THANK YOU, AND VICE PRESIDENT SREEKRISHNAN COULD YOU PLEASE PRESENT THE RECOGNITION?
EACH YEAR WE TAKE TIME TO HONOR AND CELEBRATE STUDENTS WHO EXCEL, OFTEN OVERCOMING SIGNIFICANT OBSTACLES TO REACH THEIR PERSONAL AND ACADEMIC GOALS.
SPECIFICALLY, WE HONOR STUDENTS FOR THEIR ACADEMIC IMPROVEMENT AND ACHIEVEMENTS, LEADERSHIP SKILLS, GOOD ATTENDANCE, GOOD CITIZENSHIP AND CHARACTER, COMMUNITY SERVICE, AND PERSEVERANCE IN PURSUING THEIR STUDIES AND GOALS.
TONIGHT, WE ARE SO PLEASED TO HONOR A STUDENT WHO EMBODIES ALL OF THOSE EXCELLENT QUALITIES, TREGAN JANSEN. [APPLAUSE] TREGAN IS A 12TH GRADE STUDENT AT OPPORTUNITY YOUTH ACADEMY OR OYA, WASHINGTON.
HE IS BEING RECOGNIZED FOR HIS EXTRAORDINARY KINDNESS AND RESPECT FOR OTHERS.
TREGAN EXEMPLIFIES AN UNWAVERING WILLINGNESS TO LEARN.
DURING HIS TIME AT OYA, WASHINGTON, HE HAS PARTICIPATED IN THE CAREER LABS COHORTS, A BOOT CAMP FOR STUDENTS TO LEARN SKILLS THAT HELP THEM GAIN EMPLOYMENT.
DUE TO HIS HARD WORK IN THIS PROGRAM, HE SECURED A PART-TIME JOB AT CHIPOTLE.
PHIL MORALES, THE PRINCIPAL AT OYA, SAID THAT TREGAN AND HAS A HUMBLE AND KEEN PERSONALITY.
HE SEEKS TO LEARN MORE AND HE FOLLOWS THROUGH WITH HIS STUDIES AND COMMITMENTS.
TREGAN IS AN INTEGRAL PIECE OF HIS SCHOOL SITE BY PARTICIPATING IN THE OYA'S SCHOOL SITE COUNCIL.
ADDITIONALLY, HE VOLUNTEERS AT RESOURCE FAIRS AND BACK-TO-SCHOOL WORKSHOPS WHILE JUGGLING WORK AND SCHOOL COMMITMENTS.
HIS GOAL AFTER GRADUATION IS TO ATTEND JUNIOR COLLEGE AND THEN A UNIVERSITY.
HE PLANS TO PURSUE A CAREER IN COMPUTER SOFTWARE DEVELOPMENT.
WE KNOW THAT TREGAN HAS A BRIGHT AND SUCCESSFUL FUTURE AHEAD OF HIM.
SO I'D LIKE TO WHOLEHEARTEDLY CONGRATULATE TREGAN.
HE WILL RECEIVE A FRAME CERTIFICATE OF RECOGNITION BY THE COUNTY SUPERINTENDENT OF SCHOOLS AND PRESIDENT OF THE SANTA CLARA COUNTY BOARD OF EDUCATION, AND AN IPAD TO HELP HIM CONTINUE ON HIS PATH OF ACADEMIC EXCELLENCE.
TREGAN'S FATHER, MICHAEL, AND TEACHER, MR. LEWIS SMITH, ARE IN ATTENDANCE WITH US TONIGHT.
EVERYONE PLEASE GIVE A BIG CONGRATULATIONS TO TREGAN.
>> THANK YOU, VICE PRESIDENT SREEKRISHNAN.
TREGAN, IF YOU WOULD LIKE TO SAY A FEW WORDS AS WELL AS MR. SMITH, PLEASE SHARE WITH US TONIGHT.
>> I HAVE SOMETHING SMALL TO SAY.
JUST WOULD LIKE TO SAY GOOD AFTERNOON, EVERYBODY.
I STAND BEFORE YOU TODAY, DEEPLY HONORED AND HUMBLED AS YOUR STUDENT OF THE YEAR.
MY HIGH SCHOOL JOURNEY, AS MANY OF YOU KNOW,
[00:10:03]
WAS FAR FROM SMOOTH SAILING.THERE WERE OBSTACLES AND MOMENTS OF CRIPPLING DOUBT WHERE I QUESTION WHETHER MY GRADUATION WAS EVEN WITHIN MY GRASP.
IN THE EARLY YEARS, I STRUGGLED TO UNDERSTAND THE IMPORTANCE OF EDUCATION, OFTEN FAILING TO FULLY DEVOTE MYSELF TO IT.
YET AN UNPRECEDENTED CHALLENGE, COVID-19 TESTED US ALL AS IT DISRUPTED OUR LIVES.
MY SITUATION BECAME EVEN MORE CHALLENGING, MAKING IT TOUGH FOR ME TO STAY ON TRACK.
AND THE WEIGHT OF HOW FAR BEHIND I WAS, AT TIMES IT FELT UNBEARABLE.
HALFWAY THROUGH MY JUNIOR YEAR, THE GRAVITY OF MY SITUATION REALLY STRUCK ME AND I REALIZED THE IMMENSE EFFORT IT WOULD TAKE FOR ME TO GRADUATE WITH MY CLASS AND IT WAS DAUNTING.
IT WAS DURING THIS TIME OF SELF-REFLECTION THAT I UNDERSTOOD MY POTENTIAL THAT EDUCATION HELD FOR ME, SOMETHING THAT DRASTICALLY SHIFTED MY PERSPECTIVE.
THIS CHANGE IN MY MINDSET WAS JUST THE BEGINNING.
A SIGNIFICANT TURNING POINT HAD ARRIVED WHEN MY MOM INTRODUCED ME TO OYA AND THEIR UNIQUE APPROACH, ALLOWING ME TO PROGRESS IN MY OWN PACE WAS A LIFELINE THAT I DESPERATELY NEEDED.
WITHIN A SINGLE YEAR, I MANAGED TO SIGNIFICANTLY CATCH UP, A FEAT MADE POSSIBLE NOT JUST BY THE FLEXIBILITY THAT OYA OFFERED, BUT ALSO BY THE UNDERSTANDING AND SUPPORT OF MY TEACHERS, ESPECIALLY MR. SMITH.
MR. SMITH WASN'T JUST A TEACHER.
HE WAS A GUIDING LIGHT, SHOWING ME THAT EVEN THE MOST DAUNTING OBSTACLES COULD BE OVERCOME.
HIS GENUINE INTEREST IN MY WELL-BEING AND ACADEMIC PROGRESS EXTENDED BEYOND OUR CLASSROOM MAKING ME FEEL VALUED AND SEEN, NOT JUST AS A STUDENT, BUT AS AN INDIVIDUAL WITH POTENTIAL.
I WOULDN'T BE HERE TODAY IF IT WASN'T FOR MY MOM IN HER EXCEPTIONAL CARE FOR ME, ALWAYS CHECKING IN ON ME AND ASKING ME ABOUT MY PROGRESS.
SOMETIMES IT COULD GOT A LITTLE ANNOYING, BUT THIS WAS THE CONSISTENT PUSH I NEEDED TO PERSEVERE AND REACH MY END GOAL.
THE SUPPORT FROM MY FRIENDS AND FAMILY DURING THESE CHALLENGING TIMES WAS INVALUABLE.
THERE WERE MOMENTS OF UNCERTAINTY AND MOMENTS WHEN I FELT LOST AND OVERWHELMED.
HOWEVER, KNOWING I'M NOT ALONE, THAT THERE WERE PEOPLE WHO BELIEVED IN ME, MADE ALL THE DIFFERENCE.
BEING NAMED STUDENT OF THE YEAR IS THE VALIDATION OF THESE OBSTACLES THEY'VE OVERCOME.
THE GROWTH I'VE EXPERIENCED AND THE HARD WORK I'VE PUT IN.
IT REFLECTS MY JOURNEY FROM AN UNSURE UNDERCLASS MEAN TO A CONFIDENT GRADUATE READY TO FACE THE WORLD BEYOND THE SCHOOL WALLS. THANK YOU.
>> THANK YOU FOR THIS OPPORTUNITY TO TALK ABOUT TREGAN.
IT'S AN HONOR TO BE HIS TEACHER AND ALSO BE PART OF THE OYA PROGRAM.
HIS WORDS PUT TEARS IN MY EYES.
BUT IF YOU GO TO OUR SITES, WE HAVE POSTERS AND IT'S CALLED THE GRADUATE PROFILE.
AND HE EXEMPLIFIES THAT, WHERE WE STAYED ON OUR POSTERS.
HE'S AN EFFECTIVE COMMUNICATOR.
HE ACTIVELY PARTICIPATED WITHIN OUR COMMUNITY BY BEING ON THE SCHOOL SITE COUNCIL.
HE WAS AN ADVOCATE TO PLAN OUT HIS FUTURE.
ANOTHER POINT THAT WE HAVE ON OUR POSTER IS HE'S A CRITICAL THINKER, HE'S A PROBLEM-SOLVER.
HE GRADUATED AND HE CHARTED THROUGH THE PROCESS BY WORKING AT HIS JOB AND THEN KEEPING UP WITH HIS COURSEWORK.
AND HE FOLLOWED THROUGH WITH HIS GOAL TO GRADUATE THIS SPRING SEMESTER.
ANOTHER POINT THAT WE HAVE ON OUR POSTER IS MOTIVATED AND SELF DISCIPLINE.
OVER THE PAST SCHOOL YEAR, HE PRIORITIZED HIS SHORT AND LONG-TERM GOALS BY COMPLETING FIRST HIS ASSIGNMENTS ON A WEEKLY BASIS, AND THEN OF COURSE, COMPLETING HIS COURSES.
AND THEN HE ALSO ORGANIZED HIMSELF AND HIS ACTIONS TO GET TO WHERE HE IS TODAY.
AND ANOTHER POINT WE HAVE ON OUR POSTER IS CREATIVE AND INNOVATIVE.
HE USED TECHNOLOGY TO SPARK INNOVATION AND HE MAXIMIZED LEARNING BY COMPLETING HIS ONLINE COURSES AND TOOK RISKS IN PARTICIPATING IN PROGRAMS THAT WE HAD LIKE CAREER LABS AND THEN GOING ON FIELD TRIPS.
[00:15:02]
HE WALKED THE EXTRA MILE SO THAT HE COULD GRADUATE.I'M PROUD OF YOU. AWESOME. [APPLAUSE].
>> THANK YOU SO MUCH. I WOULD LIKE TO NOW INVITE THE BOARD TO GO OVER TO OUR PHOTO WALL.
>> WELL, THANK YOU EVERYBODY, AND CONGRATULATIONS AGAIN.
WE WILL NOW MOVE TO OUR NEXT RECOGNITION,

PAUL'S COLLEAGUES SHARED THAT HE CAN JUMP INTO A CLASSROOM WITH OR WITHOUT A LESSON PLAN AND MAKE THE DAY PRODUCTIVE FOR ALL OF THE STUDENTS.
THAT'S A VERY INCREDIBLE SKILL.
PAUL'S NOMINATION IS A TESTAMENT TO HIS ABILITY TO SHOW EMPATHY AND TO HELPING STUDENTS SUCCEED ACADEMICALLY.
HIS POSITIVE RELATIONSHIPS WITH OUR STUDENTS HELP OUR YOUTH TO COMMUNICATE MORE EFFECTIVELY, WORK TO SOLVE PROBLEMS AND SUPPORT EACH OTHER IN COMPLETING SCHOOL ASSIGNMENTS OF CAMILLERI.
WE APPRECIATE AND COMMEND PAUL FOR HIS HARD WORK AND DEDICATION TO BLUE RIDGE HIGH SCHOOL AND THE COUNTY OFFICE OF EDUCATION.
HE IS RECEIVING A FRAMED CERTIFICATE OF RECOGNITION SIGNED BY THE COUNTY SUPERINTENDENT SCHOOLS AND THE PRESIDENT OF SANTA CLARA COUNTY BOARD OF EDUCATION, VICTORIA CHON.
CONGRATULATIONS PAUL, AND THANK YOU FOR ALL OF YOUR WORK.
>> GOOD EVENING. MY NAME IS MARK CAMILLERI.
I'M THE PRINCIPAL AT BLUE RIDGE HIGH SCHOOL.
ON BEHALF OF BLUE RIDGE STAFF AND STUDENTS, WE WANT TO JUST GIVE A BIG SHOUT-OUT TO PAUL SCHULER.
I DID TALK TO THE STAFF AND STUDENTS BEFORE TODAY AND THEY JUST WANT TO SAY THANK YOU FOR ALL YOUR HARD WORK, YOUR DEDICATION, AND ALWAYS THINKING STUDENTS FIRST.
THANK YOU, PAUL AND WHEN WE THINK ABOUT BEING STRONGER TOGETHER, YOU'RE A PRIME EXAMPLE OF THAT.
SO THANK YOU, PAUL. [APPLAUSE]
>> WOW. WHAT'S YOUR NAME, TREGAN?
>> TREGAN TOOK MY SPEECH, SO I'M JUST GOING TO KEEP IT SIMPLE THERE.
[LAUGHTER] THANK YOU EVERYBODY THAT MADE THIS POSSIBLE.
I REALLY APPRECIATE THIS AWARD.
PEOPLE THAT KNOW ME KNOW I'M NOT A QUIET PERSON,
[00:20:03]
BUT THIS IS MICHELLE DICARA, RIGHT THERE.SHE'S WORKED WITH ME ALONG WITH OUR DYNAMIC PRINCIPAL FOR YEARS AND SHE ONCE TOLD ME, SHE TOLD THIS KID, SHE MADE EVERYBODY WRITE OUT THEIR SPEECH.
SHE COMES TO THIS PARTICULAR KID, SHE SAYS, "WHERE'S YOUR SPEECH?" HE LOOKS AT HER AND SAYS, "IT'S ALL UP HERE." MINE IS ALL UP HERE.
I APPRECIATE EVERYBODY THAT MADE THIS POSSIBLE.
LIKE I SAID, ESPECIALLY WE'VE GOT A GREAT PRINCIPAL.
I TRULY ENJOY THE KIDS AND THE PEOPLE THAT I WORK WITH, SO THIS MAKES IT EASY.
>> THANK YOU. THEN YES, IF EVERYBODY WOULD LIKE TO JOIN US BACK OVER THERE SO WE COULD TAKE A GROUP PHOTO.

>> GOOD AFTERNOON. MY NAME IS FOVEOLA PATAS.
I'M HERE REPRESENTING ALEXANDER ROTUS, THE KID THAT YOU GUYS CLOSED THE PROGRAM IN GILROY, GATEWAY IS CLOSING AND YOU GUYS ARE SENDING HIM TO ANOTHER SCHOOL THAT IS NOT APPROPRIATE FOR HIM, WHICH IS MARTIN MURPHY.
BROTHER WAS THERE THIS YEAR, HE GOT ASSAULTED THERE AND YOU EXPECT ME TO SEND HIM THERE WITH THE SEIZURES AND MEDICAL ISSUES THAT HE HAS PUT THEM ALL IN ONE ROOM THAT IS NOT APPROPRIATE FOR HIM.
THE PLACE IS NOT EQUIPPED FOR THESE KIDS.
I HAVE THE WHOLE CLASSROOM, HIS CLASSROOM, WE'VE ASKED SO MANY PEOPLE TO HELP US OUT, BUT WE GET, NO, IT WASN'T US, NO, IT WASN'T THIS, IT WASN'T US.
YOU JUST HAVE US GOING BACK AND FORTH TO WHO? I'M NOT HERE TO BLAME NOBODY, I'M HERE TO GET HIM THE HELP THAT HE NEEDS, THE SCHOOLING THE KID.
I WANT MY KID TO GET A DIPLOMA LIKE THIS KID DID OR GET A CERTIFICATE.
HE MIGHT NOT TALK, HE MIGHT NOT WALK, BUT HE'S STILL A HUMAN BEING, A COOL KID.
GATEWAY NEEDS TO REOPEN THAT PROGRAM AGAIN BECAUSE THEY KEEP TELLING US IT'S BECAUSE OF FUNDS.
NO, IT'S NOT BECAUSE OF FUNDS.
[00:25:01]
FUNDS ARE THERE. NO THAT'S BECAUSE OF THEIR AGE.THAT'S SCHOOL WAS MADE FOR THEM UNTIL THE AGE OF 21 IF I'M CORRECT.
THEY KEEP PUTTING THESE THINGS TO US, TELLING US AS PARENTS THAT WE HAVE NO CHOICE BUT TO SEND HIM TO MARTIN MURPHY.
I DIDN'T SAY NO TO MARTIN MURPHY, MARTIN MURPHY IS NOT A SCHOOL FOR THESE KIDS.
YOU GUYS ARE PUTTING IN MARTIN MURPHY ALL THE KIDS THAT HAVE BEHAVIOR ISSUES, A LOT OF MENTAL ISSUES.
NOW YOU GUYS ARE PUTTING KIDS THAT DON'T HAVE A WAY TO DEFEND THEMSELVES IN ANY WAY AND ANYHOW.
