNTY SCHOOLS.THIS REPORT WAS REQUESTED BY TRUSTEE DI SALVO AND OUR TEAM AND OUR PROFESSIONAL LEARNING AND EDUCATIONAL PROGRESS DIVISION HAVE BEEN WORKING ON THE REPORT. THIS EVENING I WOULD LIKE TO INTRODUCE DR.
ANEESH MUNSHI, OUR ASSOCIATE SUPERINTENDENT.
DR. MUNSHI WILL BE JOINED BY TWO OF HER TEAM MEMBERS, KAREN LARSON AND DANA RICHARD, WHO WILL BE GIVING A PRESENTATION ON WAYS IN WHICH HIGH SCHOOL STUDENTS WITHIN SANTA CLARA COUNTY ARE EARNING EARLY COLLEGE CREDIT.
THANK YOU, DR. DEWAN. GOOD EVENING.
DEWAN AND GUESTS AS WE CELEBRATE THIS YEAR'S HIGH SCHOOL GRADUATION.
THIS EVENING, WE WOULD LIKE TO PROVIDE YOU WITH INFORMATION ON THE EARLY COLLEGE CREDIT LANDSCAPE IN SANTA CLARA COUNTY AND WHAT IS AVAILABLE TO HIGH SCHOOL STUDENTS IN OUR COUNTY.
WITH ME THIS EVENING IS KAREN LARSON, DIRECTOR OF ESTEEM, AND ALSO DANA RICHARDS, COORDINATOR OF ESTEEM, CAREER AND COLLEGE PATHWAYS PROGRAM, AND THEY WILL BE SHARING INFORMATION ABOUT THE SERVICES THAT WE PROVIDE AND ALSO THE OPPORTUNITIES THAT ARE AVAILABLE TO OUR STUDENTS IN SANTA CLARA.
[01:50:01]
MUNCY. NEXT SLIDE, PLEASE.HOW WE AT THE SANTA CLARA COUNTY OFFICE OF EDUCATION ARE ASSISTING DISTRICTS IN THEIR EFFORTS TO PROVIDE EARLY COLLEGE CREDIT OPPORTUNITIES TO THEIR STUDENTS, AND WE'LL LOOK AT WHAT'S ON THE HORIZON FOR STUDENTS WISHING TO GET A HEAD START ON THEIR COLLEGE CAREER.
I'M GOING TO TURN THIS OVER TO DANA.
NEXT SLIDE, PLEASE. THANK YOU, KAREN.
GOOD EVENING. SO JUST TO DEVELOP SOME SHARED LANGUAGE, THE OVERARCHING CATEGORY IS EARLY COLLEGE CREDIT, AND THE DIFFERENT TYPES INCLUDE DUAL ENROLLMENT, WHICH IS WHEN STUDENTS ARE EARNING BOTH HIGH SCHOOL AND COLLEGE CREDIT FOR THE SAME COURSE.
ARTICULATION CREDIT BY EXAM NOT ALWAYS, BUT MOSTLY BY EXAM IS A HIGH SCHOOL CLASS THAT'S BEEN CROSSWALKED OFTEN WITH A COMMUNITY COLLEGE CLASS.
AND IF STUDENTS PASS AN EXAM, THEY'LL BE GRANTED THE CREDIT OR SUBSTITUTION OF A COURSE AT THE COLLEGE AND ADVANCED PLACEMENT, WHICH MOST FOLKS ARE FAMILIAR WITH, WHICH IS CREDIT THAT'S BASED OR COURSE SUBSTITUTION BASED ON TEST SCORES, AND INTERNATIONAL BACCALAUREATE ALSO OFFERS CREDIT BASED ON TEST SCORES.
THE CONTEXT FOR EARLY COLLEGE CREDIT IS PROBABLY MOST FREQUENTLY A COMPREHENSIVE HIGH SCHOOL SETTING ON A COMMUNITY COLLEGE OR FOUR YEAR COLLEGE CAMPUS IN AN EARLY COLLEGE, HIGH SCHOOL OR ACADEMY, WHICH IS TYPICALLY NOT ALWAYS, BUT TYPICALLY AT A DISTRICT HIGH SCHOOL SITE, AND THEN MIDDLE COLLEGE HIGH SCHOOLS, WHICH ARE MOST OFTEN AT A COLLEGE SITE.
SAVING MONEY, OF COURSE, ON THE TOTAL COST OF OBTAINING A DEGREE IS PART OF IT.
CREATE A MORE COMPETITIVE APPLICATION FOR INTERNSHIPS, JOBS AND OR COLLEGE ENROLLMENT.
THIS DATA IS FROM THE 2022 GRADUATING CLASS, WHICH INCLUDES STUDENTS THAT WERE SCHEDULED TO GRADUATE IN 2021 BUT DIDN'T GRADUATE UNTIL 2022.
THE LARGEST PERCENTAGE, 69%, IS FROM AP.
THE NEXT LARGEST PERCENTAGE IS STUDENTS THAT ACHIEVE ONE SEMESTER EQUIVALENT OF EARLY COLLEGE CREDIT 17% AND THEN TWO SEMESTER EQUIVALENT, WHICH SHOWS US THAT THERE'S A SIGNIFICANT NUMBER OF STUDENTS WHO, HAVING ACHIEVED ONE SEMESTER, GO ON TO ACHIEVE A SECOND SEMESTER OF EQUIVALENT THAT'S 13%, AND THEN THE IB INTERNATIONAL BACCALAUREATE CONSTITUTES ABOUT 1%.
ONE IS THAT WE HOST AN ANNUAL NEWLY BRANDED AS COLLEGE WEEK AS IT USED TO BE, COLLEGE DAY.
WE'VE TAKEN THIS OVER FROM OUR COLLEAGUES AT THE SILICON VALLEY EDGE FOUNDATION, AND WE ASSIST WITH DUAL CREDIT AGREEMENTS BETWEEN DISTRICTS AND COLLEGES. WE HAVE PATHWAY COORDINATORS AND OTHER MEMBERS OF OUR TEAM THAT HELP WITH THINGS LIKE CAP AGREEMENTS AND ARTICULATION AGREEMENTS. WE HAVE A FUTURE READY BADGING PROGRAM THAT WE OFFER TO OUR DISTRICT PARTNERS AND WE PROVIDE A WHOLE SUITE OF COLLEGE AND CAREER, CAREER READINESS, TECHNICAL ASSISTANCE TO DISTRICTS.
MARK YOUR CALENDARS IS OCTOBER 20TH 3 TO 27.
NEXT SLIDE, AND SOME OF OUR EVENTS INCLUDE.
[01:55:01]
IN MARCH, WE HOSTED A MULTI-COUNTY TEN COUNTIES PARTICIPATING IN A MULTISECTOR EVENT THAT WAS ONLINE WITH 800 STUDENTS PARTICIPATING.AND I MENTIONED FUTURE READY BADGING.
THIS WAS OUR INAUGURAL YEAR AT A NEWLY FORMED HIGH SCHOOL.
WE PASSED OUT OVER 70 CERTIFICATES.
NEXT SLIDE, AND WE WANT YOU TO KNOW ABOUT POSITIVE THINGS THAT ARE HAPPENING AND ON THE HORIZON.
WE HOST A COMMUNITY OF PRACTICE FOR TEACHERS AND CONNECTORS TO SUPPORT THIS WORK.
