I JUST WANTED TO LET YOU KNOW THAT GATEWAY NEEDS A MIDDLE SCHOOL.
WE DO NOT HAVE A MIDDLE SCHOOL ROOM REPRESENTED IN OUR CONTINUUM OF SERVICES FOR THE SANTA CLARA COUNTY AT THE AT THE GILROY LOCATION. SO CURRENTLY, ANYBODY IN MIDDLE SCHOOL HAS TO LEAVE TOWN.
THEIR SIBLINGS, THEIR COUSINS, THEIR NEIGHBORS.
GILROY UNIFIED SCHOOL DISTRICT HAS A FULL CONTINUUM OF SERVICES FOR ALL OF THEIR STUDENTS.
HOWEVER, THE SANTA CLARA COUNTIES OFFER OF FAPE DOES NOT INCLUDE MIDDLE SCHOOL STUDENTS, AND MIDDLE SCHOOL STUDENTS HAVE TO LEAVE TOWN IN ORDER TO GET FREE AND APPROPRIATE EDUCATION. I'M JUST BRINGING THIS TO YOUR ATTENTION BECAUSE WE DO HAVE THE SPACE.
WE DO HAVE THE EXPERTISE AND WE HAVE THE FACILITIES TO PROVIDE THAT SIMPLE CLASSROOM, WHICH WOULD ENABLE ALL OF OUR STUDENTS IN GILROY TO BENEFIT FROM CLASSES IN THEIR HOME TOWN WITH THEIR PEERS.
GILROY UNIFIED SCHOOL DISTRICT HAS OFFERED FAPE IN GILROY FOR ALL OF OUR STUDENTS FOR MANY YEARS.
IN FACT, GATEWAY WAS BUILT 50 YEARS AGO BY THE MODEST MEANS OF PARENTS WHO DID FUNDRAISING TO ACTUALLY BUILD THE BUILDING SO THAT THEIR STUDENTS WOULDN'T HAVE TO GO ALL THE WAY TO SAN JOSE TO GET QUALITY EDUCATION.
AND TO LOSE THIS SERVICE OF JUST THREE YEARS FOR OUR MIDDLE SCHOOL STUDENTS IS A TREMENDOUS LOSS.
THEY ARE SEPARATED FROM THEIR FAMILIES.
I'M LOOKING AT GILROY AS A COMMUNITY AND I JUST WANT TO REALLY APPEAL TO ALL OF YOU TO PLEASE CONSIDER MAKING SURE WE HAVE A FULL CONTINUUM OF SERVICES FOR ALL OF OUR STUDENTS IN GILROY FOR THEIR ENTIRE FAPE.

THIS EVENING WE'RE GOING TO PROVIDE THE BOARD WITH SOME UPDATES RELATED TO THE CHARTER SCHOOLS DEPARTMENT, INCLUDING ONE OF THE NEW LAWS THAT EXTENDED THE TERM FOR CHARTER SCHOOL RENEWAL'S, DIRECTOR FAIRLEY.THANK YOU. GOOD EVENING, PRESIDENT CHON TRUSTEES, SUPERINTENDENT DEWAN STAFF AND COMMUNITY.
TONIGHT I HAVE FOUR ITEMS ON WHICH TO UPDATE YOU.
AS YOU KNOW, DURING THE 21-22 LEGISLATION SEASON, THE LEGISLATURE PASSED A BILL THAT EXTENDED ALL CHARTER SCHOOL TERMS THAT EXPIRED BETWEEN JANUARY 1ST, 2022 AND JANUARY 30TH, 2025 BY TWO YEARS. THIS WAS BASED ON THE LACK OF SUFFICIENT ASSESSMENT DATA REQUIRED UNDER ED CODE SECTION 47607 DUE TO ONGOING PANDEMIC AND DISTANCE LEARNING.
THE EXTENSIONS TO THE CHARTER TERMS WAS WAS INTENDED TO PERMIT RENEWALS BASED ON THE MOST CURRENT POST-PANDEMIC ASSESSMENTS AND WILL ALLOW CHARTER SCHOOLS RENEWALS TO BE BASED ON RENEWAL TIERS.
ON THE RENEWAL TIERS SET OUT IN ED CODE SECTIONS 47607 AND 47607.2.
ON JULY 10TH, 2023, THE GOVERNOR SIGNED SENATE BILL 114, WHICH AMENDED ED CODE SECTION 47607.4 TO EXTEND THE TERMS OF CHARTER SCHOOLS THAT EXPIRE ON OR BETWEEN JANUARY 1ST, 2024 AND JUNE 30TH, 27, 2027 BY ONE ADDITIONAL YEAR.
THE CALIFORNIA DEPARTMENT OF EDUCATION HAS AUTOMATICALLY UPDATED THE CHARTER TERMS FOR CHARTER SCHOOLS IMPACTED BY THIS EXTENSION, WITH THE EXTENSION OF AN ADDITIONAL YEAR TO THE CHARTER SCHOOL TERMS. NO CHARTER SCHOOL RENEWALS WILL BE HEARD BEFORE FISCAL YEAR 24-25.
SO THIS FIRST CHART LAYS OUT THE NUMBER OF CHARTER RENEWALS ACROSS THE COUNTY FOR THE NEXT SIX YEARS, WHICH IS THE TIME IT WILL TAKE US TO RENEW EACH OF THE CHARTER SCHOOLS IN OUR CURRENT PORTFOLIO.
ASSUMING THAT ALL CHARTER YEARS ARE GIVEN UP, ALL CHARTERS ARE GIVEN A FIVE YEAR RENEWAL TERM.
THIS CHART ALSO SERVES AS A SUMMARY FOR THE NEXT TWO SLIDES.
AND THEN IN 24-25 AUTHORIZERS OF INDEPENDENT CHARTER SCHOOLS, THERE ARE THREE OF THEM WILL HAVE FIVE RENEWALS AND AUTHORIZERS OF DEPENDENT CHARTER SCHOOLS, WHICH OF WHICH THERE'S ONLY ONE FOR THIS PARTICULAR YEAR.
WILL HAVE THREE, WILL HAVE ONE SORRY, RENEWAL.
AND THEN THE SANTA CLARA COUNTY OFFICE OF EDUCATION, WHICH IS ONE ENTITY, WILL HAVE FIVE RENEWALS.
AND IF YOU LOOK OVER TO 25-26 AND 26-27, YOU CAN SEE THAT THE TOTAL NUMBER OF RENEWALS IN THE COUNTY ARE 14 AND 19, WITH THE COUNTY OFFICE OF EDUCATION HAVING TWO IN 25-26 AND NINE IN 26-27.
25-26 EIGHT CHARTERS 26-27 EIGHT CHARTERS AND 27-28 TWO CHARTERS.