SO AS A PARENT, I'M BEGGING YOU GUYS, I'M BEGGING YOU TO OPEN THE SOUTH COUNTY PROGRAM AGAIN.
I DON'T HAVE TO DRIVE ALL TO SANTA JOSE TO PICK HIM UP WHEN I LIVE IN SAN MARTIN.
I DON'T HAVE TO WORRY ABOUT IF HE HAS A SEIZURE AT SCHOOL IF I'M GOING TO MAKE IT IN TIME BEFORE HE PASSES AWAY.
I HAVE MEDICATION TO GIVE IT TO HIM A CERTAIN TIME OF THE DAY AND I'M ONLY GOING TO DO IT IF HE GOES TO SCHOOL IN SAN JOSE.
PLEASE OPEN SOMETHING CLOSER FOR US.
>> OUR NEXT SPEAKER IS CARLOS PATAS.
PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR COMMENT.
>> I'M CARLOS PATAS AND I'M ALEXANDER'S FATHER.
>> THE SCHOOL YEARS AGO, I LEARNED THAT THERE WERE NO MORE ROOM FOR KIDS AND NOW I LEARNED THAT THEY ARE SPOTS AVAILABLE.
>> I'M JUST GOING TO BE FRANK WITH YOU.
YOU CAN SEE HOW HE BEHAVES, MY SON.
I JUST WANT HIM TO GO TO GATEWAY.
>> PEOPLE THAT DON'T KNOW HIM WILL NOT KNOW HOW TO HANDLE HIM.
HE'S AROUND PEOPLE THAT KNOW HOW TO TREAT HIM ALREADY.
>> I WOULD LIKE TO GIVE AN ADDITIONAL TWO MINUTES SINCE THERE IS TRANSLATION IF THERE'S MORE THAT DAD WOULD LIKE TO STATE.
>> THANK YOU. HONESTLY, I WORK NIGHTTIME.
>> [FOREIGN] MARTIN MURPHY. [FOREIGN].
>> HONESTLY, I HAVEN'T BEEN REALLY IN PEACE.
I HAVEN'T HAD ANY PEACE OF MIND.
HONESTLY, THAT MARTIN MURPHY THAT'S A NO.
>> THAT'S GOOD. LAURA [FOREIGN].
>> HONESTLY, THERE'S LITTLE TIME FOR ME AND I WISH TO TELL YOU MANY OTHER THINGS.
BUT IN A FEW WORDS, I JUST WISHED THE BEST FOR MY SON.
[00:30:04]
>> AS YOU CAN SEE, HE'S A KID DAD.
HE DOESN'T KNOW THE MEANING OF CALM DOWN OR WAIT.
>> OUR NEXT SPEAKER IS BRUCE POTASH.
PLEASE CLEARLY STATE YOUR NAME AND BEGIN YOUR PUBLIC COMMENT.
>> HI, MY NAME IS BRUCE POTASH, THE BROTHER OF ALEXANDER.
>> I DON'T WANT MY BROTHER TO GO MAD, MARTIN MURPHY WOULD HAPPEN TO ME.
I GOT BULLIED. I DON'T WANT HIM TO GO THERE. WHAT HAPPENED TO ME? PLEASE DON'T SEND HIM.
HE'S MY BROTHER, THAT'S DISABLED.
ARE YOU GOING TO SEND HIM THERE? NO THAT ISN'T RIGHT. HE'S ON A WHEELCHAIR. HE'S MY BROTHER.
I'M NOT GOING TO BE THERE TO PROTECT HIM.
ME, MY MOM, DAD, SISTER PROTECT HIM.
YOU DECIDED JUST TO SEND HIM THERE? THAT'S NOT EVEN RIGHT.
PLEASE DON'T SEND HIM THERE, PLEASE. THANK YOU.
>> THANK YOU, GUYS, FOR LISTENING TO US.
>> [OVERLAPPING] OUR NEXT SPEAKER IS WILLIAM DEREK AGRESTI.
>> GOOD EVENING BOARD, DR. GUAN, AUDIENCE.
I HOPE EVERYBODY ENJOYED A GOOD FATHER'S DAY AND JUNETEENTH WEEKEND.
MY ITEM IS ABOUT AGENDA ITEMS. I'M REQUESTING THAT THERE'LL BE A PLACE ON THE BOARD AGENDA FOR THE PUBLIC TO ADD FUTURE AGENDA ITEMS. THE VOICE OF THE PUBLIC IS VERY IMPORTANT.
HEARING THE CONCERNS OF THE PUBLIC, NOT JUST FROM PUBLIC COMMENT, BUT ALSO BY ADDING MATTERS OF BUSINESS TO THE AGENDA FOR DISCUSSION AND POSSIBLY EVOKE.
THE CALIFORNIA EDUCATION CODE ALLOWS BOARDS, TRUSTEES, PARENTS, TEACHERS, ALL CITIZENS THE RIGHT TO HAVE AGENDA ITEMS PLACED DIRECTLY ON BOARD AGENDAS.
THAT'S CALIFORNIA EDUCATION CODE 35145.5.
I AM REQUESTING A WRITTEN RESPONSE FROM THE COUNTY SUPERINTENDENT AS TO HOW AND WHEN AGENDA ITEMS FROM THE PUBLIC WILL RETURN TO THE SANTA CLARA COUNTY SCHOOL BOARD ASSOCIATION AGENDA.
ALTHOUGH A RESPONSE IS NOT TIME-SENSITIVE AT THIS TIME, IT MAY BE TIME-SENSITIVE MOVING FORWARD IN THE FUTURE.
I'M ALSO PRESENTING MY LETTER TO THE BOARD OF TRUSTEES, AND I WOULD ALSO LIKE A VIDEO CLIP OF MY PUBLIC COMMENT. THANK YOU ALL VERY MUCH.
>> OUR NEXT SPEAKER IS CHRISTINA MOORE.
PLEASE CLEARLY STATE YOUR NAME AND PRESENT YOUR COMMENT.
>> MY NAME IS CHRISTINA MOORE.
I'M A TEACHER FOR THE COUNTY OFFICE OF ED.
AS PER THE UPK PRESENTATION AT THE MAY 17TH BOARD MEETING, THERE'S A PUSH FOR INCLUSIVE PRACTICES AND PARENT ENGAGEMENT AND EMPOWERMENT.
YET OUR SCCOE SPECIAL ED DEPARTMENT PRINCIPLES, STAFF, AND FAMILIES HAVE NOT BEEN INCLUDED IN ANY OF THE EXISTING OUTREACH OR EDUCATION ON THAT UPK MIXED DELIVERY SYSTEM.
I WOULD LIKE TO ADVOCATE THAT MOVING FORWARD, INCLUSION NEEDS TO START FROM THE TOP TO BUILD A CULTURE THAT PROMOTES EQUITY,
[00:35:05]
INCLUSION, AND BELONGING, VALUING EVERY STUDENT BY STRENGTHENING, SUSTAINING, AND ENSURING INCLUSIVE PRACTICES.ALL PROGRAMS OPERATED UNDER THE SCCOE NEED TO BE INCLUDED IN TRAININGS AND OUTREACH EFFORTS SO THAT ACCURATE INFORMATION CAN BE SHARED.
IT WAS GREAT TO HEAR ABOUT THE STEPS AND OUTREACH THE STEPS AT THE SCCOE IS TAKING TO PROVIDE TECHNICAL ASSISTANCE TO DISTRICTS TO ENSURE QUALITY AND EQUITY FOR ALL HOWEVER, WHO'S PROVIDING TECHNICAL ASSISTANCE TO OUR SCCOE AND DISTRICT PARENTS SPECIAL EDUCATION PROGRAMS SO THAT DECISIONS IMPACTING SAI CLASSROOMS THROUGHOUT THE COUNTY CAN BE MADE WITH THE OVERALL GOALS OF THE UPK MIXED DELIVERY SYSTEM IN MIND.
THE CLASS THAT I WILL BE TEACHING NEXT SCHOOL YEAR HAS BEEN NEWLY DESIGNATED AS A TKK1-CLASSROOM, YET THE CURRENT SITE PRINCIPAL WAS NOT EVEN MADE AWARE OF THIS FACT SIGNIFYING A LACK OF OUTREACH ON BEHALF OF MY STUDENTS.
IT WAS STATED THAT THE SCCOE IS HELPING WITH PROVIDING RESOURCES AND PLANNING TO SCHOOL DISTRICTS FOR THEIR ROLLOUT OF UPK, BUT THERE HAS BEEN LITTLE EVIDENCE OF PLANNING AND RESOURCES FOR THE CREATION OF DEVELOPMENTALLY APPROPRIATE, HIGH-QUALITY TK SPECIAL ED SAI CLASSROOMS. I JUST WOULD LIKE TO SAY WITH THE PUSH FOR PARENT ENGAGEMENT, THAT NEEDS TO BE ENCOURAGED ACROSS THE AGE SPAN, NOT JUST TK AND NEW PK, BUT WE HAVE AN ISSUE IN THE COUNTY WITH LISTENING TO PARENTS ACROSS THE BOARD.
>> THIS CONCLUDES PUBLIC COMMENTS.
>> THANK YOU, MODERATOR. WE WILL NOW MOVE TO AGENDA ITEM 5, CONSENT ACTION ITEMS.
[5. CONSENT ACTION ITEMS]
I WILL ENTERTAIN A MOTION TO APPROVE CONSENT ACTION ITEMS 5 A THROUGH F. WE DID PULL ITEM E 5G.>> MOVED BY VICE PRESIDENT SREEKRISHNAN.
DO I HAVE A SECOND? A SECOND BY TRUSTEE LARI.
TRUSTEES, PLEASE CAST YOUR VOTE IN BOARDDOCS TO APPROVE CONSENT ACTION ITEMS 5 A THROUGH F.
IT WAS MOVED BY VICE PRESIDENT SREEKRISHNAN AND SECONDED BY TRUSTEE LARI.
THANK YOU, TRUSTEES, AND THAT MOTION CARRIES WITH SEVEN YESES.
WE WILL NOW MOVE TO AGENDA ITEM
[G. Request Adoption of Resolution Recognizing Climate Change and Sustainability in Schools]
5G AND VICE PRESIDENT SREEKRISHNAN. I WILL PASS IT TO YOU.I KNOW WE HAVE A PRESENTATION LATER ON THE AGENDA ABOUT THE COUNTY OFFICES ENVIRONMENTAL LITERACY WORK.
SO I DON'T WANT TO DUPLICATE RESPONSES BUT JUST WANTED TO EXPRESS MY WHOLEHEARTED SUPPORT FOR THE RESOLUTION.
I THINK IT WAS BACK IN OUR 2021 BOARD RETREAT.
ONE OF OUR HANDFUL OF BOARD PRIORITIES WAS ENVIRONMENTAL LITERACY AND CLIMATE ACTION, AND WE'VE REALLY SEEN THE COUNTY OFFICE TAKE PROACTIVE STEPS IN THE PAST COUPLE OF YEARS AND REALLY MOVE THE NEEDLE ON THESE EFFORTS.
SO I WANTED TO THANK DR. DEWAN, STAFF, PRESIDENT CHON FOR AGENDIZING THIS AND I KNOW WE'LL HEAR MORE LATER, BUT I'M REALLY PLEASED TO SEE THE WORK THE COUNTY OFFICES DOING TO ADDRESS ENVIRONMENTAL CHALLENGES AND FOSTER SUSTAINABILITIES IN OUR SCHOOLS, SO THANK YOU.
>> THANK YOU, VICE PRESIDENT SREEKRISHNAN.
TRUSTEE ROCHA, DID YOU WANT TO MAKE A COMMENT?
>> I JUST WANT TO THANK TRUSTEE SREEKRISHNAN FOR HER LEADERSHIP ON THIS ISSUE, NOT JUST HERE IN THIS BUILDING, BUT COUNTYWIDE.
YOU HAVE BEEN AN ADVOCATE FOR THIS
[00:40:01]
FOR AS LONG AS I'VE KNOWN YOU AND I WANT TO THANK YOU FOR ALL THAT YOU'VE DONE AND ALSO ALL THE OTHER STUDENTS AND ELECTED OFFICIALS AND RESONANCE THAT YOU'VE MENTORED AND TAUGHT THIS ISSUE TO.IT'S REALLY IMPRESSIVE AND THANK YOU VERY MUCH.
>> I ABSOLUTELY AGREE TRUSTEE ROCHA.
VICE PRESIDENT SREEKRISHNAN, WOULD YOU LIKE TO MOVE THIS ITEM?
>> YEAH. I'LL MOVE TO APPROVE ITEM 5G.
>> GREAT. THANK YOU. DO I HAVE A SECOND?
>> A SECOND FROM TRUSTEE MAH. THANK YOU.
>> DO WE NEED TO DO A ROLL CALL VOTE FOR THIS ONE?
>> WE'LL DO A VERBAL ROLL CALL.
[LAUGHTER] I'M LOOKING RIGHT AT IT.
>> [LAUGHTER] NOW IT PASSED UNANIMOUSLY.
>> THANK YOU. WE WILL NOW MOVE TO OUR ACTION ITEMS. WE HAVE THREE ACTION ITEMS THIS EVENING.
DR. DEWAN, COULD YOU PLEASE INTRODUCE THE FIRST ITEM?
[A. Request Adoption of the 2023-24 SCCOE Local Control Accountability Plan (LCAP)]
>> YES. THIS EVENING, WE ARE BRINGING BACK FOR ADOPTION, SO THANK YOU, PRESIDENT CHON.
OUR FIRST ITEM TONIGHT IS THE REQUESTED APPROVAL OF THE ADOPTION OF THE 2023-2024 SANTA CLARA COUNTY OFFICE OF EDUCATION LOCAL CONTROL ACCOUNTABILITY PLAN.
AS YOU MIGHT RECALL, AT OUR JUNE 14TH MEETING, WE HELD A PUBLIC HEARING ON THIS ITEM, AND THE ITEM IS NOW PRESENTED THIS EVENING FOR ADOPTION.
JOINING US THIS EVENING IS OUR ASSISTANT SUPERINTENDENT, DR. JESSICA BONDURIS, AND OUR DIRECTOR OF ALTERNATIVE EDUCATION, DANE CALDWELL HOLDEN, AND DIRECTOR OF SPECIAL EDUCATION, DR. JEN ANN.
>> THANK YOU SO MUCH, PRESIDENT CHON, TRUSTEES, SUPERINTENDENT DEWAN, AND COMMUNITY.
EDUCATION CODE 52068 B1 REQUIRES THAT SCHOOL DISTRICTS AND COUNTY OFFICES HOLD A PUBLIC HEARING TO OFFER THE OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO COMMENT ON SPECIFIC ACTIONS AND EXPENDITURES PROPOSED IN THE LCAP.
THE PUBLIC HEARING FOR THE SANTA CLARA COUNTY OFFICE OF EDUCATION, LCAP WAS HELD AT OUR LAST BOARD MEETING ON JUNE 14TH.
THE LCAP IS A THREE-YEAR PLAN OF WHICH WE ARE IN YEAR 3.
EACH SECTION OF THE LCAP, INCLUDING IDENTIFIED METRICS ARE DICTATED BY ED CODE AND THAT TEMPLATE IS DEVELOPED BY THE CALIFORNIA DEPARTMENT OF EDUCATION.
WE ARE REQUIRED TO HAVE BASELINE DATA WHICH WE MONITOR, ASSESS, AND REPORT OUT ON OVER THE COURSE OF THE THREE YEARS ON EACH GOAL, AND EACH SPECIFIC ACTION WITHIN EACH GOAL.
THIS YEAR, WE OFFERED PARENTS AND STUDENTS, AND STAFF A VARIETY OF OPPORTUNITIES TO SHARE FEEDBACK THROUGHOUT THE LCAP PROCESS, INCLUDING MONTHLY PARENT MEETINGS, SURVEYS, STAFF MEETINGS, AND SCHOOL SITE COUNCIL MEETINGS.
WE HEARD FROM SOME OF THE PARENTS AT THE PARENT ADVISORY COMMITTEE AT THE PARK LAST WEEK DURING PUBLIC COMMENT, AND WE ALSO SAW THE LCAP VIDEO WHICH SHOWED VOICES OF OUR STUDENTS, FAMILIES, AND PARTNERS.
WE WANT TO EXTEND OUR GRATITUDE TO ALL OF OUR PARENTS, STAFF, COMMUNITY MEMBERS, AND LEADERSHIP WHO CONTRIBUTED TO THE DEVELOPMENT OF THE LCAP.
AT THIS TIME, WE'D LIKE TO RECOMMEND THE APPROVAL AND ADOPTION OF THE SANTA CLARA COUNTY OFFICE OF EDUCATION 2023-2024 LCAP. THANK YOU.
>> YES. I KNOW I HAD SUBMITTED A FEW QUESTIONS IN-BETWEEN OUR LCAPS.
I'M WONDERING IF I COULD JUST HIGHLIGHT SOME OF THOSE IF THAT'S OKAY.
>> THANK YOU AGAIN FOR ALL THE WORK THAT WAS DONE ON THIS LCAP.
I GUESS THREE AREAS IN PARTICULAR THAT I'M HOPING TO MAYBE GET RESPONSES IN TERMS OF BUILDING TRANSPARENCY ABOUT HOW THE ACCOUNTING OFFICE IS WORKING TO ADDRESS THESE ISSUES AS ACTIONS AND THE LCAP.