WE KNOW THAT THE INCOMING COMMUNITY COLLEGE CHANCELLOR SONIA CHRISTIAN, HAS ONE OF HER TOP PRIORITIES IS UNIVERSAL DUAL CREDIT FOR NINTH GRADERS AND THE ACHIEVEMENT OF 12 DUAL CREDITS DURING THE FOUR YEARS OF A STUDENT'S TERM IN HIGH SCHOOL.
THAT DOVETAILS QUITE WELL WITH OUR EQUITY FOCUS, SO THAT ACCESS TO EARLY COLLEGE CREDIT IS UNIVERSAL AND THAT ALL STUDENTS GET SUPPORT FOR IT.
WE HAVE INVESTED IN A SOCIAL CAPITAL CURRICULUM AND TOOL THAT WE SHARE WITH SOME OF OUR PARTNERS, AND THE STATE HAS INVESTED HEAVILY IN A THE CALIFORNIA COLLEGE GUIDANCE INITIATIVE, WHICH INCLUDES VERY IMPORTANT STUDENT SUCCESS PLANNING TOOLS LIKE THE CALIFORNIA COLLEGE EDU TOOL. I MENTIONED THE AGREEMENTS FOR DUAL CREDIT.
ONE OF THEM IS THE COLLEGE AND CAREER ACCESS PATHWAYS GRANT, KNOWN AS CAP, AND I'VE BEEN TOLD FROM THE CTE, MY CONTACTS AT THE CDE, THAT WILL BE RENEWED AGAIN THIS FALL, AND THEN THE COLLEGE BOARD HAS INVESTED IN A TOOL SET TO HELP DISTRICTS CREATE MORE EQUITY AND ACCESS WITHIN THEIR AP PROGRAMING.
NEXT SLIDE. SO IN SUMMARY, THERE ARE MANY BENEFITS TO EARLY COLLEGE CREDIT.
ABOUT 40% OF THAT 20,000 IN SANTA CLARA COUNTY HIGH SCHOOLS HAVE ACHIEVED SOME LEVEL OF EARLY COLLEGE CREDIT. AP IS THE LEADING FORM OF EARLY COLLEGE CREDIT.
UNDERREPRESENTED STUDENT POPULATIONS NEED TARGETED SUPPORT AND PROPOSALS ORIGINATING FROM THE COMMUNITY COLLEGE CHANCELLOR'S OFFICE ARE, AS I SAID, HIGHLY ALIGNED WITH SOME OF OUR EQUITY DRIVEN GOALS AND OBJECTIVES RELATED TO THIS.
I GUESS THAT'S A THANK YOU, ACTUALLY.
THANK YOU. THANK YOU STAFF FOR THE INFORMATIVE PRESENTATION.
BOARD MEMBERS, ARE THERE ANY QUESTIONS? TRUSTEE LARI. THANK YOU FOR THE PRESENTATION.
SO I HAD A QUESTION ABOUT THE COLLEGE WEEK.
LIKE WHAT EXACTLY DOES IT ENTAIL AND WHO ATTENDS IT? YOU BET. THANK YOU.
DEWAN KNOWS PROBABLY MORE OF THE HISTORY THAN I DO, BUT I'VE BEEN TOLD THAT IN ITS CAMELOT YEARS, BETWEEN 150 AND 200 SCHOOL SITES HAD ENROLLED IN IT.
SO OUR AIM IS TO BRING IT BACK TO SOMETHING CLOSE TO THOSE NUMBERS.
LAST YEAR IT WAS CLOSER TO 30 SITES THAT PARTICIPATED.
WE PROVIDE A SPEAKERS BUREAU, WE PROVIDE A TOOL SET OF CURRICULUM AND LESSON IDEAS TO BUILD INTEREST AMONG SITES AND STUDENTS BASICALLY ALL UNDER THE THEME THIS YEAR IS MISSION FUTURE READY, AND THE TAGLINE IS WE ARE SANTA CLARA COUNTY IS A COLLEGE GOING COMMUNITY ANY SO IT'S TO REALLY PUMP UP STUDENTS AT A K THROUGH 12 TO IDENTIFY AS COLLEGE GOING.
WE HAVE WONDERFUL PARTNERS WHO CONTRIBUTE ALL KINDS OF RESOURCES AND OPPORTUNITIES.
THE WEEK WILL HAVE ABOUT 12 TO 15 SESSIONS, WORKSHOPS THAT ARE GOING TO BE ONLINE THIS YEAR, DURING THE DAY AND IN THE EVENING TO HELP STUDENTS AND FAMILIES LEARN ABOUT COLLEGES, LEARN ABOUT RESOURCES AND INSPIRE THEM TO KEEP MOVING ON THEIR COLLEGE AND CAREER READINESS JOURNEY.
TRUSTEE MAH. THANK YOU, PRESIDENT CHON.
I'M SORRY I MISSED THE EARLIER COMMENT ON SLIDE SIX.
[02:00:01]
I THINK WHEN YOU TALKED ABOUT HOW THE PIE CHART THAT SHOWED ALL OF THE STUDENTS WHO ARE DOING ADVANCED PLACEMENT ONE SEMESTER TO SEMESTER AND IB HOW MANY STUDENTS TOTAL DID YOU SAY IT WAS? 6000 OR 60,000 THERE? THERE WERE ABOUT 20,000IN THE DATA SET AND ABOUT 40% OF THAT NUMBER.SO SOMEWHERE AROUND 8000 AND CHANGE IS OUR ESTIMATE OF THE NUMBER OF STUDENTS THAT OBTAINED SOME FORM OF EARLY COLLEGE CREDIT IN THE 2022 COMBINED COHORT YEAR, AND THAT'S 8000IN THE WHOLE SANTA CLARA COUNTY OF HIGH SCHOOL STUDENTS WHO HAVE DONE THIS.
CORRECT, WHICH INCLUDES ADVANCED PLACEMENT.
CORRECT. INCLUDES ADVANCED PLACEMENT.
SO THAT'S NOT AS THE LARGEST PERCENTAGE OF THE.
I MEAN 8000 OUT OF HOWEVER MANY.
YEAH, NOT A LOT, AND SO IS THERE A WAY THAT WE COULD FIND OUT WHICH DISTRICTS ARE THE ONES THAT HAVE THESE, YOU KNOW, MAJORITY NUMBER OF PROGRAMS, BOTH AP ONE SEMESTER EQUIVALENT TO SEMESTER EQUIVALENT? BECAUSE I AGREE COMPLETELY IN THE LAST SLIDE SAYING UNDERREPRESENTED STUDENT POPULATIONS NEEDED TARGETED SUPPORT.
SO I WANT TO FIND OUT WHETHER THOSE DISTRICTS.
ARE PARTICIPATING IN THIS OR NOT AND YOU KNOW, KIND OF TO WHAT LEVEL? AND THEN MAYBE WE COULD TARGET OUR SUPPORT TO THOSE PARTICULAR DISTRICTS WITH UNDERREPRESENTED STUDENTS.
YEAH, WE'RE WORKING TOWARD CREATING A DASHBOARD THAT WILL ALLOW US TO CREATE ANNUAL REPORTING.
NO, I THINK IT'S WHAT YOU SAID.
SO OUR GOAL REALLY IS TO BE USING SOME FORM OF AN ASSESSMENT AND TALKING TO HIGH SCHOOL COUNSELORS AND LOOKING AT WHAT KIND OF COURSES ARE OFFERED AND ALSO WHO ARE THE STUDENTS THAT ARE ENROLLED IN THOSE CLASSES.
SOME OF THE OTHER THINGS THAT DANA MENTIONED IS THE COLLEGE WEEK.
