Background
The Santa Clara County Board of Education (County Board) and the County Superintendent of Schools (County Superintendent) believe it is important to seek and consider students ideas, viewpoints, and reactions to education. To provide Santa Clara County Office of Education (SCCOE) high school students with opportunities for civic engagement and to provide valued input to the County Board, the County Board agreed by policy to ensure inclusion of a student member (Student Board Member). A petition was received and duly verified by the County Superintendent of Schools in June of 2022.
The 2023-2024 Student Board Member has been selected by their peers. The student member is in good academic standing and committed in writing to carrying out the responsibilities of Student Board Members by completing an affidavit which is on file in the office of the County Superintendent of Schools.
This evening the selected student, Romero Hernandez, is being presented to the County Board at the regular meeting of September 6, 2023.
The Student Board Member term shall be for one school year ending on June 30, 2024. The Student Board Member shall perform duties as needed within the scope of the County Board. Student Board Members shall not be considered members of legislative body for purposes of the Brown Act, including for purposes of establishing quorum. Student Board Members shall not be included in determining the vote count necessary to carry any measure before the County Board. The Student Board Member shall participate virtually in the meetings. Should the County Board of Education meetings extend beyond 8:00PM, the student board member will be automatically excused at 8:00PM.

The SCCOE is committed to providing opportunities for students to engage civically and to pursue the State Seal of Civic Engagement on their diploma. Civic engagement promotes learning, critical thinking, and engagement.

Hispanic/Latino/a students make up 39.3 percent of the student population in Santa Clara County and represent the largest racial/ethnic group within the county. The SCCOE continues to enhance equity and diversity by creating and distributing resources and programs for the Latino/a and Hispanic community to provide more inclusive classrooms for all students.

August is American Muslim Appreciation and Awareness month. Santa Clara County has a thriving community with over 60,000 Muslim residents who make rich contributions to the social, cultural, and economic vibrancy of our community, and foster greater respect and understanding among all people through faith and services.

Constitution Day is on September 17, 2023, coinciding with California High School Voter Educations Weeks from September 18 – 29, 2023. The SCCOE acknowledges its partnership with the Santa Clara County Registrar of Voters and its commitment to strengthening and motivating students to take an active role in civic processes.
Student Impact
Youth-eligible voter turnout correlates with civic education and engagement for high school students. The United States Constitution and its amendments outline the freedoms and principles of representative government, giving eligible youth the right to vote. The SCCOE is committed to working with community partners to prepare students to be civically engaged and uplift youth voice.

Reading is a foundational skill that is essential to learning and the development of critical thinking skills and the sharing of ideas, and the freedom to read are essential for a strong democracy. Books do not require readers to agree with topics or themes but instead allow readers to explore and engage with differing perspectives to form and inform their own views. Limiting young people's access to books does not protect them from life's complex and challenging issues.

California state law requires that all students have access to proper instructional materials that provide pupils with comprehensive, culturally competent, and accurate instruction about the history, experiences, and viewpoints of people from different communities in California.

September is nationally recognized as Attendance Awareness Month. When communities positively rally around creating a welcoming environment, there is an improvement in school attendance which in turn has a positive impact on student achievement.
Student Impact
School attendance is directly linked to students making connections with both their peers and school staff, to nurturing a sense of belonging, and to academic performance. Thriving attendance supports students being proficient readers by third grade, having higher achievement rates in middle, and higher graduation rates at the high school level.

On August 2, 2023 the Policy Subcommittee met and approved revisions to BP 6173 Education for Youth Experiencing Homelessness.
BP 6173 Education for Youth Experiencing Homelessness
The policy is updated to reflect a NEW LAW (AB 408, 2022) which requires the liaison for homeless students to offer annual training to Santa Clara County Office of Education (SCCOE) employees providing services to students experiencing homelessness and to inform such employees of the availability of training and the services provided by the liaison. The policy is also updated to clarify what factors to consider when determining the "best interest" of the student in enrollment decisions, and in regard to resolving enrollment disputes, to provide materials in the native language or through an interpreter and to provide any additional support needed because of a disability at no additional charge. Additionally, the policy is updated to add a section on "Transportation" to ensure students experiencing homelessness are provided transportation to and from the student's school of origin, reflect NEW LAW (AB 181, 2022) which exempts a student classified as unduplicated from paying a fee for transportation, and reflect NEW LAW (SB 532, 2022) which provides, when a student experiencing homelessness transfers into an SCCOE school, for additional requirements regarding the transfer of coursework and credits, exemptions from established graduation requirements and for the option to remain in school to complete SCCOE-established or statewide course requirements. The policy is updated throughout to change language from "homeless student" to "student experiencing homelessness."

The 2023-2024 County School Service Fund Budget was adopted on June 21, 2023 and was developed based on a set of assumptions, and the most up-to-date information available from the Governor's May Revise, legislative proposals, with guidance from organizations such as the California Department of Education and Department of Finance. The 2023-2024 State Budget was enacted on June 27, 2023 and trailer bill language was introduced that provides additional information on how the State Budget will be implemented.

Background
The California Department of Education (CDE) Inclusive Early Education Expansion Program (IEEEP) Grant was established for the purpose of increasing access to inclusive early learning and care programs, particularly in low-income and high-need communities, for children with disabilities, including children with severe disabilities. The IEEEP grant was awarded to local educational agencies (LEA's) on a competitive basis and awarded to selected LEAs for the purposes of adaptive and universally designed facility renovations, adaptive equipment and professional development. The SCCOE was awarded approximately $5.49 million in IEEEP Grant Funding, which is restricted one-time funding to increase access through adaptive and universally designed facility enhancements for the following eligible SCCOE sites: Glen View/Gateway, Stonegate, Hollister, and Ridder Park.
Student Impact
Increasing access to inclusive early learning and care programs for children with disabilities supports children's development, relationships with peers, and promotes a sense of belonging.