THE FIRST ONE IS RELATED TO SPECIAL EDUCATION, CHRONIC ABSENTEEISM.
CAN YOU TALK A LITTLE BIT ABOUT WE'RE SEEING THE PERCENTAGE ALMOST DOUBLE? WHAT ARE THE ACTIONS IN THE LCAP THAT ARE INTENTIONAL TO HELP ADDRESS THAT AREA?
>> ABSOLUTELY. DIRECTOR JEN ANN CAN ADDRESS THAT.
>> YOU ARE VERY RIGHT IT HAS BEEN FOR US ARE REALLY DISAPPOINTING TO SEE THAT NUMBER CREEP UP AND DOUBLE FROM THREE YEARS PRIOR.
I DO WANT TO NOTE THAT LAST YEAR IT ALSO WAS HIGH AT 57%.
THE ISSUE THAT WE'RE REALLY FINDING IS DOING SOME WORK,
[00:45:03]
DIGGING IN ON WHAT THE ROOT CAUSES ARE.WE HAVE BEEN COLLABORATING WITH OTHER COUNTY OFFICE OF EDUCATION PROGRAMS SPECIFICALLY IN SPECIAL ED BECAUSE WE DO FEEL A VERY UNIQUE POPULATION IN TERMS OF THE REASONS WHY OUR STUDENTS MAY BE HAVING MORE ABSENCES THAN COULD BE SEEN IN A DISTRICT PROGRAM.
WE'RE SEEING SOME SIMILARITIES THERE, BUT THAT'S NOT SOMETHING WE WANT TO USE TO GIVE US AN EXCUSE, JUST MORE TO UNDERSTAND.
WE'VE FOUND THAT THROUGH COVID AND STILL FOLLOWING COVID, OUR FAMILIES ARE VERY FOCUSED ON HEALTH OF THEIR STUDENTS AND OUR ERRING ON THE SIDE OF KEEPING THEIR CHILDREN HOME IF THERE IS ANY TYPE OF HEALTH ISSUE RELATED IN THE CLASSROOM.
SO THAT HAS REALLY IMPACTED OUR ATTENDANCE.
WE UNDERSTAND THAT OUR FAMILIES ARE CONCERNED ABOUT HEALTH OF THEIR STUDENT, BUT THAT IS A REALLY SIGNIFICANT CAUSE FOR THE INCREASE ABSOLUTELY.
IN TERMS OF ADDRESSING SO THAT WE CAN SEE THAT NUMBER GO DOWN BECAUSE WE REALLY WANT OUR STUDENTS AT SCHOOL IS WE ARE IMPLEMENTING A PROGRAM, BUT IT'S NOT SO MUCH ABOUT THE NAME OF THE PROGRAM.
IT'S THE FACT THAT THE BEST PRACTICES ASSOCIATED WITH IT REALLY HELPED US WITH MONITORING AND FOLLOWING THROUGH WITH REALLY SEQUENTIAL STEPS BASED ON WHERE THE STUDENT IS WITH ABSENCES.
QUICKLY FOLLOWING UP WITH PARENT PARTNERSHIP AND COMING IN REALLY AT THE BEGINNING OF AN ATTENDANCE ISSUE, MAKING SURE WE'RE SHARING INFORMATION.
WE HAVE A SERIES, IT'S MUCH MORE SYSTEMATIC AND WE FELT GOOD ABOUT OUR SYSTEM IN THE PAST, BUT THE ROOT CAUSE IS REALLY SHOWED US WE NEED TO BE MUCH MORE SYSTEMATIC IN OUR APPROACH, AND WE ARE UTILIZING A SYSTEM THAT HELPS US GET THE DATA REALLY QUICKLY SO THAT TIME DOESN'T LAPSE, AND THEN IT'S A SERIES OF STEPS.
IT'S A PARENT ENGAGEMENT LINKING WITH COMMUNITY RESOURCES.
A LOT OF OUR ISSUES INVOLVE DISTRICT COLLABORATION.
IF THERE'S A TRANSPORTATION ISSUE, THAT'S THE DISTRICT'S RESPONSIBILITY.
WE NOTICED THIS TREND IT IS SERIOUS TO US AND I APPRECIATED THAT QUESTION PRIOR AND THIS IS ONE OF OUR TOP ISSUES THAT WE'RE WORKING ON.
>> THANK YOU FOR DESCRIBING THAT.
THE OTHER AREAS THAT I WAS LOOKING AT WERE IN THE AREA OF SUSPENSIONS.
SPECIFICALLY, THE SPECIAL EDUCATION PROGRAMS, AS WELL AS AFRICAN-AMERICAN STUDENTS BEING IN THE HIGH INDICATOR RANGE FOR SUSPENSIONS.
ALSO WONDERING, WHAT ARE THE ACTIONS RELATED TO THE LCAP? HOW ARE WE SPENDING OUR DOLLARS TO REALLY MAKE SURE THAT WE ARE ADDRESSING THIS INEQUITY?
>> OVERALL, OUR SUSPENSION RATE IN THE SPECIAL EDUCATION PROGRAM IS QUITE LOW, IT'S 1.6%.
THAT IS REALLY ALMOST UNHEARD OF, AND IT DOES MEET OUR LCAP GOAL OF UNDER 3%.
BUT THE ISSUE THAT I THINK YOU NOTICED IN THE [INAUDIBLE] IS THAT WE HAVE A DISPROPORTIONATE AMOUNT OF AFRICAN-AMERICAN STUDENTS THAT ARE REPRESENTING THAT PERCENTAGE OF STUDENTS THAT ARE BEING SUSPENDED.
AND THAT IS OUR APPROACH, WE'VE BEEN WORKING WITH RESTORATIVE JUSTICE.
WE'VE RECEIVED SEVERAL DIFFERENT SERIES OF TRAININGS.
THERE ARE SPECIFIC PROGRAMS THAT SUSPENSIONS TEND TO COME OUT OF MORE THAN OTHERS, FOR INSTANCE, OUR THERAPEUTIC PROGRAMS. WE'RE REALLY GIVING TARGETED TRAINING TO TEAMS THAT MAY EXPERIENCE MORE SUSPENSIONS THAN OTHERS.
THEN OUR OTHER REALLY FOCUSED APPROACH IS SYSTEM-WIDE ACROSS OUR SPECIAL ED PROGRAMS WHICH IS THE FOCUS ON PBIS.
AND WE HAD A LOT OF MOVEMENT AND, FOR US, HAD TO RESTART AGAIN WHEN WE CAME BACK INTO THE CLASSROOM.
OUR TIME OFF, CHANGE THE SCOPE AND THEN TIME COMING BACK IN, I THINK SOME OF OUR STUDENT BEHAVIORS HAD INCREASED.
BUT IN PARTICULAR, LOOKING AT THAT OVERALL NUMBER, WE ARE REALLY PROUD OF THE LOW SUSPENSION RATE, BUT DO SEE THAT WITH THAT, IT SHOULD BE ACROSS THE BOARD.
THERE SHOULDN'T BE AN OVER REPRESENTATION OF ONE ETHNICITY, AND SO THAT RESTORATIVE JUSTICE IS DEFINITELY A LARGE APPROACH AS WELL AS OUR PBIS.
>> THANK YOU. THEN IN TERMS OF LPAC PARTICIPATION, I THINK THIS IS MAYBE SOMETHING THAT I ALSO HAD A MISUNDERSTANDING WITH.
[00:50:05]
IF YOU COULD TALK A LITTLE BIT ABOUT THE BARRIERS TO THE LPAC PARTICIPATION AND WHY THERE WAS A DOWNWARD TREND THERE AS WELL.>> THANK YOU SO MUCH FOR THAT QUESTION.
DIRECTOR CALDWELL-HOLDEN, CAN ANSWER THAT IN TERMS OF THE LPAC AND THE CHALLENGES ASSOCIATED WITH IT IN ALTERNATIVE EDUCATION? AND WE CAN SPEAK ABOUT SPECIAL ED AS WELL.
>> THANK YOU. FOR US WITH LPAC PARTICIPATION, LAST YEAR PARTICULARLY WAS THAT WE HADN'T DEDICATED, I THINK, ENOUGH STAFF TO ACTUALLY MAKE SURE WE COULD BE SUCCESSFUL OF THAT, INCLUDING THE FACT THAT WE ALSO HAD A FAIR NUMBER OF INDEPENDENT STUDIES STUDENTS THAT WERE HARD TO GET A HOLD OF AND GET THEM FOR TESTING.
THIS YEAR, WE'VE MADE GREAT STRIDES IN MAKING SURE THAT WE GET HOLD OF EVERY ONE OF THE STUDENTS THAT ACTUALLY ATTENDING AND COME TO OUR SCHOOLS SO THAT NUMBER CAN COME UP.
THE BARRIERS THAT WE'RE SEEING RIGHT NOW ARE THE BARRIERS WE SEE IN TERMS OF ATTENDANCE WITH ANY OF OUR STUDENTS WHO ARE LOW ATTENDERS WHEN THEY ARRIVE WITH US.
WE JUST HAVE TO GO OUT AND FIND THEM AND TALK THEM INTO COMING TO SCHOOL BECAUSE WE TRAINED UP ENOUGH STAFF NOW, ENOUGH ADULTS ON CAMPUS THAT IF A STUDENT DOES ARRIVE, WE CAN TEST AND DO SO IN A MEANINGFUL WAY.
OTHER THAN THAT, IT'S JUST A MATTER OF HELPING OUR STUDENTS UNDERSTAND THE VALUE OF LPAC TESTING, WHY IT'S VALUABLE TO THEM, AND WHY IT'S VALUABLE TO US.
I THINK WE'RE DOING A BETTER JOB NOW IN MAKING THAT CLEAR SO THEY DON'T THINK WE JUST WANT THEM TO TEST FOR THE SAKE OF TESTING, THAT WE DO SO SO WE CAN SERVE THEM BETTER.
I THINK THINGS ARE ON AN UPWARD TREND.
I THINK WE'VE BEEN ABLE TO IDENTIFY SOME BARRIERS THAT HAVE BEEN A PROBLEM FOR US IN THE PAST AND WE'RE GETTING BETTER FOR THINGS NOW.
I HOPE THAT ANSWERS YOUR QUESTION.
>> I THINK ANOTHER THING, IF I MAY, TRUSTEE BERTA IS IN TERMS OF THE LPAC AND OUR COURT SCHOOLS IS CHALLENGING BECAUSE EVEN IF A STUDENT ENROLLS FOR A FEW DAYS AND THEN THEY EXIT, IT'S UNDER OUR COHORT OF THE STUDENTS WE SHOULD HAVE TESTED.
SO WE ESSENTIALLY GET DINGED FOR THAT EVEN THOUGH THE STUDENT HAS TRANSITIONED BACK TO HIS OR HER DISTRICT.
AND SO THAT JUST REFLECTS PART OF OUR NUMBERS AS WELL AS OUR LOW PARTICIPATION RATE, AND SO THAT'S JUST SOMETHING TO KNOW.
IF YOU WANT TO ADD FOR SPECIAL LOGIC.
>> I THINK WE HAVE SOME SIMILARITIES WITH AED, AND JUST IN TERMS OF TRAINING AND CAPACITY.
BUT WE DO HAVE A REALLY ROBUST TEAM THAT IS SET TO ASSESS OUR STUDENTS AND I THINK THAT THE NUMBER OF STUDENTS THAT PARTICIPATE, IT REALLY IS CORRELATED WITH OUR ABSENTEEISM.
I THINK THE STRUGGLE FOR SOME OF OUR STUDENTS WHO HAVE LOW ATTENDANCE WHEN THEY ARE ON CAMPUS, THERE IS THIS URGE TO DO EVERYTHING ALL AT ONCE FOR THERAPY MISSED, SERVICES MISSED, TESTING THAT NEEDS TO BE COMPLETED.
THIS IS ANOTHER FACTOR WHERE ATTENDANCE IS IMPACTING OUR TESTING.
WE DO HAVE OUR TESTING WINDOW OPEN EARLY AND SO WE'VE BEEN DOING SOME STRATEGIZING NEXT YEAR ABOUT HOW REALLY IN DISTRICTS, IT MAY BE MORE SPRINGTIME, BUT WE CAN REALLY GET STARTED IN FEBRUARY.
AND WE'RE WORKING THROUGH JUST SOME MORE PROACTIVE STRATEGIES IN TERMS OF JUST NOT RELYING ON PEOPLE WHO ARE GETTING THEIR TESTING DONE IN THE MARCH AND APRIL BLOCK BECAUSE ATTENDANCE IS AN ISSUE.
>> I'M GLAD TO HEAR THAT WE'RE FOCUSING ALSO ON TRAINING STAFF SO THAT THAT'S NOT A BARRIER.
THAT SHOULDN'T BE PREVENTING STUDENTS FROM BEING ABLE TO HAVE THE OPPORTUNITY TO BE RECLASSIFIED OR TO LEARN MORE, TO GAIN THAT VALUABLE DATA.
THANK YOU FOR THOSE RESPONSES.
>> THANK YOU, TRUSTEE BERTA. TRUSTEE LARI.
>> IT SEEMS LIKE THE GOLD SCHOOL ENROLLMENT AND COMMUNITY SCHOOL ENROLLMENT IS GOING DOWN.
SO WHAT CAN WE ATTRIBUTE THAT TO?
>> I THINK WE CAN ATTRIBUTE THAT TO THE SUCCESS OF OUR DISTRICTS AND BEING ABLE TO IMPLEMENT THE PROFESSIONAL DEVELOPMENT THAT THEY BELIEVE IN AROUND PBIS RESTORATIVE PRACTICES AND ENSURING THAT THE STUDENTS ARE STAYING IN THEIR DISTRICT SCHOOLS.
WE HAVE SEEN THAT LOWER NUMBER.
IT'S ACTUALLY GONE UP A LITTLE BIT.
BUT DURING THE PANDEMIC, IT WAS WAY DOWN, BUT WE HAVE SEEN AN INCREASE BUT NOT LIKE IT WAS PRIOR TO THAT.
I WOULD ACCREDIT THAT TO THE PROFESSIONAL DEVELOPMENT AND TRAINING OF THE STAFF WITHIN THE DISTRICTS THAT THE STUDENTS THAT WE SERVE.
>> THANK YOU, TRUSTEE LARI. ARE THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD?
[00:55:06]
IF NOT, I WILL TAKE A MOTION FOR THE APPROVAL OF 2023, 2024 SCCOE LCAP.>> THANK YOU, TRUSTEE DISALVO, AND A SECOND?
>> A SECOND FROM VICE PRESIDENT SREEKRISHNAN.
AND TRUSTEES WILL VOTE IN BOARDDOCS.
THAT MOTION CARRIES WITH SEVEN YESES THANK YOU, TRUSTEES.
WE WILL NOW MOVE TO THE NEXT ITEM,
[B. Request Adoption of the Santa Clara County Office of Education County School Service Fund Budget for 2023-24]
6B, DR. DEWAN, COULD YOU PLEASE PRESENT THIS ITEM?>> YES. ITEM 6B IS THE REQUESTED ADOPTION OF THE SANTA CLARA COUNTY OFFICE OF EDUCATIONS COUNTY SCHOOL SERVICES FUND BUDGET FOR 23/24.
AGAIN, AS YOU MAY RECALL, THIS ITEM WAS PRESENTED DURING PUBLIC HEARING AT LAST MEETING, JUNE 14TH, TONIGHT IS PRESENTED FOR ADOPTION.
JOINING US TONIGHT IS OUR ASSISTANT SUPERINTENDENT STEPHANIE GOMEZ AND DIRECTOR OF INTERNAL BUSINESS SERVICES NITI SHARMA.
>> GOOD EVENING, PRESIDENT CHON, SUPERINTENDENT DEWAN, TRUSTEES, STAFF AND MEMBERS OF THE PUBLIC.
A PUBLIC HEARING WAS HELD ON JUNE 14TH ON THE 23/24 COUNTY SCHOOL SERVICE FUND BUDGET.
THE 23/24 COUNTY SCHOOL SERVICE FUND BUDGET REFLECTS AT THE SANTA CLARA COUNTY OFFICE OF EDUCATION IS IN GOOD PHYSICAL HEALTH AND WILL BE ABLE TO MEET ITS FINANCIAL OBLIGATIONS IN THE UPCOMING FISCAL YEAR AND OUTLINE TWO FISCAL YEARS.
WHILE MAINTAINING THE STATE AND BOARD REQUIRED RESERVES FOR ECONOMIC UNCERTAINTY OF FOUR PERCENT OR 14.38 MILLION.
THIS BUDGET MEETS ALL OF THIS THE STATUTORY REQUIREMENTS, PURSUANT TO EDUCATION CODE, THE 23/24 COUNTY SCHOOL SERVICE FUND BUDGET MEETS ALL THE REQUIREMENTS FOR ADOPTION AND I'D LIKE TO REQUEST APPROVAL TO ADOPT THE BUDGET. THANK YOU.
>> THANK YOU. TRUSTEES, ARE THERE ANY QUESTIONS? TRUSTEE, MAH.
I HAVE A FEW DIFFERENT QUESTIONS.