IT'S REALLY YOU WRAP IT UP EARLIER, I THINK TRUSTEE DI SALVO, YOU ASKED EARLIER, WHAT CAN WE DO? HOW DO WE EDUCATE OUR PARENTS AND OUR COMMUNITIES AND OUR STUDENTS AND GET THEM INTERESTED IN THESE PATHWAYS AND.
EXACTLY, AND SO WE REALLY START EARLY.
WE HAVE A PARENT ENGAGEMENT COORDINATOR THAT'S PART OF OUR TEAM.
A LOT OF THE WORK HAS BEEN BRINGING THIS INFORMATION TO MORE PARENTS.
SO THESE ARE THE EFFORTS THAT WE ARE GOING TO BE FOCUSING ON MOVING FORWARD.
TRUSTEE MAH LARI DONE WITH YOUR QUESTIONS, AND SO I GUESS I'M STILL A SMIDGE ON SLIDE FOUR WHERE YOU TALK ABOUT THE EARLY COLLEGE CREDIT LANDSCAPE AND THAT SOME OF THEM, SOME OF THE SETTINGS ARE CREDIT AT THE HIGH SCHOOL, WHICH PRESUMABLY IS THE AP MOST LIKELY AT HIGH SCHOOL, BUT THEN SOME WERE ON COMMUNITY COLLEGE OR EARLY COLLEGE OR MIDDLE COLLEGE SPECIFICALLY, AND I WAS WONDERING IF IF I COULD LIKEWISE FIND OUT HOW MANY SCHOOLS ARE DOING MIDDLE COLLEGE, HOW MANY HIGH SCHOOLS ARE DOING THE EARLY COLLEGE, EARLY COLLEGE HIGH SCHOOL PROGRAM? BECAUSE WE HAVE HEARD THAT SOME SCHOOLS HAVE DECIDED NOT TO DO MIDDLE COLLEGE FOR POTENTIALLY FINANCIAL REASONS, AND SO IT WOULD BE NICE TO KNOW JUST KIND OF HOW MANY SCHOOLS ARE STILL SUPPORTING THAT AND WHAT ARE THE IF WE COULD FIND OUT, WHAT ARE THE MOTIVATIONS FOR IN SOME WAYS CLOSING SOME OF THOSE DOWN? MY PARTICULAR PERSONAL INTEREST IS THAT MY SON PARTICIPATED IN THE MIDDLE COLLEGE PROGRAM AT HIS HIGH SCHOOL, LOVED IT, AND SO IT WAS JUST THE RIGHT THING FOR HIM AT THAT TIME, BUT I'M, YOU KNOW, KIND OF CONCERNED IF THERE'S OTHER SCHOOLS THAT ARE SHUTTING THAT DOWN.
WE CAN DEFINITELY HELP COLLECT INFORMATION ON THE PROGRAMS, AND IT'S NOT DISSIMILAR TO SOME OF THE DISCUSSION WE HAD AROUND ALT ED AND SPECIAL EDUCATION PROGRAMING.
EARLY MIDDLE COLLEGE HIGH SCHOOLS ARE OFTEN PRICEY BECAUSE THE RATIO FTE RATIOS ARE AS AS IS THE CASE WITH MOST PERSONALIZED PROGRAMING.
SO IT DOESN'T MEAN THAT JUST AS IN THE CASE WITH THE ALT ED DISCUSSION, IT DOESN'T MEAN IT'S NOT WORTH IT, BUT THAT'S THE PERCEPTION AND THAT'S THE ROADBLOCK USUALLY.
TRUSTEE MRS. I HAVE A QUESTION ABOUT THE SUMMARY.
THE APPROXIMATELY 40% OF SCC HIGH SCHOOLS, I THINK IT GOES KIND OF INTO TRUSTEE MAH QUESTION ABOUT THE NUMBERS, BUT IS A MAJORITY OF THAT 40% LIKE IF A HIGH SCHOOL ONLY OFFERS AP CLASSES, WOULD THEY BE INCLUDED IN THAT 40%?
[02:05:04]
YES. OH, I SEE. SO IS A MAJORITY OF THAT 40%, THOSE SCHOOLS THAT JUST OFFER AP CLASSES I'M NOT AWARE OF.I'M NOT AWARE OF ANY COMPREHENSIVE SCHOOLS THAT DO NOT OFFER AP CLASSES.
SO THAT'S A PRETTY BIG PERCENTAGE OF THE TOTAL NUMBER OF HIGH SCHOOL STUDENTS THAT HAVE ACCESS TO.
AP IS THERE ROOM TO TARGET SERVICES TO CREATE MORE ACCESS AND EQUITY FOR EARLY COLLEGE ACHIEVEMENT? ABSOLUTELY. DO WE KNOW SOME STRATEGIES THAT ARE PROVEN STRATEGIES AND DO WE HAVE THE INTENTION OF PRIORITIZING THAT THROUGH OUR PROGRAM? ABSOLUTELY, AND WE'VE RAISED A LOT OF MONEY THROUGH GRANTS THAT SPECIFICALLY HAVE THE FOCUS ON UNDERREPRESENTED STUDENT POPULATIONS, AND WE DON'T PLAN TO STOP THAT ANY TIME SOON.
YEAH, I THINK THAT I'M SORRY, I ACTUALLY READ THAT BULLET POINT INCORRECTLY.
SO SO I NOW UNDERSTAND IT'S 40% OF THE STUDENTS, NOT OF THE HIGH SCHOOL.
YES, I REALIZE THAT WITH YOUR ANSWER.
YEAH, AND I DO APPRECIATE IN WAYS THAT WE'RE ABLE TO PARTNER WITH THE COMMUNITY COLLEGES.
WE HAVE SOME FANTASTIC ONES IN SANTA CLARA COUNTY, AND THE WAY THAT WE'RE ABLE TO CONTINUE TO WORK WITH THEM IN ORDER TO BRING MORE OPPORTUNITIES, BECAUSE I DO THINK, LIKE YOU SAID, AP IS OFTEN SEEN AS SOMETHING THAT'S DIFFICULT AND HIGHER, AND IF I'M GOING TO BE VERY BLUNT, IF I DON'T FEEL LIKE I'M SMART, I'M NOT GOING TO TAKE AN AP CLASS, AND SO I THINK IF WE'RE ABLE TO PROVIDE EARLY, EARLY COLLEGE CREDIT, ESPECIALLY FOR FINANCIAL SUPPORT IN STUDENTS WHO ARE ABLE TO USE THAT IN HIGH SCHOOL, I THINK ANY WAY WE CAN DO THAT TO PROVIDE MORE EQUITABLE TRUSTEE DI SALVO WAS SAYING WOULD BE REALLY BENEFICIAL FOR OUR STUDENTS, AND YOU KNOW, JUST AN ASIDE, THE CTE PATHWAYS, FORMAL CTE PATHWAYS INVOLVE A CONCENTRATOR COURSE AND A CAPSTONE COURSE, AND IT'S NOT UNCOMMON, UNCOMMON FOR THE CAPSTONE COURSE TO HAVE A DUAL CREDIT COMPONENT, INCLUDING PUSHING TEACHING.
WE'RE PILOTING THIS WITH FOOTHILL COLLEGE RIGHT NOW WHERE THE INSTRUCTION IS IT COMES FROM THE COLLEGE SIDE AND PUSHES IN, AND THE DUAL CREDIT IS TAKING PLACE AT THE HIGH SCHOOL AS DISTINCT FROM CONCURRENT ENROLLMENT AT A COLLEGE SETTING, AND THE C CAP DOLLARS C CAP CAN PROVIDE UP TO $100,000 TO SUPPORT THAT.