IN DEVELOPING THIS CALENDAR, WE USED A BASE ASSUMPTION THAT EACH SCHOOL WOULD BE GRANTED A FIVE YEAR TERM RENEWAL TERM.THIS INFORMATION IS RELEVANT BECAUSE DISTRICT DECISIONS REGARDING RENEWAL, REGARDING RENEWAL STATUS FOR CHARTER SCHOOLS MAY IMPACT FUTURE SCCBOE AGENDAS.
NEXT SLIDE. SO THIS CHART SHOWS THE RENEWAL SCHEDULE FOR SCCBOE AUTHORIZED CHARTERS OVER THE NEXT FOUR YEARS, AND YOU CAN SEE THAT IN 24-25 YOU WILL HAVE FIVE CHARTERS BEFORE YOU FOR RENEWAL, 25-26 TWO CHARTERS, 26-27 NINE CHARTERS AND 27-28 FIVE CHARTERS.
THIS ASSUMES THAT ALL CHARTERS ARE GRANTED A FIVE YEAR RENEWAL TERM AND NO SCHOOLS HAVE A TWO YEAR LOOK BACK, MEANING THAT THEY ARE IN THE LOWEST TIER AND THE PRESUMPTION IS DENIAL.

FIRST, IN RESPONSE TO THE INQUIRY FROM TRUSTEE MAH IN THE AGENDA FOR TOMORROW'S GOVERNANCE MEETING RETREAT, THE ENTIRE SLIDE DECK WAS POSTED THIS AFTERNOON AND YOU CAN FIND IT IN AGENDA ITEM 3E, WHERE IT'S NAMED PRESENTATION SLIDES FOR AGENDA ITEMS A THROUGH G.
ALSO THIS PAST WEEK, THE STATE BOARD OF EDUCATION MET AND ONE OF THE ITEMS, ACTION ITEMS THAT THEY TOOK WAS TO ADOPT A NEW MATH FRAMEWORK.
THERE ARE A NUMBER OF ITEMS WITHIN THE MATH FRAMEWORK THAT ARE FOCUSED ON EQUITY AND DIFFERENT TYPES OF PATHWAYS AND APPROACHES TO ENCOURAGE MORE DIVERSITY AND CONFIDENCE IN THE AREAS OF MATH.

THERE WAS AN END OF THE YEAR CELEBRATION WHERE MEMBERS WERE PRESENTED WITH A CERTIFICATE OF APPRECIATION AND A PLAQUE TO CELEBRATE THE ACTIVE PARTICIPATION OF PARENTS AND GUARDIANS. IN ADDITION TO THE STANDARD APPROVAL ITEMS, THERE WAS A REQUEST TO APPROVE THE APPLICATION TO THE HEAD START REGIONAL OFFICE FOR AN EXTENSION OF THE REMAINING COVID FUNDING IN THE UPCOMING ACADEMIC SCHOOL YEAR.
THE EXTENSION IS TO SPEND REMAINING FUNDS IN THE AMOUNT OF $342,556 BY MARCH 31ST, 2024.
THESE FUNDS WOULD SUPPORT THE PROGRAM WITH PLANNING SESSIONS FOR STAFF, STAFF WELLNESS AND MENTAL HEALTH SUPPORT, PROFESSIONAL LEARNING AND DEVELOPMENT FOR STAFF AND OTHER PERSONNEL COSTS TO SUPPORT IN-PERSON COMPREHENSIVE SERVICES TO CHILDREN AND FAMILIES.
AND TWO REPORTS WERE SHARED WITH THE POLICY COUNCIL.
THE FIRST REPORT WAS ON THE 2022-23 CHILD OUTCOMES REPORT DATA COLLECTION FROM FALL, WINTER AND SPRING DEMONSTRATED LEARNING ON ALL DOMAINS, BUT THE PROGRAM WILL CONTINUE TO FOCUS ON THE IMPACT OF THE PANDEMIC ON ENGLISH LANGUAGE DEVELOPMENT.
THE PROGRAM WILL CONTINUE TO PARTNER WITH THE SCHOOL CLIMATE LEADERSHIP AND INSTRUCTIONAL SERVICES TO LEARN TO ENGAGE PARENTS IN UNDERSTANDING THE IMPORTANCE OF LANGUAGE ACQUISITION AND HOW THEY MAY SUPPORT THEIR STUDENTS.
THE SECOND REPORT WAS A STATUS UPDATE FOR THE 2022-23 ONGOING MONITORING PLAN.