ON THE BUDGET BOOK, WHICH IS PAGE 11 OUT OF 35, THE LIST OF ASSUMPTIONS THAT ARE USED TO BASE THIS BUDGET LET ME GO TO THAT PAGE HERE.
I THINK ITEM 20, ASSUMPTION NUMBER 20 IS TALKING ABOUT THE BOARD OF EDUCATION BUDGET.
IT LISTS ALL THE DIFFERENT THINGS THAT THE BOARD HAS FOR ITS BUDGET INCLUDING OUR STIPEND AND BENEFITS AND TRAVELING CONFERENCES.
IT HAS ALSO LISTED CONTRACTED SERVICES FOR $40,000.
I WAS WONDERING WHAT IS THOSE? WHAT ARE THOSE SERVICES?
>> MOST OF THOSE ARE THE COST OF BOARDDOCS.
>> WOW. THAT'S EXPENSIVE BUT I GUESS WE NEED TO DO IT.
THEN ON PAGE 12, THE FOLLOWING PAGE ON THAT SAME BUDGET BOOK, UNDER COUNTY SCHOOL SERVICE FUND BALANCE/RESERVES THERE IS AN ASSUMPTION NUMBER 24 AND IT SAYS THERE THAT THERE'S 176,000 RESERVE FOR THE BOARD'S LEGAL FEES DESIGNATION AND THAT THAT RESERVE WILL BE MET FOR FY23/4, 4/5 AND 5/6.
WHAT IS THE BOARD'S LEGAL FEES DESIGNATION?
>> THE DESIGNATION IS SOMETHING THAT THE BOARD HAS IN POLICY WHERE A CERTAIN DOLLAR AMOUNT IS SET ASIDE EVERY YEAR IN THE EVENT OF SOME UNKNOWN OR LEGAL EXPENSE THAT IS NOT NECESSARILY BUDGETED FOR OR NOT PART OF THE REGULAR COURSE OF BUSINESS.
I DON'T KNOW, ASSISTANT SUPERINTENDENT YOU WANT TO ADD TO THAT?
>> YEAH. I WOULD JUST LIKE TO ADD THAT WHEN IT SAYS THAT IT WILL BE MET WE HAVE THE FUNDING ALLOCATED AND EARMARKED FOR THAT PURPOSE FOR THE CURRENT YEAR AND THE OUTLINE TWO FISCAL YEARS.
WE JUST LIKE TO HIGHLIGHT THAT BECAUSE IT IS PART OF THE POLICY.
>> THAT'S A RESERVE THAT WE ONLY USE IF THE CIRCUMSTANCES HAPPEN.
[01:00:04]
HAVE WE EVER USED THOSE IN THE PAST? JUST CURIOUS.>> I THINK ON OCCASION MAYBE SMALL PORTIONS OF THAT HAVE BEEN USED BUT I'M NOT FAMILIAR WITH ANY TIME THAT THE BOARD IN RECENT YEARS HAS NEEDED TO USE THE ENTIRE DESIGNATION.
>> THEN MY LAST QUESTION, WHICH IS A LITTLE BIT MORE INVOLVED SO I'M NOT SURE HOW EXACTLY WE CAN DIG OUT THAT INFORMATION.
BUT IF YOU CAN BEAR WITH ME, I'M CURIOUS ABOUT THE COMMENT THAT WAS EXPRESSED IN PUBLIC COMMENT ABOUT FINANCIALS FOR SPECIAL ED.
I WOULD LIKE TO UNDERSTAND WHERE THE FINANCIAL CHANGE IS EXPRESSED IN THIS BUDGET AS COMPARED TO LAST YEAR'S BUDGET THAT CAUSES OR CAUSED THE NEED TO CLOSE THE GATEWAY SCHOOL.
>> JUST TO CLARIFY, THE GATEWAY SCHOOL IS NOT CLOSING.
>> I'M SORRY. THAT CLASSROOM, THE MEDICALLY FRAGILE CLASSROOM AT GATEWAY, YES.
>> THAT'S PRIMARILY DUE TO DECLINING ENROLLMENT AND SHIFTS IN ENROLLMENT AND UTILIZING DIFFERENT PLACES WITHIN THE COUNTY WHERE THE PROGRAMS ARE AVAILABLE, AS WELL AS ADDRESSING SOME OF THE NEEDED AGE RANGES.
IT WAS NOT A FINANCIAL DISCUSSION IT WAS NUMBERS OF STUDENTS BY AGE AND GRADE NEED AND THE LIKE AS WELL AS AVAILABLE CLASSROOM SPACE THAT'S BEEN PROVIDED BY DISTRICTS.
>> NICE. PERFECT. [OVERLAPPING]
>> NO, IT'S NOT. ALTHOUGH WE DO STILL SEE THE IMPACTS OF DECLINING ENROLLMENT BUT WE'RE ABLE TO MAKE THOSE ADJUSTMENTS WITH THE CLASSROOMS THAT DISTRICTS PROVIDE TO US.
>> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU.
THEN I WILL ENTERTAIN A MOTION TO ADOPT THE 23/24 SCCOE COUNTY SCHOOL SERVICE FUND BUDGET.
>> THANK YOU, VICE PRESIDENT SREEKRISHNAN AND I'LL SECOND THAT MOTION.
TRUSTEES, CAN WE PLEASE VOTE ON BOARDDOCS? ONCE IT'S READY.
THANK YOU. THAT MOTION CARRIES WITH SEVEN YESES.
WE WILL NOW MOVE TO OUR THIRD ACTION ITEM.
[C. Request Approval of the Budget Revisions for the Month of May 2023]
WE REQUEST APPROVAL OF THE BUDGET REVISIONS FOR THE MONTH OF MAY 2023.DR. DUAN, COULD YOU PLEASE PRESENT THIS ITEM?
>> YES. SO FOR OUR LAST ACTION ITEM, WE AGAIN HAVE ASSISTANT SUPERINTENDENT GOMEZ AND DIRECTOR OF BUSINESS SERVICES MINDY SHARMA.
THEY'LL PROVIDE JUST A BRIEF INTRODUCTION TO THIS ITEM.
>> THANK YOU, DR. DUAN. GOOD EVENING.
IN THE MONTH OF MAY, WE HAVE RECEIVED APPROXIMATELY 5.8 MILLION INVESTED FUNDS TO SUPPORT AND MENTAL HEALTH SERVICES FOR STUDENTS AND INCREASE CREDENTIAL TEACHER SUPPORT.
THAT CONCLUDES THE BUDGET REVISION FOR THE MONTH OF MAY, PLEASE LET ME KNOW IF THERE ARE ANY QUESTIONS.
I JUST HAVE I'M SORRY, I LOST ITEM.
IT WAS LIKE, I THINK 1.2 MILLION FOR THE TEACHER CREDENTIALING PROGRAM FOR, YES, IT WAS INCREASED REVENUE FOR CLASSIFIED EMPLOYEE TEACHER CREDENTIALING PROGRAM.
COULD YOU JUST EXPLAIN A LITTLE BIT MORE ABOUT WHAT THAT IS ABOUT?
>> SURE. THAT IS TO HELP DEVELOP AND IMPLEMENT A CLASSIFIED SCHOOL EMPLOYEE CREDENTIALING PROGRAM TO RECRUIT CLASSIFIED EMPLOYEES TO PARTICIPATE IN A PROGRAM TO SUPPORT THE COMPLETION OF BACHELOR'S DEGREE IN TEACHER PREPARATION PROGRAM AND TO PROVIDE INSTRUCTIONAL SERVICES FULLY CREDENTIALED TEACHERS.
>> WONDERFUL. SO THIS IS JUST FOR PARAEDUCATORS AS WELL OR IS IT JUST FOR TEACHERS?
>> IT'S FOR OUR CLASSIFIED STAFF TO HELP CLASSIFIED STAFF TRANSITION INTO TEACHING.
[01:05:02]
>> THAT'S GREAT. AND I'M GLAD TO SEE A GOOD AMOUNT OF MONEY GOING TOWARD THAT AS WE ARE IN LOTS OF SHORTAGES FOR THOSE POSITIONS.
>> THIS IS A NEW GRANT FROM THE CALIFORNIA COMMISSION ON TEACHING AS PART OF THE RECENT BUDGET YEARS, AND WE WERE HONORED TO BE SELECTED AS A GRANT RECIPIENT.
>> THAT'S WONDERFUL, AND THEN I ASSUME THAT WE'LL BE PUTTING OUT INFORMATION FOR OUR STAFF AS WELL, SO WONDERFUL.
>> GREAT. IF THERE'S NO OTHER QUESTIONS, THEN I WILL ENTERTAIN A MOTION TO APPROVE THIS BUDGET REVISION FROM MAY 2023.
>> THANK YOU, VICE PRESIDENT SHRI KRISHNA, AND A SECOND FROM TRUSTEE LARI.
THE MOTION CARRIES WITH SEVEN YESES, SO THANK YOU, TRUSTEES.

OUR FIRST INFORMATIONAL ITEM THIS EVENING IS A REPORT OF THE SCCOE'S ENVIRONMENTAL LITERACY INITIATIVES.
AS OUTLINED IN THIS EVENING'S CLIMATE CHANGE AND SUSTAINABILITY RESOLUTION, ENVIRONMENTAL LITERACY AND ITS SUPPORTING INITIATIVES IS SOMETHING THAT WE'RE PROUDLY LEADING THE CHARGE ON WITH VERY VALUABLE PARTNERS.

>> THANK YOU, DR. DEWAN. GOOD EVENING, PRESIDENT CHON, TRUSTEES DR. DEWAN AND COMMUNITY.
IT IS A PLEASURE TO BE HERE TONIGHT, ESPECIALLY KNOWING THAT THIS IS A MUCH ANTICIPATED REPORT, SO LOOKING FORWARD TO PRESENTING.
THE CLIMATE RESILIENT TO CALIFORNIA'S SCHOOLS REPORT, A CALL TO ACTION RELEASED IN MARCH OF 2023, POINTED TO SEVERAL CLIMATE-RELATED FACTORS THAT HAVE A DIRECT IMPACT ON THE PHYSICAL AND ECONOMIC HEALTH OF COMMUNITIES IN WHICH OUR STUDENTS AND OUR FAMILIES LIVE IN.
ENVIRONMENTAL EDUCATION HAS LONG BEEN ENCOURAGED IN CALIFORNIA SCHOOLS AND ON THE STATE LAW ENACTED IN 2018 INCLUDES THE TOPICS OF CLIMATE CHANGE AND ENVIRONMENTAL JUSTICE.
THE SCCOE IS COMMITTED TO PROVIDING PROFESSIONAL LEARNING OPPORTUNITIES, RESOURCES, AND TECHNICAL ASSISTANCE FOR EDUCATORS IN SANTA CLARA COUNTY IN THE AREAS OF ENVIRONMENTAL LITERACY, CLIMATE CHANGE, CLIMATE SOLUTION, CLIMATE JUSTICE, AND SUSTAINABILITY.
THIS EVENING, WE WILL SHARE THE WORK OUR TEAM HAS BEEN ENGAGED IN THIS PAST YEAR TO SUPPORT EDUCATORS IN THE IMPLEMENTATION OF THE NEXT-GENERATION SCIENCE STANDARDS AND ALSO THE ENVIRONMENTAL PRINCIPLES AND CONCEPTS, ALL OF WHICH ARE EMBEDDED IN ALL CURRICULUM FRAMEWORKS.
I WOULD LIKE TO INTRODUCE OUR SCIENCE COORDINATORS, JENNIFER MUTCH AND TARA SIKORSKI.
I INVITE THEM TO SHARE SOME OF THIS WORK WITH YOU TONIGHT. THANK YOU.
GOOD EVENING, TRUSTEES DR. DEWAN AND COMMUNITY MEMBERS.
[01:15:01]
WE ARE HONORED TO BE HERE TONIGHT TO REPORT ON OUR ENVIRONMENTAL LITERACY, SUSTAINABILITY, AND CLIMATE ACTION EFFORTS.WE WOULD LIKE TO SHARE A QUOTE ABOUT ENVIRONMENTAL LITERACY FROM OUR STATE SUPERINTENDENT OF PUBLIC INSTRUCTION, TONY THURMOND.
ENVIRONMENTAL LITERACY IS A KEY COMPONENT IN OUR CHILDREN'S EDUCATION.
BY MEETING OUR SCHOOL COMMUNITIES WHERE THEY ARE AT, ENVIRONMENTAL LITERACY INTEGRATES THE DIVERSITY OF CALIFORNIA'S PEOPLE AND PLACE WITH ENGAGING IMPACTFUL LEARNING THAT BEGINS EARLY AND CONTINUES THROUGHOUT A STUDENT'S LIFE.
INTERACTING WITH THEIR LOCAL ENVIRONMENTS, STUDENTS EXPERIENCING LEARNING ACROSS CORE SUBJECTS IN A WAY THAT SUPPORTS ACADEMIC ACHIEVEMENT, EQUITY OF ACCESS, CULTURAL RELEVANCE, AND THE HEALTH OF OUR STUDENTS AND COMMUNITIES.
>> IF WE COULD JUST PAUSE WHILE WE GET THE POWERPOINT PRESENTATION.
>> YES. I WANT TO HIGHLIGHT THE LAST PART OF THE QUOTE WHERE STATE SUPERINTENDENT THURMOND FOCUSES ON THE KEY AREAS OF OUR EDUCATION SYSTEM THAT ENVIRONMENTAL LITERACY SUPPORTS; ACADEMIC ACHIEVEMENT, EQUITY OF ACCESS, CULTURAL RELEVANCE, AND THE HEALTH OF OUR STUDENTS AND COMMUNITIES.
NEXT SLIDE, PLEASE. WE WANT TO PROVIDE YOU ALL WITH SOME CONTEXT AND BACKGROUND ON ENVIRONMENTAL LITERACY AND HOW THESE INITIATIVES CAME ABOUT BEFORE WE PRESENT ABOUT OUR ENVIRONMENTAL INITIATIVES AND WORK HERE AT SANTA CLARA COUNTY.
A COMMON DEFINITION OF ENVIRONMENTAL LITERACY FROM CALIFORNIA'S BLUEPRINT FOR ENVIRONMENTAL LITERACY IS AN ENVIRONMENTALLY LITERATE PERSON HAS THE CAPACITY TO ACT INDIVIDUALLY AND WITH OTHERS TO SUPPORT ECOLOGICALLY SOUND, ECONOMICALLY PROSPEROUS, AND EQUITABLE COMMUNITIES FOR PRESENT AND FUTURE GENERATIONS.
THROUGH LIVED EXPERIENCES AND EDUCATION PROGRAMS THAT INCLUDE CLASSROOM-BASED LESSONS, EXPERIENTIAL EDUCATION, AND OUTDOOR LEARNING, STUDENTS WILL BECOME ENVIRONMENTALLY LITERATE DEVELOPING THE KNOWLEDGE, SKILLS, AND UNDERSTANDING OF ENVIRONMENTAL PRINCIPLES TO ANALYZE ENVIRONMENTAL ISSUES AND MAKE INFORMED DECISIONS.
THE GUIDING PRINCIPLES OF THE BLUEPRINT INCLUDE EQUITY OF ACCESS, SUSTAINABILITY, AND SCALABILITY OF SYSTEMS, COLLABORATIVE SOLUTIONS, COMMITMENT TO QUALITY, CULTURAL RELEVANCE AND COMPETENCE, AND EXPOSING STUDENTS TO A VARIETY OF LEARNING EXPERIENCES IN CLASSROOMS AND OUTDOOR SETTINGS.
NEXT SLIDE, PLEASE. THE ENVIRONMENTAL PRINCIPLES AND CONCEPTS SHOWN ON THIS SLIDE HERE, GUIDE THE ENVIRONMENTAL LITERACY WORK AND ALLOW FOR INTERDISCIPLINARY INSTRUCTION.
THE EPS AND CS WERE FIRST ADDED TO THE CALIFORNIA SCIENCE, AS WELL AS THE HISTORY AND SOCIAL SCIENCE FRAMEWORKS.
THE EMBEDDING OF THE EPS AND CS HAS SINCE EXPANDED TO BE INCLUDED IN OTHER CURRICULUM FRAMEWORKS. NEXT SLIDE.
WITH THE PASSAGE OF SB 720 IN 2018, THE TOPICS INCLUDED ENVIRONMENTAL PRINCIPLES AND CONCEPTS EXPANDED TO INCLUDE CLIMATE ACTION AND ENVIRONMENTAL JUSTICE.
THERE'S A CONTINUED NEED TO ENGAGE EDUCATORS AND STUDENTS WITH THE ENTIRE LIST OF TOPICS TO CREATE CLIMATE LITERATE AND CONSCIOUS COMMUNITIES.
IN ORDER TO EMBRACE THIS CALL-TO-ACTION, YOU'LL SEE ON THE NEXT SLIDE, THE SCIENCE DEPARTMENT WITH AN INTEGRATED TEAM ENGAGED IN A VARIETY OF INITIATIVES TO FACILITATE THE SPREAD OF ENVIRONMENTAL LITERACY AND SUSTAINABILITY THROUGH OUR COUNTY.