AND THAT MAKES IT CAN MAKE IT POSSIBLE FOR THE APPORTIONMENT DOLLARS, THE ADA PLUS THE C CAP TO SUPPORT TO ALLOW FOR PUSH IN INSTRUCTION, AND CTE IS A IS A IS A DEFINITE FERTILE GROUND FOR ALTERNATIVE FORMS OF DUAL CREDIT OUTSIDE OF ADVANCED PLACEMENT.
IS THAT JUST AT ONE HIGH SCHOOL SO FAR THIS THIS PILOT PROGRAM WITH AT OUR ALT ED SITE WE'RE DOING THIS WE'RE DOING THIS WITH WITH BLUE RIDGE AND OSBORNE RIGHT NOW. OH, YES, YES.
OH, THAT'S WONDERFUL, BUT IT'S DONE.
IN FACT, IT'S DONE AT THE EARLY COLLEGE PROGRAM IN FREMONT UNION HIGH SCHOOL DISTRICT.
THE FIREBIRD. I BELIEVE IT'S FIREBIRD, CORRECT ME IF I'M WRONG, HAS AN EARLY COLLEGE COMPONENT THAT INVOLVES PUSHING INSTRUCTION FROM COMMUNITY COLLEGE INSTRUCTORS. THAT'S WONDERFUL.
YEAH, AND THEN I GOT A LITTLE CONFUSED AS TO WHERE IT WENT HERE, SO THANK YOU.
I JUST WANTED TO ADD TO WHAT DANA WAS TALKING ABOUT IN TERMS OF THE C CAP, THE COLLEGE AND CAREER ACCESS PATHWAYS, RELATIVELY NEW PROGRAMS. STATE PUT A LOT OF MONEY INTO IT IN THE LAST COUPLE OF YEARS.
THE WHOLE FOCUS OF THAT PROGRAM IS DUAL ENROLLMENT.
SO I THINK A YEAR FROM NOW, TWO YEARS FROM NOW, WHEN WE BRING THIS DATA BACK, WE'RE GOING TO SEE INCREASING NUMBERS AND IT'S CREATING PARTNERSHIP AGREEMENTS AND THESE ALTERNATE WAYS TO PROVIDE THOSE DUAL ENROLLMENT PROGRAMS, INCLUDING THE PUSH IN PROGRAM THAT DANA WAS JUST DESCRIBING.
SO I THINK WE'RE AND IT'S REALLY EQUITY FOCUSED.
THE INTENT IS TO PROVIDE MORE OPPORTUNITIES FOR A MORE DIVERSE STUDENT POPULATION AT MORE OF THE HIGH SCHOOLS ACROSS THE STATE, AND WE'VE BEEN AWARDED SEVERAL IN THE COUNTY. WONDERFUL.
DEWAN AND THE COUNTY OFFICE TEAM FOR GETTING THIS ON TONIGHT'S AGENDA IN VERY SHORT AMOUNT OF TIME FROM WHEN I REQUESTED IT, AND THE REASON I REQUESTED IT IS BECAUSE WE HAD A INTERDISTRICT ATTENDANCE APPEAL THAT INVOLVED A MIDDLE COLLEGE BEING DROPPED FROM SAN JOSE UNIFIED SCHOOL DISTRICT, A DISTRICT THAT I REPRESENT IN LARGE MEASURE ABOUT 85% OF THAT DISTRICT I REPRESENT, AND IT STILL DOESN'T MAKE SENSE TO ME WHY IT
[02:10:07]
WAS DROPPED, PARTICULARLY IN LIGHT OF THE FACT THAT WE ARE MOVING TOWARDS A TIME WHEN WE'RE REALLY CONCERNED ABOUT EQUITY WE'RE IN, WE ARE SERIOUS ABOUT INCLUSION AND THAT ADVANCED PLACEMENT PROGRAMS ARE NOT VERY INCLUSIVE.USUALLY THEY EXCLUDE FAR TOO MANY STUDENTS AND YOU ALMOST HAVE TO FIGURE OUT A WAY TO PUSH THEM IN WHEN THEY HAVE THE REQUISITE SKILLS AND THE GRADES FOR CHILDREN OF COLOR. I HAVE SEEN THAT IN MY WHOLE CAREER, AND IT'S NO DIFFERENT TODAY.
EARLY COLLEGE? YOU KNOW, I DON'T HAVE AN ANSWER TO THAT QUESTION.
I THINK THERE ARE SOME COMPONENTS THAT ARE REALLY SUCCESSFUL.
RIGHT, AND I THINK WE NEED TO GET TO THAT BECAUSE IT'S THE RIGHT THING TO DO ACCORDING TO MY BELIEFS ABOUT TEACHING AND LEARNING , AND I ALSO THINK THERE'S AN OPPORTUNITY HERE TO BRING WE RECOGNIZE T.J.
OWENS FROM GILROY UNIFIED AS A BLUE RIBBON SCHOOL A YEAR AGO OR TWO YEARS AGO.
THEY'RE AN EARLY COLLEGE PROGRAM WITH THOSE GILROY UNIFIED STUDENTS FROM EIGHTH GRADE MOVING TO THE COMMUNITY COLLEGE, GAVILAN FROM EIGHTH GRADE TO GAVILAN AND TAKING THEIR COURSES ON THE GAVLING CAMPUS, AND AS YOU KNOW, GETTING AN A DEGREE AND A HIGH SCHOOL DIPLOMA AND MOVING ON TO USUALLY THE THIRD YEAR OF COLLEGE, SAVING LOTS OF MONEY FOR THOSE WHO HAVE A DIFFICULT TIME AFFORDING IT.
SO I WOULD LOVE TO BE A LEADER IN THIS IN THIS COUNTY.
WE HAVE A BOARD THAT BELIEVES IN IT.
I BELIEVE STRONGLY, AND I STILL DON'T UNDERSTAND WHY SACHSE UNIFIED DID AWAY WITH IT.
I'D LIKE TO KNOW THAT. DO YOU KNOW WHY IS IT? WAS IT A MONEY THING? I DO NOT.
BECAUSE THE PARENTS WERE UPSET.
THE PARENTS HAD EMAILED ME, WERE VERY UPSET ABOUT THEM ELIMINATING IT, BUT I WOULD LIKE TO PUSH THIS AS AN ISSUE AND HAVE MAYBE TJ OWENS.
THEY WENT WITH THE BILL AND MELINDA GATES MODEL FROM THE MID AUGHTS AS THEY WERE PUSHING THIS IDEA AND THIS CONCEPT AND WITH A LOT OF MONEY AND THEY WENT WITH IT EARLY IN GILROY AND IT'S BEEN HIGHLY SUCCESSFUL TO THE POINT WHERE TJ OWENS BECAME A NATIONAL BLUE RIBBON SCHOOL FOR THEIR SUCCESS WITH EIGHTH GRADERS MOVING ON TO A COMMUNITY COLLEGE. SO I APPRECIATE THE OPPORTUNITY.
I LOOK FORWARD TO MORE IN THE FUTURE IN THE NOT TOO DISTANT FUTURE.
THANK YOU. THANK YOU. THANK YOU.
STAFF AND THANK YOU TRUSTEE DI SALVO AND YOUR PASSION FOR THIS.
OKAY. THAT NOW BRINGS US TO AGENDA ITEM NUMBER NINE CLOSED SESSION.

[A. The members of the Board may give reports on activities related to their duties as members of the Santa Clara County Board of Education]
INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION MEMBER REPORTS MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES OF THE SANTA CLARA COUNTY BOARD OF EDUCATION.[02:15:07]
CLARA COUNTY BOARD OF EDUCATION? TRUSTEE MAH. TRUSTEE BERTA.THANK YOU, PRESIDENT CHON. SO I WANTED TO REPORT THAT I ATTENDED THE HISPANIC SILICON VALLEY FOUNDATION'S MEETING ON THE SILICON VALLEY LATINO REPORT CARD.
IT WAS VERY INFORMATIVE, WELL ATTENDED, AND IT UNFORTUNATELY GAVE EDUCATION, WHICH IS ONE OF THE CATEGORIES, A, D AND FOR A BUNCH OF DIFFERENT REASONS, AND CERTAINLY THE LATINO REPORT CARD IS ONLINE.
YOU CAN SEE AND DOWNLOAD THE FULL REPORT.
AND, YOU KNOW, THERE WASN'T A LOT OF GOOD NEWS, ALTHOUGH ONE LITTLE BIT OF GOOD NEWS THAT I LIKE TO HEAR WAS THAT IN THE SAN MATEO COUNTY, THE NUMBER OF PRESCHOOL ENROLLMENT HAS ACTUALLY INCREASED BY LIKE 30% IN THE LAST, WHATEVER, A COUPLE OF YEARS, AND THAT WAS AN AMAZING, AMAZING ACHIEVEMENT WHICH I ATTRIBUTE TO THE BIG LIFT PROGRAM THERE, WHICH HAS BEEN BEEN GREAT AND IN PROCESS FOR A LONG TIME , BUT THE EDUCATION PARTS, UNFORTUNATELY, WE WENT DOWN FROM A C TO A D, I THINK, IN THIS LAST ROUND OF REPORTING.
SO WE'VE GOT A LOT OF WORK TO DO AND WE'RE JUST GOING TO HAVE TO WORK ON IT.
THE OTHER THING THAT I ATTENDED ARE THE ALTERNATIVE ED GRADUATION, WHICH WAS HERE ALONG WITH PRESIDENT CHON, AND IT'S INSPIRING AS ALWAYS , AND LIKE WAS SAID, OUR BOARD MEMBER, STUDENT BOARD MEMBER AND FORMER BOARD MEMBER BOTH GRADUATED.
ONE OF THEM ALSO RECEIVED ONE OF THE MANY SCHOLARSHIPS THAT A GENEROUS DONOR PROVIDES TO OUR ALT ED GROUP, AND SO THAT WAS THAT WAS REALLY GREAT. HE GAVE A REALLY NICE STUDENT SPEECH.
I ALSO ATTENDED THE OIA GRADUATION, AT WHICH POINT WE HAD 5050 STUDENTS COUNT THEM.
IT WAS INCREDIBLE THE NUMBER OF STUDENTS WHO DID THE OIA GRADUATION AND IN BOTH THE ALT ED AND OIA GRADUATION, WE HAD WHAT'S CALLED THE ROSE CEREMONY, WHERE THE STUDENTS ARE EACH GIVEN A ROSE TO PASS OUT TO SOMEONE IN THE AUDIENCE, TYPICALLY A FAMILY MEMBER OR FRIEND, AND IN SOME CASES IT WAS TEACHERS WHO WERE ALSO HERE, ALT ED AND TEACHERS WHO WERE GIVEN THIS ROSE AS A SYMBOL OF JUST BEING SUPER SUPPORTIVE FOR THESE KIDS WHO IN JUST ABOUT ALL CASES FACED MAJOR CHALLENGES AND THE ACCOMPLISHMENTS OF OF PASSING AND GETTING THEIR HIGH SCHOOL DIPLOMAS WAS JUST JUST AMAZING AND INSPIRATIONAL.
AND SO I ALWAYS ENJOY GOING TO THAT FOR THE LAST 15 YEARS, PLUS OR MINUS.
I ALSO ATTENDED THE CONNECT WEST COMPLETION CEREMONY, A CELEBRATION FOR OUR SPECIAL ED GROUP THERE, AND THAT WAS LIKEWISE A VERY HEARTFELT AND INSPIRING CELEBRATION.
WE HAD A NUMBER OF STUDENTS AND OF COURSE ALL THEIR FAMILY AND TAKING PICTURES AND ALL THAT KIND OF GOOD STUFF FOR THESE KIDS WHO AS WELL HAVE SO MANY CHALLENGES.
SO I REALLY APPRECIATE THAT THE COUNTY OFFICE IS A SAFETY NET FOR SO MANY STUDENTS WHO, YOU KNOW, DON'T REALLY HAVE OTHER OTHER SUPPORTS, AND SO BY ATTENDING THE GRADUATIONS, I REALLY APPLAUD AND APPRECIATE THEIR THEIR ACHIEVEMENTS, AND THEN THE LAST THING I ATTENDED, THE STAFF RECOGNITION CELEBRATION THAT WAS ON SITE HERE WHERE WE HAD SOME OF OUR CERTAINLY AMAZING RETIREES WHO HAD BEEN HERE 30, 40 KIND OF YEARS, ALONG WITH OTHER MILESTONES, AND ALSO THE CLASSIFIED EMPLOYEE CELEBRATION FOR THE CLASSIFIED EMPLOYEE OF THE YEAR AWARDS, WHICH WE DID.
SO I ATTENDED THOSE TWO ADDITIONAL ITEMS. THE OTHER THING THAT I'VE DONE AS A BOARD MEMBER IS THAT I'VE BEEN WORKING ON ONE OF THE ITEMS THAT IS REALLY IMPORTANT AND THAT IS MANAGING THE SUPERINTENDENT IS ONE OF THE MOST IMPORTANT RESPONSIBILITIES AS A SCHOOL BOARD MEMBER.
[02:20:02]
REQUEST TO THE BOARD PRESIDENT WAS MADE A NUMBER OF MONTHS AGO.I FEEL THAT WE NEED TO HAVE A BETTER PROCESS FOR EVALUATING THE SUPERINTENDENT THAN WE HAVE IN THE PAST, AND I HOPE WE CAN WORK TOGETHER TO MAKE THE PROCESS TRANSPARENT AND INCLUSIVE OF ALL BOARD MEMBERS EXPERIENCE AND PERSPECTIVES.
THAT'S IT. THANK YOU VERY MUCH.
I HAD THE OPPORTUNITY TO PARTICIPATE IN MY FIRST CCB BOARD OF DIRECTORS MEETING, WHICH WAS SHORTLY AFTER THE CSB DELEGATE ASSEMBLY IN SACRAMENTO. IT WAS VERY INFORMATIVE.
WE TALKED ABOUT A LOT OF TOPICS.
I WAS ACTUALLY ON THE CHILDREN'S WELLNESS COMMITTEE, SO A LOT HAPPENING AT THE STATE LEVEL AND JUST GLAD TO BE ABLE TO BE A VOICE AND PERSPECTIVE FROM HOW OUR COUNTY IS BEING IMPACTED.
PARTICULARLY THERE WAS A DISCUSSION ABOUT THE COURT AND COMMUNITY SCHOOLS AND, YOU KNOW, JUST HOW MUCH WE NEED THAT SAFETY NET OF FUNDING TO MAKE SURE, YOU KNOW, JUST BASED ON EVEN THE UPDATES WE GOT TODAY.
SO MANY TOOLS, SO JUST SUCH INSPIRATION.
I ALSO HAD THE OPPORTUNITY TO MEET WITH A GROUP OF PARENT LEADERS AT ALPHA PUBLIC SCHOOLS.