THE HIGHLIGHT OF OUR WORK FOR THE 2022-2023 SCHOOL YEAR WAS OUR SECOND ANNUAL ENVIRONMENTAL LITERACY SUMMIT HOSTED ON MARCH 18TH.
OUR KEYNOTE SPEAKER WAS YOUTH CLIMATE ACTIVIST ALEXANDRIA VILLASENOR, AND HER MESSAGE INSPIRED AND PROPELLED THOSE IN ATTENDANCE TO TAKE ACTION AND BE A CHANGE AGENT IN OUR COMMUNITY.
WE ALSO HEARD FROM A PANEL OF LOCAL ADMINISTRATORS AND THE STUDENT ABOUT THEIR EFFORTS TO SUPPORT ENVIRONMENTAL LITERACY WITHIN THEIR LOCAL CONTEXT. NEXT SLIDE, PLEASE.
I WOULD BE REMISS IF I DID NOT TAKE THE OPPORTUNITY TO HIGHLIGHT THE GENEROSITY OF OUR SPONSORS, EXHIBITORS, PRESENTERS, AND COMMUNITY PARTNERS WHO MADE THIS SUMMIT POSSIBLE.
AS YOU CAN SEE HERE, OUR SUMMIT HAD A SUPPORT OF MULTIPLE AGENCIES AND ORGANIZATIONS THROUGHOUT SANTA CLARA COUNTY AND BEYOND.
MANY OF OUR EXHIBITORS ALSO CONTRIBUTED TO A VARIETY OF WORKSHOPS OFFERED AS PART OF THE PROGRAM. NEXT SLIDE.
THE STRONG RELATIONSHIPS THAT WE BUILT WITH COMMUNITY PARTNERS WAS ALSO AN ASSET IN PROVIDING A VARIETY OF RESOURCES TO EDUCATORS, COMMUNITY MEMBERS, STUDENTS, AND FAMILIES IN ATTENDANCE.
NEXT SLIDE. FOR THOSE WHO ARE NOT ABLE TO ATTEND THE SUMMIT, HERE ARE JUST A FEW HIGHLIGHTS FROM THE MOMENTS THROUGHOUT THE DAY.
NEXT SLIDE. ULTIMATELY, THE FEEDBACK WE RECEIVED ABOUT THE SUMMIT WAS OVERWHELMINGLY POSITIVE,
[01:20:03]
AND PARTICIPANTS LEFT UPLIFTED AND INSPIRED TO CARRY THE WORK FORWARD IN THEIR DAILY LIVES.HERE, YOU CAN SEE A FEW QUOTES FROM THE SUMMIT SURVEY TO HIGHLIGHT THE IMPACT OF THE DAY.
AS YOU CAN SEE, PARTICIPANTS APPRECIATED THE COLLABORATIVE NATURE OF THE SESSIONS, THE INCLUSION OF YOUTH VOICES, AND OUR EFFORTS TO HIGHLIGHT THE WORK OCCURRING THROUGHOUT SANTA CLARA COUNTY.
NEXT SLIDE. COINCIDING WITH THE ENVIRONMENTAL LITERACY SUMMIT, WE LAUNCHED AN ENVIRONMENTAL LITERACY AND SUSTAINABILITY WEBSITE, WHICH CONTAINS A VARIETY OF RESOURCES TO SUPPORT EDUCATORS AND ADMINISTRATORS AND BRINGING ENVIRONMENTAL LITERACY AND ACTION TO THE CLASSROOMS IN SCHOOL SITES.
NEXT SLIDE. ONE EXAMPLE OF THE RESOURCES AVAILABLE ARE TWO TOOLKITS THAT WE PUBLISHED THIS YEAR.
THESE TOOLKITS WERE DESIGNED WITH CLASSROOM EDUCATORS IN MIND AND PROVIDED BACKGROUND INFORMATION, LESSON IDEAS, AND ACTIONABLE NEXT STEPS.
THE GOAL WAS TO PROVIDE A VARIETY OF GRADE-LEVEL APPROPRIATE RESOURCES THAT TEACHERS COULD TAKE AND IMPLEMENT WITHIN THEIR CLASSROOMS WITH MINIMAL PREPARATION. NEXT SLIDE.
WE WOULD ALSO LIKE TO HIGHLIGHT THE INTENTIONAL EFFORTS OF WALDEN WEST OUTDOOR SCIENCE SCHOOL.
WALDEN WEST IS A LEADER IN IMPLEMENTING THE ENVIRONMENTAL PRINCIPLES AND CONCEPTS.
THE OUTDOOR EDUCATORS HAVE WORKED SKILLFULLY TO LEAVE THE STANDARDS THROUGHOUT THEIR PROGRAM OFFERINGS TO SCHOOLS AND STUDENTS.
OVER THE COURSE OF THE 2022-23 SCHOOL YEAR, MORE THAN 5,150 STUDENTS HAVE VISITED WALDEN WEST AND PARTICIPATED IN OUTDOOR LEARNING EXPERIENCES.
THE TEAM PRIORITIZE THE EXPANSION OF THE GARDEN AS AN EDUCATIONAL LEARNING PLACE AND IS WORKING IN PARTNERSHIP WITH PROFESSIONAL EXPERT, WORLD-RENOWNED AND EDUCATIONAL GARDENING EXPERT AND AUTHOR, DR. DILAFRUZ WILLIAMS, TO EXPAND AND ENHANCE THE GARDEN AND SUSTAINABILITY CURRICULUM.
WALDEN WEST LEADS A WAY THROUGH THEIR ENGAGEMENT AND LEADERSHIP WITHIN OUR ENVIRONMENTAL LITERACY SUMMIT, OUR ENVIRONMENTAL LITERACY LEADERSHIP COLLABORATIVE, OUR GROWING GARDENS COMMUNITY OF PRACTICE, AND THE CALIFORNIA ENVIRONMENTAL LITERACY INITIATIVE, CELI.
AT THIS POINT, I'M GOING TO TURN THE PRESENTATION OVER TO JENN TO SPEAK MORE ABOUT OUR WORK OF OUR COMMUNITIES OF PRACTICE, COLLABORATIVES, AS WELL AS ADDITIONAL PROJECTS.
HAS TARA MENTIONED DR. DILAFRUZ WILLIAMS HAS PLAYED A KEY ROLE IN OUR SCHOOL GARDEN EFFORTS AND HAS BEEN AN INTEGRAL PART OF OUR GROWING GARDENS COMMUNITY OF PRACTICE.
IN OUR SECOND YEAR, WE'VE EXPANDED TO INCLUDE MORE SCHOOLS, DISTRICTS, AND SCCOE PROGRAMS. WE FOCUS THIS YEAR ON SHARING ABOUT DIFFERENT SKILLS THAT CAN BE TAUGHT IN SCHOOL GARDENS SUCH AS SOCIAL EMOTIONAL LEARNING, NATURE JOURNALING, COMPOSTING, THE IMPORTANCE OF INDIGENOUS KNOWLEDGE, AND NATIVE PLANTS AND POLLINATORS.
NEXT SLIDE, PLEASE. WE'VE ALSO INCREASED THE NUMBER OF SCHOOL GARDENS AND ACCESS TO OUTDOOR LEARNING AND OUR SCCOE PROGRAMS, AS MENTIONED.
OH, I'M MISSING A SLIDE OR IT'S BACKWARDS.
SORRY, HOLD ON. I'LL GO TO THIS ONE.
SORRY. AS WE'VE WRAPPED UP THIS YEAR WITH THE COMMUNITY OF PRACTICE, WE ASKED WHETHER THE PARTICIPANTS WOULD RECOMMEND THIS GROUP TO OTHERS AND WE GOT A RESOUNDING YES RESPONSE WITH SOME WONDERFUL INPUT THAT'S LISTED HERE AND WE'RE HAPPY TO KNOW THAT PARTICIPANTS FELT CONNECTED AND INSPIRED BY THIS WORK.
NEXT SLIDE, PLEASE. HERE IT IS.
SCCOE PROGRAMS HAVE ALSO INCREASED OUTDOOR ALERTING ACCESS AND GARDEN PROGRAMS. ALTERNATIVE EDUCATION HAS AN ONCLICK PHONICS PROGRAM THAT'S FEATURED HERE, AND A HORTICULTURE PROGRAM.
OUR EARLY LEARNING PROGRAM RECEIVED GARDEN GRANTS AND OUR SPECIAL EDUCATION PROGRAMS HAVE ALSO INCORPORATED MORE GARDEN EDUCATION AND OUTDOOR LEARNING. NEXT SLIDE, PLEASE.
RECENTLY WE HAVE HAD THREE CLIMATE ACTION CORPS FELLOWS BEGAN THEIR SERVICE HERE AT SCCOE THIS EARLIER THIS MONTH.
THIS IS THROUGH A PARTNERSHIP WITH THE CALIFORNIA CLIMATE ACTION CORE AND BAY AREA COMMUNITY RESOURCES.
THEIR WORK WILL FOCUS ON SUPPORTING OUR SCHOOL GARDEN PROGRAMS HERE AT SCCOE AND AT OTHER SCHOOLS SITES AS NEEDED.
THE SUMMER, ESPECIALLY WHEN PEOPLE AREN'T AT SCHOOL SITES AND THEY'RE WORKING ON OUTREACH MATERIALS, UPDATING OUR WEBSITE AND GATHERING RESOURCES FOR NEXT YEAR'S COMMUNITY OF PRACTICE.
NEXT SLIDE, PLEASE. WE JUST FINISHED OUR FIRST YEAR OF THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION BAY WATERSHED EDUCATION TRAINING GRANT.
THAT'S A MOUTHFUL. WE WORKED WITH TEACHERS FOR MORGAN HILL UNIFIED AND GILROY UNIFIED BECAUSE OUR FOCUS OF THE STUDY AND LEARNING IS ON THE UVAS/LLAGAS WATERSHED IN SOUTH COUNTY WHICH LEADS TO PAJARO RIVER AND EMPTIES INTO THE MONTEREY BAY.
WE DID SOME FIELD WORK DAYS AND THIS ONE BEING AT HENRY COE STATE PARK AND OTHERS RECENTLY WE'RE AT SANTA CLARA COUNTY PARKS AND THE PARTICIPANTS DEVELOPED UNITS THAT WILL BE IMPLEMENTED IN THE CLASSROOM IN YEAR 2 OF THE GRANT.
NEXT SLIDE, PLEASE. WE ALSO ARE WORKING WITH THE OFFICE OF SUSTAINABILITY WHO HAS ASKED FOR OUR SUPPORT WITH THEIR SUSTAINABILITY COMMISSION,
[01:25:02]
AND WE WILL BE HELPING WITH RECRUITMENT AND MENTORING OF YOUTH COMMISSIONERS THAT WILL BE PART OF THAT COMMISSION AND WE ALSO WILL BE WORKING WITH THEM ON THEIR UPCOMING YOUTH CLIMATE INITIATIVE.NEXT SLIDE, PLEASE. WE HAVE A CONTINUED PARTNERSHIP WITH TEN STRANDS AND THE CALIFORNIA ENVIRONMENTAL LITERACY INITIATIVE, OR CAELI AND MOST RECENTLY, AS MENTIONED EARLIER, DR. GUAN WAS CONTRIBUTING AUTHOR ON THE REPORT CLIMATE RESILIENT CALIFORNIA SCHOOLS, A CALL TO ACTION AND SHE PRESENTED THIS AT OUR ENVIRONMENTAL LITERACY SUMMIT.
WE ALSO HAVE THREE LEADERSHIP TEAM MEMBERS THAT ARE OBSERVING ON INNOVATION HUBS IN CAELI, AND TWO WHO HAVE COMPLETED THE CAELI'S COUNTY OFFICE OF EDUCATION FELLOWSHIP PROGRAM.
NEXT SLIDE, PLEASE. THROUGH A GRANT PROVIDED BY THE CALIFORNIA DEPARTMENT OF EDUCATION AND THE CALIFORNIA REGIONAL ENVIRONMENTAL EDUCATION COMMUNITY CREEC.
SCCOE HAS PARTNERED WITH TWO OTHER COUNTY OFFICES TO FORM THE CENTRAL REGION CALIFORNIA ENVIRONMENTAL LITERACY PROJECT.
THIS PROJECT IS FUNDED FOR THREE YEARS AND FOCUSES ON BUILDING LEADERSHIP CAPACITY FOR COUNTY OFFICE LEADERS AND TEACHER LEADERS FROM 18 COUNTY OFFICES OF EDUCATION AND THE DELIVERABLES FROM THE GRANT INCLUDE PLANNING AND ORGANIZING THE STATEWIDE CREEC CONFERENCE, AND ANNUAL REGIONAL CONFERENCE IN A SUMMER WEEK-LONG INTENSIVE TRAINING, WHICH WE HOPE THIS IS THE SECOND YEAR OF THE GRANT AND THIRD YEAR WE'RE HOPING TO HOST IT WALDEN WEST.
NEXT SLIDE, PLEASE. WE CONTINUE TO OFFER A VARIETY OF DISTRICT SCHOOL AND TEACHERS SUPPORT, INCLUDING A FOCUS ON WORKSHOP AND PROFESSIONAL LEARNING TO SUPPORT THE ALIGNMENT OF NEXT-GENERATION SCIENCE STANDARDS AND THE ENVIRONMENTAL PRINCIPLES AND CONCEPTS WE'RE SUPPORTING INSTRUCTIONAL MATERIALS, ADOPTION, AND IMPLEMENTATION WITH A FOCUS ON ENVIRONMENTAL LITERACY AND CLIMATE SCIENCE AND WE PROVIDE COACHING AND TECHNICAL ASSISTANCE FOR ENVIRONMENTAL LITERACY PROJECTS AT THE SCHOOL AND DISTRICT LEVEL, AND ARE CURRENTLY WORKING WITH ONE OF OUR DISTRICTS ON THEIR ENVIRONMENTAL LITERACY AND SUSTAINABILITY PLAN.
NEXT SLIDE, PLEASE. THE CALIFORNIA'S GREEN RIBBON AWARD IS A WAY FOR SCHOOLS AND DISTRICTS TO SHOWCASE THEIR WORK THEY'RE DOING TO SUPPORT ENVIRONMENTAL LITERACY AND SUSTAINABILITY.
THE AWARD REQUIRES A DEMONSTRATION OF EXCELLENCE IN RESOURCE EFFICIENCY, HEALTH AND WELLNESS, AND ENVIRONMENTAL AND SUSTAINABILITY EDUCATION AS THE THREE PILLARS.
WE WILL BE SUPPORTING SCHOOLS AND DISTRICTS BY PROVIDING TECHNICAL ASSISTANCE AND APPLICATION SUPPORT, AND THE APPLICATIONS ARE CURRENTLY OPEN AND ARE DUE OCTOBER 28TH BY NOON.
WE WILL BE PROVIDING WEBINAR SERIES AND RESOURCES ON OUR WEBSITE.
WE ALSO WANT TO MENTION THAT ONE LOCAL SCHOOL DISTRICT RECEIVED THE SILVER AWARD, WHICH WAS FREMONT UNION HIGH SCHOOL DISTRICT AND I KNOW THAT WAS VERY STUDENTS SUPPORTED AS WELL.
A PRIVATE SCHOOL RECEIVED THE GREEN ACHIEVER AND NATIONAL AWARD, WHICH WAS BELLARMINE COLLEGE PREPARATORY. NEXT SLIDE, PLEASE.
WE ALSO WANT TO HIGHLIGHT THAT OUR OWN FACILITIES, WE'VE BEEN INTEGRATING MORE SUSTAINABLE PRACTICES AND POLICIES AND HAVE PLANS FOR MORE, AND WE'VE IMPLEMENTED THE FOLLOWING THINGS THAT ARE LISTED HERE ON THIS SLIDE.
WE HAVE CHARGING STATIONS, WATER REFILLING STATIONS, ETC AND YOU ALSO WILL BE HEARING SHORTLY ABOUT THE SOLAR ENERGY PROJECT. NEXT SLIDE, PLEASE.
WE ALL BEGAN WITH THIS ENVIRONMENTAL LITERACY LEADERSHIP COLLABORATIVE, WHICH IS IN OUR FOURTH YEAR.
WE HAD REGULAR MEETINGS AND DISCUSS CHALLENGES AND SUCCESSES WITH IMPLEMENTING ENVIRONMENTAL LITERACY AT SCHOOL SITES AND PARTNERSHIPS WITH COMMUNITY BASED ORGANIZATIONS TO SUPPORT THAT WORK THAT WERE HIGHLIGHTED EARLIER IN THE SLIDE DECK WITHIN SUMMIT AND THEN ON THE NEXT SLIDE, OTHER PARTNERS THAT WE'VE HAD DURING THIS WORK.
WE'VE ALSO BEEN ASKED TO BE PART OF THE REVITALIZED MID PENINSULA ENVIRONMENTAL EDUCATION ALLIANCE, WHICH IS SUPPORTING THE WORK OF ENVIRONMENTAL LITERACY MORE ON THE INFORMAL ORGANIZATION SIDE AND ALL OF THESE GROUPS HAVE CONTRIBUTED TO OUR SUMMITS AND WORKSHOPS. THANK YOU SO MUCH.
>> WONDERFUL. THANK YOU FOR THAT PRESENTATION.