I ALSO ATTENDED THE GATEWAY GRADUATION AT THE SOUTH COUNTY ANNEX, AND I WAS ABLE TO VISIT BLUE RIDGE SCHOOL, AND JUST AGAIN, CONGRATULATIONS TO STUDENT BOARD MEMBER ALTAMIRANO, WHICH, YOU KNOW, HE RECEIVED A NUMBER OF RECOGNITIONS AND VERY WELL DESERVED AND INSPIRING TO HEAR FROM HIM AS WELL, AND THEN FINALLY LAST NIGHT, I ALSO ATTENDED THE FRANKLIN-MCKINLEY SCHOOL DISTRICT BOARD MEETING, AND THAT'S SOMETHING I'M HOPING TO DO IS VISIT THE LOCAL SCHOOL DISTRICT'S BOARD MEETINGS AND STARTING WITH THOSE IN MY TRUSTEE AREA TO STRENGTHEN COMMUNICATION AND COLLABORATION BETWEEN OUR COUNTY OFFICE AND THE LOCAL SCHOOL DISTRICTS IN THE COMING MONTHS.
TRUSTEE BERTA. I'LL GO OVER THIS WAY AND THEN COME BACK TO MYSELF.
SO. TRUSTEE LARI. SO FROM MAY 18TH TO MAY 21ST, I WAS A DELEGATE TO THE LEAGUE OF WOMEN VOTERS CALIFORNIA STATE CONVENTION IN SAN FRANCISCO.
THERE I ATTENDED A NUMBER OF DIFFERENT INTERESTING WORKSHOPS AND CAUCUSES, INCLUDING ONES ON HEALTH CARE, ON SOCIAL JUSTICE ISSUES, ON IMMIGRATION AND THE NEEDS OF UNDOCUMENTED FAMILIES.
ON MAY 24TH, I MET WITH THE PARENT LEADERS OF ROCKETSHIP PUBLIC SCHOOLS ON ZOOM.
FROM MAY 20TH 5TH TO MAY 28TH, I WAS A DELEGATE TO THE CALIFORNIA DEMOCRATIC PARTY CONVENTION IN LOS ANGELES, WHERE I WAS ABLE TO ATTEND DIFFERENT CAUCUS MEETINGS, AND I FOUND THE MOST AMAZING WAS THE PROGRESSIVE CAUCUS MEETING ON JUNE 4TH.
I ATTENDED A COMMUNITY MEETING AND LECTURE ORGANIZED BY OPEN SILICON VALLEY.
IT'S AN ORGANIZATION OF PAKISTANI ENTREPRENEURS.
I ATTENDED THE SPECIAL EDUCATION GATEWAY SCHOOL COMPLETION CEREMONY.
IT WAS EXTREMELY MOVING AND VERY INSPIRING.
THE STUDENT, I THINK, IS THE FIRST IN CALIFORNIA TO EARN THE RECOGNITION AT A CODE SCHOOL.
SO THAT WAS REALLY AMAZING TO BE THERE.
DEVON'S DISCUSSION ON THE STATE OF EDUCATION, BUT REALLY ENJOYED THAT ALSO, AND ALSO ON JUNE 10TH, I STOPPED BY AT THE EVERGREEN LIBRARY WHERE CONGRESSMAN PANETTA WAS MEETING WITH CONSTITUENTS AND LISTENING TO THE ISSUES IMPORTANT TO EVERGREEN RESIDENTS.
THE EVENT OFFERED INSIGHTS INTO THE QUALITY OF LATINO OF SOCIAL, OF STUFF LIKE EDUCATION, HEALTH,
[02:25:01]
FINANCIAL STABILITY, HOUSING AND ENVIRONMENT AS THEY IMPACT LATINOS AND FEATURED DATA ON THE IMPACT OF THE COVID 19 PANDEMIC ON THE LATINO COMMUNITY , AND DR. DEWAN PROVIDED HER INSIGHTS INTO THE STATE OF EDUCATION.A LOT OF THE EVENTS THAT I ATTENDED WERE ALREADY SPOKEN ABOUT, BUT I'LL JUST BE QUICK WITH IT.
SO IN AT THE END OF MAY I DID GO TO THE EMPLOYEE RECOGNITION EVENT, WHICH IS REALLY AWESOME, GETTING TO JUST MEET DIFFERENT PEOPLE WHO WORK OR HAVE WORKED FOR MANY YEARS IN OUR COUNTY OFFICE, AND I THINK IT WAS AN HONOR TO PRESENT THOSE AWARDS, AND I KNOW THAT THERE WAS NOT THAT THIS SPECIFIC PERSON WAS NOT IN ATTENDANCE, BUT THERE WAS SOMEBODY WHO WAS BEING RECOGNIZED FOR WORKING FOR 40 YEARS, I BELIEVE, WITH THE COUNTY OFFICE, WHICH IS AMAZING TO BE IN ONE PLACE FOR THAT LONG.
THAT AND 3020 AND DID WE DO 15 YEARS TO.
2020 AND UP SO AMAZING EVEN 20 YEARS HERE IS IS IS AWESOME.
SO I DID ATTEND THE OIA AND THE ALT ED GRADUATION AND LIKE TRUSTEE MAH SAID THE ROSE CEREMONY.
I HAVE TO SIT THERE AND HOLD BACK MY TEARS BECAUSE IT IS AMAZING JUST TO SEE OUR STUDENTS HONORING JUST SOMEBODY THAT WAS IMPORTANT IN THEIR LIFE, AND ONE ONE PARTICULAR STUDENT STUCK OUT BECAUSE THEY ACTUALLY GAVE ROSES TO THEIR SIBLINGS, AND I THOUGHT THAT WAS REALLY SWEET TO BE ABLE TO DO THAT.
AS WELL AS ATTENDING THE BLUE RIDGE RECOGNITION FOR OUR STUDENT BOARD MEMBER, HE HAS DONE SOME AMAZING THINGS AND HE ALSO RECEIVED A TEN $10,000 SCHOLARSHIP TO LIKE AN ENTREPRENEURIAL SCHOLARSHIP TO START HIS OWN BUSINESS, AND SO I DID ASK HIM WHAT THAT WAS ON, AND HE WANTS TO OPEN A NO KILL ANIMAL SHELTER HERE IN THE BAY AREA, FOCUSING ON ON PIT BULLS, AND SO I THINK THAT WAS AMAZING.
I KNOW HE HAD SAID HE HAD PLANNED TO REACH OUT TO SOME OF THE SOUTHERN CALIFORNIA SHELTERS TO REALLY, YOU KNOW, BE A PROTECTOR OF THOSE DOGS, AND SO I JUST THOUGHT THAT WAS REALLY AMAZING. SO WANTED TO KIND OF BRAG ON HIS ACHIEVEMENT THERE, BUT HE HAS DONE SOME AMAZING THINGS AND WE WERE JUST SO PROUD OF HIM, AND LIKE TRUSTEE LARI SAID, HE IS THE FIRST STUDENT IN A COURT SCHOOL TO RECEIVE THE CIVIC ENGAGEMENT SEAL ON HIS DIPLOMA.
SO THAT WAS SOME AMAZING STUFF, AND THEN TODAY, OBVIOUSLY ALSO THE CLASSIFIED RECOGNITION EVENT WAS AN HONOR TO BE A PART OF THAT AND RECOGNIZE OUR CLASSIFIED STAFF, WHO I THINK WE CAN ALL SAY SCHOOLS RUN WITH THEIR SUPPORT, AND IF WE DIDN'T HAVE I KNOW IF I DIDN'T HAVE MY SCHOOL SECRETARY OR OUR BUS DRIVER OR OUR CUSTODIANS, LIKE WE FEEL IT, AND SO I THINK IT'S SO IMPORTANT THAT WORK THAT THEY DO OUR PARA EDUCATORS AS WELL, AND I MEAN ALL EVERY JOB WE FEEL IT. SO I THINK IT'S JUST AMAZING TO BE ABLE TO HONOR THEM, AND THAT'S IT FOR MY BOARD REPORT.
SO IF THERE TRUSTEE DI SALVO DID YOU HAVE SOMETHING YOU WANTED TO REPORT? I DON'T HAVE A REPORT.
FIRST, I'M DELIGHTED THAT WE HAVE A DATE FOR RETREAT IN JULY AND JUST WONDERING IF THERE'S GOING TO BE A PROCESS FOR INPUT FROM, FROM ME OR ANY OF MY COLLEAGUES OR IF YOU'VE ALREADY FOR THE BOARD RETREAT AGENDA.
OH, PLEASE, JUST SEND ME AN EMAIL.
OKAY. YEAH, I WOULD BE, AND MYSELF AND DR.
THANK YOU FOR THE QUESTION. OKAY, I THINK THAT'S IT.
[A. Committee members may provide or report on recent committee activities.]
SO WE WILL MOVE ON TO AGENDA ITEM NUMBER 12.ONLY ONE COMMITTEE HAS MET AND THAT'S HEAD START POLICY COUNCIL.
TRUSTEE LARI. SO THE POLICY COUNCIL MEETING OF JUNE 13TH SHOWCASED THE SCHOOL CLIMATE LEADERSHIP AND INSTRUCTIONAL SERVICES PARTNERSHIP WITH EARLY LEARNING SERVICES.
PRESENTATION TO PARENTS WAS DELIVERED TO SHARE AN OVERVIEW OF THE LPAC WRITING DOMAIN.
THE INTENT OF THE PARTNERSHIP IS TO ENGAGE PATIENTS PARENTS IN UNDERSTANDING THE IMPORTANCE OF LPAC AND PURPOSE WITH AN EXPLANATION OF WHO TAKES THE TEST, HOW IT IS ADMINISTERED, AND PROVIDE GENERAL RESOURCES THAT ARE AVAILABLE TO PARENTS AND CHILDREN.
TWO REPORTS WERE SHARED WITH THE POLICY COUNCIL.
THE FIRST REPORT WAS ON THE 20 2324 FAMILY INTAKES FOR THE PROGRAM.
SKOKIE OFFERS FAMILIES MULTIPLE OPTIONS TO COMPLETE THE INTAKE AND ENROLLMENT PROCESS.
THOUGHTFUL PLANNING IN PARTNERSHIP WITH PARENTS ALLOWS THE PROGRAM TO IDENTIFY FAMILIES WHO CAN BENEFIT MOST FROM HEAD START AND EARLY HEAD START SERVICES AND ENSURE THAT THEY ARE ENROLLED IN A TIMELY FASHION.
[02:30:03]
APPROVED BY THE POLICY COUNCIL AND THE BOARD OF TRUSTEES.AND THE NEXT MEETING IS SCHEDULED FOR TUESDAY, JULY 18TH, 2023.
THANK YOU. TRUSTEE LARI, AND NEXT, WE'LL MOVE TO OUR SUPERINTENDENTS REPORT.
[A. The superintendent may give a report on any activities related to her duties.]
DR. DEWAN. YES.SO I WANTED TO START WITH AN UPDATE ON THE COURT AND COMMUNITY SCHOOLS FUNDING.
A NUMBER OF MONTHS AGO WE DISCUSSED AT JACK AND ALSO HERE AT THE BOARD MEETING, ASSEMBLY BILL 906.
UNFORTUNATELY, WHEN HE INCLUDED IT, HE LEFT OUT SOME REALLY IMPORTANT LANGUAGE THAT'S VERY SPECIFIC TO COUNTY OFFICES LIKE SANTA CLARA, AND THAT WHEN WE MOVED TO THE LOCAL CONTROL FUNDING FORMULA, WE RECEIVED A FLOOR ENTITLEMENT, AND IF AND WE'VE BEEN FLAT FUNDED SINCE THAT TIME.
SO IF THE LANGUAGE IS NOT INCLUDED IN THE ALLOCATION, THE CHANGE IN FORMULA FOR COURT AND COMMUNITY SCHOOLS THAT ALLOWS COUNTY OFFICES WITH THE FLOOR ENTITLEMENT TO MAINTAIN THEIR FLOOR ENTITLEMENT AND RECEIVE THE COURT AND COMMUNITY SCHOOLS FUNDING.
WE HAVE BEEN WORKING WITH ASSEMBLY AND SENATE REPRESENTATIVES.
I KNOW MANY OF YOU HAVE ALSO SPOKEN TO SOME OF THEM TO TRY TO GET THAT CORRECTED WITHIN THE ASSEMBLY AND SENATE VERSION OF THE BUDGET. WE KNOW THAT WHEN THE BUDGET CAME OUT, THEY DID INCLUDE AS PART OF THE LOCAL CONTROL FUNDING FORMULA, THE COURT AND COMMUNITY SCHOOLS FUNDING. BUT THE TRAILER BILL LANGUAGE IS NOT OUT YET, SO WE DO NOT KNOW IF SANTA CLARA WILL ACTUALLY RECEIVE ANY ADDITIONAL FUNDING AS A RESULT OF THIS EFFORT. WE HOPE SO.
WE'VE BEEN VERY, YOU KNOW, PROLIFIC AND SHARING THE IMPACT AND ANSWERING ALL OF THE QUESTIONS.
I DO WANT TO GIVE SOME SPECIAL THANKS TO A NUMBER OF PEOPLE, INCLUDING SENATOR CORTEZ AND SENATOR LAIRD AND A NUMBER OF OTHER ASSEMBLY MEMBERS, SENATOR BECKER AS WELL, WHO TOOK THIS ON AND HAVE BEEN ADVOCATING ON OUR BEHALF TO TRY TO ENSURE THAT SPECIFIC LANGUAGE GETS WRITTEN INTO THE TRAILER BILL. I ALSO WANT TO NOTE THAT THIS COMING WEEKEND IS FATHER'S DAY, AND I WANT TO WISH ALL THE FATHERS AND FATHER FIGURES A WONDERFUL FATHER'S DAY WEEKEND, AND AS YOU ALL KNOW, FATHER'S DAY CELEBRATES AND HONORS THOSE WHO HAVE EMBRACED THE ESSENTIAL ROLE OF FATHERHOOD, AND ON THIS DAY, WE ALSO THANK FATHERS AND FATHER FIGURES, UNCLES, GRANDFATHERS AND MORE FOR THE SACRIFICES THEY MAKE FOR EMBRACING THE RESPONSIBILITY OF NURTURING AND RAISING CHILDREN AND FOR THEIR DEVOTION TO THEIR FAMILIES.
THIS WEEKEND IS ALSO JUNETEENTH.
JUNETEENTH IS A HOLIDAY THAT COMMEMORATES THE END OF SLAVERY IN THE UNITED STATES.
THE DATE OF JUNE 19TH IS SIGNIFICANT BECAUSE ON THAT.
DAY IN 1865, WORD REACHED THE ENSLAVED INDIVIDUALS IN TEXAS THAT THEY WERE FREE.
COMMUNITIES HAVE BEEN CELEBRATING JUNETEENTH SINCE 1866.