FOR JUST DOING ALL THAT WORK IN PARTNERSHIP TO EDUCATE AND ACT ON ALL OF THE CLIMATE CHALLENGES AND CHANGES AND SUSTAINABILITY.
TRUSTEES, ARE THERE ANY QUESTIONS? VICE PRESIDENT SREEKRISHNAN?
>> YEAH, THANK YOU SO MUCH AND I'LL ECHO PRESIDENT JOHN'S REMARKS AND I KNOW I SAID THIS EARLIER, THERE'S JUST BEEN SO MUCH PROGRESS EVEN FROM LAST YEAR'S UPDATE I KNOW EVERYONE'S WORKING TIRELESSLY TO ADVANCE THESE EFFORTS.
THANK YOU FOR YOUR LEADERSHIP AND COMMITMENT.
THERE'S BEEN INCREDIBLE PROGRESS.
ONE QUESTION I HAD, I'M JUST EVEN MORE INTERESTED ON SLIDE 22.
IF THERE'S ANYTHING YOU WANTED TO SHARE MORE ABOUT YOUR WORK WITH LOCAL SCHOOL DISTRICTS AND I WAS WONDERING IF THE COUNTY OFFICE HAS CONDUCTED ANY SURVEYS ACROSS LOCAL SCHOOL DISTRICTS, SOME TYPE OF ASSESSMENTS FROM LOCAL SCHOOLS ON WHAT THEY'RE DOING AROUND ENVIRONMENTAL LITERACY.
[01:30:01]
THE COUNTY OFFICE CONDUCT A COMPUTER EDUCATION SURVEY WHILE BACK, AND SO I WONDERED IF ANYTHING LIKE THAT WAS GOING ON.>> WE DID DO A LANDSCAPE SURVEY BACK IN 2019, SO IT'S BEEN A COUPLE OF YEARS BUT NOTHING MORE RECENT, BUT WE'VE FOLLOW UP WITH THAT SURVEY AND TOUCH BACK TO THE SCHOOL DISTRICTS.
WE ARE WORKING ON DOING A BASELINE ASSESSMENT WITH A DISTRICT WHICH IS MORE OF FACILITIES FOCUS, SO WE'LL BE REACHING OUT TO OTHER DISTRICTS TO SEE IF THEY NEED SUPPORT WITH THAT, TOO.
>> YEAH, GREAT TO HEAR. I HAVE A COUPLE OTHER QUESTIONS.
>> I'LL GO TO TRUSTEE BERTA THEN I'LL COME BACK TO YOU, VICE PRESIDENT SREEKRISHNAN. TRUSTEE BERTA.
>> THANK YOU AGAIN FOR THE PRESENTATION.
IT'S GREAT TO HEAR A SUMMARY, A SNAPSHOT OF ALL THE DIFFERENT INITIATIVES ON THIS TOPIC.
A LITTLE BIT PIGGYBACKING OFF FOR VICE PRESIDENTS SREEKRISHNAN'S QUESTION.
IS THERE ANY PLACE TO DIRECT EVEN LOCAL SCHOOL DISTRICTS WHO MIGHT BE INTERESTED IN TAKING THE NEXT STEPS OF ADVANCING ENVIRONMENTAL LITERACY OR EVEN STUDENT ENGAGEMENT?
>> TRUSTEE BERTA ABSOLUTELY, YOU CAN DIRECT THEM TO OUR STAFF, OUR WEB PAGE, AND ALSO OUR TEAM OVER HERE, AND WE WILL CONNECT WITH THE DISTRICT AND SEE HOW WE CAN SUPPORT THEM.
>> I'LL GO BACK TO VICE PRESIDENT OF SREEKRISHNAN.
>> YEAH, THANK YOU. I THINK THIS WAS MENTIONED, BUT I KNOW I'VE HEARD IT PRIOR, I'M WORKING WITH SCHOOL DISTRICTS ON CLIMATE ACTION PLANS AND DEVELOPING THOSE.
ANY UPDATES THERE YOU COULD PROVIDE?
>> LIKE I MENTIONED, I'M WORKING CURRENTLY WITH ONE DISTRICT.
THERE ARE DISTRICTS THAT HAVE DONE IT WITHOUT OUR SUPPORT, WHICH IS FINE AND BECAUSE STUDENTS HAVE BEEN HELPING WITH THAT TOO AS YOU KNOW.
PART OF THE NEXT STEPS IN OUR WEBSITE IS TO MAKE SURE THAT WE HAVE THOSE HIGHLIGHTED AS WELL SO PEOPLE CAN SEE EXAMPLES OF CLIMATE ACTION PLANS.
AS OF NOW, I'M NOT SURE OF HOW MANY DISTRICTS HAVE THEM, BUT I KNOW IT'S A HANDFUL.
>> I JUST HAPPEN TO HAVE A CHECK-IN TODAY WITH OUR COUNTY OFFICE OF SUSTAINABILITY AND THEY BROUGHT THAT UP AS WELL.
THERE'S DEFINITELY, I GUESS, CAPACITY CONCERNS AROUND PROVIDING TECHNICAL ASSISTANCE TO LOCAL SCHOOL DISTRICTS, BUT THERE'S AN INTEREST THERE AND SO I WANTED TO FLAG THAT AS WELL.
I KNOW YOU TALK TO THEIR OFFICE A LOT.
>> THAT IS SOMETHING WE WANT TO CONTINUE TO BUILD OUT.
THERE ARE SOME FEDERAL OR NATIONAL RESOURCES THAT WE HAVE BEEN STUDYING AND ARE INTENDING TO INCORPORATE INTO SOME OF THE SUPPORT.
ALSO, THINKING ABOUT HOW TO DO MORE WEBINARS AND CONVENINGS WHERE WE CAN BRING TEAMS TOGETHER SO THAT IT DOESN'T ALWAYS HAVE TO BE INDIVIDUALIZED, THAT WE'RE ABLE TO CREATE THE SETTING IN WHICH THEY CAN LEARN AND PROVIDE TECHNICAL ASSISTANCE AND ALSO LEARN FROM EACH OTHER.
THEN I WOULD ALSO TAKE THIS OPPORTUNITY TO EMPHASIZE THE SENATE BILL THAT IS UNDERWAY AND REALLY DOING VERY WELL IN THE LEGISLATIVE PROCESS, THAT CALLS UPON THE STATE TO DEVELOP THE TEMPLATE AND THE FORMAT AND THE SUPPORT FOR A STATEWIDE MASTER PLAN FOR SUSTAINABLE SCHOOL CAMPUSES.
I THINK THAT IS VERY LIKELY, AND HOPEFULLY, IT WILL PASS.
I KNOW THE GOVERNOR'S SUPPORTIVE AS WELL.
THAT WILL CREATE RESOURCES AND REALLY EXTRAPOLATE OUR ABILITY TO SUPPORT SCHOOL DISTRICTS IN THAT AREA AS WELL.
>> I NEED TO HIGHLIGHT, DR. DEWAN WAS A LEAD WITNESS FOR THAT BILL AND WENT UP TO THE CAPITAL FOR THAT.
I'LL LASTLY SAY I'M LOOKING FORWARD TO OUR THIRD ANNUAL ENVIRONMENTAL LITERACY SUMMIT, SO THANK YOU.
>> THANK YOU, VICE PRESIDENTIAL SREEKRISHNAN.
THANK YOU FOR VOLUNTEERING LAST TIME.
>> WE KNOW YOU'RE PASSIONATE ABOUT IT IN A GOOD WAY. TO SILVA.
>> THANK YOU, MADAM PRESIDENT.
THANK YOU, TRUSTEE, VICE PRESIDENT SREEKRISHNAN AND TO THE COUNTY OFFICE STAFF AND TO THE SUPERINTENDENT FOR THEIR LEADERSHIP IN THIS AREA.
I'M WONDERING IF WE JUST TALKED ABOUT SCHOOLS THAT ARE LOOKING AT ENVIRONMENTAL PRACTICES, CLIMATE PRACTICES THAT ARE LAUDABLE.
CAN WE DEVELOP SOME KIND OF RECOGNITION AS A COUNTY FOR THOSE SCHOOLS? I HEARD BELLARMINE MENTION THAT WAS MELMAMER.
THERE WAS ONE PUBLIC SCHOOL, BUT I'M SURE THERE ARE SCHOOLS THAT ARE REALLY WORKING WITH STUDENT INVOLVEMENT ON THIS ISSUE IN WAYS THAT IF WE COULD
[01:35:04]
MAYBE THINK ABOUT THAT AND PUT SOMETHING ELSE WE CAN RECOGNIZE AND PUT SOME STANDARDS RELATIVE TO WHAT THAT MEANS TO BE A SUSTAINABLE SCHOOL ON A HIGH MORAL BASIS.LASTLY, I LOOK AT ONE OF THE SLIDES, ENVIRONMENTAL LITERACY LEADERSHIP COLLABORATIVE.
THEY'RE MOSTLY INSULAR INITIATIVES AROUND THE COUNTY AND CITY AND WATER DISTRICT, OUR LOCALLY SILICON VALLEY YOUTH CLIMATE ACTIONS, SANTA CLARA COUNTY PARKS MARINE SCIENCE INSTITUTE.
BUT THERE'S A GLOBAL EFFORT ALSO THAT IS REALLY IMPORTANT FOR YOUTH TO BE AWARE OF.
THE UN CONVENES THAT EVERY YEAR AND THIS IS THE 28TH YEAR COMING UP.
I WAS WONDERING IF WE COULD FIGURE OUT A WAY TO CONNECT WHAT'S GOING ON IN THE HIGHEST OF LEVELS GLOBALLY WITH OUR WORK LOCALLY AT SOME POINT.
LIKE FUNDING A STUDENT TO GO TO DUBAI THIS YEAR AND VICE PRESIDENT SREEKRISHNAN WILL BE GOOD. [LAUGHTER]
>> IT'S INTERESTING THAT YOU MENTION THAT BECAUSE OUR STUDENT PANELIST HAD ENGAGED IN THE GLOBAL CLIMATE SUMMIT AND HAD ACTUALLY BEEN THERE AT THE SAME TIME AS ALEXANDRA VIA SONOR AND DIDN'T REALIZE IT.
SHE GOT TO SPEAK ABOUT HER EFFORTS AT HER SCHOOL SITE AND WHAT SHE HAD TAKEN FROM THE CONFERENCE AND BROUGHT IT BACK LOCAL.
I THINK IT'S ABOUT THINKING GLOBALLY AND ACTING LOCALLY.
>> THANK YOU. I JUST HAD ONE QUESTION ON THE I LOVE TOOLKITS, SO I'M GLAD THERE'S TWO OF THEM AND REALLY EMPHASIZING OUR CLIMATE ACTION WEEK AND THEN THE EARTH WEEK.
I DID SEE IN THERE AS I WAS BROWSING THROUGH THEM THAT THERE WERE ZOOM MEETINGS JUST FOR DIFFERENT REASONS.
ARE WE STILL GOING TO BE CONTINUING THOSE NEXT YEAR? THEN WERE THEY PRETTY WELL ATTENDED? I'M JUST OUT OF CURIOSITY.
>> WELL, OUR ENVIRONMENTAL LITERACY COLLABORATIVE PETERED A LITTLE BIT THIS YEAR, BUT WE HAD A REALLY SUCCESS WITH OUR ZOOM MEETINGS WITH THE GROWING GARDENS COMMUNITY PRACTICE.
BUT YEAH, I THINK NOW THAT WE'RE FEELING SOME MOMENTUM WITH THE WORK WE'RE DOING, WE DEFINITELY WILL BE DOING MORE MEETINGS AND WEBINARS AND THINGS LIKE THAT.
THERE'S A LOT OF REQUEST FOR SUPPORT.
>> WONDERFUL. GREAT. ANY OTHER QUESTIONS OR COMMENTS, TRUSTEES?
>> I DO HAVE ONE. WE WE USED TO HAVE ONE OF THE MOST ROBUST TELEVISION STUDIOS IN ANY EDUCATIONAL ENVIRONMENT. DO WE STILL HAVE THAT?
>> ARE YOU TALKING ABOUT THE STUDIO HERE AT RIVER PARK?
I DON'T THINK WE HAVE A TV CHANNEL, BUT WE STILL HAVE THE STUDIO. YEAH.
>> WE DON'T HAVE THE ABILITY TO TAPE?
>> WE ALSO HAVE A VAN, I KNOW.
>> THAT WOULD BE A GREAT WAY IF WE GET STUDENT PRODUCED PROGRAMS ON CLIMATE THAT WE COULD BROADCAST OR NARROW CAST TO SCHOOLS.
I THINK THAT'LL BE A GREAT INITIATIVE AND MAYBE THAT WOULD TAKE SOME BUDGET MONEY, I DON'T KNOW.
BUT I WOULD CERTAINLY BE WILLING TO VOTE FOR SOME MONEY BEING USED TO ALLOW THAT TO HAPPEN.
SILICON VALLEY YOUTH CLIMATE ACTION THAT'S LISTED RIGHT HERE, THEY ACTUALLY HAVE MEDIA ADVISORIES, CLIMATE ADVISORIES THAT THEY SHARE WITH CLASSROOM SCHOOLS.
WE'VE SHARED THEM OUT TO OUR SCHOOL DISTRICT PARTNERS WHEN THE STUDENTS PRESENT THEM.
I THINK THAT IS IT FOR THIS ITEM, SO THANK YOU FOR THE PRESENTATION.
DR. DEWAN, COULD YOU PLEASE PRESENT THE NEXT ITEM?
[C. Charter Schools Update]
>> YES. THIS EVENING, BACK FROM VACATION, WE HAVE OUR EXECUTIVE DIRECTOR OF CHARTER SCHOOLS, MEFULA FAIRLEY AND SHE'S GOING TO PROVIDE OUR CHARTER SCHOOLS UPDATE.
>> GOOD EVENING, PRESIDENT CHON, TRUSTEES, SUPERINTENDENT DEWAN, STAFF, AND COMMUNITY.
TONIGHT, I HAVE ONE ITEM FOR YOU, ALTHOUGH THERE WERE TWO ITEMS LISTED IN BOARDDOCS, I REALLY ONLY HAVE ONE AND THAT IS THE CHARTER SCHOOLS DATA BOOK.
I THINK YOU HAVE BEEN GIVEN HARD COPIES AS WELL AS ELECTRONIC COPIES.
THIS YEAR WE PRODUCED THE BOOK IN ENGLISH, SPANISH, AND VIETNAMESE.
[01:40:02]
IT IS AVAILABLE DIGITALLY ON BOARDDOCS ATTACHED TO THIS AGENDA ITEM AND IT IS ALSO POSTED ON OUR SCCOE WEBSITE.THE OTHER ITEM THAT WAS ON THE AGENDA WAS UPA.
I ADDED THAT TO THE AGENDA FOR THIS MEETING SO THAT I COULD SHARE WITH YOU INFORMATION ABOUT UPA'S RESPONSE TO THE LETTER OF CONCERN AND THAT INFORMATION WAS ACTUALLY SHARED BY DR. DEWAN LAST WEEK.
AS A RESULT, I DON'T HAVE ANYTHING NEW TO SHARE WITH YOU UNTIL WE GET THE SECOND HALF OF THEIR RESPONSE, WHICH IS DUE IN JUNE, BUT I THINK I SAW SOMEWHERE IN MY MILLIONS OF EMAILS THAT ACCUMULATED THAT THEY'RE ASKING FOR SOME ADDITIONAL TIME TO SUBMIT THAT RESPONSE.
I KNOW THAT THERE WERE SOME QUESTIONS FROM SOME OF YOU-ALL ABOUT THE DATA BOOKS, SO I'M HAPPY TO ANSWER WHAT I CAN NOW.
>>TRUSTEE MAH AND THEN TRUSTEE BERDA.
THANK YOU VERY MUCH DIRECTOR FAIRLY.
THIS IS AN EXCELLENT BOOK, AS ALWAYS, I'M REALLY THRILLED TO SEE IT.
I LOOKED THROUGH IT BEFORE THE MEETING AND JUST REALLY THRILLED WITH ALL THE GREAT INFORMATION WHICH IS IN IT, SO CONGRATULATIONS ON THAT.
THE THING I WANTED TO ASK IS ON THE SPECIAL ED PAGE, THE DEMOGRAPHICS, WHICH IS PAGE 14 OUT OF 80 ACCORDING TO THE PDF.
I THINK IT'S OFFICIALLY PAGE 12 ON THE BOTTOM OF THE PAGE.
THERE'S A COLUMN THERE WITH THE LAST COLUMN OF EACH SET OF YEARS.
IT SAYS DISTRICT STUDENTS WITH IEPS.
I THINK I'M UNDERSTANDING THAT THE CHARTER SCHOOL STUDENTS, THE IEPS PERCENTAGE, FOR INSTANCE, BULLIS CHARTER SCHOOL AT THE TOP, SEVEN PERCENT.
THAT THE DISTRICT WHICH BULLIS IS IN, THE STUDENTS WITH IEPS ARE 9.7 PERCENT.
>> IS THAT CORRECT? SO THAT FOR EACH OF THE CHARTER SCHOOLS, THAT FOURTH COLUMN, DISTRICT STUDENTS, THE IEP IS FOR THE DISTRICT THAT THOSE PARTICULAR SCHOOLS ARE IN.
>> THEN FOR THE SUBTOTAL, WHICH IS IN THE FIRST SET, SANTA CLARA COUNTY SPECIAL ED, WHAT IS THAT 11.5, WHICH DISTRICTS ARE THOS? BECAUSE THAT'S NOT ALL OF SANTA CLARA COUNTY, RIGHT?
>> NO. THIS IS FOR THE SUBTOTAL SANTA CLARA COUNTY SPECIAL ED.
THEN SUBTOTAL ELDORADO, AND THEN SUBTOTAL SONOMA.
THESE ARE FOR THE CHARTER SCHOOLS THAT ARE UNDER SCCOE SELPA.
>> THAT COLUMN IS THE PERCENTAGE OF DISTRICT STUDENTS WITH IEPS.
FOR THE SELPA THIS, AND SELPA THAT, SELPA THIS, WHICH DISTRICTS ARE BEING USED TO CALCULATE THAT IEP?
>> I THINK WE'RE USING AN AVERAGE OF THE DISTRICTS ABOVE THAT SUBTOTAL.
>> THAT'S JUST A STRAIGHT AVERAGE? LET ME CHECK THAT.
I HAPPENED TO CONVERT THIS INTO A SPREADSHEET SO I CAN DO THAT.
BECAUSE THAT WOULD SEEM, I MEAN, IF YOU'RE JUST DOING AVERAGES, THAT DOESN'T SEEM TO BE QUITE AN ACCURATE WAY TO DO THAT.
SINCE SOME DISTRICTS ARE HUGE AND SOME DISTRICTS ARE SMALL.
>> I CAN CONFIRM AND PUT SOMETHING IN THE WEEKLY FOR YOU, THIS FRIDAY.
>>YOU'RE RIGHT, IT IS AN AVERAGE OF JUST ALL THOSE PERCENTAGES ABOVE IT.
I WOULD SAY THAT YOU NEED TO PROBABLY WAIT THAT NUMBER TO GIVE SOMETHING THAT'S A LITTLE BIT MORE REPRESENTATIVE OF REALLY THE NUMBER OF STUDENTS IN THOSE DISTRICTS WITH IEPS.
>> THANKS, TRUSTEE MAH, TRUSTEE BERTA.
>> THANK YOU. AND I ALSO REALLY APPRECIATED ALL THE WORK THAT WENT INTO PUTTING THIS DOCUMENT TOGETHER.
IT'S REALLY HELPFUL TO HAVE BEING ABLE TO REFERENCE AS WELL.
I DID HAVE A COUPLE OF QUESTIONS AND I GUESS I WON'T ASK ALL OF THEM, BUT I KNOW I HAD SAID SOME BEFORE THE MEETING,
[01:45:04]
SO HOPEFULLY AT SOME POINT WE CAN GET AN UPDATE ON THOSE.BUT MY QUESTION WAS ALSO AROUND SPECIAL EDUCATION.
I MEAN EVEN BASED ON THAT SPECIFIC CHART, BASED ON THAT, MOST OF OUR CHARTER SCHOOLS IN OUR COUNTY, THE PERCENTAGE OF DISTRICT STUDENTS WITH IEPS EXCEEDS THE PERCENTAGE OF CHARTER SCHOOL STUDENTS WITH IEPS.
AND SO I'M JUST WONDERING IF YOU HAVE ANY IDEA ON WHY THAT IS AND WHETHER THE SCCOE MONITORS THE TRENDS LIKE THAT AND PROVIDES FEEDBACK TO OUR CHARTERS ON THIS TOPIC.
>> YES, THE CHARTER SCHOOLS OFFICE DOES MONITOR THAT AND PROVIDE FEEDBACK TO CHARTER SCHOOLS IN THE ANNUAL REPORT.
THIS YEAR, I THINK WE MADE A NOTATION TO ABOUT THREE OR FOUR CHARTER SCHOOLS THAT THEY NEEDED TO LOOK AT AND MAKE A PLAN FOR HOW THEY WERE GOING TO BALANCE OUT.
IT COULD HAVE BEEN SPECIAL ED OR ANY OF THE OTHER GROUPS THAT ARE MENTIONED IN ED CODE.
HOW THEY'RE GOING TO BALANCE THAT OUT WITH THERE? WHAT IS THEIR PLAN FOR TRYING TO BALANCE OUT WITH THE DISTRICT? THEN I DON'T REALLY KNOW WHY THE DISTRICT SEEMED TO HAVE MORE STUDENTS.
ONE GUESS IS THAT NOT A WHOLE LOT OF THE CHARTER SCHOOLS HAVE SPECIFIC PROGRAMMING OR CLASSROOMS FOR MODERATE AND SEVERE DISABILITIES, AND SO THEY DON'T HAVE THAT GROUP OF STUDENTS IN THEIR SCHOOLS.
THAT WOULD BE THE DIFFERENCE BETWEEN CHARTER SCHOOLS AND DISTRICTS.
THAT'S THE ONLY ONE I COULD THINK OF.
THERE WAS SOMETHING ELSE I WAS GOING TO SAY RELATED TO THAT AND I DON'T REMEMBER WHAT IT IS, BUT I'LL SHARE IT WHEN I REMEMBER.
>> THAT'S OKAY. I CAN ASK ONE MORE QUESTION.
ON THAT TOPIC, DOES THE SCCOE MONITOR DATA RELATED TO TEACHER CREDENTIALING THAT'S SPECIFIC TO SPECIAL EDUCATION AND IF SO, DO WE HAVE AN IDEA OF THE STAFFING RELATED TO TEACHERS WITH MODERATE TO SEVERE CREDENTIALS FOR SPECIAL EDUCATION?
>> I'M SURE THAT SCCOE DOES, BUT THE CHARTER SCHOOLS DEPARTMENT DOESN'T, AND SO I DIDN'T HAVE THAT INFORMATION AT HAND TO BE ABLE TO GIVE TO YOU TONIGHT.
>> I GUESS I'M MORE WONDERING ABOUT THE COLLABORATION BETWEEN THE CHARTER SCHOOL DEPARTMENT AND WHATEVER DEPARTMENT IT IS THAT HANDLES TEACHER CREDENTIALING BECAUSE I THINK IN THAT SENSE THEY COULD BE INTERRELATED IN TERMS OF HOW SCHOOLS SERVE STUDENTS OR DON'T SERVE PARTICULAR POPULATIONS OR GROUPS OF STUDENTS.
>> I'M SORRY, COULD YOU ASK YOUR QUESTION ONE MORE TIME?
>> YEAH. I GUESS MY QUESTION IS ABOUT THE COLLABORATION BETWEEN THE CHARTER SCHOOL DEPARTMENT AND WHATEVER OTHER DEPARTMENT HANDLES THE TEACHER CREDENTIALING.
WHAT ARE THE CHECKS AND BALANCES? OR WHAT IS THE PROCESS THAT'S IN PLACE TO EVALUATE TEACHER CREDENTIALS IN TERMS OF COMPLIANCE, BUT ALSO MORE BROADLY.
IF YOU HAVE A TEACHER WITH AN EDUCATION SPECIALISTS CREDENTIAL TO SUPPORT STUDENTS WITH MODERATE TO SEVERE DISABILITIES.
ARE YOU LOOKING AT THAT INFORMATION AND WHAT DOES THE PROCESS LOOK LIKE?
>> IN THE PAST, WE HAVE WORKED WITH THE TEACHER CREDENTIALING DEPARTMENT.
IN THE FALL THEY DO MONITOR TEACHER CREDENTIALS.
WHAT THEY GET IS A LIST OF STAFF FROM THE CHARTER SCHOOL.
THEY GET THE MASTER CALENDAR, THEY GET THE JOB POSITIONS, AND THE CREDENTIALS THAT EACH TEACHER HAS.
AND THEY DO THE MONITORING ABOUT WHETHER OR NOT THE TEACHER IN A SPECIFIC POSITION HAS THE RIGHT CREDENTIAL, AND IF THEY DON'T, THEN THEY WORK WITH THE SCHOOL.
IF THEY'RE HAVING DIFFICULTY WITH THE SCHOOL, THEN THEY REACH OUT TO US TO SAY, HEY, CAN YOU HELP US GET THIS SCHOOL WORK TO GET THIS PARTICULAR TEACHER EITHER THE RIGHT CREDENTIAL PERMIT OR OUT OF THE CLASSROOM? I MEAN, THERE DEFINITELY ARE PLENTY OF OPPORTUNITIES THAT I CAN SEE WHERE WE CAN WORK MORE CLOSELY TOGETHER.
I AM JUST WONDERING HOW WE'RE GOING TO DO IT THIS YEAR SINCE THE PERSON WHO HAS BEEN IN THAT POSITION FOR A LONG TIME AND THE TEACHER CREDENTIALING OFFICE HAS RETIRED AND SO I THINK THAT THE FACT THAT SOMEONE NEW WILL BE IN THAT POSITION WILL GIVE US AN OPPORTUNITY TO MAYBE WORK EVEN MORE CLOSELY TOGETHER AND DO SOME THINGS DIFFERENTLY.
[01:50:01]
>> THAT WOULD BE GREAT AND I THINK IT ALSO PROVIDES THE OPPORTUNITY.
I KNOW ON THE SNAPSHOT OF EACH SCHOOL PROFILE THERE IS THE BREAKDOWN BY ETHNICITY.
I THINK IT WOULD ALSO BE GREAT TO GET THE BREAKDOWN OF WHAT TYPES OF TEACHERS ARE CREDENTIALED OR WHAT ARE THE CREDENTIALS THAT THE STAFF AT THAT SITE HOLDS ESPECIALLY RELATED TO SPECIAL EDUCATION.
>> THANK YOU. THANK YOU, TRUSTEE MAH.
>> SORRY. THERE'S ONE OTHER THING I FORGOT.
I WANTED TO ASK ABOUT SPECIAL ED.
IS THERE INFORMATION THAT CAN DISTINGUISH BETWEEN MODERATE TO SEVERE SPECIAL ED STUDENTS THAT WE COULD GET? A LITTLE BIT MORE BREAKDOWN OF HOW MANY OF WHICH TYPE OF SPECIAL ED STUDENTS THAT SCHOOLS HAVE? THAT SEEMS TO BE A POINT OF CONTENTION MANY TIMES AND SO IT'D BE INTERESTING TO SEE IF THAT DATA IS AVAILABLE IN PUBLIC DOMAIN.
>> IS THERE SOMETHING YOU WANT TO SEE IN THE DATA BOOK ON AN ONGOING BASIS? OR YOU WANT TO SEE IN A FRIDAY WEEKLY?
>> I WOULD ACTUALLY LIKE TO SEE IT ON AN ONGOING BASIS BECAUSE IT COMES UP SO OFTEN, BUT IF IT'S JUST ON A FRIDAY THAT'S OKAY TOO.
I MEAN, IT'S MORE OF A CURIOSITY QUESTION AS OPPOSED TO NECESSARILY POLICY TO PUT IT IN THE BOOK. I'LL LET YOU DECIDE.
>> WE'LL HAVE TO DO SOME RESEARCH TO SEE IF CDE PROVIDES THAT INFORMATION.
OTHERWISE, WE'D HAVE TO GO REACH OUT TO THE CHARTER SCHOOLS SEPARATELY.
>> IF IT'S NOT, VERY PUBLIC, THEN FORGET IT.
IT'S JUST SOMETHING THAT COMES UP.
I THOUGHT IT'D BE INTERESTING IF IT COMES UP ENOUGH TO BE PUBLISHABLE.
>> THANK YOU, TRUSTEE MAH. DID YOU HAVE ANOTHER QUESTION?
>> NOT ON THIS PER SE, BUT ON THE CHARTER SCHOOL UPDATE.
>> I'M GOING TO GO TO TRUSTEE DI SALVO THEN I'LL GO BACK TO YOU.
>> THANK YOU VERY MUCH. TRUSTEE MAH, I THINK THAT 99 PERCENT OF THE SPECIALIST'S STUDENTS THAT ARE WITHIN OUR CHARTERS ARE MILD TO MODERATE, IF NOT 100 PERCENT.
>> THERE ARE A FEW CHARTER SCHOOLS.
MOST OF THE CHARTER SCHOOLS IN OUR PORTFOLIO, IF THEY SERVE MODERATE TO SEVERE STUDENTS, THEY DO SO IN A FULLY INCLUDED ENVIRONMENT.
[OVERLAPPING], I THINK, AND DCP, ALUM ROCK AND MAYBE A COUPLE OF THE ROCKET SHIP SCHOOLS.
I'M NOT SURE ABOUT THE ROCKET SHIP SCHOOLS HAVE MODERATE TO SEVERE SETTINGS.
>> THAT'S ALL I WANTED TO SAY. THANK YOU.
>> THANK YOU, TRUSTEE DI SALVO.
MY OTHER COMMENT IS NOT SO MUCH ON THE CHARTER SCHOOL UPDATE REPORT THAT DIRECTOR FELLY GAVE US, BUT RATHER JUST A COMMENT, MAYBE A QUESTION ON WHETHER THE CHARTER SCHOOL DEPARTMENT HAD HEARD OF OR RECEIVED NOTICE ABOUT THE NEW CREDO REPORT, WHICH CAME OUT FROM STANFORD, TALKING ABOUT CHARTER SCHOOLS NATIONWIDE, AND IT HAS A SURVEY OF CHARTER SCHOOLS ACROSS TEXAS, WASHINGTON, 11 STATES, 30 STATES, SOMETHING LIKE THAT, IT JUST CAME OUT.
>> IF IT CAME OUT IN THE LAST TWO WEEKS, I HAVEN'T SEEN IT.
>> THEY JUST CAME OUT A COUPLE OF DAYS AGO, THE 17TH.
>> [OVERLAPPING] SOMETHING IN MY EMAIL.
>> IT'S REALLY INTERESTING, ACTUALLY, THE 19TH, IT'S ONLY TWO DAYS AGO.
>> [LAUGHTER] HOT OFF THE PRESS.
>> IT'S SPONSORED BY A BUNCH OF DIFFERENT PEOPLE.
BUT THE CENTER FOR RESEARCH ON EDUCATION OUTCOMES AT STANFORD AND IT'S VERY INTERESTING READING.
>> THANKS, TRUSTEE MAH. OKAY. I DON'T THINK THERE'S ANY OTHER QUESTIONS OR COMMENTS, SO THANK YOU, DIRECTOR, FELLY.
>> WE TOOK THE CHARTER SCHOOLS UPDATE A LITTLE OUT OF ORDER, SO WE'RE GOING TO JUMP BACK TO ITEM A, B,
[B. Report of Potential Solar Energy Project]
WHICH IS THE REPORT OF THE POTENTIAL SOLAR ENERGY PROJECTS. MY APOLOGIES THERE.>> THANK YOU. I THINK IT WAS MY ERROR.
I WAS GETTING AHEAD OF MYSELF.
I WENT TO INVITE ASSISTANT SUPERINTENDENT GOMEZ TO COME FORWARD TO SHARE SOME INFORMATION.
WE'VE BEEN STUDYING THE POSSIBILITIES OF ENGAGING IN A SOLAR PROJECT ON PROPERTIES THAT THE SCCOE OWNS.
TONIGHT, WE JUST WANTED TO GIVE THE BOARD SOME PRELIMINARY INFORMATION AND STATUS UPDATE ON WHAT WE'RE LEARNING AND WE'LL COME BACK TO THE BOARD IN THE FUTURE WITH ADDITIONAL INFORMATION.
>> THANK YOU. GREAT. THERE WE GO. GOOD EVENING.
[01:55:01]
THIS EVENING I'LL BE PROVIDING AN OVERVIEW OF THE SEC SOLAR ENERGY PROJECT.WE ARE CURRENTLY IN THE PRELIMINARY STAGES OF EXPLORING THE USE OF SOLAR ENERGY AT SPECIFIC SCCOE SITES.
ON THE NEXT SLIDE, I'LL GIVE A HIGH LEVEL ABOUT THE BENEFITS OF THE SOLAR ENERGY.
THE INTRODUCTION OF SOLAR ENERGY IS IN ALIGNMENT WITH SEC.
THE SEC ALWAYS COMMITMENT TO SUSTAINABILITY, CLIMATE ACTION, AND ENVIRONMENTAL LITERACY.
SOLAR ENERGY REDUCES THE IMPACT TO THE ENVIRONMENT THROUGH CARBON FOOTPRINT REDUCTION, BUT ALSO PROVIDES COST SAVINGS BY INCREASING ENERGY EFFICIENCIES.
ADDITIONAL ENVIRONMENTAL EDUCATION OPPORTUNITIES WILL ALSO BE PROVIDED THROUGH STEAM EDUCATION AND LITERACY, CAREER TECHNICAL EDUCATION PATHWAYS AND SUSTAINABILITY LESSONS.
NEXT SLIDE. WE'RE CURRENTLY IN THE EXPLORATION PHASE OF THE SOLAR ENERGY PROCESS AND ARE UNDERGOING ENERGY USE ANALYSIS AND PRELIMINARY DESIGN IDEATION FOR PROPOSED SCCOE SITE LOCATIONS, WHICH ARE RIDDER PARK LOCATION, SNELL, SUNOL AND WALDEN WEST.