IT'S ACTUALLY ALREADY STARTED CELEBRATED JUNE 12TH THROUGH THE 16TH, AND THEN A SPECIAL FESTIVAL THIS SATURDAY, JUNE 17TH, FROM 12 TO 7 AND THE SOFA DISTRICT IN DOWNTOWN SAN JOSE.
THIS YEAR'S THEME IS JUNETEENTH HOMECOMING OUR CULTURE, OUR FREEDOM, OUR FUTURE, AND THIS YEAR, LIKE LAST YEAR, THE AFRICAN-AMERICAN COMMUNITY SERVICE AGENCY ALTERED THE FESTIVAL'S NAME TO JUNETEENTH IN THE STREETS AS THEY PLAN TO JOIN COMMUNITY AND THE SOFA DISTRICT. THE SANTA CLARA COUNTY OFFICE OF EDUCATION IS A PARTNER IN THE CELEBRATION.
IT HAS BEEN MENTIONED EARLIER.
OVER THE PAST SEVERAL WEEKS, WE'VE HELD A NUMBER OF CEREMONIES IN THEIR HONOR.
[02:35:06]
ALL WERE QUITE MOVING.FINALLY, I WANT TO THANK THE STUDENTS AND OUR COMMUNITY SCHOOL AT SOUTH COUNTY ANNEX.
THEY PREPARED FOOD AND DECORATIONS AND WENT ABOVE AND BEYOND THE CALL OF DUTY TO SUPPORT THEIR THREE THREE PEERS WHO WERE GRADUATING FROM SPECIAL EDUCATION. AN HAS BEEN MENTIONED.
YESTERDAY, THE HISPANIC FOUNDATION OF SILICON VALLEY RELEASED THE SILICON VALLEY LATINO REPORT CARD.
DO YOU HAVE COPIES OF THE SUMMARY REPORT? THIS YEAR'S REPORT PROVIDED DATA SPECIFICALLY ABOUT THE IMPACT OF THE COVID 19 PANDEMIC IN OUR COMMUNITY AND AN UPDATED BASELINE ABOUT LATINO QUALITY OF LIFE IN OUR REGION.
AS WAS MENTIONED, THE GRADE FOR EDUCATION WAS DOWNGRADED FROM A C TO A D GRADE, AND IT REFLECTS THE DISPROPORTIONATE IMPACT THAT COVID 19 HAD ON OUR LATINO COMMUNITIES, ESPECIALLY DURING THE EARLY YEARS OF THE COVID 19 PANDEMIC.
THE COUNTY OFFICE OF EDUCATION WAS A SPONSOR AND PARTNER WITH THE HISPANIC FOUNDATION TO PREPARE THE REPORT AND ALSO TO PRESENT THE REPORT, AND WE ALSO PROVIDED IN-KIND PRINTING FOR THE REPORT.
SINCE 1916, WHEN PRESIDENT WOODROW WILSON ISSUED A PRESIDENTIAL PROCLAMATION ESTABLISHING A NATIONAL FLAG DAY ON JUNE 14TH, AMERICANS HAVE COMMEMORATED THE ADOPTION OF THE STARS AND STRIPES IN MANY WAYS.
FOR US, FLAG DAY IS EVERY DAY.
WE DO FLY THE FLAGS EVERY DAY AT OUR OFFICE AND IN HONOR OF THE HISTORY OF OUR COUNTRY AND IN RESPECT TO OUR COLORS. THIS IS ALSO PRIDE MONTH AND THE SCHOOL WISHES TO ACKNOWLEDGE THAT WE FLY THE PRIDE FLAG EVERY DAY AS WELL AS WE EVERY DAY THAT WE ARE OPEN AND TO MAINTAIN A FULL DISPLAY OF PRIDE.
TRUSTEE AS YOU MAY HAVE NOTICED, A NUMBER OF DEAD TREES HERE AT THE RITTER PARK CAMPUS, PERHAPS ON YOUR DRIVE IN OVER THE PAST 11 MONTHS OR SO, OUR FACILITIES TEAM HAS BEEN ENGAGED IN THE PROCESS TO TRY TO REMOVE THOSE TREES AND REPLACE THEM WITH HEALTHY TREES.
WE WILL BE WORKING IN PARTNERSHIP WITH OUR CITY FOREST TO REPLACE THE DEAD TREES.
I JUST WANT TO MENTION A COUPLE OTHER EVENTS.
MAY 22ND, WE DID THE RIBBON CUTTING AT SOUTH COUNTY ANNEX FOR A MAKERSPACE.
THIS MAKERSPACE WILL BE AVAILABLE TO ALL PERSONNEL THROUGHOUT THE COUNTY, BUT IT WAS SPECIFICALLY DESIGNED TO PROVIDE ACCESS TO OUR SOUTH COUNTY COMMUNITY. ON MAY 25TH, THE HEALTHIER KIDS FOUNDATION HELD THEIR ANNUAL CONFERENCE.
MANY OF US ATTENDED, AND I ALSO PRESENTED A SESSION AT THAT EVENT.
ON JUNE 2ND, CHANDLER TRIPP HELD THEIR ANNUAL SPRING CARNIVAL.
IT WAS JUST A DELIGHT TO GO AND SEE THE FAMILIES.
THIS PRIMARILY IS FOR OUR YOUNG PEOPLE AND THE 0 TO 3 AGE RANGE, AND MANY OF THEM ARE DEAF AND HARD OF HEARING OR HAVE SIGNIFICANT DISABILITIES IN THAT AGE RANGE.
SO WE HAD HORSES AND GAMES AND ACTIVITIES.
SO I JUST WANT TO CONGRATULATE THE STAFF AND THE PARENT ORGANIZATION THAT PUTS THAT EVENT ON.
I WON'T MENTION ANY OF THE GRADUATIONS.
WE HAD THE STATE OF EDUCATION PANEL AT THE BEAT 2023 EVENT.
IT WAS THE FIRST ANNUAL FOR SPOTLIGHT.
IT WAS REALLY AN HONOR TO SERVE ON THAT PANEL AND TO SHARE SOME OF THE NEEDS IN PUBLIC EDUCATION.
WE TALKED ABOUT ENGLISH LANGUAGE LEARNERS.
WE TALKED ABOUT THE MENTAL HEALTH AND WELLNESS NEEDS OF OUR STUDENTS AND ALSO HAD AN OPPORTUNITY TO SHARE SOME OF THE WORK AND INITIATIVES UNDERWAY TO ADDRESS THOSE NEEDS. ON JUNE 13TH, WE HAD THE REPORT CARD CONVENING AND ALSO THE STATE DIGITAL EQUITY PLANNING
[02:40:10]
COMMITTEE HELD A SPECIFIC WORKING GROUP FOR EDUCATION, AND THEY INVITED INVITED ME TO COME AND SPEAK TO THE GROUP ABOUT SOME OF THE DIGITAL EQUITY WORK, INCLUDING OUR INFRASTRUCTURE PROJECTS HERE IN SANTA CLARA COUNTY, AND THAT CONCLUDES MY VERY LENGTHY REPORT. THANK YOU.THANK YOU, SUPERINTENDENT DEWAN.
THE NEXT SANTA CLARA, AND THAT BRINGS US TO ADJOURNMENT.
THE NEXT SANTA CLARA COUNTY BOARD OF EDUCATION REGULAR MEETING IS SCHEDULED FOR JUNE 21ST, 2023.
MAY I HAVE A MOTION TO ADJOURN? SO MOVED. I WILL TAKE THAT FROM TRUSTEE DI SALVO, BUT I WILL TAKE THE SECOND FROM VICE PRESIDENT SREEKRISHNAN.