UPCOMING STEPS IN THE PROCESS INCLUDE COLLABORATION WITH PG&E ON THE SUBMISSION OF INTERCONNECTIVITY APPLICATIONS FOR EACH SITE AND ELIGIBILITY.
IF IT IS DETERMINED THAT THE PROPOSED SITES ARE ELIGIBLE AND APPROVED, POTENTIAL FINANCING OPTIONS AND PROCUREMENT PROCESSES WILL BE EVALUATED AT THAT TIME. NEXT SLIDE, PLEASE.
THIS IS JUST A PRELIMINARY DESIGN FOR THE RIDDER PARK LOCATION.
THE BLUE BOXES ON THIS SLIDE REPRESENT THE POTENTIAL OPTIONS FOR SOLAR PANEL PLACEMENT.
AS YOU CAN SEE, THERE IS PLACEMENT IN THE PARKING LOT, THE ROOFTOP AND THE PARKING GARAGE.
ON THE NEXT SLIDE, WE HAVE THE PRELIMINARY DESIGN FOR OUR SNELL LOCATION, WHICH IS PLACEMENT AROUND THE PERIMETER OF THE SITE.
THE NEXT SLIDE WE HAVE OUR SUNOL LOCATION WHERE WE HAVE THEM IN THE FIELD.
THEN THE LAST SLIDE HAS OUR WALDEN WEST LOCATION, WHICH WE ARE LOOKING AT POTENTIALLY PLACEMENT NEAR THE POLE AND THE ROOFTOP.
IN CONCLUSION, IF WE'RE ELIGIBLE AND APPROVED TO MOVE FORWARD WITH THE SOLAR ENERGY PROJECT, WE THEN BENEFIT FROM FAVORABLE SOLAR CREDIT RATES AND POTENTIAL TAX INCENTIVES AND GRANT FUNDING OPPORTUNITIES.
AN UPDATE ON THE STATUS OF THE SOLAR ENERGY PROJECT WILL BE PROVIDED AT A FUTURE BOARD MEETING. THANK YOU.
>> THANK YOU. TRUSTEE DI SALVO.
>> I'M VERY EXCITED ABOUT THIS.
THANK YOU FOR THE PRELIMINARY WORK ON THIS AND WHEN I WAS A BOARD CHAIR, THAT SEEMS LIKE 2011 AND '12.
WE TALKED ABOUT THIS WITH THE SUPERINTENDENT.
I WILL GET THE PARKING STRUCTURES LIKE SCHOOL DISTRICT SIDE AND SOLAR POWER POWER THOSE PARKING STRUCTURES, NOTHING EVER MATERIALIZED.
ITS TIME HAS COME AND I'M GLAD WE'RE MOVING IN THIS DIRECTION.
I THINK IT'S THE RIGHT THING TO DO, SO APPRECIATE THE LEADERSHIP HERE. THANK YOU.
>> THANK YOU, TRUSTEE DI SALVO.
I THINK THAT'S IT. THANK YOU FOR THE PRESENTATION.
I'M SORRY. YES, TRUSTEE ROCHA.
>> THANK YOU FOR THE PRESENTATION AND GREAT WORK.
MY QUESTION IS MORE OF A SIDE NOTE, BUT A RELATED NOTE IN TERMS OF A LITTLE BIASED ON THIS FRONT.
BUT I BROUGHT THIS UP IN MY PAST SCHOOL BOARD IN RELATION TO WATER USE AND THEIR RESTRICTIONS AROUND NON-FUNCTIONAL TURF, DECORATIVE LAWNS, AND HOW WE MANAGED THOSE THAT ARE FACILITIES AND CONVERTING AND THE COSTS, ETC.
I KNOW THIS IS A SOLAR ISSUE, BUT I'D BE INTERESTED IN HEARING ABOUT THAT AT SOME POINT.
OBVIOUSLY, NOT TONIGHT OR TOMORROW, JUST AT SOME POINT, I'D BE INTERESTED IN OUR HANDLING THAT AT OUR PROPERTIES. THANK YOU.
HAPPY TO BACK INTO THAT. BACK TO TRUSTEE DI SALVO.
>> THANK YOU. IT'S REALLY FASCINATING TO ME WHEN I GOT ON THE BOARD A LONG TIME AGO, IS I THOUGHT WE OWNED A LOT OF PROPERTY AND WE HAD A LOT OF SITES AND WE DON'T, THAT YOU'RE SEEING WHAT WE OWN.
THE REST ARE ALL LEASED, EVERY ONE OF OUR PROGRAMS LEASES SITES FROM SCHOOL DISTRICTS AT DOLLAR A YEAR, APPROXIMATELY.
IT'S TOO MUCH. I WOULD LIKE TO GET THAT DOWN TO $0.50.
ARE THERE ANY OTHER QUESTIONS? THANK YOU.
WELL, THAT BRINGS US TO CLOSED SESSION.
THE BOARD IS ABOUT TO ENTER INTO CLOSED SESSION.
[9. CLOSED SESSION]
CLOSED SESSION INVOLVES CONFIDENTIAL INFORMATION.ONCE IN CLOSED SESSION, I WILL CALL THE CLOSED SESSION TO ORDER AND REQUEST THAT EACH TRUSTEE STATE THEIR NAME TO RECORD WHO IS IN ATTENDANCE AND TO AFFIRM AN UNDERSTANDING OF THE PARAMETERS OF THE CONDUCT OF BUSINESS IN THE CLOSED SESSION.
WE HAVE ONE CLOSED SESSION AGENDA ITEM THIS EVENING, 9A, INTERDISTRICT ATTENDANCE APPEAL FILED ON BEHALF OF STUDENT, RESIDENT DISTRICT, SEQUOIA UNION HIGH SCHOOL DISTRICT; THE DESIRED DISTRICT, MOUNTAIN VIEW, LOS ALTOS SCHOOL DISTRICT.
OUR CLOSED SESSION SHOULD LAST APPROXIMATELY 30 MINUTES,
[02:00:03]
SO WE SHALL RETURN APPROXIMATELY AT 07:35. THANK YOU.IN REGARD TO CLOSED SESSION ITEM 9A IN OUR DISTRICT TRANSFER APPEAL
[A. Report of Actions Taken in Closed Session]
FILED ON BEHALF OF STUDENT RESIDENT DISTRICT SEQUOIA UNION HIGH SCHOOL DISTRICT, DESIRED DISTRICT, MOUNTAIN VIEW, LOS ALTOS SCHOOL DISTRICT.A MOTION WAS MADE BY TRUSTEE DI SALVO AND SECONDED BY VICE PRESIDENT XI KRISHNAN TO APPROVE THE APPEAL BASED ON FACTOR 1 WITH A VOTE OF SEVEN EYES.
MOVING ON TO AGENDA ITEM NUMBER 11,
[A. The members of the Board may give reports on activities related to their duties as members of the Santa Clara County Board of Education]
COUNTY BOARD OF EDUCATION MEMBER REPORTS.IN COMPLIANCE WITH THE BROWN ACT, INFORMATION SHARED DURING COUNTY BOARD OF EDUCATION MEMBER REPORTS MUST ONLY INCLUDE THOSE ACTIVITIES SPECIFICALLY RELATED TO OUR DUTIES AS TRUSTEES AT THE SANTA CLARA COUNTY BOARD OF EDUCATION.
ARE THERE ANY TRUSTEES WHO WISH TO PROVIDE A REPORT ON ACTIVITY SPECIFICALLY RELATED TO THEIR DUTIES AS MEMBERS OF AND WITHIN THE SUBJECT MATTER JURISDICTION OF THE SANTA CLARA COUNTY BOARD OF EDUCATION? TRUSTEE LARI, AND THEN TRUSTEE BERTA, AND THEN TRUSTEE MAH.
>> IN JUNE 17, SATURDAY I STOPPED BY GILROY'S SAN YSIDRO PARK WAY UNDER THE HEALTHY LIVING ENHANCEMENT PROJECT INITIATIVE, A $3,000,000 FUNDING CHECK WAS PRESENTED BY CONGRESSWOMAN LOFGREN.
THE PROJECT PLANS TO PROVIDE IMPROVEMENTS AND RECREATIONAL OPPORTUNITIES AT THE PARK FOR THE COMMUNITY THAT HAS BEEN HISTORICALLY UNDER-SERVED.
WE KNOW THAT INITIATIVES TO ENCOURAGE YOUNG PEOPLE AND FAMILIES TO BE OUTSIDE ADVANCE HEALTH AND WELL-BEING, AND I WENT THERE TO SUPPORT THE INITIATIVE ON JUNE 17TH.
I ALSO STOPPED BY FOR THE JUNETEENTH STREET CELEBRATION FESTIVAL IN DOWNTOWN SAN JOSE.
THE FESTIVAL WAS A CELEBRATION OF AFRICAN-AMERICAN HERITAGE WITH GREAT FOOD AND MUSIC AND WITH MANY BOOTHS THAT EDUCATED THE COMMUNITY ON TOPICS RANGING FROM HEALTH TO EDUCATION AND THEN FINANCIAL LITERACY. THANK YOU.
>> THANK YOU. I HAD A MEETING WITH SANDYA LOPEZ, THE DIRECTOR FROM INCLUSION COLLABORATIVE.
IT'S GREAT TO CONNECT ON A LOT OF THE INITIATIVES AND LOOK FORWARD TO CONTINUING TO SUPPORT THERE.
I ALSO WANTED TO CONGRATULATE THE AFRICAN-AMERICAN COMMUNITY SERVICE AGENCY ON A JOYFUL AND REALLY MOVING JUNETEENTH CELEBRATION.
FINALLY, I JUST WANTED TO REQUEST AN UPDATE ON THE CALIFORNIA INDIAN EDUCATION TASK FORCE.
I KNOW THIS BOARD ADOPTED A RESOLUTION THIS PAST NOVEMBER, SO IT WOULD BE GREAT TO HEAR AN UPDATE.
>> THANK YOU, TRUSTEE BERTA. TRUSTEE MAH.
>> THANK YOU. I JUST WANT TO REPORT THAT I ATTENDED THE SAN JOSE STATE UNIVERSITY ECONOMIC SUMMIT, AND IT WAS REALLY INTERESTING.
ONE WAS MAYOR MATT MAHAN, CITY OF SAN JOSE MAYOR.
HE TALKED ABOUT A LOT OF THE ECONOMIC ISSUES THAT ARE FACING SILICON VALLEY BESIDES SAN JOSE.
HOMELESSNESS, PEOPLE THAT ARE LEAVING, PEOPLE THAT ARE NOT, ECONOMY, EMPLOYMENT LEVEL, ET CETERA.
BUT THEN WE ALSO HAD A SPEAKER WHO WAS REALLY VERY INTERESTING.
PROFESSOR THORBER, I THINK IS HIS NAME.
HE'S A LEADING ECONOMIST WHO TALKED ABOUT ALL THE ECONOMIC OUTLOOK JUST IN GENERAL, FOCUSED ON SILICON VALLEY, BUT HOW, A LOT OF WHAT HE ATTRIBUTES THE DOOM AND GLOOM THAT A LOT OF THE ECONOMISTS ARE SAYING NOWADAYS IS, HE ATTRIBUTES TO WHAT HE CALLS MISERABLISM AND HOW THERE'S A LOT OF NARRATIVE, BUT HE HAD A LOT OF DATA, CHARTS AND THINGS SHOWING THAT WE'RE NOT SO BAD.
WAGE DISPARITY IS NOT SO BAD AND ALL OF THESE CURVES AND THINGS WHICH ARE UP INTO THE RIGHT.
IT WAS VERY INTERESTING AND I WOULD RECOMMEND AS ELECTED OFFICIALS WE ARE ALLOWED TO SIGN UP FOR FREE.
I JUST REALLY THINK THAT WAS GREAT.
THE OTHER THING THAT I'VE BEEN DOING AS A BOARD MEMBER IS, AS I SAID LAST WEEK, WORKING WITH PRESIDENT CHON ON OUR SUPERINTENDENT EVALUATION PROCESS, AND I DID DIG UP OUR BOARD POLICY ON SUPERINTENDENT EVALUATION, BP 2140.
IT INCLUDES A LOT OF SPECIFICS ON WHAT WE'RE SUPPOSED TO DO.
I WOULD HESITATE TO SAY THAT THE LAST TWO YEARS WHEN WE WERE UNDER EMERGENCY SITUATIONS, WE DEVIATED FROM THAT BOARD POLICY,
[02:05:01]
BUT THAT NOW THAT WE ARE OUT OF THE EMERGENCY, THAT WE CONSIDER GOING BACK AND FOLLOWING OUR ESTABLISHED BOARD POLICY ON THE SUPERINTENDENT EVALUATION AND PROCESSES. THANK YOU.>> THANK YOU FOR THE REPORTS, TRUSTEES.
WE WILL NOW MOVE ON TO COMMITTEE REPORTS.
AT THIS TIME, NO COMMITTEES HAVE MET SINCE OUR LAST MEETING UNLESS I'M MISTAKEN.
WE WILL NOW MOVE TO THE NEXT AGENDA ITEM,
[A. The superintendent may give a report on any activities related to her duties.]
THE SUPERINTENDENT'S REPORT, DR. DEWAN.>> THIS EVENING, I'M REALLY PLEASED TO ANNOUNCE SEVERAL ITEMS OF GOOD NEWS.
THE FIRST IS AN AWARD THAT WALDEN WEST RECEIVED.
WALDEN WEST HAS BEEN NAMED A GOLD MEDAL SUMMER CAMP IN THE BAY AREA PARENT FAMILY FAVORITES BEST OF THE BEST EDITION FOR BEING THE BEST OVERNIGHT CAMP.

I WANT TO CONGRATULATE ALL THE TEAM MEMBERS FOR THEIR AMAZING WORK COLLABORATION AND GREAT EFFORTS AND GOOD TO BE RECOGNIZED.
THEY'VE BEEN RECOGNIZED HERE LOCALLY AT THE STATE AND NOW AGAIN AT THE NATIONAL LEVEL.
I ALSO WANT TO ANNOUNCE THAT OUR OFFICE HAS BEEN NAMED AS A GEO LEAD.
WE MIGHT NOT BE FAMILIAR WITH THE TERM.
GEO LEAD IS A COMPONENT OF THE STATEWIDE SYSTEM OF SUPPORT.
THE STATE OF CALIFORNIA, UNDER THE STATE BOARD OF EDUCATION, CALIFORNIA DEPARTMENT OF EDUCATION, AND OTHERS, IDENTIFY CERTAIN COUNTY OFFICES OF AGENTS AS COUNTY OFFICES OF EDUCATION AS LEAD AGENCIES AND CERTAIN GEOGRAPHIC AREAS.
THIS WAS ESTABLISHED UNDER ASSEMBLY BILL 1808 BACK IN AND BECAME INCLUDED IN STATUTE IN 2018.
THE PURPOSE OF THE GEO LEADS IS TO BUILD THE CAPACITY OF COUNTY OFFICES OF EDUCATION, TO ENSURE THAT COES ARE EQUIPPED TO ALSO BUILD CAPACITY WITHIN THE LOCAL EDUCATIONAL AGENCIES AND TO SUPPORT THE CONTINUOUS IMPROVEMENT OF STUDENT PERFORMANCE WITHIN THE STATE PRIORITIES.
THERE ARE NINE GEO LEADS AND WE WORK TOGETHER TO PROVIDE SUPPORT FOR COUNTY OFFICES IN SCHOOL DISTRICTS.
THIS WAS MENTIONED, BUT THE GEO LEADS ALSO CONNECT COES AND LEAS TO OTHER INITIATIVES WITHIN THE CALIFORNIA STATEWIDE SYSTEM OF SUPPORT.
THERE ARE A NUMBER, FOR EXAMPLE, FOCUSED ON SPECIAL EDUCATION AND EQUITY, READING, MATH, ET CETERA.
WE WORK TO PROVIDE EXPERTISE, IDENTIFY EXISTING RESOURCES, COORDINATE AND COLLABORATE, AS WELL AS CALIBRATE SUPPORT PROVIDED TO LEAS TO AVOID REDUNDANCIES AND DUPLICATION OF EFFORT WITHIN THE STATEWIDE SYSTEM OF SUPPORT.
WE SERVE AS EXPERT LEAD AGENCIES, SPECIAL RESOURCE LEAD AGENCIES ALONGSIDE CCEE AND THE CDE.
WE WERE DELIGHTED TO BE NAMED EFFECTIVE JULY 1ST, SANTA CLARA WILL BE THE GEO LEAD FOR THIS REGION, AND WE WILL BE LEADING EFFORTS FOR ALAMEDA, CONTRA COSTA, SAN FRANCISCO, SAN MATEO, AND SILANO COUNTIES.
THAT BRINGS US TO ADJOURNMENT.
THE NEXT SANTA CLARA COUNTY BOARD OF EDUCATION REGULAR MEETING IS SCHEDULED FOR JULY 19TH, 2023.
DO I HAVE A MOTION TO ADJOURN?
>> MOVE BY TRUSTEE BERTA AND A SECOND FROM TRUSTEE ROCHA.
WE ARE NOW ADJOURNED AT 08:08 P.M. THANK YOU, EVERYBODY.
